Coal exports are forecast to grow strongly, so that coal is likely to remain very important to Australia for the foreseeable future. However there is no sign that prices or profitability will rise of their own accord. Therefore the intense squeeze on costs will continue for the foreseeable future. This will mean lower manning, more outsourcing and probably an increasing rate of company attrition. As well, the political pressure from the greenhouse debate is only going to intensify and the pressure on the Federal Government after Kyoto is likely to be irresistible.

Historical investigations of mineral flotation have highlighted the many factors which affect flotation. Some of these are related to the mineral, its degree of liberation (however defined), solution chemistry and flotation reagents. The complexity of the interactions between these factors often leads to uncertainty over whether the final grade/recovery results obtained in either laboratory or pilot scale tests are in fact the maximum recovery at a specific grade. The reason for this is that there has not previously been a general technique for establishing the floatability of an ore. This study describes the further development of the 'tree' flotation technique for minerals other than coal, and in particular its application to iron ores. Oxides have been chosen as a system of intermediate complexity between the simple coal system and sulphide minerals to illustrate the principles and develop the concepts. The 'tree' flotation procedure consists of the progressive flotation to completion of successive froth products, followed by reflotation to remove entrained material. It therefore represents an 'equilibrium' approach to floatability rather than a kinetic approach. By ordering the various products and tails in order of increasing grade, a cumulative curve of grade and recovery can be constructed against which an isolated batch or plant result on the same ore can be compared. In this investigation, a Jaspilitic iron ore was tested at various grind sizes to determine the 'best' flotation grade-recovery that could be obtained with a given set of reagent conditions. The separation characteristics of a process are best measured on a system which contains particles which behave as 'middlings' with respect to the process in question. For this reason a natural ore was chosen in preference to model systems in order to relate more readily to plant situations.

IN carrying out experiments to determine the amount of metal taken away by fume or fine dust the apparatus used requires to be strong and compact, as it is generaIIy necessary to work on a staging fixed at considerable distance above the ground and against a smoke stack or flue. It is essential that the test be carried out at a part of the stack welI away from any bends, to prevent eddies. The method described below has been used for estimating the dust losses from Dwight & Lloyd sintering machines, antimony drossing furnaces, pot sintering trials, etc., and has been founc! satisfaetory. It is welI to bear in mind that the longer the period over which dust coIIection is extended, the more valuable the result is likely to be. The rateof aspiration of the gases through the apparatus is kept as regular as possible by changing the filter thimbles frequently, and the rate of flow should correspond closely with the rate of flow of the gases up the stack.The apparatus required for carrying out a test is as folIows :-{a) Thermometers : two are required, one for taking the temperature of the gas in the stack and one for giving the temperature of the gas in the aspirating drum. The need to provide a sufficient quality and quantity of backfill continues to increase in South Africa, particularly as related to the increasing depth of mining. More and more applications require well designed fill systems either as classified or cemented backfill, and in some applications even tailings/aggregate based backfills. The paper discusses developments in backfill technology in South Africa with special emphasis on reliable system designs and operations, particularly as related to the preparation and hydraulic transportation aspects. Approaches for the alleviation of previous problems associated with premature pipe failures in vertical shaft columns for the distribution of tailings based backfills are discussed. Resulting from CSIRÆs developmental work, reliable full-flow systems, which can operate at low system pressures, have become a common practice, provided that backfill flowrates and internal pipe sizes are well matched. This aspect is reviewed. With regard to the tailings/aggregate based backfills the paper reviews some of the results of comprehensive in situ monitoring and the development of such systems. It is shown that a thorough understanding of the effects of aggregate top size, fines content and slurry relative density is required in order to ensure the restartability of temporarily shut-down pipelines. Some innovative technologies for the comminution of development waste underground to yield aggregate products potentially suitable or hydraulic transportation and backfilling, are briefly discussed.

