This Bureau of Mines report summarizes the research, development, and evaluation demonstrations conducted by the Bureau of Mines under the Health and Safety Act of 1969 to improve the means of notifying miners underground, who are away from their own phone, that they are being called.

This paper describes the pumping operations at the Ajax, Cresson, and Vindicator dines in the Cripple Creek mining district of Colorado during the summer of 1936. At that time the three mines wore pumping 6,500 gallons of water per minute into the Roosevelt drainage tunnel. Cripple Creek is the most important gold district in the State; it has yielded gold valued at over $365,000,000. The mines engaged in pumping are among the largest producing properties in the district. Ajax mine information was courteously given by Clayton Kissel, mine superintendent, and his staff; R. Y. Roby contributed the drawings. The purpose of this bulletin is to describe the methods of constructing and operating representative types of plants in the United States used for removing the light hydrocarbons from petroleum by continuous distillation, such plants being commonly known in the trade as topping or skimming plants. In the discussion of each plant an endeavor has been made to arrange the text similarly in order to facilitate comparison and to emphasize the important features. The various experimental values for the specific and the latent heats of the oils apply approximately to the oil treated. Careful experiments with each oil and its commercial fractions were not justifiable in view of the purpose of this report. It is regretted that limitations for recording data at the different plants made impossible the determination of a heat balance for each, which would have provided an equitable method of comparing efficiencies. The writer has confined himself to a comparison of the relative efficiencies of the distilling apparatus alone by the following method: Effi . f till d tt" _ Heat theoretically required. ciency 0 SIS an se mgs - Heat content of fuel consumed. The plants described are all in California where the topping industry has had its growth accentuated by the character and the use of the oil handled. The scarcity of suitable coal made the adoption of other fuel necessary, and the heavy oil of California supplied the need. To raise the flash point and to dehydrate this oil, various plants have been developed. However, the topping industry is represented in other fields; the Roxana Petroleum Co. of Cushing, Okla., and the Warner-Quinlan Asphalt Co. of New Jersey, are operating Trumble plants, and Texas and Oklahoma operators have been experimenting with different pipe retorts for continuous running. In addition to the reasons for topping cited above, in California topping has other purposes which give the plants practically a universal field in the oil industry. These additional purposes are (1) to remove the lighter constituents of the oil prior to storage for a long period, thus reducing the losses from evaporation, (2) to dehydrate and clean the oil, and (3) in conjunction with a complete refinery, to remove the lighter fractions cheaply and quickly, leaving a residue to be rerun for lubricants, coke, and other products. The reader in studying a plant for possible adaption to his own use should note that local considerations enter into the design and size of a plant. Several questions present themselves, as follows: 1. What type is suitable for the oil? 2. How much money is available for construction? 3. Will the volume of residuum be large enough for heat exchange with the crude? 4. Can the heat content of the vapors be used to reduce the cooling-water requirements? 5. What method will best recover the heat from stack gases? 6. Are the various pieces of apparatus adequate in size and best adapted to their purpose? 7. Is every possible provision made for the recovery of waste heat? 8. What products will be made, and what volume of each? 9. Is there provision for the recovery of light vapors? 10. Will the saving of fuel justify the capital and maintenance charges on the regenerative apparatus contemplated? It is regretted that information concerning the operation of topping plants with eastern and Middle West oils is not available. The writer carefully canvassed the Middle West, but did not find a plant where operation had progressed beyond the early experimental stages and reliable figures could be furnished. The reader will find fuel economy and heat recovery emphasized throughout the descriptions. The conservation of the available petroleum supply is of the utmost importance, and the Bureau of Mines presents this paper to encourage the hearty cooperation of operators to that end. The Baume gravity scale used throughout the report is that of Tagliabue with a modulus of 141.5 for conversion to specific gravity.

