The European industrial minerals industry and its markets are largely self-sufficient. The companies who are members of the Industrial Minerals Association (IMA-Europe) number around 150 contributing 5 billion Euros to the EU?s GDP and range in size from global publicly quoted corporations to small family owned private companies. Their means and capability to implement sustainable development vary considerably. However the leading companies provide an excellent set of best practices, which IMA as a trade association with recognised core competencies in the field of sustainable development is ideally placed to promulgate throughout its membership. As an active participant in the EU Voluntary Scheme for SDI reporting IMA is not only working to increase the level of response to the SDI questionnaire but is also developing with its members a new sustainable development charter which its members will voluntarily adopt as a guiding principle for their implementation of sustainable development This work will be a consultative process involving all IMA?s section members as well as other trade associations, NGOs and MEPs. Public awareness of the benefits of minerals and their contribution to sustainable development has been raised by IMA?s awareness campaign now being followed by a more targeted programme aimed at MEPs. Further work in the future will consider product stewardship and life-cycle analysis. IMA is already positioning itself with the help of its members to assimilate the minerals industry of the accession territories in the sustainable development process.

Your committee doesn't assign any easy topics to us speakers. How do you define "successful" in what is essentially a losing game? I am reminded of the fellow who returned from a one-week vacation in Las Vegas, and proudly stated, "I only lost $150." To him, that was "success." I am afraid that workers' compensation is a losing game for employers, too, and success has to be defined in terms of how much or how little is lost. We have no chance of producing a profit for our employer. We will narrow down to some suggestions about conducting a workers' compensation program at the plant level, but first I want to discuss the general legal, social and legislative climate in which your plant program operates. Workers' compensation is a statutory program with its general parameters established by the legislature. These parameters are then amplified by the boards and commissions established to administer workers' compensation. What influences the legislature and the boards and commissions as they establish the framework in which we must function?

The romance of the River lives on in the tales of Mark Twain; and many Americans still think of the Mississippi River in terms of the steamboats loaded with passengers, gamblers and cotton. Yet for many years, coal has been a major cargo on the American waterways. Currently, about 100 million tons a year of coal is handled in some part of its journey from mine to destination by barge. The bulk of this traffic has been on the Ohio River System and the Upper Mississippi River System in years past. Now we have a new entry. Over the past 10 years various movements of coal have developed down the Mississippi River to power plants at Memphis and along the Gulf Coast, and a small amount of metallurgical coal has moved down the Mississippi River for export to Japan since 1970. But in 1980 a brand new player came on the scene. 1980 was a momentous year for the American coal business. Historically, we have exported about 50 million tons a year of metallurgical coal to the world's steel mills. Just before and after World War I, we also had a fairly healthy export trade in steam coal; and again in the late forties, we supplied large amounts of coal to Europe until domestic production could recover from the ravages of World War II. But since the early fifties, the name of the export game has been metallurgical coal. Starting in the mid seventies, something began that was almost totally missed by the American coal industry; and that was the growth in the use of coal first in Europe and now in the Far East as a steam product and as an alternative to petroleum products. As these world coal markets began increasing, the U.S. at first was thought to be noncompetitive because ocean rates were still very low. For example, as recently as 1977, Australian coal could be moved all the way from Australia to the Gulf Coast for $12.50 per metric ton. Coal exporting countries were Poland, Australia and South Africa, except for the continuing exports of U.S. high quality metallurgical coal. But then came the second oil shock, and all of the sudden that $12.50 rate from Australia to the U.S. Gulf became $25.00. And then suddenly and almost unrecognized by the American industry, American coal was in fact competitive at overseas destinations because of the drastic change in trade patterns brought on by the doubling and tripling and quadrupling of bunker fuel prices for ships.

