This paper reviews the history of environmental assessment in New Zealand with reference to mineral developments. Emphasis is given to larger more controversial projects particularly metal mines. The changing role and application of the Environmental Protection and Enhancement Procedures is examined in the context of changes in the government's environmental administration and the response of the Ministry of Energy's resource allocation group. Conclusions are drawn on the effectiveness of the present environmental assessment activities and on the allocation of administration of priorities in the Ministry. The Ministry of Energy has effectively ceased to exist.

OWING to two large falls of ground which resulted in serious accidents occurring towards the end of 1908, it became evident that the "open chamber" system then in use was unsuitable for the conditions existing in the Mount lVIorgan mine. It will be admitted that in all mining operation, the first consideration is the economy of the system adopted, combined with its safety and ability to give the desired output. A sectional system with square sets has been introduced into the mine, in which due attention has been paid to these factors. In this paper a brief description of this system will be given. An outline of those previously used will be ineluded, as it is necessary to understand the eonditions which existed in the mine at the initiation of the sectional system. Outside the actual mining methods employed, various points that might prove of interest will be touched on.The square set system of mining has been in use throughout the stopes in the gold ore in the upper levels of the mine since underground operations were started in Mount Morgan.

Water is the main medium for removing impurities from iron ore during wet processing to achieve a higher quality product. However, there is a substantial increase in freshwater consumption due to an increase in demand from the following two factors: in the past 55 years the world population has doubled from 3 to 7.5 billion and crude steel production has increased five times from approximately 350 to 1662 Mt/a (IISI, 2008). Furthermore, social development in developing countries exacerbates water consumption making freshwater an increasingly valuable resource with an average distribution of 70 per cent for agriculture, 20 per cent for industry and only ten per cent for domestic consumption (Hourtolle, 2005; OECD, 2009). Rapidly changing regulations over the access and preservation of water across the world indicates the growing importance of this issue, so the mining industry must adapt to this continual change and must be committed to increasing the efficiency of water usage.Tailings dams receive most of the water used by the process plant. In arid regions where evaporation is high and availability of water low or non-existent, technical solutions other than the conventional tailings dam, such as thickened and/or filtered tailings, exist to optimise the recovery of water and reduce the need for external water consumption. However, these solutions present additional challenges, such as energy consumption and transportation from the process plant to the ultimate storage area.This paper considers a range of alternatives covering thickening and filtering, transportation and storage, water return, closure and rehabilitation. Mining projects in the future will be more affected by the rising cost in water and tighter regulations in accessing water and energy. Good tailings management can contribute significantly to reducing the dependence on these two key commodities (water and electricity), improving the resilience of iron ore projects especially in arid regions and areas with high competition for water.CITATION:Vuillier, C and A Roshdieh, A, 2017. The timber township of Powelltown, Victoria lies N.E. of Yarra Junction, 60 miles east of Melbourne and in the site of the mill of the Victorian Hardwood Company Proprietary Ltd.A lift gauge railway owned by the company connects Yarra Junction on the Warburton line, with the township through two or three smaller mill centres on the way.The company has been operating for some 12 years. In the divide, about four miles from Powelltown, between the Little Yarra and Latrobe rivers, cutting was continued with material being handled by winch and double incline haulage over the divide. A small bush locomotive dealt with the traffic between the divide and the cutting site.In order to reduce costs, which were heavy at the haulage, the company decided to make a continuous railway from Powelltown to the bush by means of a tunnel through the divide.Hand bore holes were put down on the proposed line of tunnel and showed that the divide at this point consisted of decomposed depth of about 100 ft. towards the eastern or Latrobe side - and that the undecomposed granite summit lay to the west of the surface summit.The bores also served to locate the underground water line, this was afterwards found to rise and fall with wet and weather.To avoid tunnelling in hard and heavy water, the grading of the was laid out with the summit of the hard granite the point in the line.

