Mineral sands make up only 3% of the value of mineral production in WA. However, the distribution of mining operations, close to the more highly populated south-west coastal areas, and the wide range of land-tenures and land-uses involved has resulted in the most complex range of regulatory procedures found anywhere in the State's mining industry.Mineral sands are mined on private agricultural and "minerals-to-owner" land, State forests, nature reserves, coastal reserves and vacant Crown land. Local Government authorities, State Government departments and private landholders can, depending on the land tenure, be involved in setting the environmental conditions for mining operations and supervising subsequent rehabilitation. In the past, rehabilitation was predominantly aimed at establishing an agricultural land-use after mining; however, it is now necessary for mining companies to rehabilitate mined areas to a much wider range of end land-uses.

A short study showing how first dry fill and later hydraulic sand fill has allowed mining to continue immediately adjacent to worked out areas in a mine 75 years old. This paper is a case study of filling in an old mine where for 30 years filling was not important until ground troubles were experienced after a series of parallel shrink stopes were pulled empty., Dry fill was distributed from the surface via a system of passes and conveyor belts. With the stabilization of the ground it then became possible to continue mining beside and above the old stopes using totally sealed and decanted hydraulic sand fill. A brief description of the dry fill is given and then more technical details of the hydraulic fill. The necessity for a well trained and experienced hydraulic fill crew is discussed along with the problems of filling small stopes in broken ground.

A cry that is often heard from front-line employees, particularly as a mine grows or circumstances change is "We used to be one big team but now they have set up teams for different functions - we don't know what's going on and we don't share resources any more. We used to just get in and do what had to be done, now we can't.". It usually occurs after management decides that, with the increasing mine complexity, functions and accountabilities of a manageable size need to be identified and defined for individuals and teams to facilitate optimum performance. However, as the statement indicates, these changes have often not delivered all the intended benefits. This paper will explore the reasons why the full benefits have not been realised and will identify actions which can be taken to improve the likelihood of optimal outcomes.

Geomechanics is one of the more specialised aspects of site supervision on a major tunnell- ing project. The controlled deformation of a rock mass as a result of tunnelling and the knowledge of loading of temporary and permanent underground supports are important for safe, economic construction. These basic parameters depend on the construction method and sequence and the geological conditions through which a tunnel is driven. Thus geomechanical monitoring during the construction phase provides feedback to a design team and allows any revisions to a design to cater for local conditions not revealed by earlier investigations. Detailed geological mapping is an integral part of geomechanics in the construction phase. It serves as a monitor on pre construction predictions and also forms part of the as- constructed record. If conventional excavation-techniques are adopted, geomechanics can provide a service of blast' vibration monitoring of surface structures in urban areas.

Within the Mt Whaleback open cut mine the integrity of the final pit wall is achieved through careful rock slope design, use of rock reinforecement technology where marginal stability exists and use of controlled blasting techniques and excavation practices. By reducing the effective density of ANFO explosive within blastholes to around 0.2 glcm', and developing standard blast pattern designs for various rock types, blast damage to pit walls has been minimised. Accurate geological prediction is necessary for optimum blast design. Controlled blasting is undertaken where blasting occurs within 90 m of the designed final batter crest and hole by hole assessment of final limit blast patterns is undertaken before pattern charging. Shovels and trucks remove the bulk of blasted and dozed rock material, but due to the mine's variable pit wall slope configuration, bulldozer excavation of some critical design batters has been successfully Implemented.

An increase in pig iron output by 50 per cent was aimed at after re-lining No.2 blast furnace of NAKAYAMA STEEL WORKS. This had to be achieved by increasing both the furnace volume (from 673 to 757 m3) and its productivity, Without equipment for high top pressure operation, high productivity was mainly attained by the following three measures; (1) improving the gas flow characteristics by maintaining a high ratio of agglomerated ores, increasing the strength of sinter and coke, and optimizing the charge distribution, (2) decreasing the fuel ratio by low Si operation and the use of hot blast, and (3) oxygen enrichment. In addition, the tapping controls for pig iron and slag were intensified. As a result of the above measures an excellent hot metal output of 2.7 tonne/m3/day was attained in April 1979 (monthly average).

