FEDERAL regulation of the petroleum resources of the nation has long been an interesting topic for discussion. A plan to accomplish Federal control has now taken definite form. At the request of the President of the United States, a bill to be known as the Petroleum Conservation Act of 1939 has been presented to Congress-H. R. 7372, offered by Representative Wm. P. Cole, Jr., and more usually known as the Cole bill. It is an act ostensibly designed to conserve our petroleum resources, through regulation of production practices. Hearings are being held currently by a subcommittee of the Interstate and Foreign Commerce Committee, in compliance with the request of the President to report the bill early in the next session of Congress.

OF the various minerals that occur in fibrous form known as asbestos, chrysotile is the variety most in demand for commercial uses, and, last year, over 683,000 tons of the various grades were produced in Canada and United States, exclusive of African and Russian production, which figures are uncertain. Production has not been able to keep up with the increased demand, and an acute shortage exists. Canada, Russia, and Africa are still the most important producers. However, Russia consumes most of its production at home and exports very little. The United States consumes over 60 pct of the total production and produces only about 4 pct of the total from deposits in Vermont and small quantities from Arizona. This paper will review mainly, some of the more recent developments concerned with the extraction and processing of this fibrous mineral for various industrial uses, such as textiles, insulation, building materials and brake linings.

Foi avaliada a possibilidade de aumentar a produtividade do aço IF processado via recozimento contínuo. Amostras laminadas a frio desse aço foram submetidas a ciclos térmicos de recozimento em escala laboratorial, empregando-se menores temperaturas de encharque e maiores velocidades de processamento que as praticadas industrialmente. Foram, então, medidas as propriedades mecânicas em tração e caracterizada a microestrutura do aço. A partir dos resultados mais promissores, bobinas foram processadas industrialmente nas mesmas condições simuladas em escala laboratorial. Em amostras dessas bobinas, foi avaliada, além das propriedades mecânicas e da microestrutura, a conformabilidade de blanks visando à garantia de atendimento dos requisitos de aplicação no cliente. Com os resultados obtidos, verificou-se que é possível produzir o aço IF satisfatoriamente, preenchendo todos os requisitos de aplicação, com um incremento de 10% na velocidade de processamento e uma diminuição de até 30°C, na temperatura de encharque. Esses resultados representam considerável ganho em produtividade no processamento do aço IF.

The Worsey-Silva equation determines the optimal row timing for the smallest fragmentation and allows fragmentation models to be adjusted due to row timing. The equation utilizes the concept of dynamic confinement to determine when the best time to fire the next row or sequence series would be if the smallest fragmentation is desired. Full-scale testing was conducted at an aggregate quarry in Ontario to support the theory and equation. The full-scale testing comprised six (6) blasts, two (2) different contractors, and three (3) different sequences. The test parameters were kept consistent, besides changing the timing between sequential charges to explore the timing sequence’s influences on fragmentation. From this research, the theory of dynamic confinement relating to row timing was discovered, and the equation to determine the optimal timing for the smallest fragmentation was derived. An equation to adjust fragmentation based on row timing was derived from the full-scale testing and literature review. The Worsey-Silva equation can be used with other fragmentation models as it takes the fragmentation results from the other models and adjusts them based on the row timing used. Ti-added ultra-low carbon (ULC) steel is produced by adding Al and Ti during the secondary refining process to deoxidise molten steel and to bind C and N which are detrimental to the deep drawing quality of the steel product. However, the production of Ti-added ULC steel faces challenges, including submerged entry nozzle clogging and surface defects on cold rolled coils. The troubles were often attributed to ‘Al-Ti complex inclusions’ in the molten steel. However, the evolution of oxide inclusions including their stability has been still unclear. In the present study, the evolution of these inclusions in Ti-added ULC steel was investigated by phase diagram measurement, CALPHAD thermodynamic modelling, high-temperature stability test for the oxides, and observation of transient behaviour of oxide inclusions in the steel. The phase diagram of the Al-Ti-O system was elucidated with an emphasis on oxygen potential, which significantly controls the stability of the oxides. CALPHAD thermodynamic models and a self-consistent database were developed. The transient behaviour of Al-Ti complex inclusions in Ti-added ULC steel was observed in situ using a confocal scanning laser microscope. This was additionally validated by the new thermodynamic model. The equilibrium phases of the oxide inclusions were investigated using a high-temperature resistance furnace, and were analysed using a secondary electron microscope, energy dispersive spectrometer, and electron back-scattered diffraction. By considering the morphology and crystal structure of these inclusions, the evolution of Al-Ti oxide inclusions was elucidated. Various behaviour of Al-Ti inclusions and their influence on steel cleanliness are discussed.

