It is well known that the ability to influence project value reduces significantly as planning progresses and decisions regarding project parameters are made. However, at the prefeasibility stage in particular, where one of the main aims should be to evaluate a wide range of options in order to select the best for more detailed further study, there is often a reluctance to spend the time and money needed to do this rigorously. This paper demonstrates, by a number of case study examples, how significant increases in value may be obtained by fully evaluating the combinations of alternatives for various project design parameters, including (though not limited to) mining methods, haulage methods, mining rates, processing methods and rates, sequencing of mining, and cut-off grades, with changes and upgrades over time where applicable. The additional value unlocked is typically orders of magnitude greater than the additional cost of the more comprehensive study. The dangers of misuse of simplistic sensitivity analyses and failure to identify how strategies might change in response to changes in external factors are also illustrated, and the importance of selecting the best ægrade descriptorÆ is discussed.

"The mining industry is constantly seeking methods for optimising the exploitation of mineral resources, such as iron ore, in a sustainable and eco-efficient manner for economic and social benefit. When faced with resources that have mineralogical or textural complexity, poorer grades or geological variability, it is particularly important to apply a comprehensive geometallurgical approach to the development of the mining operation, from resource definition through to processed product. Integral to this approach is the quantitative characterisation of representative samples across the whole orebody.A key factor that associates the geological characteristics of iron ores to their processing response is ore texture. While the classification of samples on the basis of chemical or physical properties alone is often not sufficient to predict their processing behaviour, classification and quantification of texture types can be effectively correlated to metallurgical performance in processes such as blending, beneficiation, pellet making, sintering and ironmaking. Politicians and economists talk glibly about the so-called knowledge revolution. The reality is that knowledge is fundamental to economic progress. Consequently there have been many technological revolutions. The global impacts of the invention of the steam engine and the development of the frozen meat industry are well known. Another less publicised technological advance occurred in Central Otago late in the nineteenth century. This was the adaptation of the bucketladder dredge to the mining of placer deposits. A product of over 30 years experimentation and innovation, New Zealand dredging technology was taken to the Risdon Iron and Locomotive Works, San Francisco by R H Postlethwaite, a Dunedin based mining engineer. New Zealand-style dredges built by Risdon operated successfully in California, Alaska and the Yukon. Californian engineers assimilated the best features of the New Zealand dredges with American (Bucyrus) designs to produce a standard for the worldwide placer mining industry.

Mining exploration and development projects in Australia are being negatively affected by the highly complex regulatory and bureaucratic processes at all levels of government. These processes affect mining companies operating in Australia by impacting on timelines and the cost of developing a mining project. It is not uncommon for the granting of project approvals to take in excess of five years, meaning that mining companies struggle with productivity, efficiency, time frame and cost issues in respect to their projects in Australia. As the mining boom in Australia is moving from the investment to the production phase, it is now more important than ever to maintain a regulatory landscape that facilitates rather than discourages new investment.While one of our key arguments is that there is too much burdensome regulation and red tape in Australia, we are also strongly believe that regulatory intervention is necessary to ensure that appropriate checks and balances are in place to serve the public interest and manage environmental, health and safety, social and other development-related impacts that may arise from a mining project. However, the regulatory intervention in Australia has come to a point where it is excessive and starting to discourage valuable investment in mining projects for nominal return to the public. Excessive regulation or ‘red tape’ impedes productivity and competitiveness, deters investment and innovation and costs jobs, all of which ultimately impact on the growth of Australia and the standard of living of all Australians.This paper aims to examine and compare the federal, state and local regulations that govern mining projects in Australia. It will highlight how these regulations are unnecessarily complex, lengthy and duplicated and how they can be streamlined to reduce red tape. Over the past 12 years screening of materials has undergone a dramatic change in both the types and materials used in screen mats and the quality requirements of the finished product. With the main thrust now on quality and a cleaner product a different approach was needed in the operation of sizing screens. New screen mats with many different aperture configurations have been developed using rubber and plastics.to replace the traditional screen mat of woven wire or punched plate.

