"The consequences of ineffective mine closure in South Africa are evident from the number of abandoned mines and operations on extended care-and-maintenance, the on-selling of mines to less well-resourced companies to close, and increasing illegal mining activities. However, the data to substantiate these observations and provide insight into the underlying issues has not been available. Through the Promotion of Access to Information Act, a list of mine closure certificates applied for between 2011 and 2016 and a list of certificates granted over the same period for all nine regions of South Africa was obtained. From the analysis of this data, we show that the mine closure system as implemented in South Africa is largely ineffective. Although closure certificates are being granted, these are for prospecting sites and small-scale mines, which have a relatively small environmental impact. No large mines of any environmental significance were relinquished over the period under review, with very few applying for closure certificates. Furthermore, the issuing of closure certificates varies significantly between regional offices, with the success rate for applications being generally low and issuing of certificates taking an extended period. IntroductionThere are a number of concerns with the mine closure process as practiced in South Africa, and these have largely been laid at the door of government. Alberts et al. (2017) stress that the legislation generally conforms to international best practice. However, the system is ‘complex and unwieldy’, involving various pieces of legislation and different government departments with overlapping requirements and different interpretations of the law. A further area of concern is the capacity and competence of government to implement legislation. The ‘shortage of relevant mine closure skills and knowledge within the regulator’ was identified by van Druten and Bekker (2017) as a key contributor to unsuccessful closure. Lack of capacity and resources within the regulator has also been highlighted by Botham, Kelso, and Annegarn (2011) and Milaras, McKay, and Ahmed (2014). A recent study of the mineral application process by Corruption Watch (2017) indicates that positions in the regulator have been frozen for many years, leading to a shortage of staff, and that unqualified individuals have been appointed. There is also the perceived reluctance of government to grant closure in order to limit transfer of the liability to the state and delay the inevitable job losses."

There are a number of factors that contribute to the profitability of a mine and its associated concentrator. Chief among these is the time taken from the first hoist of material from underground to the first batch of concentrate shipped. The main aim of this project was to integrate the mining model with a concentrator production schedule to minimize the time it would take to produce concentrate (without the concentrator having to stop because of a lack of feed material) in the most capital-effective manner. A secondary goal was to ensure detailed stockpiling requirements, as the concentrator is in an area where 'visual pollution' is to be avoided. To achieve these two goals a dynamic stockpile model was created by utilizing the mine production schedule and breaking it down to a daily production figure. Four different concentrator development models were then proposed. The difference between the mine production and concentrator consumption was integrated over the life of the mine to provide the accumulated stockpile tonnages for both Merensky and UG2 ore. To prevent a situation where the concentrator was operational without any feed, the stockpile levels were never allowed to fall below zero. When a development option was selected, the standard metallurgical performance calculations were used to derive a concentrate production schedule, which was used as a basis for commercial negotiations for the sale of concentrate.

