Testing of in situ seals in underground coal mines is critical to determine seal integrity and to provide safe working conditions. In the wake of the 2006 Sago Mine explosion, the United States of America (USA) promulgated the Mine Improvement and New Emergency Response (MINER) Act (USDOL, 2006) which required mines to install 827 kPa (120 psi) rated seals or monitor and maintain the atmosphere behind existing 345 kPa (50 psi) seals. The purpose of developing the regulations was to prevent the breaching of seals in the event of an explosion in the sealed area.While seal design and construction is carefully regulated in practice, the construction of seals is difficult to monitor, as many are constructed under various mine conditions and the methods rely on prescribed placement of the seal material. Further examination of installed seals is limited to two-dimensional visual inspection and atmospheric and convergence measuring devices. These methods do not accurately reflect the integrity of the seal and cannot detect changes, deterioration, or defects within the seal.If detection of defects, deterioration and damage is not possible, unexpected communication between the active and sealed areas may result. Additionally, the ability of the seal to withstand explosions may be compromised. Non-destructive testing (NDT) of underground mine seals is necessary to investigate if the seal properties have been altered and if the seal remains functional as a barrier between active areas and sealed areas of the mine. Post-metamorphic structural evolution of Otago Schist resulted in a pattern of northwest and northeast striking faults and fractures cutting the basement rocks. These faults have been reactivated several times since Mesozoic metamorphism. Gold-bearing quartz veins which have been exploited sporadically over the past 130 years are almost invariably hosted by northwest striking structures, and most exploration has been focussed on these structures. There is evidence for hydrothermal activity and mineralisation along some of the northeast striking structures, although there has been very little work done on these structures. Our study is attempting to characterise the hydrothermal processes in the northeast structures, in comparison to the northwest structures, in order to see if further detailed exploration is warranted. There is evidence for both normal and reverse senses of movement on northeast striking faults, and some of the faults have evidence for early ductile deformation overprinted by later brittle structures. Northeast striking structures host stibnite mineralisation in places, and faults are locally silicified or extensively impregnated with ankeritic carbonate. Sulphides are rare in veins, but do occur in some hydrothermally altered host rocks. Hydrothermal haematite accompanies extensive silicification along the Manuherikia fault zone near Alexandra. Anomalous gold concentrations occur in some hydrothennal zones, and in downslope sediments in some localities.

The outstanding environmental management initiatives undertaken by Novacoal at its Western Main Site near Lithgow in New South Wales over the past five years are detailed in this paper. These initiatives have been based on a combination of proven and innovative investigation and implementation techniques, close consultation with regulatory authorities and full support by colliery management. The results of these initiatives have enabled the colliery to exceed its pollution control obligations from a base well below industry standards. The initial poor condition of the mine was the result of over 50 years of traditional mining which paid little regard to environmental management. The transformation of the colliery within such a short period, with limited capital, is considered a model for the N.S.W. coal industry.

Maintaining high carbon activity is vital to the efficiency of any Carbon-In-Leach or Carbon-In-Pulp process. Reduced activity can lead to longer residence times or gold losses in the tails. Regenerated carbon from the CIL circuit at Macraes Gold Mine was analysed for kinetic activity and composition over a 15 month period. An increase in kinetic activity during the time period was recorded, which was linked to reduced Na and Ca loadings. A laboratory simulation of the loading, stripping and regeneration of gold was developed and tested. Kinetic activities were obtained for synthetically fouled carbons following three circuits of the laboratory simulation. It was shown the competitive gold adsorption ability of xanthate fouled carbon (previously reported as a serious deactivator) could be significantly recovered following effective thermal regeneration. This ability was maintained in a subsequent circuit loading.