Each reference is evaluated by keywords, providing the reader with a means of rapidly sorting through the references to locate only those dealing with the coal mining region and subject of interest. All references are annotated. Other sources of information are given, including Office of Surface Mining (OSM) and State reclamation agencies and other published bibliographies.

Epoxy and polyester-type resins were injected into coal-mine roof strata of the thick Freeport coal seam in Allegheny County, Pa., at test sites in roof that had been exposed several weeks, in newly exposed roof, and in strata over solid coal. Test results indicate that the method of strengthening bituminous-coal-mine roof by injecting a bonding material into the roof strata can be developed into a safe, efficient support system. If roof bonding will become a standardized method of roof support and reinforcement or if it can be effective when used with other types of roof support can be determined only by extensive experimentation in various coal beds. Observations and conclusions are shown at the end of this report.

The aced for reliable reserves of the essential element, manganese, has been a continuing concern of the Federal Government for more than three decades. Because of the increasing vulnerability of outside sources of supply efforts have been intensified to find a means for beneficiating United States domestic deposits. The deposits of most interest would of necessity be near, or have access to, suitable transportation to processing plants. The Georgia manganiferous iron deposits represent some 10 million tons4 of ore readily available to southern iron and steel industries, if a manganese recovery process capable of functioning in the presence of large quantities of iron can be developed. In addition, a successful method for beneficiating the Georgia ore could produce a significant quantity of high-grade iron concentrate. The Differential sulfatization process developed 47 the Bureau of Mines5 seemed to be well suited for this application, particularly because it results in low concentrations of iron in the leach liquors with relatively complete extractions of manganese. In this process, manganese in the presence of iron is preferentially reacted with sulfur dioxide at elevated temperatures and subsequently extracted with water.

A series of controlled experiments was conducted at four surface coal mines to study the effects of certain blast parameters upon the ground and air vibration. Preliminary scale-model blasts were conducted at a quarry to provide basic data. It was found that the amplitudes of the ground and air vibration were controlled by the maximum explosive weight per delay. Either cube root or square root scaling could be used for the seismic amplitudes, and cube root scaling could be used for the overpressure amplitudes. Both amplitudes were not significantly affected by the total charge weight per blast, the attitude of the boreholes, or the charge length or diameter. The overpressure amplitudes were affected by the charge depth, the use of cover over surface detonating cord, and the use of adequate stemming. The length of the delay intervals and the spacing of holes were important in determining the potential for reinforcement of the amplitudes in certain directions from the blasts. In downwind directions from the blast, the attenuation of the overpressure with distance decreases. Surface terrain did not significantly affect the overpressure amplitudes within the range investigated. The type of overburden affects the generation of both amplitudes and the propagation of the seismic amplitudes. Spectral analysis of the ground and air vibration is reported. A bibliography of pertinent literature is included as an appendix. A scaled distance of 300 ft/lb1/3 should produce a peak particle velocity of less than 1 ips and an overpressure of less than 128 dB linear peak. For square root scaling, a scaled distance of 75 ft/lbl/2 should limit the ground vibration to less than 1 ips.

The possible value of the red hematite iron ore of the southern Appalachian States, if some practicable method of concentrating it could be devised, has long been recognized. The ore is very low grade, and although in enormous quantities, particularly in the States of Alabama, Tennessee, and Georgia, is only at a few points rich enough to work, and even the best of it ranks among the lowest grade iron ores being mined in the United States. A cheap method of beneficiating this ore would make enormous quantities available and vastly increase the iron-ore resources of the country. However, this low-grade ore in effect constitutes a potential iron reserve, and as long as ample quantities of ore can be obtained elsewhere the question of its utilization does not demand immediate notice. Where these ores are in part of workable grade, however, a problem of more immediate importance arises which, from considerations of economy and prevention of waste in their mining, ought to be solved or, at least, attacked as quickly as possible. Where these ores are being worked they are usually intimately associated with lower-grade material that in mining is left behind. The difficulty and expense of going into ground broken by old workings makes the recovery of this lower-grade ore practically impossible and it is lost forever. Success in concentrating the red ores, therefore, would save material that is now being irretrievably lost. The successful large-scale concentration of law-grade ore in the last few years on the Lake Superior iron ranges should encourage the attack of similar problems in the Birmingham district.