Since the commissioning of the Tati Hydrometallurgical Demonstration Plant (HDP), which produces Ni and Cu cathodes as well as Co salt from sulphide concentrate employing Activox® technology for leaching, no kinetic data has been generated from the plant under normal operating conditions, from start-up to steady state. Therefore, this study seeks to determine the rate of reactions in the leaching circuit with a view to obtaining kinetic data for the system under the current operating conditions. Within the five-compartment autoclave operating at temperatures of 105°C to 110°C and 1100 kPa pressure, the extraction of Ni, Cu, and Co ions into solution is achieved through the oxidation of the sulphide concentrate using approximately 50 kg H2SO4 per ton, 10 kg NaCl per ton, and 1.21 kg O2 per kilogram of S2-. The autoclave reactions showed complex kinetics, with the reactions proceeding via some intermediate(s) before the formation of products. The results suggest that the reactions were dependent on the size of the metal ion of interest and the concentrations of the metal ions in the Tati concentrate as well as in chloride leaching. The order of the leaching rate constants was Fe2+ > Cu2+ > Ni2+ > Co2+ in all the compartments studied. The rates of leaching were also found to decrease as the concentrate moves from compartment 1 to compartment 4. For compartments 1 to 3, leaching was observed to be preceded by dilution of the repulp liquor (copper raffinate). The leaching rate for compartment 5 was slightly lower than that of compartment 1 but higher than the rates of compartments 2, 3, and 4 for all the metals studied. The Shewhart [X]?and R charts are still the most popular control charts in use today for continuous monitoring of quality data. However, for these charts to function properly, the underlying assumption of normality and independence of data must be satisfied. When either independence and/or normality of data are not present, which is a common feature of ore quality data, an application of the conventional Shewhart [X]?and R charts may introduce false alarms in the analysis of the data. To address these issues, a guideline is proposed for construction of appropriate univariate and multivariate control charts for a variety of situations. A use of this guideline to a bauxite mine suggested the construction of special cause control chart for the analysis of individual variables namely, Al2O3% and SiO2%; whereas, the multivariate T2 chart based on residuals is proposed for the bivariate analysis of the variables. The case study clearly revealed that without considering the data correlation, one may be in a state of false impression about an out of control condition while using the Shewhart [X]?and R charts for univariate and the Hotelling T2chart for multivariate analysis. To compare the effectiveness of the control charts, specifically the Shewhart [X]?and the special cause control charts, a simulation study was conducted. It was found that the conventional Shewhart chart provided lower probability of coverage than the special cause control chart. It was also revealed that the quality specification of Al2O3% is met as the variation of Al2O3% is well within the specification limits; whereas, it is difficult to meet the quality specification of SiO2% on a regular basis.

Eng (Mining Engineering) degree The stability of a ferrosilicon dense medium suspension is one of the most important parameters to keep under control since it determines the density gradient of the medium in the separation zone and thus directly influences separation sharpness. The stability of ferrosilicon suspensions were characterized using settling tests employing a differential pressure method. Particles smaller than 45 µm and especially the ore fines played an important role in the settling behaviour of the solids. Solvent extraction of Cu from acidic leach, using an oxime extractant, e.g. LIX 984 or Acorga is a well-known and establishedprocess. As the process advances, Cu is extracted to the solvent and is replaced by H+in the aqueous phase. At high acidity the distribution coefficient of Cu between the solvent and the aqueous phase decreases, and eventually a relatively high concentration of Cu remains in the raffinate, regardless of the number of equilibrium stages. In many processes this phenomenon is immaterial, as the raffinate returns to the leaching and no copper is lost. But when the copper raffinate is used for processing of additional metals, minimal concentration of Cu in the raffinate is essential for an effective process. The recommended process includes three steps: SX-1?standard extraction of Cu with oxime. The resulting raffinate contains about 6?8 g/lCu and 50 g/lH2SO4. SX-N?Extraction of most of the acid into an amine-based solvent, and stripping it with a base, e.g. aqueous ammonia, caustic, Na2CO3etc. The extraction removes no metals, but decreases the concentration of acid from 50 to10 g/l. SX-2?Extraction of the neutralized solution once more with oxime, to remove the residual copper. Such a process enables one to get down to 100?150 ppm Cu in the final raffinate. This process was developed and tested in the R&D facility at Chambishi Metals plc, by a joint team of Chambishi & Bateman, using Cognis LIX 984N and real solutions from the plant. In the laboratory the equilibrium isotherms for SX-1, SX-2 and the neutralization were developed. Computer simulation of the results showed that the optimal configuration is two stages for both extraction and stripping for SX-1. For SX2, 2?3 stages of extraction and two stages of stripping are needed. The stripping stages may be common to both SX-1 and SX-2. The neutralization of SX1 raffinate was tested both by conventional precipitation with lime and by extraction with alamine-based solvent extraction and stripping with a solution of 10% NaOH. For the SX-N only one stage was needed for both the extraction and stripping. The bench scale pilot plant was run for both SX-1 and SX-2. The results were very similar to the simulated ones, and the configuration of 2E2S for SX-1 and 3E2S for SX 2 delivered the required raffinate with less than 150 ppm Cu.

