THIS paper deals with the handling of the various materials used in the 100-ton zinc plant at Risdon, and, in view of the magnitude of the works, the configuration of the ground covered by these works, the variety of the rnaterials used, and the large quantities, a very attractive and interesting subject is opened.The works are situated on the right bank of the River Derwent, about four miles above Hobart, the capital city of Tasmania. The Risdon works cover a space of 149 acres, the area being :3800 yards long by 2800 yards wide, and the elevations vary from 6 ft. above high-water mark at the wharf and foreshore to 163 ft. above high-water mark at the power station, these being the limiting points as regards elevation which are considered in this paper. Throughout the paper elevations are given in feet above high-water mark. Fig. 1 shows a general view of the works taken from the opposite bank of the River Derwent. The wharf is clearly shown, with SS Kekerangu loading residue; behind the wharf is seen the inclined conveyor leading to the cakine bin; further up the hill is the leaching division. No. 1 haulage runs to the left of this up to a point on the left of the power station, the large reinforced concrete building at the top of the hill. Below this is the cell room, the largest building on the plant. The roasting division, not very clearly seen, lies at the foot of the main stack, and the casting division lies to the left of this, between the leaching division and the cell room. A large wharf has been construl'ted alongside the works. This wharf is 880 ft. long and 60 ft. wide. It is capable of berthing large overseas steamers, as at low tide there is a depth of :30 ft. of water. This paper concerns a pragmatic approach to a problem that is common to many operations in the mining industry: how, over the short-term, to grasp the extent and distribution of long-term financial risk from environmental causes and reduce these risks strategically, in order to maintain stability and flexibility in the operations. Surprisingly, many companies operate without an environmental master plan or tools that can help managers measure and reduce financial risks. Such companies may be subject to unknown unacceptable financial risks from environmental causes. While many companies have some kind of internal system of environmental standards, it is often the case that such systems have uneven or limited effect, and offer no opportunities for visualising, measuring or managing aggregate financial risks from environmental causes. `Aggregate risks' are defined here as the calculated total expected financial costs to a company, or a subdivision of a company, from environmental causes at nominated operations over a defined time period. Aggregate risks take into account the type and magnitude of an environmental problem set, the likelihood of occurrence, and the time frame during which the problems will develop or solutions are required. For the large corporation, the 'amount of' aggregate environmental risk is a statistic that can be managed, along with other financial parameters, at the corporate level to improve the stability and predictability of operations, and protect the interests of shareholders. This paper concerns development of a management framework and a tool for the large corporation that responds to the need for managing aggregate environmental financial risks. The logical framework proposed to overcome the need for strategic vision is the Environmental Master Plan, and this is described in the next section. The analytical tool proposed to measure aggregate risks and provide relevant data and insights to managers, is called an Environmental Risk Management Information System, and its mechanics are described in a subsequent section.

Samples have been taken from a two-stage industrial gold roaster treating a pyrite/pyrthotite/arsenopyrite concentrate, in order to describe the mineral- ogy, composition and surface area of the calcines. Sulfides oxidised to produce a porous magnetite in the first stage and a porous hematite in the second, pyrite predominantly roasted via a pyrrhotite intermediate. Sulfur was eliminated in both the first and second stages whereas arsenic was eliminated in the first but retained in the second, partly as rims on hematite particles. The finer sized particles from the cyclones and electrostatic precipitator, whilst having the greatest surface area, were the most refractory with respect to gold solubilization, probably as a result of incomplete decomposition (through short-circuiting) in the first stage, and through a combination of factors such as overheating and entrapment of sub-micro- scopic gold in the second stage.

Uranium mining operations commenced at Ranger mine site, Jabiru NT Australia in May 1980. The Ranger orebodies, totalling approximately 110 000 tonnes contained U305 had been indicated by airborne radiometric survey in 1969 and confirmed by drilling the following year. Both diamond and percussion drilling methods were used to define the mineralisation and samples were analysed using a combination of radiometric and neutron activation techniques. Ore reserve estimates were calculated from conventional and geostatistical methods, and following the mining of 15 million tonnes of ore, reconciliations with before mining estimates are well within acceptable industry standards. In-pit grade control employs radiometric techniques including a radiometric truck discriminator built in Australia to mine specification to meet production requirements and improve productivity. Environmental requirements associated with uranium mining are a daily consideration.

