Soil covers for mine waste are subject to changes in structure as a result of root development, and wet/dry or freeze/thaw cycling. The purpose of this study was to evaluate the changes in the hydraulic conductivity of three non-compacted clay covers over time. The covers are located on a sodic/saline overburden fill (30-Dump) at the Syncrude oilsands mine in Fort MacMurray, Alberta, Canada. Monitoring of these covers for temperature, matric suction, and water content by the University of Saskatchewan has been ongoing for more than three years. The three covers (D1, D2, and D3) were constructed in 1999 and are 50 cm, 35 cm, and 100 cm thick. The covers are comprised of a surface layer of reclaimed peat/mineral mix over a secondary reclaimed mineral soil (glacial till or glaciolacustrine clay), placed over a sloping shale surface. Field measurements of hydraulic conductivity within the secondary layer were obtained using a Guelph Permeameter during the 2000, 2001, and 2002 summer field seasons. Repeated measurements were made within the D1, D2, and D3 covers at depths of approximately 40 cm, 30 cm, and 60 cm, respectively. The values of hydraulic conductivity for the covers were similar to each other during each of the field study seasons. The mean hydraulic conductivity of the secondary layer increased every year: 2.5 + 10-6 cm/sec to 2.1 + 10-4 cm/sec to 4.3 + 10-4 cm/sec from 2000 to 2001 to 2002. Soil temperature data shows that one freeze/thaw cycle occurred each year at the measurement depths.

Mineral sand orebodies are typically mined for their TiO2 content. Increasingly over the past 30 years, the major mineral focus has shifted from natural rutile to ilmenite and an acceptance that the latter generally needs some form of upgrading for economic conversion into TiO2 pigment. This upgrading obviously has a cost, and in conjunction with diminishing mineable feed grades, results in higher cost TiO2 units for chloride route Pigment Plant feedstocks. The net cost of feedstock can be significantly influenced by the recovery and sale of accessory minerals and by-products from the processing chain to the extent that some producers have the potential to achieve a zero net cost. Whilst slagging plants typically reduce net cost from rutile, zircon and pig iron revenues, operations supporting Becher type synthetic rutile operations have been limited to revenues from rutile and zircon only. A range of alumino silicate minerals show industrial potential, as does activated carbon, iron oxide and gypsum, by-products of the synthetic rutile process. Tiwest is a good example of a company maximising revenue from the accessory minerals as well as from by-products of the synthetic rutile process.

Engineering availability of the 120/200 tonne Wabco haulpak fleet at Mt. Whaleback was in the mid fifties and unstable. The project to achieve a reliable 66% during 1980 highlighted "plannable" maintenance, short cycle scheduling, condition monitoring, backlog control, and, above all, the importance of involving all affected people. It is not sufficient for consultants to design systems and make them work. The people who use the system must understand it, support it and "own" it. In this way, they will develop it and improve results after the outside help has been withdrawn INTRODUCTION In early 1979, PA proposed a programme to improve engineering availability of the Mt. Newman Mining fleet of 70 Wabco haulpak trucks of which 53 were 120 tonne and 17 were 200 tonne units. (Subsequently five 200 tonne trucks from Hamersley Iron were added to the fleet). The ore truck workshop was also responsible for 75 tonne trucks used as water trucks and general purpose vehicles. The need for action was clear. The Diavik Diamond Mine is a world-class operation located in an extreme environment 220 km south of the Arctic Circle in CanadaÆs Northwest Territories. The mine has a number of distinctive characteristics û such as limited winter access via an ice road, mine infrastructure being located on an island, with mining taking place behind dykes holding back a lake, temperatures at the mine that get down to -45¦C in winter, and the presence of bears, wolves, foxes and wolverines! One thing that Diavik does have in common with other mines around the world is the need for reconciliation. In late 2005 Diavik implemented SnowdenÆs Reconcilor software system to facilitate the process of reconciling geological models, mine plans, production data and plant results. This paper provides a case study of the reconciliation system implementation. It outlines the migration of Diavik away from a comprehensive and effective spreadsheet-based reconciliation process to a commercial grade, automated and web-based information management system. This paper documents the reasons for moving away from the spreadsheet system, the key parameters used for reconciliation, and the benefits gained by closing the loop between reconciliation and ongoing process improvement.

The Tailings Leach Plant at Chingola employs a Leach/Solvent Extraction/Electro- winning process and contains the largest solvent extraction plant in the world, with design liquor flow rates of 55 m3/min. A pilot plant constructed to provide design data also indi- cated areas of uncertain operating and control performance and led to a decision to model the whole circuit to determine the overall dynamic behaviour and basic operating characteristics. Details of the plant flowsheet are given and the basic physical and chemical' equations required for the simulation defined. Each unit operation is considered separately and details of the mathematical models used for their simulation presented.

AXTAT is a computerised system developed by the Western Australian Department of Minerals and Energy in conjunction with the local mining industry for recording and retrieving information about fatalities and work related injuries. Since its inception, the system has gained considerable recognition by consistently demonstrating its usefulness as a tool, not only to the Department, but for the entire industry nationwide. AXTAT has played an important role in the continuous improvement process in management of occupational health and safety in the Western Australian mining industry with gains in both human and financial terms, by regularly providing timely and accurate statistical feedback on fatalities and lost time injuries to industry.