Reclamation field trials commenced in 1985, two years before the granting of the Mining Licence. The level of pasture production on varying soil depths (0 cm, 5 cm, 15 cm and 25 cm) overlying both tailings and oxidised waste overburden was assessed.   After seven years, the rate of increase of N, C, P and S, losses of Sand P and pH changes were investigated on the plots where grass seed was sown into bare tailings. It was determined that on these plots it would take approximately 24 years to reach the original carbon and nitrogen levels at the mine site. Further tailings trials have been initiated to investigate alternative land use options for the tailings dam. Growth increases of 73% occurred in native species growing directly in tailings, and growth increases of 78% occurred in tailings amended with compost over the first six months. Pasture trials on tailings with and without a compost amendment have also been initiated. Research has commenced to investigate the restoration options for acid producing pit slopes. The early field trials have been put into practice with the restoration of oxidised waste on the tailings embankment. This is progressive with approximately 16 ha restored to productive pasture at present. Yields compare well with those of the most versatile and productive soils types investigated in baseline studies of the area before the tailings dam was constructed.

Environmental information is an essential part of successful mine design and approval. In order to be most effective in its application and availability, this information needs to be collected in programmes with defined objectives and deadlines. Applied Geology Associates have established a methodology to facilitate the structured collection of environmental data, which provides for the diverse needs of both engineering design and applications for statutory and non-statutory approvals. Principal aspects of this methodology are the scope, timing and management of the environmental studies within the overall project planning framework.

Agglomeration for Copper Heap Leaching Agglomeration of ore is a method which can be used to eliminate the migration of fine grained particles throughout a leach heap. Without agglomeration, fine ore particles are able to migration within the heap, clogging flow channels and producing large areas where access of the solution is poor. In order to gain the benefits of agglomeration and improve agglomerate strength even further in copper heap leaching, an economical, acid-resistant binder is needed. However, most binders have been used without any systematic reasoning. A set of novel testing methods were developed, including a soak test, percolation flooded columns, and larger long-term leach columns. The soak test compares the degree of breakdown when agglomerates are subjected to an acidic environment. While the percolation flooded columns and larger long-term leach columns evaluate the flow of leach solution throughout the ore bed. Systematic studies have been completed on a wide range of binders using these novel testing procedures. It was found that for a low grade chalcocite ore, which was rich in silica, from a southwest US mine, polyacrylamides reduced the fines migration the best in the novel soak test. The non-ionic binder, in particular, was found to reduce fines migration as much as 93 per cent. Several of the binders tested were shown to increase the hydraulic conductivities of the agglomerated ore up to 2.5 mm/sec, compared to a hydraulic conductivity of only 0.25 mm/sec when no binder was used. These binders also prevented 'slumping' of the ore, which indicates a decrease in breakdown of the agglomerates. The use of a binder also showed no interference with leaching reactions in long-term leaching experiments.

THIS mine, which is the property of the S. and M. Syndicate, London, is located at Moina, in North-West Tasmania, 18 miles from Stavertorr railway station and 36 miles from Devonport. There are metalled roads from both of these places, and, althoughhilly, these are good for team or motor traffic. Mails and passengers are provided for by a tri-weekly coach service from Sheffield, a railway town, distant 23 miles. The Moina mining field is situated on a main spur between the Forth and Iris Rivers, andat an elevation ranging from about 500 ft. above sea-level at the Forth River to 2400 ft. at the All Nations mine. The elevation at the mine office of the S. and M. mine is 1900 ft. The average annual rainfall, as recorded for the past eight years, is. 68 in.This inclildes, however, a couple of years during which the rainfall was much above normal, and taken over a longer period 60 in. would be nearer the average.

The main factors which influence disposal of mine waste under New Zealand conditions are identified and discussed: namely, geological conditions which produce soft weather-sensitive waste, wet and cold winters which affect productivity in such waste, elevated seismicity which affects stability and the need for water rights which involve public participation. The waste disposal scheme for the Martha Hill Project is described, thereby illustrating how these factors influence the planning of a current mine strippings and tailings disposal scheme.

