In Pennsylvania there are two distinct coal regions, bituminous and anthracite, in which the mining conditions and production trends are different. Bituminous mining is more mechanized, and production is increasing. This report is concerned specifically with the bituminous area. The bituminous coal industry apparently is facing a shortage of miners and mine officials which may become acute by 1970. Since 1949, when Pennsylvania had more than 100,000 bituminous coal miners, the number has steadily decreased. There are two principal reasons for the decrease of certified miners and mine officials. These reasons are the fact that apprentices are almost a thing of the past and the fact that the image of the coal miner is a poor one to people in general and to parents in particular. This has contributed greatly to the high average age of our miners today. The average age of all those employed in the mines is 50. Yet it is known that the progress in mine mechanization requires younger and more alert men to operate the newer type equipment.

The consumption of grinding media forms a significant part of the operating cost of a mineral processing plant. An estimated half billion pounds of steel in the USA and over one billion pounds in the world are consumed each year in wet grinding alone. However, there is some conjecture as to the interacting roles of abrasion and corrosion. In order to provide a more complete picture of the conjoint action of abrasion and corrosion, marked ball tests were conducted on different grinding ball compositions in a laboratory ball mill and the metal losses were measured on varying the conditions, i.e., pH, PO2, in wet grinding a Cu-Ni gabbroic rock and compared with taconite grinding. Ball wear rates ere discussed with respect to ball composition and microstructure and the varying conditions used in the grinding tests.

The paper tries to determine all which are interested or involved in collecting, evaluating, processing and distributing data on mineral resources, either "economic" or "uneconomic" and for what purposes. It shortly describes some of the most known classification systems, CMMI and UNFC, and their features, and discusses their advantages and weaknesses. Author also tries to define all the properties, a system should have to be declared as "World Code". Perhaps the ,integration of both systems would best accomplish the task and leave the “interest groups" the freedom to use only those parts of the system, they are interested in.

"CURRENT BASIS OF GROUND SUPPORT DESIGN ANALYSIS The current strategy used in determining what kinds of support are needed is based on empirical design charts (Grimstad and Barton, 1993). Figure 1 is an example of the topcut analysis used for a 14 foot wide (4.3 meter) drift, which is the current design width used for topcuts at TRJV mine. The majority of our topcuts are situated in ore of the Type IV and Type III weak rock class categories that necessitate the use of bolts, mesh and 2”-4” of shotcrete. This type of empirical chart gives excellent guidelines for the kinds of support, and it is based on case histories of civil tunneling and mining properties. It is a good starting point for determining the kinds of support needed, but not to the detail needed to optimize the number of bolts, type of mesh, or combination of types or strengths of shotcrete. This report is an attempt to help quantify the safety factor and optimum design parameters to include mesh and shotcrete as part of the design criteria and subsequent safety factor.SAFETY FACTOR ANALYSIS: BOLTS ONLY One type of safety factor analysis used at TRJV for the past 7 years is described as the “dead weight” method, developed by Pakalnis (2008). It involves the support of a conservative “dead weight” of rock held in place by bolts in which the depth of failure is approximated as a wedge whose height is one-half of the span. The failure or dead weight wedge resembles a triangular wedge that must be supported by the remainder of the bolts going through the wedge (see Figure 2).The support capacity of the system is determined by the bond strength of the bolts holding up the wedge, which is in turn based on the RMR. The method assumes the total support capacity is the sum of the individual bolt values defined by either the breaking strength or the bond strength of the bolts (whichever is lower) passing through the failure surface."

