NTRODUCTION Surface subsidence monitoring is the most effective means for investigating the nature of, and developing the techniques for pre¬dicting the surface movement and deformation process. However, because of imperfection in survey equipment and field practices, the surface movement data collected from field survey are not error-free. Also due to lack of proper numerical techniques for computing surface deformation from the measured surface move¬ment data, a relatively large portion of the subsidence data col¬lected could not provide information other than surface movement. In a paper by Luo and Peng (1992), the sources and magnitude of errors in the measured surface movements using an electronic total station in subsidence survey are discussed. If the errors in the measured surface movement components are left untreated before calculation for deformation indices (i.e., slope, strain and curva¬ture), the errors will be carried over to the deformation indices and enlarged if improper numerical procedures are used in the calcu¬lation. It should be noticed that in protecting structures affected by ground subsidence, accurate surface deformation indices are much more important than surface movement. In order to improve the accuracy of the collected surface movement data and the calcu¬lated deformation indices, a number of numerical procedures are also proposed in the same paper. The proposed techniques include: a data smoothing technique for data pre-processing; and a number of numerical methods and/or procedures for calculating surface deformation indices from the measured surface movement data. DATA SMOOTHING Because of various factors, the measured surface movement data always contain errors, small or large. In order to better utilize the collected data, a data smoothing method is proposed to correct the errors in the measured movement data. The method uses the same concept as the influence function method (e.g., Knothe, 1957) on which many existing subsidence prediction methods are based. The data smoothing method makes necessary corrections on the measured movement for the point of interest according to not only the measured movement at this point but also those at the surrounding points. The contribution of a surrounding point in making the correction for the point of interest is inversely propor¬tional, in exponential form, to the distance between them. The mineral industries have a continuing need for market forecasting and analysis for a variety of purposes, among which are organization and control of the sales effort, financial and corporate planning, and evaluation of the anticipated revenue from investment in proposed projects. For anything beyond the simplest extrapolation, some kind of economic reasoning or analysis is called for, which may or may not be incorporated into a formal or quantitative model. The principles described here apply to most of the commercially significant minerals and metals. The examples are drawn largely from the copper market, as it is the one with which I have the most practical experience. Practical forecasting is the process of analysis and synthesis from three categories of knowledge: facts and statistics, theory, and practical knowledge and informed opinion. Although many attempts have been made to build forecasts on only one of these three pillars, none has been successful as an operating procedure because of the lack of balance. There are no facts about the future-only about the present and the past. Facts can illuminate the future, but the future can be described only in terms of probability or more or less likely states of affairs-not as a continuous extension of the past and present. Likewise, theory, although useful as an organizing discipline and for providing a methodology of analysis, is inadequate for the complexities of reality. This is especially so when there is feedback between plans and forecasts to produce a new outcome and when there are significant elements of unpredictable free will, such as presidential jawboning or foreign policy considerations. Such elements are difficult to accommodate in neat theories, although they must certainly be reflected in the forecasts. Pure opinion frequently suffers from both a lack of-disciplined reasoning and the presence of biases or self-interest. While the future is unknown, it tends to cast its shadow before it; hence, forecasting is the art and science of positioning oneself so that the shadow becomes visible to the forecaster.

THE CIP PROCESS "IN THE RIGHT PLACE AT THE RIGHT TIME? After its tentative introduction to the precious metals mining industry in the earlier part of this century, the carbon in pulp (CIP) process has now come of age, and is the process of choice on all new gold mills. Well over 50 percent of all gold that is mined each year is recovered by adsorption on activated carbon, and the percentage will increase in the years ahead, when old mills using Merrill Crowe technology come to the end of their lives, and as the proportion of world gold production from low-grade resources increases. The pioneering process development work in this field, which was mainly concerned with carbon elution, was carried out by Zadra and his colleagues at the United States Bureau of Mines in the early 1950's (Zadra et al., 1950, 1952), and led to the commissioning of the first large-scale, industrial CIP plant, at the Homestake Mine in South Dakota, in 1973 (Hall et al., 1974). From there, the process spread rapidly, firstly in South Africa in the late 1970's. and then throughout the rest of the gold producing world in the 1980's. There were several factors that led to the meteoric (by gold industry standards) acceptance and successful implementation of this new technology into gold processing operations worldwide. Firstly, and perhaps most fortuitously, the development of the technology closely paralleled the 1968 release of the gold price from the rigid constraints of the $35/oz. gold standard. With the value of the metal allowed, for the first time in modern history, to fluctuate in response to free market supply and demand forces, the gold industry witnessed an unprecedented boom as the price of their commodity increased ten-fold in a remarkably short period of time. This had several important spin-offs as far as new process developments were concerned: The profits realized by established gold-mining companies increased enormously and, consequently, there was more to spend on research and development and exploration for new deposits.

