Two magnesium sand-casting alloys are commonly favored in the United States. These are referred to as H and C alloys (Dow Chemical Co.) or AM265 and AM260 alloys (American Magnesium Corporation). Both are of an aluminum-zinc-manganese type. H alloy contains 6 per cent aluminum and 3 per cent zinc and is characterized by relatively good toughness. C alloy contains g per cent aluminum and 2 per cent zinc and is employed where high yield strength and pressure tightness are required. Examination of magnesium castings poured in Europe and England,1,2 however, demonstrates that H and C alloys are replaced by A8 and AZ91, respectively. That is, A8 represents a magnesium alloy having superior toughness while AZ91 is suitable for high yield strength and pressure-tight applications. The basic difference between the American and European alloys is that the foreign alloys employ a somewhat higher aluminum content and less zinc than is found in H and C alloys. The mechanical properties of the alloys, when divided into high and low-aluminum groups, are quite similar, as determined from separately cast foundry-control type test bars.3 In this paper the decrease of mechanical properties caused by any given amount of microporosity is measured for H, C, A8, and AZ91 alloys. The relative susceptibility of each of the four alloys to microporosity is also determined. Typical mechanical properties and nominal chemical analyses are reported in Table I. [ ] The apparent similarities between the two alloys in each group have led to considerable discussion as to the relative merits of each of the compositions.2 Popular points for comparison between the alloys have been the relative susceptibility of each of the four alloys to microporosity5 and the effect of this microporosity on their mechanical properties. Glass squares compressed on edge by steel jaws in poor contact with them developed jagged "partial-contact" cracks caused by the formation of local tensile stresses. Compressed by steel jaws in perfect contact, they developed smooth "release cracks" during release of the pressure, caused by the formation of local tensile stresses during the release of the pressure. All these cracks were parallel to the pressure. A Microflash photograph of a disintegrating specimen under sufficient pressure reveals a network of fractures roughly normal to each other, also "release cracks" and a disintegration cloud. The Griffith theory is amended to account for the formation of a first crack. A new theory, based on the theory of thermal agitation and wave propagation, is proposed to account for the progress, velocity and forking of cracks. The network of fractures is shown to have been caused by reflection at a free boundary of pressure pulses emanating from a first crack. Postulating equal distribution of energy in the pulses emitted on either side by a crack in particles, the smaller fragments are shown to continue fracturing preferentially while some of the coarser fragments remain as residual pieces. As comminution of the smaller fragments proceeds, the solid is reduced to a collection of residual particles of smaller and smaller sizes, accounting for the disintegration cloud. Experimental Procedure Apparatus A crushing device was built, consisting of a steel frame and two polished, hardened steel jaws to crush plate-glass samples. This device was placed between the plates of a hydraulic press (Fig. I). For centering the pressure, the upper jaw was guided vertically and provided with a rounded top. Later it was replaced by a steel jaw ground out of a 2½-in. steel ball, the lower surface being ground to an optical flat (Fig. 2). Four rollers were used to eliminate side thrust. Screws and centering blocks served to center the specimen in the crushing device. Hard steel shims placed under the shoulder of the upper jaw limited the "follow through'' of the jaw after failure of the specimen. Stress distribution was first examined with a polariscope mounted on an optical bench, using monochromatic light. It was found convenient to mount polaroid, quarter wave and monochromatic plates directly on the device itself. A Microflash unit* was used as light source for the photographs. A gold-paint pattern was fused on the plate-glass specimens and connected into the spark-

This paper may be divided into two main parts: (1) analysis and data to show that Eq. 6 adequately correlates the authors' experimental data, and (2) the assertion that Eq. 20 "should permit scale-up with data taken from one pipe diameter for Newtonian, inelastic non-Newtonian, and viscoelastic fluids, such as dilute polymer fracturing fluids, which produce considerable pressure reductions." The authors might well recommend that this broad grouping of fluid types could be correlated by using Eq. 6 (requiring data from at least two pipe diameters). On the other hand, Eq. 20 is only shown to be adequate for conditions within the range of the present data set. Specifically, predictions by Eq. 20 for diameter scale-up to casing sizes would give larger deviations than implied in Table 2, and scale-up for some other fluids that give large drag reduction could be grossly in error. The description of a class of fluids "which produce a diameter family of straight parallel lines on a log (d?p/4L) vs log (8 