The changes in layout and design over 48 years, from the first crushing and shiploading plant installed at Whyalla in 1915, up to the present plant being built at Koolan Island, Yampi Sound may be summarized as follows.1. Smaller motors and lower power consumption have resulted froma. oil lubrication, where practicable, in place of grease,b. a high pressure "oil-lift" device to reduce starting torque in crushers with white metal bearings, andc. roller bearings in place of white metal.2. Short centre drives with pivot-based motors permit controlled loads on bearings and a reduction in size of crusher houses and motor rooms.3. Dust proofing and pressurising of crusher houses and motor rooms reduces working temperatures and improves cleanliness.4. Variable speed pan feeders give improved plant control, with the use of one man only, and remove the need for large surge bins between crushing stages.5. The use of diesel quarry trucks to dump ore through a "drive over"tip results in faster truck cycles.6. Elevated cylindrical silos with air operated chutes, replace long horizontal storage bins with multiple manually operated side discharge chutes for loading rail cars, and give faster and more accurate truck loading. The silos are charged by belt conveyors with automatic distributors.7. Increased shipping bin capacity (40,000 tons at Whyalla and 6O,OOO tons being built at Koolan Island) caters for the bigger vessels now in use and envisaged for the future. Automatic travelling distributors deliver ore to the bins in layers to ensure, maximum mixing and a more uniform grade for blast furnaces.INTRODUCTIONThe Broken Hill Proprietary Company Ltd has six major crushing plants in Australia at its principal sources of raw material. These are at Iron Knob bench G, Iron Knob scree ore plant, Iron Baron, and Cockatoo Island, all of which are ironstone operations. The other two plants are at Rapid Bay, a limestone quarry, and at Ardrossan, which is the Company's only source of dolomite.

The Rio Tinto Iron Ore group currently estimates grade attributes for mineral resources using ordinary kriging (OK). OK produces a smoothed globally unbiased estimate, but does not capture local variability, which can have significant impact on mine planning and scheduling. The dimensions and the multivariate nature of iron ore deposits make point simulations of whole deposits impractical. With a direct block simulation method the size and speed limitations of point simulations can potentially be overcome, resulting in a viable method for capturing local variability and for providing risk measures into the mine plan and schedules. Some iron ore deposits are highly folded (post mineralisation) and require preprocessing using an unfolding algorithm to properly define the continuity parameters and directions of anisotropy before simulation can proceed. Block co-simulation proceeds in unfolded space and since mine planning require a block-model with regular block-sizes; a regular block-model is unfolded first. This paper discusses a block co-simulation approach that can be used to simulate the irregular blocks resulting from the unfolding process. A section of an iron ore deposit is used for testing the block co-simulation algorithm and the simulation results are compared against the Isatis direct block simulation method. Available blasthole data is also used to validate the behaviour of the block co-simulation algorithm.

With some notable exceptions, marine placers located just below, or just above, present sea level, are responsible for much of today's production of detrital ilmenite, rutile, zircon, and other minerals of value. The purpose of this paper is to discuss the paleogeographic and paleo-oceanographic factors which may have determined the location of presently submerged marine placers. These factors include changes in sea level, burial by recent marine sediments, stream capture and other changes in drainage patterns, and recent changes in climate. Selected geologic situations in the Yellow Sea off the coast of Korea, in the Atlantic Ocean off the coast of Portugal, in the Bering Sea off the coast of Alaska, and in the Arabian Sea off the coast of India, will be used to illustrate the author's point of view.

In August, 1975, North Broken Hill Limited announced that an intersection of 37.3 m of high grade lead-silver-zinc mineralisation, assaying 26.2 per cent Pb, 495 g/tonne Ag and 21.2 per cent Zn had been obtained at its Mine at Broken Hill, 520 m north-east of its No. 3 Shaft and slightly below the No. 36 level (1581 m). Subsequent drilling confirmed the presence of the extension of the Broken Hill Orebody on the north-western side of the Globe Vauxhall Retrograde Shear Zone and defined 1.8 million tonnes of high grade mineralisation. The area containing this mineralisation was subsequently named the Fitzpatrick Area in tribute to the late Mr. W.E. Fitzpatrick a former Member of the the Board and Manager of the Ccnpany's Broken Hill operations. This paper describes in brief the exploration programme leading up to the discovery, the general geology of the area and the proposed future exploration progranme for further extensions of the orebody within the mining leases of North Broken Hill Limited.

