THESE notes are based on observations made while on a recent trip through the West, for the purpose of studying the practical operation of the ball-mill. The writer takes this opportunity to express his thanks for courtesies extended at the many plants visited as well as for the valuable data received. While there are several types of ball-mill on the market, particular attention will here be given to the diaphragm type, as the open-trunnion type, especially the conical mill, has been thoroughly discussed in the Transactions. There is a prevailing impression that the ball-mill is a recent development; however, ball-mills were used extensively in Montana and other western states for crushing ores for concentration as far back as 1898. Its present prominence is due in part to its recent successful application by one of the large copper companies. Without any reference to dry grinding, the first successful ball-mill for wet crushing, which is still in operation, was built 10 years ago.1 This mill, designed by Erminio Ferraris for crushing Sardinian ores for concentration, is of more than passing interest. It embodies the peripheral discharge with grates, large forged-steel balls, and the principal features of the modern ball-mill. The results approach present-clay practice, the chief differences being that the mechanical construction has been improved in the modern types.

A technical evaluation of actual performance of the preparation facilities at Beaver Consolidated Coal Co.'s Stinson plant is presented, with special emphasis on sulfur reduction in 1-1/2 x 3/8 in., 3/8 in. x 28 mesh, and 28 mesh x 0 size fractions. Evaluation of the heavy medium section of the plant and the treatment of the 28 mesh x 0 coal is included. Design criteria considered for sizing and selection of equipment required to process 1-3/4 million tpy of raw coal on coals of divergent washability characteristics are summarized.

SAN DIMAS, in the State of Durango, Mexico, on the frontier of the State of Sinaloa, is the centre of an extensive and rich mining region, which has been exploited for over a hundred years; and the patio process for working silver ores has there attained the highest perfection of which it is capable. Local modifications have been engrafted upon the underlying principles of the process, but, as a whole, the San Dimas practice so fully illustrates its typical capabilities, that I have undertaken to describe its workings in the hope of lightening, to some degree, the labors of my professional brethren who may have occasion to visit Mexico." As is tolerably well known, the patio process, like all other systems of free amalgamation, is not successful with ores containing more than a trace of zinc or lead, the presence of zincblende being especially obnoxious. Iron and copper in small quantities are not particularly disadvantageous. The process succeeds very well with all sulphide ores which do not contain much more than a trace of arsenic and antimony, provided the tailings are concentrated, although, of course, it is best adapted for free milling ores. For suitable silver ores that contain small amounts of free gold the process is still a good one, but where the gold is combined with sulphurets, a considerable and even an excessive loss is inevitable. Hitherto the Mexicans have submitted to this loss, but, since the introduction of American mills, they are gradually abandoning the patio process in favor of the other. Mercury is the latest ecological disaster. It was believed to be no pollution problem because it is heavier than water and expected to fall to the bottom of streams. But the Food and Drug Administration (FDA) found that mercury in a dozen states and several Canadian provinces was being ingested by fish. A Deadly Dose First to sound the alarm was Canada when a graduate student's research revealed that mercury contamination in Lake St. Clair had reached 1.4 pmm. which is almost three times the 0.5 ppm the FDA's allowable maximum.

HOG MOUNTAIN is in the north central part of Tallapoosa County, Alabama, about 13 miles northeast from Alexander City. The Hog Mountain Mining and Milling Co. controls 1658 acres of land and is the only company operating in the district. The principal mine workings are in sections 10 and 15, T.24N., R.22E. The region has been visited by geologists many times, has been briefly described in several papers,1 and mentioned in many others. No detailed map of the mine or vicinity has been published. The field work for this report was started in March, 1934, as part of the Public Works reemployment program. About a month and a half was spent mapping both the surface and underground geology. The mine owners and operators have cooperated in every way possible to facilitate the work. N. 0. Johnson, the mine engineer, E. W. Ells-worth, J. E. McCoy and J. G. Englebert have acted as assistants for part of the work. The University of Alabama and the State Geologist's office have aided materially by permitting free use of their libraries and laboratory equipment.

