This is a subject which our Institute has made peculiarly its own. In the first volume of its Transactions the analysis of steel received attention, and every subsequent volume has borne witness to the acuteness and industry of our members in the investigation of this subject. The keynote mas struck, in this as in so many other lines of progress, by A. L. Holley, in his paper on " Tests of Steel," read at the Easton meeting of October, 1873 (Trans., ii., 116)—an essay which may rank as a classic by reason of .its elegant form, logical force, and clear prevision of all the bearings of its theme, Taken together with the brief report of the discussion which followed it (in which Dr. Drown emphasized the effects of heat-treatment and mechanical handling, and Dr. Sterry Hunt the importance of minute variations in chemical composition, and of possible isomeric and allotropic conditions), it constitutes, after the lapse of twenty-five years, an admirable and adequate introduction to the long list of technical papers which have succeeded it. Three years later came the epoch-making papers of Dr. C. B. Dudley on the relation between the chemical composition and physical properties of steel rails, which, with the voluminous discussion they evoked, constitute a special volume, published by the Institute, and full of useful suggestions. If Dr. Dudley could be induced to resume this investigation, he would doubtless be able to solve many points still uncertain or disputed. But I cannot undertake to review the history of this subject, as represented in our Transactions—still less to restate all the contributions to it which have been made in books or in papers before other technical societies, since the initiative was taken by the Institute. A interest to geologists and to mining and petroleum engineers is a laboratory method for determining the dip and strike of sub- surface structures, as well as the direction of fault planes traversing them. The information is derived by making use of the magnetic properties of borehole cores which must show visible representations of bedding or fault planes. Complete knowledge of these factors aids greatly in the successful exploitation of both ore and petroleum deposits.

FRONTIERS of geological knowledge retreated further this past year before an ever-widening geophysical attack, as governments and endowed institutions continued to take an increasing practical interest in the geophysical line of approach to the study of earth phenomena. A year ago I opened this annual review with a brief account of the efforts to discover what formations lie concealed beneath the deep sediments which form the superficial portions of the Continental Shelf off the eastern United States. That work was but the beginning, and 1938 saw its continuation and expansion. With the assistance of a Guggenheim Fellowship, Maurice Ewing pushed his researches in the development of instruments and techniques for deep-sea seismic refraction studies. Ewing's early refraction profile from the Virginia Capes to the edge of the Continental Shelf has been followed by a similar traverse in Great Britain from the coast of Cornwall to the edge of the Continental Shelf southwest of England. This showed that the thickness of the sedimentary mantle and the rates of slope of the basement surfaces there are comparable to those in the Virginia Cape district.

COMPARED with 1939, the year 1940 has seen no material change in the production of anthracite. Many factors seem to indicate a stabilized anthracite production of approximately 50 million tons per year. The present war has stimulated demand in the Cana¬dian and New England markets, which were formerly furnished with a portion of their needs from Great Britain and other European countries. Neither has there been any material change in the "bootleg coal" situation. This problem is more serious in the Southern anthracite field than in the Hazleton, Wilkes-Barre, and Scranton areas. One reason for this is the nearness of the Southern field to the large anthracite markets in Philadelphia, Washington, Baltimore, and Harrisburg. During the past year no new large

