The management of safety has undergone a number of radical changes in the past 100 years. The most important paradigm shifts occurred through the work of Heinrich, followed by the advent of the safety systems era and, more recently, the behavioural safety approaches that have become increasingly popular around the world. Each of these æapproachesÆ to safety has left an indelible mark on the way we target safety improvements, helping decide which interventions are deployed and how they will be measured. They have also resulted in a number of æmythsÆ about safety management, each of which will be discussed, analysed and challenged in this paper. This paper highlights the complex problem of æcomplacencyÆ, that has arisen out of the increased levels of regulation and consequent perceived protection that workers enjoy in the work place. It also looks at a phenomenon called æaccident migrationÆ which results from a superficial treatment of accidents with changes to rules and procedures. The most recent approach to safety is generally known as behaviour-based safety, which flowed from the human sciences and quality management era. This approach has had a dramatic impact on the way safety is managed around the world, but still falls short in a number of key aspects, most notably the area of risk awareness and risk understanding. Many workplace accidents occur simply because the risk is unidentified, underestimated, not understood or ignored. This paper proposes a new direction for safety, called competency-based safety. It is based on cognitive psychology aimed at combating the consequence of modern protection. A case study is presented detailing the deployment of this approach throughout Placer Dome.

The Chairman of this afternoon's session is Dick Carter. This afternoon is the culmination of this conference. We've looked in the first session at regulation; in the second session at valuation techniques and this session we look at valuation in practice. Dick's involvement in the mineral industry has been wide ranging and distinguished. Dick has worked with BHP since 1960, when he joined BHP Steel as a commercial trainee. Dick holds a B.Comm. from the Newcastle University College of the University of New South Wales and was educated at the Australian Administrative Staff College and Harvard Business School Advanced Management Programme. During the past decade, he has headed the minerals group's Aluminium Divison, Resource Planning and Development, Non-Ferrous Metals and Business Development Organisations. Dick currently serves as Executive Director of BHP Gold Mines Limited and Managing Director of Ok Tedi Mining Limited. His experience covers Australian Manganese Company, Mineral Deposits Limited, Northern Rivers Rutile, Tasmanian Electrometallurgical Company Limited, Mount Newman Joint Venture, Worsley Aluminium and Carnilya Hill Joint Venture Operating Committee. His industry associations include the Executive Board of the Gold Producers Association, the Federal Executive of the Australian Goldmining Industry Council as well as the World Gold Council. Those involved in managing risk today are asking various questions: why is it so frustrating to discuss æriskÆ with communities? why do consultative processes around æriskÆ get more and more complex? where is all this going to end? These questions will be addressed by examining how our understanding of risk has changed from one based on biophysical hazard to a broader view that includes social and cultural factors. There is evidence to suggest that we are living in a ærisk societyÆ, where the goal of æsafetyÆ has replaced that of equality in a class based society. The global mining industry operates within this complex and politicised environment. The very meaning of ædevelopmentÆ has broadened from the narrow economic vision to include the social and environmental factors which make up æSustainable DevelopmentÆ. Corporate accountability now extends beyond traditional shareholders to wide groups of stakeholders. The mining industry is developing responses which look beyond traditional technocratic methods. At the industry level these responses have included the recent Mining Minerals and Sustainable Development global and regional reports It has proven challenging and difficult to operationalise these new understandings at the company level and it is time to look at the bigger picture.

Based on preliminary computer model simulations and stability analyses, both longi- tudinal and transverse, large dimension, cut- and-fill rooms were designed for the parallel dipping ore layers at Kamoto mine. Full scale testing of the designed rooms showed that the rooms are stable and that the rock behavior is predictable. Ordinary waste rock was selected as the filling material because the fill was found to carry little load.

Whim Creek Consolidated N.L. has operated openpit mines at Meekatharra since 1980. Mining operations commenced with the Haveluck openpit and the Phar Lap openpit was started in 1 984. Grade control in the Haveluck mine was simple because the orebody showed good continuity along strike and down dip and had an easily recognisable hanging wall contact. Problems were encountered once mining corn menced at Phar Lap because of the complex lithologies, alteration and faulting involved. Simple grade control techniques developed for Haveluck failed and were not solved until an understanding of the ore bodies was achieved.The integration of all geological data into the interpretation of the developmentdrilling results has proved essential to achieve effective grade control atreasonable cost.

