Exploration and mining title administration in the Northern Territory has changed dramatically over the last 20 years. These changes have occurred due to legislative amendments, technological developments, and the changing face of the mining industry. The first legislation to control mining in the Northern Territory was the Northern Territory Gold Mining Act (1873) of South Australia. In 1911, control of the Northern Territory was passed from South Australia to the Commonwealth. As a result of the mining boom which followed the discovery of gold in Tennant Creek in 1932, the Commonwealth passed the Mining Ordinance of 1939. This legislation was amended 39 times and stayed in force until July 1982, when the self-governing Northern Territory passed the Mining Act 1980. This Act is still in force and is continuously under review. The first computerised mining titles system, REGIS, was created in 1984/85 and was, to all intents and purposes, just a computerised index. Various modifications ensued, and in 1989 the Titles Database was unveiled. The database has developed to be one of the most sophisticated yet user-friendly mining titles databases in Australia. In excess of 50 companies have access to the database from their own offices. Work continues on its development and fine-tuning. The paper outlines the development of the database since inception.

Tailings dam breaches have caused significant life loss, social, economic and environmental damage in recent years. The term "tailings-flow" refers to various forms of tailings outflow movement resulting from the breach of a tailings dam. These flows, comprising a mixture of tailings, water and dam materials, can take different forms, ranging from a debris flood to a flowslide, and can travel long distances and impact large areas. The inundation extents depend on the failure mechanism, tailings dam height, total released volume, sediment concentration (associated with the rheological behaviour of the flow) and downstream conditions (including topography, land cover and presence of a water body). Numerical runout modelling of tailings dam breaches is important for predicting the dynamics and extent of tailings-flows, which are crucial steps in tailings dam consequence analysis and risk management. This paper presents a comparison of numerical simulations of the 1994 Merriespruit tailings dam breach using three numerical models: DAN3D, FLO-2D and MADflow3D. Using compiled site condition information and data from the literature and public domain, model performance was evaluated primarily based on comparisons between the observed and simulated inundation extents. The main purpose of this preliminary model benchmarking exercise was to help us evaluate the capabilities and limitations of each model, and to identify opportunities for future model improvements as part of a broader research initiative known as CanBreach. This exercise also highlights the inherent complexity of tailings-flows and the importance of using judgement to interpret model input and results.

Minerals are valuable resources and critical elements for a broad range of biological and technological applications, including technological developments to improve energy efficiency and the global movement to promote a low-carbon economy. However, in order to extract these critical metals, large amounts of waste and toxic chemicals are generated, as well as the use of high energy and large amounts of water consumption. Froth flotation is one of the most commonly used processes to separate and collect high-value minerals, but it still has some limitations, including low flotation efficiency performances using existing collectors and other reagents. Therefore, there is an urgent need to design and develop new metal-specific collectors to more efficiently separate and recover valuable minerals and to allow bulk water recovery from flocculated tailings. In this research, we propose to use our newly designed and synthesised novel collectors derived from a type of vitamin E (α-tocopherol), a relatively inexpensive and non-toxic natural molecule. As a potential collector-building block, α-tocopherol has a long hydrophobic carbon chain that facilitates the attachment to air bubbles during the froth flotation process. In addition, the phenol group of this molecule can be easily modified to incorporate various functional groups for targeting different types of minerals. Furthermore, α-tocopherol can be converted into a monomer for polymerisation by the reversible addition-fragmentation chain-transfer (RAFT) process, which can provide us with polymer based-collectors with high precision control of molecular weight and architecture. So far, small-scale qualitative experiments on α-tocopherol-based collectors have been performed with good results, which indicates the feasibility of these compounds as novel collectors for improved froth flotation processes.

This paper discusses cone penetration test correlations for loose gold tailings that were developed within a critical state soil mechanics framework. The development of a new calibration chamber for cone penetration testing that consists of a modified triaxial cell is described. Some of the early development and commissioning issues that were encountered, as well as the solutions adopted are outlined, including the system to prepare the samples and to acquire high-quality data from the testing. Also, the triaxial laboratory testing required to achieve the critical state line is described, including some of the basic precautions considered necessary as good practice. Additionally, the system adopted for volume tracking of the calibration chamber sample is described, which is essential for ensuring a reliable state parameter comparison against the acquired cone penetration test data. Finally, some laboratory test data from the calibration chamber is plotted against the soil behaviour type charts currently available from various authors.