PLANS are well matured for the joint meeting of the Coal Division and the Ohio Section of the Institute at Columbus, Ohio, Oct. 27 and 28, at which a large attendance is expected. The proceedings for a day and a half will be devoted largely to the uses of coal, the program providing for two technical sessions in the auditorium of Battelle Memorial Institute (505 King Ave.) on Friday, and various plant inspec¬tions on Saturday morning. By way of diversion on Saturday afternoon arrangements have been made for attendance en bloc at the football game between Ohio State and Northwestern, 100 seats having been reserved for the game at $2.40 each-as long as they last. An inventory of the high lights of the meeting would be incomplete without reference to the informal banquet at the Deshler-Wallick hotel on Friday evening, for which Eli T. Conner, Chairman of the Coal Division, is down for a talk, and Howard N. Eavenson, Vice-president of the Institute, will be the principal speaker. The program in detail is as follows:

THE construction and operation of by-product coke-oven plants in America are essential to strong national defense and of the greatest importance to many widely diversified undertakings as well as to safety and health. CARBONIZATION PROCESS Coal used under a boiler or in a locomotive is consumed by combustion. Coal used in a by-product oven is distilled or carbonized, meaning that heat is applied to the coal, out of contact with air, causing a distillation that removes the volatile matter in the coal in the form of gas and vapor, leaving coke as a final product. From the gas and vapor distilled from the coal, many valuable substances can be secured, known as by-products. Hence the name "by-product oven." The simplest example of this principle can be shown by means of an ordinary clay pipe. If powdered coal is placed in the bowl of the pipe, the opening of the bowl is plugged with clay, and the bowl placed in a flame, the bowl will become hot, transferring the heat through the wall of the bowl to the coal within. When this coal attains a temperature of about 950°F., gas will begin to pour out of the pipe stem, and this gas may be lighted. A black liquid also will exude from the stem of the pipe. This is tar mixed with certain other products. What remains in the bowl after distillation is coke. A coke oven corresponds to the bowl of the pipe. A modern oven of the latest type is a refractory brick chamber approximately 42 ft. long and 14 ft. high, averaging 18 in. in width. The oven is filled with coal through closable charging holes in the oven top. Each end of the oven consists entirely of a self-sealing door, the removal of which permits the finished coke to be discharged by means of a power-operated pusher machine. The ovens are built in batteries, and the heating is effected by gas burned in vertical flues in the oven walls, each set of flues heating the walls of two adjacent ovens. Such ovens carbonize a charge of approximately 18 tons of coal in 18 hr., or have a daily throughput of 24 tons per oven, producing about I 7 tons of coke. In times of need, the output may be increased by raising the temperature of flues, thus shortening the coking time. There is one great essential difference in principle between distillation in a clay pipe and in a coke oven. In the 18-in. oven, the distillation proceeds from two parallel walls held at a high temperature (over 2000°F.) and instead of all the coal being heated at once, the distillation is a progressive one creeping inward. The average travel of this heating is 1/2 in. per hour from each vertical wall, and as the volatile products are formed progressively they must push away from the interior toward the wall through the previously formed hot coke, then up the walls and over the top of the coal charge, finally escaping through the outlet pipe. This results in a cracking of the components into many different and valuable substances not formed when the carbonizing temperature is low.

SOMETIMES family backgrounds have a deep, if not direct, influence on a man's lifework. Dean Callen's paternal grandfather came from Wales and was a mine official in the Pennsylvania anthracite field: his maternal grandfather was a retail coal dealer. His father and uncle began their careers a. breaker boys but later completed their educational work and ended up in the professions. With that background, and with the slate region ( Pen Argyl, Pa.. July 1;. 1888) as his birthplace it is not strange that "Cope" Callen became a teacher of mining engineering. Graduating from Lehigh with an E.M. in 1909, lie taught there for two years while working for his master's degree. In 1911 he returned to teaching, going to the University of Illinois as instructor in mining engineering. In 1917, he was called to West Virginia University as head of the department of mining engineering and director of mining extension. The extension work was about dead. bus a new staff was built and the six-weeks' short course in coal mining was revamped into an attractive and efficient course which has grown in popularity with the years. Callen's work attracted the attention of the Federal Board for Vocational Education and in 1919 he was invited to serve that board as special agent for mining, taking a six-months' leave front the University.

