Phosphate deposits on the southeastern U.S. coastal plain have long been the major force in world phosphate markets. World markets continue to grow, but the role of U.S. resources is rapidly declining. This situation results from a complex interaction of economic, political, and environmental factors. Causes for this ongoing erosion of the U. S. market include 1) escalating costs, 2) changes in land-use patterns, 3) environmental pressures oh conventional mining techniques; 4) exhaustion of shallow, high-grade resources in Florida, and 5) increased, low-cost production in other countries throughout the world. In fact, some agencies and commodity personnel predict that the U.S. will become a net phosphate importer early in the next century. If this projection is correct, the U.S. industry must look towards major changes in the near future in order to continue to compete in the world market. One possible change includes development and application of unconventional mining techniques to cheaply recover vast 'new' potential resources in areas with lower land-use pressures. These 'new' resources include 1) deep phosphorites within major sediment basins of the southeastern coastal plain and 2) subsurface phosphorites on the continental shelf and within the U.S. EEZ. These latter resources include extensive deposits in Onslow Bay, N.C.; broad regions offshore of Savannah, Ga. and Cape Canaveral, Fla.; and the central portion of the west Florida shelf. It is well known that significant quantities of mineral deposits exist in the oceans. Most of these resources cannot yet be classified as economic "reserves" in the strict sense of the term, but they serve as backstops to deposits of identical minerals produced onshore. The prospects for the commercialization of ocean mineral resources will depend upon factors affecting both supply and demand, including, among other things, changes in consumption patterns, technological developments, new discoveries, developments in markets for complements and substitutes, and environmental regulation. In this presentation, we examine broad trends in mineral prices, as one of the most summary measures of the prospects for the commercialization of ocean minerals. Further, we report on any recent developments in the relevant product markets that may affect the potential for commercialization.

Detailed geological studies using side scan sonar, bottom sampling and piston cores along the Rio Grande do Sul inner continental shelf and coastline indicate the occurrence of elongate deposits of calcareous shells fragments containing high calcium carbonate content. On the inner shelf these deposits lie at a depth between 15 and 50 meters and have been interpreted as ancient shorelines. They occupy an area of 965 km2 with a economic potential of 1 billion tons. Chemical analyses indicate a mean composition of 34.8% of calcium; 0.16 ppm of fluoride. According to the regional economy such composition make it highly recommended for a variety of uses including poultry feed and cement.

Geochemical exploration for marine placers involves the acquisition, processing, and interpretation of geochemical data. Recent technological advances such as in-situ analysis systems and microcomputers have greatly improved our ability to acquire and process data, but their full benefits cannot be realized until we also develop improved methods for reducing and interpreting large amounts of raw geochemical data. Toward this end, our research has sought to identify existing and/or develop new geostatistical techniques for use in marine placer exploration. Each technique has been tested by evaluating its performance in the analysis of existing data sets. The data sets typically include the results of chemical analyses of suites of sediment samples collected from areas of known or suspected platinum and gold placers along the Bering Sea coast of Alaska. Results to date indicate that three geostatistical methods (subpopulation partitioning analysis, comparative factor analysis, and end-member compositional factor analysis) are useful in identifying elemental groups which can serve as "pathfinders" in the search for marine placers, and are also helpful in discerning the generic geochemical basis under lying observed statistical correlations between pathfinder elements and placer minerals. "INTRODUCTIONPolymetallic nodules from the Clarion and Clipperton Zone (CCZ) within the equatorial NE Pacific Ocean show high concentration of economic important strategic metals such as Ni, Cu, Co, Mo and Rare Earth Elements (REE). The content of those metals in nodules is depending on (i) the supply during individual growing periods, (ii) the environment conditions as well as (iii) on different manganese minerals, which occur in nodules. The incorporation of the metals can vary within the structure (incorporated into the structure / over vacancies of the structure) and this can be relevant for the further metallurgical treatment.Mineralogy of Mn-nodules from the CCZ and the incorporation of metalsManganese nodules consist of nm to µm thick layer growth structures (LGS) of different genetic origin (hydrogenetic/suboxic-diagenetic). Those LGS form due to the precipitation of Mn-and Fe-(oxy) hydroxide colloids from the oxygen rich near-bottom water and/or pore water (hydrogenetic growth; Halbach et al., 1988) or from suboxic (depleted in O2 <5µmol O2/l; Hein and Koschinsky 2013)) near-bottom water/pore water (suboxicdiagenetic growth; Halbach et al., 1988; Wegorzewski and Kuhn, 2014).In general, metals dissolved in seawater will be adsorbed and complexed on the oxide surfaces according to their different surface charge. The surface charge of the Mn-Fe (oxy) hydroxides depends on the pHzpc (zpc: zero point of charge). In seawater dissolved hydrated cations (Ni2+, Cu2+, Co2+) are adsorbed preferentially on the negatively charged Mn-oxide (MnO2 -) surface (pHzpc 2.8). In contrast, negatively and neutrally charged complexes (e.g., Ti(OH4); REE(CO3)2 -, MoO4 2-) are adsorbed on the surface of Fe-oxy hydroxide colloids (FeOOH+) which have a slightly positively charged surface (pHzpc 8.5; Stumm and Morgan, 1981; Koschinsky and Halbach 1995)."

