The South Texas area, discussed herein, represents districts 2 and 4 of the Texas Railroad Cominission and extends from Jackson, Lavaca, and Gonzales Counties on the northeast to the Rio Grande River, comprising a total of 26 counties.$ The present boundaries of this district do not coincide with those of earlier reports published in the annual volumes of Petroleum Development and Technology. The war, in its various ramifications, determined and controlled all the phases of the oil and gas industry. Priorities for material and governmental subsidies determined all new operations. New Pools In our opinion, the combine' quantity of crude and distillate reserves added in '943 approached Or possibly exceeded the amount produced. Thirty-five new pools were added to the area' Of these, five have significant reserves and ten offer possibilities of containing consequential reserves. The largest proven reserve discovered during the year was the Slick pool, on the DeWitt-Goliad County line. This is also the most important Wilcox discovery to date in the area. The most significant extension was at Willimar, Willacy County. Other important extensions were developed at Agua Dulce, Seeligson, and Odem. Except for the Porter field, in Karnes County, the Laredo trend, which produces lrom the Jackson and Yegua, proved very disappointing, and this pool is o:C secondary importance. The Scott and Hopper pool, Brooks County, has only orie well, but offers excellent possibilities of becoming an important discovery. It represents at this time the major Frio discovery of the year. The Hobson pool, Karnes County, is not a major reserve, but can be classed as important in that it produces at a shallow depth from the Wilcox. This proves that the potential area of production for this zone occupies a broad trend. Gas and Condensate During the year construction was begun on only one recycling plant, this being in the Sejita field, Duval County. Several others were colltemplated, but no actual operations were begun. The most important development in recycling was the rebuilding of old plants to allow for the fractiona-tion of isopentane, n-butane, isobutane, and propane. Heretofore all pentanes plus have been marketed as cLdistillate,n only a minor portion of the butanes being isolated and sold for fuel purposes. All these new the except propane, are considered vital to the war effort and propane is being marketed as fuel gas. In other instances propane is being isolated and then pumped back into the gas reservoirs for storage. It is anticipated that the demands for this product will increase in the future. My predecessor in the office of President of the Institute started a custom of visiting the various local sections, thus obtaining their points . of view and their ideas as to how the Institute can best serve the interests of its members. Exceedingly valuable- exchange of ideas was thus brought about. I am following this custom as far as the limited amount of free time at my disposal will allow me, and I trust that my successor in office will appreciate the benefit to be derived from following the custom thus initiated and will continue the swing around the circle of the local sections. The activities of the Institute are increased by the prestige gained from large numbers and I trust that every member of this local section will consider himself a member of the committee on increase of membership and will see if he is not able during the coming year to gain at least one new member for the Institute. This is a perfectly possible proposition for, although the membership of the Institute is at present approximately seven thousand, I feel sure there are at least seven thousand more men in the United States who are interested in mining, metallurgy or geology from the metal-mining point of view who would make admirable members or associate members of the Institute. The first consideration of the Institute as a body, and of each member as an individual, is to win the war and defeat the Huns. In order to accomplish this, the Institute, as a body, has cooperated with the other national engineering societies and the great bureaus of the Department of the Interior, the United States Geological Survey and the Bureau of Mines in forming committees to study and advise the Government on pressing problems of vital importance.

The Division Chairman is an individual endowed with a broad perspective of the ferrous metal industry he result of his earlier experiences as a successful operating man in the working and management of blast furnaces and his later experiences as an engineering-consulting executive concerned with the design and erection of and steel works throughout the world. William A. Haven was born to iron steel in the Pittsburgh district on ;. 1, 1888, and in due time--or in 1909 graduated from Penn State with a Bachelor degree in industrial chemistry.

THE fact that certain types of ore-deposits have attained their present condition through the action of descending surface waters was, perhaps, first clearly pointed out by Posepny.1 The oxidizing effects of such waters were discussed by Penrose,2 and many papers dealing with this phase of the subject have subsequently appeared. That secondary enrichment of sulphide ores, however, might be produced by descending surface waters was not clearly understood until after the copper-bearing veins of the Butte district, Mont., had been carefully studied by the geologists of the U. S. Geological Survey, al¬though De Launay3 had suggested that sulphides might be transported from point to point and re-deposited in the zone above the level of ground-water. As a result of the study of the Butte district, two papers by geologists engaged in the work appeared within a short interval. The first by Weed,4 dealing with the enrichment of veins by later metallic sulphides: and the second by Ernmons,5 treating of the secondary enrichment of ore-deposits in general. In the latter paper it was pointed out that a typical vein of sulphide ores which has been subjected to the action of descending surface waters exhibits four zones,-an upper or surface zone, in which the changes have been mainly of removal, the products being typically oxides; a second zone of oxide enrichment, in which the less soluble metals brought from above have been precipitated as carbonates or oxides; a third zone of sulphide enrichment,