In addition, dewatering is seldom complete because of aquifer irregularities and an operator's natural reluctance to start a costly study program, provision of wells, and pumping long before mining begins. In some cases, water pumped from the mine is used in treatment. This use is suggested as a way to minimize effluent effects. The true objective of water supply, however, is to provide water of satisfactory quality at the rate needed and at the least cost. Pumping to permit efficient mining isn't likely to coincide strictly with that objective during much of the mine life. The history of mining is replete with efforts, some highly ingenious, to control mine water. Methods that might be used to tackle the challenge Operators of wet mines are faced with both obvious pumping costs and some unquantified water costs. It is possible to reduce both types of costs, generally by reducing inflow to the mine area-and a surprising number of methods have been used to do this. Both the obvious and unquantified costs at a wet mine are now multiplied by: •Increasing costs of power, labor, equipment, and supplies; •Work at greater depth and, in some cases, in wetter ground; •Increasing use of hydraulic fill; and •Increasing zeal in protection of surface and groundwater quality. There are many easily overlooked ways in which mine water may add to hazards and costs (Loofbourow, 1973). As to their importance, consider these examples: •Increased maintenance of equipment, tires, roads, and ditches; •Increased difficulty in supplying proper ventilation; •Increased hazards from ice and use of electric power; • Loss of friable ore minerals and fines stuck on conveyances and in chutes; •Need to use more expensive methods and explosives; and •Decrease productivity of equipment and personnel. Expressed as cost per unit of ore produced, these unquantified costs can be high. Ideally, advanced dewatering should eliminate most of them. Advanced dewatering is a highly effective water control method, but it isn't problem free. Mines in ideal ground for advanced dewatering are most unusual. To be effective, water must be pumped at a comparatively high rate for a period longer than the life of the mine, from below mining depth. Effects on both groundwater and surface water are likely to be drastic. of increasing mine water costs are listed in the accompanying table. Ten groups of possible methods are cited. Most have been demonstrated in mining; two are known from industries other than mining.

In no Confederation of Independent States (CIS) country does the mining sector play quite so commanding a role as in the mountainous Central Asian republic of Kyrgyzstan. Its president, Askar Akayev, says he would like to develop his country into "a Central Asian Switzerland." However, in Switzerland, the gold is largely under the street along Zurich's renowned Bahnhofstrasse. In Kyrgyzstan, though, the gold is still in the mountains. Accordingly, Kyrgyzstan's recent adoption of a comprehensive new mining law has attracted widespread attention. Akayev recently completed a tour of the United States. His visit drew large crowds from the business community at events staged in New York and Washington, DC. The success can be attributed as much to the attractiveness of Kyrgyzstan's min¬ing sector as to the personal charms of the nation's president. Led by a half-billion-dollar investment by Canada's uranium giant Cameco, the mining sector is leading Kyrgyzstan's economic revival. And Bishkek is beginning to show some of the same signs of a "boom town" that already mark its Kazak neighbor, Almaty. Mercedes and BMWs already outnumber the Volgas on Bishkek's major traffic arteries. After nearly two years of debates involving government advisors and a final round of deliberation in Parliament, Kyrgyzstan finally adopted its second mining law. This followed quickly in the wake of measures enacted in neighboring Kazakstan and proposed in Russia. Kyrgyzstan's new law replaces the 1992 law "On Mineral Resources." It was one of the first enactments of an independent Kyrgyzstan. The 1992 law made a major contribution to the introduction of free-market economics in the country by ending the state monopoly over mineral exploration and development. It also laid the groundwork for an independent mining industry. According to Kyrgyz government reports, Kyrgyzstan has about 270 commercially viable deposits of almost 40 types of mineral resources. These include oil, gas, coal, precious-, nonferrous-, ferrous-, rare- and basemetals. However, the nation's key draw is gold. Since enactment of the first law, the government has issued more than 100 licenses for geological prospecting for and development of established deposits of gold.