Granulation of the iron ore blend and the additives is the foremost step in the agglomeration of iron ore fines to achieve a permeable bed during sintering, which is crucial for sinter productivity. This study investigated the granulation of four types of blends to determine the impact of granulation on bed permeability. The blends were granulated in a rotating drum at various moisture contents and their JPU permeability was measured at each moisture content in a permeability pot (diameter 95 mm and height 500 mm) at various flow rates. Several independent experiments were carried out to investigate the changes in permeability when mixtures of different particle size range (-1 mm and +1 mm) were introduced into a packed bed with a larger particle size range (-6.3 mm to +4.0 mm). The results revealed that the addition of particles in the -1 mm size range had a more pronounced negative impact on permeability compared to particles in the +1 mm size range. This can be attributed to the relatively higher energy losses (mainly inertial) associated with the presence of -1 mm particles in the mixture. The findings were used to quantify the granulation process based on the -1 mm particle size fraction in the granulated mix and their utilisation (denoted by UI-1 mm). For achieving optimal permeability in a specific blend, it was found that a UI-1 mm (utility index of -1 mm particle size) ranging from 0.82 to 0.92 was required. However, exceeding a UI-1 mm value of 0.95 resulted in weaker granules prone to deformation and led to decreased bed permeability. The study also showed that the UI-1 mm was highly dependent on the water addition per kg of -1 mm in dry feed and suggested adding ~80 to 110 mL of water per kg of -1 mm in dry feed to attain the best possible permeability. Additionally, the research proposed a mechanism involving the melting of granules at high temperatures and highlighted the influence of -1 mm particles on bed permeability during the sintering process.

O trabalho apresenta os resultados da aplicação de um novo oxidante moderado em uma grande torre de resfriamento utilizada em sistema de geração de energia de uma grande usina no sul do Brasil. Esta torre de refrigeração utiliza água de efluente tratado (tratamento terciário Esgoto doméstico) como fonte de reposição. Com aplicação desta nova tecnologia, houve uma melhoria tanto no controle microbiológico como na taxa de corrosão. Além disso, a planta foi capaz de aumentar o ciclo de concentração, resultando em economia de água, produtos químicos e menor geração de efluente, possibilitando economia superior a R$ 500.000/Ano, aplicando conceito de reuso.

The active history of foreign investment in the mining industry has resulted in Australia emerging as a major world producer of a range of mineral commodities. The current contribution to the national economy represented by mineral production and export revenues would not have occurred without both capital and expertise provided by foreign investors in the past. The initial foreign investment has led to the formation of Australian majority owned and controlled multi-national mining groups such as BHP Limited, CRA Limited and MIM Holdings Limited. These Australian companies, and others, are playing a significant part as foreign investors in the mining industries of Papua New Guinea (PNG) and Indonesia. The study examines issues of importance in foreign investment in each of the countries. It concludes that in Indonesia, the nationalisation of the Dutch mining industry in 1957 did much to deter foreign investment. The remarkable degree of policy stability brought about by the Contract of Works system since 1967 has gone a long way to restoring that confidence. The level of investment in the Indonesian mining sector is steadily increasing. Its attraction to Australian investors is a combination of policy stability, favourable fiscal terms, geological prospectivity for a range of commodities and proximity to Asian markets to the north. PNG has a stable policy regime which until recently has been free from political interference at the administrative level. As such, investors were developing confidence in the system and investment was progressively increasing as evidenced by growing exploration expenditures up to 1988. The 1989 Bougainville revolution caused a re-assessment of PNG's investment and country risk. The recent Mt Kare incident has further raised concerns over the government's ability to guarantee internal security. Foreign investors are faced with weighing concerns with the risks of operation in PNG against the undoubted geological prospectivity of the country. The fiscal regimes of Australia, Indonesia and PNG were compared by means of a simulated open pit gold mine in each country. The effect of taxation is examined by reference to the relative change in project internal rates of return (IRR). The comparison of the relative differences between pre-tax and post-tax IRRs provides a measure of the relative attractiveness of each fiscal regime.