With some difficulty we framed the picture of the village on the mountain getting in the railroad bridge and tunnel at the base. It was a charming scene of red-tile roofs on a green mountain in the golden autumn sunshine with the black hole of the railroad tunnel looking like something out of the movie, "The Train." We clicked the shutter, advanced the film and started back to our rented Audi. At which point there was a hail from the other side of the railroad bridge. A man in uniform was brandishing an object in the air which looked suspiciously like a rifle. We peered around. We were the only other persons in view. He must be yelling at us. He was now closing the distance at a brisk, determined gait but was still 100 yards away. The car was handy but the road was straight, paralleling the railroad tracks for some distance. We dismissed the idea of running for it. Who knows, he might shoot. When he came up we didn't have much of a conversation because it had taken us a week to learn three words of Yugoslavian-zhiveli, long life, huhvalla, thank you, and schlivavitza, the national drink (plum brandy). None of these seemed appropriate. We got the Idea that photographs of railroad tunnels and bridges were prohibited. The guard, for such he seemed to be, took the Audi plate number, administered a last scowling reprimand and stalked off. This incident was the only one in a 15-day visit to Yugoslavia which we would have associated with "Iron Curtain restrictions."

IT IS impossible in this short sketch to give a detailed description of each part of the plant at Bethlehem, therefore, only such facts will be touched on as are necessary to give a general idea of the works. The extent of the plant, and the fact that the units making up the various departments are located in different parts of the works, make it impracticable to mention the departments in any regular order with regard to their location. They are, therefore, mentioned approximately in the order of their relation to each other with reference to their functions in the making of the various products.

As elaborate discussion under this heading formed a chapter in one of the reports made by Professor Raymond as Commissioner of Mining Statistics." In a subsequent report? was printed a paper., by Mr. William Main, Jr., of Columbia, South Carolina, containing a theoretical investigation into the effect of the velocity of impact on the effective ditty of stamps. A visit to the Lake Superior copper region last summer suggested an inquiry into the relative efficiency and economy of the enormous steam stamps of the copper-mills, as compared with the results obtained with the cam and tappet stamps commonly used in the West. The atmospheric stomp used at the Phoenix Mill promised to add interest to the inquiry, as giving an example of unusually high speed, this stamp making 160 drops per minute. In introducing his subject Dr. Raymond makes the following remarks, which are quite apropos of the present investigation: "In considering the economical application of stamping machinery, we meet, at the beginning, with serious difficulties in obtaining accurate data for comparison. The weight and fall of stamps vary as the shoes and dies wear out; and this may lead to a change of speed also. Moreover, defects in engines, boilers, or machinery for the transmission of power, may occasion serious losses, which cannot fairly be charged to the arrangements of the stamps proper. Again, the capacity of stamp-mills is directly dependent, in some degree, upon the nature and extent of discharge, fineness of screens, and other peculiarities of the battery. Finally the hardness and tenacity of the rock crushed varies so much that comparisons between different localities cannot be implicitly trusted. The safest experiments are those made in the same mill, by changing first one arid then another condition of working; but this is seldom possible for such

