The contract objective is the development of an Automatic Fire Control System for Mobile Underground Metal Mining Equipment. The Phase I Report, which described the projected data handling plan, was published on July 24, 1975. The Phase II effort covered the period from July 24 through December 2 and accomplished the following objectives: ? Acquisition of data in accordance with the project data handling plan. Data were acquired through visits to twenty mine sites in ten states and Canada; visits to Bureau of Mines and MESA facilities; visits to mobile equipment manufacturers; and an extensive literature search. ? Analysis of accumulated data which provided the following specific types of design inputs: selection of the type of mobile underground equipment found to represent the greatest overall fire hazard; typical operating conditions for the vehicle; characteristics of the reported fire experiences; and performance, cost and maintenance factors affecting potential purchases of automatic fire control systems for underground mining equipment. ? Development of the AFCS design concept. Utilizing the data analysis results and considering the state-of-the-art of fire control system components, a recommended design concept was developed with particular emphasis placed on the need for a low cost and reliable system. Design trade-off studies are provided for the recommended system and for four alternate system concepts.

MR. McKEEVER: I think we had to start some- where. The proceeds of the beltbuckles and hard hat stickers will certainly be a beginning in a scholarship for some of our young people. And maybe, you know we might even get one of them sometime to go to the University of Oklahoma. A few years ago the luncheon speaker for tomorrow, Brooks Mitchell, got a few of the mine presidents together and we spent a full five hours of just dedicated listening to Carl Terzian. We listened basically on three subjects: how to work with the media, how to work with image, and how to identify with our political systems and those who are in them. I remember that as one of the turning points in my perspective on how our system really works. This gentleman who will be addressing you today, Mr. Terzian, will be conducting about a three-hour session tomorrow. And it's a shame that our other activities will not allow some of the golfers to probably be there. Those of you who can come to the session tomorrow morning will find it most rewarding. A little bit later on we will also have a panel session. And I see all of the panelists are here except for Bob Golten, but I understand that he is registered. We should have a full afternoon session with Charlie and his panel. When we started working on this, we naturally went back to Carl Terzian to give us some guidance. If there is anything wrong with your session, it's my fault because he knows how these should be done and he guided us along the way. One thing that I am sorry, it wasn't his fault necessarily, is that Harry Reasoner will not be with us for lunch tomorrow. Brooks Mitchell is going to make all of the PR he can out of the fact that Harry got scratched and he got in place for him. Brooks gave me one comment along that line. He said, "Do you know what you get when you cross a gorilla with a computer"? Of course I bit on that. He said. "Well, you get a Harry Reasoner." A little over a month ago I was invited out to California to Woodbury University at Carl Terzian's insistence. I happened to be sitting by one of his vice presidents. It was a formal affair. We had to wear tuxedos and everything and Mr.Green was sitting there and he said, "You know," he didn't know who I was at that time, but he said, "You know Carl really didn't want this formal affair. Said he had a couple of friends coming from the coal mining industry and they wouldn't know what to do with tuxedos." So with that Carl, we will start this little session and it's your mike. MR. TERZIAN: Thank you very much Ira. Let me begin by expressing my appreciation to the men and women of the Institute for allowing me to be here. I'm deeply concerned about my reputation, my image and don't want you to get the inference that I am responsible for Ira McKeever's image. Nobody could be responsible for that! But it is a great case in point that we all should be concerned about our images. I guess tomorrow morning from about 8:30. a.m. to about 11:30 a.m. we are going to do a? hopefully, a productive and very pleasant expertence for all of us in this growing field and great interest that people have in the area of image. I happen to be from Los Angeles. I have a national firm which has handled about 600 corporations', over the years through the areas of public relations,' community, civic involvement all built around a strengthening and safe guarding our precious, free enterprise system. The Environmental Session will consist of five papers dealing with various aspects of trace elements associated with coal. Analytical procedures to determine the amounts of trace elements will be discussed. Other papers will deal with trace elements in streams downstream from coal mines, potential pollution from wastes from coal preparation plants, potential recovery of trace elements, and potential pollution from trace elements as a result of the combustion of coal.

