Ion flotation of gold is a process continuing to be developed to selectively beneficiate dilute aurocyanide liquors using a novel surface­active complexing agent. Aeration of these liquors causes accumulation of the precious metal species in the froth concentrate produced in a flotation column. Successful development of ion flotation for concentrating solids-free liquors would offer a low--cost method for recovering specific metals from heap leach runoff or waste tailings solutions. The cost of constructing and operating a 100 tph gold ion flotation facility has been compared with the relevant carbon adsorption plant costs. Reductions in operating costs of 25% and installed capital of 40% are possible in relevant expenditure areas. For an 'average' processing plant, this equates to annual operating savings of A$ 170 000 and a capital saving of A$ 515 000, with a three-point increase in total (mine and plant) site DCF ROI. High gold inventories are eliminated and the number of processing steps is reduced. The application of gold ion flotation will initially be confined to heap leach operations in the western U.S.A., although use of the process in mine abandonment programmes elsewhere is also an area of future development.

When a major storm system stalled over Western Europe last summer, it pro- duced the deadliest flood on European territory in the last two decades. Beyond record-setting rainfall over countries such as Luxembourg, Switzerland, France and the Netherlands from the storm's "Bernd" low pressure system, more than 230 people were killed in Germany and Belgium. The storm system also caused over an estimated $20 billion (€17.7 billion) of damage. A team from the Geotechnical Extreme Events Reconnaissance (GEER) Association, supported by the National Science Foundation, was mobilized to investigate the potential impacts of the widespread flooding in Germany, Belgium and the Netherlands. Members of the DFI Europe regional chapter closely collaborated with the U.S.-based GEER team and many other engineers and scientists in Europe to collect perishable data and study flooding effects and the event's resulting impacts on geostructures, such as bridges, retaining walls, dikes and embankments. This article features some of the vast information collected by the team, which has recently been published in a comprehensive reconnaissance report and made available for free at geerassociation.org. The purpose of this paper is to provide an overview of close-in blasting effects on various types of structures and building materials, as encountered in this writer's professional practice. Structures range from old, deteriorated historical monuments to new, heavily reinforced buildings. Materials range from clay adobe to concrete and steel. Site locations range from tropical to arctic. Blasting ranges from sculpture blasting inside buildings to "coyote" blasting and large surface blasting operations. Space limitations permit a brief discussion of only 25-30 specific cases, but they have been selected to be typical of conditions found on hundreds of similar cases. The writer was asked to present a discussion of representative cases where relatively high vibration intensities were experienced. Virtually all of these cases were free of damage, but the few damage cases provide valuable insight to the mechanisms involved. Observations of such damage and non-damage cases have served as the basis of this writer's criteria for various structures and materials, as well as the technology to conduct blasting operations within those criteria. A sampling of these experiences is gladly shared with the reader.

The United States Employment Office of the Department of Labor, of which the division of engineering and education, under the direction of A. H. Krom, maintains an office at 29 La Salle Street, Chicago, Ill., is engaged in a classification of engineers in order to make their services more readily available in case of need. We have received a form used by this division, on which it requires only a very little time to indicate one's particular line of work, his experience and the salary that he desires. We have been asked to impress upon members of the Institute the distinct advantages that come through registration. Filling out the blank entitles an engineer to free employment service, provides him with direct contact with the Government, supplies him with information in regard to engineering affairs, and helps him to become successful in his profession. The Government wishes every technical man to register, so that it may know the strength and location of the engineering reserve. It is therefore the duty of every patriotic engineer, whether he needs a position or not, to register at once. Blanks can be obtained by addressing the office above noted.

"In order to avoid pollution of water in Flemming Brook and Little River, which drain the area in which the Brunswick No. 12 Mine and Concentrator are located, the company has gone to considerable expense in preparing tailings storage and effluent setting ponds. The attached drawing gives a plan of the six settling ponds together with elevations of the dikes and the effluent weirs.All original dikes for the six ponds were constructed from humus-free clay and rock material, which was obtained, preferentially, by excavating from within the dike area. Run-off water, precipitated on the outside slopes of the dams will drain off without contacting the tailing material. A ditch was made north of the dam site to deflect surface run-off to the east into a branch of Flemming Brook.A secondary dike, made from tailings, has recently been erected on No. 1 and No. 2 tailings pond inside and above the earth-filled dike which serves as a roadway. Run-off from the tailings dikes will be retained inside the ponds by ditching between the roadway and tailings dike into ponds 4 and 6."