The aim of the research was to investigate the feasibility of using an impedance cell and ratio-transformer bridge to measure solids content in coal slurry pipelines. It appeared that this technique could be developed to measure variations in conductance which correlate with solids content. Successful implementation of the measurement technique would have a variety of applications in existing coal wash plants and the potential for automatic process control. A small pilot plant was designed for a feasibility study. This was a closed loop system in which the coal was uniformly dispersed in a tank with a variable speed agitator and then circulated through an external pipe returning to the top of the tank. The impedance cell was located near the end of the external pipe. Slurry concentrations were varied from clean tap water to 50 per cent solids by weight with the addition of weighed quantities of dry coal dust. Ratio-transformer bridge measurements showed that variations in individual observations were equivalent to measurement errors of about two per cent. These probably reflect variations in concentration of the mixture in the pipe. Data for increments in concentration of one per cent indicate that this is about the limit of resolution of the current system. The paper discusses the principles of operation of the impedance cell and measurement system. Results from the pilot study and proposed improvements in the impedance cell design are examined.

The Manantial Espejo district (Argentina) hosts a low-sulfidation epithermal Ag (-Au) deposit with a proven and probable reserve of 38 Moz Ag and 0.55 Moz Au. The district lies along the southern rim of the Deseado Massif in the Middle to Late Jurassic Chon Aike Province, a large bimodal igneous province dominated by silicic volcanic rocks that were formed during the initial extension leading to the opening of the South Atlantic Ocean. The district stratigraphy consists of 162 to 161 Ma old rhyodacitic to rhyolitic volcaniclastic rocks of the Chon Aike and La Matilde Formations, followed by 160 to 157 Ma old andesites and dacites of the informally called intermediate formation. The main stage of normal faulting post-dates the volcanic activity and coincides with the formation of the precious metal veins that were dated by 40Ar/39Ar on hydrothermal adularia with ages between 152.8 ¦ 0.8 Ma and 156.6 ¦ 0.8 Ma. Economically important hydrothermal veins show characteristic features of a low-sulfidation epithermal deposit with crustiform and colloform banding, bladed calcite replaced by quartz and abundant adularia. In the Maria Vein, the major orebody of the district, six hydrothermal stages are identified, but only stages one and four contributed metal. Lead isotope ratios in hydrothermal sulfides show a close relationship to ratios in feldspars from the district Chon Aike Formation, suggesting a common source for the Pb and possibly the precious metals in both the magmatic and hydrothermal products, or that the Pb in the hydrothermal veins was derived from the volcanic rocks. The Archean Gossan Hill Group at Golden Grove, Western Australia, hosts two potentially economic volcanogenic massive sulphide deposits. The volcanic-sedimentary succession hosting this mineralisation is composed of a facies association which includes the products of rhyodacitic to,andesitic effusive volcanism, mass-flow sedimentation and concentrated hydrothermal fluid discharge, in a deep subaqueous setting. The Tertiary Kuroko deposits of Japan are widely compared to Archean volcanogenic massive sulphide deposits and a comparison of the facies associations hosting this style of mineralisation, in these two successions separated widely in time, allows a refinement of facies models suitable for exploration in ancient successions. The required deep subaqueous environment for the formation of volcanogenic massive sulphide deposits places constraints on the physical processes that can operate during accumulation of the host stratigraphy. Limitations on the operation of physical processes is reflected by the resultant facies association which can be used to characterize suitable volcanic-sedimentary successions in which volcanogenic massive sulphide mineralisation may be present. The facies association includes: (1) proximal effusive volcanic products - lavas and associated autoclastic breccias (2) distal volcanic products - mass-flow resedimented pyroclastic debris (3) background sedimentation - reworked volcanogenic and terrigenous mass-flow sediments and (4) chemical sediments - exhalites including cherts, sulphides and oxides, with perhaps various carbonates and sulphates. Primary pyroclastic deposits are not expected to be present, other than distal water-lain air-fall deposits, derived from shallow to emergent basin margin explosive volcanic centres, which also provide a source for the resedimented pyroclastic debris.