(Wilkes-Barre Meeting, June, 1911.) THE dealings between concentrated capital invested in the conduct of our various industries and the combinations of labor known as "trade union organizations," have produced not only in the United States, but abroad, many novel methods of negotiation between employers and wage-workers. The size and strength of these organizations have destroyed the personal elements formerly governing the dealings between employer and employee and have produced various forms of trade-agreements now in more or less successful operation. The difficulty, however, has- been to secure consent of both parties to an equitable agreement. For this purpose there have been devised various forms of arbitration, either compulsory under the shadow of governmental legislation, or voluntary by mutual agreement. But these have not been altogether successful from a technical stand-point, for the reason that a compromise has generally been necessary, and in an effort to reach an agreement, terms have been made which have been neither fair nor satisfactory to either of the contending parties. The Anthracite Board of Conciliation represents one of the few thoroughly successful courts for the settlement of trade-disputes, if not the only one which has yet been evolved. The prestige of this board rests upon its successful treatment of the labor-troubles of the anthracite region for a period of more than eight years, and upon the fact that it has been able not only to reach decisions based upon the merits of the controversies, but to enforce its decisions upon both the employees and the employers. It has never been obliged to shape its conduct to secure the consent of the contending parties, and its decisions have been strictly and, in the main, cheerfully observed. On several occasions, when 60-40 brass is first obtained in the beta condition by quenching at about 825" C. and is then reheated, the writers have noticed that reerystallization will take place in the form of twin crystals at the grain boundaries of the original beta crystals. It was, therefore, thought that interesting results would be obtained if this twinning process was studied further, especially as to the temperature at which it first occurs. The material used in the investigation was a bar of extruded muntz metal, 1/2 in. in diameter, and of the following composition: Copper, 60.21 per cent.; zinc, 39.73 per cent.; lead, trace; iron, trace; tin, nil. Specimens 1 in. in length were sawed from this bar and a hole was drilled into the side of each specimen until it reached the center, and the tip of a platinum-platinum rhodium thermocouple was inserted. A small Hoskins' resistance-type electric furnace was used for heating the specimens. The specimens were first heated at 840' C. for 2 hr. and then quenched ' in cold water, in order to get the material entirely in the beta state. In every case, in the reheating process, the furnace was brought to the desired temperature before the specimen was introduced. The time occupied in preheating was from 20 to 30 min. By sawing back 1/4 in. on each side of the hole, two parts were obtained from each specimen and duplicate observations were possible. The specimens were held at the reheating temperatures for periods of 15 min., 30 min., 1, 2, and 4 hr. All specimens were etched with a freshly prepared mixture of equal volumes of concentrated NH4IOH and H2O2.

FOLLOWING the discovery of diamonds in 1870 and the Witwatersrand gold fields in 1886 South Africa changed from a predominantly pastoral country with a scattered white population into a land whose economy came rapidly to be based primarily on mining. The total value of the mineral output of the Union in 1944 was approximately $493,000,000, to which gold contributed 84 per cent. Gold furnished some 33 per cent of the Union Government's total revenue in that year, and approximately half the country's population obtained its livelihood directly or indirectly from the gold mining industry. In any review of the Union's mining activities and in any consideration of the country's future, gold mining must occupy a prominent place. It is generally conceded that the present structure is not properly balanced and that an economy based on a preponderance of a single nonpermanent factor possesses potentialities of serious instability.

