Mill linings play an important role in all comminution processes with tumbling mills. The selection of the lining profile and the lining material has a great impact on over-all grinding cost and mill throughput. The cost of the lining itself is minor in comparison with media cost, energy cost and the value of the material produced in the mill. The total scope must be considered when mill linings are selected. THE annual meeting of the A.I.M.E. was fittingly closed with a joint meeting of the Metropolitan sections of the four National societies on Feb. 18, at which this subject was adequately discussed by leading engineers before an audience that completely filled the Engineering Auditorium. The large amount of publicity that has been given the Diesel electric loco- motive, and the often garbled reports of its performance and possibilities that have been circulated, makes it particularly fitting that the facts should be given the profession as determined by those who have aided in developing and operating this latest form of prime- mover in railroad operation. C. A. Stein, general manager of the Central R. R. of New Jersey, opened the meeting with a discussion of the problem of electrification, and the relation of the short haul, switching, and terminal service to heavy electrification. Referring directly to the problem of the Central R. R. of New Jersey, some subtitution for the steam locomotive is necessary within the city limits of New York because of local ordinances against the smoke nuisance. While the improvement in the design of the steam locomotive has been marked-the efiiency today is over fifty times that of the locomotive of 100 years ago-it has now probably reached the point of maximum perfection. ABOUT two years ago some of my friends were discussing the amount of drill-steel breakage that was permissible or not excessive, per month, per rock ton, per ton of steel or any unit of measure or output that would give a comparison between different kinds of drill steel. No one seemed to know what life to expect of steel, or what percentage of breakage might be termed excessive. In fact there were no operating data available to guide one in selecting the best steel for our mines, nor could any ideas or information be secured from the steel manufacturers. One was merely told that so and so used their steel and it was very satisfactory; or else one was given a highly technical lecture on their specific heat-treatment. Any estimates on expected breakage were just guesses, ranging from a fraction of a per cent to as high as ten per cent per month.

ALTHOUGH the zinc and pyrite concentrates produced at Midvale go to other companies, the United States Smelting Refining and Mining Company smelts and refines its own lead. Refining is the first step of the process that is done at some distance from the mining operations, the plant being at East Chicago, Ind., an industrial center about 25 miles southeast of Chicago. For years it has been notable as being the only lead refinery in the country using the Betts electrolytic process. The original buildings, many of which are still in use, were erected in 1906 when the plant was known as the United States Metals Refining Co. In 1920 the parent company sold its copper refinery at Chrome, N. J., and since the copper refinery was also known as the U. S.

Aiming at the subjective impact caused by subjective weighting method in the establishment of rockburst risk attribute identification and prediction model, the combined weighting method was introduced to eliminate the influence of unreasonable weight of each index. Eight discriminant indexes affecting the risk of rockburst were selected. Through the literature review, relevant rockburst cases were collected and 8 index rockburst sample sets were established. A variety of machine learning methods were used to analyze the feature importance of discriminant indexes in the samples, and then to determine the objective weight values of different methods. Combined with the subjective weights determined by the Analytic Hierarchy Process, the combination of weights were successively carried out. Based on the attribute recognition theory, the combination weights with different objective weight methods were established to identify the rockburst risk attributes, and verified by the confidence criterion. The results show that the objective weight value determined by the feature importance analysis of machine learning reduces the subjectivity of the weight of Analytic Hierarchy Process method, improves the prediction accuracy, and makes the prediction result closer to the fact.

