The work tvhich has been done on steel rails, and which has been diwu&e,l here Juring thee two days, was not done to establish any pet theories, nor to make out that any person was great or any person small, but with a sincere desire to get at what is the truth in regard to the wedring capacity of steel rails. There are enormous commercial coneiderations invoIved in this question, and, as I look at the matter, the more honest criticism and fair discussion there is, the Inore likely it is that the truth will appear. Ad first I would like to say that it seems to me very little has been said here upon the main conclusion of the paper, namely, that the softer rails give the better wear. All sorts of side issues have been discussed; but this poiat, which is really the principal one at issue, has been largely ignored, aid I cannot But feel that it still remains unshaken. Witb regard to ohemists end chemical work, there has been considerable said tending to throw discredib on chemists and their work; and while I believe that there have been in the past, are now, and may be in the futnre, a good many poor chemical analyses made, X also believe that chemists are, as a rule, as honest and competent as gentlemen who belong to other professiomc. There are chemisb who are chemists, and who are not chemists. The determination of -manganese has bee* called in question. Now I think the chemist at almost every steel works in the country will tell you that, in his experience, the manganese diffe1.s in different parts of the same ingot. Mr. T. T. Morrell, chemist of the Camhria Iron Company, whom I believe to be s thoroughly competent and hone6t chemist, tells me that he has often found different amounts of manganese in different parts of the same ingot. WHEN a local man has attained high position in business and civic affairs at home, his fellow citizens feel elated if his attainments are given recognition in the form of election to office in an organization of national scope. Eugene Ainsworth White, a new Director of the Institute, is one of the must prominent citizens of Tacoma, where for the past thirteen years he has managed the Tacoma Smelter of the American Smelting and Refining Co. A list of the civic duties he has carried with distinction would be a long one; for recent years it would show that he has been chairman of the Community Chest, vice-president of the Chamber of Commerce. and a member of the Pierce County Taxation Bureau.

The Library of the above-named Societies is open from 9 A. M. to 10 P. M. except on holidays. It contains about 70,000 volumes and 90,000 pamphlets, including sets of technical periodicals and publications of scientific and technical societies. Members of the Institute, with few exceptions are forced to spend a portion of their time in localities isolated from sources of information. To these the Library; through its Library Service Bureau, can render valuable service through correspondence; letters requesting information will receive especial attention: The Library is prepared, to furnish references and photographic copies of articles on mining and metallurgical subjects; to determine the existence of mining maps, and to furnish general Information on the geology and mineral resources of-all countries. All communications should be made as definite as possible so that the information received may be what is desired and not include collateral matter which may not be of interest. THE Institute assembled in the Court-House, on Tuesday evening, May 22d, and was called to order by Vice-President E. B. Coxe. After announcement by the Local Committee of the programme for excursions, the Secretary read the following annual report of the Council The Council, in presenting to the Institute its annual report, has to record a most eventful year in the history of the Institute. Three meetings, as usual, have been held, two in Philadelphia and one in New York. At the Philadelphia meetings in June and October, there were present many distinguished foreign engineers, some of whom contributed communications to the Institute, and took part in its discussions. Sixty-seven papers have, in all, been presented to the Institute, which will be published in the fifth volume of Transactions. There has been an accession to the membership of 1 honorary member, 11 foreign members, and 162 members and associates; -8 have resigned, 6 have died, and 30 have been dropped from the roll, after due notification, for non-payment of dues. The membership now comprises 5 honorary members, 60 foreign members, and 644 members and associates, in all 699. As worthy of especial mention in the work of the year are the Discussions on Technical Education in connection with the American Society of Civil Engineers, and the report of the-International Committee appointed by the Institute to consider the nomenclature of iron and steel. The Discussions on Technical Education have been published in a separate volume, and comprise a valuable and suggestive collection of the views of practical engineers and educators. The report of the International Committee, composed of Messrs. Akerman, of Sweden; Bell, of England; Tunner, of Austria; Gruner, of France; Wedding, of Prussia; and Holley and Egleston, of the United States, has received the careful attention of engineers and metallurgists of all countries, and has met . with very general acceptance. Of the work of the Centennial Committee in Philadelphia the members are generally familiar, from personal experience, and from the detailed report of the committee at the last meeting of the Institute. But the record of the service rendered by this committee would he incomplete without mention of the numerous letters of thanks and formal expressions of obligations received by the Institute from individuals, societies, and governments abroad. The wise and generous spirit in which the work of the committee was planned, and the laborious and self-sacrificing manner in which it was carried out, call for emphatic expressions of thanks from the Institute. The gifts of Centennial exhibits to the Institute, largely as testimonials for services rendered, has necessitated the appointment of a Museum Committee for