Recovery of tin and copper from concen trates containing cassiterite, stannite and chalcopyrite was studied in laboratory-scale tests designed to simulate continuous operation of the matte fuming process in which tin is recovered as SnS fume while copper accumulates in the matte. Charges made up of 300g of mixtures of the concentrate and siliceous flux were added at a uniform rate in pelletized form to crucibles containing 300g of matte and 50g of slag (both of which were recovered from previous tests), while blowing through the matte with air or oxygen-nitrogen mixtures at a rate of 3 to 5 1/min. Accurate material balances enabled the effects of process operating conditions on tin recovery and sulfur utilization to be deter- mined. When operated correctly, the matte fuming process gave tin recoveries exceeding 90 percent in spite of wide variations in the copper content of the matte and in the operat- ing conditions. Deterioration of tin recovery was associated with undersaturation of the slag with respect to silica, and with high partial pressure of sulfur dioxide (greater than approx- imately 0.2) brought about by oxygen enrichment of the blowing air. The utilization of sulfur varied widely in low grade mattes. Copper in excess of approx- imately 10% promoted formation of SO2 by the commonly accepted reaction: FeS + 1-120 2= FeO + S02 while in copper-free and lower grade mattes a substantial fraction of the oxygen was consumed in the alternative reaction FeS + i 02 = FeO + z S2.

"Screw press technology is an innovative approach to tackling the growing pressure to conserve water and minimise the environmental impact of mineral tailings disposal. The principles of the technology have been known for a considerable period of time in non-mining applications such as water treatment, wastewater (municipal sludge), as well as in the paper and chemical industries for dewatering solids, particularly those containing clays.The screw press represents a viable niche technology for filtering fine and high-clay tailings, without the prior thickening stage, and is capable of producing a filtered product that is sufficiently consolidated and dry enough to provide a product suitable for conveying and dry stacking.The Ishigaki screw press was introduced in 1990 and key features are: continuous operation and excellent availability low wear to plant acceptable flocculant consumption low carbon footprint and low noise levels fully automatic.These features lead to simpler plant layouts, easier maintenance, smaller spares inventories, reduced wear, smaller footprint and overall lower capital and operating costs.The amenability of a particular tailing stream to treatment by screw press technology may be determined by test work. Two pilot plant studies are described where this technology has been applied in the mineral industry being flotation tailings from a rare earth (RE) mineral concentrator and coal tailings. Gipronickel Institute JS that is a Research and Development Centre affiliated to the worldclass Norilsk Nickel Mining and Metallurgical Company, and Outokumpu Technologies AB (Boliden Contech AB) have jointly developed the reconstruction project of Pechenganickel metallurgical operations using a two-zone Vanyukov furnace. The international expert group appointed by the Nordic Investment Bank has examined the project. The project financing should be partly executed by the Norway government. Current annual rate of sulfur dioxide emissions is 100 000 t. The aim of the project is to reduce it to 12 000 tpy. Pechenganickel Combine is owned by MMC Norilsk Nickel. Currently it produces nickel high-grade matte from sulfide copper-nickel concentrate with up to ten per cent MgO content. The existing production is in accordance with the following flow sheet: agglomeration û electric furnace smelting with matte production û converting in horizontal converters. Annual production capacity is about 36 000 t of nickel in high-grade matte. Converter gases report to sulfuric acid production. The principal results of studies on high magnesia materials smelting in two-zone Vanyukov furnace, engineering solutions, and technical and economical parameters are offered.

The orebodies at Kambalda are complexly faulted, folded and intruded. It is realized that the ore reserve calculations will be wrong and steps are taken to minimise the errors. The calculations are a combination of computer data handling and manual input. Initially Geological Ore Reserves are calculated and then production data and experience are used to produce a Planned Mining Reserve. At all stages maximum professional judgement is incorporated. The basis of the calculation is the polygonal method of area estimation, and production reconciliations together with the style of data available indicate that it is a most suitable technique. It is also a tech- nique that is easily communicated to all levels from operators to management.

