Valuers of mineral properties should be aware that accountants are a major user of their opinions of value. Reliance by accountants can range from obtaining comfort that book values in balance sheets are not overstated to establishing values by which to assess the fairness of a takeover offer. Accountants using mineral property valuations clearly can't be expected to have the same level of expertise as the valuer and ""second guess"" the valuation. But they do have an obligation, under the ASC guidelines and their own professional standards, to'check the logic and reasonableness of the valuation before being able to rely on it. This means reviewing the valuation report for general sensibility, discussing the methodologies and assumptions with the valuer and being satisfied as to his competence and independence. This paper outlines how accountants use mineral property valuations, the level of scrutiny applied to such valuations and the problems commonly encountered in practice by accountants seeking to rely on them. The paper also explains how values of-mineral properties are established in company balance sheets and why these often differ, quite validly, from fair market values.

The transportation of solids by pipeline is not new. In 1891 a United States patent broadly covering a method of pumping coal with water was granted to W. C. Andrews. His pilot plant was constructed on what is now the site of the New- York Public Library in Manhattan. His process was applied to pumping coal mine waste back into the worked out portion of coal mines. On October 26, 1967, the world's first long distance iron ore slurry line was put into service by Savage River Mines. The commissioning of this 5.0 million dollar installation climaxed three years of development, testing, and construction and proved the Company's faith in pioneering' this unique transportation method for iron ore. This paper will discuss some of the more pertinent items in connection with that three-year period. Also to be discussed will be the operation of this line during the past eleven months.

In the last decade, the use of advanced implicit modelling software/algorithms in mineral resource workflows has become a best practice in the mining industry. In most cases, these workflows can easily replicate the level of detail of explicitly modelled geometries, even for very complex deposits. These techniques are flexible and can produce fast results since software is responsible for generating 3D surfaces and solids based on geological and interpretation data. Nevertheless, depending on how unique and complex some deposits are, intense manual editing and input are required to honour the geological context and produce the desired outcome. The current geological modelling workflow at George Fisher Mine (GFM) is based on the semi-automatic built-in tool that generates stratigraphic sequences (stacked lithology layers) based on logging and mapping data. This tool (stratigraphic sequence from Leapfrog Geo™) works for the majority of areas in the mine but fails to capture observed mineralisation pinch-outs in operational areas and at extrapolated boundaries of the deposit. These pinch-outs have the potential to negatively impact grade forecasts if not resolved manually. Using built-in software tools only, the alternative for a more accurate model is to generate each individual layer and adding tens of thousands of manual interpretation points to honour pinch-outs (based on the amount of existing drilling in the mine and number of layers). This approach would require an estimated minimum of two to four years of a full-time employee (FTE) to be exhaustively completed. This study presents an automated approach to generate pinch-out points using a set of Python scripts that only take a few minutes to run. The newly generated points are then combined into the commercial software workflow as interpretation points, honouring observed pinch-outs. The remarkable time difference between approaches removes chance of manual errors and allows mine geologists to spend valuable time in validation and testing of scenarios, ensuring they are more representative of the deposit’s geology.

The mining sector, a notably energy-intensive industry worldwide, is a major consumer of fossil fuels, leading to significant carbon emissions globally. The move towards electrification, coupled with advancements in battery technology, has redirected focus from traditional diesel-powered solutions to battery-powered alternatives. This paper introduces a novel mining haulage system, termed the Battery Trolley system, and examines its theoretical foundations, configurations, and operational processes. It offers a comprehensive analysis of the system’s characteristics and limitations. Through a hypothetical road simulation, the study analyses various battery mining trucks, calculating energy consumption based on force parameters and tailoring battery sizes to contemporary materials and technology. When assessing various battery truck alternatives—considering aspects such as battery size, effective payload, duty cycle, energy efficiency, productivity, and single-shift production—a range of performance outcomes and characters become apparent within the mining context. The findings indicate that Battery Trolley configurations, requiring smaller battery capacities, entail lesser compromises on effective payload. Consequently, these configurations achieve a higher duty cycle, reduced energy consumption per tonne, heightened productivity, and enhanced singleshift production capabilities compared to Battery-only alternatives. The comparative analysis of Battery Trolley with stationary charging (BT-S) and Battery Trolley – dynamic charging (BT-D) underlines that battery Trolley systems are capable of overcoming the challenges associated with battery size, thus successfully fulfilling the production demands of large truck applications in mining. This positions Battery Trolley systems as a more advantageous option for the decarbonisation of mining fleets, underscoring their potential in contributing to the sector’s sustainable evolution.