INTRODUCTION Soft ground tunnels may be above the ground water table or they may be subaqueous. The ground may be clays, silts, sands, gravels, glacial deposits, boulder tills, and any of these in any combination. Because of the relatively low strength and deformability of soils, difficulties often arise in soft ground tunnelling. These soil characteristics and resultant tunnelling difficulties, have had a direct influence on the development of "Lovat" Tunnel Boring Machines. We have been required to recognize and adapt to unusual ground conditions and to follow through with design, fabrication, and field maintenance to ensure dependable, trouble-free operation. The basic "Lovat" machine is a fully shielded, wheel-type with the cuttinghead driven by a monorace type bearing with gear drive incorporated in the bearing. Mechanical innovations have been added to the basic machine which complement the resources of manpower, equipment, and materials available to the contractor for a specific operation. The effect of body movement on convective heat transfer from a man performing a block-stepping task was investigated experimentally by direct measurements of convective heat transfer. A series of experiments was conducted in which a nude man was required to stand at rest or to block step at 12 and 24 steps per minute. Wind speed, which was kept constant during each experiment, spanned the range 0,5 to 3,5 m/so Air temperature was kept constant at 43 °C in all the experiments. The results showed conclusively that the convective heat-transfer coefficient depends on the stepping rate. The effect of body motion can be regarded as being equivalent to an increase in the velocity of the free stream. The equivalent increase in air speed was found to be 0,36 and 0,77 m/s for 12 and 24 steps per minute respectively. Data from various sources, including the present study, indicate that wind speed should be increased by about 0,30,0,55, and 0,80 m/s to account for low, moderate, and vigorous body movements respectively. These findings are of direct relevance to the practical assessment of heat stress.

We have developed a method for predicting and controlling ground vibration from blasting using a rigorous scientific approach. The method is based upon the superposition of seismic waveforms generated by a single-hole free-face shot, recorded at seismographs deployed in an array that includes environmentally sensitlve locations. Waveforms generated by single-hole shots are shown to be reproducible. The waveforms for each of the sites are used to construct synthetic seismograms for delayed shots based upon linear superposition. A computer code systematically constructs the seismograms for the delayed shots, with incremental delays between holes of 1, 2, or 3 milliseconds (ms). A Fourier amplitude specs-rum is calculated for each synthetic seismogram and the spectra are plotted on a map in delay-frequency space, i.e., each row of the map represents the Fourier spectrum for a blast with a particular delay interval. For single-row shots, the delay between holes in a row is used; for multiple-row shots, the delay between holes In a row is kept constant and the delay between rows is incremented. A FACT not generally understood about the Engineering Societies Library on Thirty-ninth Street in New York -in particular, not realized by many of the great indus-tries of the country-is that it is a free public institution. To utilize its valuable facilities one does not have to be a member of the national engineering societies (which shoul-der its financial deficit each year). Anyone, at any place in the world, can use the library. A man in California, or in South America, or in Persia, can write or cable to the Library staff and receive information on the same basis as any engineer living in New York. For example, a few months ago an American mining en-gineer in China needed additional geological information about a district which he was about to explore. He cabled his need to the Engineering Societies Library and the next steamer brought him the data he wanted. A phosphorus company in Alabama wished to obtain a translation from the Norwegian of an article on cement which they had heard about. They wrote to the Engineer-ing Societies Library; the article was located, and a trans-lation made and sent them.

A mathematical model has been developed for intense pneumatic smelting processes, such as the Sirosmelt group of processes, to assist in establishing optimum process conditions and to permit operator training. The model first solicits input operating conditions from disk files and from the operator. During operation, the feed, fuel, and air (or oxygen) rates are automatically adjusted to maintain the desired process targets. Alternatively, these parameters, as with all other inputs, may be manually controlled by the operator. Selected process parameters are displayed to the terminal in a regularly updated diagram of the process,. Outputs of detailed information including heat and mass balances are available for immediate inspection or for use by ancillary plotting packages. Development of a robust free energy minimization routine has led to a flexible and time efficent model capable of handling a range of pyrometallurical systems. Modelling of tin smelting, lead smelting, copper smelting, matte fuming, and pneumatic steel-making has been sucessfully carried out. Typical outputs from the model are given and discussed in terms of their internal consistency and relationship to the operation of the relevant Sirosmelt process. `