On January 21, 1986, a methane ignition and subsequent mine fire occurred in the under- ground workings of the Jim Walter Resources, Incorporated No. 3 Mine located near Adger, Alabama. The fire, which began on a longwall face and eventually spread into the adjacent gob area, could not be extinguished directly and raged out of control for several hours. Sealing operations were begun underground by Mine Rescue Teams and the fire area was successfully sealed with the mine able to resume production in about one month. The No. 3 Mine liberated over sixteen million cubic feet of methane in twenty-four hours. The operation was unique, in that, the successful underground sealing of a fire in an ultra-gassy mine had not been attempted or com- pleted for several years. Maps and charts are included to give explanation of the typical data used to manage the recovery effort.

This paper examines the interrelationship of conducting full risk assessments in the context of the coal mining industry and under the framework of the Health's Safety in Employment Act 1992. In the context of Occupational Health's Safety, Risk Management is a holistic management process that can be used by individuals working in all organisations and from all industries. The Australian New Zealand Standard 4360: 2004 defines a Risk as being; The chance of something happening that will have an impact on objectives. This definition is followed by several notes that include: a risk is often specified in terms of an event or circumstance and the consequences that may flow from it, risk is measured in terms of a combination of the consequences of an event and their likelihood, and risk may have a positive or negative impact. For the purposes of this paper, the above definition will be adopted. This paper examines the newly expanded approach of the fully documented risk management process in the New Zealand coal mining industry. This is done in the context of the coal mining regulations but more importantly by using the framework of the Health & Safety in Employment Act 1992. This legislation under Section 6 requires all employers to, Take all Practicable Steps to prevent harm coming to employees while at work and to others who might be at or in the vicinity of a workplace. When the term 'all practicable steps' is studied, one can clearly see that such steps should be the same steps taken that a prudent and reasonable person would have taken given the same type of circumstance. Due to the fact that in New Zealand parliament made statutes is administered by a Government Department, means that their breaches will be heard before a judge in the District Court. Under the Westminster System of Justice, a basic dictum of that court in matters relating the occupational health and safety is that a breach needs to be satisfied to a specific standard. That standard is, 'Beyond a reasonable Doubt'. One of the primary benefits of adopting a proactive approach to risk management is that if the industry were to adopt similar approaches, then this mythology could be seen as an industry standard. As such, the approach carries the same status in a court of law, as that of an Approved Code of Practice.

Now that Japan has achieved a remarkable high growth and joined the ranks of economic powers, she is required to take a stance proper to her new position toward international co- operation among Western advanced countries, economic/technical aids to Southeast Asian and Pacific LDCs, and others. As a field subject to such international cooperation programs, the development/use of coal resources has been winning increasing attention in recent years. Coal is positioned as one of promising alternative energies. With Southeast Asia plus Japan and the EEC serving as the two nucleus polar regions, total coal demand in the free world is projected to jump 37% in the year 2000 from the present level and steaming coal imports in the world, primarily destined for power generation, almost double the 1983 level. Such being the situations, Japan's tech- nologies related to coal resource development, if successfully introduced into coal-producing countries to help them boost their production, can directly lead to international cooperation that Japan is now required to fulfill. At home, however, the Japanese coal industry has been just on the wane due to various press- ing problems, such as wider differentials between overseas and domestic coal and deeper/ remorter mining. The industry was named atop in a list of the industries requiring restruct- uring at a meeting of the Economic Structure Study Committee held prior to the decision- making of the 8th coal policy, which slashed coal production planned for the last fiscal year of its life to some 10 million tons, a drop of as much as 50% from nominal output planned in the 7th policy. Under such circumstances at home and abroad, a pioneer study has been under way since fiscal 1984 as part of Japan's energy cooperation in the Pacific. The study is based on the Pacific coal flow concept hammered out by the Agency of Natural Resources and Energy of the MITI.