v/d) plot. . ." defines a necessary condition for using Eq. 6; i.e., that s shall be constant for each fluid. The proposal that Eq. 20 is applicable to turbulent flow of such fluids is equivalent to saying that the spacing of these parallel lines, with A being constant, will be found to correspond to m = -1.20 for all such fluids. Table 1 shows the values of m derived from data on 16 non-Newtonian fluids. The key statement of this paper is that the diameter exponents "do not vary significantly from . . . -1.20." In statistical terms, this says that the m value for each fluid, which was obtained from all the measurements made on that fluid. has not been shown to be different from the arithmetic mean of the m values for the 16 fluids tested. This implies that the group mean, -1.20, is a more reliable value to use for an individual fluid than is the m value derived from the data on that fluid alone. No statistical test is described to support the key statement that the diameter exponents do not vary significantly from -1.20. Such a test would have to take into account that each individual m value is shown to correlate the pressure gradients for its fluid, with only about 3 percent standard deviation over the diameter range covered. That is, the m value is not the result of a single independent measurement. Thus, it would not be sufficient, or valid, to compare the deviation of one of the m values with the variance of the 16 values of m about their mean. An alternative interpretation of the key statement is that the diameter exponents do not vary appreciably from -1.20; i.e., that using -1.20 does not cause serious inaccuracy. Table 2 seems to be offered in support of such an assertion. However, such a statistical treatment (1) is unnecessary and (2) cannot lead to any valid scale-up generalization. The amount of error introduced by using a 1"wrong" value of diameter exponent — i.e., -1.20 instead of m — is determined by Eq. 6. The ratio of the pressures predicted by Eqs. 6 and 20 for scale-up from ds in small pipe to d, in casing is The pressure for 30-percent calcium carbonate slurry (m = -1.112) in 10-in. ID pipe would be predicted 30 percent higher by Eq. 6 than by Eq. 20, if based on tests in 0.5-in. ID pipe. The recrystallization behaviors of two extruded and cold-drawn experimental sintered aluminum powder alloys, containing 1.75 and 3.0 pct Al2O3 by weight, were compared with that of extruded and cold-drawn commercially pure alumirzum. The kinetics of recrystallization of the alloys are described semiquantitatively. For the alloy containing 1.75 pct A l203 the rates of nucleation and of growth were also semiquantitatively determined. THE most striking property of aluminum alloys strengthened by a dispersion of Al2O3, the so-called SAP alloys, is their stability at elevated temperatures. One of the manifestations of this stability is their resistance to recrystallization after they have been cold worked. Most of the commercial grades of either the Swiss SAP or of Alcoa's Aluminum Powder Metallurgy Products have not been recrys-tallized after cold working, even when they are heated for a long time at a temperature near the aluminum melting point. Lenel, however, observed that the dispersion strengthened aluminum alloys with a larger spacing between the oxide particles than that of most commercial grades would recrys-tallize.1 It appeared to be of interest to further investigate the mode and kinetics of recrystallization of these alloys, and to compare their recrystallization behavior with that of commercially pure aluminum. Because homogeneous deformation of these SAP alloys in tension did not provide sufficient cold work to induce recrystallization, they were cold worked by wire drawing; the nonuniformity of this deformation unavoidably complicated the interpretation of the recrystallization studies. EXPERIMENTAL DETAILS Extrusions—Two types of sintered aluminum powder extrusions were used in this study. One type, designated AT-400, was produced from Reynolds atomized aluminum powder consisting of spherical particles averaging 3µ in diam and containing 1.75 wt pct of Al2O3. This powder was very similar to the R3M powder from which extrusions were previously prepared with an average spacing of 0.9µ between oxide particles.2 The second type, designated MD 2100, was produced from Metals Disintegrating Co. flake powder containing 3.0 wt pct of Al2O3, with an average flake thickness of 0.8µ. The average spacing between oxide platelets in MD 2100 extru- sions was 0.45µ.2 Powder compacts of 3/4-in. diam were extruded at 1000°F into 0.097-in. diam (AT-400) and 0.093-in. diam (MD 2100) wires by methods previously described.3 In order to compare the recrystallization behavior of sintered aluminum powder extrusions with that of wrought commercially pure aluminum 3/4 in. rod stock of 1100 F aluminum was extruded at 1000°F into 0.102-in. diam wire. Wire Drawing—Tungsten carbide dies were used for the AT-400 and 1100 F alloys. They had an included angle of about 15 deg and reduced the wire area approximately 7 pct per pass. Steel dies with an included angle of 11 to 13 deg and an average reduction per pass of 10 pct were used for drawing the MD 2100 alloy, because drawing this alloy through the carbide dies produced overdrawing defects. Heat