This paper addresses the actions of the Australian mining industry, its regulators and educational providers towards ensuring that a pool of competent mine managers is maintained in Australia and that mine management remains a desirable career path for future mining professionals. The Australian and global mining industries are experiencing an acute skills shortage. Mine managers, traditionally drawn from the ranks of mining engineers, are at the sharp end of this shortage. Exacerbating the shortage is a perception that a professional mine manager is not an attractive career option. This perception is influenced by the following forces which combine to make the role of a modern mine manager very demanding:legislative requirements for owners and managers to ensure (guarantee) the safety and health of employees; an increasing trend towards prosecution over exposure to risks to health and safety a need to be more aware and responsive to community and environment; financial, technical and æpeopleÆ pressures traditionally associated with the job of managing a mine; and mine management roles being filled by younger and less experienced professionals. Universities and other educational providers have the challenge of both ensuring that undergraduates are exposed to these issues during their study and continuing to promote mine management as a desirable career option. Anecdotal and statistical evidence indicates that young graduates are choosing and remaining in technical roles rather than taking on the challenge of mine management. Furthermore, it is suspected that the issues referred to above are contributing to the low retention rate of young professionals at mine sites. The challenges are not insurmountable, however. This paper reviews the initiatives of industry, the regulators and educational institutions in addressing these challenges. It includes a focus on:prosecution policies and their impacts, tertiary education program content and delivery modes, CPD initiatives of the Mine Managers Association of Australia, and alternative pathways for obtaining mine management qualifications.

Fleet operational effectiveness is fundamental to any operation, becoming highly topical in mines experiencing less than optimal output from their fleets. It is an all encompassing aim to identify those factors that could be improved within production and suggesting solutions in order to optimise the existing fleet and obtain the highest return on capital expenditure. The fleet operational effectiveness of a large open pit truck and shovel operation in Western Australia was examined and a study was undertaken allowing identification of areas falling below target. The annualised hours and production downtimes were investigated to quantify the potential gains of improvements in these areas. The project aimed to maximise direct working hours through determination of the main issues hindering performance. External and internal factors were considered and a continuous improvement program (CIP) was developed. The CIP aimed at internal site-based improvement teams to identify and implement solutions for improvement on a day-to-day basis. Strategies were then identified for the implementation of the proposed changes.

In recent years there have been a number of excellent towns built for mining communities in remote parts of Australia. Planning has been thorough, and very large capital expenditures have been made by companies to provide high standards of accommodation, services and amenities. But so often the phrase 'company town' comes to be applied, expressing the frustrations of the residents, working for a single employer who dominates their lives, and of the company, which would prefer not to have to build and operate a town. The much-vaunted early success of some iron ore, bauxite and coal projects has led to a belief that the success of all mining projects is assured. Those holding this belief ignore the vagaries of mineral deposits and of markets, and the need to amortise large high-risk capital expenditures, much of which is spent on social and industrial infrastruc- ture. The basic rule for correct design of a sample plant is that all parts of the material being sampled must have an equal probability of being collected and becoming part of the final sample for analysis. However, this rule is often ignored in the design of sample plants to save capital costs. This is false economy, because the samples taken are likely to be seriously biased and the precision may be compromised. The introduction of bias is particularly serious, because no amount of replicate sampling and analysis will reduce bias once it is present and it is often quite difficult and expensive to subsequently rectify the problem due to space limitations around the primary sampling location. This is also true of secondary and tertiary sampling stages, particularly in terms of the relationship between particle size and retained sample mass. The best strategy is to seek expert sampling advice and design the sample plant correctly at the outset.

Although the title of this paper permits a very broad scope for discussion, I propose to deal mainly with those aspects of design part- icularly related to rook filling, the'theme of this conference. The unique suitability of belt conveyors for the continuous economical delivery of materials into or out of underground workings, is well established and needs no elaboration. The facility with which conveyor units, comprised of modern modular components, can be adjusted to lengthen or shorten, their ability to be readily repositioned to suit the develop- ment of a work pattern and their virtues as low noise, reliable transport media, are already accepted by all who are involved with the mining industry.

The commercial evaluation of coking coal from bore core data will begin with a technical evaluation of the coal properties affecting coke quality. Methods currently used for prediction of coke.properties from coal analysis are illustrated but in each case accuracy of measurement and prediction should be clearly understood. It is suggested that coal be initially valued from coking properties (base value) and adjusted for chemical properties (merit value). Final evaluation of coal can only take place as coke in the blast furnace where the coke is assessed under high temperature operating conditions. The commercial value of a particular coking coal will depend on many additional factors other than the technical properties.

