Open cast surface mining requires blast hole drilling with many interesting facets in order to achieve mine planning forecasts. Interestingly, no single method or combination of theoretical hypothesis of mining economics is right for all conditions. On occasion mine planners introduce a project with little or no regard to drilling and blasting. Generally, drilling and blasting costs are a significant percentage of total mine overhead. One such drilling and blasting method which can be utilized to reduce overall mine expenditure is inclined or angle hole drilling. One must bear in mind, that angle hole drilling per-se mill not reduce costs, unless a set of required circumstances is met. An attempt will be made to detail when conditions of the mine design criteria dictate the use of angle drilling.

The paper about to be presented deals with the relatively straightforward problem of mining two seams of coal separated by an interval. This may seem to be a simple problem but within a twenty-mile radius of Consolidation Coal Company's Burning Star # 4 Mine at least seven (7) different techniques of two-seam mining have either been tried or are now in use. This great variety of techniques should point out that there is no single simple solution; a conclusion often reached when dealing with mining problems. As a background for the techniques presently in use at the Burning Star # 4 Mine, we will briefly outline the other five (5) stripping techniques used in the area: 1. Captain Hine 6360 Range Diagram (Figure 1) 2. Leahy Mine Range Diagram (Figure 2) 3. Burning Star # 3 Mine 5860 Range Diagram (Figure 3) 4. Burning Star # 3 and # 4 Mines Dragline in Pit Range Diagram (Figure 4) 5. Captain Hine 2570/5561 Range Diagram (Figure 5) Each of these techniques was chosen because it provided the best and least expensive alternative for mining the coal under the particular restraints encountered. The Mine Engineers at our Burning Star # 4 Mine, Mr. Dennis Mahan and Mr. William Weaver, will now detail two additional mining techniques, out-lining our experience to date.

Table I identifies the maximum cost of the individual provisions with spoil disposal in Appalachia leading at $3.98 per ton, This was followed by deep mine subsidence control and monitoring at $1.66 per ton. At the request of the U.S. Department of Energy, the Bowser-Morner Testing Laboratories of Dayton, Ohio, evaluated Consol's cost estimates for 14 of the 21 regulatory provisions the company studied. It is interesting to note that Bowser-Morner concluded that Consol's estimates of costs were very conservative and that the actual costs will be substantially higher than what the company reported. In 1978 a joint committee of the National Coal Association and the American Mining Congress made estimates of cost impacts under 11 OSM permanent rules (see Table II). Six rules applied to mid-western strip mining were projected to cost $6.52 to $17.17 per ton. Five rules applied to mid-western strip mines showed costs ranging from $.91 to $6.11 per ton. Three rules applied to deep mines (regardless of region) were seen raising costs from $ .57 to $2.67 per ton. The joint committee reported trouble developing overall figures because member firms used widely different assumptions in calculating their costs. That same statement could no doubt be made when comparing most cost data available today.

Land use planning is not a new concept in the United States but the emphasis has changed drastically since the early 1960's. Under the old interpretation we tried to expand our frontiers and develop our land, but as society has become more affluent and mobile the demand has grown to preserve those parts remaining undeveloped. There is something of a paradox inherent in this change of emphasis. While affluence has motivated our support to preserve the quality of the natural environment, industrial development is needed to support the affluence. Because we cannot accomplish all of each, sound planning and compromise will be necessary since it is unlikely that, the American people will want to surrender much of their life-style or their awakening environmental concern. Any industrial society, whether a goal reached or an aim yet ahead, is built largely on the use of mineral raw materials and energy, the physical base of nearly all activities and products. The standard of living which is important to us all is growing more dependent upon these minerals, metals, and energy fuels. Although reduction in consumption of raw materials may be acceptable to those at a certain economic level of a society, those who have not reached that level cannot be expected to accept a lowering of their present or anticipated standard of living.