Introduction Since the adoption of the Surface Mining Reclamation and Control Act of 1977, which mandates that surface subsidence be an intergral part of the underground coal mine design, there has been a sudden rise of demand on guidelines for minimizing surface subsidence and its associated structural damages. Unfortunately there is no sufficient amount of systematic subsidence data to fill such a gap, although considerable research has been devoted to the subsidence induced damages of surface structures in the past. However, it was said that many surface subsidence surveys have been performed and monitored by coal companies during the past twenty years, and that it will be a great source of information for subsidence engineering design if they can be collected and assembled together. An effort was therefore initiated in the Department of Mining Engineering, West Virginia University, under contract with the U. S. Bureau of Mines in December 1978 to contact each individual coal company in the Northern Appalachian Coal Field for any surface subsidence survey data. After 10 months' survey, the data collected include: 17 longwall panels and 2 room and pillar sections. The data in each panel and section cover the complete set of subsidence survey raw data, underground mine layout maps, surface topo maps, geological loggings showing the stratigraphic sequences and thickness of the overburden, and if available, locations and types of surface structures. On-site visits were followed to study the surface terraines and structures. Interviews were conducted with the owners of the surface structures in most cases about, if any, the history and characteristics of damages. Most subsidence surveys started with the first panel and ended with the second or sometimes, but rarely, the third panel. The first panel may be located in a virgin area but frequently it was adjacent to (on the tailentry side) a mined-out room and pillar section. It must be noted that all of the subsidence data is restricted only to the amount of vertical subsidence and that the horizontal displacement measurement was completely ignored. Primarily due to the fact that vertical subsidence is the most striking feature in a subsidence trough, which is mistakenly considered to be the only critical contributor to surface structural damages, and that a horizontal displacement survey is much more complicated and time-consuming.

SOME days ago a visiting member from Pittsburgh who is an ardent supporter of the Institute remarked: "There are a lot of men who would be members of the Institute if it weren't so expensive. It is not so much the $15 dues as the $20 initiation fee. This makes quite a hurdle, especially for the younger fellows." A little further conversation developed the fact that the member had never learned of the changes in the By-laws regarding initiation fees and dues made by unanimous vote of the Board of Directors last November. As a great many others doubtless are unaware of these changes, the substance of two of the amendments is here repeated. They provide: (1) That the initiation fee for Junior Members (heretofore ten dollars) he abolished. (2) That the age limit for entrance as a Junior Member be increased from 27 years to 33; provided further, that the period during which the dues of a Junior Member are ten dollars shall be a maximum of six years but in no event shall extend beyond his thirty-third birthday. The Junior Member gets the identical privileges enjoyed by his seniors and he likewise assumes the same obligations with the sole exception of the financial payments. This one exception is justified by the fact that the engineers of more mature years, who are established in the profession, - are able and willing to assume a slightly greater financial burden. In effect, it is a small subsidy for the younger men; but these in turn will later enter the group of those that give instead of receive assistance. The practical result is that an engineer under 27 can obtain every privilege and benefit of membership for six years on the payment of only $10 per year without any initiation fee. A man of thirty can do the same for a period of three years. Incidentally, a candidate applying for membership (either as senior or junior) in the next few months need pay dues for the second half of 1935 only. A Junior Member -can be enrolled with an immediate outlay of only $5. The Institute does not seek-members indiscriminately merely to swell the number. These facts are not presented as a "bargain" offer in any sense. The standards for admission are high and are watched zealously. But it frankly-wants to give qualified men who can benefit from membership every encouragement to apply. Naturally, the Institute does not want lack of accurate information regarding initiation fees and -dues to be a stumbling block to any that are eligible and desirous of enrolling. Members are urged to take it upon themselves to clear up misapprehensions on this point, particularly among younger engineers.-Editorial reprinted from MINING AND METALLURGY, May, 1935.

CIVILIZATION'S PROGRESS, which has multiplied man's comforts, conveniences, a n d happiness, is based upon the extensive employment of natural minerals and sources of energy. Mineral resources are basic factors in modern economic development, machine industry, international trade and world power. A survey of mineral consumption shows that the United States leads the world in the production and consumption of energy materials, of metals, and of the large and diverse array of earth materials that fall in the nonmetallic mineral group. The use of nonrnetallic minerals exceeded both the metals and the fuels in the long period before the industrial age, but it is only in the last two decades that consumption of non- metals has kept pace with and approximated in value the output of metals. Although the data of production in the first half of the last century are meager and fragmentary, the record of the past fifty years-the period of most rapid growth-is available, and reveals an astounding growth.