A NEW preparation plant has been put in - operation to treat coal from the recently opened Concord mine, located about 15 miles west of Birmingham, Ala., by the Tennessee Coal, Iron & Railroad Co., a U. S. Steel subsidiary. The mine produces metallurgical grade coking coal from the American seam for use as coke in the company's blast furnaces at the Fairfield and Enseley works. The capacity of the operation is 1000 tons of run-of-mine per hr, approximately half of which is delivered to the by-product coke plant at Fairfield after beneficiation to metallurgical grade. The remaining portion of the mine run is rock and refuse removed during preparation. No boiler coal or other fuels are produced by this mine. Preparation of the coal is done both under- ground and on the surface. The underground primary crushing station removes some tramp iron, and screens and crushes the oversize, most of which is rock, to protect the main slope conveyor. FOLLOWING the discovery of diamonds in 1870 and the Witwatersrand gold fields in 1886 South Africa changed from a predominantly pastoral country with a scattered white population into a land whose economy came rapidly to be based primarily on mining. The total value of the mineral output of the Union in 1944 was approximately $493,000,000, to which gold contributed 84 per cent. Gold furnished some 33 per cent of the Union Government's total revenue in that year, and approximately half the country's population obtained its livelihood directly or indirectly from the gold mining industry. In any review of the Union's mining activities and in any consideration of the country's future, gold mining must occupy a prominent place. It is generally conceded that the present structure is not properly balanced and that an economy based on a preponderance of a single nonpermanent factor possesses potentialities of serious instability.

During the procurement phase of a Design-Build (DB) project, design-build contractors must often commit to a fixed price based on limited or incomplete geotechnical information. This lack of information can result in an inaccurate assessment and allocation of project risk to either the contracting authority or the DB contractor. This paper presents a case study of an elevated water tank supported by mixed ground improvement techniques, including Vibro-Compaction (VC), Aggregate Piers (AP) and Compaction Grouting (CG) in East St. Louis, Illinois. An adaptive design and contracting approach provided the best value solution for a complicated set of geotechnical problems, including static bearing capacity and settlement concerns as well as liquefaction induced settlement. Close cooperation between the owner, the tank contractor, the geotechnical engineer and the ground improvement contractor was essential to produce an effective solution. Ground Improvement techniques resolved the geotechnical challenges at the site through adaptive design methods, utilizing progressive rounds of verification and real time data acquisition to achieve performance objectives. This paper details the evaluation of geotechnical criteria, the selection of ground improvement techniques, the adaptive design and implementation of ground improvements, as well as contracting methodologies used to ensure that the best value was provided. PROJECT INFORMATION In November, 2016, CB&I Storage Tank Solutions (McDermott) submitted a design/build proposal for an elevated water tank for Illinois American Water Company (IAW) in East St. Louis, Illinois. The purpose of this tank was to have backup water capacity for power generation. In the RFP, IAW requested two alternate styles of tank: Option 1, a 1250 Million Gallon (MG) Composite Elevated Tank or Option 2, a 1250 MG Waterspheroid tank. Option 1 consisted of a steel tank supported on a concrete tower. Option 2 consisted of a steel tank supported on a steel shaft. The height (determined by IAW) was 140 feet to the top capacity line measured from top of floor slab.

"In 2009, storm surge from Hurricane Sandy inundated the Bay Park Sewage Treatment Plant located at El. +4 to +12 (+1.2 to +3.6 m) in East Rockaway, Long Island, NY. With all systems down, raw sewage water mixed in the floodwaters. A recurrence of such an event being unacceptable, and in view of rising future sea levels, a flood protection project was developed by Nassau County with funding coming in large part from the federally funded Sandy Rescue Fund. Designed by Arcadis/Hazen & Sawyer Engineers J.V., the protection took the form of a perimeter barrier capable of withstanding future storm surge. Due to limitations imposed by property lines and existing facilities, a levee design with three different types of cross section was developed to adapt to each location, adding construction complexity. The Long Island subsurface is characterized by beach sand extending to great depth. The clay required for the core and levee cover therefore had to be brought in from out of state. A thin silty clay layer at El. -23 to -25 (-7.0 to -7.6 m) served as an aquitard. The under-seepage was reduced by a hanging cut-off wall designed as a vibrated beam thin wall and filled with a salt water resistant, low permeability, self-hardening slurry.INTRODUCTIONOn October 29, 2009, Hurricane Sandy hit New York City, with a devastating effect on the region. The low lying Bay Park Sewage Treatment Plant (STP) (Fig. 1) serving Nassau County on Long Island was submerged (Fig. 2). All basements and underground mechanical facilities were flooded (Fig. 3) and millions gallons of effluent were released into the waters of the nearby Hewlett Bay which connects via other small waterways to the Atlantic Ocean."