The two volumes of this report summarize the noise control work performed by BBN on a rail personnel carrier operated in coal mines. Volume I of the report - submitted November 1977 - describes the aboveground work performed to identify the noise sources, design, fabricate, and install the treatments, and evaluate the treatments through noise and vibration tests. The current volume (II)-describes the underground work conducted by BBN to determine the deterioration, if any, of the treatments when the vehicle is operated normally in a mine. There were no significant changes in the acoustical performance or mechanical integrity of the treatments at the end of a three-month period.

In the design of plants to separate helium from natural gas, it is necessary to estimate the enthalpies of the various streams at various positions in the process. This Bureau of Mines report surveys the various methods that have been used to determine enthalpies and gives information on the organizations with such capabilities. The minimum information required for developing an enthalpy diagram is presented, and the relative merits of the various methods are discussed. It is concluded that methods that require no mass flow rate or energy measurements are to be preferred.

"IntroductionOne of the problems which the coal-mining industry must solve in the next few years is the redaction of its ever-increasing timber bill. This includes pit posts, mine tees, timber sets, and brattice boards. As an example of this increase, the following table of timber prices from the records of a coal company in western Pennsylvania, in a district where the supply of most of the different kinds of timber used can be shipped from points within the State, is self-explanatory: Present conditions seem to indicate the continued upward trend ox the cost of mine timber, although the regrettable calamity that has visited the chestnut timber in Pennsylvania may temporarily hold the price of some types of mine timber on a level basis. On account of the chestnut blight, many farmers will undoubtedly begin to convert their chestnut trees into timber before they become a total loss. This may provide, for the time being, a sufficient supply of mine timber to check the steadily rising prices.The local lumber producers are turning their attention to the production of the larger sizes of timber and lumber on account of an unfavorable price on mine ties. From the foregoing table, it is seen that the average advance in the price of ties during the period 1914 to 1920 is 52 per cent, while timber sets and mine car plank increased in value 60 per cent. Amore striking illustration is the fact that a 6 by 8 inch by 6 foot tie sells for 42 cents or at the rate of $17.50 per 1000 board feet; yet mine car plank and timber sets have a value of $48 per 1000 feet, an advantage of $30.50 in favor of the heavier timber.The supply of coal in Western and Central Pennsylvania will last for a long period and it is for the possible future demand for timber that the coal companies must provide. While steel, concrete, and other materials may, in many cases, prove an acceptable substitute, there is no doubt that timber will always be in demand."

The Bureau of Mines investigated the tin deposits of the Cape Mountain area during July and August 1962 to test the effectiveness of detrital-cover sampling in permafrost areas as a relatively cheap and simple means of guiding mine development and exploration. Results indicate that systematic detrita1-cover sampling can be used effectively to delineate obscure deposits with sufficient accuracy to permit sampling with a minimum of trenching or drilling. Extensions of known outcroppings were traced in sufficient detail to guide lode sampling and several previously unknown tin-bearing lodes were found and sampled. Lode sampling was limited to the minimum needed to establish the reliability of detrital-cover sampling results. The results of previous lode and placer investigations are summarized and detrital-cover sampling methods and results are described in detail.

Includes a review of the state-of-the-art of explosives loading in the crushed stone and cement industries of South Florida and the development of a field test program for alternatives. Emphasis is on the loading of small diameter (2 1/4" or less) explosives. Test results ire evaluated for operational and economic feasibility. Details are described of an explosives loading method which involves placing cardboard tubes with external couplings through the hollow drill steel and then Loading explosives into the tube casings after the drill rig has moved off. This method eliminates the hazards peculiar to loading explosives Through the kelly bar. The alternative method can be performed by existing drill rigs with or without minor modification. With modification, improvement in yield per blasthole and/or primary crushing rate provides opportunity so offset some or all of the additional cost.

