I HAVE been greatly honored as your unanimous choice for President of this. Institute, with which I have been associated during my entire professional life. It is customary for your new President, on these occasions, to make some observation on matters of general interest from the engineer's standpoint. The profession of engineering in the United States comprises not alone scientific advisers on industry but, in great majority, is comprised of the men in administrative positions. In such positions, they stand midway between capital and labor. The character of your training and experience leads you to exact and quantitative thought. This basis of training in a great group of Americans furnished a wonderful' recruiting ground for service in these last years of tribulation. Many thousands of engineers were called into the army, the navy, and civilian service for the Government. Thousands of high offices were discharged by them with credit to the profession and the nation. We have in. this country, probably, one hundred thousand professional engineers. The events of the past few years have greatly stirred their interest in national problems.' This has taken practical. form in the maintenance of joint committees for discussion of these problems and support to a free advisory bureau in ,Washington. The engineers want nothing for themselves from Congress.. They want efficiency in government, and you contribute to the maintenance of this bureau out of sheer idealism. This organization for consideration of national problems has had many subjects before it, and I propose to touch on some of them this evening.

Mineral deposits of western Utah and eastern and central Nevada have produced in excess of $8,500,000,000 since 1871. Through 1965, Bingham Canyon had produced over $4,600,000,000 and seven other camps over $100,000,000 each, principally from base metals. In addition, they yield iron and uranium ores; contain the world's largest beryllium reserves; and have produced the United States' most important gold discovery in 25 years. The area is famous for its silver production and its bonanza-type precious metal deposits, but such production has become unimportant. The area's greatest producers of metallic wealth are base-metal deposits in limestones and porphyry-type copper ores. In contrast to silver's decline, gold production has been rising-the result of by-product operations at Bingham Canyon. The area also contains gold deposits in which the gold is so finely disseminated it is not recoverable by panning. The area's gold ores frequently are associated with realgar, cinnabar, and carbon. The ore deposits generally are attributed to Tertiary intrusives,* but, at Mountain City, they may be related to Paleozoic volcanism. Mountain City has yielded rich chalcocite from quartz-pyrite-chalcopyrite bodies in siliceous sediments. Regional stratigraphy and structure are difficult to interpret, 69 per cent of the area being obscured by alluvium or volcanics. In general, central Nevada consists of chert, shale, silty sandstones, lavas, and pyroclastics; eastern Nevada and western Utah of many alternations of limestone, shale, and sandstone. Central Nevada has been structurally active since late Devonian. Although granitic stocks may have intruded eastern Nevada and western Utah prior to the Cretaceous, these areas remained quite stable until affected by the Laramide Revolution. Precambrian exposures, occupying 3 per cent of the area, have not been important hosts. However, the question is raised as to whether Precambrian carbonates, properly situated with respect to invading mineralizers, might yet prove to be important. This paper describes 16 precious metal camps, 6 limestone replacement districts, 2 silver-base metal vein deposits, and 9 miscellaneous types and discusses briefly the 11 * Some ores, as at Ely, are associated with intrusives of. Cretaceous age. major camps that are described in detail in this Volume.

THE annual fall meeting of the Institute of Metals and the Iron and Steel divisions, in conjunction with the American .Society for Steel Treating and the Metal Congress and Show, at Boston was from many standpoints the most successful we have had to date. While many faces were missing from the various gatherings, the Institute registration reached the high mark of 324 members and guests. Cooperating with the Steel Treaters were also the American Society of Mechanical Engineers, the Society of Automotive Engineers and the American Welding Society. ,The meeting was, as usual, a three-ring circus with technical sessions 'galore, plant .trips, visits to the Exposition, social events such as lunch- eons and dinners as well as entertainment for the ladies present.

