Computer programs developed as part of the PROSPECTOR project at SRI International can indicate where the highest grade hypogene copper occurs in porphyry copper prospects. The programs are useful in selecting drilling targets in untested porphyry deposits. Because of mineralogic, structural and lithologic variations in porphyry-type deposits, three distinct computer programs have been constructed; however, this paper considers only the stockwork type in homogeneous rock (similar to the Lowell and Guilbert model). The programs represent models in the form of inference networks that utilize the mineralogic, alteration, lithologic, structural, geochemical and geophysical data normally collected prior to a drilling decision. One example of an application of the PROSPECTOR program for a stockwork-homogeneous porphyry is given: Island Cooper in British Columbia. Computations based on the surface geologic, geochemical and geophysical data for Island Copper clearly disclose the best hypogene grade of the deposit. Other deposits were tested in the programs as well, and in each case PROSPECTOR programs indicate the region with the highest hypogene grade.

In the late 1980s and into the 1990s, the Mountain Pass Mine in California produced about 40 percent of the world?s rare earth elements. At the height of this production, the facility produced up to 54 L/s (850 gpm) of saltwater that was piped to offshore holding ponds where the water was evaporated. In 1998, following a series of waste water pipeline breaches, separations activities were suspended, reducing the Mountain Pass site to just the openpit mine and mill. The environmental concerns were addressed and the affected areas have since been remediated. However, in the years following the breaches, 97 percent of the world?s production of rare earth elements moved to China. By 2011, Molycorp, and the Mountain Pass Mine, had rebounded from the difficult times and were once again in a position to become a significant player in the rare earth industry.

The discovery of the Prudhoe Bay field temporarily reduced interest in the development of coal conversion processes, but interest is being re¬newed by the current energy crisis. According to M.A. Wright, Chairman of the Board of Humble Oil and Refining Company(l), the reserve in the Prudhoe Bay bield has been confirmed to be about 10 billion barrels. At first glance this appears to be an extremely large reserve which will eliminate supply problems for the United States for some time. This feeling of security is lost when one realizes that by 1980 the world will consume the reserves of a Prudhoe Bay or a Libya, or Venezuela in less than a year, based on the recent predictions of U.S. and world reserves made by Eastman-Dillon, Union Securities Company(2). Recent forecasts of U.S. demand and source of supply made by Kenneth E. Hill of Eastman-Dillon are shown in Figure 1. This forecast shows a decline in domestic supplies (excluding Alaska) after 1973, with the total domestic supply leveling off in 1975 at about 13 million barrels per day. Since the predicted demand increases from about 14 million barrels per day in 1970 to about 20 million barrels per day in 1980, about 35% of domestic consumption must come from imports or non-conventional sources by 1980. More imminent is the shortage of low sulfur fuel oil which has been created by the new, tough air pollution regulations that are basically legis¬lating eastern coals out of the market. As an alternate to importing large quantities of low sulfur fuel oil or importing and desulfurizing regular fuel oil, one of two domestic solutions is possible: stack gas clean-up or solids fuel pretreatment. Stack gas clean-up may be the cheapest approach for old installations, but fuel pretreatment has real advantages for new installations. It all started with the National Environmental Policy Act of 1969, which establishes that Congress is committed to restore and maintain environ- mental quality. It directs all federal agencies to identify and develop methods and procedures so that environmental parameters and values will be given equal consideration in the decision-making process, along with economic and technical parameters. Section 102 of the Act directs, among other things, that all agencies will submit a detailed statement on: (1) the environmental impact of the proposed action, (2) any adverse environmental effects which cannot be avoided should the proposal be implemented, (3) alternatives to the proposed action, (4) the relationship between local short term uses of man's environment and the maintenance and enhancement of long term productivity, (5) any irreversible and irretrievable committments of resources which would be involved in the proposed action should it be implemented. Passage of this act has been followed by other legislation, both federal and state. The Water Quality Act of 1970 puts teeth into the previously existing Federal Water Pollution Control Act by requiring a "certificate of reasonable assurance that the activity licensed will not violate the applicable water quality standards." The Clean Air Act of 1970 requires that the Environ- mental Protection Agency establish national air quality standards, as well as standards for significant new pollution sources.