By 2045, carbon-neutral mines will be economically producing products that are vital for the world’s transition to renewable energy. After overcoming significant technical challenges (and the investment of significant capital), leaders have successfully eliminated the use of diesel and other fossil fuels by introducing a wide range of new decarbonisation technologies. These leaders will be reaping the benefits of lower production costs (resulting from elimination of diesel), stable and predictable operations, and easier access to capital for their future projects. This paper describes a future scenario of how a net zero carbon and zero-entry mine could operate by taking maximum advantage of technologies in development or already proven in other industries. Some miners have been unsuccessful in their efforts to reach decarbonisation targets. Instead, they have been forced to close or offload their assets to be acquired by operators with better sustainability credentials, or, in some cases, to indigenous or community-based enterprises with vested interest in making operations viable and sustainable. Regardless of ownership structure, all successful mining operations will have fostered strong and positive community relations that bring education, health, security and economic development opportunities to the communities while respecting their traditions, land-uses and culture. As shallow, easy to mine deposits have become scarce, the majority of new mines are underground. Advancements in electric underground technology and the feasibility of ‘zero entry mining’ (with no personnel in active mining zones) has made it increasingly possible to economically operate underground mines, even at shallow depths. The newest mines have a near zero footprint on the surface, produce no harmful by-products, and are employing in-place or in situ methods of extraction that are efficient and low impact. Surface land-uses, such as agriculture and renewable energy generation, continue in the immediate vicinity of the mine, with no significant ground disturbance, community impact or environmental footprint.

The load capacity of a friction bolt has long been regarded as 4 t/m of embedment for ground support design analysis and supported by in situ pull test results. In recent years, the authors have observed lower pull test results or inconsistent results which were rarely sighted in the early 2000s. The lower pull test results indicated in some cases that reliable friction bolt capacity (≥90 per cent of results) is closer to 3 t/m of embedment with some geotechnical engineers adjusting the ground support parameters in the design work accordingly. This can be in contrast with other mines which reliably obtain 4 t/m (or greater) using the same suppliers bolt in similar ground conditions. This raised several questions: • What is the effect of poor installation (bolt twist or bolt hole deviation)? • Does the performance of friction bolts vary in different rock masses? • Does bolt performance vary between suppliers? • What effect does increased jumbo feed/percussion/rotation settings have? • Have the bolt dimensions or steel strip width changed? • Have the physical bolt properties changed? • Have the steel properties changed? This paper was aimed to answer as many of these questions as possible and discuss each variable in detail. This project included friction bolt trials at various mine sites across Australia, multiple friction bolt manufacturers, steel manufacturers and laboratory analysis. The paper also includes discussion on what the authors consider best practice for pull testing. It should be noted, the terms ‘friction stabiliser’ and ‘split set’ used in this paper are used in a generic manner and is not linked to any specific ground support supplier. Whilst its acknowledged within the industry the term split set and friction stabiliser is used interchangeably, the authors acknowledge that the term split set is a trademark of Split Set Mining Systems and has been used in context in this paper.