In recent years the heavy mineral mining industry has started to look more closely at the feasibility of mining moderate to high slimes deposits. During the initial stages of orebody evaluation the primary purpose of the pilot plant is to produce heavy mineral concentrate for metallurgical evaluation. Hence, generally little consideration is given to the disposal of the waste material (slimes and tailings). This paper suggests additional, simple, low-cost, tests that can easily be incorporated into an initial pilot plant operation. With this data a more definitive evaluation of available waste disposal options can be made during the early stages of the project. Thus, permitting better project focus and utilisation of resources. These tests include free settling of slimes, natural slimes drying and consolidation (undrained and drained), tailings stacking angles, and particle size distributions of input and waste streams, etc. The objective and method of each test is summarised, together with its relevance to possible waste disposal options. The results of this preliminary testwork can later be used to expand upon and define further tests for the second phase of pilot plant operations, which will enable a more definitive evaluation of a proposed waste disposal solution.

The insufficiency of Boolean Logic and ?hard? decision making to represent and manage spatial data in set with their spatial errors comprises a remarkable difficulty for widely accepted estimation procedures, in realistic planning of space geometric problems and management through a GIS. Fuzzy logic as well as other theories such as the theory of Probabilities, Bayesian theory etc., contribute substantially towards this direction. Data are accompanied by their accuracy and are managed through the applications and modules of Spatial Analysis, aiming to access a decision with known accuracy and fuzziness. As it concerns the cases of waste sanitary landfill sites designing, which are based on the construction of a bank, the problem shown by this paper, seems to be quite serious. The determination of the theoretical waste disposals body in the landfill is based on an uncertain Digital Elevation Model (DEM). As this model is a result of a procedure enclosing errors and inaccuracies, it is for certain a non - error free model. Thus, the geometric computation of the excavation quantities and the waste disposals solid body volume, misquotes the expected standard theoretical computation and imports the need to decide and set a risk level for the project.

INTRODUCTION The environmental requirements of the next section of Washington, D.C. METRO subway tunnels present unique challenges to the Contractor. The 14th Street Tunnels contract includes twin 975 m (3200 linear ft) soft ground tunnels. A stringent environmental soil and groundwater monitoring and free product recovery program was specified by the owner. A project-wide dewatering program hinges on satisfactory completion of the environmental requirements. Implementation of the Contractor's environmental program is discussed, including the pros and cons of the program, as they relate to progress of the project. Environmental issues on tunneling projects have become an important part of the urban tunnel construction process. Delays associated with environmental issues can have a major cost impact on tunneling projects. This paper will discuss the first of five Washington Metropolitan Area Transit Authority (WMATA) tunnel and station contracts awarded in 1994. These contracts are part of WMATA's Fast Track Plan to complete the original 166 km (103 mile) system by 2001. As such, stringent environmental requirements have been specified as a part of these contracts to limit delays associated with local regulators in order that the tunnels may be constructed on schedule.

Both regular and Silver Impregnated Activated Carbon (SIAC) were studied for their effectiveness in removing WAD (Weak Acid Dissociated) cyanides from solutions at pH = 10. SIAC has already been shown to be effective in the removal of free cyanide down to 30 ppb or less. The present work deals with complexed cyanides. Zinc cyanide was used to represent the WAD component. At pH=10, in either batch or column tests it was not possible to lower the total cyanide in solution from either 30 or 8 ppm to less than 1 ppm, using SIAC, regular activated carbon as received, or after grinding. Silver (metal) impregnation of the carbon was not beneficial in the removal of WAD cyanide. However, when silver is added as silver ions (nitrate), the cyanide is adsorbed as silver cyanide in preference to zinc cyanide. The latter compound converts to zinc (hydr) oxide. This way, the cyanide concentration in solution can be lowered below 1 ppm, even when zinc cyanide is already adsorbed on the carbon used. A single exploratory test with added copper ions indicated a similar effect for that system.

Flotation ENTERING the profession of minerals beneficiation (it was plain garden variety "ore dressing" . in those days) I was fortunate that at that time the first major innovation in modern ore dressing practice was being introduced. I refer to the Wilfley table. You youngsters that came into the game only 30 years ago or even more recently, with flotation machines and reagents as your very ready tool in time of trouble, do not realize what the invention of the Wilfley table meant to us. We had but one physical property of ores to reckon with-specific gravity- and when there was but little difference in specific gravity between the mineral and the gangue, we were in trouble. The jig and the revolving table were our only mechanical equipment for recovering values and so that we might make even a reasonably satisfactory extraction, we had to classify and reclassify, and jig and rejig, and worry about the laws and advantages of free settling vs hindered settling and just tire the minerals out.

