Many years ago, a relationship was established between dust inhalation and pneumoconiosis. Since then, various government agencies have regulated crystalline and amorphous forms of silica material in the workplace. In 1987, the International Agency for Research on Cancer (IARC) classified crystalline silica as a probable carcinogen. With this listing, crystalline silica became a regulated substance under the Hazard Communication Standard. The minerals and chemicals industries have responded in various ways. They have: • developed worker and user training programs and literature; • labeled products with appropriate warnings; • continued to implement dust reduction programs; and • developed meaningful epidemiological studies of workers. • begun development of reliable analytical methods for measuring crystalline silica at the 0.1 % threshold level; Background Silicosis historically has been the major health hazard resulting from exposure to crystalline silica. Silicosis is the scarring of the lung from excessive exposure to crystalline silica. It has been recognized as an occupational disease for more than 2000 years, since early Greek physicians noted the respiratory problems of miners, stonecutters, and quarrymen who were exposed to excessive quantities of mineral dust. During the industrial revolution, the incidence of the disease was greatly increased by the use of machinery that increased dust levels. From the massive equipment that moves the earth, to the parts that keep the equipment moving, it was all on display for more than 35,000 people who at-tended MinExpo 2008 at the Las Vegas Convention Center Sept. 22-24. In the largest show in the illustrious history of MinExpo, the success of the recent commodity boom was reflected in the more than 55,700 hm2 (600,000 sq ft) of floor space that was jam-packed with nearly 1,300 vendors. Among them, the makers of the industry?s largest machines, displaying their latest and greatest trucks, shovels, excavators, drills and other mining equipment. During the nearly decade-long commodities boom, equipment makers have worked hard to keep up with demand while also investing heavily in research and development. The beneficiaries of this R&D is the end user who saw first-hand at MinExpo 2008 the many advances that have already been made in safety, comfort and productivity from all the manufacturers. R&D has also helped spark more talk of automation, which is being used already at some of the world?s largest mines. Caterpillar and Komatsu have worked with the technology in surface mining and Bucyrus and Sandvik are among the industry leaders applying the science of automation to underground mines. Technology has in-creased greatly since the idea of moving massive equipment remotely was first knocked around and the idea of entire fleets operating around the clock seems to be getting closer to reality. But, until that happens, MinExpo attendees were treated to a show that featured some of the most impressive current machines the industry has to offer. In the largest booth space of the convention, Caterpillar (www.cat.com) displayed the culmination of an ambitious $280-million dollar investment, with the introduction of its new mining fleet of four new trucks. The F-series was un-veiled with common features in safety, cabs, engines, frames and bodies and Tier 2 compliant engines. The F series also features a return to the electric drive option. ?When our customers asked us for improvements to our mining trucks, we responded by making a record investment in every single truck in our line, as well as the increased capacity to produce more of them,? said Cater-pillar group president Stu Levenick. ?New technologies have allowed us to make trucks more reliable, easier to maintain and more friendly to the operator and to the environment.? The 793-series is in the 218- to 227-t (240- to 250-st) class that will be available in both mechanical (793F) and electric (793F ac) versions. The electric drive-only 313- t (345-st) 795F was also introduced, while the flagship 797B truck is in the process of being replaced by the new 797F mechanical drive, maintaining its 345- to 363-t (380- to 400-st) target payload. Completing Caterpillar?s new mining truck line will be new versions of the 785 and 789 mechanical drive trucks. The next generation of trucks will be phased into production during the next two years, with the Cat ac drive models expected to go into production in late 2010. The coal mining industry in the western United States is seeing the same boom as the rest of the country and the world. Most coal mines in the West are operating flat out as the nation’s appetite for energy continues to grow. And many of the coal mines have either increased their production capacities or are in the process of doing so. However, transportation issues along with environmental restrictions are keeping many mines from expanding even further. Some coal companies held off on further expansion plans until Congress and President Bush could agree on a national energy policy, one that recognizes coal as the nation’s leading source of electricity. In August, Congress passed and the president signed into law such a measure (see Washington Survey, page 7). The legislation includes research funding for clean coal technologies. So western and eastern coal could become even more important in the national energy picture. This is particularly true as supplies of natural gas diminish and the price of oil continues to increase.