The Porcupine gold area, located on the Hudson Bay slope of northern Ontario, has produced over $100,000,000 in gold and has paid more than $28,000,000 in dividends, since the first real production in 1912. The character of the ore has been studied by the geologists of the Bureau of Mines of Ontario, the geological staffs of the operating mines, and engineers commissioned to examine properties there. What information the Government has is free to everybody; the geological staffs of the several properties also give to the visiting engineer what information regarding ore deposition they possess, and the author wishes to express his indebtedness to the geologists of the Ontario Bureau of Mines and the staffs of the operating mines for their free discussion of geological questions. This paper is based on the examination of several properties, various petrographic reports, not only on specimens from Porcupine but from elsewhere in northern Ontario, and interviews with Government and mine staff geologists. The petrographic work has been done by Prof. R. J. Colony, of Columbia University. Geological History The geological history of the district may be summarized as follows: The outpouring of great floods of lava accompanied by beds of tuff, flow following flow; the contacts of different flows can be seen in various parts of the camp. This period mas followed by an uplift and the production of the Temiskaming sediments by erosion. Later, dynamic action turned the sediments and underlying lavas on edge; this was followed by the intrusion of igneous rocks—in the Porcupine area the quartz porphyry, which is of such great importance in connection with the gold deposits. Doctor Burrows says: "The intrusions of quartz porphyry have in some way influenced the deposition or location of the gold but it is not likely the porphyry has been the source of the gold-bearing solutions." This statement of Doctor Burrows I indorse. The formation of non-gold bearing quartz veins followed the intrusion of the porphyry. These veins occur along or near the contact of

The objective of this program was to conduct dust surveys at six longwall sections having double-drum shearers, that were regularly in compliance, and to identify the dust control techniques that were the most effective. As each of the mines selected had a record of regular compliance with the Federal Dust Standard, all sampling was "short-term" (often less than 30 minutes) and no attempt was made to relate the survey results to dust-sampling results obtained by the companies for compliance purposes. The sampling procedures (1) used during this survey were developed jointly by the Bureau of Mines and Foster-Miller Associates, Inc. In addition to monitoring dust levels, measurements were also taken throughout the shift to monitor airflow along the face and water usage on the shearer. This program was a cooperative effort of the Bureau of Mines and the Mine Safety and Health Administration (MSHA). RESULTS CUTTING SEQUENCE - WORK LOCATION At all mines surveyed, an important factor in controlling dust exposure at the shearer is the design of the cutting sequence so as to allow the shearer operator to work most of the time on the intake-air side of the lead drum. It is generally accepted that most of the dust generated by a double-drum shearer comes from the lead drum, which in the raised position normally takes a full sump. Because the position of the drum that is in the raised position determines the horizon control, the operator must be close enough to carefully monitor its operation. Therefore, his position relative to the lead drum has a significant effect on his dust exposure. Dust profiles, such as those constructed from data collected at Mines A and B (Figure 1), show the large gradient in dust concentrations that can exist between the intake and return air side of the lead drum. When the primary cut is taken head to tail, the lead drum is downwind and dust levels can be maintained at a low level until air has passed the shearer (Mine A). Thus, shearer operators can stay in relatively uncontaminated air. When the primary cut is taken tail to head, the lead drum is upwind of the shearer controls, resulting in higher dust concentrations at the shearer operator's work location (Mine B). At the mines where this cutting sequence was used, it was company policy for the shearer operators to walk on the intake side of the lead drum, returning to the controls only to adjust the height of the lead drum. DIRECTED WATER SPRAYS AND PASSIVE BARRIERS It is not always possible to keep the shearer operator on the intake air side of the lead drum. Various techniques have been tried to keep the dust generated by the shearer away from the machine operators when they work adjacent to the shearer. At all mines visited, the external water spray nozzles were directed so that dust from the shearer was directed downwind and toward the face, and away from the shearer operators. The effectiveness of using external water sprays to keep dusty air close to the face was noted during Bureau of Mines efforts to develop improved water spray systems (2). Laboratory and underground tests showed that water sprays located properly and directed downwind can create aiflow patterns that move dust generated by the shearer toward the face and away from the shearer operators. Sprays directed upwind, into the airflow, can actually move dust away from the face