Search for ore continued at a feverish pace-as can be attested to by anyone who has tried to arrange for extensive diamond drilling. The stakes are high, and so is the cost as was indicated by Selco Exploration Ltd. when they announced discovery of base metal sulfides at Uchi Lake in northwestern Ontario. It was apparently their first commercial find after 15 years of exploration at a cost of more than $10 million. For the first time in many, many years the big exploration news has come from east of the Mississippi River. In January, the New Jersey Zinc Co., in an unusually worded press release, stated that they had made a major zinc discovery of 13-50 million tons of ore averaging 5-10% Zn. New Jersey's holdings are said to embrace 500 sq mi. The ore was discovered in eastern Tennessee in the upper part of the Knox dolomite of early Ordovician age. Reportedly the mineralization is at depths of 900 to 2000 ft. Currently about 20 diamond drills are working the area for New Jersey. At least nine other major companies are prospecting the region, which now includes parts of Kentucky. Five hundred thousand acres are said to be under lease. Greatest activity is clustered around Carthage, Tenn. In Missouri, the St. Joseph Lead Co. announced plans to develop a new mine in the Brushy Creek area of the "New Lead Belt." copper and zinc concentrates will be by-products.

DURING the last year or so, with higher prices for gold and silver, many old properties in the West have come back to life. Almost every profitable producer in the old days has been considered, and the reasons for its shut-down investigated. If it seems likely that modern ore-finding, mining, and metallurgical methods, and S35 gold can again put the property on a profitable basis, someone can usually be found to back the venture. Methods of rejuvenation vary with the property, of course, but the following outline of what has been done with one group of mines in Idaho is fairly typical and may be suggestive to others. The Golden Chariot gold-silver properties, near Silver City, consist of seven old mines, working a vein system striking north and south, which had a productive length of some 3500 ft. The vein is a quartz-filled fissure with granite walls. Gold occurs in native, and with silver in the form of electrum which is the natural alloy of the two metals. Such control to be effective must be premised upon complete military occupation of the two countries for a substantial period, with an arrangement at the end of such occupation for continued supervision of these industries into an indefinite future.

ALTHOUGH surveying at mining properties is fundamentally the same regardless of the method of mining, at Climax, due to the nature of the ground, the policy of advance development work, and extremes in climatic conditions, surveying practice has had to be revised to meet the specialized conditions of this particular type of mining operation. The company's mine is one of the largest underground properties in the United States. It has proved ore reserves of 275,000,000 tons, 60,000,000 tons of which have been broken. To date, 109,000 ft. of development drifting have been driven, as well as 40,926 ft. of development raising, 10,000 ft. of ventilation drifting and raising, 16,000 ft. of exploration drifting, and 206,000 ft. of diamond drilling. Normal production varies between 1.2,000 and 15,000 tons daily. Development work proceeds at a rate of 11/2 tons developed for every ton milled and with a development of 18,000 to 20,000 tons per day, the following crew is required to take care of mine and surface engineering

THE use of minute boron additions to steel has been given considerable attention in recent years. Comparisons made between boron-free and boron-containing heats of otherwise identical analysis have indicated, beyond a doubt, the potent effect of boron for increasing hardenability. The actual hardenability increase has been expressed as a multiplying factor, or in terms of the percentage of other alloying elements boron might replace, The present study presents the results of a systematic survey of. the use of boron as an addition to two types of alloyed steels and as a replacement for various percentages of molybdenum in these steels, Both cast and wrought steels of the two basic compositions were prepared. Molybdenum, because of its scarcity at the time the investigation was started, was selected as the element to be replaced by boron. Attention was also given to the effects of boron on other properties of the steels, particularly their notched-bar toughness, to investigate other advantages or limitations of this element as an alloy addition. EXPERIMENTAL WORK Steels Investigated The two basic compositions used in this survey of boron as a replacement for molybdenum are given in Table I. The cast steels were higher than the wrought steels in silicon content to improve the casting quality. [ ] Each of these base steels, both cast and wrought, was made with molybdenum contents of o, 0.10, 0.20, 0.30, or 0.40 per cent, the total comprising 20 steels. In addition, each of these 20 compositions . was prepared with boron additions in amounts of 0.0015, 0.003, and o,006 per cent as ferroboron; and in amounts of 0.002 and 0.005 per cent as two com¬mercial intensifier alloys, designated alloys A and B. The boron-treated steels totaled 100, and the entire series 120, Test Procedure Each steel was melted as an individual heat in a 50-lb., magnesia-lined induction furnace. Ingot iron scrap or mixtures of ingot iron and steel scrap were used for melting stock. Deoxidation was carried out in the furnace with o.10 per cent aluminum. The aluminum addition was