"Cayeli Bakir Isletmeleri is an underground copper-zinc mine in turkey. The ore is highly variable with feed grades ranging from 1–4 per cent copper and 1–10 per cent zinc. Due to this variability, ore characterisation and blending strategies are crucial for performance optimisation.This paper presents a case study for a multidisciplinary approach to process optimisation, integrating Geometallurgical and advanced control methods to achieve optimised plant performance. The results from comprehensive metallurgical tests and surveys were used to develop a mathematical model utilising SGS’s Integrated Geometallurgical Simulator® (version number 2.5.24.0). The model was employed to determine the most appropriate operational settings required to ensure that optimised grades and recoveries are achieved for each ore type.SGS’s Modular Expert Technology (MET) expert system was then implemented to target these optimum operational ranges utilising online grade and froth velocity measurements. The mineralogy of new certified-reference-materials (CRM) for X-ray fluorescence from Western Australia (ASCRM 030 to 035) was analysed by X-ray diffraction using the BRUKER energy dispersive one-dimensional detector LYNXEYE-XE. The samples were studied using standard-less quantitative phase analysis, based on the Rietveld method. This method delivers the relative amount of crystalline phases. All materials were found to be high-grade iron ore predominantly consisting of hematite and goethite and very low amounts of magnetite. In addition, the gangue mineralogy was characterised. It consists of low-per cent amounts of carbonate (siderite/calcite), quartz, kaolinite, chlorite and gibbsite.Furthermore, all samples were analysed with the external standard method. This is an elegant way to probe for amorphous content without adding an internal standard. All six samples were found to contain up to 16 per cent amorphous or nano-crystalline material.CITATION:Knorr, K and Birch, S, 2013. First Quantum Minerals (FQM) operates the Cayeli underground copper mine in Turkey. In response to a lost time incident (LTI) that occurred at the mine in 2022, the mine management decided to introduce a new safety approach on-site. The initiative began with a comprehensive safety culture analysis conducted by Arti Consulting, involving focus group studies. Employees actively participated in candid discussions, sharing their insights on safety issues and offering solutions. These conversations were meticulously audio recorded, resulting in over 150 000 words collected from more than 100 employees. These transcribed narratives then underwent rigorous semantic analysis, with the assistance of a sociologist, to identify and dissect patterns of unsafe behaviour. This analysis found areas for improvement, particularly in near-miss and incident reporting, quality of safety toolbox talks and effectiveness of pre-work risk assessments. Subsequently, mine management deliberated on these insights and devised corrective actions. An emphasis was placed on involving all employees in the corrective actions through communication training, empowering them to own the decisions and changes made. These impactful measures were seamlessly integrated into FQM’s Think! Safety Program, which embodies FQM’s sensible health and safety strategy. FQM partnered with Strika Entertainment (Strika) to develop innovative visual-first safety communication tools that use illustration, animation and graphic design to simplify complex messaging into easy-to-understand edutainment. As part of this approach to safety communications, Cayeli and Strika revamped the safety toolbox talks to encourage employees to voice their concerns and receive feedback when their suggestions were implemented. The response from employees has been positive, with over 200 unsafe behaviours and conditions reported within the initial two months of launching the Think! Safety Program. Remarkably, the Cayeli Mine has not experienced any LTIs for the past 500 days as of 9 December 2023. This paper encapsulates the dedicated efforts to transform Cayeli into a safer mining operation.

There has been disappointingly little development in the understanding of the behaviour of rock slopes in open pit mines over the past 30 years. The lack of development in general, and of robust, standardised approaches in particular, are surprising in view of the æultraÆ deep open pit mines that are being developed to depths in excess of 1000 m. Research has recently been carried out into the occurrence of zones of extension strain in open pit slopes. This showed that very large zones of extension strain can occur, and this finding represents a significant new aspect in slope stability that has not been considered before. The greatest magnitudes of extension strain occur near the toe of the slope, either in the slope itself, or in the floor of the pit. Results of the research will be presented for different slope heights, slope angles and horizontal to vertical in situ stress ratios. The magnitudes of the strains are considered to be large enough to result in fracturing of intact rock, and the fracture orientations predicted are adverse for slope stability. Fracturing that is extension in nature is common in competent, brittle rocks and often develops with some violence and little or no warning, producing easily measurable seismicity. In the slope situation, the expected physical manifestation of this behaviour would be popping off of rock slabs and plates of rock from slope surfaces and popping up of the pit floor, as well as the formation of new fractures within the rock mass. Such behaviour may cause overall slope failure, or may initiate failure, which may then be driven to overall slope failure by other influencing factors or combinations of factors. In addition to instability resulting from the fracture surfaces themselves, all induced fracture surfaces could interact with natural geological structures to facilitate formation of a significant failure surface. Case studies of slope failure in two open pits will be described. In both cases failure occurred æsuddenlyÆ after very limited amounts of deformation. In the first, the slope crest moved suddenly upwards and backwards over a length of more than 200 m, with associated instability. In the second, the horizontal displacement of the slope face was almost an order of magnitude greater than the vertical displacement and occurred æsuddenlyÆ. A recently installed seismic system is detecting events in a significant zone behind the slope face. Both pits were in the 200 m to 300 m depth range at the time of the occurrences.

