The use of computational simulation to predict the performance of existing equipment or for the design of improved mineral processing equipment will be referred to as Computational Mineral Processing (CMP) in this paper. The emphasis will be on solving the governing equations for liquid solid flows in complex geometric domains to obtain, typically, the three-dimensional distributions of velocity and pressure for the liquid phase and the velocity and concentration for the solid phase. The underlying technology, computational fluid dynamics (CFD), is very well-developed in other industries (aircraft, car and chemical) and forms a vital part of product design and analysis. The subsequent design of improved mineral processing equipment may also involve finite element structural analysis (FESA). Computational fluid dynamics (CFD) and finite element structural analysis (FESA) are part of the generic discipline of Computational Engineering and Science (CES). Ciment and Scherlis (1993) define CES as `The systematic application of computing systems and computational solution techniques to mathematical models formulated to describe and simulate phenomena of scientific and engineering interest'. Increasing computer power (Kaufmann and Smarr, 1993), is a dominant factor determining the rapid growth of industrial utilisation of CES. This increase is happening at both the supercomputer and the workstation level. Indeed, today's typical workstation, a Hewlett-Packard 735, is as powerful as a CDC 7600, the leading supercomputer in 1970. Future computer architectures are expected to become increasingly parallel (Gartner Group, 1990) allowing a sustained performance of a teraflop (a million megaflops) to be achieved well before the Sydney Olympics in the year 2000. It is recognised that the modem development of most disciplines in the physical sciences rests on the three complementary strategies of experimentation, analysis and computational simulation. As the 21st century is approached the volume of computational simulation, both fundamental and applied, is growing dramatically and the role of experimentation is diminishing. In the area of equipment design, CES provides the following advantages over experimental testing and measurement: 1. lead time in design and development is significantly reduced; 2. CES can simulate conditions not reproducible in experimental tests; 3. CES provides detailed and comprehensive information; and 4. CES is more cost-effective and time-efficient. The ultimate benefit for industry is greater productivity and hence greater profitability. The broader issues in relation to CFD are discussed by Fletcher (1993b). In the five- to ten-year time frame, growth in computer power will make it practical to combine CFD and FESA with optimisation procedures to produce a design process that is almost fully computerised. The provision of electrical power is an important consideration in project develop- ment. The first step to be taken in this area is to assess the power requirements of the project. The alternatives of taking a supply from a power authority or providing local generation can then be considered. This requires additional definition of the prob- able characteristics of the supply. The availability of authority power in Australia is limited by the extent of the state power grids. Recent developments now allow these grids to be extended and their load capacity increased to meet major load increases at less cost than was possible pre- viously. The options for local generation include diesel, gas turbine, steam, hydro, solar and wind, each having its particular performance characteristics and costs. The choice of fuel for diesel, gas turbine, and steam plant likewise involves consideration of a range of factors. The arrangements adopted for a number of development projects illustrate some of the aspects which influence the decisions on power supply.

Resource rent taxes are taxes which only become effective at such a time as a pre-determined rate of return has been achieved by an operation. Resource Rent Taxes have from time to time been considered for implementation in both Australia and New Zealand. The offshore petroleum industry in Australia is already subject to RRT as is the Roxby Downs (Olympic Dam) Mine in South Australia. Both the mining and petroleum taxation regimes in Papua New Guinea include a resource rent tax component called Additional Profits Tax.

Computers are playing an increasing role in the management of technical data in mines. Companies are re-assessing the role of their data processing departments as users demand computer resources in non-accounting areas. Data of all kinds is now being seen as a, company resource, and the role of computing professionals is to help to manage the data flow, not merely to manage computers. The concept of distributed data bases puts the responsibility for data entry, editing and updating with the user. This challenges conservative views of centralized control of computing, suggesting, instead, centralized co-ordination. A survey of the possible applications of computers in technical areas points up the special requirements of handling raw, processed and consolidated technical data. Technical data bases have become flexible as mini- computer hardware and software have rapidly developed. Management has the ultimate responsibility for efficiently administering corporate data bases, and it must ensure suitable policies are developed for this purpose, with enough flexibility to cope with the impact of fast changing technology.