"In atomic emission and atomic absorption spectrophotometry, the sample is heated to a high temperature and thereby decomposed into atoms and ions that absorb or emit visible or ultraviolet electromagnetic radiation at energies characteristic of the elements involved. The flame test is a very simple form of this technique. The yellowing of a flame by the addition of salt, for example, occurs because the sodium in salt emits strongly in the yellow portion of the visible spectrum. These methods are especially useful for low concentrations of metallic elements in both qualitative and quantitative analysis.Interference on Iep-OES has not always been considered a serious problem, especially in the beginning, when compared with Atomic Absorption Spectroscopy. This was due to the euphoria created by the new technique. It meant that criticism was subdued. The Iep was vastly superior to the Atomic Absorption technique, that the interferences suffered by the Atomic Absorption technique dwarfed the little interferences suffered by the rep-OES technique. This is how rep-OES has had a reputation as an interference free technique."

THE RIFLE, COLO., oil-shale project of the Bureau of Mines was a facet of the re-search and development activities conducted under the Synthetic Liquid Fuels Act (Public Law 78-290) of April 5, 1944. The principal objectives were to devise efficient methods to mine and retort oil shale and to refine shale oil into usable products, at a total cost low enough that shale oil could supplement the domestic supply of petroleum at competitive prices. The Rifle project included three major divisions: (1) Mining, (2) retorting, and (3) refining. The major functions of the mining program were to supply oil shale to the retorts, to devise mining procedures, and to develop an under-ground-mining method by which oil shale could be produced safely at an unusually low cost per ton. The selected mining procedures and direct mining costs were demonstrated by sustained test runs.

"The dust/lung research of the Center has several long-range objectives:* better methods for the early diagnosis of coal workers' pneumoconiosis (CWP);* methods to modify the disease process;* tests to identify toxic products; and* tests to identify individuals with heightened susceptibility to pneumoconiosis.A major immediate objective is to define the mechanism of dust-induced lung disease. This means determining:* dust characteristics that are important in causing lung diseases;* important interactions between dust and lungs; and* earliest detectable stages of the disease.Several of the Center's projects involve exposing lung cells in culture (in vitro) or animal lungs (in vivo) to samples of the suite of characterized mineral dusts described earlier. The responses of the lung cells or tissues to the dusts are being studied in order to better understand how inhaled dusts cause lung disease.One project is studying the effect of dust exposure on the production of mucus by rat tracheal explants in vitro. Mucus is a major factor in clearing inorganic dusts from the lung. Results thus far have shown that exposure of tracheal cultures to coal dust caused a decrease in micin production in comparison to parallel cultures without dust. To examine the effect of in vivo coal dust exposure, rats were maintained in an inhalation chamber for two weeks, and control rats were in an identical, but dust-free chamber. Tracheal explants results indicate that the effect of in vivo dust exposure is similar to that noted in the in vitro experiments.Pulmonary alveolar macrophages (PAMs) are a key component of the lung's response to inhaled particulates, and they play several important roles in pulmonary inflammatory and repair processes. PAMs are the cells that actually ingest dust particles. Other studies have shown that they play a critical role in the development of silicosis and asbestosis. The Center is studying the effect of dust exposure on the release of oxygen free radicals (superoxide) by PAMs. Intercellular production of superoxide occurs when PAMs phagocytize particles, such as inhaled bacteria, and is an essential mechanism by which PAMs kill ingested, bacteria. A number of complex physiological events occur during this process which are not clearly understood. It is thought that PAMs containing indigestible materials, such as mineral dusts, overproduce superoxide, or inappropriately release it into the surrounding tissues. If true, this would cause toxicity to surrounding lung cells by peroxidation of the lipids in the cell membranes. In vitro exposure of PAMs to low or high doses of kaolin is inert. Preliminary studies indicate that coating the quartz particles with a surfactant reduces toxicity."

"The material known as coal has a highly variable composition. As a consequence, coals show a great variation in their physical and chemical properties as a function of coal rank. The situation is further complicated because the preparation engineer must deal with raw coal, as mined. This is an assemblage of coal, upwards of 30% mineral matter and, typically, several percent pyrite. The kind and amount of the mineral constituents is also highly variable from source to source. A knowledge of coal rank and source location, and the kind and amount of associated impurities, is the first step in evaluating the response of a raw coal to preparation procedures. The raw coal must first be characterized before information from one source can be extrapolated to that of another.INTRODUCTIONCoal is a black or brownish-black combustible solid, derived from a heterogeneous mixture of plant remains and associated mineral matter that have undergone chemical and physical metamorphic changes by biological and geological processes without free access to air. It is composed principally of carbon, hydrogen and oxygen with lesser amounts of nitrogen and sulfur. 'Its exact chemical and physical nature has remained poorly defined, because the term 'coal' refers to a broad range of coalified solids ranging in rank from anthracite to a variety of bituminous coals of differing volatile matter content, sub-bituminous coals, and ending with lignite and brown coals. The variation in chemical and physical properties through these ranks is massive. In summary, Luckie's (1988) assertion is apropos: ""There is no such thing as coal; there are coals"". The coal preparation engineer, and, most especially, those scientists and engineers from other disciplines wishing to work with coal, must constantly keep this admonition in mind because what is true for one coal seam is often not directly applicable to another."