The immense commercial value of the Gayley dry-blast process has been established beyond controversy. The testimony of practical blast-furnace managers, on both sides of the Atlantic, agrees that it reduces the cost of pig-iron about $1 per ton; but from the same testimony it appears that this direct economy does not by any means cover its commercial advantages—in fact, that under conditions frequently encountered in practice, it presents other benefits of even greater immediate financial importance. To this point I shall recur in a later part of the present paper. The history of the reception given to this invention, especially on the other side of the Atlantic, has repeated an experience familiar to American engineers. First, the reports of our practice were rejected as theoretically impossible, according to generally accepted notions and formulas; then the figures were reluctantly accepted; and finally the attempt has been made to explain how they could have been obtained. As to the Gayley dry blast, me Americans have been for several years in the last stage of the discussion, and the rest of the professional world is rapidly coming to it. Meanwhile, the remark has been repeatedly made that, whatever Mr. Gayley's process may turn out to be worth, it was not an invention on his part, but simply the energetic and persevering execution of a procedure already proposed by others. This question I wish to discuss first in the present paper. I. What Did Mr. Gayley Invent? Realizing that this is not the place for detailed argument on an issue of patent law, I shall not undertake to quote and criticise the publications prior to Mr. Gayley'a first patents. Barrier walls in levees and dams are designed and constructed for new structures and for rehabilitation or upgrade of existing structures to control seepage. Construction methods applied are often deep soil mixing with a cementitious slurry or excavating a trench and refilling it with a plastic concrete. This paper explains the technical background of jointless cementitious barrier walls inevitably developing thermal tensile stresses and how these stresses can be controlled. The theoretical background of thermal stresses is explained based on experimental and numerical studies of essential factors. Although a low cracking risk is generally inherent, risk mitigation measures should be taken to thermal cracking and to ensure the permanent function of such walls as a low-permeability and high-deformability barriers.

While microzonation and setbacks are the typical mitigation for structures exposed to surface fault rupture hazards, lifelines and lifeline facilities are not easily relocated to avoid faulting. In these cases, other remedial measures including ground improvement may be warranted. Deep soil mixing ground improvement was used in this case to mitigate surface fault rupture and liquefaction hazards for a pump station at a wastewater treatment plant with wet wells up to 36-feet (11-m) deep. Paleoseismic field investigations were performed to characterize the site, then deterministic and probabilistic fault rupture displacement estimates were made and used to develop design scenarios. The fault rupture mitigation design consisted of a solid block of DSM encompassing and protecting the pump station and its wet wells. Three dimensional soil-structure interaction numerical modeling of the fault rupture scenarios was performed as part of the design. The analyses showed the fault rupture displacements could be diverted by the DSM and that satisfactory structure performance could be achieved. The design required construction of a large 100 percent replacement ratio block of DSM with a compressive strength of 500 psi. Aspects of construction of this DSM block are discussed.

An access pathway and working platform were designed and constructed for equipment access for a Deep Soil Mixing (DSM) pilot study over a coal combustion residual (CCR) surface impoundment (SI). The DSM pilot study was conducted to evaluate slurry mix designs and construction techniques for installing DSM columns up to 95 feet deep. Two-dimensional (2-D) limit equilibrium and 2-D finite element analyses were used to evaluate multiple failure mechanisms including: (i) bearing capacity, (ii) punching shear of mixed ground and underlying CCR, (iii) effect of fluidized DSM columns on working platform stability, and (iv) liquefaction. The analysis results were used to design ground improvement required to increase bearing capacity and stability of the CCR under the proposed equipment access route. A long-reach excavator was used to perform shallow bucket mixing and walk onto the CCR SI atop previously mixed cells following a minimum cure time and acceptance of quality control test results. Prior to mobilizing the DSM rig, a static load test was conducted to evaluate performance of the working platform. Both the access pathway and working platform demonstrated acceptable performance under the design loads during the DSM pilot study. This case study emphasizes the economic and safety benefits that can be realized by appropriately designing critical temporary work items such as access pathways and working platforms in difficult ground conditions. INTRODUCTION A Deep Soil Mixing (DSM) pilot study was conducted at a coal combustion residual (CCR) surface impoundment (SI) to evaluate slurry mix designs and construction techniques for closure design of the SI (Site). Sluicing of CCR at the facility ceased and closure will be initiated based on requirements in the final United States Environmental Protection Agency (USEPA) Rule for Disposal of Coal Combustion Residuals from Electric Utilities, 40 CFR 257, effective October 19, 2015. The proposed closure approach involves constructing a DSM containment structure (DSM Wall) to separate the SI into two areas: (i) a closure by removal area; and (ii) a consolidate and cap-in-place area. The proposed DSM Wall would retain the CCR within the consolidated closure footprint and provide a barrier between the two areas of the SI. The predominant CCR in the SI where the pilot study was conducted were fly ash and bottom ash. CCR materials in surface impoundments are generally soft and saturated as a result of being sluiced into place and can present stability and safety challenges when performing earthwork activities.