Subsequent to these brief comments, a selected panel with representation from industry, academe and government will address the following related topics: 1) development and objectives of new centers for marine mining technology, 2) cooperative R. and D. programs between academe and the user groups, 3) arrangements for specialized training and student instruction that will provide for educational components, and 4) funding and other support for implementing new centers and new programs. The panel discussion will be open to all UMI participants and whose contributions will be both solicited and encouraged.

Field observations and sampling of land-based and submarine hydrothermal and geothermal sites show a definite link between the geological setting, fluid geochemistry and specialized assemblages of microorganisms found at these settings. Three initial sites have been chosen as a basis for these studies. The first site is located on hydrothermal vents in pit craters on the submarine volcano Lo?ihi (Hawai?i) at a water depth of 1,300 meters. The second site is within the geothermally active vents, ponds and lakes of the Taupo Volcanic Zone of New Zealand. The third site extends along the chain of volcanically and hydrothermally active volcanoes of the Kermadec-Tonga arc and back-arc system. To focus our work in New Zealand, a geomicrobiology field and experimental center has been established in Wairakei, New Zealand, with the relevant genomics, proteomic and bioinformatics work being conducted at the University of Hawaii. As part of a partnership between the University of Hawai?i, the Institute of Geological & Nuclear Sciences (GNS) and Victoria University of Wellington, a new interdisciplinary graduate course in geomicrobiology will be taught at Victoria University beginning next year. Since mineral-microbial interactions have been occurring for the past few billion years and these interactions have led to where one generates the other, a metal-bacteria research program has been initiated at GNS using arsenic-gold and other metal-bacterial interaction processes as a research objective. In this research program, we have completed the full genome of a new species of marine bacterium Idiomarina loihiensis from the Lo?ihi hydrothermal vents and identified specialized microorganisms living in pH 0.3 geothermal vent waters of White Island, New Zealand. The multidisciplinary approach to study the process of accumulation of metals in the hydrothermal systems clearly shows the path of how bacterial-mineral interaction can precipitate metal deposits. These studies will lead to new avenues for biomining, bioremediation and the understanding of the origins of life.