Hydrothermal activity is well known from many locations on most mid-ocean ridges, however no hydrothermally mineralized area had yet been found at the ultraslow spreading southwest Indian Ridge up to October 98 when the Japanese RV Yokosuka with the submersible Shinkai 6500 investigated this area. A massive sulfide field was discovered near 27º51S / 63º56 E in the 11th segment west of the Rodriguez Triple Junction. The Free University of Berlin had joined this cruise and taken over the responsibility for the study of the respective sulfide mineralizations. Hydrothermal minerals were sampled during two dives at water depth of about 2940 m close to the summit of an axial volcanic ridge called Mount Jourdanne. There massive sulfides occur on the seafloor as small smooth mounds with an average area of about 5 m2. Their surfaces are weathered and have a reddish to brownish colour. In addition to these mound-like structures, small tube-like chimneys were observed. These chimneys rise approximately 30 to 40 cm above the floor and are less than 10 cm in diameter. No indications of hydrothermal fauna could be detected. All the hydrothermal features are spatially related to faults and smaller fissures controlled by an E-W trending graben system crossing the summit region of the submarine volcano. Such tectonized areas are generally considered to be ideal for hydrothermal activity because they may have both a magmatic heat source in the deeper underground and pathways for fluid circulation, respectively.

Uranium mill tailings represent a potential threat to the human habitat by containing large amounts of radioactive and chemically toxic substances in high concentrations. These: undesired components enter the human habitat in various pathways such as by erosion and water or air transport. The main objective of this investigation was to evaluate the actual movement and model the potential movement of contaminants by seepage of water from the tailings into the subtailings soil. This report represents various models of the movement of contaminants using both theoretical approaches and empirical evaluation of data available from other investigations. The data consist of field measurements and laboratory determi¬nations of major and trace cations, the dominant anions, pH, and Eh of moist solids, extracts, and waters from the tailings and surroundings. Evaluation and interpre¬tation of data were accomplished by using Eh-pH diagrams, various statistical methods and the WATEQFC computer program. Data analyses show that the critical area of investigating movement- is the interfaces between tailings and the external environment. The chemical differences at interfaces seem to result in a sink system for contaminants. The tailings-soil¬-water system shows extreme complexities because of chemical and physical hetero¬geneity of the system preventing the use of a single comprehensive model to represent real conditions. The validity of the simplifying assumption used has been shown and increasing complexity has been built into the models. Analogs of these models can be used for evaluation of similar systems.

This report contains a theoretical study on the usefulness of fighting mine fires with inert gases. Four introductory chapters review the role of fires in the mining industry; the conventional fire fighting techniques, the influence of inert gases on the burning of gases and solids, and the well established inert gas fire extinguishing systems for buildings and machinery. A large chapter describes the use which inert gas has found so far for fighting mine fires in major mining countries. More applications have occurred than generally expected and the inert gas method has in the last years become routine in Czechoslovakia and the USSR. This chapter is based on an evaluation of the extensive literature as well as on personal information obtained from leading experts.

This report presents the results of an investigation conducted by the Bureau of Mines for the purpose of assisting in the establishment of a satisfactory standard method for the analytical distillation of petroleum, a problem of great importance to the petroleum industry. Experiments were performed for the purpose of studying the charac- teristics of methods typical of those in use; comparative studies were made of the efficiencies of the principal types of fractionation ap- paratus available to the petroleum chemist; and the characteristics of a type of apparatus that the results of the experiments seemed to indicate was best adapted to the purpose were investigated in detail. Also, some experiments were made to determine the effect of cracking as a factor in the analytical distillation of petroleum in still heads.