On the first of October 1991 two significant pieces of legislation came into force. Both of these are relevant to the allocation and use of minerals in New Zealand . They are the Crown Minerals Act 1991 and the Resource Management Act 1991.   The full legal implications of these is not fully known because the Planning Tribunal and the superior courts have not as yet had to deal with them in any detail. However, the thrust of the legislation is clear and it is appropriate to give an overview of how the statutes will operate in tandem if you are seeking to pursue or oppose any prospect, exploration or mining of Crown Minerals in New Zealand.

There have been enormous changes in mineral processing in the past four decades. For example grinding mill power has increased by an order of magnitude, regrinding is done to -10 microns and flotation machines are 100 times bigger. Operating staff have unprecedented opportunities for online monitoring and performance control of mineral processing plants. Sophisticated instruments can provide a plethora of data characterising the mineralogy and surfaces of particles. Digital computers allow complex calculations on huge amounts of data including modelling and simulation of machine and plant performance. However, all these changes have not necessarily lead to better metallurgical results. An analogy can be drawn with the thoroughbred racing industry in Australia. Significant advances in scientific knowledge in animal genetics, physiology, biomechanics and nutrition applied to the business have resulted in only a two per cent reduction in winning times for the Melbourne Cup and Caulfield Cup since the 1920s. A critical look at some mineral processing metrics suggests similar failures to improve performance despite putting in more resources. In fact certain parameters such as operating times and plant start-up performance are considered to have remained static or even deteriorated. There has been an emphasis on 'process' at the expense of 'outcomes'. The industry's strength has been in finding technical (or 'hardware') solutions while its weakness has been at the people end of the business in maximising and consolidating the gains from the technologies. Some trends in plant design over these years have exacerbated the apparent deskilling of operating and technical staff. Despite unparalleled options for communications, some staff are embarrassingly uninformed about technical developments in their fields. The 'boom and bust' cycles of the industry, together with trends in tertiary education and the effects of fly-in, fly-out (FIFO) operations, raise serious questions about the sustainability of human capital in the mineral processing sector. This paper by two experienced mineral processing engineers, with contributions from other senior practitioners, reviews these trends. While there may be an element of 'the older we are, the better we were', it is an attempt to identify the issues and propose solutions.