During 1999 there was a considerable turnaround in world prices for most minerals and energy commodities, except for the bulk commodities (coal and iron ore). The main reasons for this turnaround were: improved prospects in demand for most minerals and energy commodities in the Asian region following a return to both economic and industrial production growth in key economies in that region; continued moderate growth in demand in Europe and North America; substantial production cutbacks in a range of minerals and energy industries; effective reductions in the supply of oil by OPEC nations; and an announcement by European central banks that they would cap the amount of gold they sell and loan in the next five years. Most of these influences are expected to be sustained into the first years of the new millennium. In 2000, with exception of coal, average world prices of minerals and metals are forecast to rise significantly. Gross domestic product and industrial production is expected to grow in some European countries and most Asian countries in 2000 and, with moderate growth expected to be sustained in the United States, demand for minerals and energy is expected to increase. AustraliaÆs main bulk commodities, iron ore and coal, saw prices set for 1999 - 2000 at substantially lower levels in negotiations in early-1999. Double digit price cuts were locked in. However, similar falls appear to have been avoided for coal in Japanese Fiscal Year 2001, while increases of between four and six per cent were achieved for iron ore. Forecast modest recovery in economic growth in Japan and increasing demand elsewhere in Asia are expected to lead to tighter market conditions in 2000. Beyond 2000, world minerals and energy markets will be influenced by the expected robust global supply responses of minerals and energy companies, against a background of sustained economic growth and industrial production growth in major consuming countries. Over the medium-term, a return to declining real prices which have been evident for most commodities in the recent past, is expected as exploration, mining and processing technological change and associated productivity growth continues to reduce industry costs. While lower rates of exploration and mining investment in Australia between 1998 and 2000 will modestly constrain the rate of future industry expansion, Australia remains an important contributor to expected growth in global minerals supply over the medium-term. Australian mine production is forecast to grow between 1999 - 2000 and 2004 - 05, boosted by production from recently commissioned mines and minerals processing facilities and comissioning of other projects at advanced stages of planning.

The presence of clays in channel iron deposits (CID) within the Pilbara region of Western Australia causes problems in the classification and subsequent processing of the iron ore. In particular, the presence of clay adversely affects the processing and ore metallurgical properties by increasing the amount of Si and Al. Iron ore companies are seeking new methods to quickly and objectively detect the type and amount of clay in these deposits. Traditional methods of clay quantification such as X-ray diffraction (XRD) and thermal analysis are time consuming and expensive. Reliance on bulk chemical techniques (eg X-ray fluorescence, (XRF)) to derive normative mineral abundances can give misleading results. For example, the replacement of Fe by Al in the structure of the iron oxide minerals, goethite and haematite, which dominate in CIDs, can be significant. Silicon can also occur in association with these Fe minerals. If not accounted for, chemical techniques may overestimate the normative abundance of clays. In comparison, reflectance spectroscopy in the visible-to-near infrared (VNIR) and short wave infrared (SWIR) wavelength range (eg 400 - 2500 nm) and Fourier transform infrared (FTIR) (6000 - 900 cm-1) analysis are non-destructive techniques that can provide rapid and objective mineralogical information. Both techniques are particularly suited to Al-, Fe- and Mg-OH bearing minerals such as clays. Kaolinite and, to a lesser extent, montmorillonite are the most common clay contaminants that occur in the Pilbara CIDs. Previous applications of VNIR-SWIR spectroscopy have demonstrated the potential of these methods in quantifying the clay mineralogy of CID ore. In this study, variations in the depth of diagnostic spectral adsorption features in the SWIR wavelength range of kaolinite and montmorillonite in standardised mixtures, with known proportions of clay, were well correlated to the abundance of kaolinite and montmorillonite, and to the clay alumina content (ie per cent Al2O3 û clay).

Over the past 75 years, the mining of platinum has predominantly focused on the Merensky Reef horizon in the western Bushveld region of the Bushveld Igneous Complex (BIC) of South Africa (Figure 1). The orebody is relatively flat dipping at 10¦ to 25¦, narrow tabular in shape and has been mined to a maximum depth of some 1600 m within Anglo Platinum. This has resulted in the installation of up to four generations of shaft systems as mining progressed into reserves at greater depth. In recent years, with the improvement in processing technology and improved economics, in particular with the improved price of palladium, the mining of the UG2 Chromitite Reef is proving economically viable. The UG2 Chromitite Reef occurs below the Merensky Reef in the succession and the normal separation varies from 15 m to 400 m, with the largest separation between the reefs occurring in the eastern region of the BIC. The UG2 Chromitite Reef horizon is now being accessed from existing Merensky mining infrastructure by cross-cutting back through the stratigraphy where appropriate, or by establishing new decline cluster systems from surface, along the extensive strike length of the various mining properties. These declines are generally established utilising mechanised mining techniques. This paper gives an overview of the techno-economic approaches considered and evaluated for the selection of the optimum mining and shaft systems. More specifically, the paper reviews the design parameters used, techno-economics, conveyor versus haul alternatives, logistics simulations, capital costs, system performance, time to market or ramp-up success, important system differences and lessons learnt.

