(written discussion ?).¬Your secretary requested a brief description of the Russell Sage Foundation, in order that members of the Institute, if they should desire to avail themselves of it, would know what type of service is offered to them through our institution. The foundation was established in 1907 by the gift of Mrs. Russell Sage of $10,000,000 as a capital fund, the income of which is to be spent for the improvement of social and living conditions in the United States. One of the lines of activity which the foundation has felt would lead toward this end is the development and promotion of community surveys; and because the scope and methods followed in these surveys are very similar to the scope and method of much of the institution's work in general, an idea of its main activities can perhaps be given best by describing one of our surveys. Incidentally, it may be pointed out that antecedent to the survey stand at least two important facts: first, the recognition. that communities are active, not static forces, that they develop, that changes in. material and human relationships occur continuously, and that with them come new social and civic problems which must, in many cases, be diagnosed and prescribed for anew; and second, the reality of scientific advances along lines which make possible at least some measure of solution of the problems. Evidences of these changes are abundant; many of them are found in the rapid growth of cities in the last few decades. Villages in agricultural districts, places where everybody knew everybody else, where the pulpit had been long the chief or only influence molding public opinion, where the air was unclouded by the smoke from factory stacks, where the water supply was not affected by pollution, where sunlight and building

DIFFUSION Of carbon from gases into iron has been the object of much research, because of its long recognized importance in carburizing processes, but the direct diffusion of carbon from steel into iron has received relatively little attention. Because of the increasing use of clad metals in industry, direct diffusion from steel into iron is becoming of practical importance. Therefore, the object of this investigation was to study the diffusion of carbon from several different kinds of steel directly into relatively pure iron, realizing that elements in the steels other than carbon might influence the rate of carbon diffusion. The previous work on diffusion of carbon into iron has been consider-able, and includes many reports in foreign languages. This work has recently been well reviewed by Mehl1 and Krynitsky,2 and the reader is referred to their excellent bibliographies.

Operations in the Texas Gulf Coast during the past year have resulted in the discovery of a number of new fields arid the extension of a few of the older fields, both by deeper drilling and by lateral development. Twenty-six new oil and gas-producing areas and discovery of oil or gas in three subsequently abandoned wells have been recorded for a total of 29 new fields of varying importance. Producing areas at Conroe, Manvel, Greta, Pierce Junction, Hastings, Dirks, Thompson, Batson, Mykawa, Tomball, Raccoon Bend, Samfordyce arid Saxct have been increased. Primary geologic studies followed by geophysical mapping or straight geophysical prospects have been responsible for the more important discoveries. These methods have further proved themselves an aid to limiting wildcatting to the more prospective areas and as the chief means to discover reserves in the future. Production for 1935 totaled 69,560,720 bbl. as compared with 60,850,-360 bbl. for 1934. Strict proration has been in force throughout the discovery of more oil than has been produced. The number of producing oil wells has steadily increased to 4851 at the end of 1935, as compared with 3858 at the end of 1934, owing in part to the prolonged life, because of proration. There were 1272 oil and gas wells completed during 1935, as against 835 in 1934. New Fields Pertinent data on the new fields discovered during 1935 are includrd in Tables 1 and 2. Hence, the discussion of these discoveries will be limited. Bee County.—Three new gas fields were added during the year: Beeville, discovered by G. M. Church in No. 1 Wood on Sept. 21; Foley, discovered by Dirks Bros. in No. 1 Foley on Feb. 8; and Plummer, discovered by Hynes and Fisher in No. 1 T. M. Plummer on Sept. 2. THE diamond drill is a very important tool in exploration and development testing and its use is increasing. In almost all cases results of diamond drilling are analyzed on the basis of grade and tons. A proper evaluation of core and sludge assays is important if drilling results are to be acceptable as a basis for geologic and engineering appraisal. The relatively wide variation in assay averages as calculated by various well-known combining methods indicates that the engineering choice of a method may affect the outcome of the drilling in terms of ore and waste. The problem of combining assay results from core and sludge samples has been discussed many times in conference and in the literature.'" Most writers agree that the field of disagreement in methods is large and that the engineer on the job must consider features unique to his drilling, pick one of several combining methods, and depart from the rules when abnormal results come in. All the discussion to date can be summed up by the admission that as yet there is no fairly simple, generally acceptable combining method that is practicable over a wide range of drilling conditions, ground conditions, and ore occurrence.