A comprehensive feasibility study should be submitted as part of the loan application to a financial institution for debt funding of a proposed project. Its scope should include technical, costing, marketing and other aspects pertinent to the project. The technical presentation should be sufficiently detailed to show that the assumpt- ions concerning future performance are realistic. A lender needs to be convinced that the capital and operating cost estimates are conservatively based with adequate allowances included for contingency and escalation. The marketing assumptions determine the level of revenue from which operating cost, debt servicing, and other commitments are to be met. The foregoing aspects establish the economic viability of the project, and are therefore relevant to the risk assessment and cash flow analysis carried out by a potential lender which determine his ultimate lending Decision

Tailings management is typically constrained by many factors that are taken as given. These include the tailings production rate that must be accommodated, the desire to deliver the tailings cheaply and easily as a slurry using centrifugal pumps, and a tailings footprint limited by the desire to minimise capital costs leading to a rapid tailings rate of rise and a low settled density. Other constraints include wall raises being delayed due to limited capital, inadequate tailings water and rainfall run-off management, and the net present value (NPV) approach to capital expenditure that puts off expenditure at the expense of performance. All of these constraints result in the tailings occupying much more volume than is necessary, being difficult to rehabilitate, and not being capable of supporting a beneficial post-mining land use or function. Ultimately, such constrained tailings storage facilities will assume very large dimensions, but each will typically be developed as a series of smaller storages that are filled rapidly and added to progressively. The optimal stage to efficiently recover process water is in the process plant, but this is limited by the desire to use centrifugal pumps rather than the more costly positive displacement pumps, which also require greater management of tailings deposition. Process water can also be recovered from the tailings storage facility (TSF) decant. Tailings water that is not recovered from the plant or the decant will be lost to entrainment within the tailings, seepage to the foundation or through the wall, or evaporation. However, tailings water is not always suitable for reuse in the plant, particularly when it becomes contaminated by the processing, and it may simply be stored on the TSF. This will exacerbate the seepage of contaminated water to the environment, and will limit the densification of the tailings that would otherwise occur due to desiccation of the tailings on exposure. If a larger tailings footprint were developed early, cycling of tailings deposition in thin lifts between a number of cells could occur, maintaining the dormant cells dry to enhance desiccation and densification, and ultimate rehabilitation. The end result would be a much reduced stored volume of tailings, the potential for upstream raising, and ease of rehabilitation to a high level. While international coal trading operations often involve relatively small contract quantities, delivered over short periods or even in single shipments, most coal is supplied under long term arrangements. In entering into these arrangements the customer needs to be assured that coal of suitable and consistent quality can be supplied for their duration in the volume required. A detailed knowledge of the mine and transport system is required and must be presented from the customer's perspective.

The work reported in this paper extends,-bhsb on the "Heat Hardening of Artificial Magnetite ;Pellets"., which was described at the- International Symposium on Agglomeration ;-sponsored by the American Institute. of Mining, Metallurgical and Petroleum Engineers at Philadelphia; U.S.A. in April, 1961. Whereas- that work was of a.,more basic nature, -serving to illustrate the suitability of artificialòmagnetites with various.admixtures, to the application of heat hardened pellets, on: this occasion the aim-is to illustrate the procedures-which were used-to- establish the dimensions of commercialòrecuperativ strands for Australian raw materials,The nature of the pellet feed, i.e. relatively uniform :spheres of4 3/8 in. - 7/16. in. diameter, makes it possible to use small scale static pots for test work. By the use of a closed system and the measurement of suctions, gas f lows, and temperatures through beds, the speed and heat requirements of the various stages of heat hardening can be measured, so: that for a specified quality of product estimates can be made of the broad design characteristics of a moving grate system. In practice of course it is .usual to correlate the data from this type-of :experimental 'apparatus with . existing production units upon which good operating data, in the statistical sense, are available.