A mineral systems approach was used to interpret precompetitive airborne mineral mapping geoscience data for iron oxide copper gold (IOCG) exploration in the Starra area, Eastern Succession, Mount Isa Inlier. Selected minerals were chosen to map possible source rocks/fluids as well as intersecting structural/fluid pathways that could have transported mineralising fluids into domains of contrasting rocks/fluids where there was potential for physicochemical gradients to precipitate metals. Ferric and ferrous iron contents and white mica abundance were useful mineral criteria to identify theMount Dore Granite of theWilliams-Naraku Batholith as a potential source of æoxidisedÆ fluids rich in Fe, K and potentially Cu-Au. The Mount Dore Shear Zone (MDSZ) intersects the western margin of this granite with the highest contents and changes in composition of the white mica are peripheral to this contact within the granite. This together, with the fact that the entire N-S length of the MDSZ in the study area (~16 km) is abundant in white mica are evidence of K-rich fluids had preferentially moved along this pathway. To the south, the MDSZ intersects a domain comprising massive ironstone bodies as well as numerous graphitic horizons. This interpreted æreducedÆ domain is well mapped using the æopaqueÆ mineral products, as well as by white mica, which is pervasively developed and extends 2 km either side of the MDSZ fault into the meta-sedimentary sequences. The chemistry of this white mica also changes progressively away from the MDSZ, becoming more Si-rich (longer wavelength) towards the contact with massive ironstone bodies in the west and the graphitic units in the east, both of which represent sites of known Cu-Au mineralisation. Beyond these contact zones of interpreted æoxidised fluidsÆ with reduced rocks/fluids, there is either a rapid change to Si-poor white mica and/or no white mica developed, ie major æchemicalÆ gradient change. These mineral mapping results provide evidence for a direct link between possible source rocks and sites of IOCG metal deposition as well as extending the associated alteration zonation which had previously been mapped/published at the metre-scale to the kilometre-scale. Sustainability is becoming increasingly important in the mining and mineral processing industries and must incorporate the associated waste products. Acid mine drainage (AMD) is one such by-product and is one of the most serious environmental problems facing the minerals industry today. The oxidation of sulphidic mine wastes often continues for a substantial period of time after mine closure, resulting in difficult and costly remediation and rehabilitation works. Mining companies are often reluctant to spend increasing amounts of money on waste treatment when the mine life is limited or even finished. Hence a simple, low maintenance and low-cost method of treating AMD is required. Whilst this paper does not address the issue of AMD, it does propose methods for removal of individual species from AMD with potential benefits, including raising AMD pH. A novel concept of using biosolids as a biological adsorbent, or æbiosorbentÆ, of metals from AMD is being investigated at a laboratory/pilot scale level. Biosolids are a by-product resulting from the biological treatment of wastewater, and have been previously shown to adsorb metals from aqueous solutions. This could lead to an environmentally sustainable or ægreenÆ method for treating both AMD discharges and disposing/reusing the biosolids. The result of a laboratory-scale study of the biosorption of Zn(II) is presented in this paper. Physical parameters including reaction kinetics, mixing speed and solution pH were investigated. Solution pH also rose an average of 2 pH units over the 24 hour equilibrium time û a valuable side effect when treating acid mine drainage. The outcome of the study highlights the usefulness of biosolids as a biosorbent for the removal/recovery of metal ions from acid mine drainage. A simple, low-cost treatment technology requiring low maintenance would be beneficial to the mining industry to address some issues relating to AMD and would help integrate environmental and economic considerations into sustainable environmental management.

High ambient temperatures combined with high surface humidity in the north of Australia and, in particular, the northern areas of the Northern Territory can make underground workplaces relatively inhospitable at certain times of the year. . Woodcutters' silver/lead/zinc mine, situated some 80 km south of Darwin, would be the most northerly underground operation of any significance in Australia. As such, during the build up to the wet season, it has a particular problem of ventilating a deep underground mine with already high dry and wet bulb temperatures at the surface. The Mine Management Act and Regulations mention only that workplaces shall be 'in a fit state for a person to work in or occupy'. Woodcutters therefore set in progress a Heat Stress Program to endeavour to set standards which would be more measurable and justifiable. The aim of the program was to compile a record of ambient atmospheric conditions in the working areas such that areas and/or work activities generating high ambient temperatures and humidities could be identified, quantified and qualified. Once the analysis stage of this program was completed, Woodcutters compiled a set of recommendations for the continued monitoring for, and control of, heat stress conditions to ensure that no underground employee was placed at risk from 'heat stress'. These recommendations are discussed in this paper.

Present practice of lead-zinc flotation at North Broken Hill Limited is described and factors influencing plant objectives and performance discussed. Mineralogical examination of final flot- ation products showed mineral liberation to be 94T complete and size by size metal recovery tables indicated a need for finer grinding to improve lead and silver recovery, but coarser grinding to improve zinc recovery. A steady grinding circuit, at constant ball mill power and cyclone overflow pulp density, is found desirable for satisfactory flotation circuit operation because instabil- ity in the grinding circuit inevitably leads to flotation instability and as a consequence less than optimal flotation operation. Remov- al of the variable lead flotation middling product from the grinding circuit decreased grinding instability.