SOME old-time views which have recently come into my possession have inspired me to record that part of the early history of Leadville, Color- ado, with which I am familiar, the years 1878 to 1882, in the hope that others will add to what is here mentioned. My first appearance in Leadville was in June, 1878, immediately after graduation from the University of Michigan, and I found a congenial and lively crowd of young men, already there. The old log hotel, at the corner of Pine and State streets, housed some distinguished guests in the summer and fall of 1878. It was my good fortune there to make the acquaintance of James B. Grant, afterwards Governor of Colorado, in July of that year, when we were both glad of the accommodation afforded by cots in the second floor loft of the hostelry presided over by Herman Hibschle. Grant was then building his smelter and our associates were Eddy and James, August R. Meyer, and Berdell and Witherell. The Grand Hotel-Harris and Walsh, pro- prietors-was the first-class hotel of the place; but in a very few months there were many competitors.

INTRODUCTION An efficient refuse-disposal system is a necessary part of the modem cleaning plant. The large-scale refuse system and disposal area, engineered for the lifetime of the plant, has become more important due to the greater tonnages of refuse produced from increased quantities of mechanically mined and prepared coal. Laws and increased government regulations have affected the design and operation of disposal systems. THE EFFECT OF MINE AND PLANT OPERATION Refuse disposal starts at the mining face. The mining system, the type of roof support, the machinery used, and the degree of discipline at the face contribute to the amount and type of refuse that must be removed through the disposal system. Economies gained through modification of the mining system or mining machinery may be partially offset by increased dilution of the mined coal with impurities from associated rock formations. In some cases the change in the mining system and equipment has reduced the dilution. The Fletcherville Furnace was built in 1864 and 1865, making its first blast from August until October of the latter year, when it was blown out to prevent its " bunging-up." Repairs were made in time to enable it to be blown in again December 12th, 1865, the blast ending October 7th, 1866. Total product 1921.15 tons iron, an average of 6.8.2.5 tons per day, from ores yielding 44.8 per cent. Consumption of charcoal 223.2 bushels per ton of iron. The furnace journal up to this time shows no record of furnace dimensions, or temperature of the blast, but as near as can be ascertained, they were as follows, viz.: Height of stack, 42 feet. Diameter of bosh, 11 feet. Angle of bosh, 71/2 inches to 12 inches rise, about 58°. Diameter of open tunnel head, 42 inches. Number of tuyeres 3 ; each 3 inches in diameter. Dam 15 inches high. Tuyeres 24 inches high. Tymp 224 inches high. Diameter of steam cylinder, 20) inches. } Diameter of blast cylinder, 64 inches. } Stroke 5 feet. The engine is direct-acting horizontal non-condensing. December 26th, 1866, the furnace was again put in blast, having been considerably altered in the crucible; the height of stack, bosh, and tunnel head remaining as before. Six tuyeres were put in, three in each of the side arches. The hearth or crucible was rectangular in form, 3 feet wide x 31/2 feet long x 64 feet high. Inclination of bosh 58°. Height of tuyeres 26 inches; nozzles 21/4 inches diameter. Temperature of blast estimated to be about 500°.

T HE position of each hole of any series of holes was carefully located by the surveyor, plotted in plan and elevation, and numbers assigned to them. The second series was staggered halfway between the first and so on for each succeeding series. Two and a, half to three months was frequently required to grout a series of holes calculated to insure safety for sinking a distance of 10 meters or say 33 ft. Naturally the initial operation called for drilling and grouting two series of holes but thereafter each sinking campaign required only one series of holes as shown in Fig. 8. The pump handling about 75 gal. per minute corresponds to 46 tons of grout or 6 tons cement delivered as a fair over-all average for the 24 hours. Thus 600 to 800 tons of cement was used for a single section of 33 ft. depth of shaft. One campaign used nearly 1100 tons of cement. Some holes were effectually sealed with as low as 30 tons, while many required 60, and some 80 to 90 tons.