I1944 the cry was for higher production more tons, more metal. New plants were built, capacity of old plants was increased and millmen all over the country were treating tonnages far above normal, sacrificing recoveries to vet that extra metal from extra tons. The list of "critical minerals," at first long, has been scratched until there remains, not a list, but only an item or two. Stocks of all metals and minerals, with possibly one or two exceptions, are now entirely adequate and numerous plants have curtailed or suspended operation.

THE territory under particular consideration in this article comprises portions of La Plata and Montezuma Counties, situated in the southwestern corner of Colorado, and around the base of the La Plata Mountains. (See Fig. 1.) In southeastern Utah and northeastern Arizona there are several mountain systems whose origin and structure are practically identical with the La Platas so that ore occurrences found in the latter can be hopefully looked for in the former. With this assumption, there is an area around the laccolithic ranges which offers promise for a successful exploration for gold ores. Ore occurrences of the Silverton, Telluride, Rico, or Ouray Districts will not be discussed, although in these areas the Mesozoic sediments are more or less involved within the ore-bearing complex. These have been intensively studied and developed. The idea is to set forth what my mining experience has been within the largely unaltered . Mesozoic horizon which remains around the extreme bases of the La Plazas. This, until recent years, has been almost entirely neglected by prospectors and operators and, so far as similar territory in Utah and Arizona is concerned, so remains.

MINING geology does not lend itself - very readily to a review embracing "improvements in methods," as perhaps do shop practices or laboratory procedures. The "methods" used in mining geology are simply the application of geology to mining; winning the ore, the handling of material, mechanical appliances, all belong strictly to mining proper, and have no place in a review of geology as applied to mining. A comprehensive review would necessarily cover a .very broad field, which could be subdivided into many -parts. A SURVEY of rare metals and minerals for the past year places uranium as one of two partners, the other being the neutron, in what historians will probably say is the greatest discovery in physics at least during the year and probably for a consider- ably longer period. The uranium atom has been made to divide into parts somewhat after the style of reproduction of the amoeba. When an amoeba divides into two parts, however, it produces two amoebae substantially alike and each substantially like the parent: furthermore, there is no considerable change of energy when this happens. When the uranium atom divides it yields other atoms such as barium and krypton with the complete destruction of the original uranium atom but with the liberation of a tremendous amount of energy. This will be discussed more at length later.

DURING the last six years, there have been many extensive investigations of the fatigue of metals. The major work of 'these investigations has been the determination of constants for fatigue strength of wrought ferrous metals; but during the past year or two there have become available considerable test data on the fatigue strength of certain nonrferrous metals, including copper, brass, bronze, nickel, copper-nickel alloys, aluminum and aluminum alloys, magnesium and magnesium alloys. It is not proposed to give here extensive quantitative tables of test results; for such tables, reference is made to the published data of various laboratories. The following general conclusions, however, seem to be fairly well established: 1. The phenomenon known as "fatigue" of metal really a progressive fracture of metals. A minute (probably submicroscopic) crack is formed in the metal, the internat stress, is intensified at the ends' of the crack, and under successive applications of load the crack spreads like a minute hacksaw cut until there is not enough sound metal left in the cross-section of the piece to stand the load. applied, and then failure occurs suddenly. 2. For wrought ferrous metals, there is .a limiting intensity of stress (as computed by the ordinary formulas of mechanics of materials) below which, a metal is able to withstand an indefinitely large number of repetitions of stress without failure. This limiting stress is known as the "endurance limit or the fatigue limit.? For reversed flexure, the endurance limit for. wrought ferrous metals is usually not far from 50 per cent. of the ultimate tensile strength.