The most widely used machines for grinding coal to the sizes prescribed for the pulverized coal firing of furnaces, boilers, and kilns are the vertical ball-race, roller-race and roller-bowl types of mills. However, the increased use of coal has led to an increased use of tumbling ball mills for coal grinding. Specifically, air-swept ball mills are now a part of many dry pulverized coal firing systems, offering the advantages over vertical mills of lower maintenance costs and the ability to handle strong or abrasive (high ash) coals. The current use of wet ball mills is to prepare coal-water slurries for direct combustion, although in time they may also find routine application for preparing slurry feed for coal gasifiers. In either application, wet ball mills ofer the advantages that coal grinding and wetting can be accomplished in a single step, and that the mills are readily used with fine wet screens to assure top size control in the slurry product. The simulation of tumbling ball mills with mathematical models has reached a fairly advanced stage, but the concepts have been applied only recently to coal grinding. As this paper will demonstrate, however, significant progress has been made in the use of models in ball mill circuit design for coal grinding. Included is a description of the techniques used for simulation, recommended parameter estimation methods, and demonstrations of process engineering calculations for large scale coal grinding circuits.

Trialkylphosphine sulphides, in contrast to their well known oxide analogues (1,2,3,4), have received comparatively little attention as metal extractants and previous studies have been biased toward analytical rather than commercial solvent extraction applications (5,6,7). The sulphides are soft Lewis bases and only from complexes readily with the limited number of metals in the periodic table which can be classified as soft acids (8) e.g. Ag+, Hg2+ and Pd2+. Consequently, these compounds tend to be more selective than the broad-spectrum, hard-base, phosphine oxide extractants such-as TOPO (trioctylphosphine oxide). The purpose of this paper is to describe a potential application of one phosphine sulphide, CYANEX® 471X extractant, in the selective recovery of silver from base metal sulphate solutions. CYANEX 471X is triisobutylphosphine sulphide (TIBPS).

Your committee doesn't assign any easy topics to us speakers. How do you define "successful" in what is essentially a losing game? I am reminded of the fellow who returned from a one-week vacation in Las Vegas, and proudly stated, "I only lost $150." To him, that was "success." I am afraid that workers' compensation is a losing game for employers, too, and success has to be defined in terms of how much or how little is lost. We have no chance of producing a profit for our employer. We will narrow down to some suggestions about conducting a workers' compensation program at the plant level, but first I want to discuss the general legal, social and legislative climate in which your plant program operates. Workers' compensation is a statutory program with its general parameters established by the legislature. These parameters are then amplified by the boards and commissions established to administer workers' compensation. What influences the legislature and the boards and commissions as they establish the framework in which we must function?

The classical slope analysis and a statistical technique were used in order to determine the iron complexes formed in the organic phase during the extraction of Fe(III) from Fe-Ni-Co sulfate solutions with Di-(2-ethylhexyl) phosphoric acid (D2EHPA) in kerosene. Equilibrium constants for the extraction based on these complexes were also calculated. The complexes determined were of the general form (Fe(OH)3-nRn?sHR)x' where n varied between 1 and 2.5 and s between 0 and 3, and both were found to be decreasing as the iron loading in the organic phase increased. Values of 1,2 and 3 were generally found for x, indicating that the complexes were monomers, dimers and trimers.

