Preliminary to an experimental study of selected physical properties of helium and related gases) the Bureau of Mines Helium Research Center conducted a data-gathering literature survey. This report combines the results of the 1961-63 literature search into a usable format. The data accumulated on the physical properties are presented in tables and graphs. The data in the tables were chosen for exact representation and comparison of specific values. An attempt was made to select the most reliable and consistent value available for a given property without extensively analyzing each source reference. The methods of evaluation are discussed later. The graphs show trends and anomalies which may be obscure in tabular form. This report covers the final results of a two-phase contract study conducted between July 1974 and October 1976. A comprehensive summary of the initial phase of the study is included. Phase I of the study involved the investigation and evaluation of all potential candidate underground systems for mining the deeper deposits of oil shale and associated minerals in the Piceance Creek basin of northwestern Colorado. Phase II called for the refinement and the detailed technical and economic analysis of the most promising system or systems, thus disclosed. Of the several systems initially investigated and evaluated, four Showed considerable merit for exploiting the deeper deposits: (1) chamber and pillar mining with spent shale backfill, (2) sublevel stoping with spent shale backfill, (3) sublevel stoping with full subsidence, and (4) block caving mining using LHD's. Final refinement and analysis of these four systems indicated their technical feasibility over at least part of the range of conditions expected in the deeper deposits. Their economic feasibility also was indicated under certain operating and market conditions. A variety of engineering, production, and cost information is provided on each of these systems.

The selective placement of coal strip mine overburden is examined. Physical end chemical properties of spoil detrimental to revegetation and groundwater are detailed. The United States is divided into regions of similar problems. Five mining methods already used in the industry, that are capable of selectively handling; waste are examined in detail. Technical and economic comparisons are made for the systems when applied to realistic mine settings. The same analysis is conducted for five novel methods capable of selectively handling waste. Comparisons arc made between novel and existing methods. Suggestions for new and modified equipment are outlined. Recommendations for further research are provided.

A survey of electromagnetic noise reports was performed and a summary of the results are given. Industrial concerns were surveyed for techniques to minimize the effects of electromagnetic noise and are presented. The common types of communication links used in mines today are presented. A mathematical development was presented which determines the probability of bit errors versus distance for various types of communication links designed for in mine use. The probability of undetected errors for the protocols of the communication links is given together with burst error detection.

"There have always been development projects that fall short of expectations. In the last decade, we have seen more than the usual number of mining and oil/gas development projects taking significantly longer to develop and costing materially more than expected. The recent resource-equity market slump proves that investors are now far more cautious about investing new capital in the mineral and petroleum resources sector.What have we learned since 2005? Why have projects missed their targets? Why do investors often feel misled?Valuation of a project and the estimation of value is a more complex process than the evaluation of the merits of project development. The merit of project development can be clear from a prefeasibility evaluation, but this is no reason to skip the rigour of a feasibility study. The valuation of any project that is developed with any added risk should be discounted for this added risk.The development of a project impacts on other stakeholders, and the indirect cost of these impacts can have material implications for the cost structure, time and ultimate valuation of the project for its financial backers. The development of new projects (and thereby supply) can also have an impact on commodity prices, and therefore an impact on returns for financial backers.This paper will provide commentary on the author’s experiences and observations as a project developer and operator for 25 years, before becoming a project financier a decade ago.CITATION:Rozman, L I, 2016. Simulation continues to hold the spotlight among the Operations Research applications in the operational side of mining. One reason for this is the need to solve the many waiting line and storage problems common to the industry. A second reason for using simulation is the central requirement of retrospect testing. Acceptance of a model by management is more likely to depend on its tested performance rather than on the underlying validity aspects of the model itself. Mathematics have not been and may not be developed that will allow all desired system elements to be considered simultaneously. It is in this realm that simulation bridges the gap between theory and useful design procedures. One of the earliest published accounts of simulation at work in the coal industry is demonstrated by the application cf Monte Carlo methods to explore changes in future operating policies for an existing track system (Manula, 1963). By modifying certain control parameters, revision in design changes were evaluated in the computer rather than in the actual production section. A second application which has found wide use in practice is the VFI-OCR Face Simulator (Prelaz et al., 1968). The model developed here has the purpose of allowing the comparison of methods for room-and-pillar face operations end observing their effect on mining prior to actual installation. Proposed changes are tried in the model and the best of these are selected as a guide for better mire management: IBM's own simulation package, the System 360 General Purpose Simulator, has experienced heavy use in solving similar problems and other steady-state situations.