Between the executive session at 5:15 p. m. and the general session at 8:30 p. m., 28 Section and Division delegates were wests of the Directors at dinner. Committee chair- " men and past officers brought the attendance to 75. Messrs. McAuliffe, Merica, Mudd and Tally had expressed their intention to be at the Directors' meeting, but each was prevented unavoidably at the last minute. At the executive session of the Board, J. V. W. Reynders was unanimously chosen to fill the unexpired term of Dr. Becket as Director: and Eugene McAuliffe in like " manner was selected to become Vice-president to fill the vacancy created hy Dr. Becket's assumption of the Presidency. Upon nomination of President Becket the following Executive Committee was appointed: Frederick M. Becket, chairman; Howard N. Eavenson, H. A. Guess, J. V. W. Reynders and William Wraith; and the Finance Committee was appointed as follows: Henry Krumb, chairman; Paul D. Merica and H. G. Moulton. Karl Eilers was reelected Treasurer and A. B. Parsons was re- elected Secretary to serve for the ensuing year, whereupon the executive session was adjourned.

THE PROPERTY of Mount Isa Mines, Ltd., is located at Mount Isa, Northern Queensland, Australia, at roughly 20" south latitude. It is 600 miles from Townsville on the east coast, the port for Mount Isa, 1200 miles from Brisbane and approximately 1600 miles from Sydney in New South Wales. Living conditions in the camp, though wild and crude at the commencement of building, are now excellent and little has been left undone to provide comfort and attractiveness. The climate being warm and dry, many of the buildings are built on posts, 8 to 10 ft. off the ground, with spacious screened-in verandas. Club houses, stores, school, hospital and ice plant have all been provided by the company as well as modern conveniences, such as running water, shower baths, electric lights, septic tank arrangements, tennis courts and amusement grounds.

The endlessly changing pattern of mineral supply and demand offers opportunity to the alert and can bring disaster to the unwary. The discovery of ore bodies, the invention of extractive processes, the provision of new transport facilities, the political stabilization of underdeveloped areas, and many other changes can increase supply dramatically. Such new outpourings of mineral wealth from ore bodies bring fortunes to their developers, and consumers frequently find their competitive positions decidedly improved by new and cheap sources of supply. On the other hand, operators of marginal properties can find competition from newly opened high-grade mines intolerable. Consumers that have depended on the products of nearby, high-cost mines may find new, remote, low-cost supplies advantageous only to their competitors. The invention of new prospecting methods can have spectacular effects. Shortly after World War I the discovery rate of petroleum pools began to decline. The leading prospecting technique of that day, the projection downward of surface reflections of geologic structure, was proving less rewarding. Prophets foretold an oil shortage in the near future. But at that very moment scientists were perfecting the application of seismic waves to reveal underground oil-bearing geologic structures. As these geophysical methods were put into commercial use the whole outlook changed-the problem of the 1930's became how to cope with the surplus from discovery, not how to meet the ever rising demand. Many lead mines were being abandoned as unprofitable about this same time because the penalties charged by smelters for the zinc in the ores and concentrates more than counterbalanced the payments for lead and silver. ABOUT a year and a half ago, at the San Francisco meeting of the American Chemical Society, in connection with the excursions to local smelting-works, I had occasion to show some lantern-slides illustrating the recent commercial development of electrical methods for precipitating the suspended matter from smelter-smoke, the underlying phenomena of which were clearly brought to the attention of the technical public by Sir Oliver Lodge as long ago as 1884. In the Journal of industrial and Engineering Chemistry, August, 1911, most of these views were reproduced, together with an account of the work from its beginning up to July, 1911. To-day I wish particularly to show you some of the further developments of the work since that time; but in order to make these clear they will be prefaced by a brief abstract of the article above referred to. The removal of suspended particles, front gases, by the aid of electric discharges is by no means a new idea. As early as 1824 we' find it suggested by Hohlfeld 1 as a means of suppressing ordinary smoke, and again a quarter of a, century later by Guitard.2 These suggestions, which do not seem to have stimulated any practical study of the question, were soon entirely forgotten, and only brought to light again by Sir Oliver Lodge,3 many years after he himself had independently rediscovered the same phenomena and brought them to public attention 4 in a lecture before the Liverpool Section of the So-