"Robustness can be defined as the ability of a system to resist change without adapting its initial stable configuration. Robust design methodology, which is widely accepted in the manufacturing industry, allows the establishment of robustness and reliability metrics in scenario analysis.In the mining industry, a mine can be considered as a system with design parameters such as processing plant and mining capacities. Traditionally, a limited number of scenario iterations are performed in an attempt to determine optimal capacity values. An important strategic decision such as process plant capacity in particular is made during the very early stages of a mining study, often based on a low level of information. Lack of time and tools to run and analyse a larger number of possible scenarios for different design parameter combinations are usually the main reasons for not performing a full analysis. In addition, the uncertainty of other mining study input parameters creates more risk in decision-making.With advances in technology, it is now possible to automate the process of generating several thousands of scenarios in an affordable and timely manner. This allows performing the results analysis and assessing robustness and reliability criteria within a reasonable time frame. It is possible to generate a surface of results based on the net present value (NPV) for each scenario. This surface will reflect the efficiency level of the capture of the economic rent for each production scale. In addition, each scenario can be tested under diverse conditions of volatility of other external variables such as prices, costs or recoveries for example.This paper aims to establish a methodology that applies robustness criteria to determine the best scenario on several surfaces of value, which is then assessed with real data from a mining project. Obtained results demonstrate the advantages of using the proposed methodology in dealing with the above-mentioned multidimensional problems. Environmental considerations were key factors in the design of the Ranger Uranium Mines treatment plant. The mine is located adjacent to the Kakadu National Park and has an average rainfall of 1.6m per annum. Initially, no contaminated water or liquid effluents are to be released from the project area and thus water management is a key design and operating fact. Particulate and gas emission criteria influenced design as did occupational hygiene factors (dust, radon, housekeeping, maintenance access). Equipment selection and engineering standards were conservative and resulted in the plant attaining design performance in less than three months from the date of commissioning. A number of mechanical and operational problems were experienced and are discussed in the paper, however none of these problems have had a significant effect on production.

Remapping of the Burdekin Basin has resulted in subdivision of the three interfingering basin-wide megafacies previously recognised in the Early to Middle Devonian Fanning River Group. Eleven carbonate and siliciclastic facies are now identified within the three megafacies, representing coastal plain, shoreline, nearshore, and shallow marine shelf depositional environments. The facies reflect two phases of a major transgression. An initial phase, in the Early Devonian, was confined to the far north of the basin, whereas a second, main phase, resulted in the encroachment of the sea from the east or southeast in the Middle Devonian.The proposed depositional model begins with the drowning of a coastal plain and the transgression of shoreline and nearshore facies between granitic and metamorphic headlands and/or islands. This was followed by the deposition of a patch reef and fringing reef complex including stromatoporoid and coral bioherms, biostromes, and oncolitic, crinoidal, and brachiopod-dominated banks/shoals, together with foreslopes and submarine channels, carbonate rubble deposits and terrigenous sediments. Sedimentation during the peak of the transgression was dominated by sheltered carbonate shelf facies, the maximum, flooding surface being recognisable across most of the Burdekin Basin. Progradation of muddy and sandy nearshore bay and shoreline facies soon followed, terminating carbonate deposition.

Many projects fail because project performance in unfavourable economic conditions was not anticipated at the investment decision stage. This type of failure may have been avoided through the selection of a strategy that enables the project to perform well under a range of possible future economic conditions (a ærobustÆ strategy); rather than an æoptimalÆ strategy for expected future conditions that will never eventuate. This paper describes a method of rapidly generating mine plans for a number of project strategies, and then evaluating it against a representative range of equally likely economic conditions. The key performance indicators derived for each strategy are the mean value and the distribution of values (variance). A prudent investor will identify prospective strategies not only on the merit of highest mean values (as a proxy for economic reward), but also on the probability of not meeting specified investment hurdles (a proxy for risk). A robust strategy will achieve its financial objective even under adverse economic variations. This paper focuses on the effect of commodity price uncertainty; particularly around the choice of mining and processing capacity levels. Results from enumerating 2000 prices scenarios against 63 strategy combinations show how processing and mining capacity can be manipulated to manage the risk-reward trade-off.

Conveyor belt haulage offers the advan tages of continuity of operation, minimum labour requirements, and the ability to handle large volumes of material over extended periods. However, breakdown of critical con- veyors in the system can cause undue and substantial losses in production output at the working faces, unless adequate surge bin capacity is incorporated in the haulage system. A conveyor belt simulation programme, code name 'Beltsim' was developed by Bucklen et al (1968) at the Virginia Polytechnic Institute in the U.S.A. and provides a quantitative measure of the performance of a conveyor belt network design. A limitation still exists with the computer programme and involves the inability of the programme to predict the necessary surge bin capacity to overcome conveyor belt downtime. The computer programme was modified to overcome this limitation, to simulate a con- veyor belt breakdown, and to provide a quantitative prediction of the surge bin capacity necessary to permit a modern mining system to operate effectively and continuously.