Treatment—The cold-drawn wires were cut into small samples, and the deformed ends were etched off. The samples were each wrapped tightly in a single layer of aluminum foil, and individually isothermally annealed in a lead bath. Metallography—The modes and kinetics of recrystallization were determined by metallography. Mounted and polished specimens were anodized in a solution of 1.8 pct HBF4;4 examination under polarized light clearly revealed their grain structures. The recrystallized grains were generally much larger than those of the unrecrystallized matrix, and could clearly be distinguished because they alternated between maximum and minimum light reflection when the microscope stage was rotated, while the unrecrystallized matrix had a comparatively homogeneous "salt and pepper" structure. The fractional recrystallized volumes of the dispersion hardened alloy wires were determined by cutting and weighing of recrystallized and total transverse areas on photomicrographs. The recrystallized grains in the 1100 F alloy were too small to be cut out individually; therefore a combination of cutting and lineal analysis was used in this case. RESULTS AND DISCUSSION Modes of Recrystallization—The modes of recrystallization of the three alloys varied widely. The war emergency has affected every phase of industry. The gas and coke-oven companies have sought faithfully to discharge their responsibility in this critical period and have willingly modified their operations where possible to meet the ever increasing demands made upon them. Our company made commitments for blast-%urnace coke for war purposes which necessitated a reduction in coking time in order to produce the amount required to meet the new demands. At the same time there were certain customers of long standing, who had been supplied with foundry and egg-sized coke produced on fairly long coking periods, who also were engaged in war work and whose patronage we desired to retain. Coke produced on short coking rates from the coal mixture we were then using would not have been satisfactory for these customers. The average width of our ovens is 19¾ in., which is a little wider than the more modern ovens of the present day. They were originally designed to give somewhat cool tops in order to produce a rich gas. This necessitates carrying the heats a little on the warm side so that the tops will be fully carbonized. A reduction in coking time, as is generally known, is accompanied by a reduction in the average size of the coke produced. This is due to the greater shrinkage that takes place at the higher temperatures required to carbonize the charges in a shorter time. The net result is that the coke is more cross fractured and longitudinally fractured and breaks up into small sizes on handling. The cokes produced from the better coking coals seem to be more susceptible to fracture at high temperatures than those from poorer coking coals. A coal mixture that produces a beautiful foundry-sized coke at 30 to 36 hr. may yield a product at 18 hr. that would be so badly fractured as to be unsatisfactory for foundry practice. Coking Characteristics OF Coals Our problem was to find some economical innovation and develop a method that would enable us to reduce the coking time and still produce a coke satisfactory to our foundry trade. However, before discussing the results of our present operations, it might be well to present a few observations on the coking characteristics of coals in general. Most coke-oven operators carbonize a blended mixture of coals. It may consist of a single high-volatile coal with a single low-volatile coal, or of a combination of several high-volatile and low-volatile coals. Medium-volatile coals of the Eagle seam are used for the production of high-grade foundry coke. Medium and high-volatile coals are often blended with one or more low-volatile coals. The possibilities are almost infinite, but the combinations are limited by such factors as cost and facilities for handling multicoal mixtures, and by other practical considerations. Every coal has characteristics that make it blend better with a particular coal or coals in preference to others. This property has

In the early fall of 1925, the writer was conducting, in the Ledoux and Co. laboratory, New York, experiments directed toward ascertaining the effect on its impurity content when cathode copper was subjected to a current of various gases at an elevated temperature below the melting point. The apparatus consisted of a vertical I-in. dia. silica tube about 12 in. long, heated on the outside. The cathodes were broken to pass 3/8-in. mesh, and a current of various different gases was passed up through a 4-in. long column of these loose cathode particles in the vertical tube furnace. Temperature was maintained to 1500º to 1600ºF. and the gas treatments lasted from 3 to 6 hr. The writer observed that whenever reducing gas (H2 or CO) was used, these cathode particles stuck together at points of contact with each other. The cohesion was so marked and tenacious that an examination was made of the fractured surfaces, when cathode particles were broken from the cluster. Crystal growth was always found to have taken place across the surfaces where separate particles were in contact, but only after all