Review of the mining legislation in New Zealand has coincided with a number of radical changes. These include a redirection of economic management towards a more open and competitive economy; major reform of the state sector aimed at greater efficiency, transparency and accountability; a new environmental administration; and a fundamental review of policy for management of natural and physical resources. These changes provide an opportunity to develop a consistent and coherent approach in the minerals and related statutes that will achieve objectives of economic efficiency, equity, practicability and good environmental management.

The Mathews et al (1981) stability graph was developed to provide guidance in the determination of stope sizes to control dilution in bulk mining of large orebodies. Longhole and sublevel open stoping (LHOS and SLOS) are the lower end in scale of underground mass mining with panel and block caving (PBC) at the higher end. Currently, the stability states of stopes in the stability graph are described qualitatively as stable, unstable or cave. The alternative quantitative option to the qualitative stability graph is the Equivalent Linear Overbreak Slough (ELOS) stability graph. The ELOS stability graph only applies to narrow vein orebodies. It is easy for the Mathews et al (1981) and the ELOS stability graphs to be applied outside the limits of their databases. What is currently referred to as ‘stable’ in the present stability graphs has diverse interpretations at different mines depending on their acceptable dilution values. In 2014, a research program was conceptually conceived at the UNSW Australia School of Mining Engineering to develop a quantitative dilution-based stability graph independent of orebody width to address some industry concerns on the use of the stability graphs. A dilution-based stability graph provides the mining engineer the flexibility to determine open stope sizes based on what dilution amounts are acceptable. The graph also unifies both the Mathews et al (1981) and ELOS stability graphs for wide and narrow vein orebodies, thus, eliminating their potential misapplications. To date, the concept is proven with case studies from metalliferous underground mining operations located across Australia. Systems such as Davey Bickford’s Daveytronic® SP blast initiation system and electronic detonators have been an integral part of drill and blast activities in Australia for over a decade, with the significant benefits of electronic blasting well documented. Since 2010 the Multiblast feature has been commercially available, which enables eight individual blast patterns (up to 1500 detonators each) to be blasted in the same firing window. Synchroblast has been in active operation since 2012, which allows a blast of up to 4500 detonators – either as a single blast pattern, or several smaller adjacent blast patterns – to be reliably initiated.Multiblast manages blasts separately but concurrently, allowing all blasts to conduct prefiring checks simultaneously from the firing point utilising only one remote blasting unit. Each blast can be selected and fired individually, in a sequence determined by the operator by scrolling through the colour display. Synchroblast automatically detects the blasting configuration, and manages all detonators as a single blast pattern. This simplifies the design and blasting processes for the mining operation.Multiblast and Synchroblast are routinely employed throughout Australia and globally in both open cut and underground operations, enabling optimal productivity due to increased blast volume and reduced operational downtime associated with blasting events.A number of case studies will be presented in this paper, detailing various mining operations that are consistently blasting in excess of 2500 detonators per blasting event as a part of standard drill and blast operations. The effectiveness of shear-flocculation as a method for upgrading simple mixtures of ultrafine (1-11 \lm) scheelite and garnet was evaluated. Statistical methods were used in the design and analysis of the main test program.The stirrer speed, stirring time, and initial weight ratio were all found to have significant effects on both the recovery and grade of the floes produced. The particle sizes also had an effect on the final grade. There were several important interactions between factors which also affected the results. Optimum conditions for shear-flocculation were established, and under these conditions about 80 per cent of the scheelite could be recovered at a grade which depended on the composition of the starting mixture. Starting with mixtures containing 10 and 50 per cent scheelite, the best final grades were between 20 and 50 per cent and between 70 and 90 per cent respectively, the actual value depending on the particular combination of particle sizes.

The evaluation of historical goldfields has been common over the past 15 years, reflecting changing economic conditions, improvements in knowledge and technology and lack of greenfield sites. Many goldfields comprise narrow gold-quartz veins, which are structurally complex with an irregular distribution of gold, have variable geometry and architecture and display late deformational effects. The study of historical mine records can be an important tool during early and advanced project evaluation, since it contributes to understanding the orebody, exploration target size and setting expectations. Mine records include documents such as plans, sections, reports, news cuttings, production tabulations, etc. A major advantage for the modern explorer is the capability of computer modelling to display this data in 3D. Historical records can give the explorer substantial information on various deposit characteristics, not least grade and geological continuity, geometry and architecture, mineralogy, metallurgical properties, bulk density and ground conditions. From an evaluation perspective, historical records can be used to support a Mineral Resource estimate, though its application will depend upon the quality and quantity of the data and judgement of the Competent Person. Effectively used, historical records can reduce geological uncertainty and focus evaluation efforts û thus reducing project risk.