Copper refining electrolytes are maintained in the range 60-65¦C to ensure an efficient operation. The heat energy required to meet these temperatures has been traditionally derived from the electrical energy required for the electrolytic process and supplementary steam energy. In 1983, experiments were conducted at Copper Refineries Pty. Ltd. (CRL) to determine the effects of insulating the Tank House cells, and fully covering the cells. The results of these experiments showed conclusively that greatly reduced steam consumption would be required to maintain electrolyte temperatures. These positive results led to an Energy Conservation Programme for the Tank House, and this was implemented in 1984. A computerised cell cover monitoring system was developed, and is used to control cell coverage and fluid balance. The experimental work and the benefits obtained since implementation of the programme are discussed.

Diversification has characterised the mining industry in this country and globally in recent decades, and in Western Australia in particular. One of the most obvious aspects of diversification is technological change which continues at a rapid and sometimes bewildering pace. A function of technological advances is the increased capacity to further diversify the range of minerals which can be identified in economic concentrations and profitably extracted. This broadening of the total base of the industry has a synergistic effect on its further development by extending its geographical spread and increasing scope for decentralised infrastructure. Another aspect of diversification is the corporate thrust towards establishing overseas mining bases for a variety of reasons. Off-shore (sea bed) mining is a further manifestation of increasing diversity, although very much in its infancy.

Because the Australian resource industry differs from the resource industries of other countries, direct application of manpower planning processes derived from overseas experience may be singularly inappropriate for Australian projects. Too often in Australia, project manpower planning has been undertaken as an afterthought to technical and financial analysis. A wide variety of complex and interrelated manpower considerations should be evaluated from the beginning of project planning, even at feasibility study stage, and relevant deductions should be incorporated into all other planning. Many manpower factors can be considered sequentially but it is probably necessary to undertake critical path analysis for manpower planning. The paper highlights some key factors involved in project manpower planning and suggests a simple linear planning sequence which integrates the analysis of factors and can in turn be integrated into technical and financial planning.

The paper explains the genesis of the Ballarat College of Advanced Education to its unique position in mining engineering education. A description follows of the development of the Graduate Diploma in Occupational Hazard Management which commenced in 1979 in the cooperative mode of four groups of three weeks full- time study followed by twenty-three weeks in industry. In particular an analysis will be given of the state of origin of students, ages and employing industries. Given the experience from the evolution of this course a similar process is described for the Graduate Diploma in Mining which has been accredited to commence early in 1987.

The Tarnagulla Gold Project in Central Victoria, Australia, was developed and operated by Reef Mining NL between 1994 and early 2000, producing 53 000 ounces of gold from the Nick OÆTime Shoot, a single narrow vein shoot structure within part of the larger Poverty Reef, with a strike length ranging from 30 m to 60 m. The ore shoot was developed over a vertical interval of 190 m, using a small cross-section decline and small, mechanised equipment. Various stoping methods were employed including mechanised cut-and-fill with a single boom jumbo, hand-held mining using airleg drills and rope scrapers, and small uphole retreat stopes using a line of sight remote operated LHD to recover a crown pillar. Experience during stoping showed that airleg drilling and rope scrapers gave much better dilution control than diesel equipment. Innovations included a low-cost hydraulic fill system. Due to the small scale of the deposit, the feasibility studies, planning and permitting for the mine were based on very limited drilling information; however, the mine was brought into production within two years of the discovery. While the mine made an operating profit, it failed to fully repay capital at the low gold price then prevailing. Applying the lessons learned from the operation to optimise the access and stoping method, the project is re-examined at todayÆs gold price and operating costs. Central Victoria has the potential to host many similar small deposits. The authors were respectively Non-Executive Director and Resident Manager for Reef Mining NL when the mine was operating.