This paper will discuss Fordertechnik dawatering screens and their application in process industries. Fordertechnik screens were designed for the dewatering of deslimed, wet fines materials encountered in the mineral beneficiation, sand and coal processing industries. However, these screens have also been used in such industries as municipal waste treatment, paper pulp, chemicals and the food industries. Fordertechnik screens are of simple design and, as a result, offer low capital and maintenance costs. The design is based on the use of twin counter-rotating vibratory motors which provide high frequency, low amplitude linear movement of the screen deck which is essential for high production requirements. A numerical model of the spontaneous combustion of coal has been developed and is being used to investigate the nature of self-heating in underground coal mines. Results to date confirm the complexity of the self-heating reaction in coal and illustrate the impact of the factors such as the coal reactivity, mass and airflow through the coal pile. Subtle differences in the chemical, physical and environmental conditions and make a significant difference in the development of a high temperature self-heating or a low temperature benign condition, the subtlety escaping normal underground observations. Additional work is planned to investigate the thresholds for such factors in the development of spontaneous combustion and it the implications for detection by gaseous Products.

Zinc produced by pyrometallurgical processing techniques suffers the disadvantage of restricted market potential because of its impurity contents, typically lead and cadmium. Market zinc to the Special High Grade (SHG) standard can only be produced by reflux distillation refining, which is costly in terms of energy and equipment, and potentially capacity limiting. Recent published laboratory work suggested that molten salt electrorefining of zinc metal is a potentially much cheaper alternative to the reflux distillation refining. The extrapolation of the laboratory results to an industrial configuration, however, resulted in an estimated power consumption for electrorefining and associated costs offering no advantage over current reflux distillation practice. A review of this estimate now shows that a serious error in calculation was made, and that the energy consumption for the electrorefining of molten zinc would be an order of magnitude lower than that for reflux distillation refining. While this is a promising indication, further research is required before development towards an industrial scale operation is warranted. This would particularly relate to the extent to which adverse electrolyte deterioration may take place and its potential effect on the anode and cathode efficiencies of the process. This paper considers the laboratory investigations required to explore the industrial potential of the molten salt electrorefining of zinc and foreshadows some of the practical problems to be solved in further development.

Suppression of the explosion of the world population and the surprising increase of waste and emissions are major targets confronting mankind in this century. Recycling and waste minimisation are key words for sustainable development in a highly industrial society. The argument is really whether or not recycling done well is the solution to the environment problem for the following generation. If energy is not necessary in the recycling, all materials have to be recycled. The greatest interest among the environmental issues is the regulation of CO2 gas emission. It must be recognised that it is not possible to completely renew expended energy. Some of the recycling systems currently used are thought to increase the load on the environment rather than to be beneficial. Although metal industries have consumed tremendous amount of energy and discharged a large quantity of CO2 and solid waste, the metals have supported a high quality of life. The metal production industries such as the iron and steel industry and the non-ferrous metals industry can work well recycling of not only metals but also other materials without consuming more energy. Waste plastics, for example, are use as a reductant in a blast furnace. The role of metallurgical industry in the recycling-based society is introduced in the present paper to recognise how the metal industries can contribute recycling and waste minimisation.

Someone once said "Leadership is the ability to inflict pain and get away with it." The same can be said about successful management of equipment suppliers. Improved performance will not be achieved without some pain, but it should be evenly spread between both parties. In practically all mining situations there is a great deal of scope for improving performance and reducing maintenance costs on an extremely wide range of plant, but it requires co-operative effort. Most mine maintenance engineers attribute the main problems to the equipment suppliers, unsuitable designs, lack of spares, untrained servicemen, lack of standardisation, poor maintenance manuals, and so on. Conversely the suppliers' engineers are usually convinced that problems with their product are exclusively due to poor maintenance management, after all they never have the same problem elsewhere. Of course both are correct to some degree. My aim in this paper is to explore the opportunities for substituting collaboration for confrontation between the engineers of the mining and supplying companies. I will also propose that contrary to common belief, the mines rather than the suppliers, should be taking the management initiative needed to achieve a closer and more effective relationship, Many would argue that this initiative should remain solely with the supplier; after

Supercritical fluids (SCFs) have gained recognition as solvents for the extraction of a wide range of organic materials. Their principle advantages over conventional organic solvents are that they possess much more favourable transport properties and that such properties can be easily altered by adjusting the system temperature and/or pressure. More recently, SCF solvents have been employed in the extraction of metal ions. The direct extraction of metal ions using SCFs such as CO2 is normally not possible due to the charge neutralisation requirement for solubilisation. However, extraction can be achieved with a SCF solvent containing an organic complexing agent as a cosolvent (Laintz et al, 1992; Laintz and Tachikawa, 1994; Dehghani, 1996). The role of the SCF is therefore similar to the role of a diluent in conventional liquid-liquid or solvent extraction processes. In this regard, SC-CO2 is a particularly good diluent since it exhibits good solubility for many organic complexing agents. The extraction of metals with SCF solvents has been examined mainly in the analysis of environmental samples and the treatment of metal contaminated wastes. Nonetheless, some interesting results have been reported recently on the extraction of rare earth metals, which highlight the potential of SCF solvents in mineral processing applications (Laintz and Tachikawa, 1994; Dehghani, 1996).