THE great development of the mines and metallurgical works of this country during the last few years, accompanied as it has been by the investment of enormous sums of money in purchasing lands, and in the erection of improvements, requires that advantage should be taken of the accumulated knowledge of engineers, superintendents, and' others, in mastering &he problems which are constantly presenting themselves for our action. Among those may be mentioned the consideration of more economical systems of mining in our coal and metal-liferous mines, improved methods of transportation above and below ground, unwatering and ventilating mines, the mechanical preparation of coal and other minerals, the various metallurgical processes, and, in fact, every question tending to the attainment of two great objects : 1st. The more economical production of the useful minerals and metals. 2d. The greater safety and welfare of those employed in these industries. In European countries, where the arts of mining and metallurgy have long been the subject of the most careful study, no means have been found so effectual in attaining the end above proposed as the free interchange of experience among those actually engaged in these industries, and this object has been accomplished, mainly, through the medium of institutes, associations or societies, composed of those engaged in these occupations, and by the periodical publication of essays or papers, communicated to such societies by their members. I t must be evident to all practical men that the interchange of the varied experience of those engaged in such occupation in this country could not fail to advance very materially the desired objects; it is, therefore, proposed to establish an American Institute of Mining Engineers, which will hold its meetings periodically in the great mining and metallurgical centers, where works of interest, such as mines, machine shops, furnaces, and other metallurgical works, can be inspected, and the members exchange their views, and consult for mutual advantage upon the difficulties encountered by each; these transactions or proceedings, when published, would form a most valuable and greatly-needed addition to our professional literature. I t is proposed that a meeting of those sympathizing with the object above mentioned shall be called for the purpose of organizing such an association, the place and time of meeting being Wilkes-Barre, Pa., and the month of April or May. Communications indicating the opinion and wishes of all, both as to these points, and also as to the organization and objects of the Institute, will be gladly received by any of the undersigned, and a notice of the date of meeting, which will be arranged to suit the greater number, will be duly communicated. FRANCIS ANDREW THOMSON was born in London, Dec. 21, 1879, coming to the United States by way of British Columbia where he lived until he matriculated at the Colorado School of Mines. When only sixteen he was inducted into the mining industry as apprentice assayer and millman at the Victoria Metallurgical Works. Following his training at Golden he had more practical mining and milling experience at several properties in the West, and studied a little as well at the Royal School of Mines, in London, and at the Ecole des Mines, in Paris.

During 1967 wage settlements and strikes ran at a high rate and it has been estimated that union gains of 4 ½ % to 5% per year have been attained in many instances. When these events are coupled with the need to operate on lower grade and deeper deposits the need for technological advances in underground mining becomes obvious. Emphasis has been on ways to reduce the number of manshifts required per ton of product. Most significant advances have been made in rapid advance of primary mine openings, development of mobile, rubber-tired, front-end loaders and hauling units, high-speed drilling with rotary and rotary percussive units and a serious look at nuclear devices to break large volumes of ore cheaply. Boring Developments in bit manufacture and metallurgy have allowed continuous boring-type machines to be used on harder formations than was deemed feasible in the past. Hecla Mining Co. has been using raise boring equipment for drilling 9 7/8 in. diam pilot holes in raises which are later reamed in an upward direction to 48 in. diam. The machine used is a J. S. Robbins model 42R raise borer which has been used successfully to drill two relatively long 48-in. diam holes. The first was 520 ft in length at a dip of 76º, and the second was a 785-ft vertical hole.