Otis, Chairman of the Local Committee of Arrangements, who welcomed the Institute to Cleveland, and introduced Col. Charles Whittlesey, who ad¬dressed the Institute briefly on the coal deposits of Ohio. Col. Whittlesey described the situation and character of the coal-beds of the State, and gave a short history of the use of raw coal in the manufacture of pig-iron, and spoke of the excellent quality of metal produced. The aid that a body of scientific miners and metal¬lurgists were capable of giving in the development of coal and other mineral resources was dwelt upon, and the hope expressed that the visit of the Institute to Cleveland might be profitable as, well to its members as to the citizens of the State. The President, Mr. A. L. Holley, responded to the welcome of Mr. Otis and of Col. Whittlesey, and read an introductory address on Some Pressing Needs in the Iron and Steel Manufacture. I. INTRODUCTION THE geological field work of the Bully Hill district, upon which this paper is based, was begun July 1, 1908, and covered a period of three months. The time was found too short for a complete report and the district was again visited in the early part of July, 1912,. from which time detailed study of the locality continued until September of the same year. This paper is the result of observations made in the mines in the immediate vicinity of Winthrop, Shasta county, Cal., during these two periods of study. The preparation of this report has been greatly facilitated by various courtesies rendered the writer by D. M. Riordan, President of the Bully Hill Copper Mining & Smelting Co., and by John B. Keating and Herbert R. Hanley, managing officers actively in charge at the mines. The elaboration and further study of the notes and collections were carried on in the laboratories of the Departments of Geology and Mining at Columbia University, and the writer takes pleasure also at this point in expressing his acknowledgments to Profs. James F. Kemp, A. W. Grabau, Charles P. Berkey, and William Campbell, for advice and assistance. In order that one may appreciate at first reading the significance of some of the details which follow, and for the sake of clearness, a brief outline of the geological relationships is here given, together with certain conclusions which have been reached regarding the genesis. of the ores and the gypsum masses. In the Bully Hill mining district an associated series of Triassic lavas and tuffs, chiefly andesites, is preceded as well as followed by sediments. The entire system is tilted so that the original bedding planes dip in general to the southeast. The surrounding region has been greatly disturbed, and in the immediate vicinity of the mines close folding of the later sediments and extreme shearing of the igneous rocks locally is a striking feature. Into the nearly vertical shear zones have been intruded post-Triassic dikes of various rock types in the following order: alaskite-porphyry and andesite-porphyry. Outside the area under consideration diorite dikes are known, but they will not receive attention further than to note that' they, probably, represent a differentiation product of the same magma from which the other two dikes came. In this connection all the dikes have an important bearing on the origin of the ores and of the gypsum found in the mines.

Recently artin has indicated that the recovery of resistivity at 145°C following elongation of molybdenum at room temperature was the result of the annihilation of vacancies. The activation energy for this process was, according to Martin, 1.26 ev. This energy seems to be a reasonable one for the activation energy for the diffusion of vacancies in molybdenum. However, impurity atoms such as carbon, nitrogen, and oxygen4 have an activation energy for diffusion in molybdenum of the same order of magnitude (i.e., 1.45, 1.15, and 2.09 ev, respectively). Cottrell and Churchman have already correlated the return of impurity atoms to dislocations in cold-worked iron with the return of the upper and lower yield point. According to cottrel16 the diffusion of carbon atoms to dislocations results in the return of the yield point. As the carbon atoms become trapped by dislocations, Bhatia has shown that a decrease in the electrical resistivity is to be expected. Cottrell and Churchman were able to correlate experimentally the decrease in electrical resistivity with the return of the yield point. Since one would expect strain aging to occur in molybdenum, an experiment was performed to determine whether the resistivity recovery at 150°C for molybdenum cold-worked at room temperature can be correlated with the return of an upper and lower yield point. For this experiment 3/16-in. tensile bars of Climax molybdenum, 99.961 pct pure, were used. The specimens were annealed at 1000° C for 1 hr in an argon atmosphere and then were elongated up to 10 pct on a Baldwin-Lima-Hamilton FGT