INTRODUCTION Phase I of the Los Angeles Metro Rail Project, known as MOS-1 (Minimum Operable Segment-1), is the first phase of the 27 km± (17 mi) subway starter line. MOS-1 is currently under construction and involves approximately 6.4 km (4.4 mi) of subway, five stations, yards and shops routed through the downtown area of Los Angeles. The project will form the initial heavy rail backbone of a more extensive light and heavy rail transit system planned for the greater Los Angeles area in the future. Construction Contract A-171 is one of 4 tunnel contracts within MOS-1 and involves construction of twin tunnels running from the downtown metropolitan area west to MacArthur Park. The heavily populated and developed downtown area, potentially gassy ground conditions, and the possibility of undocumented abandoned oil wells in seismically active southern California made the design and construction of Contract A-171 a uniquely interesting project. This paper summarizes the construction history to date (December, 1988) including design geotechnical considerations, tunnel support design, as-built geologic conditions, shield tunneling performance through soft ground, and ground response. "The objective of this study was to develop a laboratory-scale method to rank the ignition and fire hazards of commonly used underground mine materials and to eliminate the need for expensive large-scale tests that are currently being used. A radiant panel apparatus was used to determine the relevant thermal characteristics of the materials: time to ignition, critical heat flux for ignition, heat of gasification, and mass loss rate. Three thermal parameters, TRP, TP1, and TP4, were derived from the data, then were developed and subsequently used to rank the combined ignition and fire hazards of the combustible materials from low hazard to high hazard. The results compared favorably with thermal and ignition hazards of similar materials reported in the literature and represent a simpler approach to quantifying these combustible hazards. INTRODUCTION The potential fire hazard from combustible mine materials is a major concern that can impact the safety of mine workers. Combustible materials tend to be solids and within this category there exist degrees of flammability and fire resistance. These materials may be readily ignitable or they may be able to withstand high temperatures and high heat fluxes. Presently, no simple methodology exists to assess these possible fire behaviors and quantify the resultant fire hazards. Thus, better knowledge of the thermal properties and chemical characteristics of combustible materials is of great importance to the safety of mine workers. Tewarson [1994] developed a methodology which he subsequently used to evaluate the ignition and fire resistant properties of combustible mine materials, but these efforts are more than 20 years old, and do not include many of the new materials used in mines today. The standard practice that has evolved for a combustible material to be approved by the Mine Safety and Health Administration for use in underground coal mines is to conduct extensive and costly large-scale experiments on each new material that is used in a particular mine operation. Results of such tests provide pass/fail answers to the questions of a material’s flammability or fire resistance, yet they provide little, if any, information that will lead to a better understanding of the basic mechanisms involved. Therefore, there is a need to quantify material flammability properties and to develop a methodology to rank the ignition and fire hazards of commonly used underground mine materials. During the heating and ignition stages of combustible materials, properties such as smolder susceptibility, minimum surface temperature for ignition, thermal conductivity, heat capacity, density, and heat of gasification are known to be important [Apte, 2006]. During the flaming stage, additional parameters, such as the heat of combustion, heat release rate, flame spread rate, yields of soot/smoke, and toxic gas production become more important as the flame is sustained and spreads. In very general terms, the heat flux incident on the surface of a solid combustible not only controls the rate of temperature increase of the local fuel surfaces, resulting in expulsion of fuel vapors that sustain the flaming process, but also the heating of other combustible surfaces that subsequently ignite and spread flame."

The Government or Jamaica has just completed agreements with four of the five bauxite/alumina companies operating in Jamaica. These companies are Kaiser, Reynolds, Alcoa, and Alcan, and the Agreements came into effect on February 1, 1980. One of the results of these new Agreements is the Acquisition of all company-owned bauxite lands by the Government and the rationalization of bauxite reserves.

The schlieren technique describes an optical analysis method designed to enhance light distortions caused by air movement. The ability to visualize air flow has significant implications for analyzing underground mine ventilation systems, including the enhancement of surveys and models. Currently, traditional schlieren methods are impractical underground. Background-oriented schlieren (BOS) provides a solution to this problem. BOS requires two primary components, a professional quality digital camera and a schlieren background. A schlieren background is composed of a varying contrast repetitive pattern, such as black and white stripes. This background allows the camera’s sensor to capture minor light diffractions, such as those caused by air flow. Although BOS shows great potential for ventilation analysis, sensitivity is an issue. This paper seeks to validate the BOS technique for imaging flow through a regulator by comparing BOS images with traditional schlieren images. This paper also outlines initial experimental efforts used for the validation.