Globalization creates investment opportunities for enterprises around the world. Attracting foreign investment has been a key challenge for economic growth in developing countries. Corruption, political instability, armed conflict, and other internal problems affect foreign direct investment (FDI) inflows negatively. A framework of criteria provides a basis for comparing non-commercial risk (NCR) among twenty-three mineral economies. Countries competing for foreign direct investment inflows are ranked from least to most risky. This study compares Inward FDI Performance Index (IND) with NCR ratings in developing countries and shows that risk is increasingly mitigated by means of appropriately structured insurance. Given the option for countries with similar mineral potential, investors will generally invest in the country that offers lower non-commercial risk. In most coal preparation processes, water is a necessary medium, but the presence of water in coal after it has been cleaned has a negative impact on transportation costs, handling and specific energy values. The utilization of super absorbent polymers (SAP) in the nappy application is well known. The concept of utilizing these polymers was investigated for the purposes of dewatering coal and other fines, generated by preparation processes such as flotation. SAPs are granular highly cross-linked synthetic copolymers with excellent water-absorbing properties. The dewatering process is characterized by three main stages: (a) contact of super absorbent polymer with high-moisture fine coal; (b) separation of dewatered fine coal from super absorbent polymer; and (c) regeneration of used super absorbent polymer, by exploiting its response to changes in conditions such as pH or temperature. Preliminary tests showed the separation step to be very difficult. The novel idea of encasing a given amount of polymer in a water permeable cloth solved this problem (of separating the swollen polymer from the dewatered coal). Preliminary tests investigating the effectiveness of the sachets of polymer showed a drastic decrease in the moisture contents of slurries. Furthermore, it was shown that it was possible to regenerate the polymer (still within the sachets) through thermal drying. A full-scale experimental programme was then followed to accurately determine the feasibility of using sachets of SAP. The experimental variables were initial slurry moisture content and polymer dosage. It was observed that the sachets seemed to work fastest and most effectively at high moistures and also at higher dosages of SAP. Regeneration of the polymer was also investigated, using two methods: thermal regeneration and pH-induced regeneration. The experimental variables, for investigating the regeneration process, were method of regeneration and grade of water used. Thermal regeneration at 70°C seemed to work successfully. Although the cost of using thermal energy is still a problem, the safety aspect (fire hazards) has been addressed since the polymer does not ignite when heated, unlike fine coal particles that may do so. The alternative method of regeneration, which exploits the pH-sensitivity of the polymer, was less successful, and further work needs to be conducted.

The major proportion of South African coal is extracted by the bord-and-pillar mining method which requires that the overlying strata be supported by pillars of coal. The stability of the pillars is a major safety concern. One of the factors which affects the strength of coal pillars is the intensity and nature of discontinuities in the coal seams. Current design methods for pillars assume that al the coal seams have equal strength and are equally disturbed by natural discontinuities, resulting in over-designed pillars in some cases and potentially unstable pillars in others. Research was carried out to determine the nature of discontinuities in coal seams and to assess their potential effect on pillar strength. It was found that large variations exist in the intensity of discontinuities in the different coal seams being mined. In addition, numerical model studies showed that the discontinuities could significantly reduce pillar strength if the width-to-height ratio of the pillars is small, but the effect decreases as the width-to-height ratio increases.