Prediction of fragmentation by blasting is most commonly based on theassumption that a single distribution of pre-existing discontinuities is present within a blasted rock volume and that the underlying mechanism of failure is tensile failure. It is assumed that the tensile stress field created by a blast initiates and extends radial cracks around the blastholes. Interaction between radial cracks from different blastholes and the free surface creates rock fragments. In reality, fragmentation of the rock occurs due to two mechanisms.One is related to the compressive-shear failure of the rock (mainly rock matrix) close to the blastholes, while the second mechanism is the previously mentioned tensile failure of the rock mass. The secondmechanism of failure occurs in the form of extension of the larger cracks in the region beyond the crushed rock, and this type of fragmentation occurs after the crushing phase. In the case of hard rock or blasting where the extent of crushing is minimal, the currently used prediction methods give a reasonably good result. However, there are many blasting conditions where the amount of rock crushing is significant. In the case where fragmentation of the given rock volume occurs dueto two different mechanisms, modeling of the rock fragmentation with a single distribution function is not appropriate. To model the fragment size distribution generated by two different mechanisms, it is necessary to use a two-component fragment size distribution function and a scaling parameter that will determine the proportion of the fragmented volume created by each mechanism. The purpose of this paper is to present results of blast fragmentation modeling based on two mechanisms of failure. The two-component model (TCM) utilises experimentally determined parameters from small scale blasting and parameters of the Kuz-Ram model, for more accurate prediction of the complete rock fragment size distribution curve. The methodology is such that it is possible to predict complete fragment size distribution, including fines, of ROM product for a future mine, at the feasibility phase of mine design.

In August 2001 the Minister for Conservation declined an application by GRD Macraes for an access arrangement to enable work at the Globe Progress Mine near Reefton. In her decision, Ms Lee said:æI have considered whether potential compensation and the proposed safeguards against some of the adverse effects are sufficient to outweigh my concerns as to the loss of conservation values, consistency with the objectives of the Conservation Act, the purposes for which the land is held by the Crown and, to a lesser extent, the North Westland Regional Management Plan. I do not think they are sufficient. To my mind, my concerns as to the consistency with the objectives of the Conservation Act, the purposes for which the land is held and the loss of some conservation values in particular, outweigh any potential compensation and possible mitigation of adverse effects.Æ Commenting on the MinisterÆs decision Guy Salmon of the Ecological Foundation stated that the Minister should have invited the applicant to provide a 10 000 hectare pest-free wildlife sanctuary as part of the æpriceÆ for obtaining that access. However,æfor many people of green persuasion, it has become fashionable to say no every timeàthose who really have the well-being of the environment at heart, will want to look carefully at the bigger picture of environmental restoration needsàThe deciding criterion: the mining company should show that its involvement on conservation land would produce a net conservation gain. That is a criterion that creates the right incentives for win-win-win solutions on conservation land.ÆThis paper considers whether the concept of off site mitigation is one which fits within the current legal regime. Two questions arise:Can such mitigation/compensation be legally considered in access arrangements or required as a condition of resource consents? Is this a realistic option for industry to be pursuing?

Possibilities and Working of the Specific Agglomeration of Fibrous Materials and Residues Plant based fibrous materials are becoming of increasing interest in a multitude of industrial applications. Main advantages are the specific lower energy demand and virtually closed CO2 cycle, excellent mechanical properties based on low density as well as a high level of recyclables. In contrast, processing and handling of such materials is associated with a number of challenges. These challenges are mainly related to specific morphological characteristics in correlation to fibre length and structure (branching and splices). Specific problems in further processing steps including transport, dosage or storage for natural fibre compounding, result from form-locking bonds leading to burling, clusters or plaits. Technologies of fibre processing are well known, but other than textile based technologies they generally result in intermediate goods which do not allow direct industrial application. The investigation to be presented is based on results of recent research activities and shows two possible technical solutions of innovative fibre agglomeration procedures. These methods allow the conversion of middle to long fibres into a form, which eases further processing and dosage significantly and therefore allows free flowing too. The procedures are based on the working principles of rolling and winding technology. Within the work, both of the patented methods and their respected lab-scaled devices will be described. Further, results will be shown for an up-scaled rolling agglomeration unit applying the developed principle and consisting of multiple process zones. Possible variations of the resulting product characteristics and the impact of different process parameters will be discussed based on the trials with natural fibre (hemp and flax) agglomeration. As a main outcome of the research, product qualities can be supplied according to the requirements of the specific application in correlation to agglomerate strength, porosity or form. In conclusion, recent developments for specific methods of characterization will be depicted.