oxides, sulphates, etc., had been completely removed. The idea of a possible new process was then conceived and was disclosed to A. M. Smoot (V. P. Ledoux and Co.) with intent to obtain his views. The first conception as given Smoot was "to gas-clean broken cathodes, put them in an extrusion press, solidify and extrude them at around 1500ºF." Smoot's reaction, after a few moments considera- tion, was, "It looks perfectly all right to me.'' The writer and his assistants, W. H. Osborn and H. H. Stout, Jr., after conferring as to ways and means, decided to go ahead with preliminary laboratory experiments, which, it was thought, would move the new process from the possible to the probable. This program followed a course indicated by three basic considerations: 1. Since brittle cathodes were often unintentionally produced, it seemed probable that the laws controlling this type of deposition could be ascertained. 2. We had already proved the gas-cleaning feature. 3. There remained to prove: whether a sound, homogeneous metal billet could be produced with crystal growth established over the entire surface of each individual particle in the billet; and, if so, what would be the physical properties? Osborn arranged with Columbia University for conducting experiments in its research laboratory to prove or disprove the third item; Columbia assigned C. A. Phillipi, Jr. to assist in the project. A press with a cylinder 2 in. high and of I-in. dia. was used. It was surrouilded and heated by a resistance coil 01 Nichrome wire. Broken tough cathodes were used. Experimental Procedure The first run took place March 18, 1926. The resistance wire gave out when temperature of 1000ºF. was obtained. Recrystallization textures—thc orientations of grains after recrys-tallization—have been studied extensively not only because of their metallurgical importance but also because of the information they yield regarding the atomic movements during reerystallization. Recrystallized grains must possess the same orientations as the submicroscopic nuclei from which they have grown, and thus they offer a direet road by which experimenters can penetrate the submicroscopic realm. Many perplexing results have come of these studies, but one of the most striking has been the apparent difference in behavior between single crystals and polyerystalline grains. For example, Burgers and Louwerse have shown1 that when single crystals of aluminum are deformed by compression and are reerystallized (at 600' C.) the new grains appear with orientations that are different from the orientations of the deformed crystal in which they grew; but polycrystalline specimens, on the other hand, appear to have a [110] fiber texture both before and after reerystallization and thus to retain their texture during recrystallization. This apparent difference between the habits of single crystals and small grains is the subject of the first part of the present research and has been explained by findings reported herein. A similar situation appears to exist for aluminum when elongated or drawn into wires, for single crystals alter their orientation 2,3 and polycrystalline wires retain their texture"5*" upon recrystallization after elongation (at least with high-purity aluminum), and it is possible that the explanation found in this paper for compression can be extended to cover elongatioil and other types of deformation as well. The second part of this paper deals with the theory of reerystallization textures. In the most successful theory for aluminum reerystallized after compression,1 much weight is given to the orientation of highly stressed nuclei in the deformed material. Taylor's "local distortions" arc assumed to exist along the slip planes where displacement has occurred, consisting of fragments rotated in a specific way with reference to the slip plane and slip direction; namely, about an axis lying in the slip plane perpendicular to the slip direction.1,7,89

Recrystallized grains must possess the same orientations as the submicroscopic nuclei from which they have grown, and thus they offer a direet road by which experimenters can penetrate the submicroscopic realm. Many perplexing results have come of these studies, but one of the most striking has been the apparent difference in behavior between single crystals and polyerystalline grains. For example, Burgers and Louwerse have shown1 that when single crystals of aluminum are deformed by compression and are reerystallized (at 600' C.) the new grains appear with orientations that are different from the orientations of the deformed crystal in which they grew; but polycrystalline specimens, on the other hand, appear to have a [110] fiber texture both before and after reerystallization and thus to retain their texture during recrystallization. This apparent difference between the habits of single crystals and small grains is the subject of the first part of the present research and has been explained by findings reported herein. A similar situation appears to exist for aluminum when elongated or drawn into wires, for single crystals alter their orientation 2,3 and polycrystalline wires retain their texture"5*" upon recrystallization after elongation (at least with high-purity aluminum), and it is possible that the explanation found in this paper for compression can be extended to cover elongatioil and other types of deformation as well. The second part of this paper deals with the theory of reerystallization textures. In the most successful theory for aluminum reerystallized after compression,1 much weight is given to the orientation of highly stressed nuclei in the deformed material. Taylor's "local distortions" arc assumed to exist along the slip planes where displacement has occurred, consisting of fragments rotated in a specific way with reference to the slip plane and slip direction; namely, about an axis lying in the slip plane perpendicular to the slip direction.1,7,89