(New York Meeting, February, 1912.) THE Ashio copper-mine of the Furukawa Mining Co. is situated 18 miles from Nikko, and 109 miles north of Tokyo, near the center of Japan. The mine-waters are run over scrap-iron, whereby most of the copper is precipitated as cement copper, leaving iron sulphate with some copper sulphate in solution. After using in the wet concentrating ore-dressing plant, the waste water contains clay and ore-slimes. The only avenue of disposal of this water is the Watarese river; but as this flows through valleys in which the water is used for irrigating the rice-crops, it is necessary to purify and clarify the water before discharge. The water amounts to from 600 to 700 cu. ft. (from 17 to 20 cu. m.) per minute, and averages about 0.00025 per cent. of copper, representing more than 18 tons of copper per month. The water carries H2SO4, FeSO4, Fe, (SO,),, CuSO4 and other metallic sulphates in solution, and clay, ore-fines, slimes and basic. iron sulphates as suspended matters. To purify and clarify the water, precipitation by milk of lime has been used, in three different ways, as follows: I. First Method, Copper not Recovered. Milk of lime was run into the water, and the mixture run through six settling-ponds, and then through a sand filter into the river. Fig. 1 is a view of the settling- and filtering-ponds. In the first pond, sand and metallic hydrates free from copper collected; in the next five ponds, slime, calcium sulphate, and metallic hydrates carrying copper settled out. The organic act of the Bureau, as amended by Congress and approved February 25, 1913, made it the province and duty of the Bureau of Mines to ""disseminate information concerning these subjects in such manner as will best carry out the purposes of this Act.""In accordance with this directive, the Bureau reports the findings of its research and investigations in its own series of publications and also in articles that appear in scientific, technical, and trade journals; in proceedings of conventions and seminars; in reference books; and in other non-Bureau publications. The number of these reports, the wide range of subjects they cover, and the variety of mediums in which they appear make the kind of list and index presented in this special publication both necessary and valuable. This issue of the Bureau of Mines List of Publications and Articles describes reports and articles published during the period January 1, 1980, to December 31, 1984. A general description of the activities and results of bauxite investigation by the Bureau of Mines at its bauxite project in Saline and Pulaski County, Ark., has been given in Report of Investigations 4251. The factual data obtained during the project are reported in a series of Reports of Investigations beginning with No. 4251, of which this is the eighth. The data are accompanied by maps showing the location of holes drilled and the deposits developed. Each area upon which work was done is reported by half townships. Each bauxite deposit investigated was assigned a name and a number for ready reference and identification, and its location and name are shown on the appropriate half-township map. The description of each half township is no followed by a description of each deposit developed in that half township. The 14 half township maps and 77 detail maps of the bauxite deposits in this series of reports give the locations and numbers of all the holes drilled on the project, except the deep holes drilled to test the geophysical anomalies. The locations at those holes show on figure 13 in volume I. The descriptions of the deposits developed are followed by complete detailed logs at the drill holes. Many at the widely spaced exploratory holes did not discover bauxite of minable thickness and gra.de. The pertinent information obtained from the widely spaced exploratory drill holes has been summarized and tabulated, and a table for each halt township is given with the discussion covering that area.

Three distinct processes take place during the conversion of iron ore to steel. First: the raw ore is reduced to metallic iron in the blast furnace and during this reduction certain constituents are dissolved in the iron, either through the solution of a solid into a liquid phase, as in the case of carbon, or by reduction of an oxide existing in the slag to the metallic element of that oxide, with subsequent solution of the metallic element in the iron. Thus by the process of solution and reduction, a pig iron results which contains about 4 per cent carbon, 1 per cent silicon, 1 to 2 per cent manganese, 0.1 to 0.4 per cent phosphorus, and 0.03 to 0.10 per cent sulfur. To obtain a sufficient yield of iron from the ore it is necessary that the reducing process be carried as far as possible, with the result that the impurities mentioned accompany the reduced iron. Second: to convert this iron into steel it is necessary to oxidize a part of the iron in eliminating the impurities to the extent desired for the particular product being made. In eliminating these impurities by oxidation a certain amount of iron oxide (FeO) dissolves in the steel. This dissolved FeO reacts with the metalloids, except sulfur, and to eliminate them to the desired extent it is necessary to leave a considerable amount of FeO in the metal. The reaction of iron oxide with silicon, manganese, and phosphorus results in the formation of the oxides of these elements. The oxides enter the slag and the extent of elimination of the elements depends on certain equilibria between the slag and the metal. The reaction of FeO with carbon results in the formation of the gases CO and CO, which, after saturating the metal, pass into the furnace gases. Third: after the iron has been purified to the desired extent as far as the elements listed are concerned, it is necessary to deoxidize the bath to remove the FeO, which is the vital factor in gas formation as the steel solidifies.