Lithium-Ion batteries (LIBs) have the potential to go into thermal runaway which introduces a new ignition source in hazardous environments such as gassy underground mines that may contain methane in the surrounding air. Researchers from the National Institute for Occupational Safety and Health (NIOSH) used an accelerating rate calorimeter (ARC) to induce thermal runaway in individual lithium-titanium-oxide (LTO) and lithium-nickel-cobalt-aluminum-oxide (NCA) LIB cells within a sealed enclosure with either no methane, a lean, a stoichiometric, or a rich methane-air mixture in the surrounding canister to determine if these LIB types would ignite the methane, causing an additive effect on overpressures. Canister pressures and maximum temperatures reached by the cells, surrounding air, and exhausted gases were measured in this study and remained consistent with varying methane concentrations.

The dynamic behavior of oxygen gas flow, determined by the lance nozzle and blow pattern, is a key factor for determining jet efficiency in BOF Steelmaking. The present work compares the performances of Laval and parabolic nozzles with the aid of the Computational Fluid Dynamics (CFD). The Method of Characteristics (MOC) was applied to design a minimum length parabolic nozzle. The results show that the parabolic nozzle generates more uniform and stable jet, with 2% longer potential core and supersonic length and less shock waves. For the parabolic nozzle, the pressure nearby the nozzle wall is higher, which can protect this region from reverse flow of converter gases and offer longer life for the lance tip. Likewise, the flow rate variations would affect less this nozzle. In addition, the nozzle wear was investigated, and the parabolic nozzle has proven relatively less sensitivity to the presence of this deformity.

Universal cardan joints are widely used in drivetrains of rolling mills for steel and aluminum making, as well as for non ferrous alloy industry. Working conditions are extremely tough due to high alternating or pulsating rolling torques in the roughing stands and high torques and speeds in the finishing stands. Overloads and lubrication along with oxide and slag are also critical issues that contribute to create severe working conditions. For a constant and reliable power transmission rolling mills performance and uptime rely on Universal cardan Joints which are the most critical equipment of the drivetrain. Fatigue assessment of the most important components of the Universal cardan Joint is therefore definitely vital for the mill in order to avoid failures and consequently downtimes. Considering the component’s dimensions and weight and in addition the time needed in order to reproduce full scale tests, a new approach to study the Universal cardan joint’s main components fatigue behavior has been investigated. It consists in reproducing the local stress condition of the main joint components on small scale specimens that can be tested by conventional laboratory fatigue machines. The aim of this study is to analyze the most critical stress concentration areas in the universal cardan joints highlighting how a universal cardan joint Wöhler curve can be determined through laboratory tests of small scale specimens.

For certain applications, coarse titanium nitride (TiN) precipitates can be deleterious for the final properties of the material. Hence, in order to better understand the mechanisms involved in the generation of these precipitates, a thorough characterization of the particles observed in steels with different titanium and nitrogen content was carried out. Samples from liquid steel (tundish), continuous casting billets and final product were evaluated using an Automatic Particle Analyzer (APA) coupled to a Scanning Electronic Microscope (SEM). The location, frequency, size distribution and composition of the different particles observed were assessed. While only few TiN precipitates were observed in liquid steel samples, the density of this type of particle significantly increased in the continuous casting billets samples. Particles ranging from 1 to 10 µm were mainly found in the interdendritic zones of the as-cast structure. The density of TiN particles observed in these samples did not change after re-heating and rolling operations. A model to predict TiN precipitation during solidification was developed. A reasonable agreement was found between model results and measured data. Results of this analysis confirmed that the precipitated fraction of TiN increases as the product of steel Ti and N contents rises.