The behavioral accident simulator (BAS) is a computer program that can be used to simulate accident situations. It demonstrates how the potential to have an accident grows or diminishes as a result of changes in various environmental, organizational, and behavioral factors. It calculates the number of fatalities that may result from various conditions and graphically displays these data. The BAS is useful for studying systems of accident causes, for demonstrating the various ways to diminish fatalities, and for training employees. This Bureau of Mines report provides the detailed instructions needed to use the BAS.

Between 1987 and 1988, the Bureau of Mines studied the mineral resources of the White River National Forest and part of the Arapaho National Forest to appraise the resources present and to determine the types of deposits, and their location, that could be mined economically if sufficient demand and metal prices existed. The study included a comprehensive literature search and a limited amount of field investigation of minerals and mining activity in and near the Forest. Mineral resource information indicates that in the Gore Range the area between Tennessee Pass and Gilman may contain large base-and precious-metal deposits, and could be the focus of exploration activity in the near future. The Breckenridge mining district was found to have a moderate to high likelihood for mineral exploration and possible development of gold. Recent exploration and minor development work has occurred in several other areas: Montezuma, Kokomo-Tenmile, and Upper Blue River districts, and portions of the Sawatch Range. Limestone, marble, sand and gravel, rock for crushed aggregate, and other industrial rocks have been recently mined or Quarried in the Forrest, and will likely be mined or quarried in the near future. Currently coal is being produced at one mine in the Forest, and extensive identified coal resources are located in the Forest. Parts of four known gas fields lie within the Forest west of Glenwood Springs; there is current production at one field.

This summary of State laws or explosives was compiled primarily to ascertain what subjects relating to their control have been acted upon by each State legislature and, in general, how they have been treated. It does not include any legislation passed after 1942, or any proclamations, regulations, or administrative orders. It does not purport or attempt to be authoritative. If any problem arises involving interpretation of the statutes of any particular State, the original source must be consulted for the exact words used by the legislature. This summary, however, will be useful In determining whether relevant statutes exist, and In locating them quickly,-with a minimum of effort. It will be of value also in comparing statutes in one State with similar statutes in other States to determine what construction has been placed upon them by the courts of those jurisdictions or to contrast the varying provisions of many States upon a similar subject. To make these comparisons easier, the statutory provisions for each State have been grouped under several major topics in outline form. Although this sometimes has resulted in disruption of the continuity of individual acts, the increased general clarity and availability of comparable sections have more than justified the procedure followed.

During the past two years the Bureau of Mines has issued a series of mimeographed reports giving the results of research work and experiments conducted as part of its war minerals investigations. In this bulletin the reports on manganese are presented, which range in scope from the beneficiation of the ore to the utilization of the metal. The bulletin is in eleven chapters, each comprising a separate report, arranged in the order given below. 1. General information regarding manganese, by C. M. Weld. 2. Uses of manganese other than in steel making, by W. C. Phalen. 3. Problems involved in the concentration and utilization of domestic low-grade manganese ores, by Edmund Newton. 4. Preparation of manganese ore, by W. R. Crane. 5. Leaching of manganese ores with sulphur dioxide, by C. E. Van Barneveld. 6. The Jones process for concentrating manganese ores; results of laboratory investigations, by Peter Christianson and W. H. Hunter. 7. Cost of producing ferromanganese ores, by C. M. Weld and W. R. Crane. 8. Production of manganese alloys in the blast furnace, by P. H. Royster. 9. National importance of allocating low-ash coke to the man- ganese-alloy furnaces, by P. H. Royster. 10. Electric smelting of domestic manganese ores, by H. W. Gillett and C. E. Williams. 11. Use of manganese alloys in open-hearth steel practice, by Samuel L. Hoyt. As each chapter was originally prepared as a unit, there is neces- sarily some duplication and overlapping. With certain exceptions, however, each paper is reproduced in practically its original form. In chapter 1, covering certain general phases of the industry, such as uses, specifications, prices, and statistics, the subject matter has been somewhat modified in view of changes in conditions.About 95 per cent of the manganese consumed in the United States goes into the manufacture of steel. The remaining 5 per cent is used in a number of minor industries, the chief of which is the manufacture of dry cells. These minor uses are described in chapter 2. No discussion of the geology of manganese eres is presented, but a short bibliography on the subject is appended. With few excep- tions the manganese deposits of the United States are irregular, pockety, and uncertain. Largely for this reason, mining methods are crude and hardly warrant descriptions. The concentration of manganese ores, however, is an important problem and involves some details not common to other ores. Chapter 3 discusses the concentration and utilization of low-grade ones, notes the relationship of concentration to metallurgical prao- tices, outlines concentrating processes, and treats of commercial problems. In general, as regards concentration methods, manganese ores may be divided into two groups, as follows: (1) Ores permitting mechanical separation of the manganese minerals and the gangue, and (2) ores in which the manganese minerals and the gangues are so intimately associated that separation requires some hydrometal- lurgical or pyrometallurgical process. Heretofore, attention has been confined almost wholly to mechanical separation, chiefly by gravity. In fact, so far as known, all production of concentrates has been by wet gravity methods, although during the war some companies investigated the commercial pessibilities of magnetic separation and reported favorable results, the construction of one magnetic con- centration mill being started. The usual wet gravity methods are described in chapter 4. During the war, the Bureau of Mines undertook investigations of methods applicable to ores of group 2. A hydrometallurgical process involving leaching with sulphur dioxide was studied at the mining experiment station of the bureau at Tucson, Ariz. The results of this work, presented in chapter 5, indicate that the process is metallurgically feasible but the cost makes it unattractive. The results of an investigation of a pyrometallurgical process known as the Jones process are presented in chapter 6. The process, which is still in the experimental stage, was found to be metal- lurgically sound. The manganese product is not a concentrate but an alloy, made directly from a lean unconcentrated ore. The custom- ary method is to manufacture alloys from high-grade ores or from concentrates of leaner ores. A discussion of the costs of ferro-grade manganese ores is pre- sented in chapter 7. This discussion is in general terms only, but should be of use in so far as it relates to competitive conditions.