This paper discusses the challenges, solutions and lessons learnt as tunnelling work continues on the Melbourne Main Sewer Replacement (MMSR) project.The MMSR project is a $220 million dollar project for the Melbourne Water Corporation. It involves the construction of approximately 4.2 km of new sewer from the southern fringe of the CBD through the inner metropolitan suburbs of Port Melbourne and South Melbourne.Of the 4.2 km of sewer currently in construction approximately 2.2 km will be constructed using a 2.95 m diameter Lovat EPB tunnel boring machine (TBM) with approximately 1.9 km of small diameter (300 to 600 mm) reticulation sewers constructed using trenchless techniques.These sewers are being constructed in a dense urban environment, which means that the tunnels and shafts are often in close proximity to buildings and structures. The underground constructionof the sewer is further complicated by the variable geology of the ancient Yarra River delta which includes weathered basalts, the infamous Coode island silt formation and fine loose sands.Some of the key challenges and lessons learnt so far during construction include:· steering and alignment control of the TBM through very soft silt with little residual strength,· development and refinement of a monitoring and alarm system for leaving the machine dormant on a day works only project,· control and measurement of tunnel lining defl ection during ring build and grouting,· prediction and monitoring of surface settlements during tunnel excavation,· improved understanding of the geology and hydrogeology at this previously unchartered area of Melbourne,· consolidation settlement due to dewatering at shafts required careful construction controls, and· ground support and excavation in close proximity to the existing 110 year old sewer which requiredvery detailed risk control measures.

Thermal and metallurgical coal mining in Queensland has resulted in mines which contain voids due to open cut mining. While there are several proposals for greenfield coalmines or expansions to existing operations, many existing open cut coalmines are reaching maturity and most will leave one or more residual voids in place. The rehabilitation of mine voids is challenging. Water held in voids will evaporate over time leaving solutes to concentrate. This is likely to lead to poor water quality with limited practical use. The most basic practices to rehabilitate voids have historically involved stabilising the high and low walls, bunding to provide flood protection, and preventing public access. Regulatory reforms for mine rehabilitation were introduced in Queensland as part of the Mineral and Energy Resources (Financial Provisioning) Act 2018, and aimed to strengthen progressive rehabilitation planning, limit risks to the environment and improve outcomes for local and regional communities. Under the reforms, the goal for rehabilitation of voids is to achieve a safe, stable, and non-polluting landform, which can sustain a post-mining land use (PMLU). The reforms also introduced a requirement to describe rehabilitation of mined land in Progressive Rehabilitation and Closure (PRC) plans, replacing the description of such plans in Environmental Authorities (EAs). The reforms are not retrospective and recognise historic approvals for voids, meaning established voids will remain in the landscape as non-use management areas (NUMAs). RME has a vision for a new mill operational paradigm made possible by RMEÆs fast, safe Mill Relining System. This vision can be moved forward into reality at any time with or without guidance from recent development in measurement and predictive modelling tools.Some new liner designs can degrade SAG mill performance because of mill volume loss, ball strike (rotational speed limitations) and other issues often brought about by optimising liners for life and without a backward glance at metallurgical consequences. Freshly relined mills can initially produce as little as 80 per cent of their maximum throughput, that maximum occurring toward the end of the linersÆ wear life. RMEÆs proposition is to design new liners for maximum commercial performance. This may mean more frequent changes of liners but with liners designed to yield optimum grinding, metallurgical and profitability performance. In other words, mill liner profiles and mill relining speed become key operational controls and not simply æmust doÆ maintenance functions. Taken to the extreme, liner profiles may prove capable of ætuningÆ a grinding plant for maximum profitability in any metal price environment. This paper provides an update regarding RMEÆs fast, safe Mill Relining System technologies and outlines RMEÆs vision of a æliner profile versus profitabilityÆ model as a function of metal price, developed intuitively or by using a combination of new measurement and modelling technologies. These new measurement and modelling tools provide the opportunity to predict the optimum commercial outcome, off-line in the virtual world, before committing to an expensive liner experiment.