Thiess Dampier Mitsui's Moura-Mine is located in the south-eastern corner of Queensland's Bowen Basin, some 180 kms west of Gladstone. Current requirements of the open cut operation are to drill and blast 25 million cubic metres of overburden per year, consuming some 12,000 tonnes of explosive in order to meet the requirements of the mine's four operating draglines and one overburden shovel. By early 1985 it had become obvious that the existing drill and blast equipment and technology could not cope with the long-term needs of the open cut mining operation. Three 61R drills were in need of rebuilding or replacement. Bulk ANFO trucks working two shifts per day were unable to match the requirements of the four draglines dne to long travel distances, slow discharge rates and their inability to load water-resistant products into the increasing number of wet holes. This paper outlines the significant steps taken to introduce new equipment and technology and the resulting improvements in the mine's productivity and economics.

Distal air-fall ashes are widespread deposits that may record volcanism many hundreds of kilometres from their source. They are characteristically thin, fine-grained and have a low preservation potential usually being either eroded, or reworked and incorporated in overlying sediments following deposition. The most likely sites of accumulation are deep sea, lake and swamp environments where low energy conditions favour preservation. Post-depositional alteration of predominantly glassy volcanic ash is commonly extensive hampering identification of such layers in the geological record. As a result air-fall tuffs are poorly represented in the rock record and furthermore are commonly misinterpreted. Southeast Queensland during the late Triassic hosted active silicic volcanism and a number of fault-controlled basins in which coal-bearing sediments were accumulating. Silicic volcanics of late Triassic age are represented by the Brisbane Tuff in the Brisbane city area, the Chillingham Volcanics to the south of Brisbane and extending into New South Wales, the North Arm and Mount Byron Volcanics to the north of Brisbane, the Aranbanga Beds exposed around Gayndah and the Agnes Waters and Muncon Volcanics which occur northwest of Bundaberg. Stephens (1986) interprets these Volcanics as the remnants of a major silicic igneous 'province which he likens to modern continental orogenic margins. The Ipswich, Tarong and Callide Basins of southeast Queensland all contain coal measure sequences of late Triassic age that accumulated in alluvial plain environments. A Dicroidium flora is common to all and palynol.ogical evidence indicates a late Triassic (Carnian) age (de Jersey, 1975; Stevens, 1981). The coal seams of the three basins are characterised by their thickness (up to 25 m) and the presence of abundant thin, laterally persistent, kaolinite claystones (tonsteins) that show a marked similarity of morphology, texture and mineralogy. Detailed studies of the Ipswich Coal Measures (Falkner, 1986) suggest a volcanic air-fall origin for the tonsteins of the Ipswich Basin. Similar.tonsteins from the Tarong and Callide Basins provide evidence for widespread silicic volcanism during the late Triassic in southeast Queensland.