The principles of geometry and trigonometry are so continuously used by mining engineers for the purpose of accurately and intelligibly recording their measurements, that the writer is prompted to lay the following cursory remarks upon mine surveying before the members of this Institution in the hope of eliciting a free interchange of opinion upon details of this interesting branch of the profession. He proposes to deal with surveying only so far as it concerns the mining engineer, not to intrude upon the domain of the professional surveyor, and, in this instance, to discuss more especially that which may be termed the mechanical, rather than the mathematical side of surveying.In the latter part of the eighteenth century and the beginning of the present one, the usual underground surveying equipment in the English metalliferous mines, consisted of a magnetic needle in a fiat square wooden box of about 9-inch sides, a two-foot rule, a long cord, aud a stool, upon which to place the needle and box. The operator took his bearing by sending his assistant with the end of the cord as far in a straight line as the length of the cord would admit.On its being drawn that he held its end in one hand and placed the side of the compass-box against it with the other, and noted the bearing thus found either by a book entry, or by ticking it off with a piece of chalk on the board the compass lay in. He then measured the cord with a two-foot rule. It is needles to say that with these appliances the accuracy of the results were open to question, and mining surveying was not unduly popular.In the present day, engineers have the advantage of using instruments brought to such a state of perfection, and of employing such an exact system of underground surveying, that inaccurate work must usually be attributed either to lack of care, or lack of ability in the operator.

The latest outcome of science is that aII bodies are composed of vibrating atoms or molecules. In almost all mineral bodies when changing from the gaseous or liquid condition to the solid, if the vibrating molecules are allowed free play, they arrange themselves in a symmetrical manner, and at a definite angle to each other: This angle varies with each system of crystallization. In a great many bodies this process may be brought about artificially, and the growth of the crystal watched. The most common method is to dissolve some substance in water or some other liquid, on slowly evaporating the liquid, the substance dissolved will solidify and the molecules will arrange themselves in their particular crystalline form.The element carbon crystallizes in two forms; as graphite in the form of a short six-sided prism', and in the diamond generally as the octohedron in the cubical system of crystallization. Orystalline bodies, as a rule, have plain faces but what is remarkable in the diamond is that in a great many cases the faces are rounded. Its great beauty as a gem when cut, and the high artificial value placed upon it by fashion, as well as its value as a cutting and boring instrument-it being the hardest body in nature-has caused many attempts to be made to form it artificially. These attempts have met with fair success as a scientific experiment, but as a commercial speculation they have been a complete failure. The most noted of these experIments was carried out by Mr. Hannay, of Glasgow.Paraffin spirit with lithium was submitted td prolonged heating in strong wrought-iron tubes securely welded. In most of the experiments the tubes exploded; but in a few cases the experiments were successful, and on cutting open the tubes small crystals of diamonds were found embedded in a black mass.Despretz produced minute diamonds under the influence of a powerful electric current from coal.

This paper has been written collaboratively by members of the International Mining VR Group. It is the first of a series of papers. Mining in the 21st century is a high technology industry that strives to reduce risk and improve safety through the use of improved processes and procedures. This risk reduction process is aligned with the innovative use of technologies often developed for other industries. Computer-based visualisation systems and their content are such innovative technologies, in particular the use of virtual environment systems and mixed reality. A primary objective of developing virtual environment systems and the mixed reality content displayed in them for the mining industry is to allow mine workers and operators to practice mine processes and demonstrate competency in tasks that will be encountered in day-to-day mining operations at mine sites. It is anticipated that providing easy access to virtual environment systems will facilitate the avoidance of high-risk situations through improved knowledge, skills, understanding and decision making. Via virtual environment systems mine workers will also be able to practice infrequent or emergency events and maintain preparedness for such events. Day-to-day mining practices can also be evaluated. The rapid pace of technology innovation and the decreasing cost of simulation hardware and software present a plethora of technology to the uninitiated. This can be confusing. In this paper taxonomy is presented that classifies hardware, what it can display and also content that can be included or displayed on the various computer-based visualisation systems. The taxonomy provides insight into where technology can and may be implemented in the future as virtual environments are a dynamic and evolving technology. The taxonomy should also assist in the decision making process when scoping or selecting technology for a particular purpose.