The Canada Centre for Remote Sensing (CCRS) has developed an airborne sensor, the SWIR Full Spectrum Imager (SFSI) which detects in the short wave infrared range of the solar spectrum from 1220 to 2420 nm. In June of 1995, a demonstration flight was undertaken in the state of Nevada with the support of the companies listed above. The focus of the flight was to collect image data over well known mineral deposits with the objective of evaluating the applicability of this sensor to alteration mineral mapping. Some of the Nevada sites chosen include Cuprite and Goldfield, volcanic hosted acid sulfate systems; Yerington, a structurally complex porphyry copper deposit; and Virginia City, a quartz-sericite-pyrite vein system with advanced argillic pods. Ground spectral data was collected with the PIMA-II spectrometer. Solar reflectance calibration was done by Desert Research Institute personnel at Virginia City and Cuprite. This paper will discuss the configuration of the sensor and present image and ground data for Goldfield and Virginia City.

Post-tertiary training programmes have been designed and produced for geologists at different levels of understanding and expertise in the relationship between gold mineralization and shear zones. A workshop format was used as it allowed both clients and facilitators to participate in the learning process. Evaluation by facilitators and participants refined the workshop programme as an effective skills oriented learning process. The general observation is that post-tertiary training in small, interactive, practical, learning oriented groups is far better than lecture oriented short courses for developing skills based learning. The evaluation indicates that the process in post-tertiary training must include aspects which are both useful and used.

In Australia and worldwide, open cut mining has become increasingly common over the last few decades through changes in excavation technology and ore economics. However, such operations frequently leave a legacy of open mine pits once mining ceases. Pit lakes will then form in mine pits that extend below the water table when dewatering operations cease. Pit lake waters are typically contaminated with metals, metalloids, saline or acidic/alkaline and rarely approach natural water body chemistry. Physically, pit lakes have unique bathymetries, are often strongly wind sheltered and have very small catchments. Nevertheless, pit lake waters often constitute a vast resource but of limited beneficial use (due to water quality issues); with a potential to contaminate regional surface and ground water resources. Water in pit lakes has the potential to be useful for a range of purposes in the Australian context of characteristic hot, dry climate and relatively few natural water bodies. Consequently, pit lakes can be seen to represent either a significant liability or a water resource to mining companies and regional communities. However, the lack of knowledge on pit lakes continues to hinder their proper management. This paper summarises the limited information currently available on water quality associated with Australian pit lakes. Information on pit lake occurrence, distribution and water quantity and quality is not nationally collated and requires immediate and ongoing attention from both mining companies and regulating authorities. Lack of a readily available database for pit lake occurrence, distribution and water quality fails to realise the potential for these water resources by both mining companies and Australian communities. Lack of access to pit lake quantity and water quality data may also lead to failure to manage this significant source of mining environmental risk.

The development of a process for removal of iron oxides from ilmenite is outlined whereby the Ti02 content of Western Australian ilmenites can be upgraded from 55 to approximately 90 per cent. In the first stage, the iron oxides are reduced with solid carbon (coal) to metallic iron. Experimental reductions were carried out in crucibles, a fluidized bed, and a small pilot plant rotary kiln. The reduced ilmenite was then agitated in aerated water, in the presenceof catalysts, so that the iron "rusted" away from the ilmenite grains and the precipitated iron oxide was easily separable by decantation.The influence of variables on the rates of reduction and oxidation are discussed. The oxidation rate was examined for both the physical oxygen transfer characteristics and electrochemically by reference to Pourbaix diagrams, in which redox potential is plotted against solution pH.The upgraded ilmenite is expected to be an attractive material for pigment manufacture, and the iron oxide has prospects of being a marketable by-product. The process may possibly be applied to other ores.INTRODUCTIONThere are extensive deposits of ilmenitic beach sands, Le. iron titanium oxides of the general formula FeTi03, 'occurring in the lower south-west portion of Western Australia, and although there has been considerable commercial development, local producers face keen competition on a freight-cost basis. Thus the removal of the unwanted iron oxide constituent would have the double advantage of reducing the freight differential and presenting a more attractivematerial to pigment manufacturers.