It is undisputed that an interaction between mine fires and mine ventilation systems exists. The ventilation carries the poisonous and sometimes explosive combustion products, which constitute the greatest danger of mine fires, through the mine and it provides the oxygen on which the intensity of the fire depends. The fire, on the other hand, can produce considerable ventilation disturbances which make it difficult to predict the path along which the combustion products travel. The opinions, how serious a threat such fire generated ventilation disturbances are, vary. Where shallow deposits are mined and brisk ventilation currents are used, it is frequently felt that these disturbances are of no serious concern. Where mine workings extend over larger elevation differences and where such disturbances have been encountered and been the cause of some larger disasters, their assessment is an integral part of all fire emergency plans. The author felt that the potential of digital computers for the design of ventilation emergency plans, contrary to their acceptance for conventional ventilation planning for more than two decades, is not yet fully utilized. He designed a program for the simulation of ventilation systems under emergency conditions in particular fires. In 1998, the Concentrator Modeling Center was established within the Coleraine Minerals Research Lab to develop models for simulation of iron ore processing plants, and to assist plant operators in improving performance of their aging plants. The short-term objective was to develop necessary models for reliable simulation using conventional techniques, while the long-term objective was set as liberation-based modeling and simulation of these plants. The short-term objective was achieved in 2002, after the development of models for magnetic separators, hydroseparators and fine screens. A project funded the US Department of Energy was carried out to demonstrate the capability in improving iron ore processing at the Mittal plant. As a result of this study, a 10% improvement in throughput at the plant was obtained, and simulation became a desired tool for plant operators. A significant step in the long-term objective was reached in 2005 with the development of a liberation model. This was followed by incorporation of models capable of processing liberation data into the software. By early 2007, the Center had the capability of performing liberation-based simulation of entire plants.

Because of complex geological environments, a number of coal reserves occur in inclined or dipping coal seams in certain parts of the world. Longwall top coal caving using split-level a singleentry panel system (SSPS) has been widely used for extracting such coal seams with large thicknesses (greater than 6 m) in China because SSPS can reduce or mitigate problems of coal outbursts, gate road deformations, overturning of shields, downhill sliding of shearer and armored face conveyor (AFC), and so forth, during mining of inclined coal seams. Depth of yield is the range of yield coal from the rib of the pillar to the boundaries where yield ends. It plays a significant role in maintaining the gate pillar stability. This paper presents a study on the stability of an unconventional water-obstruction gate pillar (UWGP) formed by SSPS to prevent water inrush in mining of an inclined thick coal seam in a coal mine in China. As the shape of this pillar is non-cuboidal, nonparallelepiped, a conventional empirical or analytical method is not applicable for studying its stability.

This study developed machine learning (ML) models for predicting rock formation reactive forces experienced by a hydraulic shovel bucket during excavation. To do this, rock formation in the form of muckpile was modeled as granular ball elements in three-dimensional particle flow code (PFC) using linear bonding logic. A typical field-size hydraulic shovel bucket modelled in AutoCAD was used to excavate the rock formation and the three-dimensional shovel bucket resistive forces required to cut through the rock formation were measured and recorded. The experiments involved different muckpile height, bulk densities, repose angles, and average fragment size. Six ML algorithms, artificial neural network (ANN), K-nearest neighbor (KNN), linear, random forest (RF), regression tree (RT), and support vector machine (SVM), were evaluated on their ability to predict the shovel bucket resistive forces. The input variables used for the prediction of the resistive forces were the muckpile bulk density, angle of repose, height, and fragment size. The results showed that the ML techniques are useful and reliable methods of predicting rock formation resistive forces based on the rock formation properties. This research is a preliminary step towards developing reliable models for accurate prediction of excavation forces/torques which could potentially enhance hydraulic shovel process automation.