The valuation of early-stage exploration projects requires a valuer to take into account a large number of uncertain value drivers, the interplay among which may be non-linear. This paper examines some of the key value drivers including geology, target metrics, project area and maturity, the market and the psychology behind the decision-making process. The commonly accepted valuation methods and their underlying logic are outlined, including a view on why they evolved, what value drivers they attempt to address and their potential shortcomings. These methods include the multiple of exploration expenditure, geoscience rating, expected values and market based methods. The potential future valuation methods of replacement values and neural networks are also introduced along with how to minimise heuristic bias and error within the market-based approach.CITATION:Bell, J A and Guj, P, 2012. Contemporary approaches to safety management appear to be failing short of meeting its mark in improving mine safety. This is evidenced by the high workers compensation, high incidence rates and fatalities. Evidence from high-risk and complex organisations points towards safety culture as being important in improving site safety. In more recent years resilience engineering has been touted as a new and innovative way of managing safety. This paper reviews and synthesises previous literature on safety culture and resilience engineering. It then highlights methods that can be used to measure safety culture and resilience engineering, and explores similarities and differences between complex organisations and gold mining to identify opportunities for more innovative approaches to improving safety in gold mining operations through safety culture and resilience engineering.

This paper addresses, in particular, the influence of winding depth on the selection of head ropes for Koepe winders. Because this is just one aspect of winder design that affects the operational safety of the winding system, the paper starts by considering all the issues governing the life and safety of the winding ropes. Regulations from a variety of countries are reviewed and comparisons of the legislated rope factors of safety and their variation with winding depth are made. This is followed by a discussion of the typical observed mode of in-service deterioration of Koepe head ropes. This mode of deterioration is due to fatigue and is influenced by the load range occurring in the ropes. Parameters contributing to load range are discussed and the influence of winding depth is highlighted. Lessons learned from early experience with very deep Koepe winders in South Africa are recalled. Predictions of load range as a function of depth are made, from which general rope life predictions are made for ropes selected by conventional national factor of safety requirements. This is illustrated in graphs comparing rope life as a function of depth. Typically a reducing life with depth is predicted. A rope selection strategy is advocated, which is based on achieving a constant rope life irrespective of the depth of wind. A new factor of safety (or rope design factor) equation is prepared that has the trend of increasing with depth. This proposed equation is compared with other published proposals that promote an increasing rope factor of safety with depth. It is shown that smoother winder drive controls enhance winding rope life and this improvement is quantified. The paper concludes by pointing out the consistency in predicted and observed life of winding ropes selected in accordance with legislated factor of safety approaches. It recommends the adoption of a new rope design factor equation for rope selection, to be used in conjunction with appropriate codes of practice for winding rope condition assessment and for the design, installation, operation, maintenance and testing of Koepe winders. The new rope design factor equation approaches a limiting economic depth of wind at shallower depths than the existing Koepe factor of safety approaches. However these older approaches æbuild-inÆ a reducing rope life with depth. The new rope design factor is therefore a more consistent way to select Koepe ropes and to evaluate economic trade-offs between Koepe and conventional double-drum or Blair winding systems.