Sulphur dioxide oxidation is an attractive alternative anodic reaction to the evolution of oxygen in copper electrowinning. Accordingly, the electrochemical oxidation of SO2 in aqueous 1.0 x 10-1 mol/L NaClO4 has been studied at pH 2.3 using platinum and glassy carbon electrodes. On the platinum electrode SO2 oxidation occurred on the forward scan at 0.96 V and on the reverse scan at 0.63 V. For GC, a single SO2 oxidation peak occurred at 1.40 V on the forward scan. SO2 oxidation on both electrode substrates was hampered by oxide layer formation. The electrode could be reactivated however, by oxide layer reduction. Although reactivation was most successful for platinum, SO2 oxidation on platinum is quite complex, with this evidenced by the reverse scan anodic peak. Glassy carbon shows simpler behaviour and thus, is the preferred substrate for SO2 oxidation.

Due primarily to the publication of the Fitzgerald Report the impact of taxation on the mining industry and the amount of taxes actual- ly paid by the industry have become items of intense debate. However, the discussion has been governed more by impassioned rhetoric than considered logic. It is equally as wasteful to the economy for the mining industry as a low cost efficient export earner to be punitively taxed, as it is for the industry to be given excessive taxation assistance. A comparison of the effect of five tax- ation policies on the cash flow of a capital intensive mining project is presented. The policies considered are Liberal 1969, Liberal 1976 with and without the coal levy, Labor 1975 and Labor 1976. The mining project used in the analysis is modelled on published estimates for the proposed Nebo coal project. The analysis is equally applicable to any large mining or petroleum development.

The past year has been a difficult one for the mining industry in this country, but an active and successful one for the Branch. Membership has continued to increase, albeit at a slower rate than last year, and with the increase almost all from student membership. I dwelt at some length last year on the continued increase in student membership, which I ascribed largely to deliberate policies adopted by the Branch to foster this area of membership. I don't propose to reiterate these, suffice it to say that as usual, the Otago School of Mines has been a prolific source of student members, and it will be a pity if this source dries up û more on this subject later. In fact, students form just on 29 per cent of the Branch's total membership û a far higher percentage than for any other Branch in the Institute, whose membership as a whole comprises only ten per cent students.

For the past six years research funded by the State Energy Research Advisory Commit- tee of South Australia has been conducted at the South Australian Institute of Technology, School of Mining and Metallurgy on South Australian lignites. A major part of this work has been a study of the potential bene- fication of Bowmans lignite using hydrometal- lurgical techniques. The Bowmans lignite de- posit is the largest of its type in South Australia and is a major energy reserve for the state. The utilization potential of this deposit is reduced by its very high insitu NaCl content which presents serious problems for any process. Previous research conducted by Readett and co-workers (1984a & b) has shown that NaCl is amenable to extraction using simple batch water leaching operations. This leaching has been successfully described using a two stage diffusion model derived from first principles based on a simple diaphragm cell.

Several nuclear techniques have been assessed for application to online conveyor belt analysis of oil yield from Rundle oil shale. The most favourable technique is neutron inelastic scattering which determines the total carbon content of bulk shale samples. Correlations of chemical laboratory assays for 540 Rundle oil shale samples show that oil yield can be predicted from total carbon to within 11 litre/tonne.Laboratory experimental work on 17 bulk samples of Rundle oil shale indicated that carbon and oil yield can be determined to within 0.6 wt per cent and 9 litre/tonne, respectively, using the neutron inelastic scatter technique. A practical neutron inelastic scatter gauge for application on a 23 mm thick reinforced conveyor belt could consist of a 5 curie 241 Am-Be neutron source and a 150 mm diameter x 100 mm thick Nal(TI) detector. With this gauge, the analysis time to achieve a counting statistical error of 6 litre/tonne should be about five minutes.

The object of this paper is not to describe any particular type of engine in close technical detail but rather to give a general picture of past and present practice in this important section of the industry. The subject involves the study of almost 600 years of coal mining history which has fluctuated from stagnation to extremely rapid progress.Up to the year 1300, coal was obtained from outcrops and exposed beds, but this easily worked source soon gave out, so by that time shafts had to be sunk to the coal seams, and coal mining proper commenced its career.These early shafts were very shallow, and winding equipment was not a matter for much concern. Raising coal was generally achieved by human labour, which was called "coal bearing." Coal was loaded into baskets. strapped to a man's back, and carried from the underground workings to the pit bottom. The unfortunate individual then climbed ladders to the top of the shaft, unloaded the basket, and descended the shaft for the next load. Men, women and even children, were employed as the mine expanded, and were generally bound to the colliery for life, performing daily work which would now be regarded as slavery. This primitive method of raising coal to the surface was slow, inefficient and highly dangerous, yet for want of a better method it continued until in 1602 it isrecorded as having been abolished in Wales, one of England's great coal districts. The perception of the mining industry in the Australian community has changed considerably over the last four decades. This has been partly brought about by changing values and expectations of the Australian community as well as by global factors. The legal environment for the Australian mining industry has undergone significant changes. Among them, the High Court's Mabo decision which confirmed native title rights as part of the common law and environmental legal developments are dealt with particularly. It is suggested that the Australian legal environment is not necessarily the prime cause for Australian mining companies taking their investment off shore. This is a summary on how native title impacts on land tenements and some of the major issues that emerged since the `Mabo decision' and the Native Title Act 1993 are discussed. Environmental legal developments have resulted in liability facing directors and senior management in compliance matters .and in operating mining and other businesses because of changes in community expectations. In the next decade it is suggested there will be many drivers for more changes in the legal environment. Some of these are touched on including the changing roles of the Commonwealth and State Governments, the High Court as -law-makers and the changing relationships with indigenous people in Australia and in overseas countries. The changing legal environment for mining demands a national approach in many areas on the proposition that resource based industries are part of a national industry. The uniform law approach among the States has been taking place but this needs to further. An appropriate task force should be forward to review the entire legal structure and regulations affecting mining on a national rather than a State basis . The mining industry will need to work with expectations of a changing community which have powerful, but sometimes contradictory, interest groups.