Points out differences between the new, more liberal, law passed by the Colombian Congress and the law passed in 1919, gives a few facts about the pipe-line concession granted to a Canadian company, and tells of new drilling developments. PROBABLY the most important development in the Colombian oil situation during the past year was the passage by Congress of a new petroleum law, which went into effect Jan. 31, 1923. The principal points of interest in which this new law changes or improves the previous one are as follows: Law 120 of 1919 provided that one person or corporation could not acquire more than three exploitation zones. of 5000 ha. each, and royalties were based on a sliding scale, to wit: 6 per cent. royalty on lands 400 km., or more, from the ocean; 8 per cent. on lands 200 but not over 400 km. from the ocean, and 10 per cent. royalty on lands located less than 200 km. from the ocean. Rentals were fixed at 10 centavos per hectare for the first year; 20 centavos for the second year; 50 centavos, third year, and $1 (one peso) yearly thereafter. Under this law the term of the lease was fixed at 20 years and, at the discretion of the government, could be extended for 10 years additional. After the expiration of the lease and its corresponding extension, the machinery and other material placed upon the property would vest in the government. A bond of 20,000 pesos was also required of the lessee to guarantee faithful performance of his contract.

PLANTS that normally burn coal now able too obtain a substantial increase over their normal supply for their greater power needs, and also additional tonnage for extra storage against the uncertainties of the future. Many plants previously burning oil or gas have already been converted to coal, and those which must yet change to coal will undoubtedly be able to obtain ample tonnage of coal of standard quality at reasonable prices. What a contrast this is to the conditions of 25 years ago, when the shortage of coal and transportation led to prices of $5 to $6 per ton at the mines, and degradation of quality, until the already overburdened railroads were called upon to haul 100,000 ton per day of extra ash alone. This was the result of a runaway market and the loading of gob, slate, and sub-quality coal amounting to an estimated increase in ash of 5 per cent of the total tonnage hauled. The problem of getting increased steam output from inferior coal caused unbelievable reductions in the low normal boiler efficiency of that time and untold labor in firing the hand- and stoker-fed furnaces of that day.

Effect on slime dispersion. c. Effect on sulfides. SUMMARY OF THE ORIGINS OF PRESENT-DAY FLOTATION PRACTICE The first practicable, foolproof method of froth flotation was described in U. S. patent 835120, issued in 1906 to Sulman, Picard and Ballot, and in the equivalent patents in other countries. A number of less simple methods of producing the same result had been described previously in patent publications and otherwise.1 The reagents specified in all of these early patents were "oils" and, in addition, some inorganic substance, usually an acid. The quantities of reagents recommended and added were enormous when' compared with those used today.

THE Smackover oil and gas field lies in Ouachita and Union Counties, Ark., in the south-central part of the state, in T.15 and 16S., R.15, 16, and 17W. It is 10 miles north of El Dorado, the principal business and railroad center in the south-central part of the state, and extends from the town of Smackover in all directions. Productive territory having an aggregate area of nearly 55 sq. mi. has been developed. It extends 6 miles from north to south and 12 miles from east to west. The field may be divided into two parts: the east district, which includes the area east of the town of Smackover, and the west district, which includes the area west of the town of Smackover. In relation to the neighboring productive fields of Arkansas, the Smackover field is 9 miles north of .the El Dorado oil and gas field, 8 miles slightly west of north of the East El Dorado oil and gas field, and 16 miles east of the Stephens oil field. Smackover was discovered in May, 1922, when the Oil Operators Trust drilled well No. 1 on the J. T. Murphy farm, in the southeast quarter of sec. 8, T. 16S., R.15W. This well is located almost, on the top of the Norphlet dome and was drilled to the Nacatoch sand. It had an initial open flow volume of 30,000,000 cu. ft. of dry gas per day, and a rock pressure of 950 lb. per sq. in. In July, 1922, the V. K. F. Co. completed the first oil well in sec. 29, T.15S., R.15W., on the north side of the Norphlet dome, and 3 miles north of the first gas well. This well started the active development of the north and northwest sides of the dome.1

