The legal issues surrounding the regulation of subsidence are among the major concerns facing the underground mining industry today. Whether subsidence occurs almost immediately as a result of longwall mining or without warning as a result of room and pillar mining conducted years ago, the resulting disputes are highly controversial and typical of the disputes involving the competing interests of surface and mineral estate owners. Until recently, the law governing these disputes was firmly established under the common law. The passage of the Surface Mining Control and Reclamation Act 1, the utilization of new mining technologies, and the general heightened environmental awareness of our times, however, have interjected new issues into this area of the law. State and Federal court decisions and administrative agency interpretations have helped clarify some of the issues. However, as evidenced by the many recent lawsuits between operators, surface owners, and regulatory agencies, many uncertainties still exist.

Mineral exploration activity in the US suffered through another depressed year in 1984. And continued strength in precious metals (and possibly industrial minerals) exploration failed to make up for declines in other minerals. 1984 offered little solace for the explorationist. But some new data on mineral exploration provided better statistics for analysts of US mineral exploration trends. The Society of Economic Geologists (SEG) published data from its survey of 1980,1981, and 1982 exploration by US and Canadian companies - 96 companies responded (Barber and Muessig, 1984). In addition, a Mining Engineering (April 1984 p. 345) article by Emerson and Ivosevic presented their data on annual exploration expenditures in the US for gold and for all minerals from 1961 through 1983. A review of 1984 domestic exploration and development activities reported in several industry journals indicates that almost 90% of those projects were directed at gold and silver deposits. Statistics on 1984 exploration expenditures are not available. But some industry observers believe that precious metals accounted for an even larger share of industry's exploration budget in 1984 than in 1983. When the Trelleborg Divisions of Boliden Allis and Mineral Processing Systems (MPSI) merged, a unique opportunity occurred for two independent mill fabricators to compare design pro¬cedures and the research upon which they were based. Several semiautogenuous (SAG) mill analyses are compared using Boliden Allis and MPSI methods. The differences and similarities are then used in a correlation of critical stress definitions and the acceptable design and inspection criteria. Given the opportunity to compare the total philosophies and methods of several companies involved in the design and fabrication of grinding mills, it was important to first develop the comparison method and ground rules. One option was to compare analytical methods by details such as numerical techniques and accuracies. However, this option was discarded in favor of a more general approach. The question that was finally posed was in two parts. Given an identical mill requirement: • What would be the difference in the analytical design result, and to what aspect of the analytical process could this difference be attributed? • What would be the difference in approaches to obtaining the final hardware in subcontracting, both in specifying and Quality Assurance surveillance? By using this comparative approach, questions of relative conservativeness and reliability would automatically be answered.

Remote control is usually associated with deep mine, continuous mining machines. This is because thin-seam operation precludes an onboard operator's compartment or the mine has approval to conduct extended cut mining. Using a tethered or radio-linked control box, the remote operator is typically situated 3 to 15 m (10 to 50 ft) from the working face. The operator receives direct operational cues through senses like vision, hearing and feel. Remote control is sometimes touted as a safety feature. However, this is not always true, as operators are not provided protection from roof and rib falls or being crushed between the machine and a rib. Remote control operators are also left exposed to dust and noise. Teleoperation described here is the computer-based, distant control of mining machinery from a protected operator compartment located out of the line-of-sight from the operational site. Video, sound and other sensory information are gathered through sensors and electronically transmitted to and displayed at the operator's location. The teleoperator responds to the information and makes decisions that are initiated by control devices (usually switches). These control commands are then electronically transmitted to the re¬mote machinery and the appropriate machine function(s) are carried out. Teleoperation increases the safety of mining machine operators as it removes them from the immediate vicinity of hazards. The US Bureau of Mines' involvement with teleoperation dates back to 1979. Following feasibility studies, a highwall milling system (HMS) was developed and tested. A deep, thin-seam, room-and-pillar system (TSRPS) has been designed and is currently being surface tested.

