Low-temperature carbonization of coal in Japan served as an important source of liquid fuels during the war. Six plants operating in Japan Proper produced 203,069 KL (53.7 million gallons) of liquid fuel from 1940 until the end of the war in August 1945, while four additional plants in Karafuto and Korea produced 211,943 KL (56.0 million gallons) for a total of 415,012 KL (109.7 million gallons) of liquid products. Semicoke produced in these plants was used for domestic fuel, for gasi- fication in portable gas producers on automotive vehicles, and to replace imported low-volatile bituminous coal in the manufacture of metallurgical coke. Since 1936 one plant had produced more than 300,000 metric tons of semicoke for blending with bituminous coal to form coke, while the total production of semicoke since the beginning of the industry in 1923 is approxi- mately 2,000,000 metric tons. Despite an apparent annual carbonizing capacity of about 2,000,000 metric tons of coal for the entire country, the maximum amount of scmicoke produced during the peak year, 1943, was 468,446 metric tons. The equipment used is primarily of Gorman design. Just before the end of the war, 6 plants using 20 Lurgi carbonizers were operating with a total rated capacity of more than 1,500,000 metric tons of coal per year, while 2 Koppors units had a combined annual rated capacity of 400,000 metric tons of coal. One plant using the Japanese-designed Mimura system was in service but with so much mechanical trouble that its output was small, while in another plant 4 Wanisht carbonizers of Japanese design but based on an early German development were running satisfactorily, and carbonizing about 100,000 metric tons of coal per year. A single installation of 15 American-designed Knowles ovens was operating near Tokyo but was carbonizing pitch for electrode carbon. ..! No true low-temperature process used in Japan could carbonize strongly. caking coals satisfactorily. The Mimura process designed for this purpose was unsuccessful, as was the Shimomura process before it, while the Lurgi, Koppers, and Wanishi systems operated only with noncaking or very weakly caking coals. The Knowles ovens, really a medium-temperature process, could carbonize-caking coal without difficulty...

The Bureau of Mines has been active in promoting the purchase of coal for Government use under specifications that define the requirements in terms of heating value of the coal, expressed in British thermal units, and the composition as shown by proximate analyses. To these, when required, are added the ash-softening temperature, the free-swelling index, and the Hardgrove grindability index. Under most of these specification contracts the bidders guarantee the quality of the coal, and that guaranteed by the successful bidder becomes the standard of his contract. The deliveries are sampled in accordance with instructions5/ issued by the Bureau of Mines; the samples are analyzed in the Bureau laboratory to determine whether the coal is of the quality guaranteed by the contractor and, if it is not, a price adjustment is made. Analyses of the delivered coal and tipple samples (samples collected at mine tipples as coal is being loaded into railroad cars or trucks) provide valuable data for use in evaluating future bids. In addition, the continuous sampling of coal as delivered is a check on the practical results obtained in burning the coal.