Study and development of sensing techniques and sensors were performed to aid shuttle car drivers in detecting obstacles and in guiding the car along the face haulage route. Microwave, acoustic, and optical sensing techniques were considered as part of the feasibility study for obstacle detection. Various guidance techniques, including wire-following and rib-ranging were investigated. Active optical sensing was selected for obstacle detection to obtain the beam coverage and sharp angular cutoff characteristics required within the packaging limitations defined by the shuttle car configuration. Rib-ranging guidance was selected to achieve a completely self-contained shuttle car system which responds to the existing mine geometry without need for wires, stripes, or other path defining devices. Extensive hybrid computer simulation runs were performed to evaluate various guidance techniques during the feasibility study. Subsequent simulation runs were performed to establish parameter values for the rib-ranging guidance system. The obstacle detection and guidance system was designed, fabricated and installed on a standard shuttle car. The system satisfied all applicable permissibility requirements of Schedule 2G. An experimental permit was issued to Bendix for operation in an underground coal mine. System evaluation tests were performed first above ground at the Bendix Research Laboratories. The simulation model was validated by these runs. Final testing was performed underground in an operating mine with an experienced shuttle car driver. All sensors successfully demonstrated the predicted performance capability during underground face haulage tests. Dust did not impair system performance and lens cleaning was not required during working shifts. Further development is required to achieve the desired obstacle detection performance. Closed loop steering control with manual override is recommended for the lateral guidance system. The guidance system should be an invaluable aid to low-coal shuttle car drivers where continuous mining machines are utilized.

The rates of return on investment are examined for several major Canadian mining companies. Because we are dealing with a highly cyclical industry, subjected to widely fluctuating metal prices, rates of return are examined over a 20-year period. Conveniently, the first decade examined reflects the period when the industry enjoyed incentives to develop deposits; during the second decade, incentives were reduced and the industry became the most heavily taxed industry in Canada. The high rates of inflation since 1973 have distorted the real rates of return on investment if one considers replacement cost.

It is with great pleasure that we announce the availability of this fourth issue of the IPMI Journal, a publication of the International Precious Metals Educational and Scientific Foundation. This digital peer reviewed publication has been created as a vehicle for the sharing of technical information related to the science and technology of precious metals. Since 1976, the International Precious Metals Institute has championed the exchange of information of critical importance to the precious metals scientific and commercial communities through its various communications vehicles. This has included instructional videos, annual conference symposia, special topic committee meetings, regional seminars, and professional and student achievement awards. Due to the breadth of important topics related to all aspects of precious metals, it has been the vision of the IPMI to provide a publication available to the general public that would become a key source of pertinent topics containing high quality publications by experts in their fields of study. Historically, the IPMI has attracted world renowned experts in many fields (including Nobel Laureates Henry Taube, Ei-ishi Negishi, Robert Grubs, Professor Ben Feringa, and David MacMillan) in the dissemination of discoveries, inventions, and industry proven practices. Such information has a total value greater than the sum of its parts as seemingly unrelated innovations from distinct focus areas can be adapted to solve problems. Because of this important characteristic of information exchange, we have decided to create a digital journal, available to the general public, that will not only communicate state of the art discoveries and sound practices, but will also review historical communications from the IPMI’s archives that have value and use even in today’s environment. The method used to salvage South Deep?s Main Shaft after it was flooded by an inrush of water at about 450 m below collar on 1 May1996 is described. The individual techniques employed in the salvage were all proven technology, but the combination in which they were applied is considered to be novel. The operation involved the following activities in order of occurrence. ?the dewatering of the shaft with submersible pumps ?the placement of a French drain on the shaft bottom muck pile ?the positioning of large diameter heavy walled draft tubes, and smaller tightening up, grout intrusion and reverse flow pipes ?the casting and curing of a structural concrete plug; the capping of the draft tubes; the intrusion of several thousand tons of cement grout into the aquifer by pressure induced reverse flow ?the sealing of the aquifer ?extensive probe drilling and sealing of the zone around the inrush point with cement and other specialized grouts ?the mining out of the plug and the re-establishment of normal sinking routines.