The problems associated with equating calculated and measured properties of explosives with blast results are examined. The results from six full-scale test blasts in a limestone quarry are described. The purpose of the full-scale trial was two-fold, i) assess the role of varying aluminum levels (10% maximum) in a given explosive in terms of blasting performance, and, ii) find correlation between calculated, as well as measured properties of explosives and the resulting blasting performance. Each blast consisted of 36 holes, initiated with short period detonators in a staggered 3-row 2.4 m x 2.7 m (burden x spacing) pattern. Each 75 mm diameter borehole with no subgrade contained on the average 22 kg of 65 mm diameter cartridged explosive. The bench height was 6.3 m, with an average collpr of 1.2 m. The calculated and mgasured properties of explosive included, strength, detonation and explosion pressure, VOD, plate-dent depth, underwater bubble and shock energy, and the total energy efficiency. Each blast was instrumented to measure detonation velocity, initiation sequence, muck pile motion by means of high-speed photography and blasting vibrations. The post-blast measurements included photogrammetric survey of muck pile for size distribution on surface, muck pile profile, as well as the extent of backbreak. The results showed that the overall blasting performance of the explosive in question was nearly commensurate with the level of aluminum in the explosive, and there was excellent correlation between the underwater test properties and the blast results. The study also exemplified the need for more extensive post-blast analysis than is usual practice, for quantitative assessment of blasting performance of explosives and providing the necessary data-base for calibration of blasting models.

Epithermal gold-silver deposits occur in young volcanic terrains where post-mineral cover commonly impedes the search for mineralisation. At the Togi Project in Honshu, Japan, a complex mineralised system is largely covered by post mineral volcaniclastics. A combination of high resolution electrical resistivity surveying and detailed airphoto interpretation has, with close geological control, enabled synthesis of structural and alteration characteristics of the Togi geothermal system, in turn permitting ranking of the prospects for drill testing.

The Musselwhite mine, located in northwestern Ontario, Canada, has been an underground narrow-vein gold producer since the spring of 1997. As an exploration project at the feasibility stage, much effort was undertaken to generate a geostatistical resource model that would integrate the orebodyÆs geological features, as well as the controls on mineralisation. Today as an operating mine producing over 200 000 ounces of gold per year, reconciliation studies of the tonnes and grades treated at the mill, with the feasibility model, for longer time periods, and with the grade control models, for shorter time periods, show results that are in good agreement. It was clearly demonstrated with the reconciliation to production, that the key to good reconciliation remains in the proper selection and application of the geological resource estimation method. The application of a grade interpolation technique capable of capturing threedimensionally pertinent geological features, as well as accounting for spatial grade continuity, proved to be successful in the predictability of tonnage and grade at the Musselwhite mine. Along with good mine practices, this approach, which was carried through to the operation, has produced excellent reconciliation results. The ongoing reconciliation studies at Musselwhite allow for a constant revision of the grade estimation strategy. In return, this optimisation process adds value by raising the accuracy level of production expectations. As this is an evolving practice at the mine site, further implementation developments are recommended to integrate these reconciliation procedures on a more regular basis.

The evaluation programme and procedures develop- ed for Saindak porphyry copper-gold-silver- molybdenum deposits located in an isolated area in an extremely and region of Baluchistan are described in detail. Due to its isol .ted location, far removed from supply centres, harsh climate, paucity of water and non-availability of even unskilled labour, Saindak presented problems for which no ready made solution exist- ed. It is hoped that this Paper may be of some value to those in the LDCs who may wish to undertake similar ventures.

A 3D graphics modelling system has been applied to longhole stope ring design at Z.C. Mines, Broken Hill, NSW. This has been in operation for a four month period (January, 1988). The purpose of this application was to provide computer assistance to mine planning engineers and blasthole design draftsmen for the longhole design process, particularly by: 1. reducing the- volume of tracing, drafting and geometric manipulation which is a significant feature of the manual design process, 2. providing additional design drawings to enhance the conception and implementation of stoping design.