Exploration for active seafloor hydrothermal vent fields has been highly successful, and more than 300 such fields have been discovered to date. Some will most probably be mined, given their high metal grades (Cu, Zn, Au and others). However, the current practice detects active systems, and activity rates, not the size of the deposits. This strategy may leave undetected some of the best targets, for several reasons as follows: 1. Large hydrothermal plumes are a measure of dispersion of ore components, not of efficiency in the generation of orebodies; 2. Deposits formed a few hundred years (or more) before present will generally have ceased their activity and will not be detected by plume studies; 3. Deposits formed under a cover rock (up to a few meters of sediments, volcaniclastics, or the like) may exhibit only minor seafloor hydrothermal activity, possibly diffuse flow. Cover rocks will often host hanging wall rock alteration, expressed in geochemical and mineralogical haloes. It has been demonstrated in many instances, especially for deposits formed in the geological past, now exposed on land, that ore genesis under a cover rock is one of the most suitable processes for generating large massive sulfide deposits. One of the great challenges for submarine resource knowledge will be to develop adequate exploration strategies for sizeable orebodies, not necessarily hydrothermal vent fields, sometimes hidden under a cover rock.

Six active Kermadec arc submarine volcanoes located between 34°S and 36°30’S were mapped and sampled by an interdisciplinary inter-institutional research team between April and July 2005 using submersibles Pisces V and Pisces IV aboard the mother ship the R/V Ka’imikai-o-Kanaloa. The purpose of the expedition was to study the relationship between hydrothermal activity, formation of hydrothermal mineral deposits, and the biodiversity of life associated with the hydrothermal vents. Of the volcanoes examined, all showed evidence of hydrothermal activity, including metal-rich plumes and helium anomalies. Only two of the volcanoes, namely Brothers and Clark, showed chimneys and surficial polymetallic sulfide deposition. Hydrothermal venting at a water depth of approximately 1,650 meters near the base of the northwest caldera wall of Brothers volcano has produced a field of chimneys, some of them seven metres high and discharging black smoker venting. Temperatures up to 300°C were measured from the active vents. Clark volcano has a double cone summit at a water depth of 875 meters. The shallowest cone has a near-summit hydrothermal vent field with five-meter tall venting chimneys with smaller structures around the periphery.

The first hydrothermal mineral deposits found at a seafloor spreading center were discovered in the Red Sea by multi-national research vessels between 1963 and 1965. At that time, the deposits were considered a special case related to continental rifting and an early stage of opening of an ocean basin. Since that time, examples of almost all major varieties of volcanic- and sediment-hosted hydrothermal deposits associated with basaltic rocks in the geologic record have been found at present spreading centers. Review of over 100 hydrothermal mineral occurrences presently known at oceanic ridges and rifts indicates that a range of deposit sizes from small to large (> 1 x 106 tonnes) occurs at all seafloor spreading rates. However, larger deposits but fewer per unit length of spreading axis appear to form at slow- than at intermediate- to fast-spreading centers based on available data. Larger deposits are more common in sediment-hosted than in volcanic-hosted settings regardless of spreading rate. A spectrum of hydrothermal deposit varieties (stratiform, stockwork and disseminated sulfides; various forms of sulfate, carbonate, silicate, oxide and hydroxide deposits) occurs in almost all of the tectonic settings. High-intensity, ore-forming, subseafloor, hydrothermal convection systems that conserve heat and mass and concentrate hydrothermal precipitates are extremely localized by anomalous physical and chemical conditions relative to nearly ubiquitous low-intensity hydrothermal activity at and flanking seafloor spreading axes at all spreading rates. The Chatham Rise is a submarine topographic feature lying off the east coast of New Zealand between the South Island and the Chatham Islands and within New Zealand?s jurisdiction. The Chatham Rise hosts economically significant deposits of rock phosphate and other potentially valuable minerals. The deposits comprise nodules lying on, or just below the surface of the seabed in shallow waters. Rock phosphate is an essential ingredient of fertilizer and can be applied directly to pasture. There is a realistic opportunity the phosphate deposits could supply New Zealand?s agricultural requirements for an estimated 30-year period at current rates of consumption.