WILBER JUDSON is one of that fairly large group of mining engineers that graduated at an Eastern college, worked his way up in various jobs in the West and in the Latin-American countries, and finally came to New York as an administrative officer of a large mining company. Since coming to New York he has been a loyal friend and counselor of the A.I.M.E., and is now serving a second term as one of its Directors, his first term covering the period 1935-1938. Mr. Judson was born in the capital city of Michigan on July 26, 1880. Probably it was his roving spirit rather than professorial urging that was responsible for the fact that four colleges were responsible for his education: Northwestern, University of Michigan, Harvard (S.B., 1901), and the Michigan College of Mines (graduate study). In his first ten years of professional work he might have been found serving as mine foreman at Catamarca in the Argentine, as superintendent of the Inter Ocean mine at Sunshine, Colo.. as foreman for the Cerro Prieto, Magdalena, Sonora, as superintendent of the Hudson Iron Co. in New York, or as manager of the Dolores mine in Chihuahua for the Mines Co. of America, or in Spain, or in Panama.

THIS review of the past year's progress in iron and steel metallurgy presents examples of only a few of the interesting or important accomplishments made in the United States. In the field of iron ore concentration increased attention was given to the study of the more difficultly separated wash ores and some progress was made in tabling. One difficulty with the table, in concentrating iron ore where the percentage of concentrate in the feed is large, has been the removal of fine silica from the thick layer .of concentrates in the cleaning zone. One company has -Made an important contribution toward the solution of this problem by an extension of the well-known plateau principle. By a special riffling of the plateau section of the table, the concentrates are crowded together. This action forces the fine silica to the top of the bed in the cleaning zone, whence the cross-flowing currents of water -can wash it into the middling product. Some work has been done on the application of froth flotation to the concentration of iron ores. Laboratory experiments were made at the Colorado School of Mines in which hematite was, successfully floated. Using oleic acid as a frothing and collecting agent and sodium carbonate as the conditioning agent, a high recovery of rich ,concentrate was obtained. First, a definition of a small scale miner is in order. The US Bureau of Mines classifies him as one who produces 360 t/d (400 stpd) of ore or less. In Canada, he would be refered to as a "junior company." Mexico identifies the small scale miner as one whose gross income from operations is less than $880,000 per year. A small surface mine in India employs less than 400 people, and a small underground mine employs less than 150. Peru considers a small scale miner one who produces less than 54 000 t/y (60,000 stpy) of ore. Obviously, the term is relative. What may be a small mine in one country is a medium or large mine in another. This lack of agreement is understandable since small scale mining does not often cross national boundaries. Rather, its effects are felt at the regional and local levels within each nation. Its importance doesn't lie with any huge contribution to the GNP or balance of trade. Instead, its value is as a local employer and as a frontrunner in geologic exploration.

The rich deposits of magnetic iron-ore in the Highlands of northern New Jersey attracted the attention of iron-workers at the time of the earliest settlements in that region. The outcrops of the oreshoots at the Dickerson mine, at Mount Hope, and at Hibernia, in Morris county, and at Ringwood, in Passaic count,y, which were doubtless such as would lead to discovery, location and development of nearly all the large iron-mines in that part of the State, appear to have had their beginnings where the ore cropped out on the surface or where it was scarcely concealed by a thin mantle of earth. In order to predict the influence of blasting on slopes, one must first understand the action of explosives, the manner in which rock is broken or displaced, and how seismic waves are transmitted, and the nature of these seismic waves. In this paper, the author describes the action of high explosives on rock masses, beginning at the source of the explosion, extending through the zone of rupture to a distance where only elastic waves of low energy persist. The paper describes the relationships between explosives charge quantities and distances, including the character and intensity of the seismic waves in various types of terrain. In looking at the analysis of slopes subjected to seismic waves, it has been common practice to assume a simplified model in which the anticipated acceleration is applied horizontally to the slope as an equivalent static force, or a model in which there is a rigid base subjected to mechanical shaking. Such models do not accurately portray blasting activity taking place within or near the slope in question. In dealing with blasting effects, it is important to under- stand seismic wave types, wave lengths, attenuation and transmission paths, as well as vibration intensity. In most cases, those slopes that are the least stable under static loading will also be the least stable under dynamic loading, although there may be rare exceptions. Thus, the more that is known about a slope statically, the better will be the assessment of it dynamically.