This report presents the results of a study of mill tailings disposal practices and potential tailings dam stability problems. Recognizing the long period of time that would be required to develop the technology and practices necessary to significantly improve refuse disposal safety, the Bureau initiated this research effort as a first step in that development. Volume 1 includes a summary of conclusions and recommendations resulting from the overall research effort; discussions of disposal systems and methods, geology, seismicity, hydrology, and materials characteristics; evaluations of investigational techniques; discussions of usable interim generalized investigational, analytical and inspection procedures; discussion of general principles and presentation of a tailings technology manual outline; and discussion of needed future research am recommended programs.

The objective of this work was to define jet fan performance in d variety of large cross-section underground mine applications and to develop guidelines for thin performance in open airways, dead headings, and multiple face areas. Measurements include common ventilation instruments, continuous recording remote electronic anemometers to measure air velocity, and sulfur hexaflouride tracer gas with chromatograph analysis to determine dilution rates and air recirculation. For open airways the following were determined: Large jet fans are leas efficient in smaller airways, but quite effective in larger open airways for achieving both uniformity end greater air entrainment, when inclined about 10° or elevated. For dead headings the following were determined: The jet fan must be placed against the rib of the heeding closest to the incoming airstream from the crosscut or recirculation will increase. The fan should be placed at the pillar corner to increase airflow. As the fan is moved closer inby, recirculation increases. Larger fans promote recirculation. Inclining fans about 12° improves airflow in large headings. For face areas the following were found: For panels having uncontrolled airflow, the fan should be placed in the incoming airflow, about one pillar inby, and directed diagonally across the faces. For panels having narrower rooms and controlled airflow, the fan should be placed alongside the panel side in the first room so as to direct or intersect the incoming airflow at the next entry or crosscut.

The general history of piling is traced up to the present time with regard to the evolution of methods and materials. The processes have been strongly influenced by developments in basic equipment and industrial change. It is noticeable that in the twentieth century more progress has taken place than in the many previous centuries. It has been strongly influenced by the general development of Soil Mechanics. Test loading is probably the most effective way to assess the success of designs and many empirical relationships have been challenged through it. As we approach a new century it appears that it will be an age of rapid equipment development, with much enhancement of understanding of what has been done. Processes of automatic construction and testing will becoming commonplace. These changes will narrow the limits of conventional scatter that have come to be accepted and to a large extent will be driven by political efforts to curtail energy consumption, to raise standards of quality and reliability, and to conserve the environment. 1. Ancient history. Piling is an ancient art. Its first mention in history is from Herodotus, the first person to commit an account of his times to the written word in the years 557 to 479 BC. He evidently had a strong interest in engineering matters because he wrote of building, brick making, reinforced brickwork, river training, canal building, bridge construction, tunnelling and its acoustic detection and piling. The piling reference comes from Book 5 at paragraph 16.

This paper evaluates current environmental protection legislation, guidelines and criteria, focusing mainly on the land and water disposal of mill tailings. Effluent criteria and regulatory mechanisms are proposed, and submarine tailing disposal is discussed at length. The importance of basing regulations on the best available rationale is stressed.