A Transient Electromagnetic (TEM) geophysical survey was trialled in Bowen Basin Permian coal measures overprinted by Cretaceous intrusion. The trial’s intention was to compare whether TEM could assess residual coal more accurately and economically than drilling.TEM results were promising but had limitations. TEM did not compare to drilling for defining coal thickness or relative level definition. However, TEM resolved conductive anomalies laterally; providing a qualitative picture of remnant coal.Three material types and associated conductivities occur within the trial area: overburden (sandstone/siltstone), intrusive sills and heat affected coal.Ground conductivity was analysed by measuring decay of residual current within the TEM loop. Fast decay related to resistive overburden and intrusion, attenuated decay related to conductive coal.Generally speaking, carbon content governs coal resistivity where good quality, low ash, bright coal is more resistive relative to dull, high ash coal. Though in the trial area, relative to intrusion and overburden, coal was found to be the most conductive of the three materials.By modelling conductive anomalies, a general picture emerged of remnant coal regions. Three computerised sets of minerals information are being developed by New Zealand Geological Survey in co-operation with the Resource Management and Mining group of the Ministry of Energy: 1. Geological Resource Map: a file of information on the location, geology, geochemistry, production, and potential use of individual occurrences of aggregate, mineral, geothermal, coal, oil, and gas resources. The computer program can be used for search and retrieval of information and the production of maps and tables. The data is being published as a series of 1:250 000 maps with accompanying text and tables. 2. Minerals Bibliography: an index and retrieval system for mineral exploration related; open-file company reports, N.Z. The Emeishan large igneous province (ELIP) of SW China is host to magmatic Ni–Cu–(PGE) sulfide and Fe–Ti–V oxide deposits which contain economic to subeconomic concentrations of precious and base metals. The formation of a given deposit-type (ie sulfide versus oxide) is thought to be related to the type of parental magma (ie high-Ti versus low-Ti) and the subsequent processes (ie fractional crystallisation and sulfide segregation), which allowed for metal enrichment.We examined the PGE of Baima and Taihe oxide-bearing layered mafic intrusions from the ELIP (Shellnutt, Ma and Qi, in press), and compared them with the nearby Xinjie and Hongge intrusions as well as with the Emeishan flood basalts. The PGE results for the two intrusions are contrasting. The Baima gabbroic rocks are almost PGE-barren (SPGE < 4 ppb) whereas the Taihe gabbroic rocks are variable, but generally much higher in PGE concentrations (SPGE < 2 to ~300 ppb), although the gabbros from both intrusions are enriched in platinum-subgroup PGE (PPGE = Rh, Pt and Pd) relative to iridium-subgroup PGE (IPGE = Os, Ir and Ru). Cu/Zr, Ni/Ir, Y/Pt, Cu/Pd and Ni/Ir systematics suggest that the Baima rocks were derived from a relatively evolved, mafic, S-undersaturated parental magma that was affected by earlier sulfide segregation. In contrast, the Taihe rocks record evidence of both S-saturated and S-undersaturated conditions and that the parental magma was likely emplaced very close to S-saturation. Through comparison of the PGE contents in the Emeishan flood basalts and the Emeishan oxide-bearing intrusions, we provide a self-consistent model for ELIP that the PGE budget in a magma is not strictly controlled by magma series (high-Ti versus low-Ti), but very much by crustal contamination.CITATION:Ma, G, Shellnutt, J G and Qi, L, 2015. This paper presents measurement and analysis of the dynamic response of a five-storey building to very high frequency excitation (>100 Hz) from blasting vibrations originating from a contiguous excavation of rock. Velocity response measurements in the rock and on the structure were employed to calculate the time-correlated dynamic displacement response of the building to blasting. Time-correlated structure response measurements are needed to advance the understanding of the response of urban structures to high-frequency excitation. Current regulations and understanding are based upon measurements of the response of one- to two-storey residential structures by 10 to 40 Hz excitation. The extension of these observations to taller structures when excited by high-frequency excitation needs to be investigated further.Measurements show that the amplification patterns at the ground level and top of the structure match or are lower than that observed by the US Bureau of Mines (Siskind et al, 1980) for the shorter residential structures. They decrease with increasing peak particle velocity. From the measurements, the global transverse shear strains found by differentiating ground floor and top displacements were calculated to be 12 µstrains. Time-correlated bottom and top of structure displacements show that building response may be more reflective of wave propagation up the structure than whole-structure inter-storey drift.In addition, a 3D model was used to compare computed displacements and strains to measured results. Modelled responses varied considerably, both in magnitude and location of the maximum strain. No conclusion can be made regarding the best 3D model to employ to simulate building response. More data such as motions measured at many points in the structure are needed. Maximum inter-storey transverse shear strains calculated with the model were found through the acceleration excitation and were less than 12 µstrains for 37 mm/s rock motion excitation. The International Symposium-cum-Workshop on Management andControl of High Gas Emissions and Outbursts in Underground CoalMines was held in Wollongong in March 1995. Coverage of high gasemissions was virtually confined to instantaneous outburst implications, essentially seam gas pre-drainage. Globally, instantaneous outbursts have been known for 150 years, andthe first Australian outburst occurred in 1895 and Australian occurrences and mines affected have increased since. Few significant coal producing countries are unaffected. The coals affected range in rank from lignites to anthracites. Geological disturbances are the most likely environments for occurrences. The most likely mining geometry is of virgin headings, with some occurrences on longwalls and in other situations. Widespread research into many aspects of the problem has yet to produce a generally accepted explanation. Explosive inducement is a well-known control. Apparently high advance rates increase face gassiness and create higher stress abutments, increasing proneness. The most popular preventive measure, pre-drainage of virgin coal ahead of faces has produced highly successful very long hole drilling performances but without the precision necessary for accurate geometric hole patterns, despite quite sophisticated drilling equipment and hole surveying instruments. For the future, more precise degasification is sought, even from the surface, together with rapid face coal gassiness assessments to confirm lowering below threshold values, as well as other proneness lowering measures, perhaps related to new heading and longwall geometries and to new equipment to provide them. But above all, safe management plans are required for each operation, to safeguard the miners and their working environments, and thus to protect underground coal mining from this mounting threatening problem.