The marine diamond industry off south-western Africa is maturing rapidly. Some of the larger explorers have reached an advanced stage in their resource development and new mining operations have been started in the last year. Most of the major exploration, mining and marine engineering companies have offices in Cape Town. As a result of the increased activity and experiences to date, new approaches to marine diamond exploration and mining are now evolving. Primary factors contributing the new approaches are namely 1) the concentration of expertise in a localised area 2) the significant increase in the base of available exploration and production results and 3) parallel advances in the marine engineering design and geophysical survey equipment. The sea floor geology and setting of the marine diamond exploration areas is now better understood. Consequently the strategy for exploration and the selection of appropriate survey equipment is improved. Due to new equipment developments, different exploration alternatives now exist, depending on the programme objectives. Significant advances have also been made in the data processing and modelling undertaken to assist in the identification and targeting of potentially diamondiferous prospecting features. Similarly, the design of appropriate prospecting tools and programmes has also been improved. Following exposure to the requirements of the marine diamond industry, the design engineering and operating companies have responded with innovative designs for new prospecting tools. In recent years the availability of relevant information on marine diamond prospecting and production has increased. As a result, there is now sufficient basis for the construction of meaningful financial valuation models that can be effectively used to control and guide the exploration projects, to the benefit of both the explorer and the investor.

Stephen D. Scott Steven Scott is a Professor of Geology, Director of the Marine Geology Research Laboratory and, until May 1997, was Chairman for 9 years of Geological and Mining Engineering, all at the University of Toronto. Steve also holds a cross appointment at the University of Western Brittany&apos;s European University Institute of the Sea in Brest, France. He was educated at the University of Western Ontario (B.Sc. and M.Sc.) and at Penn State (Ph.D.). Steve is a geologist/oceanographer specializing in base and precious metal massive sulfide deposits which he and his students have studied on five continents and on the bottom of three oceans. He was the first ore deposits geologist and first Canadian to witness "black smokers" on the ocean floor. Since 1982, he has participated on 21 oceanographic surface and submersible expeditions, many of them as Chief Scientist. His research team is currently carrying out projects in the W and NE Pacific Ocean. Steve has published more than 150 research papers and lectured in more than a dozen counties. Popularized accounts of his work have appeared in various media.. He has been honored by several awards and distinguished lectureships. Steve is President of the Canadian Scientific Submersible Facility, which operates the Canadian ROPOS robotic submersible, and is President of the International Marine Minerals Society.

Papua New Guinea has permitted its first underwater mine. Nautilus Minerals (PNG) Limited is the company permitted to operate the Solwara 1 project. The project is located 30km off the nearest island of New Ireland in the Bismarck Sea. The successful permitting of the activity was due to the existence of a broad legislative framework and the collaborative efforts of stakeholders. Challenges faced included the lack of specific guidelines or policies for underwater mining; lack of existing technology and/or mining method; lack of benefit sharing mechanism for such a project and management of the perceptions of local communities that fear environmental degradation by the mining project. This presentation shares the experience of Papua New Guinea?s first under water mine. A background of the country, the project and the legislative framework are presented. Followed by the challenges and approach taken to permit the project.

This paper describes operational environmental threshold levels for exploitation of mineral resources in the deep sea. Such criteria are needed to be able to monitor and control deep sea mining with respect to the stringent environmental requirements that are needed. It is recommended to use existing environmental threshold levels for comparable activities where such are existing. Fields of application are mainly but not exclusively seabed mining operation activities under the governance of the International Seabed Authority (ISA). The threshold levels and limits mentioned in this paper are proposed recommendations based on other activities than seabed mining but are a proven and accepted approach in other maritime industry activities. An example of such other activities with proven and accepted environmental threshold levels are Oil & Gas exploitation activities in the sea. Background The first exploitation of mineral resources is coming closer. At the moment regulations for exploitation for mineral resources in the Area are being developed by the International Seabed Authority (ISA). The ISA regulations will contain the framework related to environmental monitoring of exploitation. However, the regulations will not contain operational environmental threshold levels for the Contractor.