Information Circular 6746 reviewed the fatalities in Indiana coal mines. for the fiscal year October 1, 1951 to September 30, 1933. Since then Indiana has changed its fiscal year to the period July 1 to June 30, but as most statistical data on accidents are arranged according to calendar years, the data in this paper are for the last 3 months of 1932 and the calendar year 1933, rather than for the new Indiana fiscal year. Tables 1 and 2 list the fatalities in Indiana coal mines3/ by cause and occupation for the last 3 months of 1932 and for the calendar year 1933. The fatalities for the small wagon mines employing fewer than 10 men are separated from those employing 10 or more men to call attention to the ex- tremely high fatality rate in small mines, largely because the State mining law does not apply to them nor do they come under the jurisdiction of the Indiana mine inspectors; as a result health and safety conditions are ex- tremely bad. During the last 3 months of 1932, 5 (approximately 42 percent of the total) fatalities occurred in the small mines, while for the calendar year 1933, 12 (approximately 32 percent) of the fatalities occurred in them. The Indiana Division of Mines and Kining estimates that these small mines have an annual production of approximately 325,000 tons, or about 4.5 percent of the total coal-mine production of the State. In other words, for these small mines the fatality rate per tons mined during 1933 was about 10 times as great as for the mines employing 10 or more men. Another lamentable feature in connection with the fatalities in small mines is that very few carry any compensation insurance and the owners are not worth enough financially for dependents of victims to collect anything under the common law; as a result, the dependents of those killed usually are left penniless and subjects of public charity.

This marks the 100th year that the aggregate industry has been served by a national association. Of all the accomplishments this longstanding relationship has achieved, there is probably none greater than the progress made, in worker safety. Perhaps the best way to measure this success is to examine injury trends in the aggregate miner population. For example, in the first half of the 20th [ ] century, 16 quarry mining disasters (a "disaster" is an incident with five or more fatalities) claimed 157 miners between 1909 and 1952. The largest of these was the disaster at the Sandts Eddy Limestone Quarry near Allentown, Pa., on March 26, 1942, where 31 miners died of asphyxiation by fumes/explosion. Thankfully, no mining disasters have occurred in the aggregate industry since 1952. It is these kinds of information that help us characterize improvements in aggregate worker safety over the last 100 years.

Revolutionary changes in the organization of work have far outpaced our knowledge about the implications of these changes for the quality of working life and for safety and health on the job. This gap in knowledge is one of the 21 priority areas for research under the National Occupational Research Agenda (NORA)—a framework crafted by the National Institute for Occupational Safety and Health (NIOSH) and its partners to guide research into the next decade. This report was developed under NORA as the first attempt to develop a comprehensive research agenda for investigating and reducing occupational safety and health risks associated with the changing organization of work. Research and development needs identified in the agenda include (1) improved surveillance mechanisms to better track how the organization of work is changing, (2) accelerated research on safety and health implications of the changing organization of work, (3) increased research focus on organizational interventions to protect safety and health, and (4) steps to formalize and nurture organization of work as a distinctive field in occupational safety and health.

This report documents a systematic approach towards implementing an improved ensemble for the mine rescue team system that will protect against the hazards of mine rescue and recovery and will also afford improved performance through increased comfort and maneuverability, lighter burdens, and improved human engineering designs. In the first part (Task 1) the mine rescue team's protective needs were defined along with the test methods required to evaluate whether a particular piece of gear met these needs. Task 2 assessed existing gear against performance criteria and standards developed in Task 1. Task 3 consisted of the conceptual design and construction phases of the MRPE program. Special consideration was given to advanced concepts, materials, and equipment.
