The mining industry in South Africa has developed its own environmental guidelines in the form of an Aide-Mémoire1,which is an extension of the previous rehabilitation provisions to include all aspects of the environment and all phases of a mining operation. This development, at the time, recognized an international trend towards the formalization of environmental management in mining practice, which resulted from the realization of the large environmental liabilities that mines could face, particularly on closure. Over the past decade the international environmental focus in the mining industry has moved from operational management, to the reduction of liability on mine closure. Mine closure guidelines are being developed internationally by nations (for example, SRK, 19982) and by large mining groups (for example, Rio Tinto, 19983). In South Africa the Department of Minerals and Energy (DME) is presently reviewing the Aide-Mémoire to bring it in line with international and local developments and a separate mine closure plan is being considered.

This paper discusses the principles and application of risk assessment and management as the basis for environmental management within the mining industry. Unlike in other industries, mines are required to obtain closure certificates in terms of section12 of the Minerals Act, which should ultimately release them from further environmental responsibilities. It is emphasized that the concept of environmental risk assessment and management, when applied correctly will mean that the mine will be identifying and managing environmental issues beyond those set by current legal requirements and management strategies. The focus shifts from conventional minimum legal compliance management to management of real environmental risks. The advantage of this approach is that the perceived ?shifting of legal and management goal posts? due to changing environmental laws or management principles, will not influence or dictate the mine?s short or long-term management objectives or actions, mine closure funds can be more accurately determined and mine closure should become a relatively simple procedure. The risk assessment approach has been applied to the planning of mine closure at Iscor?s Durban Navigation Collieries (Durnacol) in Kwa-Zulu Natal and certain key risk issues such as the long-term risk of water pollution from coal discard dumps have already progressed to fully quantitative risk assessment. This paper will discuss the process, which has been followed to date, with particular emphasis on the most recent phase, namely quantitative risk assessment and management of pollution from coal discard dumps. It is believed that the approach that is being pioneered at Durnacol and which overcomes some of the more obvious deficiencies of both the EMPR and the traditional IEM process will ultimately serve as the model for all responsible mines in South Africa. It is also believed that this approach will enable the authorities to issue closure certificates with the confidence that there will be no unforeseen surprises in the years after closure.

The correlations between the modulus ratio and penetration rate of rotary and percussive drills were statistically investigated using the raw data obtained from the experimental works of different researchers. An inverse power law was found between the modulus ratio and the penetration rate of rotary and diamond drills. The penetration rate of rotary drills and diamond drills decrease with an increasing modulus ratio. The penetration rates of percussive drills increase with an increasing modulus ratio. There are significant linear correlations between the penetration rates of percussive drills and the modulus ratio. In one of the cases of percussive drilling, a strong correlation between the penetration rate and the modulus ratio was found for the rocks having a porosity value lower 1.23 %. It can be concluded that the modulus ratio might be a representative measure of rock drilling efficiency. However, further study is necessary to check the validity of the derived equations for other rock types. The effect of porosity on the correlations between the modulus ratio and penetration rate needs to be further investigated.

By the time a reagent is finally accepted by a mine for use on its plant it could have gone through several screening and evaluation stages. These stages may include laboratory and plant evaluation testwork. This paper outlines the steps that were followed to select, design and implement a frother for KONKOLA COPPER MINES PLC Nchanga Copper Concentrator in Zambia. It discusses initial frother screening work conducted at the Betachem metallurgical laboratory and the subsequent laboratory screening testwork conducted at Nchanga Concentrator. A modified Bikerman test method is discussed which was used to design a frother for the Nchanga flotation plant. The paper also gives an account of several plant scale trials conducted on Nchanga flotation plant and discusses the plant results, frother consumption patterns and some commercial concerns, before the product was finally accepted by the mine.

An independent technical audit by a consultant is part of the accountability process of publicly owned or publicly quoted companies when raising finance through share issues or loans or the sale of equity, and of banks or development funds when granting loans. Africa is undergoing a renaissance in investment in its mining industry. It is forecast that capital investment, in major mining projects in Africa, will be over US$ 4.4 billion, in the next few years. Most, if not all, of the capital to be raised will require an independent technical audit. The aim of this paper is to assist the management of mining companies seeking finance in appreciating the role of such technical audits. The reasons for such audits, especially to attract international investment, are listed. The role of the audit is explained in assessing the underlying robustness of the company as ?a going concern? and the viability of any ?expansion plans?. Its use is emphasised in establishing the underlying value of the company based on the mine life as supported by the mineral reserves. The independent consultant role is stressed as a representative of the parties in a finance deal who cannot, in practice, carry out their own detailed and specialized technical due diligence. The various components of a typical audit are examined with examples of critical matters which may require resolution. The definitions, which are used commonly in audits, in respect of competence and reserves and resources, as stated by various regulatory bodies, are compared.