EVERY reader of this paper is well aware of the fact that the prolonged inhalation of large amounts of free silica dust results in fibrosis of the lungs, and that other inorganic dusts, except those of asbestos and the mineral poisons, are thought to be relatively harmless. But probably few have had opportunity to visualize the effects of silica, asbestos and other minerals upon living tissues. The ideal demonstration would be based upon sections of lungs from human beings that had inhaled com- parable concentrations of different dusts for a unit period of time. Such material is generally difficult to obtain and in some instances is of questionable value because the subject has been exposed to more than one kind of dust. A demonstration could be prepared from the lungs of animals. However, so many months or even years are required to complete the exposure to each kind of dust that enough material has not been accumulated. For a general survey of the action of different types of dust, I am therefore compelled to use the tissues of animals that have been injected with suspensions of dust particles. The injection method offers certain advantages. The quantity, the particle size and the state of dispersion can be controlled with sufficient accuracy so that the tissue responses to different minerals can be accurately compared. The method insures contact between the tissues and the mineral particles; protective mechanisms, which may prevent the inhalation of certain types of foreign body, never come into play. If the pathway of injection be one that minimizes nonspecific injury, the tissue responses may simulate those produced by inhalation but they develop somewhat more rapidly. It should always be remembered that injection methods merely demonstrate the capacity of various kinds of minerals to provoke reaction in the tissues; whether the same substances are inhaled from atmospheric suspension and accumulate in the lungs in dangerous quantities can be demonstrated only by inhalation. The reactions that I shall discuss first took place not in the lungs but in the liver. For the purpose in hand this is quite immaterial for we are merely seeking to discover whether these minerals are capable of produc-

The derivative of the surface tension with orientation, ??/??, for copper has been measured over the entire unit triangle. This derivative or torque term was determined from the variation of the dihedral angles at the intersection of twin boundaries and free surfaces. High-temperature anneals in graphite with a hydrogen atmosphere gave torque terms of 0.097 at (111), 0.066 at (100), and 0.0257 at (110). A variation from -36oto +23oC in the dew Point of the H2 had no effect on these values, nor did a change from 99.98 to 99.999 pct Pure copper. The removal of graphite from the system decreased ??/?? slightly. Considering the surface near a low-index plane to be smooth except for occasional steps, the free-energy increment per cm of step is calculated, and it is shown that the observed variation of ??/?? is consistent with a random distribution of steps and an interaction energy between steps. Integration of ??/?? gave the relative values of y at (100), (110), and (111) as comPared to ymax: (Y111/Ymax) =0.974, (Y110/Ymax) =0.996, (y100/Ymax) = 0.983. The ratio of the surface tension of coherent twin boundaries to the surface tension of the free surface was found to be (yT/ys) = 0.027 * 0.011. In a crystalline solid the surface tension y (surface free energy per unit area) depends on the orientation of the surface relative to the crystallographic axes of the crystal. Measurements of this variation of y with surface orientation have been reported for metals only within the last few years. Consider the grain boundary groove shown in Fig. 1. Here the three surfaces are all normal to the plane of the paper, and each has a different surface tension, y1, y2, and y3. If the system is at equilibrium, the total surface free energy must remain unchanged for a slight vertical displacement of the intersection (points A, B, and C are kept fixed). Metallurgical processes cannot be conducted successfully With out the aid of analytical chemistry. The great perfection of Iead smelting in the West, for instance, has only been accomplished by the analysis of ores, fluxes, slags and all products of the furnace. Ores are mixed and fluxed to obtain a slag of desired composition. Account is even taken of the composition of the ashes obtained from the coke. The " muscular " smelter has left the field forever! This state of affairs has been induced by sharp competition, i.e., by a com plete separation of the industries of mining and reducing ores, not by the liberality and wisdom of directors and stockholders to pro vide laboratories and engage chemists, or by their love for scientific investigation. It would be considered absurd, at present, to run a lead-smelter, a blast-furnace for pig-iron, or a Bessemer plant without the assist ance of a well-equipped laboratory and a chemist; but it is con sidered quite sufficient to provide amalgamation- or lixiviation works merely with a crude assay-office, and an assayer who is paid less than a laborer in the mill. In my opinion, this will change in the near future. By the ex clusion of Mexican lead-ores, and their growiring scarcity in the West, smelters have been forced to raise their charges on so-called dry silver-ores, and cannot handle the latter now in such unlimited quantities as formerly. The inevitable result must be that the sur plus of these dry silver-ores, especially those of low grade, will be reduced by processes cheaper than smelbing; and here the introduc tion of lixiviation has an excellent field, provided the muscular lixiviator has an able chemist for an assistant. It is to be regretted that so little analytical work has been done in lixiviation. THE Isley furnace control, here presented as a novelty in furnace construction, is, in principle, one of the oldest methods of maintaining furnace heat for industrial purposes. Records unearthed in Egyptian tombs and the primitive methods of melting metal practiced by African tribes today indicate that fanning the fire and forcing the furnace by bellows have been an effective means of regulating heat for man's work during thousands of years. Even today, these cruder forms of mechanical draft production are still nn use within the borders of this most highly developed industrial land. Stacks, as we know them, are of com- paratively recent historical age but their attractive simplicity and seeming effectiveness have made them exceedingly popular. And so we find one of the most important types of furnace the world has even known, the open-hearth furnace, duly and more or less properly equipped with a chimney. The regenerative, or reversing, type of furnace, how-ever, required another mechanism between its hearth and the stack to provide a means for alternately con-necting one side and the other of its system of regen-erative chambers and flues to the stack and to a source of fuel and air supply respectively. Various types of reversing valves were developed, some of which are re-markably well designed for maximum efficiency and ease of installation as well as operation. However, this combination has a number of inherent faults which are so difficult to correct as to make efforts in the direction of improving over-all efficiency almost futile. These inherent difficulties are as follows: (1) The necessarily high temperature at which the gases must be delivered to the stack in order to make it operative. (2) The great temperature difference incidental to the reversal of flue gas and air and consequently the large variation in preheated air and fuel delivered to the furnace dur-ing the cycle. (3) The leakages and resistances created by the reversing apparatus and the complicated flues necessary. (4) The inadequate range of control af-forded by the natural draft system, especially under adverse atmospheric conditions.