The metallurgical polarization microscope has been utilized in several researches in the last few years, thus attaining a fair degree of prominence, but little has been written in a manner suitable to a metallurgist concerning the theory of this instrument. In this investigation the theory was carefully studied, and the results are presented here in a detailed manner, yet as simply as possible. The theory is discussed with particular reference to the three chief functions of the instrument: (1) determination of anisotropy; (2) effect of strain; and (3) identification of inclusions. Each of these is investigated experimentally, with especial attention to the mechanism of producing any effect. Where possible, the discussion is supplemented by photomicrographs. The instrument used had numerous defects as a polarization microscope; these and their remedies are discussed. In the microscopic study of transparent mineral sections (chalcography) the use of polarized light has aided tremendously in the identification of a mineral. The determination of strain in transparent substances (photoelasticity) by the use of polarized light has lately become a commercial process, used in testing finished glass articles. The success of the use of polarized light with opaque materials has not been so great. The magnitude of the effects obtained is much less than that of the corresponding effects with transparent materials, and the mechanical difficulties are much greater. Königsberger,"' i in 1909, was the first to apply polarized light to the microscopic study of opaque substances; Endell and Hanemann(2) were the next, in 1913. In 1919 and 1920, Wright(3,4) prepared two papers on the subject. In the first he developed the detailed mathematical theory from the viewpoint of the electromagnetic theory of light, and in the second described the various methods in use, giving improvements of his own. The liquidus surface of the C-Cr-Fe system to 1900°C has been mapped from carbon solubility and freezing point measurements, metallographic observations, and published data. In the graphite field, the surface drops precipitously to meet a slope descending from the Cr3C2-C join through the mixed carbide fields to a meandering eutectic valley; this flows from the Cr-C to the Fe-C edge. On the low-cavbon side of the valley, the surface rises to the chromium corner. 1 HE purpose of this inquiry was to gain a more complete knowledge of the C-Cr-Fe liquidus surface. This required an extensive study of carbon and chromium-rich alloys which, in the past, have received the least attention. Sanbongi el al.1 measured the solubility of carbon in liquid alloys containing up to 25 wt pct Cr at temperatures of 1460" and 1545°C and found that it increased with chromium content and temperature. Lucas and wentrup2 also made solubility experiments in graphite crucibles, but at higher chromium contents in the range of 38 to 80 pct and at temperatures of 1550" to 1700°C; however, their experiments were relatively few, and the effect of temperature was not consistent. The present investigation included compsitions ranging from 0 to 94 pct Cr and 1.4 to 11.7 pct C at temperatures up to 1800°C. Saturation experiments in graphite crucibles, thermal analyses during freezing, and metallographic and X-ray diffraction studies were employed to obtain desired information which, together with published data from other investigations about the binary edges and the ternary system at lower carbon levels, made possible the construction of a comprehensive C-Cr-Fe liquidus surface. C-CR-FE LIQUIDUS SURFACE The derived ternary liquidus surface is shown in Fig. 1 where the solid curves are liquidus isotherms. The dashed curves and the binary edges are the liquidus field boundaries of the primary crystals, the arrows along these boundaries indicating their direction with decreasing temperature. Each intersection of three internal boundaries is the composition of liquid involved in four-phase isothermal equilibrium with the three primary crystals whose liquidus fields touch there. It may be observed that a total of six four-phase equilibria occur at melt temperatures. The general topography of the liquidus surface consists of a eutectic valley sloping down from the Cr-C edge at 3.2 pct C to the Fe-C edge at 4.25 pct C. The liquidus surface rises in two directions from the valley, one hillside terminating at the Cr-Fe edge while the opposing hillside rises toward the carbon corner out beyond the top edge of Fig. 1. Both hillsides are interrupted by intersections of surfaces or joints representing the liquid colmpositions of various three-phase equilibria. Seven primary crystals occur, namely a(bcc), ?(fcc), graphite, (Fe, Cr)3C capable of dissolving as much as 15 pct Cr, and three different chromium carbides in which iron is partially soluble by substitution for chromium. THE study and use of low-carbon manganese steels have been curiously neglected in the general history of developments in alloy steels. Hadfield1 made an extensive study of manganese-iron-carbon alloys about 1886, which culminated in the wide application and use of Hadfield austenitic manganese steel. His alloys were nearly all high in carbon, as compared with the steels discussed in this paper, and he found a marked tendency towards brittleness in the alloys of medium and low manganese content, that is, below 7 per cent. manganese. As a result, there has been a widespread prejudice against the use of manganese steels containing between 1.0 to 3.5 per cent. manganese with comparatively low carbon. Steels of this composition have never been studied adequately in comparison with other alloy steels, and have had little use in practice. In a very recent paper by Sir Robert Hadfield2 the following statement appears: ?. . . manganese-iron alloys with little or no carbon do not seem to offer any practical employment; they only become valuable in the presence of quite high percentages of carbon, 0.90 to 1.50 per cent." The results of the present investigation are so contrary to the findings of Hadfield that the writers feel fully justified in presenting the preliminary report incorporated in this paper.

