It is the tenth in a series of reports prepared in cooperation with the American Association of Cost Engineers. Exxon Minerals Company, a division of Exxon Corporation, has been exploring for base metal deposits in the Precambrian volcanic rocks in northern Wisconsin since 1970. Aerial electromagnetic surveys of the area, conducted in 1974, reported an anomaly, near Crandon, in Forest County. In the summer of 1975, the first diamond drill entered the anomaly, representing the 25th prospect Exxon had drilled in Wisconsin. This first hole revealed significant mineralization containing zinc and copper. Subsequent drilling confirmed the discovery of a sizeable zinc-copper massive sulfide are body. 1.1.2 Location The deposit is located in northeastern Wisconsin within a topographical high called the Northern Highlands region. The deposit lies about 5 miles directly south of Crandon and about 2 miles east of State Highway 55 on Sand Lake Road (see fig. 1). Other local communities include Rhinelander 28 miles west, Antigo 45 miles south, and Iron River and Iron Mountain, in Michigan, 75 and 44 miles east and north of Crandon respectively. In relation to the lakes and streams, the deposit lies 0.25 miles north of Little Sand Lake, and about 1 mile south of Swamp Creek.

The purpose of this investigation was to assess the environmental impact of the surface mining methods currently used in the steep-sloped areas of Central Appalachia: southern West Virginia, eastern Kentucky, southwestern Virginia and northeastern Tennessee. Comparisons are made between mountaintop/cross ridge mining, contour strip, augering and an innovative method surface shortwall mining which was attempted at Julian, West Virginia. Included in this final report are a discussion and analysis of current Appalachian production, reserves, and the extent of land affected on a county- by-county basis. Additionally, the seams within the steep sloped region have been assessed according to minimal standards of thickness, surrounding lithology, and areal extent to determine their amenability to surface shortwall mining. These seams have been tabulated with their ash, sulfur, and BTU content on a county-by county basis. Only minimal statements are made concerning quantity because of the narrow set of conditions required by the shortwall method. Other sections deal with the possible technical failings of an operational surface shortwall system based on field studies at shortwall operations, discussions with people experienced with shortwalls and research into ground control problems at sites where short- and longwall operations have been monitored. A final section details proposed additional research directions which the Bureau might take in the future.

The United States Bureau of Mines is establishing a computerized mineral inventory system to help the Federal Government appraise its mineral position and prepare programs insuring against critical shortages of materials. This system, called the Minerals Availability System (MAS), is a component of the Bureau's minerals intelligence function designed to conduct and maintain an inventory of minerals important to the Nation. The MAS defines the physical and commercial availability of the mineral resources. Known resources are evaluated and classified by deposit for entry into a computer storage and retrieval system. An integral concern of these evaluations is the cost of mining and beneficiating the ore contained in specific deposits. To meet this concern, a cost handbook was developed as an aid to preparing feasibility-type estimates for capital and operating costs of mining and primary beneficiation of various types of mineral occurrences. Cost data, obtained from U.S. and Canadian companies, were used as the basis of this handbook. The handbook presents cost curves and equations for each component of the mining and beneficiation process. Factors for each cost component are also given, thereby allowing the updating of cost for time, geographic location, labor rates, and mining and milling conditions. Included in the latter conditions are items such as the length of haul, need for rock bolts, and a rock work index for ores and rocks of various hardnesses. 1.2. USE OF THE HANDBOOK Using the handbook a feasibility-type estimate falling within 25% of expected actual cost is obtainable by summarizing cost components. This handbook should not be used to determine the cost of any single component of a mining or beneficiation system, as any single component may not fall within the 257 limit. It must be understood that anyone who uses the handbook must have a comprehensive knowledge of mining and processing technology and cost estimating procedures. The utilization of large diameter drilled holes for mine shafts seems to have had its beginning in Europe about 1850 (28) where the mining industries of Germany and The Netherlands first used drilled shafts. Recent shafts in softer formations of diameters as large as 25 feet and as deep as 1, 700 feet have been drilled in both The Netherlands and Germany. The first shaft drillers utilized cable tool or churn drilling techniques which limit both hole diameters and drilling speeds. Though some churn drilling of shafts is still performed, rotary drilling has been the dominant technique for many years.

The contract objective was to evaluate the effectiveness of available dust-control technology for double-drum shearers. Eight underground surveys were conducted to evaluate drum design, drum spray nozzle locations, ranging-arm sprays, water quantity, wetting agents, and cutting techniques. The final report is made up of eight dust-control technique reports, each discussing, details of the individual mine surveys.