The principal objectives of this study are to: (1) survey electrical practices in metal and non-metal mines, (2) survey electrical practices in metal and non-metal mills, (3) clarify the federal regulations governing electrical practices in metal and non-metal mines/mills, (4) analyze electrical accidents, and (5) make recommendations aimed at improvement of the safety of electrical practices in metal and non-metal mines. Information was obtained from literature searches, accident reports, visits to 27 mines and 12 mills, and discussions with knowledgeable industry and government people. The various electrical power systems and practices at the mines and mills visited are described. Similarities and differences based on the type of mining and the minerals being mined or milled are presented. The federal regulations governing metal/non-metal mine/mill electrical practices (Code of Federal Regulations, Title 30, Sections 55.12, 56.12, and 57.12) are presented and discussed. Explanations of each regulation are provided in an appendix. The attitudes of mine/mill operators towards the federal regulations are described. An analysis of the electrical accidents in metal/non-metal mines and mills during the period 1972-1978 is presented. Recommendations, including specific research and development activities, aimed at improvement of electrical safety in metal/non-metal mines are submitted.

THE NRA Administrator's casual reference to the coal code as the next "pineapple" to be fixed was a conservative estimate of his job. This thorny and adamantine morsel now looms as a critical test of NRA. A failure in coal supplies would have the gravest potentialities in the Administration's program at this time. And the loss of prestige from a breakdown of the enforcement machinery in this initial large-scale test of strength would accentuate the incipient indications of insurrection in other directions. General Johnson has had a difficult task. It involves problems festering for a quarter of a century. A succes¬sion of Presidents have been glad to tide over their respective regimens with inconclusive expedients; they have been baffled by the complexities of the technical angles and hopelessly irreconcilable concepts of powerful conflicting interests with large issues at stake.

The Bureau of Mines' Oil Shale Data- Bank (OSDB) was created in 1976 to serve as a centralized source for the storage, retrieval, and dissemination of technical literature, patents, and information on research projects in oil shale. Thousands of bibliographic references, patents, and research projects relating to the mining of oil shale have been identified, abstracted, and indexed according to selected keyword topics. The resulting data bank listings are contained in three sections, each with a separate keyword breakdown for use in rapidly identifying references pertaining to a specific subject. All references cited in the OSDB were published prior to an established cut-off date of May 1, 1981, when a redirection of Bureau of Mines programs resulted in the loss of project funds and the subsequent phasing-out of data bank operations. ACKNOWLEDGMENTS The oil shale data bank listings are the result of a team effort of the project staff. The contributions of Jimaleen Jansma for keypunching, information acquisition, and data entry, and John Brandenburg and Sandra Brake for keywording and information acquisition are gratefully acknowledged. This report describes a variety of coal mine lighting projects which were funded by the Bureau of Mines in order to obtain underground lighting experience in support of new lighting requirements for underground coal mines. Low coal and high coal, narrow and wide entries, conventional and continuous mining, ac and dc power, bituminous and anthracite, and machine mounting and area lighting were some of the variables covered in this program. Also evaluated was the OCENCO fluorescent caplamp.

This report surveys the efforts of six contractors to the U.S. Bureau of Mines with regard to their electromagnetic noise measurement programs. What has been done, what is planned, and evaluations and recommendations are given for each contractor. The main observation is that to date there is not sufficient knowledge of electromagnetic interference in mine environments to design a reliable communication system. This knowledge should be available by the end of June 1972 if certain planned programs are completed successfully. A major effort of this report is to establish parameters to be measured, units to be used, and workable formats for data presentation. This is given in Appendix A. Some details concerning equipment, procedures, locations, and sample data are included in Appendix B.