There are practical indications that flotation recovery of palladium bismuth tellurides is poor. This work tested whether this can be caused by a lack of interaction of the collector with the telluride. Impedance measurements, voltammetry and Raman spectroscopy were performed to determine the interaction of dithiocarbonate collectors (KEX) with Pd-Bi-Te. Impedance measurements showed lower capacitance values in solutions containing KEX, indicating the formation of a continuous surface layer. Anodic and cathodic polarization diagrams show the mixed potential to be higher than the reversible potential of the xanthate-dixanthogen equilibrium reaction; hence the formation of dixanthogen on the surface is possible. Electrochemically controlled in situ Raman spectroscopy did indicate the presence of bulk diethyl dixanthogen on the surface. Raman spectroscopy has confirmed the co-presence of xanthate with dixanthogen, indicating that xanthate retains its molecular integrity when it adsorbs on the surface of the Pd-Bi-Te. As a result, the mineral surface is expected to be hydrophobic and alack of collector interaction with the mineral is not the reason for the low PGM recoveries experienced. Underground mining in high rock-stress environments can induce unanticipated dynamic rockmass deformation, posing a serious risk to the workforce. Data collected by seismic networks are imperative for the design-as-you-mine process. Often an inappropriate assessment of the seismic hazard is done when unnecessary data are included in analytical techniques, particularly short-term time frames. Depending on the methodology or application of data analysis and interpretation, some of the information may not be relevant and even detract from the objective. By using the spatial event clusters associated with active workplaces to define the shape and size of the polygons for data selection for subsequent analysis, a problematic subjective component can be eliminated. The mining of tabular reefs in South Africa, be they gold- or platinum group metals, is very extensive, and underground workplaces are often widespread. Production stoppages are very costly, especially for marginal mines, so there is just cause not to evacuate an entire operation’s workforce following the occurrence of a large mining-induced seismic event. A rationale based on the damaging peak particle velocities (PPV) of the past seismicity can exclude the unaffected underground personnel and allow a quick orderly withdrawal where required. Micro-deformation may precede rockbursting, which can occur on-shift close to the workface. A mine-wide array of geophones suitable for the accurate location and analysis of seismicity may not be able to detect these higher-frequency emissions. Inexpensive but fit-for-purpose accelerometers, providing real-time, continuous measurement of acoustic rockmass deformation near the workplace, integrated through underground and surface communications networks, are shown to record ‘rock-talk’, clearly distinguishable from the instrument background noise, which can be in the order of hours leading up to an imminent damaging seismic event.

The paper deals with the technologies required for opening up anew idealized ultra-deep level mine. First the overall philosophy of accessing ore at ultra depths is discussed. Then the individual technologies which will be required are explored. Finally a detailed overview on one of the key technologies, namely tunnel support, is given. Because this project is still in its infancy, few definitive answers are provided; instead each of the envisaged technologies are briefly discussed, with emphasis on those which require the element of speed for rapidly accessing the ore body.

Copper oxide ores deposits in the Katanga province of the Democratic Republic of Congo (DRC) contain at variable level cobalt oxide minerals. In contrast to copper oxide minerals which readily dissolve in the sulphuric acid solution, the cobalt oxide bearings are difficult to dissolve, especially if cobalt is present in the third oxidation state (Co2O3). This species become soluble after reduction of Co+3in Co+2. In practice, the use of reducing agent is therefore necessary in order to transform the insoluble minerals into soluble cobalt sulphate species. The following reducing agents are currently used at the Shituru plant: ferrous ions, which are present in leach solutions, pulverised copper or sodium meta bisulphite (MBS). Due to the high consumption of reducing agents (0,8 t MBS/t of solubilized Co; 1,2 t Cu/t-Co), cobalt production is expensive. The use of sulphur dioxide as reducing agent was then investigated in order to reduce operating cost. This reagent also presents the advantage of sulphuric acid production during the leaching process. It has been added in the leaching vessel (tank). From the laboratory and industrial tests, selective leaching of cobalt (78%) has been performed. The cobalt leaching kinetic depend on sulphur dioxide dosage. Dissolution of copper, iron and manganese remained very low. No emanation of SO2 gas was observed during the process.