"Mining is one of the oldest of human occupations. The awareness of occupational illnesses associated with mining, even in ancient times, is evident from the writings of Hippocrates (460-370 BC), Pliny and Elder (AD 23-79), and Galen (AD 131-210). Georgius Agricola (1494-1535), in his De Re Metallica, refers to the diseases of miners and the need for their control through good planning and operating practices and responsible management (Schwerha, 1989). Coal workers' pneumoconiosis (CWP), often called Black Lung disease, is an occupational disease which results from inhalation of coal mine dust which usually contains relatively small amounts of free crystalline silica.A pneumoconiosis is best defined as the accumulation of dust in the lungs and the tissue's reaction to its presence [Lapp and Castranova, 1993]. Silicosis is the name given to the fibrotic disease of the lungs caused by the inhalation of dust containing silicon dioxide, primarily in the free crystalline form. Silicosis is the older and more well known of these mineral pneumoconioses. In contrast, CWP was not recognized as different from silicosis until the pivotal work of Collis and Gilchrist [1928].The U.S. Bureau of Mines (USBM) still regards worker exposure to respirable aerosols in mines as the most serious health problem in mining [USBM, 1994]. The National Institute of Occupational Safety and Health (NIOSH) is considering recommending a reduction in the standard for occupational exposure to respirable coal mine dust from 2 mg/m3 to 1 mg/m3 [NIOSH, 1993]. The Mine Safety and Health Administration (MSHA) may require new criterion for sampling procedures in the mine that would evaluate the ambient dust concentration in the mine atmosphere based on a single sample, instead of the current practice of averaging five samples (MSHA, 1992; Ramat* 1993). Several high-production longwall mining faces currently have extreme difficulty meeting the existing dust standards, and some already operate at reduced production levels to achieve mandated levels [USBM, 1993]. The importance of adequately protecting the miners from high concentrations of coal mine dust, as well as of reducing the incidence and severity of the Black Lung disease, cannot be overemphasized. The importance stems, first and foremost, from the humanitarian viewpoint and, second, from the perspective of the overall welfare of the coal industry.The histopathologic hallmark of CWP is the coal macule (Balaan, Weber and Banks, 1993). Autopsy or open lung biopsy reveals the coal macule to be an amorphous mass of coal particles, dust-laden pulmonary macrophages, reticulin, and collagen. No pathognomonic signs or symptoms identify workers with CWP. A CWP diagnosis requires that the worker experienced the appropriate dust-exposure setting (e.g., underground coal mining) and duration (usually 10 years or more) and, has the characteristic chest radiograph. Based upon the International Labour Organization (ILO, 1980) international classification, pathologists and radiologists have established case definitions for characterizing the pathology and the appearance of CWP on chest radiography (Weeks, 1993). CWP appears in two principal forms: simple, with small opacities, and complicated, with opacities larger than 10 mm in diameter. For all practical purposes, diagnosis of CWP in the living miner is wholly dependent upon the chest radiograph interpretation."

The Bureau of Mines' Oil Shale Data Bank (OSDB) was created in 1976 to serve as a centralized source for the storage, retrieval, and dissemination of technical literature, patents, and information on research projects in oil shale. Thousands of bibliographic references, patents, and research projects relating to the mining of oil shale have been identified, abstracted, and indexed according to selected keyword topics. The resulting data bank listings are contained in three sections, each with a separate keyword breakdown for use in rapidly identifying references pertaining to a specific subject. All references cited in the OSDB were published prior to an established cut-off date of May 1, 1981, when a redirection of Bureau of Mines programs resulted in the loss of project funds and the subsequent phasing-out of data bank operations. ACKNOWLEDGMENTS The oil shale data bank listings are the result of a team effort of the project staff. The contributions of Jimaleen Jansma for keypunching, information acquisition, and data entry, and John Brandenburg and Sandra Brake for keywording and information acquisition are gratefully acknowledged. "The Generic Mineral Technology Center for Respirable Dust (GTCRD) was created at The Pennsylvania State University and West Virginia University by a congressional initiative in 1983 responding to recommendations in the 1980 National Academy of Sciences study on the Measurement and Control of Dust in Mines. Many of these recommendations dealt with the need to initiate focused fundamental research for further professional progress in dust control. Long-term, sustained support was emphasized to develop expertise in respirable dust research. In creating this Center, Penn State and West Virginia University were specifically recognized for their expertise in and facilities for research on coal mining and medicine. Today, the Center includes the Massachusetts Institute of Technology, the University of Minnesota, and the Michigan Technology University. The Respirable Dust Center is the only organization that coordinates and integrates the medical, scientific, and engineering aspects of respirable dust disease. The Center works with the U.S. Bureau of Mines (USBM), Mine Safety and Health Administration (MSHA), the National Institute for Occupational Safety and Health (NIOSH), the United Mine Workers of America (UMWA), and the U.S. coal industry in defining the research priorities for the programs of the Center to enhance research synergism.The Center's mission is to enhance the health, safety and productivity of miners by advancing the fundamental understanding of all aspects of respirable dust associated with mining and milling and the interaction of dust and lungs to reduce the incidence and severity of respirable dust disease.All Dust Center activities are focused to be responsive to this mission, which is shared by the several federal agencies closely associated with the GTCRD. While significant progress has made mine atmospheres cleaner and healthier, respirable dust-related disease remains the nation's most pernicious industrial hazard.The goals of the GTCRD were formulated with recognition of the diverse scientific, engineering, and medical aspects of respirable dust, in addition to a need to enhance researcher interaction, as well as education and technology transfer efforts, in the respirable dust area. These goals reflect the needs of the mining industry as determined by the National Academy of Sciences Committee on Measurement and Control of Respirable Dust study done in 1980. The report of this committee encouraged the Bureau of Mines to redirect its research efforts ""...toward obtaining fundamental understanding of the origin, transport and characteristics of respirable coal mine dust."" The GTCRD's goals, detailed in chapter three of this document, were formulated to mesh with NAS recommendations."