How did you get into mining; were you from a mining town or mining family? Not at all. I grew up in northwest Kansas. I liked to hunt and fish, so I thought it would be fun to work for a company that made knives or guns. It seemed like metallurgical engineers would be something those companies could use, so I started in physical metallurgy. I got a summer job at the great Climax molybdenum mine near Leadville, CO shoveling muck onto conveyors. I was hooked. I loved everything about mining, so in the fall, I changed majors from physical metallurgy to mineral processing. For many years you actually discouraged young people from studying the mining disciplines. Could that be right? That’s true.

An evaluation of a nuisance-emissions-discriminating smart mine fire sensor system was made in an operating coal mine. These field evaluations were conducted to determine the sensor system?s ability to discern nuisance emissions, such as diesel exhaust, emissions from flame cutting and welding operations or hydrogen gas from a charging station, from real fires and to compare the number of falsely reported fire alarms generated between the sensor system and a standard carbon monoxide (CO) monitor. The sensor system?s ability to operate successfully in the working environment of an operating coal mine was also evaluated. The smart mine fire sensor system consisted of four sensors whose data outputs were fused with the use of a neural-network-type computer program. Long-term trials were conducted in a haulage way, a belt entry, and a track entry. The system functioned successfully in the belt entry, in accordance with its developmental goals, where the sensor system even discriminated events not anticipated during development. It was not totally effective in the haulage way and track entry, though, due to a combination of significant diurnal air temperature variations, dust, and mechanically induced vibrations. Also, deteriorating rib conditions contributed to operational problems in the haulage way evaluation. In general, the smart mine fire sensor provided nuisance emissions discrimination and was shown to be a viable new approach for mine atmospheric monitoring, enhancing miner safety. This paper describes the in-mine evaluation of the smart mine fire sensor system and discusses recommendations for improving the system. Economical dewatering of ultra-fine (minus 74 m) clean coal slurry produced in column flotation to a 20 percent or lower moisture level will be an important step in successful implementation of the advanced fine coal cleaning processes. The main objective of the present study was to evaluate efficiency and effectiveness of three dewatering techniques, namely, hyperbaric, vacuum and screen bowl centrifuge, in dewatering of ultra-fine (D50 -25 m) clean coal slurry produced by the 'Ken-Flote' columns operating at the Powell Mountain Coal Company, St. Charles, Virginia. he hyperbaric filter using 3 bar pressure and 1650 cake formation angle, provided a filter cake with 23.6 percent moisture with a throughput of 800 Kg/m2-h and air consumption of 868 Nm3/t (460 scfm/t). The vacuum filter with 30 percent submergence provided a filter cake with 27.8 percent moisture with a throughput of 122 Kg/m2-h. The screen bowl centrifuge provided a dewatered product containing 32.9 percent moisture at a feed rate of 450 Kg/hr, however, the solids capture was only 65 percent. Addition of 1 Kg/t of a cationic surfactant provided filter cakes with 19.1 percent, 23 percent, and 34 percent moisture using hyperbaric, vacuum, and centrifuge, respectively. Similarly, addition of 0.5 Kg/ton of copper chloride lowered filter cake moisture to 20.7 percent and 24.8 percent, using hyperbaric and vacuum. With the centrifuge no improvement in filter cake moisture was noted. However, use of 80 Kg/ton of 'orimulsion' in the centrifuge provided dewatered product containing 26 percent moisture, and the solids capture increased from 65 to 95 percent. The dewatered product appeared dry and was easily handleable.