From the limited experimental data in the literature, preliminary values were derived for the thermal diffusivity of titanium alloys and for the quenching severity of various mediums used in heat treating them. The thermal diffusivity, under quenching conditions, was found to be approximately 0.006 sq in. per sec. The quenching severity H for brine is approximately 8, for water 4, for oil 0.9, for air 0.08, and for argon 0.02 in. -' The quenching severity of the Jominy-Boegehold end quench water jet against titanium alloys appeared effectively infinite. Using these results, graphs were prepared showing ideal round sizes and Jominy positions having cooled conditions equivalent to those at the center and surface of titanium alloy rounds, plates, and sheets quenched in various media. THE importance of proper quenching of steel parts has long been recognized, and much quantitative work has been done on the subject. Recently, it has become evident that for titanium alloys, too, the rate of cooling from high temperature is important in obtaining high strength and hardness. Maximum hardness and strength may not be attained in the as-quenched condition but rather after a subsequent tempering or aging treatment. Nevertheless, if cooling from temperatures near the ß transus is too slow, for the hardenability of the alloy used, a soft a-ß structure will be produced which will not harden on subsequent aging.'-" The quenching of parts of practical interest can usually be approximated by simple shapes, such as cylinders (rounds) and plates (or sheets) of various thickness and combinations of these. A standard that has been used extensively for comparison purposes is the center of an ideal round: a cylinder quenched in a medium that instantly cools its surface to room temperature." For steel, considerable practical use has been made of the Jominy-Boegehold end quench hardenability specimen,".' and its value for titanium alloys is becoming evident. It therefore appeared worthwhile to attempt comparison of cooling conditions in titanium alloy rounds and plates of various sizes quenched in various media with cooling conditions in ideal round and Jominy quenches. These comparisons are based upon measurements reported in the literature. Quenching Severity of Jominy Water Jet and of Brine As one starting point, there were available the data of Phillips and Tobin8 for positions on a Jominy specimen having the same hardness as the centers of round bars of various size quenched in 5 pct NaOH brine, shown in Table I. The Jominy speci- men is a round bar, normally 1 in. diam and 4 in. long, quenched by a water jet at one end and air cooled on the other surfaces.' After quenching, hardness is measured vs distance from the quenched end on longitudinal flats ground 0.015 to 0.10 in. deep. The data of Table I were based on a subsized specimen of 3/4 in. diam. Since the positions tested are close to the jet quenched end, cooling there may be taken as due solely to the jet, and air cooling can be neglected. These positions are then equivalent to various locations near one surface of an 8 in. plate jet quenched on both sides. Assuming that the thermal diffusivity is constant and that Newton's law of cooling holds, temperature vs time curves at corresponding positions in Jominy specimen and round bar then may be calculated for various assumed quenching severities of the water jet and of the brine. Cooling curves are generally taken to be metallurgically equivalent when they show the same time to reach a temperature halfway between the initial (heat treating) temperature and the final (quenching medium) temperature.5 On this basis, using Russell's tables,9 upplemented by heat flow tables derived in similar fashion by the author for positions near the surface of severely quenched plates, it was found that the experimentally observed equivalence, Table I, was best matched if the quenching severity H of the Jominy water jet was taken as infinite (H = co). This means that the jet quenched surface should be considered as instantly cooled to the temperature of the water

GEOPHYSICAL methods as described in technical articles generally fail to answer the questions of prospectors and geologists as to which method they should apply and what information they may expect from their application. This article is an attempt to discuss the use of electrical methods with special reference to the prospecting for orebodies and the map¬ping of geologic structure. Especially on virgin ground, geological reconnaissance should precede electrical prospecting, with the object of outlining carefully the orebearing rock and determining the possibilities of elec¬trical prospecting. No electrical survey will then be carried out on ground which, for geological reasons, may be considered barren or where the electrical meth¬ods are inapplicable. As the success of electrical prospecting depends on the difference in conductivity between the ore and the country rock within which the orebody is inclosed, the conductivity of the two should be considered and de¬termined, if possible. The conductivity of an orebody depends on the distribution of conductive ore minerals and, in addition, on its size (length, width and depth). Most minerals with metallic luster show good electrical conductivity; for instance, the sulfides. Zinc-blende is an exception, but as it is often associated with the ore minerals of good conductivity (for instance, pyrite or galena), there is likelihood also of finding zinc.

For handling rough rock, the shovel-train system is unexcelled. The ideal application is a physically large, but not excessively deep, open-pit mine from which the coarsely blasted ore and waste must be transported distances in excess of three miles. If, in addition, a high production rate is to be maintained, railroad haulage will probably afford a lower cost per ton transportation than will any other haulage method. Relatively gentle grades must be employed- usually 3% for uphill hauls and 4% for downhill hauls. The greater the differences in elevation the greater are the railroad track grade space requirements. By way of illustration, a 3% ramp out of a pit only 300 ft deep must be almost two miles long. Mainline track locations should be selected carefully so that the frequency of movements during the life of the mining operation is minimized. This applies both to ore and to waste haulageways. Such moves are not only expensive but difficult to execute without adversely affecting production rates. The large mine affords greater opportunities for judicious location of semi-permanent trackage.