This paper describes the development of an approach to sustainable development for application at the feasibility study stage for a proposed bauxite mine near the community of Aurukun, south of Weipa on the western coast of Cape York Peninsula, Queensland, Australia. The general environment for development was complex in all dimensions. In particular, the socio-demographic profile of the Aurukun community (population 1200) characterised it as being amongst the most disadvantaged communities in Australia. The traditional owners of the area, the Wik and Wik-Way people, were at the forefront in the efforts of Indigenous people in Australia to secure land rights over the past 30 years, and they had previous experience negotiating an Indigenous Land Use Agreement (the Western Cape Communities Coexistence Agreement) with Rio Tinto Alcan, the operators of the Weipa bauxite mine. Through this they had shown a well-founded sense of entitlement with respect to the development of resources on their traditional land. The Queensland State Government had recently cancelled an existing mining lease over the bauxite resource as the holder of the tenement had not fulfilled the terms of a development agreement that had been in place for 30 years. The Government was anxious to avoid any future æbankingÆ of the resource, and had decided to offer tenure to the resource on an international competitive basis, subject to the requirements of the Commonwealth Native Title Act 1993. This would require a negotiation process with traditional owners and potentially involve companies with whom the traditional owners had no existing relationship (typically developed during the projectÆs exploration phase) and who possibly had no project development experience in Australia. As well, the State Government envisaged an approach to development that drew on the significant work that industry and other stakeholders had undertaken over the previous ten to 15 years, commencing with the mining, minerals and sustainable development (MMSD) process. This work was aimed at rectifying acknowledged deficiencies with industry recognition of stakeholder interests, in particular with respect to environmental management and socioeconomic development. The approach adopted aimed to define the strategic community interests and sustainable development outcomes to which the development of the resource would be expected to contribute, and to embody these within an easily usable management structure that could be applied to each stage of project development from feasibility study through to mine closure. The logical framework (AusAID, 2006; ICMM, 2005) was the management tool utilised to order the identified interests and desired outcomes. The structure included components aligned with the key areas of development interest expressed by the community, and the initial baseline sustainable development plan (SDP) developed established component objectives, outcomes, indicative outputs and activities for the feasibility stage of the project. This established an objective framework to guide potential bidders when developing their response to the State GovernmentÆs Request for Proposal. The paper will describe the evolution of the competitive process and the parallel process for development of the SDP. While the institutional environment was politically and socially complex, the use of simple visual representations of the environment and the analysis and ordering of issues, objectives and criteria through methods such as stakeholder analysis and the logical framework approach, enable the development of a dialogue on the contribution that the development of a mining project can make to sustainable community development, and for the development of an agreed program of community support to capture the contribution. The use of the logical framework was found to have good functionality for plan development. Achieving plan outcomes though, is highly dependent on the skill of key project personnel in facilitation, team building, conflict resolution and leadership, as well as their ability to influence the behaviour of key stakeholders with the capacity and authority to require the integration of local economic development criteria in to key project development decisions.

This paper describes model-scale bench blasts on mortar blocks with distorted drill hole patterns, done in 2013–2014 at the Montanuniversitaet Leoben. The main aim of the project is to see if the fragmentation from and the crack development behind blasts with and without drill hole deviations differ significantly.The dimensions of the test blocks were 660 × 280 × 210 mm (L × W × H). They were mounted inside a yoke that allows the blast waves to escape (see Figure 1). Three rows in each block were shot row by row with a nominal pattern of B × S = 70 × 95 mm. The same nominal delay 73 µs (ie 1 ms per m burden) between holes was used throughout. Blocks with holes of stochastic collar position errors (variations in burden or in burden and spacing but constant row volume) and systematically shifted collar positions (blasts with staggered pattern) were shot. The results were compared to reference blocks without collar deviations.Apart from the sieving analysis, the remaining bench faces were measured with a stereo-photogrammetric method and horizontal roughness profiles for each row were constructed. Sawing slabs from block remains after the third row and use of dye penetrant allowed the study of internal blast damage.The analysis showed that none of the changes in borehole collaring had a significant effect on the sieving curve (median). The sieving results confirm earlier findings though that the fragmentation gets finer with the number of rows shot, implying that blast damage from earlier rows has an influence on the blasting results. The tests demonstrated that the nequiv (equivalent n-value) has increased ten per cent by shooting staggered pattern and decreased by seven per cent by pattern with burden and spacing errors. For the rest of the patterns, the nequiv was roughly the same.The surface roughness investigation showed that a smooth surface was achieved by the staggered pattern. The other deviations patterns did not show a clear trend.The internal blast damage, which was measured in the remaining part of blocks, showed that out of eleven, four crack families seemed to be most affected by blasting. The creation of an accurate and precise enough database requires the collection of many representative samples, subsampling and assaying them without destroying their integrity. The selection and implementation of sampling protocols often lead to severe difficulties, making the unaware practitioner vulnerable to massive exploration, feasibility and operating failures. Therefore, there is no substitute for a good understanding of the Theory of Sampling (TOS). Either because of ignorance, or because of short-term economic reasons, failure to comply with many stringent conditions can be devastating for the validity of a feasibility study, leading to false evaluations, to the abandonment of a viable property, or to the exploitation of one that is not profitable. All these failures have something in common: insufficient duplicate sampling, subsampling and assaying were performed; very important, preliminary heterogeneity tests were never performed; for short-term economic reasons, poor sampling and subsampling protocols were selected, second-class sampling systems and weightometers were installed and poor preventive maintenance and cleaning were implemented;and sampling experts were called only when the project was obviously in trouble. The conclusion is clear: in due time, iterative auditing of sampling practices is an insurance policy against massive financial losses for the company involved. A complete, comprehensive 100 point checklist of sampling Quality Assurance and Quality Control is provided, so critically important details to ensure success are not forgotten.