Modern metallurgical plants typically have complex flowsheets and operate on a continuous basis. Real time interactions within such processes can be complex and the impacts of streams such as recycles on process efficiency and stability can be highly unexpected prior to actual operation. Current desktop computing power, combined with state-of-the-art flowsheet simulation software like Metsim, allow for thorough analysis of designs to explore the interaction between operating rate, heat and mass balances and in particular the potential negative impact of recycles. Using plant information systems, it is possible to combine real plant data with simple steady state models, using dynamic data exchange links to allow for near real time de-bottlenecking of operations. Accurate analytical results can also be combined with detailed unit operations models to allow for feed-forward model-based-control. This paper will explore some examples of the application of Metsim to real world engineering and plant operational issues.

Exploration for uranium in Australia has so far discovered reserves equal to 17.5% of the Western World's. The Australian uranium industry, when fully developed, will be one of the largest producers and possibly the largest exporter in the world. The world's nuclear industry is young, rapidly developing in size and technology and is subject to more social, political and regulatory controls than any other industry. This paper considers the probable development of Australia's uranium industry against a background of normal commercial parameters together with other factors which are peculiar to the nuclear industry. As the theme of this conference is "Australia's role in the World Mineral Indus- try" this paper concentrates on the commercial and practical aspects associated with the development of Australia's uranium resources in a world context.

It is easy for a coal spokesman to relate to the theme of this meeting--that the decade of the 1970's is pivotal for the mineral industries. For the coal operator, this period is crucial. The coal industry, according to most energy forecasters, must gear its production machinery to meet a sharp rise in the demand for coal--in this decade to sustain inevitable boosts in electricity output, and in the next to start supporting a big new domestic synthetic fuels industry that is already in the formative stage. The logic of that projection flows from a combination of hard circumstances--proved reserves of domestic fluid fuels are dwindling, the hope for bountiful and cheap nuclear power must be indefinitely deferred, and the threat of long-term fuel imports to the national interests is becoming starkly visible. Only coal, with its assets of abundance, security and versatility, offers the nation an adequate and immediate lift out of its current energy crisis. A hard-won expansion of coal production made the critical difference between local power load-shedding and major area blackouts in 1970, the year the energy crisis went public. Coal will have to play that same key role, not just through this pivotal decade but through the turn of the century. But the logic of fuel demand apparently does not always extend to supply. The coal industry has had a huge production job laid out for it by the energy statisticians, but up to now the energy policy-makers have not followed through with the aids and inducements that the coal operator urgently needs to do that job well and completely.

I WAS asked by the chairman of one of the Sessions on Employment Problems to talk about the viewpoint of the foreign workingman. I am not a workingman. I have never done what a work-hand might call an honest day's labor; that is, I have never been in a factory or manufacturing plant or in a mine, though in truth, hard work and I are well acquainted. I was a soldier, am an engineer, have long been actively interested in the most important waterway construction in the near East, have served politics and diplomacy, written books and lectured at universities. My knowledge of the foreign workingman in this country comes from the fact that my own compatriots here at various times came to me and appealed for advice and help, and last year I was asked by the employment manager of a corporation to undertake a welfare job at one of their plants. I went out, saw the plant, talked with the superintendent and outlined certain of my ideas which he personally heartily approved, but which did not find favor with those higher up. I approach the subject of the foreign workman's point of view with the understanding that the industrial employer's effort is for the maximum of efficiency. I am conversant with labor conditions abroad both in industry and agriculture. What I have learned of industrial conditions in America as they affect the foreign immigrant has been chiefly gathered from the cases referred to of foreign workmen who from time to time have come to me with their troubles. In the course of those investigations, in order to give whatever help or advice was possible, I have been impressed with the fact that the great United States industries evidently had- pot yet sufficiently recognized the value of studying the conditions of the workingman in the lands of his origin across the seas. A careful study of that which could be called the moral element in connection with its foreign labor would give industry a knowledge of the man's reason for coming, what' grievances he brings with him, his hopes for a future, and the peculiar character of his capacities. The employer would thereby be enabled to meet the man, to be helpful to him, to aid him and at the same time promote industrial efficiency, inasmuch as a workman who believes that he is being dealt with humanly and squarely is contented and satisfied and will give willingly, and even with pride, the best that is in him; justice and a fair deal is all the man wants.