The promotion of good standards of reporting of the valuation of mineral assets in- public documents has been of concern to professional mining industry bodies, the securities industry, and. Government regulatory bodies for some time. This concern led to the National Companies and Securities Commission Release 149 (1990b) which laid down standards for Expert Reports on mining and petroleum securities, and other assets. The formation of the Australian Securities Commission provided an opportunity for a timely revision of Release 149 and the Mineral Valuation Committee was established by The Australasian Institute of Mining and Metallurgy in 1991 to review the existing code, and to develop an appropriate new Code and Guidelines.

The cloud transform simulation is a technique used to generate realisations of correlated attributes. The principle of this technique is to partition the scatter diagram between the input attributes into several interval classes and derive for each class a cumulative distribution function (CDF) using only the data pairs of the scatter diagram in that class. The simulation then proceeds like a traditional Monte Carlo simulation but using the derived CDF in each class.The cloud transform simulation has the advantage of being a simple and fast technique that is able to reproduce the uncertainty in the relationship between the two input attributes regardless of whether the relationship is linear or not. However, the technique has three major drawbacks. First, the number of classes has an impact on final simulated results and there is not a robust approach to define such number. Second, simulated results exhibit some saw tooth variations that are unrealistic and third the reproduction of the spatial continuity of the simulated attribute is not guaranteed.This paper presents the use of the quantile regression approach in order to overcome the first two disadvantages of the cloud transform simulation. Details of the technique and how it can be coupled with the cloud transform simulation are presented along with a real case study.

The trend worldwide is for increasingly stringent control of sulphur dioxide emissions to the environment. It is therefore likely that Australian industry will be placed under increased pressure to restrict such emissions, and this will have implications for Australian smelters of mineral sulphide ores. Traditional outlets for sulphur dioxide emissions have been in sulphuric acid manufacture, but Australian demand for sulphuric acid has declined markedly in recent years. This paper examines the balance of supply and demand for sulphur and related products in Australia, the shifts occurring in that balance and the underlying causes of those trends.

Sometimes the result is a new approach or process which wins a tender or provides an advanced solution to a problem.The Australian Government has a policy of encouraging forward thinking among Australian companies and provides a range of incentives. One of these incentives is currently available retrospectively to 1985 - 86, and the registration process is relatively simple with only one form to be completed. Companies who investigate methods of raising productivity could be reimbursed for the costs of the investigation.

Gold mineralisation at the Globe Progress deposit is hosted by a geologically complex zone of shearing and brecciation, within a package of deformed metasediments. Mineralisation styles range from quartz breccias and lodes to sheared clay pug zones and disseminated sulfides. A review of the diamond drill core intersections through the deposit indicates that critical hanging wall and footwall contacts can be a combination of sharp or gradational; visual or non-visual boundaries. Approximately 60 per cent of mineralised contacts can be confidently identified visually, particularly where associated with veining, distinct brecciation or shearing, and high sulfide content. However, the gold grade and distribution of disseminated mineralisation can be extremely difficult to estimate visually, with implications for resource estimation and grade control when mining. Using observed drill hole geology and assays, a new geologically based model for the gold mineralisation has been constructed for the deposit to reflect the expected variability of the mineralisation contacts. This new model will constrain resource estimation and also serve to act as a predictive model when open pit mining commences. Nevertheless, careful grade control practices such as drilling, trenching and supervised extraction of ore will be required to maximise ore recovery and minimise dilution during open cut mining.

There has been a reduction in overall workforce in the mining industry during the current downturn; a corresponding reduction in fatalities and high potential incidents (HPIs) has not been observed. The same contributing factors can be seen in the vast majority of these incidents. These include inadequate supervision and lack of adequate risk assessment. How management structures, trains and leads an operation can have a great impact on eliminating these factors and reducing the risk of fatalities and HPIs.Contractors now account for 41 per cent of full-time equivalent employees in the Queensland mining workforce, and are disproportionately represented in the majority of fatalities and HPIs. Having a clear strategy for how contractors are integrated into the workforce is crucial. In primary copper smelters, the received copper concentrate and other materials contain a certain amount of moisture, ranging from six to 14 per cent. Moisture in wet concentrate has a negative effect on the performance of the smelting furnaces when it is fed directly to the furnaces, namely increasing the energy consumption and the off-gas flow. There are several drying technologies available for drying copper concentrate, varying from direct heated rotary dryers and flash dryers to indirect heated steam dryers. Application of steam dryers has changed the drying process for copper smelters. Produced from a waste heat boiler, steam as heating medium enables plant-wide heat utilisation. Fossil fuel used from outside sources to remove water is no longer required and the combustion chamber is not required. In addition special attention has been paid to overcome the known problems of pollution emissions, excessive wear, clogging and frequent maintenance. The Kumera steam dryer is featured with many advantages based on principal improvements in reducing tube element wear and increasing drying efficiency. Thus, it has been considered as the first choice for those smelters where steam is available.