INTRODUCTION Coal workers' pneumoconiosis and sili- cosis are only two of several diseases which are rlassed as pneumoconiosis. These are respiratory diseases caused by dusts which are inhaled and accumulated in the lungs. The individual particles of dust cannot be seen by the human eye. They are so small that they escape the natural cleansing mechanism of the nose and air passages and make their way down to the terminal air sacs of the lung where they injure the cells and cause the formation of scar tissue. Consequently, if there is exposure to high concentrations of dust over a period of time - usually, a number of years - the amount of scar tissue increases and begins to impair breathing. As a result, the miner develops shortness of breath, coughing and wheezing ad-if exposure continues - this progresses to permanent disability and frequently to death. Death is often due to pulmonary heart disease, the effect of stress on the heart 2s it tries to compensate for the weakened lungs. Specifically, silicosis is an occupational lung disease caused by the accumulation of free silica (quartz) in the lungs. Silicosis is considered the most important form of pneumoconiosis, not only because of its seriousness as a respiratory crippler, but also because of the large number of workers who risk contracting it in a variety of occupations. Quartz is one of the most common substances of the earth's crust, estimated at about 60 percent. Silicosis has been found in coal, metal and granite miners, as well as in other workers, such as sandblasters and pottery makers. Silicosis is also known to predispose the lung to tuberculosis and to increase the chances that a worker will contract chronic bronchitis and emphysema. The seriousness of silicosis was tragically brought to public attention about 50 years ago. During 1932-34, workers were involved in digging a tunnel through rock at Gauley Bridge, West Virginia. While their exposure time was relatively short, they developed silicosis because of the high concentrations of quartz. By 1936, 476 workers had died of silicosis and about 1500 were believed to have the disease (Washington Post, 1982). It is difficult to tell how many coal miners have silicosis. Because x-rays and breathing function tests do not show the difference the type of pneumoconiosis is generally diagnosed by the miner's work history. For example, if a worker

Sulphur deposits occur within the upper Salado and Rustler gypsum beds. The formation of a sulphur ore deposit requires large quantities of oil and /or gas, which must find a permeable pathway into the gypsum beds. The Permian beds weathered for 90 million years in an arid environment prior to the advent of a more humid climate at the beginning of the Cretaceous Period. The first Cretaceous rivers enlarged the sinkholes and caverns of the Karstified Permian terrain and deposited coarse conglomerates and sands into the subsurface gypsum beds. The resulting network of caverns and sinkholes, filled with permeable sediments, permitted the free flow of hydrocarbons through gypsum. All sinkholes and caverns infilled with Cretaceous sediments that have penetrated beds of gypsum are associated with sulphur deposits. The Castile gypsum lies directly upon the oil bearing Bell Canyon formation. Sinkholes and caverns filled with Cretaceous sediments occur in the lower Castile. Biogenic calcite and sulphur are adjacent to these sediments. However, faults assume the major role in generating the initial permeability, allowing hydrocarbons to penetrate the lower Castile gypsum. The largest faults are associated with biogenic calcite and sulphur for a distance of 250 meters up from the bottom of the Castile gypsum. It is apparent that two dynamic geological processes are generating permeability within the gypsum beds: (1) the Cretaceous sands decending with difficulty into gypsum and (2) the faults creating permeability in the lower Castile but losing energy through soft bed deformation in the overlying gypsum. Both of these sulphur ore controls are mappable, but another large sulphur deposit of the magnitude of the Culberson Sulphur Mine has yet to be discovered. It appears that massive sulphur deposits are associated with the largest scale examples of each system, that is (1) high densities of deep sinkholes and separately

Erratic distribution of values in free gold ore bodies presents severe problems in sorting material in large scale open pit mining. However, an intense program of modern blasting techniques and less than modern gold panning results in good sorting at Houston International's Manhattan mine. Blasting technique is important. If the sample location cannot be relocated because of blasted material movement, information acquired while drilling is useless. So short benches are critical to minimize dilution. Though not very accurate, panning allows for rapid analysis. The more accurate fire assay does not provide the needed speed. Panning can be fairly accurate and errors made are mostly on the low side. Samples of mixed and broken stockpile material are used as checks on pit procedure and to develop stockpile content in¬formation. Added tonnages discovered offset the higher labor costs of this careful sorting technique. The mine is located in central Nevada's Toquima Range in the small mining town of Manhattan, 322 km north of Las Vegas. The mine has four epithermal stockwork ore bodies that are mined in two pits. The mine problem was that conventional ore control was not separating ore from waste. Assays of 6-m blast-holes were used on 5-m centers. The blastholes were relocated by stadia survey after blasting. Holes assaying above the cutoff grade were flagged and mined as ore. This system is practical and useful in high concentration ore bodies or in evenly disseminated mineralization. But it was not practical at Manhattan because of large gold particles and small ore pocket sizes. Ore pockets were often missed when drilling a grid area for blasting. Also, large gold nuggets made assay results unreliable. The probability of a nugget being contained in an assay charge is small. So most results were low, compared to actual grades mined based on stockpile samples. When a nugget found its way into a fire assay charge, the result would be far higher than the actual grade of material represented. In addition, disturbance by blasting created problems in relocating ore. Because of these problems, the grade control program was intensified in September 1979. It successfully separated ore and waste in blocked out ore areas and located more ore in "waste" areas. Known reserves mined to date have increased up to 50% on some benches. The methods used are modern blasting techniques, detailed assaying, and traditional panning of samples collected from active mining faces. These methods allow mining flexibility, to match the variable mineral occurrence in ore bodies. The united effort of the geology and engineering departments has been important to the program's success.