1. INTRODUCTION For Europe the Arlberg road tunnel signifies the elimination of the largest traffic barrier between Bucharest and Paris in the east-west transversal. Apart from that the tunnel will serve the feeder system to the two north-south links Ulm - Milano, and the Brenner motorway, and links the Inntal and the Rheintal motorways closer together.. Thus, the supraregional road system carrying traffic through the Tyrol and Vorarlberg will considerably be emproved by the Arlberg road tunnel. 2. THE PROJECT The 16.1 km contract section of expressway S 16 includes a ramp section of approximately 2.6 km, the access points at St.Anton and at Langen, and the main 13.98 km section of the road tunnel. This section cuts the link between St.Anton and Langen by 3.7 km, and saves 475 m in altitude. The Arlberg road tunnel is planned to have two tubes with two lanes each. In the first stage the southern tube was under construction. Its traffic capacity is 1,800 car units per hour. The tunnel has a cross section of 9o to 103 m2. The sloping gradients are by 1.3o and 1.67 per cent. Fresh air is supplied and used air removed through a ventilation system, fed at the portals and through two vertical ventilation shafts. One of them, at Maienwasen, is 222 m deep, its cross section 66.5 m2. The diameter in clear is 8.32 m. The vertical shaft Albona is 736 m deep, the diameter in clear is 7.37 m. Exploration expenditures in Alaska last year amounted to $8.9 million. This was comparable to 1985's $9.1 million. Development expenditures dropped 29%, $24.3 million in 1986 vs. $34.1 million in 1985. The exploration industry is restructuring and stabilizing after the loss of major mineral firms during the last few years. These included Anaconda Minerals, Asarco, Hecla Mining, Enserch Exploration, Phillips Minerals Division, Exxon Minerals, Noranda Inc., General Crude, Mohawk Oil & Gas, Inspiration Development, Teton Exploration, and St. Joe Minerals Division. Some of these companies were mineral subsidiaries of oil companies and were either dissolved or redirected to programs outside of Alaska. However, recent entry exploration firms include Echo Bay Mines Ltd., Long Lac Minerals, and Exvenco. They are busy evaluating prospects and mineral developments in the southeastern panhandle. In the 1970s, about $254 million was spent on Alaska mineral exploration. Of this, about 5% ($12 million) was for nonmetallics and coal, about 26% was directed at precious metals ($66 million) mainly gold, and 69% ($175.3 million) for the base metals zinc, copper, molybdenum, tin, tungsten, and nickel. Since the early 1980s, trends have reversed. Of the nearly $196.3 million spent from 1981-1986, 48% has been for precious metals ($94.3 million) and 40% on nonmetallics and coal. In the last two years, nearly 70% of the Alaskan exploration dollar has been spent in search of precious metals. Three gold skarns were explored during the year - the Nixon Fork project in western Alaska (Battle Mountain Mining Co.), the Nebesna and Rambler lodes of the northern Wrangell Mountains (Nebesna Mining Partners), and the Zackley project near Paxson in southcentral Alaska (Nerco Minerals). Nearly 7.6 km (25,000 ft) of diamond and rotary drilling were conducted on these three properties. The Disputes Potential Index (DPI) is a computer program designed to help team mem¬bers assess the likelihood of contract disputes on a construction project. The program's predictions are based on data from 159 construction projects that encompass a variety of public and private projects. The impact of three categories of project characteristics are included in the DPI program, specifically, people, process and project characteristics. Ultimately, DPI returns an overall project score that indicates the likelihood of exces¬sive contract disputes. The output of a DPI analysis can be used as part of a contract readiness review or to define the need for extraordinary dispute avoidance procedures. This paper examines the development of DPI and presents the results of DPI analyses on several tunneling projects.

The Washington Metropolitan Area Transit Authority's Wheaton Station and tunnel design was completed and offered for bid in the Spring of 1983. The format was unique to the Authority: a four part, four fiscal year contract developed in response to funding limitations with construction divided into four stages allowing the maximum amount of work to be done each year for the funds available. The bid was based on the entire contract, but was orginally awarded for only the first year's work. Each year's work had a maximum funding limitation thus safe guarding the Authority from a grossly unbalanced bid. The Authority's estimate for this work was $83,871,524. The low bid came in at 61% of this for a total low bid of $51,512,058. The low bidder was ILBAU America Corporation whose home offices are in Austria. Following receipt of the bids (and resolution of objections cited by other bidders who felt that the job could not be done for the $51 Million dollar figure), a Notice-To-Proceed was given on October 5, 1983. The construction contract allows a Value Engineering Change Proposal, called a VECP which is initiated and developed by the contractor to change the drawings, specifications or other requirements of the contract. Among other things the VECP should decrease the contract price while maintaining the service life, reliability, ease of maintenance, and standardized features and appearance and not require an unacceptable extension of the contract time. The combined 76th Annual Minnesota Section of SME meeting and 64th Annual University of Minnesota Mining Symposium were held April 8and 9, 2003, in Duluth, MN. This year’s theme was “Stakeholders, Partners in Change.” The meeting included four keynote speakers, technical presentations and a tradeshow. Engineers, executives, mining managers and suppliers from throughout the United States and eastern Canada attended the meeting. Reflecting the theme of the meeting, all agreed that the mine owners, the government, the community and the employees are all “stakeholders.” They must be “partners in change” for the iron ore mining industry to survive in the region. Compared with past meetings, where improved technology was the primary focus, this year the focus was on the dramatic restructuring of the entire industry. As noted by several of the speakers, “This time, the change is not in technology.”