Water in mining, mineral processing and metal production on a life cycle basis has been at the top of agendas for various industries, government agencies, research organisations, academic institutions and communities. As a result, a number of water footprint assessment methodologies have been developed. However, their practical applications in mining and mineral processing industries with specific case studies are still rare.A key objective of the Minerals Down Under Flagship is to contribute to the long-term sustainability of the Australian mining and mineral industries. Researchers in the Mineral Futures theme have developed robust assessment methods to evaluate the impact of mining and minerals technology development on the environment. The future of mining and the mineral industry is strongly linked with its sustainability - better water management strategies will need to be implemented.Life cycle assessment (LCA) has been a recognised method for measuring the environmental impacts of products, processes and services. It provides a scientifically sound method of comparing products and processes using a common basis and identifies so called æhot spotsÆ and opportunities for reducing environmental impacts. The water footprint of mining, mineral processing and metal production using an LCA basis is still scarce in the literature. Research methodology is now being applied in detail for copper, gold and nickel. A primary focus has been the relationship between ore grade and water use for which mathematical models are being developed. Queensland legislation, industry codes and policies relating to mine rehabilitation and closure create the expectation of successful progressive rehabilitation and that the post-mining environment is being returned to a condition suited to a pre-agreed, beneficial end use. Yet none of the rehabilitated mined land in the Bowen Basin has been certified as successful by authorities suggesting there is a gap between current rehabilitation and the full environmental outcomes that the legislation could deliver. We tested the veracity of this perspective and reflect on where responsibility for any discrepancy lies.We first reviewed current Queensland legislation and industry codes relating to stakeholder engagement, rehabilitation, closure planning and post-mining land use. We tested the accessibility of the documentation trail for several recent coal-mining projects in the Bowen Basin and examined the level of detail in approval documentation. We then assessed the rehabilitation performance reports of these mines in relation to the contents of their approval documents. Legislation, guidelines and codes repeatedly emphasise the need to plan for closure before mine operations begin and to progressively perform rehabilitation with an agreed end-use in mind. Early stakeholder involvement in these processes and transparency of actions and outcomes are also encouraged by government publications. Overall, in terms of transparency, we found that relevant documents are generally available to the persistent enquirer. However, the rehabilitation and closure undertakings given in both mine company and regulator documentation were commonly generic and rehabilitation obligations were not explicitly incorporated into rehabilitation plans. Rehabilitation reporting was also weak in that no distinction is required between successful and unsuccessful revegetation, nor to closure objectives and mine completion criteria. Responsibility for the apparent disconnect between regulatory intent and actual performance appears to begin with the regulator too readily allowing generic information and in not requiring performance reporting to correspond with approved post-mine conditions. As a result, companies may have a much greater rehabilitation and closure risk than mine management expects.