THE free-swelling index, a numerical value for the free-swelling properties of coal, is being used to an increasing extent in specifying coal for burning in various types of equipment. The empirical standard ASTM method for determining this index uses, as a source of heat, a gas burner which requires frequent calibration because gas pressures are not constant, relatively small changes in gas pressure resulting in rather wide variations in the temperature attained in a crucible and thus in the resultant size of the coke button. Furthermore, the quartz crucibles specified for the test are not standard equipment, and relatively small variations in dimension and wall thickness from those specified often result in rather wide variations in the resultant size of the button. A method of analysis to be satisfactory not only for a scientific laboratory but also for use in industrial control laboratories under varying conditions should employ equipment which is rugged, easily calibrated, and readily replaceable by standard materials. Gas is not universally available as is electricity, and it is generally easier to calibrate and control a simple electric furnace or heater than a gas burner, the voltage not usually fluctuating to the degree that gas pressure does. Quartz crucibles are fragile, and the size specified in the test is not normally used for any other purpose in the laboratory. Although more expensive, the 15-cc platinum crucible, available in all laboratories where volatile matter in coal is determined by the standard ASTM method, is sturdy and standard and easily replaced. Because of these considerations, a modification of the standard method has been developed which employs a standard laboratory 350-w cone heater and standard 15-cc platinum crucibles. The results of numerous tests conducted with such apparatus show conclusively that the free-swelling index values as judged by the buttons produced with this equipment are exactly the same as those obtained by the standard gas burner method. Thus it is suggested that this electric cone heater method employing standard 15-cc platinum crucibles be considered as an alternative to the ASTM method, Designation: D720-46. The free-swelling index of coal is determined by means of the ASTM method, D720-46. This method, which is an adaptation of the crucible swelling test for coal of the British Standards Institution, consists of heating 1 g of coal in a special covered quartz crucible in a regulated gas flame for a period of not less than 2.5 min in which time the temperature of the inner surface of the bottom of the crucible reaches a temperature of 82025°C. The residual coke button is then compared in size and shape with a series of standard profiles shown in Fig. 1 and designated by number from 1 to 9 in increasing order of size. As the method is empirical, it requires rigid standardization of the apparatus and repeated calibration of the gas burner. The dimensions of the low form quartz crucible recommended must be rigidly adhered to as small variations in diameter or wall thickness result in variations in the rate of heat transmission and thus in the resultant size and shape of the coke button. TOO early spring may be the explanation for the poor turnout of mining and metallurgical engineer candidates at a large New York guidance conference, but it would be wiser to take a more serious view of this occurrence. Held a few weeks ago, the meeting was preceded by weeks of preparation and publicity in which many engineering societies participated. The meeting was the First Greater New York University downtown campus for splitting up anticipated to draw about 20,000 high school students from the New York area and environs. Seven of the theatres in the Paramount chain were avail- able to hold the audience for a panel program on career opportunities which was to be televised and piped into the theatres. Following the morning theatre session, students were to adjourn to the New York University downtown campus for splitting up into workshop sessions devoted to seventeen different branches-of the profession.