Prior to 1975, most geochemical drainage surveys for gold were based on analyses for pathfinder elements, such as As and Cu, rather than direct analysis for gold, for two reasons. Firstly, analytical methods lacked the required sensitivity and precision to determine gold abundance at background levels in stream sediments (usually in the range 1 - 10 ppb). Direct analysis was also inhibited by concern about the potential for gross sampling error, brought about by the dispersion of gold as rare discrete particles of the extremely dense native metal. This sampling error, commonly termed the 'nugget effect' has two components: erratic distribution of the element within the stream environment, related to hydraulic factors, and the difficulty in taking representative samples, both in the field and later in sub-sampling for analysis. In more recent years the collection of very large samples was commonly advocated to overcome the sampling problem (Hams, 1982; Nichol, 1986).Two methods have been widely used to evaluate the gold content of bulk samples (Elliott and Towsey, 1989). The preparation and analysis of heavy mineral concentrates has in recent years been largely superseded by the leaching of gold contained in bulk samples by cyanide, commonly termed the BLEG (Bulk Leach Extractable Gold) or BCL (Bulk Cyanide Leach) methods. The terms BLEG and BCL are essentially interchangeable and the latter will be adopted for the remainder of this paper. Information is provided on fuels such as coal, coke, coal-oil mixtures, manufactured gas, wood and charcoal; techniques such as direct and indirect combustion, pulverised fuel injection, slurry burning, fluid bed combustion and various gasification processes. The design of a pilot-scale, turbulent-jet flash reactor which models the essential features of the industrial smelter is described. A report of its operation and application to an investigation of the ignition of particles of sulphide species is given.

Preparing for automated sample preparation has two facets; the need for better procedures as seen by the laboratory Manager and the approach to be adopted as envisaged by the equipment manufacturer. Both have many options and during the 1990s some at least of these options will be tried. As automation of sample preparation is only just beginning, can it be said that there is a real need for better procedures. What does automated sample preparation have to offer? Does it have real advantages or is it just a marketing tool to sell equipment?

Mr. P. F. THOMPSON said this matter was one of very great importance to producers of lead. His association with the matter was that he happened to be the Institute representative on the Committee of the Standards Association of Australia charged with formulating a standard for chemical lead, that is, lead used in technical chemistry for acid chambers and the like. The British standard had this test incorporated in it, but those on the committee felt that it should not be included in the specification. The main objection was that in an accelerated corrosion test one was endeavouring to do in a few seconds what in natural conditions would take years; and it was now being recognised that such tests were of little value in assessing the corrosive properties of a metal.The flash point test was carried out with boiling hot strong sulphuric acid; but no chemical manufacturer would be likely to use such in contact with lead. There were many factors such as the formation of steam, the chemical reduction of sulphuric acid, the evolution of hydrogen, the catalytic effect of the surface lead, affecting this test, other than the presence of the segregated impurities upon which this test throws the onus of the whole imperfection of the lead. Mr. Russell had shown that lead which had stood the test of time often gave a low flash point. They were endeavouring to find rapid methods of estimating minute amounts of the more important impurities, which would eliminate the labour and expense of a full analysis.Mr. H. St. J. A large and increasing data base of apatite fission track results from sedimentary and granitic rocks exposed within the southeastern highlands and along the continental margin of Australia provides constraints for the tectonic development of the southeastern passive margin. The fission track results suggest that many regions of the southeastern margin of Australia experienced distinct episodes of relatively rapid cooling during the middle Cretaceous to early Tertiary that can be attributed to the effects of rifting. One cooling episode is middle Cretaceous in age and related to denudation of the southeastern highlands from Tasmania to northern New South Wales between -90-100 Ma. Rocks exposed along the present coast line record a later episode of rapid cooling, which is diachronous and decreases in age northward from -80 to 90 Ma in northern Tasmania to southern New South Wales, -60-80 Ma in central and northern New South Wales, and to -50-60 Ma in southern Queensland.