Operating experience with the pilot Lurgi carbonization plant at Morwell showed that under conventional operating conditions, although the thermal efficiency of the plant was very' high, the physical quality of the char produced was extremely poor. By variation of operating conditions to produce the slow drying rate developed by the laboratory research at the University of Melbourne, an improvement in the size of the char was achieved. A similar approach in the carbonization stage where severe breakage of the briquettes still occurred was not possible due to insufficient control over the heating in this stage. Theoretical analysis of the heat exchange process has shown that severe heating of the briquettes entering the carbonizer is a characteristic of the Lurgi system and cannot be controlled by modified operation. The plant has been closed down for reconstruction of the heating system to enable it to be used to produce hard char.INTRODUCTIONAn experimental carbonization plant was operated at the Morwell Works of the 'Gas and Fuel Corporation from November 1958 until July 1959. This plant was built as a pilot plant by the Corporation to designs supplied by the Lurgi Gesellschaft fur Warmetechnik and had the nominal capacity to carbonize 25 tons of brown coal briquettes and to produce 11 tons of char per day. The briquettes were supplied from the· normal production of the Yallourn briquette factory and the 2t in. I-type briquette was the largest size which the plant could handle.This carbonization plant represents the intermediate stage of development between the laboratory research at the University of Melbourne and the commercial production of hard char as a metallurgical fuel. The North Arm of Sulawesi hosts numerous gold and base metal occurrences. Compilation and analysis of geological, tectonic, geochemical and isotopic age date data collected over the past six years on the central part of this region have resulted in the definition of 184 prospects and mineral occurrences of various styles occurring in diverse geological settings representing varying tectonic environments and erosional levels. Mineralisation of the following styles have been recognised: porphyry Cu-Au; porphyry-related gold and base metal veins; high-sulphidation Cu-Au-As; low-sulphidation epithermal Au; hydrothermal breccias; and sediment-hosted Au mineralisation. Clusters of occurrences/prospects form mineralised districts representative of magmatic systems with characteristics determined by the tectonic environment prevailing during formation and the subsequent level of exposure by erosion. Distinctly different Miocene and Pliocene porphyry systems are now recognised whilst most of the remaining epithermal mineralisation is thought to be Pliocene or later. The central North Arm of Sulawesi is composed of a Miocene magmatic island arc that is built on an Early Tertiary basement of predominantly oceanic basaltic rocks and overprinted by a Pliocene magmatic arc. A structural fabric dominated by SSE arc-normal and ESE arc-parallel faults was established during the Miocene under a dextral wrench regime and intersections of these major fault sets are favoured sites for Miocene porphyry Cu-Au mineralisation. Strong dextral tension caused by the collision of the Sula Platform, at the close of the Miocene, led to arc-parallel rifting. Sinistral reactivation of the major Miocene structures in the Pliocene led to further rifting, and ENE-dilation. Pliocene intrusions and related mineralisation exploit these dilatant settings. Miocene porphyry Cu-Au mineralisation occurs where late-Miocene quartz diorite stocks have intruded the margins of earlier Miocene plutons of intermediate composition. Porphyry centres have associated peripheral base metal veins, and skarns. Overprinting of porphyry vein sets by epithermal veins is common. Sediment-hosted gold mineralisation occurs in calcareous sediments associated with the Miocene arc. Remnants of the Pliocene volcanic arc, comprised of dacite volcanics, intrusions and voluminous pyroclastics, dominate the south coast and host porphyry Cu-Au, high sulphidation Cu-Au-As deposits, low-sulphidation epithermal Au veins and disseminated gold mineralisation. In some prospects, mineralised sinters are preserved adjacent to vein systems and deeper mineralised stockworks. Diatremes are common and large caldera structures have been identified. Pliocene stocks and porphyry dyke swarms penetrate the main central and northern parts of the Miocene- arc introducing additional porphyry Cu-Au, base metal hydrothermal breccias and low-sulphidation gold veins. Rapid uplift and erosion has resulted in a highly variable preservation of styles of mineralisation adding further diversity within the mineralised districts and telescoping within deposits.

Draft tube circulators are now widely used instead of Pachucas for suspension of slurries in large tall tanks.Precipitators in the alumina industry are an example.Draft tube/tank diameter ratio is critical. Two independent criteria are given for optimum ratio. The hydraulic and energy relationships are defined. These require an impeller of very high specific speed. For a stable and efficient system the impeller should have aerofoil blades with a pitch angle which decreases from hub to tip.The draft tube must be matched to the impeller with inlet baffles above the impeller and flow control vanes below it. Tip recirculation must be suppressed. The tank itself should have a filleted flat bottom.Such a system exhibits the behaviour of axial flow devices with the characteristic undesirable behaviour at low flow.Installed and operating power requirements depend critically on hydraulic design and to a lesser extent on speed reducer efficiency.The problems of re-suspension have been overcome by a patented slot system which also improves behaviour at low flow to permit a more economic design. A number of other practical operating considerations are also discussed.