Since the petroleum crisis in 1973, charcoal1 is being considered one of the most important fuel for the Brazilian consumers, mainly for pellet's producers. In replacing fuel by charcoal mixed up with ore, obviously one of the first thing to be investigated is its influence in the product's quality. Special attention has been given to the metallurgical characteristics. This paper infocus the effect of increasing dosings of charcoal to the pellet's porosity and how other physical and metallurgical characteristics will be affected accordingly. This work was carried out using two different finesses of charcoal and dosing varied from 0.5 to 2.0%.

In May 1975 the U. S. Bureau of Mines contracted with the University of Missouri-Rolla, Rock Mechanics and Explosives Research Center to develop a Hydrominer modification to a long-wall shearer unit, wherein the rotating pick-laced drums and connecting gear drives are replaced by a water jet cutting head.1 The concept of the water jet cutting head is based on using the high localized energy of the water jets to isolate a slice of coal by cutting a slot under, at the back of, and at the top of the web. The plow blade of the head then advances into the cut and wedges the pillar over onto the conveyor (Figure 1). There were several potential advantages foreseen for the system of which perhaps the most significant were the elimination of coal dust from the working area2 and the ability, with a variation in nozzle geometry, to cut webs of greater depth with a small increase in equipment horsepower. The University initially designed the head, based on experiments carried out in the laboratory, under an earlier Bureau of mines contract. The experiments showed that it was more advantageous to work at a pressure of 10,000 psi with an estimated flow rate of 50 gpm than go to the higher pressures and lower flow rates which have been advocated elsewhere.

The economic application of real time computer control can be broken down into 2 broad areas of concern. The first would be in gaining the most efficient utilization of energy. The second would be in improved product quality. This paper will be primarly concerned with the first area of efficient energy utilization as that area has the greatest effect on costs and thus net profits. Most process control strategy attempt to achieve the greatest comminution with the least amount of energy thus maximizing efficiency. A more direct approach to energy control involves a total mine and mill energy management system. In most cases these systems have an ability to achieve a very short payback period with the greatest return on investment.

Southern Ohio Coal Company (SOCCO) and the U.S. Bureau of Mines have identified techniques to optimize the use of scrubbers on continuous miners. The techniques provide maximum respirable dust control while maintaining a high output. The use of radio remote control and scrubber help to achieve greater advance between lifts by locating the operator in fresh air during the mining cycle. He is also kept away from newly exposed roof, which is not supported. An alternative to fan-powered scrubber was also evaluated at SOCCO. A high-pressure water-powered scrubber system eliminated the noise associated with fans, and achieved an intrinsically safe system. Experience in the use of these scrubber systems and remote control at SOCCO are discussed.

Principal factors influencing equipment selection can be grouped into five basic categories. Tonnage Requirements, Ore and Waste Loading, transporting, and ground preparation equipment are largely determined by tonnage requirements. Generally, the greater the tonnage requirements, the larger the equipment size selected. Large size equipment is appropriate for a production of about six million tons (total) per month, medium size for three mil- lion tons, and small size for one million tons or less.

"Genoa is a very distinctive city located between mountains and the sea and infrastructural upgrading works often have to deal with the intersection of existing infrastructures. This is the case for the new railway tunnel construction between the stations of Brignole and Principe which under-cross two existing double-track tunnels in operation. The latter have been constructed with masonry bricks and the vertical distance between old and new tunnels is approximately 1m. Due to rock characteristics and the urban environment, stability and vibrations control are the main issues. Consolidation work with the fore-poling method and a specific sequence of excavation, primary lining and final lining support have been designed to assure stability and settlement control. A hard rock road-header has been used to assure vibration control. Finally, a real time monitoring has been implemented. The article presents monitoring and back-analysis results of the under-crossing of the existing tunnels. GENERAL LAYOUT OF WORKS The Genoa railway junction constitutes an integral part of the Ventimiglia-Genoa-Novara-Milan railway line route and it is included amongst the railway systems of the Tyrrhenian-Northern European multi-modal corridor (corridor of the two seas or corridor VII Genoa-Rotterdam). The main aims of the project concern the upgrading of the existing lines and the separation of the long-distance passenger and freight traffic flows from those of a regional and metropolitan type. The project includes: •,Completion of the connection with the port of Genoa Voltri and the Italy-France coastal route. •,Interconnection with the future Terzo Valico dei Giovi mountain pass route towards Milan. •,Upgrading of the Genoa Voltri – Genoa Brignole main line to four/six tracks. Rearrangement of the systems at the Genoa Voltri, Genoa Sampierdarena and Genoa Brignole Stations, reorganisation of the services in the Genoa Terralba area and interchangeability with the metropolitan system complete the design activities. The contract which includes civil and technology works is divided into four construction lots (ref. Figure 1):"