Consideration of the economic, environmental, and social impacts associated with the life-cycle of a technology is of increasing importance for decision-making in industry. It has been suggested that economic assessment of technology deployment projects requires the translation of associated environmental effects into monetary values. This paper introduces an approach for identifying and evaluating environmental damage in monetary terms. The approach groups the environmental impacts associated with a technology life-cycle system into four main criteria: air, water, land, and mined abiotic resources. The valuation of the impacts on the resources consists of an economic cost benefit analysis (CBA) procedure that comprises four steps: the compiling of an impact inventory, a monetary valuation of the inventory, discounting, and a risk/uncertainty analysis. The monetary valuation step for impacts on air resources is primarily based on published externality costs for Europe and the United States, which are adopted and converted to reflect the South African context. Local opportunity costs are utilized for the other resource criteria. The damage costs are transformed into South African Rand at 2005 prices. The paper demonstrates how the approach may be applied in the assessment of projects in the metallurgical industry. Shortcomings in the approach are identified. For example, not all of the aspects that are considered necessary to assess environmental performances comprehensively can be valued in monetary terms. Also, certain values, specifically those pertaining to opportunity costs, need to be determined on a case-by-case basis. Furthermore, the uncertainties associated with the indicators obtained may strongly influence the usability of the results of an environmental performance assessment, e.g. future damage costs will change with fluctuations in the markets. It is concluded that although such an approach has merit in increasing the understanding of the potential financial implications of a technology?s environmental performance, further research is required to improve the approach described if it is to be used further in the South African metallurgical industry. Damage cost estimates that are specific to South Africa need to be developed to reduce uncertainty, and the combination of both quantitative and qualitative approaches is recommended for comprehensive sustain-ability decision-making.

At the Palabora Mine, the transition to caving 400 m below the bottom of the 800 m deep pit resulted in a slope failure of the North wall that began in 2003, and is still mobile. This failure can be explained by the daylighting into the cave zone of a prominent joint set. The failure was modelled by the 3-dimensional code 3DEC, which is capable of modelling the nonlinear behaviour of discontinuum materials with large displacement.

Strategic and tactical planning are both required in the mining industry but have completely different objectives and require different environments. If these are not fully understood, then the best value for a mining operation may not be realized. This paper examines the differences in these approaches and how they interface in the mining environment. The objectives, content, skills required and the implied management issues for these two components are examined with the hope that this will assist management and the planning teams in defining their respective roles and expectations. The opinions are those of the author based on his experience on several mining operations and projects.

Ongoing rockpass problems on mines within the South Africa region, prompted AngloGold Ashanti to embark on a risk assessment of major rockpasses. This commenced with the collection of relevant data to identify gaps in the available knowledge and identify existing problems. This was followed by an assessment of rockpass layouts to determine existing and potential interactions with other excavations. An initial risk assessment has been completed and the rockpasses have been ranked in terms of their risk profile. The lack of geological data and an easy and reliable method of surveying rockpasses have been identified as problem areas. Shortcoming is terms of rockpass management procedures have also been identified. Further work is required to quantify the risk in terms of probability of occurrence and consequences.

The purpose of this paper is to explore the application of technology to stoping systems. Technology, because for the past 100 years the South African narrow reef mining industry has battled to control working costs in a labour-intensive industry. Stoping systems, because it is the stoping method and methodology which is at the heart of the mining system. Introduce a more efficient stoping system and the mining system will look after itself. The technology applied to stoping over the past 100 years can be categorized as follows: ?The introduction of pneumatic rockdrills early this century, the cumbersome rig mounted units being replaced by smaller, lighter hand-held units which were then made easier to use with the addition of an air leg ?Scraper winches to replace gravity and shovels to move rock both in the face and the gullies were first introduced in the late 1920s ?Hydraulic props as a support method arrived in the1960s ?Some people argue that tungsten carbide inserts were equally important. There have been a number of attempts to introduce different technologies into stoping, the most recent being trackless equipment. Where the stoping layout suits the technology it has been successful. There have been too many instances where a technology has been installed because it is fashionable. At the end of the day the outcome from change in the stoping systems has to be safer and more profitable mining systems. It is the contention of the author that change is only likely to be effective if it is supported by the introduction and application of appropriate technology.