IN 1901, the United States produced 69 million barrels of crude oil, which was 41.4 per cent of the world production. By 1931, these figures were 850 million barrels and 62.1 per cent respectively, showing over this period of thirty years an increase in the world production of 718 per cent. Over this same period, the increase in the demand for technically trained men in the industry was much greater than the increase in crude-oil production. This was because much of the increase in production was secured by the application of geology and physics to the finding of new oil fields and by .the development of engineering methods and equipment incident to drilling and producing from much greater .depths.

DOES mining pay? Inasmuch as the whining of minerals from Nature is one of the world's principal sources of new wealth, this question is of general economic interest but it is obviously of even more vital concern to investors and those engaged in mining. In a previous article on "Wage Costs in the Mineral Industries,' published in the November issue, I attempted to show that wages paid workers on the job accounted for, roughly, 50 per cent of the mine dollar. Salaries normally range over 5 per cent - lower for large metal mines but higher in stone quarries and minor nonmetallic min. in, industries. Purchases of supplies, materials. fuel, and power generally aggregate within the range of 15 to 25 per cent of total receipts, with the average well under 20 per cent. ALTHOUGH the midday lunches of business associations have been re-echoing the phrases that re- search would lead us out of the depression and that the last place to economize is on research, nevertheless most executives apparently concluded that it was their neighbor who ought not to economize in research, and that in their own plants what had been discovered in 1929-30 was sufficient to lead them out of the wilderness. At any rate, I have discovered much less that seems worth noting, and compared with 1931, the report volume of the committee members is off about 40 per cent, and compared with 1929, about 80 per cent. Evidently there is some hookup with the +tee1 industry as to output, and the Report Reading Committee should investigate this and the relative use of commas and periods.

THERE are three distinct varieties of phosphate rock, in Tennessee, known commercially as: (a) the "brown" rock, which is the residual pro- duct of the weathering and natural concentration of certain phosphatic Ordovician limestones; (b) the "blue " rock, which is an unaltered phosphatic stratum of Mississippian or Devonian age; and (c) the "white" rock, which is the result of chemical replacement and deposition. Before 1894, South Carolina and Florida had supplied most of the phosphate of the United States, South Carolina leading until that date and Florida from then until the present time. In December, 1893, the blue phosphate of Tennessee was discovered almost simultaneously on Swan Creek, in Lewis County, by two independent parties-by one as the result of a careful and systematic search for a workable deposit of the long known kidney phosphate, and by the other through mistaking it for a "bloom" of coal. Leases were taken and, with further prospecting disclosing other deposits in the region, the development progressed as rapidly as 'could be expected without railroad transportation

PERU, lying south of Ecuador and having common frontiers with Brazil, Chile, and Bolivia, includes over a thousand miles of the Andean mountains. The coastal plain is arid and narrow and the Amazonian jungle region is of interest only on account of its oil and gold placer possibilities. The mountain zone, however, here forms one of the world's most highly mineralized regions. The Peruvian Andes, like their Bolivian and Ecuadorian counterparts, form two distinct chains separated by the great Apurimac and Maralion valleys; but these rivers cut through the Eastern range to join the Amazon drainage, and the central valley is missing north of the passes thus formed by these rivers; the localities where the ranges are joined are aptly called knots. In addition, in central Peru, there exists a third range lying to the east of the first two and separated from them by the Urubamba and Huallaga Rivers. The Eastern range, however, is of little importance to the miner for few metal deposits are to be found therein except for the gold mineralization in the South. In general, deposition of metals in the Peruvian Andes accompanied igneous intrusions which invaded the folded Paleozoic and Mesozoic rocks during the Tertiary; thus the ore bodies are all typical of shallow or moderate depths.