Investigation of mined land characteristics, evaluation of irrigation systems and evaluations by the mining industry determined that irrigation is a feasible method for aiding the revegetation of coal mined lands in the western arid and semi-arid regions (Sherman, et al. 1980). The various regions studied displayed a commonality of characteristics which enables, independent of the site or region, the recommendation of solid-set irrigation. Irrigation should be supplemental by complimenting natural precipitation and should be implemented on a temporary basis. For germination, the vegetation requires application of small amounts of water in a gentle, frequent, and timely manner. For the establishment phase of growth, moisture should be applied and stored in the soil either through pre-irrigation or deep irrigation.

In June, 1980, Reserve Mining Company completed a 370 million dollar construction project which included process modifications required to reduce the silica content from nine to five percent by weight and increase the iron con- tent of Reserve's pellets from 62.5 to 65.8 percent by weight (dry basis); process modifications and additions required to implement "best available technology" water quality controls; and installation of "best available technology" air emission controls. The new process began operation on June 24, 1980 and is being optimized to meet design objectives. Dry cobbing, fine screening and flotation additions to the concentrating process have reduced the silica content of Reserve's pellet from nine percent to five percent by weight. The process reclaims and reuses all process waters, stores all tailings in a zero discharge tailings basin and meets all air emission standards.

The concentration of mineral slurries by conventional thickening devices is discussed. The role of additives on the compression of mineral slurries is also examined. Results for a range of flocculation conditions are presented. The compression of flocculated mineral slurries is found to be highly dependent on the fundamental particle-particle interaction forces and hence, the rheology of the particulate fluid. It is demonstrated that a detailed knowledge of the properties of both the mode of operation of the thickening device and of the solid/liquid interface is required for improvement in the rate and in particular, the extent of dewatering.

The interactions of mineralogy, chemistry and mechanics in an ore concentrator are highly complex, so it can be particularly hard to measure the impact of a specific plant change. This paper describes a method for modeling a baseline metal recovery so that the value of a major process improvement can be measured. This method only considers variables that cannot be optimized, such as mineralogy or equipment availability. Linear regression, random forests, extreme gradient boosting (XGB), and simple two-layer neural network models of process value were tested as candidate baseline model types to assess the impact on throughput and recovery in a copper concentrator. XGB performed the best in terms of accuracy for both throughput and recovery models. Using an XGB model of nonoptimizable process variables provides an accurate, dynamic baseline that can be compared with continuous production data to determine the value added by major concentrator improvements in real time.

The region of metalic ore deposits in northern Chile, southern Peru, western Bolivia, and northwestern Argentina occurs in arid zones at altitudes as high as 4,600 meters. Because surface water supplies are meager, new mines require unexploited sources of water. Prolific groundwater aquifers occur in salar basins in this region of the Andean Highlands. Exploration water wells have been constructed and aquifer characteristics have been tested in eight salar basins. Results indicate groundwater quality is good. Aquifer transmissivity and storage computed from results of pumping tests indicate maximum production water well capacities in excess of 170 liters per second.

A number of famous studies have shown that house damage relates better to peak particle velocity than to acceleration or displacement. The relationship is true but doesn't go far enough. Why, for example, can construction shots go well above 1.0 or 2.0 inches per second without reportable damage? Recent studies have shown that vie must look at frequency and duration of an event in addition to amplitude. The complexity of measuring frequency, duration, and amplitude makes the average blaster in the field shudder. An even more excruciating problem is the need to obtain such data inside the building or residence in order to accurately predict the damage potential or human response to nearby blasting. The author reviews current research programs and suggests new areas of research necessary to help maintain a balance between complicated research requirements and simple field measurements.