In the past 30 years, there have been tremendous advancements in the uses and applications of column flotation. From their first use as final cleaners that could produce excellent grades at the cost of recoveries, columns are now being used in every stage of the flotation circuit as well as is SX-EW. Columns as roughers, final scavengers and even at the end of CIL circuits, are finding their way into the marketplace. Operational results of these new uses are presented. INTRODUCTION Flotation columns have been in use since the early 1950's in the U.S. (Hollingsworth, 1952) and the early 1960's in Canada (Trembley, Boutin, Wheeler, 1963). Application of column flotation has been somewhat diverse. In the early years, columns were used predominately for molybdenum cleaning in Canada and for phosphate flotation in the United States. Unfortunately, results met with skepticism and disdain as the columns were hard to operate, temperamental and although producing high grades, could not achieve acceptable recoveries. Since the inception of column flotation technology, the degree of knowledge for design and operation of columns has vastly improved. Despite improvements in the technology, there is still some reluctance by mineral producers to investigate the use of column flotation cells for processing stages other than cleaner flotation. This characterization is in part due to the proven advantage of flotation columns in reducing gangue entrainment in the froth product which results in higher grade products and/or fewer processing stages. Also, during the development of column technology, different types of spargers have been used with varying degrees of success. Furthermore, the general knowledge base of parameters affecting column flotation design and operation have advanced tremendously. Inefficient, or primitive, sparger design, coupled with the lack of column design and operating knowledge and experience, resulted in poor metallurgical and mechanical performance in many cases. Unfortunately, this lack of knowledge caused many column installations to be characterized as failures. The industry felt that columns could not achieve high recoveries, especially when dealing with coarse particles. Therefore, columns were characterized as cleaners, where low recoveries could be tolerated as recirculating loads rather than direct losses and froth cleaning advantages of the quiescent column flotation regime could be realized. Fortunately for the minerals industry, some producers have stood at the forefront of technology and allowed the column to be utilized for new applications. In the last decade, column flotation applications have expanded to virtually every mineral system and plant location throughout the world. The expanded application of columns has generated a new wave of interest for processing various streams. One of the most notable is in the use of columns as rougher cells. This is of particular interest to "green-field" plants and plants where expansions are taking place. Here, metallurgical superiority can be combined with maximum capital and operating cost advantages for a rapid return on investment. The superior results experienced to date, have generated a cohesive vision of the future in mineral processing where flotation columns function as single stage primary separation devices (roughers) with a single stage cleaner, if necessary. The advantages of column flotation go far beyond their original uses. We now have seen columns used as final tail scavengers, in SX-EW plants and even at the end of CIL circuits. Some of these cases will be reviewed. CASE STUDIES In an attempt to show the diversification of column flotation to many facets of the mineral processing plant, a variety of case studies will be discussed. Some of these were designed by the authors while others have been provided by plant sources. It is important to note that in each successful case, the columns were designed using the author's design and scale-up approach. It is estimated that the volume of low -level and intermediate level contaminants present in the soil at different DOE sites is of the order of several million cubic feet. The existing remediation scheme is containerization followed by burial in Land Disposal Facilities (LDF's) which is economically unattractive warranting the need to develop alternate remediation routes. One such route is the physical separation based volume reduction approach to removing a MINIMUM AMOUNT OF CLEAN SOIL with the radioactive particles, reducing the amount of material that requires disposal. The purpose of this study was to evaluate and test the feasibility of using physical beneficiation techniques for removal of contaminants from soil. The performance criterion was to recover at least 80% of the activity in 20% or less of the original contaminated soil volume. Four different radioactively contaminated (primarily uranium and plutonium) soils from DoE sites namely LANL, INEL, Fernald Plant 1 Storage Pad (ID-B) and Mound soils were tested using gravity, magnetic, gravo-magnetic, hydrocyclonic and flotation devices. The paper is divided into the two sections. The first section presents the overview of the Heavy Metals in Contaminated Soil Treatability Project conducted at the University of Nevada, Reno (UNR) describing the salient features of a state-of-the art Soil Washing Laboratory and the technology equipments used in the test program. The second section describes the soil characterization and typical volume reduction results obtained from the UNR tests. Among the physical separation processes, only flotation processes passed the performance criterion. For the LANL and INEL soils where the contamination was contained in coarse particle size, it was possible to recover more than 80% of the activity in less than 10-20% of the original volume of the soil thus rendering 80-90% of the soil "clean". For Fernald and Mound soils where contamination was of colloidal nature, flotation based processes showed encouraging results and are recommended for further studies.

One of the foremost problems in reclaiming prime farmland is compaction of the subsoil which is caused by the reclamation equipment. Wheel tractor-scrapers are most commonly used to replace subsoil and have been blamed for the majority of the compaction problems. Two methods of alleviating this problem that are presently being considered are mechanical subsoil loosening machines and truck- shovel combinations for subsoil handling. A field study was conducted in which dry bulk density measurements were taken in an effort to determine the effectiveness of truck-shovel combinations and subsoil loosening equipment in reducing bulk density in comparison to typical scraper replacement.