The Hodgkinson and Broken River Provinces form the northern part of the Tasman Orogen. They are separated by a broad belt of Late Palaeozoic igneous rocks, but were probably originally continuous. They are bounded to the west by a system of major faults (Fig. 1) which separate them from the Georgetown Province. Although largely Precambrian, the Georgetown Province includes probable Siluro- Devonian granitoids, and in the south adjacent to the Broken River Province, metamorphosed Early Palaeozoic(?) volcanics and sediments of the Greenvale Subprovince. South of the Broken River Province, the Lolworth-Ravenswood Province includes probable Precambrian rocks, Cambro-Ordovician volcanics and sediments, and voluminous Ordovician to Early Devonian granitoids. The first systematic studies of the provinces were the 1:250 000 scale mapping programs by the Bureau of Mineral Resources and Geological Survey of Queensland (White, 1965; de Keyser and Lucas, 1968). These and subsequent regional studies were reviewed by Arnold and Fawckner (1980). Remapping by the Geological Survey of Queensland since 1982, and a concurrent regional study of the deformation by Hammond (1986) have provided much new data. Geometallurgical characterisation of ore deposits is accepted practice in some parts of the mining industry today. Its primary aim is to provide constrained inputs that reflect inherent geological variability and its impact on metallurgical performance for the deposit. Geometallurgy improves project value because it suggests more valuable alternatives for scheduling and processing through an increased knowledge and understanding of the interactions of rock properties and extractive technologies. Lower project cost (both capital and processing) and improved recoveries are the result from closer tailoring of the mining and mineral processing strategies to the characteristics of the resource (Dunham, Vann and Coward, 2011). Tailings storage facilities (TSFs) can be seen as potential resources and it is argued that fundamental geometallurgical characterisation as applied in ore deposit characterisation should also be applied to planning the retreatment of TSFs. This paper will describe a research project at Julius Kruttschnitt Mineral Resource Centre assessing if geometallurgical principles and methodologies can successfully be applied to TSFs as they have been to primary deposits. The project is establishing a new standard method of tailings evaluation which will include a 3D spatial model of the tailings resource. Initial domaining of the TSFs was done using principal component analysis followed by k-means cluster analysis based on chemical assays from drill core samples. The subsequent characterisation of the drill core samples has involved chemical, mineralogical and metallurgical profiling, with a range of metallurgical tests being conducted on the samples. This characterisation step is followed by class-based analysis, predictive modelling and process performance domaining with the ultimate objective of establishing a 3D spatial model incorporating geochemical, mineralogical and metallurgical performance data. This approach, which takes into account processing performance permits a more realistic (as compared to doing limited chemical assays and metallurgical testing) economic evaluation of the potential of reprocessing the tailings material. It is believed that the approach is generic and can be applied to other TSFs being considered for reprocessing. In the mid-1990s, after a long period of antipathy between the company and its detractors, Rio Tinto embarked upon an ambitious cultural change program that sought to transform the fundamental basis of its relationship with global, national and local stakeholders. This has evolved into a broader pursuit of positive cultural change within Rio Tinto as part of the mining industryÆs Sustainable Development initiative. Initially driven from the top down, the communities component of this program comprises an architecture of policies, value statements, social research and verification systems. The commitment to better community relationships is best exemplified in Australia by the scope and scale of the GroupÆs Aboriginal land access agreements, community development programs and the work of the Rio Tinto Aboriginal Foundation. While collectively these form the core elements of an evolving set of internal social competencies, development of second-tier competencies is required to organically embed a culture of sustainable relationships with local and regional communities. Second-tier competencies will include appreciation of social dynamics, social science and diversity at middle management level; rigorous social research that properly informs development options for companies and host communities; career paths and recognition within the mining industry for young professionals both generally and from stakeholder communities; proper community-needs assessments, research into such things as purchasing power and other economics data, and inventories of public goods such as land-carrying capacity and water availability. Without this information it is difficult to gain an appreciation of and to alert people to the consequences of change brought on by a mine. The next decade will see second-tier social competencies promoted within successful mining companies. Measures to achieve this include a range of Human Resource (HR) incentives such as recruitment and career advancement based on broad competencies rather than narrow technical proficiency, humanities training for mining professionals and performance rewards that recognise social competence. A sustainable future for mining in a globally connected social landscape requires selection of people who can listen, relate and act in an open social system. The challenge for the mining industry, its professional organisations and educational institutions is to acknowledge this and develop these new aspects of mining industry professionalism. This cannot be left to individual companies if the industry is to have a sustainable future.

Solid Energy New Zealand operates the Stockton Opencast Coal Mine, a unique deposit consisting of high quality hard coking and thermal coals. Stockton's uniqueness includes high variability of the shipment specifications, strict quality constraints, minimal stockpiling capacity in the coal transport chain and the variability of coal quality both vertically within the seam and laterally across the deposit. The process of resource proving and modelling results in a high level of understanding of the deposit to allow detailed planning to be undertaken. The use of computer aided mine planning tools is an important component of the mine planning at Stockton. Detailed planning is implemented in the field through selective mining practices and monitoring to minimise dilution and maximise recovery of the coal resource. The quality variability in the coal, the æjust in timeÆ approach of the coal transport chain and markedly varying quality specifications from shipment to shipment requires a large coal inventory and the mine to be driven by quality constraints rather than material movement capacities.

Controlled modification of mineral/liquid interfacial properties by adsorption is critical for mineral processing operations such as flotation, filtration, dispersion and flocculation. Ionic/nonionic surfactant mixtures usually show enhanced surface activity and salt tolerance over ionic surfactants, and this is especially beneficial for flotation of salt type minerals in which case dissolved multivalent cations in high concentrations usually cause loss of anionic surfactants by precipitation. Adsorption of nonionic/anionic surfactant mixtures on kaolinite has been studied with sodium dodecylsulfate as the anionic surfactant and octaethyleneglycol mono-n-dodecylether as the nonionic surfactant. Synergistic interaction between these surfactants was found to cause adsorption of the nonionic surfactant with its hydrophilic chains protruding into the bulk, leading to substantial changes in flotability and dispersion characteristics of kaolinite. Similarly, hydrophobicity changes are observed also' for silica particles upon adsorption of nonionic ethoxylated alcohols owing to possible changes in the orientation of the adsorbed surfactant species at the interface. Also, based on the results obtained with surfactant adsorption, a hydrophobically modified polymer was used successfully to disperse graphite particles in aqueous solution.