INTRODUCTION Content of this Report The 1300m long twin-bore 8.1m diameter Airside Road Tunnels (ART) were excavated beneath the busy taxiways and stands of Heathrow Airport between 2002and 2003. The tunnels were fully completed and handed over to the client for use early in 2005. This paper will describe the purpose of the tunnels, and the measures put in place to minimize the impact of construction on the daily activities involved in running an international airport. Terminal 5 Construction Heathrow Airport is the busiest international airport in the World, with a current capacity of circa 67 million passengers per year, based on existing infrastructure of4 passenger terminals, 1 cargo terminal, 2 runways and 170 aircraft stands. Terminal 5(T5) is being built to increase Heathrow’s passenger capacity by providing the following: 12 additional aircraft stands through redevelopment of the south apron area, in the autumn of 2004 A main terminal building (T5A) and a first satellite (T5B), and 43 additional stands by the spring of 2008, most of which will be able to receive the new generation large aircraft (Airbus A380) A second optional satellite (T5C) by year 2010 A third optional satellite (T5D) by year 2015 The total value of the project is approximately 4.2 billion pounds for the main phase of the works spanning from 2000 to 2007. Purpose of the Airside Road Tunnel The ART has been constructed to support the internal road traffic of the airport between terminals, aircraft stands, runways and taxiways, for passenger buses, service and technical vehicles. The majority of the traffic will be buses transporting passengers between the terminals and their aircraft.

A dedicated tunnel construction version of the Caterpillar 328D LCR compact radius excavator is proving highly productive on the A9 Autoroute construction project near Visp, in Switzerland. It is the first machine of its kind to operate on a Swiss contract and uses a special dedicated front attachment designed and constructed by German Caterpillar dealer Zeppelin. The machine offers a powerful, stable and compact solution for tunneling contractors. A rear overhang of just 305 mm (12 in.) provides a tail swing radius of just 1.9 m (6.2 ft). The 328D LCR is ideal for the restricted working areas within a tunnel construction site. The machine is equipped with the wide tracks from the 330D L conventional crawler excavator, ensuring maximum stability when operating. In addition, the boom mounting has been moved further toward the center of the machine for the tunnel model, creating an increased lift capacity over the front end compared with a standard 325D L. The boom itself features a robust box section construction, with high-strength steels, additional supporting struts and reinforced bearings for maximum durability. All pins have hard-chromium plating for optimum protection against wear. Stick digging force is a powerful 134 kN, with up to 212 kN of bucket digging force available, for maximum penetration in blasted material. The 328D LCR is also equipped with a heavy-duty dozer blade as standard. This ensures outstanding stability when working and providing a useful secondary tool for clearing and leveling within the jobsite. Two 45° tilting mechanisms in the boom construction, allow the boom to be swung to 45° on either side of the machine. So the specially designed attachment linkage provides increased rollback for access to the roof of the tunnel. A Caterpillar CW45S mechanical quick-coupler allows rapid changes between specialist tunneling attachments, standard Caterpillar buckets and a range of Caterpillar work tools. The machine is powered by a Caterpillar C7 diesel engine. This six-cylinder EU Stage IIIA diesel motor [ ] offers 8 percent more power than its predecessor, with 140 kW (190 hp) available at just 1,800 rpm. Caterpillar?s ACERT combustion technology results in lower fuel consumption and reduced exhaust emissions. However, the tunnel machine is also equipped with a diesel particulate filter as standard, to further cut exhaust gases within the tunnel working. The 328D LCR is designed for use in transport tunnels of 6.8 m (22.3 ft) in height. With the tunneling boom in place, the machine has an operating weight of 42,540 kg (93,783 lbs), yet retains a transport height with the tunnel boom of just 3.9 m (12.8 ft). Transport width with 600 mm (23.6 in.) track shoes, is just 3.2 m (10.5 ft). On the A9 tunnel contract, the machine is being used by a consortium of Swiss and Austrian companies working for the canton of Valais? Routes Nationals Construction (RNC) department. The 31.8-km (19.7-mile) A9 Autoroute construction project will connect Sierre in the west and the town of Brig to the east. The tunnel that is bypassing the town of Visp is just one of a number along the mountainous route.

Extruded Concrete Lining combines technological and financial advantages. The tunnel lining is reliably embedded in the surrounding ground as the fluid concrete is extruded at constant pressure directly behind the TBM supporting the exposed surface. Ground deformation from the TBM passage can be compensated and the ground will be pre-stressed by the extrusion process. Developments in concrete technology permit high speed tunneling by use of a slip formwork attached to the TBM. Realised projects in Milano (Italy), Lyon (France), Frankfurt (Germany) and Akima (Japan) will be demonstrated.