Phosphorus nitride has been used as a diffusant for introducing phosphorus into silicon under various conditions. It has a temperature -dependent rate of decomposition beginning in the 500°C range, increasing very rapidly above 1000 C, producing gas -eous phosphorus and nitrogen. Best control was obtained with a two-temperature arrangement, with silicon at the proper higher diffusion temperature. It is an easier compound to use than the usual P2O5 because it is nonhygroscopic and yields temperature-controlled surface concentrations together with excellent final surfaces. Surface doping nearly as high as that produced by phosphorus pentoxide has been observed for sources at 850" to 900°C. Reproducible high sheet resistances were obtained by using slow flow rates (1 linear in. per min) and staggered-baffle gas mixing with the nitride at 550°C. Both inert gas (argon, nitrogen) and oxidizing ambients have been examined. Oxygen reacts to produce anhydrous P2O5, consuming the source at a rapid rate. Nitrogen, except for short diffusion times, suppressed the dissociation reaction and sometimes produced inferior surfaces. Argon appears to be a more useful ambient. PHOSPHORUS is a common impurity atom which may be introduced into a semiconductor lattice to create a p-n junction or an nn contact region. Various investigators1-4 have described techniques which can be used with either elemental phosphorus or certain of its compounds. This paper discusses a newly available compound of phosphorus, phos- some processes silicon wafers are precoated with a phosphate glass which acts as the doping source. Although a nonoxidizing form like elemental phosphorus or a phosphine can be used, most diffusion methods usually involve the use of phosphorus pentoxide. Because of the rapid volatility of this compound, a two-step process is often used, combining a gaseous deposition to introduce a predetermined quantity of phosphorus into the silicon with a later redistribution to obtain the desired distribution and surface concentration. Such a process usually involves predepositing phosphorus at surface concentrations greater than 1020 cm-'. At such doping levels the phosphorus-diffusion coefficient appears to be strongly concentration-dependent.596 Distribution profiles5'9 for these high concentrations of phosphorus do not follow Fick's laws, having extended subsurface regions which appear electrically to be nearly uniformly doped with ionized impurity atoms. Radioactive-tracer experiments also show near-surface anomalies in the distribution profile. Additionally, it has been shown1' that the introduction of very high surface concentrations of impurity atoms into silicon (a step necessitated by the subsequent lowering of concentration during the redistribution) creates dislocations, even in material having no dislocations originally. For device fabrication the use of oxide masking introduces certain difficulties and limitations.7'8 The standard practice of using phosphorus pentoxide as an impurity source adds other problems to these because of the speed and ease with which this compound reacts with moisture present in any gas in contact with it. In fact, P2O5 is one of the fastest and most effective drying agents for gases. Because it is such an excellent desiccant, completely anhydrous phosphorus pentoxide is difficult to obtain and is even more difficult to keep dry. Adequately dry gloved boxes must be used for storage and transfer of the chemical. The presence of even traces of moisture will cause formation of phosphoric acids which, during the high-temperature diffusion, results in polyphosphoric acids of variable composition. IN the nation's effort to raise its magnesium metal supply to meet the ever increasing demand, the Government is relying not only on standard established practice but has extended its support to developments not so well proved-at least, not commercially proved. Within the past few months considerable progress has been made, not only in the definite output of metal but in the exploitation of new processes, the successful adaptation of which should, in a reasonably short time, assure an adequate supply of magnesium. Recent months have also witnessed a reshuffling of the favored methods as well as of the likely raw materials, with the mineral dolomite gaining in interest over its richer but less abundant competitor, magnesite, while the lowly sea water appears to be losing ground to the higher magnesian brines of Michigan and western Texas. Every month sees a new alignment and there are signs that still newer methods or raw materials will be in use before the industry finally stabilizes itself.