GEOTECHNICAL OBJECTIVES OF UCG PROGRAM Underground coal gasification (UCG) is one of several in situ extraction technologies for utilizing deep, otherwise unmineable coal. This technology involves the injection of air or oxygen into the target coal seam, ignition of the coal and recovery of product gases. Geotechnical characteristics of the coal and enclosing rock strata strongly influence the success of this Process. The flame front follows the coal cleats (Hill, 1979), and cleating and bedding control the manner in which coal collapses into the cavity, thereby affecting recovery efficiency (Ramirez and others, 1982). Moreover, coal seams typically behave as fracture dominated aquifers in which cleat orientations govern subsequent contaminant dispersal. For these reasons, the Anaconda Minerals Co. undertook a detailed study of fracturing within the Wyodak-Anderson Coal in the eastern Powder River Basin (PRB) near its Rocky Hill UCG test site (Fig. 1). STRESS HISTORY AND FRACTURING IN THE POWDER RIVER BASIN Vertical jointing, or cleating, in coals may arise from shrinkage shortly after deposition under low confining pressures, or later in time, soon after burial but after the coalification process is well advanced (Ting, 1977). There is much evidence to support the formation of cleating after coalification (e.g. Hawkes and Mellor, 1970; McCulloch and others, 1974), which suggests that the stress state existing at that time strongly influences cleat formation. McCulloch and others (1974) argue that the typically better developed face cleat forms parallel to the plane containing [ol] and [o2]. Where the relation between cleats and stess has been studied (McCulloch and others, 1974; Stone and Snoeberger, 1977; Ward, 1977; Kulander and Dean, 1978), the highly systematic face cleat strongly parallels the [o1] direction. Stone and Snoeberger (1977) report face and butt cleat measurements of N70E and N29W for the Felix Coals 220 m stratigraphically above the Wyodak at the Hoe Creek UCG site (Fig. 1). Structural trends also indicate the past state of stress in the PRB. Glaze and Keller (1963) suggest that the NE-SW regional compression during the late Permian formed major N-S fold lines and basement magnetic anomalies. Mapel (1959) describes folds having N60W and N30W rends in the northern PRB, as well as a large normal fault trending northeast. Glass (1976) also describes normal faults trending northeast. THE iron deposits of the Imataca Range of Venezuela, which occur along the Orinoco River, in the northern border of the Guayana High-lands, have lately attracted attention on account of their economic possibilities. Many deposits occur in this area; some of slight economic importance and others that may rank with the largest masses of high-grade iron ore of the world. The geology and the character of the ores seem to be remarkably similar to those of the large iron deposits of Brazil. In the investigation of the Venezuelan deposits a definite relationship has been found between the mineralization of the large orebodies and igneous intrusions, especially norites and granites. The following paper is the result of a field and laboratory investigation of the ore deposits. The field work was done during the months of February and March of the year 1929, partly in the company of Prof. W. H. Newhouse. The laboratory studies have been made in the Massachusetts Institute of Technology, under the supervision of Profes-sor Lindgren and Professor Newhouse.

INCREASING attention has been given in the last decade to the possibilities of mine leasing in the West. The practice as described in this article does not refer to the leasing of entire properties for corporate operation. It is intended to deal rather with the advantages and problems incident to leasing portions of properties to individuals who themselves, individually or in groups, do the actual mining and transportation of the ore. These individuals are sometimes called "leasers" and sometimes called "tributors." The contracts under which they work set up an independent relationship of lessor and leaser, between themselves and the mineowner or operator. This relationship has many advantages to both sides over those created by the ordinary relationship of employer and employe. From the standpoint of the owners there is no liability on independent contractors for industrial injuries, social security taxes, unemployment taxes, or the manifold restrictions of the Federal Labor Relations and Wage Hour Acts and similar state acts where they exist. As the leaser's income depends on the quantity and quality of ore produced, there is a distinct incentive for maximum production of a good grade of ore. This in turn promotes careful mining of the areas under lease. Ordinarily in mining, labor cost is a high percentage of the total cost of operation. Under a leasing system, even if the leasers be allowed to retain half of the gross values that they produce, and the owner or operator gets half, in the case of marginal ore bodies this is ordinarily more than the lessor would realize if the property were worked by day labor. IT is well known that particles of different sizes are not distributed evenly throughout the average charge in an iron blast furnace. Just how great the disparity in particle size in different parts of a single plane in a furnace may be is indicated by the results of some recent investigations1 conducted by the Bureau of Mines on a furnace operating on Lake ores. The wide variations found in gas velocity, gas composition, and temperature from the periphery to the center of the upper charge column were caused by the great variation in particle size of the raw materials used and were also greatly influenced by the methods of charging. This paper summarizes the results of an investigation of the influence of different methods of charging and of the treatment of raw materials upon the size distribution of the solid particles in the blast furnace. A more complete report will appear later as a Bureau of Mines technical paper.