The Dawson coal-mines are owned aid operated by the Stag Canon Fuel Co., of which Dr. James Douglas is President and E. L. Carpenter general manager. The property is situated in Colfax county, N. M., and the openings now in operation are in townships 28 and 29 N R. 20 E., and township 28 N E. 21 E., shown in Fig. I. The mines are part of the southern end of the Raton coal-field, which extends north into Colorado and embraces many coal-camps of the Trinidad section. II. Geology. Geologically, the coal-measures, commonly known as the Laramie series of the Cretaceous system, have x thickness of about 800 ft. in the vicinity of Damson. The coal makes an excellent coke, and, according to some authorities, its coking properties are due to the action of intruded sheets and sills of igneous rock, the sheets occasionally thickening into masses resembling laccoliths, at such places making nearer approach to the coal and sometimes producing small areas of natural coke. There are but few dikes throughout the entire southern portion of the field and little or no faulting along the dikes. In some parts of this great coal-field the intrusive sheets are far removed in the green shales below the coal-measures, and are so much altered as to be difficult of identification. There is but little disturbance of the strata throughout the Raton coal-field in as far as it extends into New Mexico. INTRODUCTION The International Finance Corporation (IFC) is affiliated with the International Bank for Reconstruction and Development (World Bank) but operates with a separate staff and funding. It supplements the activities of the Bank by providing, to private business, equity and loans without government guarantees in whatever form and combination most suited to the project. IFC frequently complements the Bank's activities by utilizing, for example, the Bank's public sector infrastructure activities to support IFC's private sector projects. In the case of local financial institutions especially, IFC collaborates with the Bank by providing technical and financial assistance. IFC is the world's largest multilateral organization which finances private sector business in developing countries. IFC's fundamental purpose is to promote the economic development of its developing member countries through the support of the private sector. Of the 124 member countries of IFC, more than 100 are developing countries. Since it began operations in 1956, IFC has been associated with more than 2,000 companies and financial institutions in supporting over 700 business ventures in more than 80 countries. The total capital costs of these projects exceeds $26,000 million. In the 1984 fiscal year, IFC approved 62 projects in 37 countries with a total project cost of $2,473 million. IFC will make investments only if sufficient capital cannot be obtained on reasonable terms from other sources. IFC often serves as the catalyst for a project by encouraging other investors--from inside and outside the host country--to make their own equity investments along with the local sponsor for a particular project. IFC'S SPECIAL ROLE The significance of IFC's role extends beyond just its financing and technical assistance: IFC's capability to raise investor confidence in a project and to help all the participants to arrive at mutually satisfactory investment arrangements is its distinctive character. Direct Investments IFC invests in all types of projects both large and small. Heavy industrial ventures not only supply essential materials and equipment for other domestic enterprises, but also earn foreign exchange through exports. In recent years, increased emphasis has been placed on agriculture and agribusiness products, aquaculture, food and food processing, and other renewable and nonrenewable resources such as metals and energy. [ ] An overall objective of IFC is to assist entrepreneurs and others in the private sector raise the needed capital for business ventures. IFC does not compete with, nor seek to replace private initiative and capital. Rather, IFC helps to raise funds in order to undertake projects that would otherwise be held back by the lack of adequate funding. IFC can do this in several ways: IFC can invest in equity and make loans for its own account.