Based on results from triaxial compressive tests, an experimental damage model to simulate post-peak behaviours as well as nonlinear behaviours before peak strength was developed. In order to consider pre-peak behaviours, variations of elastic constants at each damage level were regressed by functions of confining pressure. In addition, post-peak behaviours were simulated successfully by using Hoek-Brown constants. As results, the experimental model could predict nonlinear behaviours, peak strengths and stiffness changes observed in experiments. Basé sur des résultats des essais compressifs à trois axes, un modèle expérimental de dommages pour simuler des comportements de poteau-crête aussi bien que des comportements non-linéaires avant la force maximale a été développé. Afin de considérer des comportements de pré-crête, des variations des constantes élastiques à chaque niveau de dommages ont été régressées par des fonctions de pression d'emprisonnement. En outre, des comportements de poteau-crête ont été simulés avec succès en employant des constantes de Hoek-Brunes. Comme résultat, le modèle expérimental a pu prévoir des comportements non-linéaires, des forces maximales et des changements de riidité observés dans les expériences. Auf Basis der Ergebnisse des dreiaxialen Drucktests wurde das experimentelle Schadensmodell, das sowohl das nicht-lineare Verhalten vor der maximalen Stärke als auch das Verhalten nach der maximalen Stärke simulieren kann, entwickelt. Um das Verhalten vor der maximalen Stärke zu berücksichtigen, wurden die Veränderungen der elastischen Konstante bei dem jeweiligen Schadensniveau durch die Funktionen des begrenzten Drucks zurückgegangen. Außerdem wurde das Verhalten nach der maximalen Stärke unter Benutzung von Hoek-Brown Konstanten erfolgreich simuliert. Schließlich konnte das experimentelle Modell das nicht-lineare Verhalten, die maximale Stärke und die Veränderungen bezüglich der Steifigkeit während der Experimente voraussehen.

Uranium is a naturally occurring radioactive material in the earth?s crust. Geological processes have resulted in concentration of uranium into ore mined for its gold content in South Africa. This uranium is present in the form of discrete particles of uranium minerals, generally oxides, which are normally insoluble. Chemical and physical processes during gold mining and extraction, particularly when carried out in conjunction with uranium extraction and sulphuric acid manufacture, act on the uranium minerals and the radioactive decay products of uranium. This may result insignificant accumulations of radioactive materials in certain parts of the process. There are a number of naturally occurring radioactive materials in the earth?s crust, such as Uranium-235, Thorium-232, andPotassium-40. This paper focuses on Uranium-238, together with its decay products, and how they affect the gold mines. Water plays a significant role in the redistribution of radionuclides, both as a physical transport medium, and as a solvent in which chemical reactions take place.

This paper describes the various factors that contribute to the maximum design pressures acting on box fronts and how these factors influence the mass and economy of box front steelwork. The influence of material density, rock size and moisture content on the incidence of hang ups and mud rushes in the rock pass is also highlighted. The loads acting on any box front are a function of several different parameters. These include natural, operational and excavational parameters. A case study analysis was carried out using UG2 ore and a typical box front structure to demonstrate the relationship between the mass of the box front and the material pressures resulting from variations in the above parameters. Based on the results of this case study, the required design mass of a side mounted box front for a rock pass containing platinumUG2 increases in (close to) linear proportion to % overbreak and is also linearly proportional to the pressure on the face of the box front beyond saturated conditions. The mass of the box front structure also doubles with a 100%increase in over-break which emphasises that a box hole excavation that is as neat as possible will yield a lighter and more econimical box front structure.

Like it or not, CPD is upon us. As from 1 January 2006, all registered engineering professionals, i.e. professional engineers, professional engineering technologists, professional certificated engineers and professional engineering technicians, were required to undertake CPD in order to keep their professional registration current. The rules regarding CPD have been gazetted under Government Gazette No. 28328, Board Notice 131 on 23 December 2005, and they also appear on the ECSA website?www.ecsa.co.za. For the convenience of our members they are reproduced in full in this issue of the SAIMM Journal.

The Gordonsville Operation of Pasminco US Inc. along with the Center for Advanced Mineral and Metallurgical Processing (CAMP) at Montana Tech studied, developed and implemented a pilot-scale hydrometallurgical facility for the industrial recovery of germanium and gallium. This paper describes the joint testing and engineering programme that culminated in this successful process.