A cooperative study was undertaken by representatives of the environmental community, the mining industry, and state government to identify and resolve environmental issues associated with base and precious metal mining in a neutral atmosphere before a commercial mining development is announced. The study included testing Minnesota's as-yet-untried non-ferrous mining regulatory program using three hypothetical mining developments sited in environ-mentally sensitive areas where future mining could occur. Results include identification of critical paths for regulatory decision making, identification of particularly sensitive environ-mental issues that will need continued deliberation before resolution, and characterization of data necessary for environmental review and permitting decisions.

The electrical conductivity of rutile was optimised as a function of time, temperature and gas composition. These optimised conditions were used to treat rutile/zircon feed prep concentrate samples from a South African heavy minerals producer, prior to electrostatic separation. Enhanced separation between rutile and zircon was obtained when compared to untreated samples. Samples treated in a hydrogen atmosphere and cooled in nitrogen showed the best separation when passed through a high tension electrostatic separator using conditions of high sample temperature and high relative humidity.

Steel fiber reinforced concrete segmental rings are the final tunnel lining for approximately 85% of the alignment for a 6.706-meter (22-foot) internal diameter tunnel being built as part of the East Side Combined Sewer Overflow Tunnel Project. This paper describes the approach adopted for the design of the steel fiber reinforced concrete segments, the development of the performance criteria for the segments, and the testing program used to confirm the performance of the materials and segments in the laboratory and in the field.

As is readily apparent, the reliability of the early-stage costs estimated for any mining project are critical to the viability of that project. An estimate too high might leave a potentially profitable deposit undeveloped or worse yet, available to a competitor. One too low might waste investment dollars in a project not yet economically ripe. There are two aspects critical to any estimate: 1. The cost data used to represent the values of the wages, salaries, supplies, and equipment. 2. The design used to determine the engineering parameters upon which the above estimated values are based. Given that all of the information contained in Mining Cost Service is provided by suppliers, equipment manufacturers and mine operators, one wonders why there is any question as to the reliability of cost estimates developed using this information. Given that it is all actual (as opposed to statistically derived) data, where do the problems with estimate reliability lie and what is the impact of the data on that reliability? The following presents a series of analyses designed to assess the reliability of the cost estimating process. Both the actual cost data and the engineering parameters upon which they are based are examined in an attempt to quantify and understand the importance of each. While several sources of cost information are available (Means, Richardson, Primedia?s Equipment Watch, and individual suppliers and manufacturers), the following rely solely on data contained in InfoMine USA, Inc?s, Mining Cost Service and in its Sherpa Mine Cost Estimating Software.

A new high intensity grinding technology has been developed and is now being commercialized by Hicom International of Australia. This has led to the development and manufacture of Hicom 120 grinding mills which are now being sold internationally for a range of mining industry applications. The first commercial process application has been for the diamond sector, where the ability of the mill to remove host kimberlite rock by attritioning, with no damage to the thereby liberated diamonds, is seen to be a most beneficial attribute. There are, however, many other mineral industry applications for this mill. The design of the Hicom mill is unique. Based on a high speed centrifugal motion of the grinding chamber, very high power intensity is delivered to the grinding process. Most significantly, a high acceleration field, 50 times stronger than gravity is produced, creating very high power input per unit of mill volume, and exceptionally fast particle breakage rates, typically 50 - 100 times greater than those in conventional tumbling mills. A mill developing such forces has significant implications to comminution technology and practice.