The sharp deterioration in Au~tralia'S ternn of trade in recent years and the accumulating national debt highlight the need for a restructuring of the economy which is highly dependent upon primary agricultural and mineral commodity exports (figure 1). Table I gives an indication of the value that can be added to raw material by mineral processing. Significantly higher value is added through downstream manufacturing. In 1987, the mining and rural sectors accounted for 47010 and 38010 respectively of total exports valued at $35,782 million (figure 2). The export contribution from minerals comprised $12,266 mil- lion from unprocessed ores and concentrates and $4,668 million from metals and processed minerals including some simple manufactures. Coal accounted for 450/s of total primary mineral exports. Iron ore and alumina are other important mineral exports, while gold and aluminium are major metal exports. (Figure 3) Australia's minerals are now traded in a much more competi- tive and oversupplied market in contrast to the 1960's and 1970's period which was characterised by increasing exports of largely unprocessed ores and concentrates. Since the early 1980's (I cI) resscd )ver~cas nutrkcts and km rununodlity liriccs ha~c hcen the product of excess capacity installed to satisfy a forecast high growth in demand which never eventuated due to the world reces- sion. During this period the emphasis on technology development was focussed on reducing costs through increased production effi- ciencies in order to maintain competitiveness.

I am honoured to have been asked by Sir James Foots, the President of the Congress Organising Committee, to open this, the 13th Congress of the Council of Mining and Metallurgical Institutions. The theme you will be addressing over the next few days is "The Twenty First Century - Mining, for Mankind" - a theme that must be regarded as an enormous challenge for the entire minerals industry. Previous conferences, starting in 1924 in London and followed by two others in the United Kingdom, have also taken place in Canada (three), Southern Africa (three), Australasia (two), and Hong Kong (one), but this is the first to be held in Singapore.

It is a facet of modern-day life that change, even of a revolu- tionary nature, normally passes without comment. People have become so conditioned to continuous improve- ments in every aspect of their lives that they would be surprised only if there were to be no change. This paper seeks to demonstrate the extent of technical change, and to indicate the need for a fuller advantage to be taken of the technologies available, or potentially available, to the profes- sion. It contends that the mineral industry has been particularly slow to embrace technical change, and has good reason to con- sider an improved attitude for both prosperity and survival.

The experimental phosphate mine of abu Tartur has been recently placed into production. Some problems'have been encountered in maintai- ning grade control due to the differences between early block estimates and actual produ- ction grade. An area of 100 km2 is evaluated by using four methods of evaluation , namely polygonal, inverse distance , inverse distance squared and geostatistical methods. The results of calculations are compared statistically with the control values of grade and thickness. The comparison showed that the. kriging technique gave better estimations for the relative ore reserved, while for grades or thickness any of these techniques except the polygonal can be Used.

A simple apparatus for delivering pulverized coal as fuel to a SIROSMELT lance is described, and its performance in smelting tests is evaluated. Using the pulverized coal as fuel, the SIROSMELT furnace performed well in both oxidative copper smelting and reductive smelting (zinc fuming). In both cases the evidence suggests that part of the combustion occurred by indirect oxidation of coal particles entrained in the bath. Oxygen potential measurements made during the zinc fuming tests confirmed the general features of the the non-equilibrium mechanism for zinc fuming proposed by Richards and Brimacombe. The zinc level in the slag during continuous fuming was lower than was predicted using an equilibrium model.

The crusher development programme for 7ft Super Extra Heavy Duty (SXHD) Symons cone crushers commenced in 1984. The main objective of the programme was to run the crushers at maxi- mum power for the full life of the liners. This would give a finer product sizing enabling grinding and flotation plant throughput to be maximised. The study was conducted along two basic lines of attack, the first main- taining an effective profile through the life of the liners, the second improv- ing the properties of the liners. It has been found that crusher liner life can be extended and crushing efficiency improved by modification of liner composition and profile.