The Coeur Rochester Mine is one of the largest and lowest cost primary silver mines in the United States. In January, the mine surpassed 3.1 kt (100 million oz) of historic silver production. Rochester is owned and operated by Coeur d’Alene Mines, the world’s largest primary silver producer. Rochester is the world’s seventh largest silver mine. It also produces gold — more than 31.1 t (1 million oz) in historic production. Cash operating costs have averaged 8 cents/g ($2.58/oz) of silver since operations began in 1986.

The innovative Soil-Cement Mixing Wall Technique, developed independently in Japan, consists of mixing in-place soils with cement grout using multi-axis augers and mixing paddles to construct overlapping soil-cement columns. The applications of overlapped soil-cement columns include cutoff walls for groundwater control and structural diaphragm walls for excavation support. The special features of this technique include water tightness, versatile strength design, and efficient installation in subsurface materials varying from clayey soils to cobbles or soft rocks. Through the introduction of two recent subway projects in Japan, this paper presents the design parameters, construction procedure, quality control and performance of soil-cement wall for excavation support and groundwater control.

The environmental sustainability is linked back to human sustainability; the sustainability development comprises the environment, society, and economics. This study mainly focused on mining sustainability and its impact on the environment of Pakistan. For measuring the level and environmental mining sustainability nature to Environmental Impact Assessment (EIA) of the world’s second largest salt mine “Khewra,” Folchi and Phillips environmental sustainability mathematics (PESM) models are applied. The results indicated that Khewra was deemed to be potentially sustainable for the environment and quality of salt. The results suggest the delicate balance of maintaining sustainability successfully, regarding the mining process in Pakistan which has been affecting the local environment and community so badly. When performing blasting operations in open pit settings, energy is released and transmitted through the geology. Some negative effects can have significant impacts on mining operations and adversely affect mine production. This technical paper presents recommendations for blast design to prevent damage due to ground motion from blasting on adjacent concrete structures of underground operations. The paper includes a case study describing a problem regarding an open pit mine expansion and asks whether production blasting will damage concrete shaft structures due to blast stress waves and blastinduced ground motion. Based on the results, a set of criteria is provided to implement in current and future mining operations that involve blasting near underground concrete structures. A set of techniques on how to improve vibration levels for safe operations is also presented. Knowledge of particle velocity and wave propagation for site-specific circumstances to determine a safe level of vibration is recommended. Emphasis is placed on making use of electronic detonators and early delay detonators to achieve successful levels of vibration. A dynamic analysis is necessary to determine if vibration from blasting can damage the concrete shaft structure. When reinforced concrete structures are subject to blast loading, both concrete and steel are subject to very high strain rates. As opposed to static loads, when subject to high strain rate loads these materials increase their strength significantly. In fact, they increase by more than 50% for reinforcing steel, by more than 100% for concrete in compression, and by more than 600% for concrete in tension. This finding is of significant importance in mining operations because it allows an increase in flexural capacity of individual members as a result of high strain rates. Therefore, an elevated ground vibration (PPV) or particle velocity is permissible when blasting takes place near concrete structures.

Aggregate resources consist of sand and gravel, and crushed stone. They are large-tonnage, bulk-minable mineral commodities that are used in construction and industrial activities (Tepordei, 1999, 2001).Rates of aggregate production, use and mine permit approval in the mid-Atlantic region differ by population density. These rates are influenced by economic and human factors, such as demand, costs, land availability and community opposition. In some areas, the local availability of aggregate is limited. This is due to the lack of suitable local source materials for aggregate, the loss of potential high-quality aggregate resource production sites by preemptive land development and restrictive zoning (resource sterilization), and the difficulty of developing and permitting production sites for aggregate.

This paper reviews the results of the subsidence research prop ram at Sandia National Laboratories. The manuscript highlights the following: the application of empirical methods (profile functions) to the subsidence above longwall panels in the U.S.; the use of the "rubble model" to describe the behavior of broken strata as it distends when it falls to the Mine floor (or top of the rubble pile) and then is subsequently compacted as it is loaded by overlying elements of strata; and, the application of physical modeling techniques (centrifuge simulations) and numerical techniques to study the failure mechanisms in highly structured stratigraphy. The capabilities of the latter two are illustrated ')y comparing their predictions to the results of a field case that has complicated stratigraphy.