Nautilus Minerals, the world?s leader in exploration and development of deep ocean seafloor resources, is today focused on the recovery of high-grade copper and gold in seafloor massive-sulphide mineralization. These targeted mineralized belts, analogous to land-based volcanogenic massive sulphide deposits, are located near plate boundaries in the back arc basins of the Western Pacific. The first deposit to be developed by the company is located at a depth of 1,600 meters at Solwara 1, in the benign waters of the Bismarck Sea. This location lies within the territorial waters of Papua New Guinea. From 2006 to 2009 the company completed detailed environmental and geological studies at Solwara 1, culminating in a number of world firsts, including the first Environmental Permit granted for the extraction of seafloor massive sulphide deposits and the first NI 43-101 compliant seafloor massive sulphide deposit resource statement. Nautilus has relied heavily on proven deepwater technologies from the oil and gas industry in the design of its production system. Pipeline trenching units, workclass ROVs, deepwater production risers and drill cuttings removal systems will be adapted to initiate this new and exciting industry. Key contractors used by Nautilus on this innovative project have all been selected for their deepwater experience (gained in the oil and gas industry), creativity and determination to launch this new industry successfully. Innovation is at the forefront of Nautilus? success to date. This paper summarizes the progress to date of this development which will provide a new source of minerals for the world and which will contribute to sustainable growth for the future.

Studies on polymetallic manganese nodules and Co-rich crusts in the EEZ&apos;s of the Cook, Line, Ellice and Phoenix Islands between 0-20°S show that Ni and Cu reach their greatest combined abundances of over 2% between 2-8°S on the southern margin of the equatorial zone of high biological productivity, as a result of biological fluxing of Ni and Cu to the nodules at and just below the CCD. By contrast, Co reaches it greatest abundance of 0.6% south of 8°S in nodules on non-biogenic clays well below the CCD where little biological Co supply is likely. Nodule abundances are greatest (up to 30kg/m2) in the Co-rich area in part due to AABW flow, giving highest overall metal quantities per sq meter in the nodules there, particularly of Co. There are approximately 110 x 106 tonnnes of combined Ni plus Cu plus Co expressed as Ni equivalent in Cook Islands EEZ nodules, approximately 12 x 106t. in Phoenix Islands ones, and approximately 1.4 x 106 t. in Ellice Islands ones, in areas of greater than 5kg/m2 nodule abundance. In the Co-rich crusts, Co averages about 0.7% and crust thickness about 1.6cm, both related to metal fluxes in and adjacent to the 02 minimum zone in association with which both maximum thicknesses and Co grades occur. Within the Cook Islands permissive area there are about 930 x 103 t. of Co and 630 x 103 t. of Ni in crusts, in Phoenix Islands crusts there are about 69 x 103 t. of Co and 55 x 103 t. of Ni, and in Ellice Islands crusts there are about

Processing of polymetallic nodules poses several challenges to metallurgists. These include the presence of at least 80 elements in nodule, presence of Ni, Cu, Co in no specific mineral form, presence of almost 30 % seawater in freshly collected nodule, and collection of slime along with the nodule. For almost 40 years, several research groups from all over the world are engaged in developing an appropriate process to extract metals from poly-metallic nodule. These processes have been tested in scales varying from few grams to several hundred kilograms (Das, 2001; Jandova, 2001). All these tests helped in defining various parameters for processing, and simultaneously brought out some of the inherent problems of processing nodules. Based on the information and the experience of all these studies, in recent years, most research groups, involved in developing metallurgical processes for nodule, are focusing their efforts in two or three alternative directions. While attempts are made to overcome some of the major challenges in processing, several new ones crop up. The difficulties are further compounded because no mining system is operating to generate some of the data required for process development. The aim of this presentation is to highlight the research efforts, and to identify areas requiring special attention of a process developer.