"Cominco Copper Division's Valley Mine is located in the Highland Valley of British Columbia, approximately 275 km by air northeast of Vancouver. The nearest towns are Logan Lake, located IS km to the east and Ashcroft, located about 50 km to the northwest.Preproduction stripping of rock and overburden at the Valley Mine's Lake Zone Pit began in mid-1982 following a decision to discontinue mining in the adjacent Jersey Pit. Equipment and mining methods were carried over from the Bethlehem Copper operations which, with Valley Copper Mines, were merged into Cominco in December 1982.Blasting practices, as carried over from the Bethlehem pits, were designed to provide the fine fragmentation required to meet production requirements using the Bethlehem crusher. However, after mining the first few benches of the Lake Zone Pit, it became apparent that overblasting at the pit limits was causing a number of bench failures, as well as contributing to an over-all reduction of the material strength of the rock mass forming the southwest wall of the pit.With present ultimate pit plans calling for the southwest wall to be as high as 300 m, Valley staff realized that potential slope stability problems should be dealt with as early as possible. This philosophy would enable experimentation on phase pit walls in order to attain the optimum slope angle on the ultimate pit wall.As part of an over-a ll slope stability program, a controlled blasting program was initiated at the Lake Zone Pit in March 1983. In this program, Valley engineering and production staff worked together with Golder Associates in establishing design criteria and evaluating the results. This program resulted in a marked improvement in the soundness of pit walls while maintaining the required degree of fragmentation."

IN 1937 the employees of the Hollinger Consolidated Gold Mines Ltd., at Timmins, Ont., Canada, approached organized medicine for a plan to provide themselves and their families with a complete medical service including hospitalization. This approach was made because of two conditions: (1) the necessity for some organization whereby contributions could be made in instalments to offset the sudden and large expense connected with illness for which the average employee is not prepared, and (2) the need for a more cohesive quality of service to replace a contract practice then in vogue, which did not take care of the employee's family or dependents. In different parts of the United States and Canada similar plans were in force, not only for employed groups but for numbers of people in circumscribed areas. In Europe different countries had adopted various forms of health insurance plans. It then was no surprise that these employees as a group should ask for some similar plan. With the cooperation of the management, a plan was instituted. The plan has one object only-the provision of medical services, including the accessory services such as hospitalization, X-rays, nursing, and necessary drugs and medicines. It is not concerned with cash benefits, sickness and accident payments, or any form of monetary return as the result of illness, but is simply an organization to provide medical services and pay for them from a central fund. It is a nonprofit organization and the only shareholders are the employees and their families who contribute and who in turn receive services. The Hollinger plan is limited to the employees of the Hollinger mine, who live in Timmins and the immediate vicinity. At first, the membership was voluntary. In the third year, it was made a condition of employment, with the proviso that at the end of any Association financial year an employee may withdraw if he wishes to do so. After withdrawal, he cannot again become a member until the end of the next Association year, and then only by the payment of the back dues. This step was taken to ensure continuity, and to prevent employees from withdrawing when well and reentering when faced with impending illness or operations. The employee himself is subject to medical examination on application for employment, and if accepted is subject to further examination by a specialist in chest diseases under the Workmen's Compensation Board of Ontario. Thus it is possible to exclude those who have heart disease, tuberculosis, or other disabling conditions when first employed. Wives and families of employees are not subject to medical examination but other dependents of an employee-mother, father, or other relative-who are declared by the employee to be wholly dependent upon him must be examined. On December 26, 1994, at 1:00 am, Santa Fe Pacific Gold's Twin Creeks Mine experienced a major highwall failure involving over 2.5 million tons. The resulting effects of this slide were thousands of ounces of gold that were now deferred and an unstable wall above which made mining the slough material unsafe.