Quartz veins from the Martha Hill epithermal gold-silver deposit, Waihi, commonly exhibit crustiform banded textures. Visual differences observed between bands are primarily the result of a 1 to 1500 ¦m variation in quartz grain size. Quartz band textures are dominated by anhedral interlocking quartz mosaics, commonly associated with minor adularia and sulphide phases; these textures are interpreted to be products of amorphous silica crystallisation. The occurrence of rhombic adularia suggests that prolonged boiling influenced parent fluids. In contrast, the presence of coarsely crystalline bands, made up of subhedral to euhedral quartz grains, infers primary crystal growth from solution; evidenced by the occurrence of growth-zoned quartz within these bands. There is a narrow range of 3.3ë in d18Oquartz between maximum and minimum isotopic values for the deposit. Significant overlap in d18Oquartz values are observed between the Martha and Welcome lodes. However, statistically significant and commonly systematic differences do occur between individual bands analysed in most samples. Temperature fluctuations may be the dominant factor responsible for observed inter-band variation.

An application to mine an ilmenite-rich sand deposit in Westland led to public concern about potential radioactive hazards should the ore be further processed to recover zircon or monazite. A review recommended that any material involved in the heavy mineral sand industry containing more than 0.05% thorium, uranium or their mixture should be considered a radioactive substance and, for mining purposes, a notifiable product. Safeguards for those occupationally exposed would operate via the Radiation Protection Regulations. The major safety requirement would be the minimisation of dust in certain operations.

The influence of feed size and pulp density on the specific rate ofbreakage of quartz was investigated. Plots of log fraction of feedremaining within the feed size interval against grinding time allowed the application of the first order grinding model to be examined. Substantial non-linearities were observed for all feed sizes due to environmental and material factors. For feed sizes above 1.3 mm, the specific rate of quartz breakage was higher with rod milling than ball milling, but below this size the reverse was true. Material that remained in the feed size interval after the initial grinding broke more slowly in subsequent grinding than the original feed material. Grinding media and time as well as feed size influenced the effects of pulp density on grinding. More dilute pulps (eg 50 per cent solids density by weight) were favoured for higher rates of breakage in rod milling but for ball milling, the optimum pulp density appeared to be 60 to 70 per cent solids by weight.

This paper describes a physical modelling program that recreated block cave propagation in a geotechnical centrifuge. A brief description of the design of the test along with the sample material and monitoring equipment is given. The samples tested showed caving behaviour and fragmentation distributions that one would expect from caving mines, with one cave deviating due to pre-existing major discontinuities in the sample. A series of fractures formed ahead of and parallel to the cave, implying that an extensional failure mechanism may play a larger role in cave development than previously thought. The results of acoustic emission monitoring of the tests show a seismogenic zone advancing ahead of the cave; however, the quantity and quality of the data is too limited to draw any further conclusions.CITATION:Cumming-Potvin, D, Wesseloo, J, Jacobsz, S W and Kearsley, E, 2016. This paper is intended as a review from a planner's viewpoint, of the relationship between town and country planning, a primarily government activity, and the minerals industry, which, with the exception of coal, is a largely private enterprise activity. The paper first considers the nature of the system of planning in New Zealand, and the objectives sought by planners in relation to minerals are discussed. The reasons why these objectives are not generally being achieved are investigated. A final section deals with the gap between objectives and achievement, and suggests a number of ways in which this gap may be narrowed.