Beside many other damaging effects of acid mine drainage, corrosion of pipe lines and pumps frequently adds much to mine operating costs. Not only is it often necessary to install special and relatively costly acid-resistant materials, but even these may require frequent replacements. It is not unusual for ordinary steel pipe to last only a few days in some highly acid waters, while other common materials, though more resistant, frequently last only a few weeks. In the spring of 1935, local PWA authorities offered to assign a number of persons to various problems under the direction of regular employees of the Bureau of Mines. It was believed that at least some simple tests on as many different kinds of acid-resistant pipes as could readily be obtained might produce interesting and valuable information for the mining industry. This paper describes the tests and some results that have since been noted.

This report describes an inexpensive triaxial equipment for testing 2-1 / 8- , 4- , and 5-5 / 8 - inch - diameter rock cylinders subjected to loading conditions comparable to those encountered in underground mining . Only minimal specimen preparation is required . The maximum axial load that can be applied is 250,000 lb , which corresponds to an axial stress of 70,000 psi for the 2-1 /8- inch- diameter specimen . The maximum radial pressure that can be applied is the same for each specimen diameter ; namely , 10,000 psi . The mechanical parts in this equipment are relatively easy to machine and fabricate . The cost of all parts , including the 250,000- lb hydraulic press but not including labor costs , was approximately $ 1,000 .

The results of a laboratory investigation of coal cutting mechanics and noise is presented. These experiments were performed using a linear cutting apparatus that operates over a broad cutting speed range. The influence of several coal cutting parameters on the noise, force, productivity, and specific energy associated with linear cuts is ascertained. Some basic theoretical aspects of coal cutting mechanics and noise generation are discussed, and the results of the laboratory experiments are used to Formulate analytical models of the coal cutting forces and noise. The analytical model For coal cutting noise is then generalized to account for the more important effects of rotary cutting. Based on the generalized model, an estimate of the sound pressure level at an operator's position is made for a typical continuous mining machine. It is concluded that by employing linear rather than rotary cuts, using deeper depths of cut, slower cutting speeds, and more efficient cutting tools, it is possible to reduce the level of coal cutting noise, as well as Provide benefits to other important areas of underground health and safety.

On entering the World War the United States was confronted with the necessity of building in a short time a large number of ships of tonnage adequate to transport troops and war materials to Europe and to carry food supplies to the allied countries, whose merchant fleets had suffered greatly by submarine warfare. The necessity of building ships quickly led to the formation of the United States Shipping Board, which was charged with the duty of developing an efficient organization for the purpose. Such an organization was developed under the name of the Emergency Fleet Corporation; it was under the control of the Government, but could conduct its business in the most direct way, like a private corporation. In order to build the largest- number of ships possible without drawing too heavily on the steel industry, which was already taxed heavily by the production of munitions, it was decided to build wooden as well as steel ships. These ships were built from a few standard designs to enable a large number of duplicate parts to be fabricated in inland shops and transported by railroad to the shipyards on the seacoast, where they were assembled into ships. In other words, the plan was to manufacture the ships rather than to build them. The shops on the seacoast were reserved to make those parts of the ships' equipment that could not readily be transported. The inland shops made the parts that could be transported to the seacoast by railroad. Among the more important parts of the ships' equipment to be standardized were the boilers. As the Scotch marine boiler in large units is bulky and can not be transported by railroad, and as, for the same capacity,much more steelis needed in its construction than for water-tube boilers, a few simple designs of water-tube boilers were developed that inland shops having ordinary equipment could make in large quantities.