At the end of the recent war, reports became available from Europe of the use of tungsten-carbide inserts in percussion rockdrill bits. These bits were used with small size rockdrills, so that the only advantage gained from the use of the harder, abrasion resistant, tungsten-carbide appears to have been the greater life of the bit. Larger machines, such as used in Australia in conventional practice, had to be discarded to protect the relatively brittle tungstencarbide inserts and the vulnerable bonding with the bit body.As it had been found in machine shop practice that some grades of tungsten-carbide had been produced with considerably improved toughness, it was decided by Gold Mines of Australia Ltd. that drilling practice with tungstencarbide bits warranted detailed examination under Australian conditions, and that drilling tests should be undertaken at Morning Star (G.M.A.) Mines N.L., for which it acts as General Manager and Consultant.These investigations progressed through three stages:1. Although the Pressure Acid Leaching (PAL) of nickel laterites has been conducted at Moa Bay, Cuba, since the early 1960s, the commissioning delays generally encountered by the æsecond generationÆ of PAL lateritic nickel producers in the late 1990s have demonstrated the potential complexity of the PAL process and the importance of technical risk management in maximising the realised project value. This paper describes some of the strategies used by the Ravensthorpe Nickel Project (RNP) to manage the technical aspects of the Ravensthorpe project risk. Central to these strategies is the use of Front End Loading (FEL) to deal with issues early in the development phase, when changes to the project structure can be made most effectively and cheaply. Such an approach requires a management philosophy that recognises risk as a potential cost, which accepts responsibility for dealing with risk, and which is prepared to provide adequate resources for risk management.

The Porgera Joint Venture commenced production during September 1990. A small tonnage underground mine extracts high grade gold ore using small scale stopes. Conventional drill and blast methods are used for development and production mining. Ground support is effected with Splitset anchors, grouted rebar bolts and grouted cable bolts. Splitsets and grouted rebar can be installed by mechanised means. Vertical crater retreat, slot and massfire, and modified VCR stoping tech- niques are used at Porgera. Stopes are backfilled with a relatively strong cemented rockf ill. Future stope sequences require recovery of pillars beside and under filled stopes.

This paper introduces a new coal-based rotary kiln process of DRI production - the CRIMM process, which is developed by Changsha Research Institute of Mining and Metallurgy in the past years. Its main features are the use of composite pellets (in rotary kiln). The process consists of preparation of pellets from iron concentrate and coating of coal on their surfaces. The new process is able to overcome a series of defects of the conventional coal-based rotary kiln processes. A continuous test was conducted using an experiment rotary kiln (-0.6;, x 3 m). TFe of the magnetic iron concentrate used in the test is 67.25 per cent. TFe of the product DRI is 88.54 per cent, MFe is 84.11 per cent, S and P are less than 0.02 per cent. The metallisation ratio of pellet is 95 per cent. The pellet power ratio is less than 0.3 per cent. The utilisation coefficient of rotary kiln is 1.3 t/m'-d. The overall recovery of iron concentrates is 99.7 per cent. Two small industrial plants using the CRIMM process are being set up in China. Their coal consumption can be decreased to 520 kg standard coal per ton DRI respectively.

Previous methods for measuring the flow of solids in Jnrdraulic conveying have not considered the important effects of slip velocity and particle concentration. In this paper an extension of the method proposed byShirato et al. (J. Chem. Engng. 'Japan, 1: 164-167) for determining mass flow in a vertical conduit is outlined.The present method consists of measuring' the volumetric flow of the slurry (by a magnetic flow meter for instance) and the density of the slurry in two pipe sections of different diameters. Effects of variation of slip withparticle concentration, not previously considered, are allowed.Problems involved in estimating the density of a slurry from differential pressure measurement are discussed.The major problem is the uncertainties in estimating frictional losses due to the wall in two-phase flows. The greater reliability of a more "direct" technique, such as by 'Y-ray absorption, for measuring solid concentration is emphasized.

The Beckman Air Comparison Pycnometer is as accurate as the specific gravity bottle for the determination of the volume of fine powders, or particles, up to 50 c.c. in volume. The determination using the air comparison pycnometer is performed in a much shorter time.A graph of density versus iron content for samples from four different iron ore deposits shows that iron contents can be obtained to within 4 per cent iron. Field geologists should be able to obtain quick and relatively accurate iron contents of ore samples using the air comparison pycnometer at these deposits.INTRODUCTIONA Beckman Model 930 Air Comparison Pycnometer was purchased to decrease the time required for the determination of the volume of stones and powders. The liquid displacement method was used previously and the time required per determination varied from a few minutes for stones to half an hour, or more for fine powders. With the air comparison pycnometer, the determination takes approximately 2 min and can be quickly checked for accuracy by a further determination. Coal mining in New Zealand is principally a State-owned and controlled operation where the State produces 70 per cent of the coal in New Zealand and 65 per cent of coal mined in the Waikato. The State's flexibility in production quality and price makes them tough competition. Coal in the Waikato varies in quality considerably throughout the region making the high quality coal deposits as in the Huntly district a highly sought after commodity. The high quality of coal is often offset against transport costs as, for example, Maramarua coals can compete effectively in the Auckland market and dollar per calorific value basis.