Many industries have established their own systems for self-regulation. They often do so when companies operate in countries where financial, technical, environmental and social regulation is weak and when the industry is challenged by legitimacy issues related to behaviour in one of these areas. Mining is one industry that has progressed unevenly down the road of self-regulation in these areas. This paper examines how the development of self-regulation for mines and mining companies involves difficult questions of scope, rules, membership, assessment criteria and performance evaluation. Using a range of theoretical and empirical results from research on self-regulation, performance rating and corporate strategy, this paper analyses the strategic and operational issues related to the idea of self-regulation in the mining industry. The analysis indicates that while self-regulation may bring benefits to members, they are likely to take a long time coming; but when they do arrive they may be substantial. Using the fact that in relation to technical and financial issues the industry is quite experienced in self-regulation ? not least as it is more reluctant in areas such as environmental and social performance ? the case is made for a comprehensive and innovative approach, that draws on the areas where the industry is experienced and develops new institutional solutions in the areas where the industry is more reluctant.

Massive increases in the productive capability of open pit nines after World. War II were in a large part made possible by the introduction of ever larger trucks and the supply of a seemingly bottomless ocean of inexpensive and readily accessible oil. Over a period of about 25 years, a variety of technological developments permitted a tenfold truck payload increase, from about 32 tonnes (35 tons) to 320 tonnes (350 tons). There is no, doubt that this was a remarkable achievement resulting in impressive benefits of scale as well as the ability to control what would otherwise have become an intolerable traffic congestion problem in today's large open pit mines. It became fashionable and economically possible during this time to mine large quantities of low grade material and to tolerate very high stripping ratios. As tine has gone by and as easier to get at and higher grade deposits have been depleted, ore grades have tended to decline while stripping ratios have increased. The alternative to reduced revenues has been an ever increasing demand to step up production which in turn has led to a continuing demand for ever larger and larger trucks. While a larger truck has had the effect of reducing the cost of the operator per unit of material moved and of reducing traffic congestion, it has not specifically addressed the subject of fuel cost.

"This paper is intended for State mining inspectors, safety engineers of mining companies, and others interested in electrical safety inspection in mines, It presents the important points that should be watched by inspectors, and briefly reviews the work of the Bureau of Mines in the testing of electrical apparatus or equipment to determine their permissibility for use in gaseous coal mines.Important Points in Inspecting Mine Electrical Installations or Equipment.The following questions are intended as suggestions to a safety inspector who may not have been specially trained in looking for defects in installations or in the maintenance of electrical equipment:1.,Is there someone in charge of electrical equipment who is fitted for this position by ability, training and experience?2.,Is a systematic recorded inspection of electrical equipment made at least once each month?3.,Is a plan map of the mine kept showing all permanently installed electrical machinery and apparatus, including cables, conductors light etc.?4.,Are there instructions for resuscitation from electric shock posted in each surface and underground electrical station, also at the entrance of the mine and in the first aid station and are employees working on electrical equipment trained to apply these instructions in case of accident?"

THE Bureau of the Mint of the United States Treasury maintains 13 offices for the purchase of gold-bullion, and this paper describes an investigation to establish the reasonable differences in the assay-results at the various institutions which may be commercially allowable in the settlements between them. Beginning with the comparative assay of proof-gold at the Philadelphia mint and the Utrecht mint, which shows 0.00002 as the closest agreement now possible, eight tables of comparative results, taken from the regular work of the service, are given. These tables begin with very fine gold, produced in an electrolytic refinery, showing close agreement. in the assay-results, and follow through decreasing gold fineness and . increasing amounts and complexity of base metals to very impure and complex bars produced at cyanide-mills, some of which give widely-varying results. Next is given a series of results on samples, prepared and sent out to various laboratories in the service, to test the influence of different metals and various combinations upon the' agreement of the assay-results; 11 samples were sent out and each one was assayed from 44 to 71 times, making a total of 623 assays. To these are added 107 assays of identical samples of coin-gold. On a previous occasion,' I have endeavored to show the degree of accuracy that may be expected in the ordinary everyday analysis of various materials, and on another occasion2 I

The steel industry has been harassed by uncertainty of the Government's attitude toward organized labor's de¬mands, and irregularity in volume of production. Steel labor, if left to its own devices, would in most instances, march shoulder to shoulder with the management of steel plants in their effort to pull the industry nut of the ?red.?