Introduction From 1973 through 1986, a total of 12 fires involving oil-flooded rotary screw compressors (OFRSC) were reported to the Mine Safety and Health Administration (MSHA). Most of these incidents were attributed to faulty or by-passed safeguards, or improper maintenance. The cause of a fire in an OFRSC is unique when compared to other types of compressors. A compressor inspection checklist is provided here that can be referenced when conducting regularly scheduled maintenance operations. This checklist and a well-planned program of periodic training and maintenance should help minimize the probability of fires and explosions in OFRSC's. Operation A rotary screw compressor operates on the principle of positive displacement of air. Compressed air in this type of compressor is produced by the meshing of two helical rotors, or screws, as they rotate within a steel housing called a stator. The male rotor normally has four lobes and is driven either directly or indirectly - through a gear assembly - by a motor. It intermeshes with a female rotor having six cavities. Figure 1 explains the compression mechanism: (1) Atmospheric air is drawn into the stator by the suction action of the two rapidly rotating rotors. (2) As the rotors rotate past the intake port, air is trapped in the stator and in the cavities between the rotors. (3) Further movement of the rotors causes an increased reduction in volume, compressing the entrapped air. (4) Compressed air is expelled at the discharge port in the bottom of the stator at a pressure and quantity determined by the particular compressor rotor design parameters, such as length, diameter, and speed. Radial bearings on the male and female rotors compensate for radial loading on the shaft and position the rotors within the stator. Thrust bearings on the discharge end of the compressor prevent rotor misalignment due to thrust developed during the compression cycle. This design prevents the male and female rotors from making contact with each other or the stator. A clearance of 0.07 to 0.1 mm (0.003 to 0.005 in.) exists between the two rotors and the stator. For this reason, there is virtually no wear on the rotors or stator, and the unit is relatively maintenance-free. Oil is injected into the compressor and serves to cool, seal, and lubricate. When air is compressed from atmospheric pressure to some higher discharge pressure, a specific amount of heat is produced. This heat is sometimes referred to as the adiabatic heat of compression. The Amdel Thickener Interface Gauge (TIG) provides continuous on-line measurement of the level of the liquid/solid interface in thickeners and Counter Current Decantation (CCD) washers. Unlike other interface level measurement systems, the TIG also determines the span of the transition zone. The transition zone is the region between the clear liquid overflow zone and the compressed solids zone. The Thickener Interface Gauge determines the level of the interface by measuring the natural radioactivity of the solids in the thickener tank using an array of up to twelve detectors mounted vertically in a stainless steel probe. All solids contain low levels of natural radioactivity while the liquid phase generally does not. The concentration of natural radioactivity at each level in the thickener therefore depends on the concentration of solids. The radiation emitted by the solids is converted to electrical pulses by the detectors in the probe and the pulse-rate provides an accurate measurement of the density. A typical count-rate profile is presented in Figure 1. The vertical axis indicates the depth in the tank referenced to the surface of the liquid. The horizontal axis indicates the count-rate measured by the TIG probe, this count-rate is proportional to the density and can be used to determine the settling rate. The count-rate at the top of the graph is relatively low, this region corresponds to the clear overflow zone which contains virtually no solids. Moving down the vertical axis the count-rate increases dramatically at the level of the transition zone where the solids content increases with the depth in the tank. In this region the settling conditions of the solid particles change from free settling to compression. Moving further down the vertical axis the count-rate reaches a plateau where the count-rate remains relatively constant although there are often small fluctuations, this region corresponds to the solids compression zone. The liquid/solid interface as measured by the TIG corresponds to the depth at which the count-rate crosses the target count-rate which is generally selected to be midway between the liquid count-rate and the compressed solids count-rate. The length of the TIG probe is selected to cover the typical operating range of the liquid/solid interface in the thickener or washer. If, for example, the minimum bed level is 3.0 metres below the surface of the liquid then the probe length is selected to extend 30 metres below the surface. The TIG probe can include up to twelve detectors and the se are spaced over the measurement range. For small measurement ranges of around one metre 4 to 6 detectors would normally be used while for larger measurement ranges of three metres or more twelve detectors would be supplied.