Ion chromatography utilising an anion exchange column and UV detection has facilitated an improved understanding of sulfide mineral leaching in cyanide solutions. By analysing for sulfide, sulfite, thiocyanate, thiosulfate and metal cyanides it is possible to show that chalcocite dissolution is a non-oxidative process in which copper cyanide and sulfide ions are formed in solution. Further, the homogeneous oxidation of the sulfide ions by dissolved oxygen is slow, but catalysed by a surface of lead sulfide or pyrite. Polysulfides may also be formed as an intermediate oxidation product and these undergo further reaction to produce thiocyanate, thiosulfate and sulfite. The leaching of copper from a pyrite concentrate sample is shown to be rapid, and accompanied by significant iron dissolution; however, the iron is not believed to be from pyrite, pyrrhotite or chalcopyrite. The rate of iron leaching and cyanide consumption is reduced by maintaining low cyanide and high oxygen concentrations. Preoxidation or the addition of lead(II) ions does not reduce the iron dissolution from this pyrite concentrate.

The papers in this section of the conference and indeed the conference as a whole will rightly focus on the recent û the state of play around the Pacific Rim. However, to set the scene I propose to take a longer-term perspective. In so doing I wish to illustrate and emphasise that change is normal and natural û to paraphrase Bob DylanÆs 1963 classic, æThe times they are (always) a-changinÆ Æ. The challenge is how to cope with such change, in an industry, a corporate and a personal sense. A further challenge for geologists, both exploration and mine-based, and indeed for anyone, is to understand where they fit in the broader picture. For several reasons it is appropriate first to look briefly at the minerals industry in the Pacific Rim around a century ago. It was here in Adelaide in April 1893 that the first general meeting of the Australasian Institute of Mining Engineers (or The Australasian Institute of Mining and Metallurgy as it later became) took place and where the Centenary Meeting was held in 1993. The late 1800s and early 1900s was a period of extraordinary change in the minerals industry regionally and worldwide. The industry benefited from the economies of scale provided by improved mechanisation. It further benefited from the introduction of technically qualified professionals, such as chemists, metallurgists and mining engineers, although the usefulness of geologists had yet to be recognised commercially. With the rise of such professionals, technical societies formed and flourished. At the same time international financial markets and trade were expanding, a gold standard was widely supported and the financing of mining ventures was well established. Mining was an international business and its people travelled widely. As a consequence of the better-educated mining professional, the ready exchange of knowledge and the availability of finance, new processing techniques such as pyritic smelting, the cyanide process and flotation were developed. These, together with much improved materials handling in the mining and processing phases, dramatically changed the economics of the minerals industry.

As our mines introduce more sophisticated production technology into their operations, the dependence on communication systems is markedly increased to allow the management of the technology. However the attention given to the communication systems has lagged that given the production equipment - namely LHDs, trucks and jumbos. At times it was treated as after thought. However, this is changing as the degree of automation increases in our mines. The communication system is now being given much more priority and is genuinely becoming a part of the mine design. The transfer of information around underground, as well as between the surface and underground, is an essential day-to-day activity, with the aim being a smoothly run operation. However the mine environment is far from static, and situations arise - such as breakdowns or other incidents - that require swift analysis of the issue, its cause and its remedy. Also, as communication systems become more sophisticated their use in areas, other than direct data flow, become available. The importance of communication, its development, and new areas being impacted by communication is the subject of this Paper.

The South Deep surface shaft system is being sunk to a final depth of 2750 m below surface and on completion will be the deepest single drop shaft in the world. The shafts will intersect the target reef horizon at 2650 m below surface. In order to negate the requirement for a shaft pillar, which would be extremely large at this depth, the reef horizon in the vicinity of the intersection is currently being mined. A high quality crushed waste/classified tailings backfill is being placed in the longwall stoping panels around the shaft intersection area. This will limit closure and ride which following shaft reef intersection could have a detrimental effect on the long term shaft stability. This paper discusses underground instrumentation results and numerical modelling exercises carried out to confirm that the shaft system will be stable throughout the life of the mine. Instrumentation projects include closure and ride measured between backfill paddocks and haulage leveling exercises carried out to determine the far field rockmass response to mining with stiff backfill. Results from the numerical modelling exercises show good correlation with measured data. This indicates that a high degree of confidence can be placed in the model input parameters and consequently in the design of the shafts to ensure their long-term stability.