A proper economic analysis of pit slope design must reflect the trade-off between the benefits and the increased risks of slope fail- ure inherent in steeper slope angles. However, no formal framework for a proper analysis existed to date. This paper describes the results of the past four years' effort in which a formal eco- nomic analysis framework was developed and tested through a case study. This framework, in essence, consists of the availability of tested procedures and com- puter programs. The procedures as well as the programs are divided into two broad functional categories; (1) the first category related to assessing the economic benefits and costs associated with various pit slope angles and (2) the second category that determines the overall financial impact which the assessed benefits and costs exert to the mine operator's overall economic stature.

This paper discusses the methods utilised by the technical team to identify and quantify the SLC risk factors, the modifications to mine design and scheduling, and the changes to the planned risk management practices. The paper also describes the future work currently planned by the OZ Minerals technical team to quantify the various risk factors in terms of space, time and magnitude. This may better inform the future mining practices within not only the Carrapateena province but also the wider Gawler Craton.

The Bellambi Coal Company Limited com menced longwall mining at South Bulli Colliery in 1965. At present it operates three long- wall units in two seams. Although results to date have been less successful than planned, it is apparent that this type of mining has tremendous potential in the particular conditions at South Bulli. Massive sandstone strata above the Bulli seam is the controlling influence on face conditions. The earliest equipment proved to be inadequate and the Company has progress- ively replaced and upgraded the roof supports and ancillary equipment so that the present units are capable of producing high and consistent outputs.

The seismic velocities of intact rock are dependent on the applied stress. Unfortunately, the low susceptibility of seismic velocity to stress changes mean that changes in seismic velocity have to be measured extremely accurately to infer stress changes from them. Previously, it was thought that measurements of this accuracy could only be made with active sources or repeating earthquakes. In this paper, we show that the noise generated by mining activity can be used to construct virtual seismic signals with which we can measure changes in seismic velocity accurately enough to see the short- and long-term effects of a production blast on the surrounding medium. The time-dependent velocity variations achieved with this method show that the blast caused weakening of the rock mass for the rock within a radius of 200 m of the blast. The weakening is healed by confining stresses over a period of five days, after which permanent changes in the seismic velocity can be seen. The size and spatial distribution of the seismic velocity changes were compared to modelled changes in static volumetric stress, which supported the notion that seismic velocity changes can be used to measure the redistribution of stress after a blast. The results of this study indicate that this method can be a powerful tool to evaluate the evolution of stress in a mine at a relatively low cost as the data that it uses would normally be discarded.CITATION:Olivier, G, Lynch, R A and Brenguier, F, 2016. In this paper, it is shown that the higher the pre-activation concentration of copper ions in pulp, the larger the adsorption amounts of copper ions and xanthate on arsenopyrite surface, and the better the arsenopyrite flotability in strong alkaline medium. On arsenopyrite pre-activated with cupric ions, the xanthate adsorption density in strong alkaline medium is approximately equivalent to that of cupric ions. It is therefore concluded that an amount of copper ions adsorb on arsenopyrite surface first, and then an amount of xanthate can (and only can) adsorb dependently on the surface active sites produced by these adsorbed copper ions on the mineral, so that arsenopyrite is kept rather flotable and is hardly separated from pyrite even in very strong alkaline medium. Selectively wiping out the surface copper active sites on arsenopyrite is the key point of successful separation of pyrite from arsenopyrite. According to this theory, a new 'SZLI' (know-how) method was recommended to satisfactorily deal with the difficult separation.