Part I in this series of papers considered the chemistry of medium-temperature pressure leaching of copper sulfide concentrates and reviewed the metallurgical testing and initial process development for this technology. This initial work resulted in the development of a process flowsheet utilizing superfine grinding (to a P98 of 12 to 15 µm and P80 of 6 to 7 µm), pressure leaching at 160° to 170ºC, followed by conventional solution extraction (SX) and electrowinning (EW) for the recovery of copper. However, this process required a significant amount of concentrated acid to be fed to the pressure leach vessel to meet the reaction requirements, representing a cost of between $0.03 and 0.05/lb copper (2006 basis) produced by the process. It was immediately recognized that the development of a process that did not require such a large acid addition would be advantageous. This paper, which is Part II in the series, describes the development of a process that incorporates medium-temperature pressure leaching and direct electrowinning (DEW) in a novel and innovative process flowsheet. Phelps Dodge (a subsidiary of Freeport-McMoRan Copper & Gold Inc.) refers to this as the ?MT-DEW-SX? process. Part III in this series covers the large-scale demonstration of the MT-DEW-SX process at Bagdad, Arizona; and Part IV addresses the development and design of a full-scale commercial application at Morenci, Arizona.

Yet, mining is a complex and risky business: plenty of high risk factors can occur and severely affect nature and the miner?s life and health. Especially for small and medium enterprises (SME) risks may also threaten the economic existence of the company. The responsible and sustainable management of a company should thus be based upon the systematic finding and handling of risks or briefly upon an efficient risk management system. Why do we need risk management? Because nobody is perfect and we make mistakes in the normal course of operation.

The evolution of surface mine layout configuration is a function of the schedules and sequence of material excavation within the optimized layouts. The production schedules and sequence of materials movement from multi-bench and multi-face operations are difficult to plan and execute. However, the ability to maximize the profit or net present value of an orebody is largely dependent on the mining schedule. The mining schedule will determine the life of the mine, the projected cashflows, and the investment requirements over the mine life. The pit geometries, pit expansion rates and the periodic volume of materials from different benches in a multi-bench, multi-face open pit mine determine the equipment requirements. The volume of materials excavated, as well as pit layout changes from circular and elliptical geometries of an oil sands mine were modeled using analytical geometric and parabolic partial differential equations (PDEs) and solved within Matlab. The results show that the geometric values are almost the same as those obtained from PDEs for different pit configurations. The economic analysis shows that both the current mining system (CMS) and the cyclic excavator conveyor belt control system (CycEx CBCS) are viable with high NPV (= $3.20 × 1010), PI (> 19%) and IRR (> 29.02%) with short discounted payback periods (= 3.24 months). The CycEx CBCS option is more economic than the CMS option. Its NPV is 1.27 times that of the CMS option. The PI and IRR for the CycEx CBCS option are respectively 2.24 and 1.13 times that of the CMS option. As well, the CycEx CBCS option has almost half the DPBP of the CMS option. The CMS option has an operating cost of $1.386 per tonne ($2.774/barrel) while that of the CycEx CBCS option is $0.779/tonne ($1.558/barrel). These results show that the CycEx CBCS option is the better option for mining companies working on oil sands deposits to invest in.

In a typical mining operation, run-of-mine (ROM) ore is crushed and screened to achieve a desired particle size distribution and then fed to processing equipment for further refining. For an operation to be profit-able, the ore handling system from the mine face to final product loadout must be reliable. However, the handling system components do not always perform as expected and production problems related to material flow occur. These problems include flow stoppages, limited live storage capacities, uncontrollable flow, segregation, spillage and dust emissions. These result in lost production, excessive maintenance, safety and environmental issues, and even structural failures, in some cases. Flow patterns Flow problems and their solutions can be best understood by first learning how bulk solids flow. As bulk solids discharge by gravity from a storage system, primarily two types of flow patterns can develop: funnel flow and mass flow. Figure 1 shows a schematic of these two flow patterns. In funnel flow, only a portion of the material is in motion during discharge, which flows toward the outlet through a channel that forms within the stagnant material. Funnel flow occurs when a hopper is not sufficiently steep and smooth to ensure flow along the walls or when the outlet is not fully effective. In mass flow, all of the material is in motion whenever any is discharged ? there is no stagnant material. Mass flow occurs when the hopper is sufficiently steep and smooth to ensure flow along the hopper walls. Shallow valleys are not permitted and the outlet must be fully effective. A third type of flow pattern, called expanded flow, can develop when a mass flow hopper (or hoppers) is placed beneath a funnel flow hopper or bin. The mass flow hopper is designed to activate a sufficiently large flow channel in the funnel flow hopper to avoid flow problems due to a rathole. The flow pattern in which a bulk solid discharges from a storage system strongly influences the flow problems that may occur in that facility.