INTRODUCTION Dense medium processes have been used to separate coal and ores for over a hundred years. In fact Sir Henry Bessemer first patented a process in 1858. In recent years, their importance relative to other gravity dependent processes has increased. This is particularly true in the coal industry where over 60% of all preparation plants operating in 1984 in North America (1) contained either dense medium vessel or cyclone circuits. In addition, the stringent product quality demands of the consumer, together with increases in mining costs, dictate that the cleaning circuits be both predictable and efficient. Dense medium systems are the most predictable and efficient of all gravity- dependent processes. The majority of the text of this chapter will be concerned with dense medium applications as they relate to the coal industry. However, the techniques and calculation procedures can be applied, in general, to all non-coal minerals (such as diamonds, marginal iron and lead-zinc ores and gravel) which take advantage of a difference in specific gravity between the saleable product and the reject. The object in dense medium cleaning is to produce a liquid whose effective specific gravity is between that of the concentrate and the reject. In which case the lighter product will float to the surface and the heavier product will sink to the bottom. Unfortunately, this simple process becomes complicated by the following practical necessities: (a) collecting and removing the float and sink products from the medium without disturbing the free settling effects; (b) maintaining and controlling the specific gravity of the medium; (c) separating and reclaiming the medium once the products have left the separating vessel; and (d) separating finer sized particles which take longer to fall through the dense, and often viscous, medium. As a result of the last issue (item d) two main types of dense medium separators have evolved: dense medium vessels and dense medium cyclones. Dense medium vessels are essentially large baths through which the dense medium flows at a relatively slow velocity. The lighter products float to the surface and are carried out of the vessel by the medium flow. The heavier products sink to the bottom of the vessel and are physically transported out either by means of a conveyor (usually a chain conveyor) or a rotating, lifting arrangement (Figure 1). Minera Escondida is the world's largest copper mine. Its capacity is more than 800 kt/a (880,000 stpy) of copper. The Escondida open-pit mine operates at an elevation of 3,100 m (10,170 ft). It is located in the Atacama desert about 160 km (100 miles) southeast of the port of Antofagasta. At Coloso, 14 km (8 miles) south of Antofagasta, copper concentrate is dewatered by filtration for storage and shipment to overseas markets (Fig. 1). Concentrate filtrate water, after being treated to remove suspended solids, is discharged at 60 m (200 ft) depth into the Pacific Ocean. This effluent is free of particulates. However, it does contain metal levels above US Environmental Protection Agency (EPA) receiving water criterion. EPA standards are more strict than Chilean receiving water guidelines. However, a multiport diffuser provides rapid mixing of sea water with effluent to ensure metal levels in the receiving water remain below EPA receiving water guidelines. The Escondida Mine began operation in December 1990 at a rated mill capacity of 35 kt/d (38,500 stpd). Since then, the complex has since undergone three expansions. In 1996, it processed 115 kt/d (127,000 stpd) of ore. At Coloso in 1993, about 25% of the copper concentrate was fed to an ammonia leach plant for solvent extraction and electrowinng of cathode copper. This plant is designed to produce 80 kt/a (88,000 st/year) of cathode copper. In 1995, the ocean diffuser system's capacity was doubled to accommodate increased flows to a maximum 50 L/sec (793 gpm). This was achieved by extending the diffuser chamber by 32 m (105 ft) and adding 16 nozzles, which doubled the diffuser's capacity. In November 1996, Rescan Environmental Services began a field verification of the outfall/diffuser system's performance. The study's objective was to determine the performance of the outfall/diffuser system by measuring dilution factors using fluorescent Rhodamine dye and to determine if copper concentrations are below the US Environmental Protection Agency (EPA) water quality criterion of 2.9 µg/L total copper (EPA, 1986). Rhodamine dye was injected into the outfall/diffuser system. An oceanographic survey using an in situ fluorometer was conducted to measure dye concentrations in the effluent plume. Water column characteristics were also measured. These included current speed and direction.