Outside air for ventilating coal mines in Alabama varies considerably in both temperature and moisture content during the year. Alternate condensation and evaporation of the moisture on mine roofs may result in stresses detrimental to the strength of mine roof. It is well known that the clays in shales absorb moisture, and many investigations have noted the weakening of shales by absorption of moisture. Parker (1970) concluded that there is an annual cycle of rock deterioration in mine roof rock caused by the annual temperature-humidity cycle at the surface. He further noted that moisture reduces the strength of dry rock by one-half, that moisture added to dry rock can cause failure in compression, and that drying of wet rock causes tensile stress buildups by shrinkage. His recommendations for alleviating the moisture-temperature problem was to seal the rock in critical areas and to control ventilation so that air temperature will be lower than rock temperature. The latter recommendation will avoid condensation on the rock surfaces. Hartmann and Greenwald (1941) published the results of a very comprehensive experimental project to determine the effect of temperature and humidity changes on the behavior of mine roof. Their general conclusions included statements that roof rocks were very sensitive to moisture changes, but had low coefficients of thermal expansion. INTRODUCTION IN the sinking of bore holes, there are but two fundamental operations -drilling and hoisting,-which determine in the main the character of drilling mechanism and structures. There are endless ramifications, however, in the execution of these fundamental operations, according to the purposes for which the bore holes are drilled, their maintenance after completion, the protection and convenience of workmen, etc. The three main lines of use for bore holes are in mineral exploration, the sinking of water and salt wells, and the exploitation of petroleum and natural gas. This paper has to do more especially with the last. Here again there are many divergences. Wells may be drilled by either the percussive, the hydraulic, or the abrasive method. Finally, each of these methods, as applied by drillers of diverse nationalities, has followed somewhat different lines of development. The American system of cable-tool drilling has perhaps had the widest application; the hydraulic rotary is also in extensive use; but the Canadian system, the Galician system, and the Russian free-fall system all have their points of recognized merit and are preferred by operators accustomed to their use. These differences in drilling procedure, which rest ultimately on essential variations in geological conditions, are reflected in the chilling structures as well as in the drilling mechanism. The purpose of the present paper is to record those stages in the development of the application of steel to the construction of drilling mechanism and structures with which the writer has been intimately associated, and to contribute to the history of the art of drilling other data acquired in the course of his personal investigations. It is necessarily limited by reason of space to American practice, with especial reference, therefore, to the cable-tool system and the hydraulic rotary method of drilling wells for oil and gas.

It is now well known that the structure of aluminum-silicon alloys can be refined in a rather remarkable manner, with consequent improvement of physical properties, by certain treatments applied to the molten metal shortly before casting. The differences between the treated and the untreated alloys are so marked that special terms are used to distinguish them, the untreated alloys being referred to as "normal" and the treated alloys as "modified." The first practical method of accomplishing this result was that of A. Pacz,1 which consists in treating the molten metal with a salt flux of which the active ingredient is sodium fluoride. The result can also be brought about, and in a more economical manner, by the addition of small quantities of metallic sodium (or potassium) to the molten alloy shortly before casting.2 The action of the Pacz flux evidently consists essentially in the production of free sodium by the reaction of sodium fluoride with aluminum. The changing of a normal alloy to a modified alloy is referred to as "modification" and any process for accomplishing this result is a "modifying" process. Modified aluminum-silicon alloys were introduced several years ago, and it has been demonstrated both in the laboratory and in commercial practice that it is no simple matter to produce castings having the maximum or nearly the maximum properties which under favorable circumstances can be obtained. The alloys are rather sensitive to small changes in chemical composition, and the modifying process must be carried out in a very particular manner to obtain the best results. Extensive experimental work has been carried out in the laboratories of the Aluminum Co. of America with the object of determining the conditions that must be observed to make these alloys of the greatest possible value. Cold Ocean Placers: Polar storms, interstadial littorals and crustal adjustments. Polar storms with consistent strong winds in the Southern, Antarctic Ocean are responsible for placer deposits on both the east and west coasts of Australia, on the west coast of New Zealand, as well as on the coasts of South America and Africa. Arctic winds, confined by both land and ice, generate similar placers in Labrador and Greenland as well as on the coasts of Scotland, Norway, Hudson's Bay, Nome, Goodnews Bay, Kamchatka and the north coast of Siberia. Tasman and Labrador seas have several parallels to Newfoundland, including north-south polar waterways, young spreading ocean floors, and youthful coastal escarpments with glaciated coasts. Black sand beds in beach deposits on the modern and Pleistocene transgression strandlines, skewed to the distal ends of beaches, and set into either bedrock or sediment fill, are the locus of the light-heavy mineral placers with titanium, zirconium and rare earth elements; chromium; iron; and tin. Gold and platinum group elements are the ultra heavy minerals at one end of the spectrum and tend occur in proximal placers generated, either directly from bedrock sources, or as minor by-products in distal light-heavy mineral placers. Diamonds are unusual in that the value is only in the larger stones, despite the formation of beach sand and aeolian placers in the littoral zone, and the sites of concentration are in very high energy bedrock traps, on terraces that are mined to depths of 100 metres below sealevel.

Water ice pillars far underground mine roof support can be frozen and/or maintained and/or melted on demand. The system to do this consists of a refrigeration brine chiller, brine circulation system and disposable plastic containers. Fusion expansion, resilience to dynamic loads, plastic deformation under stress, and non-contamination of coal or ore are unique properties of ice. Lower labor and material costs are economic advantages of ice far mine structural support. Ice brattices can become ice pillars on retreat. For safety, ice pillars can be placed (by remote control, if necessary) in hazardous sites without human entry.