Following the last Cholera Epidemic in 1872, resulting in approximately 400 deaths, the City Council of Munich decided to re¬place the former water supply system within the city limits by tapping new water supply areas outside of the city. Since 1883 Munich has been obtaining its water from the Mangfall River catchment located some 35 km to the south. Its most distinguishing characte¬ristics are as follows: 1) the water is free-flowing, i.e., a pumping system is not required as the catchment area is 100 m higher than the city; 2) the water does not normally have to be treated, meaning "spring fresh" tap water. On a daily basis, 300,000 m3 of water flow through the more than 100 year old pipes, accounting for 70% of the city's daily need. There was originally no requirement of a water tight system as strategically installed drain pipes prevented the build-up of exter¬nal water pressure on the lining. As the qua¬lity of today's water has become significant¬ly worse, the tunnels are now in dire need of restoration or replacement.

Preface Pipe heading is a customary and proven technology for the underground installation of all types of piping. In over 90 % of all cases, straight pipe sections are used between shaft constructions since, e.g. this follows roadways or it is necessary from the operational aspect due to pipe control methods, e.g. to use a remote control pipe sensor or comparable control devices within sight from shaft to shaft. Frequently, a straight pipeline is impossible, and is replaced by a more or less spatial alignment due to surface conditions, structures in the ground or foundations. This situation applied for the construction of the Nebensammler Neuland (intercepting sewer) in Hamburg-Neuland for sections IV and V. The following paper is not intended as a description of the complete project. It deals mainly with the special features of this pipe heading, with what I believe to be its somewhat unusual route. Reed, Jr. The authors are to be commended for finding a material for pellets binding that we were unable to uncover during the investigations that led to US Patent No. 3,748,116, "Method for producing metallic iron powder from iron ore concentrate," July 24, 1973, by G.G. Reed, Jr., J.M. Karpinski, and S.V. Fox. This patent concerns a method of processing "super"-concentrates prepared from magnetite or "blue dust" into molding-grade metallic iron powder for use as a bulk commodity, in contrast to current methods which produce small batches that are custom-blended with additives and/or alloys to customer specifications. The one thing we had not found at that time was an organic binder (mineral-matter-free) that would allow induration to produce hardened pellets that would survive SL/RN Direct Reduction. Peridur appears to provide this missing link needed for large scale (200 t/a, or 220,460 stpy) single line plant capacity consistent with a low market price to ensure greatly broadened use of metallic iron powder. I hope that industry will adopt this combination so that metallic iron powder usage can fulfill its potential. ?

New England Antimony Mines has operated the Hillgrove Gold Plant at Hillgrove in New South Wales since 1969, producing stibnite and arsenopyrite products by selective flotation. Gold is present in the ore as fine free gold, gold associated with stibnite and gold associated with arsenopyrite, with some ten to 20 per cent of the gold reporting to the antimony stream and 35 - 50 per cent reporting to the arsenopyrite stream. Opportunity to process the arsenopyrite concentrate for onsite recovery of the gold values to improve upon the ten per cent recovery achieved by conventional cyanidation was recognised and subject to comparison with biological oxidation, roasting, nitric acid oxidation, low temperature oxidation (Activox«) and conventional pressure oxidation. Following further testwork and a feasibility study, a 7500 tonnes per annum concentrate feed pressure oxidation autoclave circuit was constructed at Hillgrove and commissioned in October 1999. The plant has operated at the close to design capacity since commissioning whilst optimising various operational and metallurgical aspects. The last three years has seen the process achieve an overall gold recovery of greater than 90 per cent for oxidised concentrates.

Thus far virtually the sole theme of the conservationist has been the preservation of natural resources. Little thought has been devoted to the conservation of America's most significant asset-her people. True, considerable effort has been devoted to conserving man's physical strength by the invention and application of labor-saving machinery. Notable progress has been made also in the conservation of man's health through important discoveries in medicine. However, little if any positive success has been achieved in the conservation of the most valuable attributes of man-intellect, skills, manpower. Human resources are interrelated and interdependent. There is no monopoly on knowledge or skills' or human energy. No one must sell them short. All the knowledge and all the skills and all the energy possessed by all men are required to render all the services needed by all men. One of the major sources of wasted manpower is found in the nation's schools, with an educational system based on the outmoded theory of uniform education for all. Actually, if democracy means free initiative for the individual, and unlimited progress at the maximum rate of speed of which the individual is capable, then our public schools are not democratic in-