I. Introduction The free market cash price of aluminium in the third quarter of 1985 is approximately $1000/tonne, well below the short as well as the long run marginal costs of production. The current disparity between marginal costs and price, as well as the pattern of prices since their high level in 1980, has led many economists to question whether prices are governed by the 'fundamentals'. Prices, some would argue, are the result of speculation; and speculation is irrational, little influenced by the fundamentals of the industry. The object of this paper is first to examine the relation between the fundamentals and price. A number of simple models are formulated and some empirical evidence is given to show that prices are not very different from costs. There are good reasons why costs and prices have fallen since 1980. Second, the connection is drawn between the fundamentals and speculation. To do this the concept of 'rational expectations' is defined and applied to a model of the aluminium industry. Then speculation is introduced into the model and the characteristics of the solution are examined. The object is to discover the new factors that determine prices and the basic change in the nature of the solution that is caused by speculation. 2. Prices and the Simple Supply-Demand Model Consider a simple model of the aluminium industry. Demand, D, is determined by economic activity, A, given exogenously, and inversely by the price, P. Supply, Q, is determined by the inverse of the rnarginal cost curve, and so varies inversely with exogenous factor costs, C, and directly with price. Price is determined by the equality of supply and demand. Given the equilibrium level of demand, price in this model is equal to the rnarginal cost of producing the required level of demand, P = MC (Dl. Algebraically, [ ] How well does this simple model explain the change in prices during the last five years? Table I shows the LME cash price and the estimated marginal cost of producing consumption during the second quarters of 1980 through 1985. The figures in the table show that price and the marginal cost of supplying demand both fell between 1980 and 1982, rose in 1983 and by 1985 had fallen again. Only in 1984 is the direction of change different. And during the 1980 to 1985 period, marginal costs fell by approximately $560/tonne while the LME cash price fell by $678/tonne. There is a correspondence between the fundamentals of cost and price over most of the individual years and the period as a whole.

INTRODUCTION Certain activities, such as emergency work and rescue operations, often have to be undertaken in environments where heat loads often exceed limits prescribed for routine work. This is particularly relevant to the South African mining industry where heat stress-induced fatalities are not uncommon during rescue operations. In this regard an excessively hot environment is defined as one where either the dry-bulb temperature exceeds 37,0°C or the wet-bulb temperature exceeds 32,5"C, and it is therefore not surprising that heat stroke mortality escalates rapidly when these limits are exceeded. A review of both local and international standards indicated that the available information on safe exposure times under abnormal heat stress conditions is very limited. Where available, such standards are aimed at the general population, including both sexes, irrespective of age and also the least heat tolerant worker, and not at a medically-screened, all-male population free of grossly heat intolerant individuals, as is the case in the South African mining industry. It is suggested that available norms and limits are too conservative for local application and, therefore, unrealistic. In view of the definite need to protect workers when exposed to abnormally high environmental temperatures, the present study was undertaken to establish a scientifically derived data base. applicable to local conditions, to determine safe exposure times: Any exposure limit, especially in an emergency situation, should be easy to administer, valid and reliable. These aspects, there- fore, form an integral part of this paper. FORMULATION OF HEAT STRESS LIMITS The formulation of heat stress limits was based on the criterion that a heat exposed individual should experience a negligible risk of developing dangerously elevated body temperatures. In order to provide a database for risk assessment, certain physiological responses of heat tolerant men were determined at various combinations of thermal conditions and work rate in a climatic chamber. These physiological responses were analysed statistically in order to predict safe survival and tolerance times as a function of thermal conditions and work rate. EXPERIMENTAL DESIGN A total of 202 randomly selected, medically fit mine workers volunteered for the study on the basis of informed consent. These men were considered to be inherently heat tolerant in as far as they had successfully completed a heat tolerance test (Anon., 1991) or the standard climatic room acclimatisation procedure used on many South African gold mines (Anon., 1989). Classification of Mills Mills may be classified under four categories that relate to the type of action utilized to grind the material: Tumbling. The most important of these to the minerals processing industry are tumbling mills. Grinding media is actuated in a free¬form pattern in a rotating drum causing it to tumble, material being ground passing through the tumbling media. Work is done by a combi¬nation of attrition and impact. Impact. Grinding media is actuated in a distinctive pattern so that it impacts the material being ground. Work is done by impact. Roller. Grinding media is actuated in a distinctive pattern, mate¬rial being ground passing under or between the media. Work is done by compression. Fluid Energy. There is no grinding media as such. Energy is imparted to the material by transfer of kinetic energy from the fluid to the material. Grinding is accomplished by interparticle impact and attrition. Tumbling Mitts The main physical arrangement consists of a lined cylindrical drum mounted on trunnion