An advanced coal preparation plant has been built at Homer City, Pennsylvania, by Pennsylvania Electric Company, a subsidiary of General Public Utilities Corporation, and New York State Electric and Gas Corporation, as an alternative to utilizing flue gas desulfurization technology to meet the Federal Environmental Protection Agency and the Pennsylvania Department of Environmental Resources air quality emission regulations of 4.0 lb S02/106BTU for the two (2) existing coal-fired generating station Units No. 1 and No. 2, and a 1.2 lb S02/106BTU for the new Unit No. 3. The coal preparation plant is designed to process 5,200,000 tons of run of the mine coal annually and has a design capability to process 1,200 tons per hour via two (2) equal capacity 600 tons per hour preparation circuits.- The plant is designed to produce multi-product coal streams consisting of a middling product of medium ash and medium sulphur content, which is environmentally compatible to support operation of the two (2) existing generating Units I and 2, and a deep cleaned, low ash, low sulphur coal product capable of environmentally supporting the ambient air quality requirements of the new Unit 3 generating facility. The waste product from the process consists of high ash, high sulphur reject material. The process has the acronym MCCS (Multi-Stream Coal Cleaning System).

An in-mine seismic technique for detecting faults has been tested in a Western U.S. coal mine. This technique has been used extensively in the U. K. to help guide longwall mining operations. Explosives detonated on the face of a seam generate sound waves which propagate into the seam. Reflections from faults are picked up by sensors on the same face. Computer processing is then used to determine the fault locations. A known fault was successfully located in this test. Modifications to the U. K. procedures were required for the relatively thicker roan and pillar mines common in the Western U. S.

"Coal is mainly composed of energy-producing elements carbon and hydrogen. In addition to these elements, coal usually contains many other valuable elements, including iron, aluminum, silicon, rare earth elements, lithium, gallium, germanium, vanadium, uranium, titanium, scandium and phosphorus. These coalassociated elements are significantly enriched in coal combustion byproduct fly ash because the majority of the main components, carbon and hydrogen elements, being removed. Table 1 provides the chemical composition range of the main element oxides in 12 Chinese fly ash samples collected from coal power plants located in Northeast China, Northwest China, Southwest China and Southeast China. It can be seen from Table 1 that the major mineral components of different ashes are similar, but the bulk chemistry of different fly ashes may vary due to the changes of ratios of the mineral components in different coals. The major mineral components in various Chinese coal combustion fly ash are silicates, iron oxides and unburned carbon.Chinese coal fly ash usually contains about 5 to 15 percent of unburned carbon, which are generally chars with irregular shapes and wide particle size distribution. In addition to unburned carbon, XRD analysis of four Chinese fly ash samples from Liaoning, Shanxi, Guizhou and Shandong provinces indicates that the fly ash samples are composed of minerals such as quartz (SiO2), mullite (3Al2O3.2SiO2 or 2Al2O3.SiO2), hematite (Fe2O3), maghemite (gamma form of hematite, ?-Fe2O3) and magnetite (Fe3O4). The mullite and quartz particles are usually present as spherical particles because they are formed by melting clays, feldspars, quartz, calcite and other common minerals in coal during coal combustion. The silicate particles have usually entrapped gas to yield hollow spherical particles because their lower melting point facilitates gas entrapment.The iron oxides are usually spherical also. The magnetite (Fe3O4) is derived from pyrite (FeS2), hematite (Fe2O3), siderite (FeCO3) and limonite (2Fe2O3.3H2O) in the coal. Maghemite (?-Fe2O3) is formed by dehydration of the mineral hydrohematite (?-FeO(OH)) and/or oxidation of magnetite (Fe3O4) during coal combustion. Maghemite (?-Fe2O3) and magnetite (Fe3O4) are strongly magnetic, so they are recovered from Chinese coal fly ash and widely used for coal processing in China (Fan et al., 2005, 2000)."

Good morning, it is truly an honor to have been invited to speak before you today Before I begin my update on MSHA's activities, I?d Like t o quickly say a few words about the American mining congress and its mission in Washington, AMC is a national trade association representing most of the producers of the nation's metals, nonmetals and coal, we also represent the manufacturers of mining equipment and supplies and the financial and consulting institutions which service the mining industry. It is the diversity of our representation which gives us our greatest strength in our petitioning efforts, the administration and the members of congress know that an AMC position is the result of the careful consideration of a vastly diverse group of mining concerns. Our president, Al Overton, perhaps has the best description of AMC when he speaks of us as "the mining industry's eyes and ears and its collective voice in Washington."