Moreover, the continuous sampling of coal as delivered is a check on the practical results obtained in burning the coal.The Government purchased approximately 5-1/2 million tons of coal in fiscal year 1951. In connection with these purchases, the Bureau analyzed 10,700 samples. These are published for the use of Government officials and the public. A series of publications s been completed on coal analyses by States, or, where production is small in any State, by groups of adjacent States. In addition to analytical data showing composition and quality of coals of the States, the publications contain brief descriptions of the geological structure of the coal basins, typical mining conditions in the various districts, the principal economic data of the industry, and the relationship of mine or channel samples to delivered and tipple samples. The Bureau of Mines investigated a HCI-02 leaching procedure to recover Cu, Ni, and Co from a low-grade bulk sulfide flotation concentrate prepared from the Duluth gabbro complex. Since the Duluth gabbro complex is the largest known and unexploited Ni resource in the United States, the development of options for extracting the metal values from the flotation concentrate of this domestic resource is necessary. Conditions were determined for producing a pregnant solution low in Fe to facilitate recovery of the metal values. Leaching experiments were conducted at 15 pct solids, 1000 to 1200 C, 0.2 to 0.3 g HCI per gram concentrate in a 50-gal reactor pressurized to 50 pSig with 02. Base metal extractions from the concentrate were, in percent, 90 to 92 Cu, 99 Ni, 97 to 99 Co, and 0.1 .Fe. Precious metals extractions were erratic and unpredictable; at best their extractions were, in percent, 55 Au, 90 Ag, 40 Pt, and 45 Pd. The reaction time at 1200 C was 0.5 h. The use of compressed air instead of 02 as the oxidant was also investigated. Solvent extraction using LIX 622 was used to remove Cu from the pregnant solution. Cementation on Cu was tested for precious metals recovery, while sulfide precipitation was used to produce a Ni-Co product. A conceptual flowsheet for treating the Duluth gabbro concentrate is proposed.

"INTRODUCTION Extraction of alumina from various materials, such as low-grade bauxite and clay, by means of a lime-soda sinter has been the subject of a number ofinvestigations (1, 2, 3, 4, 5, 7, 9, 10, 11, 12, 13, 16, 17). 5/ in recent years, Although many of the details of these investigations are lacking, it is believed that there is one difficultly that frequently develops under certain conditions, namely, that of thickening or gelation of the slurry formed during extraction of the sinter. If gelation occurs even to a slight extent* Serious mechanical difficulties result, very low liquor recoveries are obtained, and the extraction step becomes virlually inoperable. Under 'favorable conditions, a solid gel is formed which can only be removed from the equipment with great difficulty. At the Eastern Experiment. Station of the Bureau of Mines in College Park, Md., a study of lime-soda processes was begun in November 1941. This work has included studies on low-grade bauxites, kaolin clay, and nodular diasporic clay. Gelation was most serous with kaolin clay and least with diasporic clay. As a part of the Bureau's investigation, a study was made of the effect of the pertinent variables on gelation. The results permit the selection of various sets of conditions at which gelation will not occur. These data are essential to the final selection of optimum conditions for the over-all process."

The Bureau of Mines investigated the extraction of alumina from calcined kaolin by leaching with boiling RCI in a train of three 50-gal continuous, stirred reactors. Slurry discharged from the reactors con-tained an excessive amount of fines, which impeded solid-liquid separation. Autogenous grinding of coarse solids that accumulated in the reactors was the source of the fines. This report describes modifications to the reactors and to the operations that led to decreased fines generation and improved solid-liquid separation. Modifications to the reactors included custom-made impellers, the addition of a baffle system, a subsurface slurry discharge system, and slower rotation of the impellers. Concurrent testing of a continuous horizontal belt filter showed that the form filtration rates were increased from 350 to almost 1,000 Ib/h+ ft-2 when the modified reactors were used.