Mechanical agitation is the preferred system for Carbon-in-Pulp processes. Agitator design requires an understanding of the relationships between energy, shear and flow and the nature of shear rates and shear stress distribution in an agitated tank. Laser techniques are useful when studying these phenomena. The alternatives are open impeller agitation or draft tube circulation. Each has advantages and disadvantages but both require careful choice of impeller and system geometry. Overall the draft tube circulator is the more attractive in many cases. Open impeller agitators are designed in accordance with established procedures for mineral slurries taking due account of shear effects in tanks containing carbon. Preferred tank proportions are 1:1. Circulator design methods were developed in the alumina industry before being applied to CIP processes. Optimum draft tube diameter is critical to power requirements. The overall system must be designed as an axial flow pump operating in a closed circuit. Such a system exhibits quite characteristic behaviour which requires an impeller of varying pitch angle and aerofoil section for best stability and efficiency.' Tank height may be 2 or more times diameter. Resuspension of settled solids can be assisted by a series of slots in the draft tube. These slots have the secondary effect of stabilizing hydraulic behaviour and reducing installed power requirements.

This paper examines the impact of the time value of money on the location of mining facilities, as examplified by a central processing plant serving several mines. Three approaches, the Euclidean-Distance Approach, the Gravity Centre Approach, and the Rectilinear-Distance Approach, commonly applied to a single facility location problem were employed in the study. The objective function in all three models was the updated value of the following three costs influenced by the processing plant location and defined within the framework of the continuous model of value representation and the continuous interest rate convention: I. the costs of transporting the useful mineral from the mines to the plant, 2. the costs of constructing the transportation links between the mines and the plant, and 3. the costs of maintaining these links over time. Results of the study show a substantial impact of the time value of money on both the processing plant optimal location and the opportunity cost of neglecting the time value of money in the locational considerations.

Record quantities of slag were produced in 1974. Slag usage in this year amounted to 8.5 mega tonnes for granulated blast furnace slag and 7.7 mega tonnes for crushed blast furnace and L.D. slags. Granulated blast furnace slag is mainly used as a hydraulic bonding material in the manufacture of cement and in road construction. These applications give a fuel saving and reduce processing costs. Crushed blast furnace and L.D. slags find application as a substitute for natural aggregates in road construction and in the production of concrete. There is no doubt of ttie interest to utilise to the maximum all the slag produced by the steelmaking industry, thus preventing the build up of slag heaps detrimental to the environment and favouring the disposal of the heaps formed in the past. World wide efforts are being made to achieve this objective.

Gekko Systems Pty Ltd have developed the Python Underground Processing Plant for the concentration of gold and sulfide ores. The Python plant has an established flow sheet including fine crushing, screening, gravity separation and flotation which aims to concentrate the valuable minerals (gold/sulfides). The aim of the plant is to achieve high valuable recovery into a mass yield of 10 - 30 per cent to reduce the amount of material that is needed to be taken to downstream processing. This paper examines the test work protocol for testing an ore to assess its suitability for the Python flow sheet. This paper will discuss the test methods employed to determine crushing requirements, continuous gravity recovery and flotation performance and how the results relate to Python design for the comminution, gravity and flotation circuits. Results from past test work will be discussed.

The ores of the Golden Mile exhibit considerable complexity. As a consequence, the operating company, Kalgoorlie Consolidated Gold Mines (KCGM), considered it important to develop a coherent database of information describing the nature of the many ore lodes in terms of (1) rock properties and mineralogical content, including relative proportions, grain size, associations and deportment of key elements between minerals, (2) the relative behaviour of consituent minerals in various stages of processing and (3) the nature of the final products and key intermediate streams. The paper describes a sequence of metallurgical tests covering comminution, flotation, gravity concentration, leaching and calcining, carried out on three lodes of the Golden Mile. Key samples generated by the testing were subjected to comprehensive size-by-elemental assaying and QEM*SEM mineralogical determinations of sulphide and precious metal associations. Significant differences between lodes were identified, and the impact of these differences on processing is discussed.

A major factor in the economic development of New South Wales has been the ready availability of coal for the major industrial and urban centres of Sydney, Newcastle and Wollongong. Historically, the presence of high quality coal near these areas has acted as a catalyst to urban and industrial growth. This easy access to low cost coal resources over the past 200 years has given rise to a commonly held belief that New South Wales contains vast coal resources sufficient to meet any foreseeable demand. However, a recent study undertaken by the Coal Resources Development Committee has found that New South Wales is likely to face a serious shortage of economically mineable coal in the future. Forecasts predict that demand for New South Wales coal will increase by about 40 per cent, and then remain at about that level for at least a further ten years. To meet such demands, the coal industry will require access to economic high quality coal resources.