Fluid flow phenomena and therefore the flotation efficiency of air-sparged hydrocyclone (ASH) flotation are strongly dependent on the operating and design variables such as air flow rate, slurry flow rate, underflow and overflow opening areas, percent solids in the feed, reagent levels, particle size, ASH length, etc. Time-averaged multiphase flow characteristics, as deter-mined by x-ray CT and described in a previous publication, are used to understand and explain the steady-state ASH flotation of quartz. A detailed parametric study of quartz flotation by a nominal 2-inch diameter air-sparged hydrocyclone (ASH-2C) revealed the influence of these variables on the flotation response which is discussed in terms of the multiphase flow characteristics. Thus, a phenomenological description of quartz flotation has been established to assist in the further development and utilization of the ASH technology.

The Zarafshan/Newmont Joint Venture operates the Muruntau heap leach project, located in the Kyzylkum desert of central Uzbekistan. The mine produces more than 12.4 t/a (400,000 oz/year) of gold from low-grade oxide ore stockpiles adjacent to the Muruntau open pit. It is op¬erated by the Navoi Mining and Metallurgical Combine and is one of the largest gold resources known (Fig. 1). Since commissioning in 1995, total heap leach production has exceeded 21 t (675,000 oz). The joint venture uses four-stage crushing and screening to produce a final product for heap leaching, Merrill-Crowe processing and local refining.

Florida is usually thought of as a vacation State, not a mining State, yet Florida has been the leading producer of phosphate rock in the United States for 85 consecutive years and in 1978 supplied over 80 percent of the national output and over 30 percent of the world's output. It is estimated that the Central and South Florida phosphates contain 412,800 short tons (374,000 metric tons) of U308, that 115,000 short tons (104,000 metric tons) of U308 will be contained in the wet-process phosphoric" acid procsssed in the United States through the year 2000, and that 54,000 short tons (49,000 metric tons) of U308 will be available from Florida. In 1978, two companies in Florida and one in Louisiana went on-stream recovering uranium oxide from wet-process phosphoric acid and three others started construction of U308 extraction facilities. These six companies will have the capacity to recover 2,137 short tons (1,900 metric tons) of U308 annually in 1980, which will account for about 15 percent of our domestic requirements.

In designing very large excavated slopes which are becoming increasingly common in both mining and civil engineering projects, the most important decision of the engineer is the selection of a slope angle. The purpose of the geotechnical study of the slope is to ensure reasonable stability of the slope in the most economical way. Because the rock mass composing each slope is unique, there are no standard solutions for slope stability analysis. A practical solution is formulated from the basic geologic data, engineering properties of the rock, geometry of the slope, and ground water observations. Stability analysis consists of analyzing the forces causing and resisting slope failure. There are several methods of slope stability analysis. The limit equilibrium method evaluates the overall stability of the sliding mass just on the verge of slip, using some or all of the three equations of static equilibrium of a plane problem. The stress-strain relationships of the rock mass are not considered. Method of analysis include the assumption of the shape of the slip surface. Peterson (10) introduced the Swedish method of analysis in 1916, which is based on cylindrical sliding surfaces. Fellenius (4) in 1926 extended this method and introduced the method of slices. This method was refined by Bishop (I) in 1955 and later used by Morgenstern and Price (8) in 1965. In many cases layers of extremely soft strata or strata weakened by neutral stress cause failure to take place by translation along plane of weakness instead of by rotation on a circular surface. In this paper, a slope with a horizontal layer of weak meterial is selected for analysis. This is a usual case for open pit lignite mines where lignite seam may be non-cohesive and 'weaker than the overburden rock or a soft clay layer underlies the seam. It is also a common case of rock fill dams supported on a foundation stratum of clay where the strength of the clay layer is less than that of the rock fill. It is shown that utilizing this method, the location of potential failure surface and the value of the minimum factor of safety can be calculated directly and the trial computations of factors of safety for a number of assumed failure surfaces are not necessary.