Our moment of truth is in the offing. When the SME Directory is published in this July issue of [8:] we will know how good or how bad our system is for this computerized Directory. At this writing we have not seen the printout. The SME Directory is designed for maximum utility by the membership but this, of necessity, makes the job complicated. In the alphabetical section, names are listed last name first, followed by codes indicating the class of membership, year of election and divisional interests of each Member. This information is followed by job title, company division, company name and address complete with zip code, or simply by the mailing address of the Member in cases where he either has no company or has not supplied the company information.

W. E. RUDER, Schenectady, N. Y.-In 1913 I presented a paper before this society on Grain Growth, and at that time it seemed to me that the only explanation for grain growth was that of critical strain. I do not think I published the photographs at the time, but I made some experiments on the effect of stretching sheets of metal. This allowed for fairly accurate determinations of the amount of cold deformation, At the time I worked-with silicon steel because one could see the change in grain growth with the naked eye. I stretched about 10-samples from 0.5 per cent. to 10 per cent., and, after heating to 1,050° C., I found that the maximum grain growth occurred at about 2 ½ per cent. cold deformation. This I designated "the critical strain" for maximum grain growth. About a year ago I talked with Prof. Jeffries, who explained to me his ideas of grain growth. It occurred to me that it would be a very easy thing to check the strain hypothesis against the strain and temperature hypothesis, if we took a certain number of these strips, strained exactly alike and heated to different temperatures; in that case the maximum grain growth ought to appear at a different percentage of deformation for each temperature. These experiments showed that there was, as Mr. Jeffries shows in his present paper, a decrease in germinative temperature with increased cold deformation. The samples were stretched from ½ to 8 per cent. and heated for 10 hr. in hydrogen. Samples were introduced into a furnace previously heated to temperature. A maximum grain growth was obtained at 5 per cent. deformation, when heated to 750° C.; at 2 ½ per cent. when heated to 800' C.; at 1 1/4 per cent., if heated at 950°C.; and at 5/8 per cent.. when heated at 1,100° C. This shows very clearly that the germinative temperature decreases with the increase in cold deformation. The growth was very much more marked, however, at the high temperature, i.e., the grain grew more rapidly and attained a much larger size than at lower temperature. The total production of oil in Mexico in 1942 was 34,715,547 bbl.; that is, 8,179,254 bbl. less than the amount produced in 1941. The daily average for 1942 was 95,111 bbl., while that for 1941 was I17,520 barrels. The reduction of 22,409 bbl. per day in production was due to a decrease in exports because of the scarcity of tankers. This reduction has affected principally the Northern and Southern districts of the Tampico area; in December the Northern district (Panuco) was producing less than zoo0 bbl. per day with 445 wells shut down and the Southern district (GolJen Lane) less than $000 bbl. per day with 140 wells shut down. Drilling.—During the year 14 wells were drilled in Mexico, of which five were productive. Seven dry holes were drilled in Ebano, Tampico Northern district, in search for new producing fractures; plans are being made to explore this area by means of resistivity measurements. Three producing wells were completed in Poza Rica. Drilling in this important field will continue during 1943 to determine its extension to the west. In the Isthmus of Tehuantepec no wells were completed. Two gas wells were completed in northeastern Mexico. Wildcats.-—Two wildcat wells were completed during the year, to test the extension of the Golden Lane to the south; both were unproductive. In the Isthmus a deeper sand was found in the El Plan field* This discovery has made an important increase in the reserves in this field and will allow an increase in the production of the area during 1943. In December, three exploration wells were being drilled, two in the Tampico area and one in the Isthmus. Operating Technology.— Satisfactory progress has been made in Mexico in the application of petroleum engineering to the development and operation of the oil fields. Mud control is now an established practice and has lessened the number of fishing jobs and has allowed more open hole to be carried than formerly was possible. During 1942 the first effective use was made of determinations of bottom-hole pressure, and other modern production practices such as gun-perforating and squeeze-cementing are being introduced. Plans for 1943 The oil production during 1943 is expected to be slightly larger than that of 1942, especially if tankers are available for exporting crude and refined products. The Government proposes to increase exploration and drilling activities to increase the reserves and potential production of the country; about 50 wells will be drilled during the year, including wildcat wells in northeastern Mexico, Tampico and Isthmus areas and exploitation wells in the Ebano-Panuco, Poza Rica, El Plan and Cuichapa fields.