The observation method is a design optimization approach for the drill and blast method in tunneling. This method includes first identifying the hazard scenarios through site investigation, formulating suitable solutions, obtaining feedback during construction, and finally using that data to optimize the design methods. This paper illustrates the application of the observational method for T-48, a railway tunnel project in the Himalayas. It is a 10.2 km long tunnel with a parallel escape tunnel and 26 cross passages. The use of observational methods in this project optimized the overall tunnel design and considerably saved the overall project cost.

Rare Earths: Understanding The United States complete failure of status and relevance in Rare Earth Oxides, Elements and Alloys. Although rare earth oxides are strategic and critical in their own right, elements and alloys are even more important for the development of "Green Technologies" and advanced weapons systems. America does not have an active domestic source of rare earth oxides. America does not have any Heavy Rare Earth Elemental or Alloy capabilities. The magnitude of this failure continues to become more apparent as the manufacture of REO based electronics and magnetic components moves eastward towards China. China has succeeded in outmaneuvering The United States and the world in its quest to control the Rare Earth Oxides, Elements and Alloys, and the many industries dependent upon REO. Platinum electrodes are not inert as originally thought to be. The reactivity of platinum electrodes can explain their erratic behavior in many electrochemical measurements of metallurgical interest, e.g., in flotation systems, streaming potential measurements, contact-angle measurements, and in leaching systems. The anomalous behavior of platinum electrodes in redox potential measurements in aqueous systems was studied through Eh and pH measurements in water-oxygen, iron-water-oxygen and manganese-water-oxygen systems. Stability relations between Fe++ and Fe(OH)3 and between Fe(OH)2 and Fe(OH)3 were studied to judge the correspondence between experimental and theoretical equilibrium lines. The practicality of redox potential measurements in estimating ferric-ferrous ratios in aqueous systems was investigated along with their suitability as indicators in leaching operations, e.g., the removal of iron by aeration from manganese leach solutions.

In 1910 the United States Bureau of Mines was created. It was the outgrowth of a social problem stemming from the fact that 25,000 men were killed in coal mining accidents for the period 1900-1910. Something had to be done and congress responded to the people's demands by creation of this new regulatory agency. At that time mine operators felt the new agency was too strict but nonetheless new rules were developed and enforced and results were obtained by the industry which reduced fatal accidents to less than 250 per year by 1970.*Social reaction by the general public brought about legislation which created the Federal Coal Mine Health and Safety Act of 1969 This legislation was a direct reaction to the Farmington Disaster. Operators and miners alike said "we cannot operate under this law. It is too strict, requirements are unrealistic, production will suffer, .there will not be any improvement in health and safety, etc." Consider the facts: 1. Health and safety have improved. The 1972 frequency and severity rate was the best ever for the bituminous coal mining industry, Figure 1. 2 .Production per manshift has dropped in underground coal mines. For example, in West Virginia from near 16 tons/m.s. in 1967 to nearly 11 tons/m.s. in 1971-72. However, not all of this loss can be attributable to the Act, but certainly some is. (2) The betterment of the safety of coal mining was a prime motivation behind the coal law and from that standpoint the law has been partially successful, but the loss in productivity has been a real burden to the mine operator. Everyone should recognize that the law says little in regard to production--it only relates to health and safety. Production is management's responsibility.

"INTRODUCTION/BACKGROUND Weakness zones or faults containing clay-rich gouge represent one of the most challenging rock mass conditions to be encountered during tunneling. In Norway, such conditions count for a large part of the rock support costs, and in cases where the rock support has been insufficient, serious instability and cave-in have in many cases been the result. Most commonly, such cave-in has occurred after water filling of hydropower tunnels, but in some cases it has also occurred in tunnels under excavation and in completed “dry” tunnels. To avoid instability, two important requirements have to be fulfilled: 1) The location of the weakness zone and its character have to be identified in time. 2) The rock support has to be sufficient to withstand the loading caused by the zone. An incident which really brought the problems related to swelling clay into focus was the cave-in at the Hanekleiv road tunnel in 2006. Here, rock fall from the roof as shown in Figure 1 occurred unexpectedly about 10 years after the tunnel was completed. Fortunately this happened at a time with very little traffic, and nobody was injured. This incident emphasized the significance of the issue of swelling clay, although it was found to be caused also by gravitational collapse of the clay-rich gouge material of the weakness zone, and not related to swelling only (Nilsen et al. 2007).In this paper, main focus will be on discussing the characteristic features of swelling clay, test procedures which are being used for characterizing swelling clay, and the reliability of the results from testing for use in support evaluation and design in conditions with swelling clay. It is generally well known that swelling clay may cause considerable pressure on support elements, but quantifying this pressure for reliable analysis and design of rock support is still a great challenge."