An important aspect of the project evaluation process is the achievement of a clear and quantitative understanding of the primary drivers influencing project value and risk. A business scenario-based approach is required to ensure that the project meets value and risk hurdles over the short, medium and longer term. Adopting an optimising approach can aid significantly in the development of a project concept into a business that is optimal and sustainable in the longer term. Through the application of case studies, based on work performed with various mining organisations during the last five years, this paper will demonstrate how project value and robustness can be optimised. Experience has demonstrated that applying this approach results in significant value improvements and risk reduction û primarily by application of a rigorous, fact-based analysis and optimisation process that rapidly increases management team understanding and insight of key driver of value and risk.

At present, the friction factor is calculated by measuring pressure drop and airway configurations. However, the workload of on-site measurement is heavy, and the measurement results are easily disturbed by the external environment. In order to meet the need of intelligent ventilation to quickly and accurately obtain the friction resistance of roadway. Based on the important of roughness in Atkinson friction resistance formula, in this paper, fractal theory is used to characterise the 3D rough surface, and a method based on fractal dimension to describe the roughness of roadway surface and calculate the friction resistance was proposed. A computational model of friction resistance for fractal characterisation of roadway 3D rough surface was established. The parameters of the model were deduced and verified by using Nikuradse experimental data. The fractal dimension of roadway surface was calculated by 3D laser scanning data of Kailuan roadway, the established friction resistance calculation method was compared with the field resistance measurement results. It is considered that the calculation method of friction resistance based on fractal theory is reliable and can well represent the influence of 3D rough surface characteristics of roadway. The result show that the new established friction resistance formula compared with the traditional Atkinson formula in Nikuradse experimental, the average relative error is 6.874 per cent, and compared with the measured results of ventilation resistance in Kailuan experimental roadway, the relative error is 6.667 per cent. Comprehensive evaluation and analysis suggest that the new formula can well reflect the influence of 3D rough surface on friction resistance, combined with 3D laser scanning technology, the friction resistance of roadway can be calculated quickly and accurately. This research provided a reference for the key technology and theoretical development of intelligent ventilation parameter measurement.

The Société Nationale Industriel et Minière (SNIM) is expanding its ore and concentrate production capacity in Mauritania, West Africa. This government-controlled mining company has been in production since 1963 and currently exports some 12 Mt/a.SNIM is presently doubling its magnetite concentrate production at the Guelb el Rhein mine. An existing processing line will have a second parallel production line of 4 Mt/a added. The mine is located some 600 km inland from the Atlantic coast in the heart of the Sahara Desert.The metallurgy of the ore is reasonably straightforward. It is a magnetite banded iron formation that is amenable to magnetic separation. While the existing plant uses semi-autogenous grinding and dry magnetic separation, the new processing line will use HPGRs, dry magnetic separation, and a wet milling and magnetic separation circuit for treating middlings.The process choices refl ect the scarcity of water in the region, the high cost of locally generated power and the operating experience and preferences of SNIM. Dust control in the desert environment has been a particular challenge.The metallurgical design aspects as well as the infl uence of the environmental and commercial aspects of the project are presented.

Since the mid-1990s, the Chino Mine Facility (Chino) located near Silver City, New Mexico has been developing a closure plan with financial assurance to protect water quality, as required by State regulations. In February 2002, Chino and the New Mexico Environment Department (NMED) reached agreement on a closure plan; a closure cost amount of approximately $US 394 million ($A 591 million) was finalised in April 2003. Both the New Mexico Water Quality Act Regulations (1977) and the New Mexico Mining Act Regulations (1993) guided development of the closure plan and financial assurance amount. The process incorporated many years of correspondence, studies, negotiations and administrative hearings. The major technical issues focused on regrading slopes of the leach ore stockpiles and waste rock piles; cover systems; water treatment systems; and abatement of ground water contamination. The proposed financial assurance amount covers all closure costs and provides for perpetual water treatment.