On 16 July 2004, at 07:10 a collapse of about 1.8 million m3 (about 4 ½ million tonnes) took place on the north wall on Nchanga Open Pit This collapse was the result of a developing instability that was first identified when the benches in this area were exposed during September 2002. The NOP Geotechnical and Survey Departments closely monitored the development of the failure. Control measures were implemented to reduce risk to men and equipment. These measures were continually improved and adjusted in reaction to observations and changing conditions. The purpose of this paper is to describe in detail the monitoring results that were obtained both by traditional methods and the novel Slope Stability Radar System (SSR). Difficulties encountered in establishing critical deformation levels and deformation rates that can be used to predict the onset of collapse are described. Details of the monitoring and control measures, which led to the successful completion of mining in the area, are also described in this paper.

This paper describes two cases of corrosion that occurred in dry-process, rotary, cement-clinker kilns. In the case of the kiln with five pre-heater stages, the attack occurred primarily from sulphates that probably originated in the raw feed and fuel being used in the plant and that penetrated the refractory lining. The corrosion was similar to ash-deposit corrosion often observed in steam boilers. In the second case the plant consisted of a long dry kiln with a single pre-heater fitted to the feed-end. In this case the corrosion could be ascribed to alkali chloride penetration through the refractory-brick lining and subsequent hot corrosion of the kiln shell.

A methodology for building pragmatic physics-based models is here adapted to predict the erosion of ladle linings in the steel industry, in order to support operators when deciding whether the lining can be used safely for another heat. A defective lining may allow 140 t of molten steel to spill, with disastrous consequences for workers and plant. The adopted work flow for the development, challenges faced, and some model results are presented. One key learning outcome is that model development should allow time for maturing the process understanding, as well as for many iterations by ‘questions-responses and actions’ at various stages in the model development. Good interaction between the development team and industry case owner is an important success factor. Combining or extending the model with the use of machine learning and cognition-related methods, such as knowledge graphs and self-adaptive algorithms, is discussed.

Tech (Mining Engineering) degree A number of high wall mining methods were developed over the years to mine coal reserves exposed on the high walls created during surface mining. The auger mining system was initially developed in the early 1940s in the United States of America. High wall mining is a method of recovering coal from seam exposed either by mechanical excavation methods or natural erosions. This is usually associated with strip-mining (opencast) where the stripping ratio is high and uneconomical to mine using the opencast mining method. This paper discusses the surface auger mining as deployed at Rietspruit Mine Services Proprietary Limited.

Eng (Mining Engineering) degree Engineering refers to the application of mathematics and other sciences to logically develop solutions to problems. However, in opencast mining, due to the randomness of operations, the use of mathematics is often neglected. Instead, practices that have proven successful elsewhere tend to apply. At the other end of the scale, mathematical models have been developed to identify and quantify all the operational parameters involved in the loading and haulage of ore. These are then used to optimize the operation. Optimization in this context, refers to the reduction of cost through effective utilization of the available time and resources. Considering these mathematical models, the loading and transport system at SMC (Catoca Mining Society) will be assessed with a view to its optimization. The discussion will be introduced by considering the mine background and other general information, which will highlight the main operational variables.

The leaching of zinc and copper from Nigerian bulk sulphide ore with sulphuric acid in the presence of hydrogen peroxide was studied. The aim of the study was to investigate the effectiveness of hydrogen peroxide as an oxidant for the sulphuric acid leaching of zinc and copper from a complex sulphide ore. Distribution of elementals within the various particle sizes was initially determined by ICP-OES and XRF to provide a basis for explaining the dissolution process. The effects of concentration of hydrogen peroxide, particle size, stirring speed, and leaching time at a constant temperature of 298K were studied. There were variations in elemental and mineralogical composition within the different sizes. The concentrations of zinc and copper reduced as particle size decreased while silica, sulphur, iron and lead contents increased. Dissolution results showed that the leaching rate of copper was lower than that of zinc. The highest recoveries of zinc and copper were obtained at a leaching time of 180 minutes, stirring speed of 160 rpm, particle size of 75 µm and a concentration of 1M H2SO4/1MH2O2. It was observed that the leaching rate of zinc and copper increased with increasing hydrogen peroxide concentration. Increased stirring speed had a negative leaching effect as it promotes hydrogen peroxide decomposition.