The energy and climate protection policy of European Union (EU), and its Member States adopted in 2007 bridges security of supply, environmental protection and competitiveness. The objectives of the EU energy and environmental strategy cover the foreseeable period till 2020. It assumes all sources of energy will be needed. The objectives for renewable and improved efficiency are ambitious; it must be established if they are also realistic. Coal can continue to make valuable contribution to the security of supply and low price of electricity, only with technologies allowing for drastic reduction of the CO2 emitted of its combustion. The aimed at -20% reduction of green-house gases (GHG) of EU-27 by 2020 is an objective limited in time and content. Europe produces less than 15% of global CO2 and this will be reduced to 10% in 2030. Emissions Trading (ET) is to remain the central instrument for CO2 management, especially in the power sector. ET scheme (ETS) or other mechanisms need designing to create an incentive for investment in higher efficiency and technologies and to Carbon Capture & Storage (CCS). The ETS as the climate protection instrument of the EU can become a heavy burden (high fuel and electricity prices, less security of supply) or it can create a climate for modernization of fossil fuel power plants. The suggestion in this paper of fuel-specific benchmark system for CO2 allocation after 2012 can combine the emission levels to be reached with a strong drive to invest, the necessary investment security, transparency and the principle of proportionality. A Benchmark System as recommended by coal industry could adapt to the different circumstances in the long term and comply with EU energy and environmental policy objectives.

Agglomeration techniques are widely used by industry to form fine particles into larger masses that are easier to handle and process. One area where agglomeration is potentially useful is in heap leaching operations. With-out agglomeration, fine particles travel through the heap, clogging the spaces between the larger particles and resulting in poor leach solution flow. Poor flow of leach solution will result in long leach rates and/or decreased metal recovery. Agglomeration immobilizes the fine particles and therefore improves heap permeability to fluid flow. Additional additives (binders) are needed to prevent agglomerates from breaking up as leaching solution percolates through the heap. Type II Portland cement and lime are two well-known binders used in gold and silver leaching, but these are limited to alkaline leaching environments. Various other products have been tested as binders, including polymers. This paper summarizes the benefits of agglomeration in heap leaching and the results obtained from the testing of several different agglomeration binders in heap leaching operations.

On Aug. 31, 2006, Tropical Storm Ernesto hit the city of Richmond, VA. The Battery Park area was hit particularly hard, as flooding forced an evacuation of the area. A large sinkhole collapsed a sewer line in the Battery Park area, blocking the pipe and causing more serious flooding. This article describes the fast track design, bidding and construction of an emergency tunnel to bypass the collapsed sewer. Innovative value engineering, tunneling and shaft-sinking methods and final lining design all contributed to the success of this project. The storm inundated Richmond, VA with up to 305 mm (12 in.) of rain that, in some areas, caused widespread flooding and damage. One of the hardest hit areas of Richmond was Battery Park. A major trunk sewer in the Battery Park area collapsed and caused local combined sewer and stormwater flooding. The collapsed sewer was a 2.4-m x 76-mm (8-ft- x 3-in.-) wide by 2.7-m- x 152-mm- (9-ft- x 6 in.-) high arch sewer that was constructed in the 1920s and later filled over with municipal solid waste and a soil fill cap to cur-rent elevations. A sinkhole was created in the area of collapse approximately 18 m (60 ft ) deep and 31 m (100 ft) in diameter. This caused the existing arch sewer to become blocked. As a result of this blockage, contaminated floodwaters reached depths in low-lying areas in excess of 8 m (25 ft).