The sudden death of Dr. Drown, on Nov. 17, 1904, brought to multitudes the pang of personal loss. Of all those who, as students at Lafayette College, the Massachusetts Institute of Technology and Lehigh University, were brought under his influence, not one can have forgotten him, and all will now acknowledge, with an unfading gratitude, what they owe in professional equipment to his wise, clear, skillful guidance, and in character to his sympathetic, stimulating personality. Outside of this wide circle, the experts of both hemispheres will lament the departure of one who, in his department of scientific investigation, both knew what work was needed, arid how to do it so that it needed not to be done again. The older members of the Amierican Institute of Mining Engineers will remember with gratitude the part he took, as Secretary from 1873 to 1884, in promoting the interest of that organization, and in shaping the plan and policy which it has followed with such noteworthy success. And, in addition to all these (though partly included among them), there are a host of friends, who can scarcely think of the public loss by reason of their own. Thomas Messenger Drown was born March 19,1842, at Philadelphia, Pa. His parents were natives of New England; and he was the youngest of their three sons. AWRDED jointly by the four AW Founder Engineering Societies the John Fritz Medal is generally regarded as the most signal honor that American engineers can confer on a fellow engineer. The roll of 34 recipients contains the names of Lord Kelvin, George Westinghouse, Alexander Graham Bell, Thomas. A. Edison, George W. Goethals, Guglielmo Marconi, and Michael I. Pupin; and among members of the A.I.M.E. now living, Sir Robert A. Hadfield, Herbert Hoover, and Daniel C. Jackling. On the evening of March 1 7 the name of Paul Dyer Merica was formally added to this list of illustrious engineers when the medal was presented to him at a dinner at the Metropolitan Club in New York. The citation read. For important contributions to the development of alloys for industrial uses. Arrangements for the dinner were made by the following committee representing the four Founder Societies: R. C. Allen, George S. Davison, A. A. Potter, and J. B. Whitehead.

(written discussion*) .—The fact that, after a change in the hours of labor, as much work is found to be done in 8 hr. as was accomplished in 10, probably results from the more rigid examination of operating methods that is made when the management faces new and more difficult conditions. Although A better working pace will prevail, most of the gain will result from economies of plan and only a part of it from the improved effciency of labor. The Iabor of shoveling is so severe that it may be easily believed that a working period of less than 7 hr. will give maximum results, but there arc many other occupations about a mine in which this is not true, and in which the rate of accomplishment is in proportion to the time employed, up to 9 or 10 hours. Mr. Harley's study of shoveling has becn thorough, and demonstrates the benefit of investigation and education even in such simple work, but his reference to methods of payment opens a subject even more important in mine management. The efficiency of labor may be excellent, but unless a method of equitable payment accompanies it, the result will be only temporary. With strict but sympathetic supervision, a good average day's work can be obtained; but with the exception of those unusual men who cannot be restrained from working to their limit, an average daily wage does not bring out the remarkable performance of which many men are capable. There is also a considerable variation in the average amount accomplished, dependent on the supply of Iabor. This can readily be shown by any labor record that covers several periods of shortage or superabundance of labor. An increase in the daily wage in the time of labor shortage does not necessarily bring out an increased day's work; there is usuaIly a decrease in labor efficiency at such times regardless of the wage, whenever a daily rate is used. Rewards to individuals for exceptional performance appearing as an increased rate of pay cannot be made in a large organization without bad feeling. In a small organization, an individual's ability may be so well recognized that different rates of pay can be applied.