A fundamental problem in mine planning is that of determining the "optimum pit limit" of a mine. This optimum pit limit yields information which is considered essential in the evaluation of the economic potential of a mineral deposit, and in the formulation of long -, intermediate -, and short-range mine plans. Since the mid 1960's a number of mathematical techniques based on the "block model" have been proposed for solving this problem. When applied to large ore-bodies the implementation of these techniques, especially the more elaborate ones, poses considerable computational problems. In this paper we report on our work, done jointly with Systems Research Institute of Australia (SRIA), in devising strategies for overcoming these Problems.

The advantages of rapid and accurate analyses are becoming appreciated in many industries today and have resulted in a great increase in the number of samples received by their laboratories. This has caused some firms to consider the installation of one or more of the instruments available for analytical chemistry. In this country there are relatively few people with experience of instrumental methods and it is difficult for a firm considering the installation of such equipment to assess the advantages which instruments may give them, and to decide which instruments, if any, will be of most use to them. The object of this paper is to give a brief survey of instrumental methods in the field of inorganic analysis. Instrumental methods of analysis have numerous advantages when used correctly. They enable extremely rapid analyses to be made in many cases, e.g., analysis of refined lead by purely chemical means takes about two days whereas spectographically the analysis can be completed in approximately one and a half hours. The accuracy ofinstrumental methods, generally between 1 and 5%, is higher than most chemical methods for small percentages of impurities. Furthermore, if the instrument can be calibrated against absolute standards the errors are usually random and not biased to one side of the correct result. The sensitivity is high, enabling in many cases the detection and determination of smaller percentages than can be detected chemically. This high sensitivity enables and, in some cases, requires the use of very small samples, and results in considerable savings in reagents, allowing the analysis of considerably more samples without undue loss...

Timestudy analysis of mining operations at North Broken Hill Limited has been carried out by dissecting operations into small elemental components, and accurately timing these elements. Over a wide range of observations, this has enabled standard time values to be calculated for all underground work.The application of the standard values is in calculating performances as a measure of work output and Performance Controls are kept on approximately two-thirds of underground employees. Through the Controls it has been possible to stimulate supervisory action to improve low performance, and to reduce delays and lost time.The values are used to calculate contract" prices, and anomalies in previous prices have been adjusted on work values and not on arbitrary standards. In out-of-the-ordinary circumstances, the request for a timestudy investigation has been made by both operatives and foremen, and the contract set following the timestudy analysis has been to the satisfaction of both parties.The range of values enables contracts to be applied to work which was previously performed on a day basis, resulting in improved performance.A natural corollary of timestudy is the analysis of methods, and in some cases method improvements have been introduced.It is anticipated that further investigations will be made on methods.INTRODUCTIONIn 1953, a Timestudy analysis of mining operations at North Broken Hill Limited was commenced under the guidance of management consultants. Its aim was, to determine standard time values for specific operations, which would provide management with a measure of productivity beyond the existing measures of tons or feet of advance, and also to determine whether increased output was available under existing operating conditions.

In both exploration and mining, the laboratory is often seen as a cost rather than a profit centre. The aim in most mining companies is to increase profits by reducing costs, so the budget for the laboratory is under constant pressure.There is another option; to see the laboratory as the brain of the operation. By lifting the status of the laboratory and treating it as a profit centre, mine costs may be reduced in other ways, e.g. reduction in milling costs. This change of status will require investing more capital in better equipment, more training for employees and more employees to carry out project research.There are many examples of major costs being incurred because of inadequate laboratory work. Conversely, by spending more money on laboratories and their activities, overall costs can be reduced or profits enhanced.

Tower Mills are used at Aberfoyle's newly commissioned Hellyer base metal sulphide concentrator. Hellyer ore is particularly fine grained. To achieve adequate liberation fine grinding is necessary. Three Tower Mills are used on regrind duties, grinding to less than 20 microns. The physical arrangement, material flows and grinding characteristics for the Hellyer Tower Mills are described. The mills have performed satisfactorily, both in size reduction and power efficiency. Wear parts must be inspected and changed more often than with ball Mills. To date, 92 per cent availability has been achieved. As parts and maintenance routines are rationalised, this is expected to improve to 96 per cent. Modifications to wear parts for the Hellyer Tower Mills are discussed.lhc Tower Mill grinding environment is highly reducing. The impact of Tower Mill regrind on downstream flotation is discussed.