bearings driven by a ring gear and pinion, in turn connected directly or through a reducer to the electric motor. Variations to this general arrangement include: (1) Drum mounted on rollers instead of trunnions. (2) Bearings on the drum directly, not on trunnions. (3) Utilization of multiple pinions on the gear. (4) Trunnion-type drive arrangement through a gear reducer with¬out the use of a ring gear. (5) Motor rotor mounted directly on the drum with stator around the drum, thus eliminating the gearing. The drum consists of a shell and heads lined with replaceable liners of various types and configurations. Various types of tumbling mills are tabulated; illustrations of some are shown. The types are so designed for specific purposes. Media utilized include steel rods, balls, or rock of the same material as being ground or of special material in the instance where iron contami¬nation is detrimental (see Figs. 9 and 10 and Table 2). Impact Mills Although there may be some overlapping of interpretation of terms, impact mills are considered those in which the media is actuated in a distinctive manner, at relatively high speed, impacting the material to be ground. There is an overlapping also in what may be considered to be crushing equipment rather than grinding equipment. Hammer Mill or Impactor. Material is fed into the equipment; inside hammers of impactors revolve at a high speed, breaking the material on impact with the hammers (see Fig. 11). Introduction Recognition of Coal Workers' Pneumoconiosis (CWP) as a major occupational disease has affected various aspects of the coal mining industry in the United States as well as in almost all major coal producing countries. Regulations related to the control of coal mine dust forced mine operators to modify their mining and ventilation practices. As the coal production record of the last 15 years shows, this had both direct and indirect impacts on the productivity and production costs. To identify the causes of CWP, many research efforts have been made through- out the world. Most of these studies were epidemiological in nature, attempting to pinpoint exposure and seam variables that affected the incidence of the disease. Other studies have been oriented toward the elemental and mineralogical composition of the coal dust in the mine atmosphere and in the miners' lungs. These studies indicate that there may exist some relationships between the characteristics of the coal mine dust and the prevalence of the disease. Some of the variables that are thought to affect the occurrence of CWP are the mass of the dust in the working place, the rank of the coal, the existence of certain trace elements, the free silica content of the coal, and the existence of other minerals in the respirable dust. A more complete description of these previous re- search studies has appeared elsewhere (Mutmansky and Lee, 1984). The behavior of particles in the human lung is known to be governed by their aerodynamic diameter, which is defined as the diameter of a hypothetical spherical particle with unit density that exhibits the same settling velocity as the given particle. Because of this fact, the aerodynamic size distribution of coal mine dust is one of the parameters to be determined along with the other physical, elemental, and mineralogical characteristics. The objective of this paper is to establish a strategy for providing coal mine respirable dust samples for characterization purposes using instruments that classify according to the aerodynamic diameter. In addition, several findings concerning characterization methods will be presented. INTRODUCTION Most metallic minerals and some industrial minerals have a relatively high specific gravity and most have at one time or another been concentrated by gravity methods. The principles of gravity concentration are straightforward, well documented and easy to understand, but in practice there are many pitfalls that await the engineer in the development of an integrated flowsheet. Gravity concentration equipment has a long history of use and there is a great diversity available. The equipment is capable of treating material over a broad size range, only falling off in efficiency in the very fine sizes. Gravity concentration is also inexpensive, generally free of environmental problems, and commercial equipment can process large tonnages of ore with a minimum of capital cost. As might be expected of an efficient and low cost process, the bulk of the tonnage quickly and inexpensively. Another obvious application is treating mineral deposits such as hematite and manganese ores that are sufficiently liberated after a minimum of crushing to allow production of a coarse concentrate that will meet market specifications. Except for hand picking and mechanical sorting, there is no competing process on coarse size material. Conversely, it is sometimes obvious that gravity concentration does not warrant consideration. Examples are ores that require very fine grinding to attain liberation, for ores where the minerals of interest have a gravity similar to the gangue, and ores that are strongly magnetic. Introduction The frigid regions of Canada's high arctic islands are well-known for major oil and gas explorations. But mining leads the way in development. Cominco Ltd.'s Polaris mine is in its second full year of commercial production, and outstripping the rated production capacity foreseen by its planners. The Polaris mine is located on the shore of Little Cornwallis Island, near the settlement of Resolute Bay. The mine property is compact. It occupies about 3 km2 (0.5 sq miles) of the vast Arctic landscape. A number of mining and technological firsts were necessary to bring a mine into production at this 76° North latitude. Development constraints that had to be overcome included climate, remote location, and the limited ice-free shipping season. Construction of the entire process plant and ancillary facilities took place on a barge in the South where labor and supplies are plentiful. The plant was towed through ice-strewn waters to its permanent location at the mine site 1450 km (900 miles) from the