THE BUREAU OF MINES was established in the public interest to conduct inquiries and scientific and technologic investigations concerning mining and the preparation, treatment, and utilization of mineral substances; to promote health and safety in the mineral industries; to conserve mineral resources and prevent their waste; to further economic development; to increase efficiency in the mining, metallurgical, quarrying, and other mineral industries; and to inquire into the economic conditions affecting these industries. The organic act of the Bureau, as amended by Congress and approved February 25, 1913, made it the province and duty of the Bureau to "disseminate information concerning these subjects 'in such manner as will best carry out the purposes of this Act.'" In accordance with that directive, the Bureau reports the findings of its research and investigations in its own series of publications and also in articles that appear in scientific, technical, and trade journals; in proceedings of conventions and seminars; in reference books; and in other non-Bureau sources. The number of these reports, the wide range of subjects they cover, and the variety of mediums in which they appear make the kind of list and index presented in this special publication both necessary and valuable. This issue describes Bureau reports and articles published during the period January 1, 1960 to December 31, 1964. It, supplements the 50-year list of Bureau publications issued from July 1, 1910, to January 1, 1960,2 and the 50-year list of articles by Bureau authors published outside the Bureau from July 1, 1910, to January 1, 1960.3 It supersedes the annual lists of Bureau publications and articles from January 1 to December 31, 1960,4 from January 1 to December 31, 1961,5 from January 1 to December 31, 1962,6 and from January 1 to December 31, 1963.7 The leading general and technical libraries of the United States maintain files of the Bureau's publications. A list of these libraries appears immediately following this introduction.

"Whenever a manometer has been used for recording explosion pressures it has been calibrated under a series of static pressures. Whether the readings taken during the rapidly changing pressures of an explosion (dynamic pressures) truly represent the actual pressures therefore is an open question. The authors had hoped to solve this problem by conducting the calibration with the aid of known pressures, applied at about the ammo rate as in an explosion, for example, by means of a cylinder and piston, the piston being driven in by an eccentric cam at a rate which would be determined accurately by the shape and rate of revolution of the cam. If the rate of compression were great enough, then the pressure in the cylinder (to which the manometer is attached) could be calculated from the laws of adiabatic changes of pressure and volume. It seems highly probably, however, from H. T. Tizard's observations on pressure changes in a cylinder during rapid compression (55) 4/ that there is much heat loss, therefore pressure loss, in the very small interval of time during compression; although Tizard was able to estimate the amount thereof, he did so only by relying on his nanometer, which is exactly the procedure that the authors challenge on the grounds that the manometer was not standardized under the conditions of its use. Hence the authors were driven from this scheme of calibration to another, namely, comparing records of ono and the same explosion taken simultaneously on several instruments of as varied a type as possible. If 2 of a number of instruments agree, perhaps both are accurate; if 3 agree, probably each of the 3 is accurate; if 4 agree, it is almost certain each of the 4 is accurate.There was a second objective in the present work. If the Bureau of Mines and the B.C.D. (British Coal Dust) manometers differ in their records, then from a sufficiently comprehensive series of experiments it may be possible to coordinate the extensive results already obtained at the American and British stations.Thirdly, it was hoped to learn which is the best available instrument for observing the pressures of coal-dust and as explosions and, if possible, to indicate means for improvement in manometry."

The Technology Transfer Seminar on Mine Communications held on March 21-77, 1973, at the Pittsburgh Mining and Safety Research Center, Bruceton, Pa., presented information about recently developed equipment, instruments, and techniques for use in mine communications systems. All of the basic ideas presented in the fine seminar are operational in the Bureau of Mines Safety Research Mine in Bruceton.

An evaluation of blasting procedures in surface mining operations was undertaken to determine means for improving safety. The objectives of the study were to: 1. Develop guidelines for safer blasting practices 2. Specify changes or additions in regulations concerning the use of explosives 3. Identify areas in which additional knowledge needs to be developed. As a basis for the evaluation, an idealized blasting cycle was prepared. Developed in the form of a scenario of surface mining operations, this synthesis of good mining practices served as the standard against which observed activities were compared. Blasting hazards were divided into two categories: those known to exist and those which are potential. Known hazards were identified in terms of situations which have actually resulted in explosives-related accidents. The evidence for known hazards was obtained primarily from MESA records of mine accidents. Potential hazards were identified by observation of mining activities and consultations with mining, explosive industry and government regulatory agency personnel.