LAST year this Institute was good enough to accept some remarks by the writer regarding sound steel, entitled Plant for Hadfield Method of Producing Sound Steel Ingots, being a continuation of a research in which for some time the writer has been engaged, and full particulars of which were submitted in papers entitled A New Method of Revealing Segregation in Steel Ingots, and Method of Producing Sound Ingots, read before the Iron and Steel Institute in October, 1912. These papers gave rise to a very interesting discussion, both in England and America. This question is one of vital importance, as unless sound steel in the form of ingots is first obtained, sound steel in the finished forms of rail billets, rails, bars, sheets, and other forms cannot be expected. The working stresses demanded by modern conditions are so great, each year they probably approach nearer to the limit of safety, that without doubt those who produce steel will be compelled to pay the attention which this subject deserves. Moreover, the problem is not an insuperable one, as shown by the writer in the papers above referred to. In view of the information which has already been presented in these papers, it is not now necessary to go into details of the system advocated by the writer, except to repeat that the ingots and steel now referred to were produced by employing in the first place sound fluid steel, free from blowholes, this being poured into ordinary ingot molds, provided with the necessary feeding heads, the insulating slag medium, also charcoal and air blast or other suitable form of applying heat to the head portion of the ingot. Tile upper or head portion of the ingot is kept fluid by the intense heat generated by the air blast and charcoal, so that such fluid steel passes into the body of the ingot below the head, thus feeding and avoiding the shrinkage or piping which would otherwise occur. The result is the production of a sound steel ingot, free from blowholes, segregation and piping, and in which the waste portion, usually termed the discard, is but little over 7 or 8 per cent.

At the annual meeting of this Institute held two years ago a new method1 of estimating the grindability of coal was described, based on experimental work carried on by the Bureau of Mines at its Northwest Experiment Station. Since that time, several organizations concerned with the testing or utilization of coal as pulverized fuel have adopted and used the method in determining the grindability of several hundred samples of coal. In addition, a series of comparative tests of this method and three others has been carried out in five laboratories under the auspices of Committee D-5 of the American Society for Testing Materials. As a result the Committee has recommended that the Bureau of Mines method, designated as the "ball-mill method," and the Hardgrove method2, previously advanced, be accepted as tentative standards3. Since the ball-mill method was originally developed and published, an opportunity has been presented to apply it to a larger number of coals and to study intensively some of the principles upon which the method is based. This paper presents a résumé of these further studies and includes a comparison with the Hardgrove-machine method. Trial runs were also made with another procedure recently proposed—the C.I.T. roll-test method4. GILBERT Coal producers are not only faced with the problems of mining coal, but must also decide to what extent they can invest capital and what operating and maintenance expense they can afford, after mining, to market their product in sufficient volume and at a reasonable profit. Regardless of whether the operator is contemplating a new operation or merely considering expanding present facilities, market requirements, ability to make a product meeting requirements, probable costs and possible future changes in raw coal or finished product must be considered. In addition, such items as flow sheet, structural designs, storage facilities, etc, must be examined individually and collectively. In estimating preparation costs to meet predetermined market specifications, the operator must calculate the economics of present preparation practices to anticipate the increase to total production which results when the quality of the finished product is increased. The consumers of coal are continually seeking to obtain the best and most adaptable product for their money. Regardless of whether coal is used for coking, industrial requirements, electric power generation, domestic fuel or for other purposes, it will be scrutinized from such standpoints as delivered cost, suitability for utilization in certain equipment, ease of ash disposal, adaptability to material handling system plans and its potential for generating dust problems. Utilities, due to large capacity volume requirements, are generally in a position to select coal that will result in the lowest over-all cost per million Btu. Freight costs, paid by the utility, are important and are given utmost consideration when a coal is under consideration. Steel companies, whether producing or purchasing coking coal, are continually seeking coal that will result in lowering the cost of pig iron production. Since it is usually necessary to clean to lower specific gravities, say 1.40, to turn out a product meeting metallurgical requirements, it follows that a high ash "middling" product is created. These low quality middlings do not command a good price. Therefore, unless the metallurgical coal can command sufficient realization to carry or subsidize the middlings, the operator may be ahead economically to prepare steam coal at a higher specific gravity. While the "unit-train" rate reductions have been helpful to the economy of the coal industry, the establishment of these rates has made mandatory the installation of storage and rapid car loading facilities at mines and plants shipping utility coal (see Chapter 15).