(New York Meeting, February, 1912.) ELECTROSTATIC separation of ores in its present form is generally known as the Huff' process from the name of Charley H. Huff, of Boston, Mass., through whose constant and persistent labors (with the invention of Clinton E. Dolbear as a basis) the successful commercial process embracing separative machinery and the various electrifying devices has been developed step by step, and the finances for the long period of development provided, and the method finally established and recognized throughout the world as an important and successful addition to the ore-dressing department of metallurgy. The permanent field-success of electrostatic separation began in 1908 with a 20-ton Huff experimental mill built specially for the purpose by the American Zinc, Lead.& Smelting Co., in Platteville, Wis., a plant which was a success from the start and was gradually increased in capacity as the market-conditions warranted to 100 tons of concentrates per day. Much credit is due to the above-mentioned company for its initial venture, and for its assistance in applying the process to field use. Prior to 1908 electrostatic separators had been installed and operated (but for a comparatively short time, however) in a number of places; some under the patents of Mr. Dolbear by himself and associates, and some under the patents of Lucien I. Blake and Lawrence N. Morscher, by W. G. Swart, mining engineer, of Denver, who has always been a courageous advocate of electrostatic separation. Due to the difficulties experienced in the generation of the electrical charges, the primitiveness of the separators, the wooden construction instead of iron as at present, the lack of control of the electrical fields and other difficulties overcome by the later inventions of the Huff Electrostatic Separator Co.,

Metallurgical literature has no record of any ore beneficiated for cadmium alone, and the cadmium of commerce is derived from zinc ore, with which cadmium is generally associated. Zinc ores free from cadmium—e.g., the ores of the Franklin and Stirling mines, New Jersey, and of Broken Hill in Rhodesia—are rare. Blende concentrates of 50 to 60 per cent grade have contained (in production of important tonnage) as much as I per cent Cd, which is unusually high. The concentrates from the Tri-State district average from 0.3 to 0.4 per cent Cd, which is high. The concentrates from mines west of the Rocky Mountains seldom are higher than 0.2 per cent. In the periodic system of the elements, cadmium is in the same group with zinc. Its properties and compounds are similar. Its metallurgy is also similar. Cadmium has a melting point of 320°C. and a boiling point of 778"C., while the melting point of zinc is 415'C. and the boiling point gos°C. These conditions, together with the lower reduction temperature of cadmium oxide, indicate means for. separating cadmium from zinc. Cadmium in spelter is viewed, if not as an impurity, at least as an alloying element that may be objectionable, its special effect being hardening. However, for some purposes, a little cadmium in spelter is desired, and 0.4 per cent may be permissible, even in spelter for rolling. Cadmium in spelter for brassmaking is completely volatilized at the temperature of that process, and in bygone days an immense quantity of cadmium must have been lost in the fumes from these furnaces. Pyrometalltjrgy—Early Cadmium compounds, sulphide and oxide, being more volatile than the corresponding compounds of zinc, loss of cadmium begins to occur from the first furnace operation. In normal roasting, even with Tri-State ore, this loss may not be very high. Raw ore, assaying 0.4 per cent Cd, may be expected to give a roasted product of the same assay, which would imply a cadmium loss of about 15 per cent. Roasted ore, assaying 0.4 per cent Cd when distilled at ordinary furnace temperature, yielded spelter containing about half of that in the ore charged. The first draw of spelter under these conditions may assay 0.8 per cent Cd (accounting for 22 per cent of the cadmium recovery) and after the several draws of spelter have been equalized the cadmium content may average 0.35 per cent. If, therefore, 2000 lb. of blende averaging 0.35 to 0.4 per cent Cd is roasted and distilled, there may be obtained 1000 lb. of spelter, assaying 0.35 per cent Cd or 3.5 lb. content, which entering into Prime Western spelter will be sold at the spelter price. It will be observed from the outline hereinbefore (summarizing conditions prior to the introduction of sintering) that the main loss of cadmium occurred in the distillation process and by failure to condense, which could be ameliorated by attaching a prolong to the condenser, thus collecting

IN furtherance of the policy of acquainting those members of the Institute who live at a distance from New York with all the details of administration, the thirty delegates sent by the local sections and the technical divisions were invited to attend the meeting of the Directors on Tuesday evening as well as the Directors' dinner immediately preceding. Including the Directors and officers, new and old, the members of the Papers and Publications Committee and the section delegates, more than 70 sat down at the dinner table in the Engineers Club. The attendance at the business meeting that followed was not quite so large, doubtless for the reason that the ladies' fashion show, held in connection with the informal dance, offered attraction that eclipsed that of watching the wheels of Institute business go around.

The Gulf Coastal plain of the southern United States is that area bordering for a large part, the Gulf of Mexico and extending inland and northward to the main interior highland region. It is more or less V-shaped and includes the States of Florida, extreme southern Alabama, all .of Mississippi and Louisiana, the eastern and southern half of Arkansas, and the eastern, southeastern, and southern portions of Texas. While the contents of this paper apply to. the Gulf Coastal plain in general, they are intended to refer more specifically to that portion of the plain included between the 90th and 97th meridians, and the 29th and 33d parallels, an area that may be described geographically as comprising western Mississippi, all of Louisiana, part of eastern and all of south-eastern Texas. It is within this area that numerous and prolific oil pools have been developed during the last 17 years.