Tensile, hardness and density properties are presented for a new 18-8 stainless steel powder for the —50, —100, and —140 mesh cuts and also for a prepared blend containing 62 pct —325 mesh powder. The data were obtained for sintering temperatures of 2100° to 2350°F and for compacting pressures of 30 to 50 tons per sq in. A NEED has existed for a stainless steel powder of uniform composition from particle to particle, which could be readily molded and sintered, and which would yield moderate to high strength and ductility when processed into parts by standard powder metallurgy techniques. The literature reveals that previously available powders have been lacking in one or several of these desirable characteristics. Originally attempts to produce stainless steel powder by blending and diffusing elemental metal powders were unsuccessfu1.l A truly alloyed stainless steel powder reported by Dale in 1947 yielded reasonable mechanical properties but required an exceptionally high sintering temperature of 2400°F in pure dry hydrogen.' A later development reported in 1950 by Stern provided a stainless type powder of excellent molding properties' but this powder likewise required sintering at temperatures over 2350 °F and did not yield properties as high as those previously reported. The powder was not truly alloyed prior to sintering. A prealloyed stainless steel powder has been developed that is readily moldable at 30 to 50 tons per sq in., can be sintered at low temperatures (2100" to 2300°F), and which yields compacts with both high strength and ductility. The powder is prepared by the liquid disintegration method," direct from molten metal. Early attempts to make 18 pct Cr, 8 pct Ni stainless steel powder by this method did not produce a usable powder for pressing and sintering because of a preponderance of spherical particles with relatively high, surface oxide content. It was learned that silicon additions to iron alloys, powdered by this process, gave bright powder of low-oxide content and such additions were made to 18-8 stainless with similar results. An attendant change in particle shape occurred reducing the number of spheroids materially. The optimum composition which has been studied and is reported here contains approximately 2.5 pct Si. Silicon additions to stainless steel of the 18-8 type improve the resistance to high-temperature oxidation and promote the formation of ferrite. Corrosion resistance is, however, controlled by chromium content and even though ferrite may exist the corrosion resistance is not generally impaired.4 Experimental Procedure A detailed study of the 18-8, 2.5 pct Si powder has been made in accordance with the following outline: 1. Webster, Philadelphia, Pa.: I desire to say that in my first paper (Trans., xxi., 766) the actual ultimates were subtracted from the estimated ultimates, whereas in the paper submitted at this meeting the estimated ultimates are subtracted from the actual, thus giving contrary signs. The latter method corresponds with the direct effect. of low and high finishing-temperatures ; that is, a plus difference indicates low, and a minus difference high, finishing-temperature. I make this explanation to prevent confusion in comparing the two papers. Mr. Sauveur has shown that there is a close relation between the size of the grain and the ultimate strength, and also that the size of the grain depends on the temperature at which the material is finished in rolling, and on the chemical composition of the steel. The traces of fossils herein described were discovered in or upon piles or heaps of iron-ores upon the docks at Erie, Pa. The author has worked among these ore-piles since 1890, when his attention was first directed to what looked like organic remains upon certain specimens collected. All the specimens described and figured herein were found by him, and, as no ironore is used at Erie, and no other iron-ores, save those of the Lake Superior region, find their way to the stock-piles at this place, there can be no question but that the specimens in question are genuine ore transported from that region over the great lakes, and cannot have been brought in from other ironore regions. The author has reason to think that no fossil remains have been reported hitherto as occurring in the iron-ores of the Lake Superior region, and he believes that these specimens, however imperfect, rank among the oldest forms of which man has any knowledge. The illustrations are engraved from photographs of drawings. The specimens themselves have not been photographed, because their condition would have prevented bringing out, by that process of reproduction, all the markings as clearly as is necessary, and would have rendered the specimens otherwise less distinct by reason of the blotchy character of their colors, the presence of cracks, or of marks more or less in contact with those of the organisms. In drawing these remains, therefore, I left out everything upon the specimens of ore that did not seem to belong in any way or contribute to their value as illustrations of the fossils. According to information obtained from the dock superintendent at Erie, Pa., the majority of these specimens came from the Chapin mine, Iron Mountain, Menominee range, Mich. SINCE most modem metallurgical plants are operated continuously and on a large scale, successful operation at maximum efficiency demands that an accurate knowledge of the performance at each stage of the process be available at all times. Quantitative analyses provide the most practical process guides, and it is essential to have analytical procedures that combine accuracy and speed. In continuous plant operations, large losses may occur if the time interval between the development of trouble at any stage and its recognition and correction is great. Many metallurgical plants are using rapid colorimetric and spectrochemical methods of analyses for control purposes. So-called "color coppers" may be cited as an example of the colorimetric methods, in contrast with the routine use of the ultraviolet spectrograph for the analysis of steels.42 By means of this more refined spectrochemical procedure, a complete quantitative analysis of the molten metal is obtained every few minutes. During the past two years the Physics Division and the Ore Dressing Laboratory of the American Cyanamid Company's Stamford Research Laboratories have collaborated in a study of the use of spectrochemical methods for the analysis of various metallurgical products. New methods have been developed, which have proved of practical value in plant operation. The following pages give a general review of the principles of spectrochemical methods and also the details of several specific analyses. PRINCIPLES OF SPECTROCHEMICAL ANALYSIS In general, it can be said that a visible light spectrochemical analysis can be performed for any ion or molecule that is naturally colored, or that can be made to react with another to produce a colored salt or complex. Whereas transmission measurements in the ultraviolet and infrared portions of the spectrum are most useful for the analysis of organic molecules, visible light measurements are of particular value for metal salts. Such elements as copper, manganese, cobalt, nickel, iron, molybdenum, vanadium, chromium, phosphorus, mercury, zinc, lead, and a great many others, can now be determined with a high degree of sensitivity, accuracy and dispatch. From the simplest of qualitative determinations, color analyses have been improved to such an extent that, at the present time, through the use of recording spectrophotometers, hundreds of accurate quantitative analyses can be performed by a single analyst during an 8-hr. day after the standardization curves have been established for the ions to be determined.