"INTRODUCTION Manufacturers and consumers of steel have come to realize during the past few years that cleanliness is of great importance in steels which must meet rigid specifications for various physical properties. Of equal importance is the consistent production of steel which is uniform in these properties. For maximum utility steels should be uniform not only from heat to heat, but also from ingot to ingot and within each ingot. In the manufacture of killed steels such as the higher carbon forging grades, uniformity as indicated by the usual chemical analysis in easy to obtain, provided that a normal top discard is taken, as is always the case in steels poured with hot—top practice. No such uniformity, however, holds true for the nonmetallic matter, which consists for the most part of the products of deoxidation of the steel.For a large tonnage of steels which go into articles manufactured by deep—drawing processes, killed steel has never been successfully applied because with the present deoxidation practice, low—carbon killed steel is almost invariably extremely dirty. To obtain the desired qualities for deep drawing, the steel is rimmed, — that is to say, deoxidized with manganese and perhaps a small amount of aluminum, — the resultant product being of high purity in the skin of the ingot, but very badly segregated at the center of the ingot, particularly in the upper—central section. This segregation necessitates a very heavy top discard, and one of the major segregates is carbon which renders the steel too hard to draw properly. If clean, low—carbon killed steel could be made successfully, much better ingot yields would be obtained than by the present rimming steel practice. Furthermore, banded structures and outside and inside seams, which are undoubtedly due in a large measure to blowholes in the ingot, are defects which are very difficult to control in rimmed steel. These defects would be minimized by clean killed steel."

The Bureau of Mines developed three types of passive water barriers for suppressing slow-moving coal dust explosions. One type is a modification of a conventional tub barrier and depends on the dynamic pressure generated ahead of an explosion to tilt the tub to release its water and suppress the explosion. The other two barriers operate in response to an increase in static pressure developed ahead of the explosion. Tests indicate the first barrier begins to release its water at air speeds as low as 50 ft/sec, and the second and third barriers will operate at a rise in static pressure as little as 0.5 psi. All three barriers were found to be effective in suppressing coal dust explosions propagating at speeds as low as 100 ft/sec. A plan is described for installing a water barrier in a working mine on a trial basis.

In connection with the purchase of coal under specifications for Government use, the Bureau of Mines in this report has compiled data on 81 mines located in 15 States. This annual report lists analytical data on the composition and quality of tipple and delivered samples of coal collected during fiscal year 1973. Tipple samples were collected by Bureau of Mines engineers at tipples as coal was being loaded into railroad cars or trucks. Ultimate analyses are given for most of the coalbeds listed. The deliveries were sampled at destination in accordance with instructions issued by the Bureau of Mines. All samples were analyzed in the Bureau laboratory at Pittsburgh.

As part of its program of petroleum production research the Federal Bureau of Mines has long been engaged in the study and development of systems of analysis of oilfield waters (8, 12, 20, 21, 22, 27, 30).21 However, many of the early chemical procedures developed by the Bureau and widely adopted by the petroleum industry are time consuming, and some are unreliable for determining certain constituents found in California oilfield waters. Because of the need for more rapid and more accurate methods having greater sensitivity with low concentrations of some constituents, a study has been made by the Bureau's Petroleum Research Laboratory at San Francisco, in developing new techniques and modifying previously published techniques for analyzing oilfield waters by flame spectrophotometric, potentiometric, and colorimetric methods. Test solutions were synthesized for testing the suitability and accuracy of the procedures, and the effect of interfering ions. These solutions contained known quantities of characteristic constituents of oilfield waters including sodium, magnesium, potassium, calcium, lithium, strontium, barium, sulfate, chloride, bromide, iodide, carbonate, bicarbonate and borates in a wide range of concentrations. The compositions of these synthetic brines are listed in table 22. Many California oilfield waters contain salts of petroleum-derived organic acids and several synthetic oilfield waters also were prepared to which large quantities of naphthenates or salts of petroleum acids were added.