AT intervals in the course of history an event occurs which, though scarcely heeded at the moment, marks in retrospect the beginning of a new era in some one field of human activity. Such a happening is perhaps more readily spotted in the field of technology than in other realms of human endeavor. Here the span of years is relatively short and the records have been kept with some degree of precision. In the current scene of our social and economic drama the art and science of metallurgy is playing a major role. Off stage will be found the metallurgist in one guise or another aiding, he trusts, in the development of processes and products which will contribute to the happiness of his fellow men. The results of his efforts appear in the form of metallic substances known as alloys built up from any two or more of the wide variety of metals which have been extracted from the mineral deposits in the earth's crust. An alloy by virtue of its inherent physical properties may seem ideally suited for human use in a special way but until this material can be produced economically it will fail to attain a place of prominence as an article of commerce. In fact many commercial alloys are being continually replaced by new or modified compositions better suited to meet the increasingly severe demands of industrial service.

IN THE early summer of 1917, it became evident that the then existing sources of supply of guns and gun forgings were totally inadequate for the enormous and rapidly growing requirements of the Ordnance Department of the Army, so arrangements were made with sixteen makers of other products to take up the manufacture of guns and gun forgings. Nine of these makers were required to produce their own steel from the raw materials and convert it into rough machined gun forgings; the others finished and assembled these forgings into completed guns. In December, 1914, four of these makers of steel and rough gun forgings were instructed to manufacture the same amount of the 6-in. and 9.5-in. guns and howitzers. It, therefore, seemed practical .and profitable to assemble these makers into a small group, together with the officers of the Ordnance Department, and provide standard 'equipment in each of the four works for the production of these two types of guns. The advantages of this cooperation were immediately manifested, and there commenced an interchange of shop practice and a free discussion of facilities and methods that covered not only the equipment but the manufacturing processes.

REVIEWING the events of the year in mineral industry education, a certain amount of either amusement or irritation, depending upon one's viewpoint, can be derived front the section dealing with mining engineering in Walter B. Pitkin's "New Careers for Youth" which appeared during the summer. On p. 102 Prof. Pitkin says "The mining engineer is disappearing .. . because . . . the profits of mining decline rapidly with the age of the mine." In his "Are Too Many Students Taking Mining Courses?" published in the May issue of this journal, W. B. Plank presents statistics showing that there was some decline in student enrollment in mining and metallurgical courses in 1932-3 and 1933-4, compared with 1930-31, but that the decline was proportionate to that in all lines of engineering study combined. Informal reports from Institute officials that have visited tinning schools during the fall indicate that nearly all schools showed an increase in enrollment for the current school year. Pre else statistics will be made available by Prof. Plank at the Annual Meeting. His study last year provided, for the first time, accurate and complete information on the enrollment in mining schools, as well as the number of various courses and the degree granted, and it will be interesting to have comparable figures for this year. Prof. Pitkin's views on the future opportunities for mining engineers were discussed at some length - on pages 439-4.40 of the November issue of MINING AND METALLURGY.

IN THE remarks which I am about to make concern¬ing the safety work of the Bureau of Mines, I want first of all to disengage myself from a disposition, which is frequently in evidence, to give spectacular emphasis to the hazards of mining operations. It is of the' utmost importance to the industrial welfare of our country that the enormous annual requirement of fuel be produced and be made available in our economic activities, with a minimum of distress and hardship. The safety of coal mining is a condition with which. we are all concerned in a fundamental way. And yet we should not rush to accept hastily conceived notions that laxity among employers in respect to safety measures exists to any outstanding degree. In fact in a large number of instances, the precautionary efforts of min¬ing companies, directed to the elimination of accidents are beyond all criticism, albeit the industry suffers in reputation from the carelessness of, its less effi¬cient constituents. The Bureau of Mines has been a leading influence in disseminating the doctrines of safety, in securing the cooperation of the miners themselves, and in stirring up ' the laggards, both among the employers and the employed. It is much to the interest of well-conducted mine operations that the industry, as a whole, observe safety regulations to the utmost.