The term "timbered stope" is here meant to denote stopes in which timbering is the predominant feature of the mining method. Stopes with stull sets, as in the Hecla mine, are types of timbered stopes; these types are probably the best-known. Timbering stopes by means of square sets is not as common as formerly, as the system is not often necessary, yet there are good examples and large tonnages are being mined by the method. The square set may be utilized in ordinary overhand stopes if the orebody is suitable. At some mines, square sets have been abandoned in favor of top-slicing; and at others, the square set has superseded horizontal cut and backfilling. A drift, either in the wall or orebody, is necessary before opening the sill floor. In wide deposits, there may be a grillage of drifts and crosscuts, and at least one raise to the level above is needed in each stope for ventilation and handling timbers and filling. The square sets are filled with waste rock from the hanging wall, sorted from the ore, from development work, or from the level above. As a rule, little timber is recovered. The examples include the Butte district, Mother Lode of California, Bunker Hill & Sullivan, Hecla, and Morning mines.

(communication to the Secretary*) :—In answer to one of the inquiries made of Mr. Conner, and as a matter of historical record, I beg to say that the idea of supporting the strata over worked-out areas in coalmines by flushing the openings full of culm originated and was put into actual practice by the late R. C. Luther, a former member of the Institute, at that time Chief Mining Engineer, and later General Manager, of the Philadelphia & Reading Coal & Iron Co. In the early 80's the Philadelphia & Reading Coal & Iron Co. purchased from Messrs. Hecksher & Co. the Eohinoor colliery, situated in the western part of the borough of Shenan-doah, Pa. On taking possession of the colliery the Philadelphia & Reading Coal & Iron Co. made a conlplete resurvey of the mine-workings, giving an absolutely correct map which showed not only the plan of the mine-workings, but also every improvement on the surface over the workings, and the marked features of the surface of the ground. Tidal elevations were shown at every eurvey-station in the mine and on the surface, so that, as is the case with all the maps of the company, contour-maps of either the surface or the bottom of any coal-seam, or geological cross-sections, could be constructed directly from the information on the mine-maps. In a cornparatively short time after the company took possession of the colliery, the workings which extended under the western portion of the borough of Shenandoah began to cause trouble and damage dwellings and other buildings in that section of the town. The lots in this section had been sold, in many cases, to individuals by the Gilbert & Shaefer Estate, owners of the coal-lands on which the colliery was located. In