Following study of historical South African practice and a review of recent experience gained during the design, construction and testing of the high pressure plugs at the South Deep Water Barrier Project, this paper makes recommendations to improve practice. Initially, site investigation requirements are described with reference to geological, hydrogeological and seismic considerations, including site preparation and pre-grouting of the surrounding rock mass, if permeable. Structural and hydraulic aspects of plug design address topics such as residual permeability, aggressive mine water, plug materials, mortar strength and bleed. In situ thermocouples and piezometers are recommended to optimize the timing of plug tightening and monitor plug performance during service. Plug construction covers aggregate preparation, mortar quality control, plug tightening grouts, injection pressures, records and the overriding need for a method statement specification to control all aspects of plug construction. On completion of the plug, tests to establish surrounding rock stress regime, plug strength, and residual permeability are described to enable a comparison with original design assumptions. Monitoring and maintenance procedures are proposed to ensure satisfactory long-term performance of the plugs.

The paper deals with the importance of design and of codes of practice in ensuring safe working conditions in mines. The design principles involved in the design process are dealt with, and the importance of a logical design process is emphasized. The links between the requirements for developing a code of practice, embodied in the existing guidelines for the preparation of such a code, and the design principles and process are considered in some detail. Finally, suggestions are included, which may provide improvements to the code and hence, ultimately, lead to further improvement in safe working conditions.

The earliest authenticated scientific report of the occurrence of platinum in rocks from the Bushveld Complex appears to be by William Bettel on 10 November 1906. Thereafter, prospecting of the chromite-rich rocks for platinum proved frustrating. I suggest that the resurgence of interest shown by Dr Hans Merensky in 1924 resulted from his realization that newly panned platinum had a different grain size from that in the chromite layers and indicated a different source rock, which he located, and it became known as the Merensky Reef.

Namakwa Sands is a heavy minerals mining and beneficiation business in the Anglo Base Metals Division, and operates along the West Coast of South Africa. The business encompasses mining, mineral concentration, separation, and smelting operations. The smelting process comprises the carbonaceous reduction of ilmenite to produce titania slag with a TiO2 content of 86%, and iron with a carbon content of 2.5%. The Namakwa Sands smelter, situated near the Saldanha Bay harbour, commenced smelting operations in 1994, when a 25 MW DC-arc furnace was commissioned. The smelting operations were expanded in 1999, with the commissioning of a second 35 MW DC-arc furnace. Despite the fact that ilmenite smelting poses a technical challenge in terms of the high temperatures required, the physical characteristics of the slag, the constraints placed on the feedstock, and the tight product specifications, Namakwa Sands has continually increased slag production since 1995. High furnace feed-on utilization and furnace stability, complemented by continuous improvement drives, will be thevehicle to drive performance in the short-term, with longer-term performance enhancements due to strategic process development. Input-output analysis is a major branch of quantitative economics, and is used to analyse the flow of goods and services between production sectors in a national economy. Its purpose is to determine the relative value-adding capacity of each sector. The model has also, in recent years, found increasing use in assessing the environmental and ecological impact of development projects. It has, however, never been applied to individual production facilities, such as large mines, which themselves have complex economic structures, through which there is a flow of goods and services. Conventional cost and accounting systems, as used on mines, treat production sectors as separate cost centres, and do not determine the inter-relationships between them. This can lead to incorrect conclusions on the relative value of sectors and their impact on the total economic performance of the facility. This paper explains the basic principles of input-output analysis, and presents an example of its application to a simplistic model of a mine, which is used in the absence of any real data. The paper concludes that, by forcing definition of the value adding function of each sector, input output analysis will facilitate control of inputs, or costs. This will result in optimal application of resources and exploitation of ore reserves. The authors realise the model needs to be tested on an operating mine, and hope this paper will result in an opportunity to do so. Energy consumption and wear of grinding media and liners are the major cost factors in milling plants. Since the beginning of the last century, much effort has been directed at the prediction of the power draw as affected by the mill operating conditions. This paper explores the prediction of the liner wear using the discrete element method (DEM). A mathematical model taking into account adhesion, abrasion and impact wear which occur in dry mills is derived in order to predict the loss of material on liners. The mathematical model is implemented in the DEM code using an objective function in order to produce realistic simulated profiles.