North Pole. Freighters moved the first shipments to the South during ice break-up in late summer 1982. Most of the zinc concentrate is sold to European smelters. The remainder is tolled at a custom smelter in Europe, and the resulting metal is sold by Cominco. Lead concentrate is sold to European smelters. The mine was designed to produce 177 kt/a (195,000 stpy) of zinc concentrate and 41 kt/a (45,000 stpy) of lead concentrate. Actual production in 1983 was considerably greater, with both mill throughput and feed grades being higher than forecast. Production was 217 kt (239,300 st) of zinc concentrate and 51 kt (56,300 st) of lead concentrate. Average milling rate was 2.3 kt/d (2500 stpd), well above the designed capacity of 2.1 kt/d of (2300 stpd). Arctic Climate Extremes The climate is typical of the Arctic: very dry with short, cool summers and long, cold winters. From November through February, there is continuous darkness. Continuous daylight prevails from April to August. Precipitation is light, rivaling the Sahara desert at about 127 mm (5 in.) of rain and snow a year. An almost continual wind forms deep snow drifts against any obstacle on the ground. Temperatures range from a winter low of about -50°C (-58°F) to a relatively pleasant 15°C (59°F) during sunny days in August. Freeze-up begins in September and ice thickness increases from less than 0.3 m (1 ft) in early October to a maximum of about 2.1 m (7 ft) in May. INTRODUCTION The Scope of the Chapter This chapter discusses environmental regulation and closely-related public policies associated with mineral development in the United States. This chapter outlines the nature, extent, and amelioration of secondary effects of mineral development. It sketches the policy foundations of regulation; discusses the implementation of environmental law; describes land use conflicts and land management regimes; and surveys the costs and benefits of environmental regulation. Since regulations are subject to frequent change, the chapter emphasizes basic factual and conceptual material, rather than specific regulations. The goal is to familiarize the reader with the general nature of environmental impacts and mitigation which arise in the minerals industry, and with the issues surrounding the regulation debate. The chapter is organized as a series of sub- chapters. The first of these is a discussion of the conceptual foundations of regulatory policy. The second section summarizes the principal federal environmental statutes, and the implementation of such regulation. Following that, the third section summarizes the current state of knowledge regarding the types of environmental impacts associated with mineral development. This discussion, organized in a format similar to that used in environmental impact statements, can be thought of as a guide to reading and understanding such statements. Next, the fourth section surveys studies of the costs and benefits of environmental regulation. 'These empirical studies are evaluated in terms of the framework developed in the first section of the chapter. In the fifth section, the discussion turns to federal, state, and local approaches to land use control and siting, and the economic analysis of such conflicts. In the post-World War II years, metals analysts and statisticians have tracked the demand for metals in line with changes in Organization of Economic Cooperation and Development (OECD) industrial production (IP) growth rates, Williamson said. This was because the correlation between IP growth and metal demand was reasonable. "However, the correlation was exaggerated," he said. During times of expanding IP growth, metal demand increased at a faster proportional rate than IP growth. This was probably due to industry restocking in anticipation of growing demand at the start of each economic cycle. Conversely, metal demand would slacken at a greater rate than would be suggested by negative IP growth as industry destocked to reduce costs. Nonetheless, he said, a reasonable correlation could be painted between IP growth over the longer term and metal demand. "Yet, although this correlation has stood well since the last world war, it has been based on the fact that the bulk of the world's IP growth stemmed from the industrialized countries of the western world, lately including Japan," Williamson said. The so-called "developing world" had been of little consequence. The Soviet Union and other communist bloc countries were deemed to be closed, self-contained entities that, for each metal, would either be net exporters or importers, he said. These quantities would be used by analysts to calculate the overall supply/demand equation for the western world only and to deduce whether a commodity was in shortage or surplus. It is now believed that this method of projecting total world supply and demand for raw materials is outdated, Williamson said. It does not take into account the worldwide political changes that have occurred since the collapse of communism and the revitalization of China. "It is no longer appropriate to assess global balances for raw materials on the basis of three economic blocs," he said, including the western world, developing world and communist bloc. Rather, global balances need to be projected on a global basis. In this regard, since the collapse of communism and the removal of many other totalitarian regimes, capitalist forces are attempting to satisfy the expectations of the great mass of the world's poorer people, Williamson said. Such people, usually located in Asia, Africa and Latin America, have aspired to the same standard of living as people living in western Europe, North America and Japan. "Now, with free market forces at work, their aspirations will start to be met." Consequently, the demand for metals and other raw materials will now rise at a much faster rate. The production of raw materials has to keep pace with rising IP in the developed world. It will also have to keep pace with the demands associated with the rising expectations of increasing populations in the developing world, as well as from within the old communist bloc countries.