Rivers in industrial and raining areas frequently are contaminated by material dumped into them causing the water to carry in suspension large amounts of silt, which subsequently is deposited alone; the banks and, ultimately on the agricultural lands if the water is used for irrigation purposes. Two common examples of this practice are the dumping of breaker refuse in the anthracite region of Pennsylvania and the dumping of tailings from the metallurgical mills in various metal-mining districts. Studies in stream pollution and its resultant problems are very important, and surveys are constantly being made by Federal and State agencies, as well as by private companies, to determine the quantity of solids actually being carried by these watercoarses. These studies require accurate sampling of the silt-carrying water to determine the amount of solids within reasonable limits. A device that will obtain reasonably accurate samples of material from silt-bearing streams is described in this circular.

Keeping an eye on the future while honoring the past, Frank McAllister, chief executive officer of Stillwater Mining Co., and life member of the National Mining Hall of Fame and Museum, gave the keynote address to a packed house during the 23rd National Mining Hall of Fame and Museum Banquet in Leadville, CO on Sept. 11. McAllister?s company made news just days before the induction ceremony, when it was announced that Stillwater Mining would acquire Marathon PGM Corp. for $118 million (ME, Oct. page 14).

Eminent Domain is the power of the government or municipality to take property for public use without the consent or acceptance of the owner. Typically the agency taking the property will make an offer on the property, hoping that the owner will immediately accept and allow work to begin. If a mutual resolution regarding the property value cannot be reached, however, the municipality will condemn the premises and institute a condemnation action in a court of law, which is when the problems begin. The power of the government to take the subject property is limited by the Federal and State constitutional duty to pay "just compensation" for the property.

Since I have had the pleasure of watching the development of this process very closely, I feel that I ought to say a few words on the subject, although I cannot add much to what Mr. Roe has already said. I wish, however, to bear witness to the hard work, persistence and skill which have been exercised during the past two years, and which have so well deserved the success attained. Those of us who remember the history of the past efforts in this line, such as the rotary puddlers, in which also some of us had a part, can easily appreciate the problems involved, and may well be skeptical as to the outcome. Such, at least, was my frame of mind when the process first came under my notice. Now, after having seen every heat, but three, of the many made, it really seems to me that a process and plant for the mechanical puddling of iron has at last been developed which is practical, economical and successful. Of course I do not mean by this that either the process or the machines are developed to their highest point, technically or economically, but that, in my opinion, these goals are in plain view, and that the difficulties which remain are such as will be overcome by developing the skill of the operator through practice ;

Reduce exposure of longwall face workers to respirable dust generated during the advancement of roof supports. Approach Identify and implement current water-application and improved support-movement practices used to lower support-generated dust. Defining the Problem Bureau studies have shown that on some longwall faces support dust can contribute over 30 percent of the respirable dust exposure of face workers. Conditions contributing to high levels of respirable dust generation during support movement are: depth of cover greater than 1,000 ft; immediate roof consisting of coal top or friable shales; and face-air velocities in excess of 500 fpm. Moreover, at most longwalls, supports are advanced on the intake-air side of the shearer as it travels with the airflow. This places the shearer operators, and in many cases the support movers, downwind of support advance, thus increasing their respirable dust exposures.

The growing demand for rare earth elements (REEs) has led to numerous recent studies to recover these elements from various bearing ores and wastes. Therefore, the recovery of REEs from Ras Baroud polymetallic concentrate has been investigated in the current study. Physical beneficiation for the Ras Baroud pegmatite sample was carried out, yielding a concentrate for euxenite (Y), fergusonite (Y), xenotime (Y), monazite (Ce), allanite, thorite, uranothorite and Hf-zircon, which resulted in raising the concentrations of REEs, Th, Zr, U and Ti in the sample. Fusion digestion processes with sodium hydroxide were studied using the conceived predictive diagonal (CPD) technique. The three experimental digestion groups proved the dissolution of 99.9, 95.6, 99.9, 52.5 and 0.47 percent for REEs, Th, U, Ti and Zr, respectively, under fusion conditions of 723 K, 120 min, 1/1.5 ore-to-alkali ratio, and smaller than 100-μm particle sizes. Fusion kinetics, isotherms and thermodynamics were investigated using several suggested models, namely, pseudo reversible first order, uptake general model and shrinking core model, which matched well with the experimental digestion results. Selective recovery of actinide content from the REE content of the digested concentrate chloride solutions was accomplished using solvent extraction with di-2-ethyl hexyl phosphoric acid. About 99.9, 99.9 and 4.2 percent extraction efficiencies for Th, U and REEs were realized, respectively, using 0.3 mol/L solvent concentration in kerosene as a diluent, 1/2 organic-to-aqueous ratio, aqueous pH of 0.2 and contact time of 15 min. Thorium and uranium ions were stripped with 2.5 mol/L sulfuric acid solution with 94 and 98 percent stripping efficiency, respectively. A highly purified REE precipitate was obtained from the raffinate solutions. Zircon mineralization tailings were obtained as a byproduct through the alkaline digestion process.