The mining industry has aggressively sought competitiveness through increased productivity and return on investment. A primary strategy has been the pursuit of economies of scale. This has also been dependent upon the implementation of new technology and systems integration. System integration has been accomplished through the implementation of mine dispatch, global positioning and mine wide communication technologies. These technologies have tended to advance at different rates of development and implementation. The result has been that across the industry, and even within companies, mines are at various stages of operational system re-engineering in these areas, driven by improvements in productivity and operational efficiency. Although this strategy has been successful, little effort has been made to analyse change in operational performance in order to understand and model the effects of scale in a quantitative manner. This paper considers the particular impact of equipment scale, together with potential future trends. It then presents and demonstrates a preliminary method to quantify through simulation the anticipated benefits of economies of scale.

There are a number of major infrastructure tunnelling projects currently underway or proposed in New Zealand, including construction of new road and rail facilities and the refurbishment of existing road tunnels. These new projects have triggered a rethink of traditional practices in underground fire and life safety and local regulation.While there is a current surge in activity, tunnels have been a signifi cant part of New Zealand’s transport infrastructure for over a century. Despite this background, the new projects commonly face challenges that are symptoms of a national regulatory environment that has aspects that are inappropriate for underground environments. There are inconsistencies in local regional regulation and an absence of national guidance and standards relating to tunnel design. Historically, New Zealand has looked across the Tasman for guidance. Although recent overseas tunnel designs present learning opportunities, the adoption of international best practice and standards may not necessarily address local expectations or needs.This paper explores a number of specific matters affecting the design of road and rail tunnels in the New Zealand context, namely; the Building Regulations and associated local consenting processes and parties, and the responsibilities and needs of the New Zealand Fire Service.The discussion highlights the importance of a collaborative approach involving the designer, asset owner, regulators, emergency services, and other parties, and ensuring up-front clarity in design responsibility and ownership of residual risk.

It was Harold McMillan, Prime Minister of England 30 years ago, who used the phrase "The Wind of Change" to describe political events in Africa in his day. So well did this phrase capture the spirit of the time that it echoed around the world, and the echo has never stopped. Change is the constant factor in the society in which we live and everyone of us has had experience of the effect which it has had on our professional and personal lives.Change will not stop, it will continue at an increasing rate and the questions we must answer are how do we prepare ourselves to meet the challenge of future change and how do we take advantage of the opportunities which it will bring?It is these questions which I wish to discuss in this address.There is nothing new about change in the mineral industry, it has been happening for thousands of years and it will continue as long as civilisation exists on earth. One type of change is economic and we are all aware of the rises and falls which occur in the prices of metals and minerals (Figure 1). When these have happened in an orderly manner, and could be predicted and planned for, it has been possible to take advantage of the benefits and minimise ill-effects, but when they were sudden and precipitate, and could not be predicted, the consequences were serious. The extreme example, of course, was the oil price shock of the 1970s which had such disastrous effects on industry and society.Other types of change are social, cultural and political. They have all been important in recent years and will continue to be so in the future.But it is technological change which may well be the most important because its effects are profound and irreversible, and alter irrevocably the way in which we live. So in discussing the mineral industry in a changing world I will talk specifically about technological change.

Today underground infrastructures, like tunnels and especially wide spread underground mines, are often equipped with ethernet based communication systems. These networks are used for the unified communication of data, voice and video. As these networks stretch along the major tunnels and in increasing scale also into the production areas, a high degree of coverage can be reached. For wireless coverage, standard IEEE 802.11 WLAN access points are being used. In order to provide a maximum availability and reliability, the active components are equipped with battery backup power supplies and the network infrastructure is set up in a redundant way using ring or meshed topologies. This provides a much higher availability compared to traditional phone systems or dedicated data links using a conventional star topology.Distributed computing intelligence that is installed on active network nodes throughout the whole network, additionally supported by a central server system, creates the basis for new mine safety functions introduced in this paper for both coal and non-coal mining. These new safety functions cover the detection of potential emergencies, using the status of the network as a æsensorÆ, as well as dynamically guiding people to safe exits or rescue shelters in case of an emergency. Furthermore, these functions are of important benefit for improving the efficiency of search and rescue operations following a major incident or accident underground.