Introduction Mine sampling determines the practicality of any mining operation. Improper sampling can result in an incorrect appraisal of present production and future potential. Therefore, the mine department in charge of ore-reserve calculations and mine sampling should be overseen by competent and experienced professionals with technical backgrounds qualifying them to produce accurate results. Sampling is a process by which portions of an ore body are collected and analyzed to estimate the average mineral content of the entire ore body. It is incorrect to assume that a large number of samples eliminates any errors in the sampling method. To obtain unbiased samples, proper sample location with respect to rock type and mineralization is just as important. The sampling procedure must yield correct results for the type of mineral deposit, and careful consideration should be given to whether or not the sampling technique has been developed to an extent sufficient to eliminate as much human error and bias as possible. Only after the ore has been mined and milled is the sampling accuracy known. Sampling also provides information about the bulk composition of the ore for mineralogical and metallurgical tests that determine the economic ore-waste boundaries and the geologic trends for exploration. Actual mining plans can be developed from this information to maximize profits. Accurate sampling is critical, and thus must be approached in a scientific manner. Sampling Techniques Sampling practices and techniques are as varied as the mines in which they are used. The method(s) chosen must be tailored to suit the company and mining needs. For instance, tabular uranium deposits, vein gold deposits, and porphyry copper deposits pose special problems in conducting unbiased sampling. The mine geologist or engineer in charge must develop a sampling method, test it in a sample area, and then critically evaluate the results. If the results from the test area are accurate within the economic limits established by the company, they then may be adopted for general use in the mine. Four routine sampling methods are suitable for specific sampling objectives in the daily mine routine: (1) channel sampling, (2) chip sampling, (3) grab sampling, and (4) bulk sampling. The final sampling results depend upon how the four methods are combined to accurately determine the grade of the ore body. When used in conjunction with each other during different stages of mine development, the channel, chip, grab, and bulk sampling methods provide an in-house check or a comparison by which mining methods and sampling procedures can be evaluated. However, the most valid check is based upon the daily mill production. Channel Sampling Channel samples consist of cuttings collected from a groove cut into the rock about 102 mm (4 in.) wide and 19 mm (0.75 in.) deep. Various tools ranging from a 1.8-kg (4-lb) hammer and moil to a pneumatic chisel can be used to cut the sample. Accessibility and rock hardness determine the applicable sampling tools. Before attempting to take a sample, the rock surface must be cleaned thoroughly; the method of cleaning depends upon the amount of mine dust accumulated on the surface or the degree of alteration of the rock surface. Typical cleaning methods 'employ a wire brush, water, or chipping a fresh surface. Next, the sample outline is marked on the prepared surface, taking care to choose appropriate sample loca- tions. After determining the proper sample outline and length, the sample can be chiseled out, catching the rock fragments on a canvas tarpaulin on the floor, in a powder box, in a canvas bag to avoid contamination, or by some other suitable means to capture all of the sample. Vertical veins present a special problem because the drift's back usually is arched, not square. For example, Fig. 1 shows that if sample intervals are measured from A' to D', the length of the sample interval is greater than the true vein width, resulting in an incorrect calculation of the ore reserves. The correct method would collect three samples at A'-B', B'-C', and C'-D', using either actual measurements in the mine represented by A-B, B-C, and C-D or trigonometric calculations to determine the true ore thickness. Then, each sample can be weighted by grade and true thickness for the vein. Channel lengths usually are a maximum of 1.5 m (5 ft), and it is good practice to divide longer samples into smaller intervals according to structures, changes in rock types, or differences in rock hardnesses. The influence of those features on the mineralization then can be determined. Chip Sampling Chip sampling is a variation of channel sampling used when the rock is too hard to channel sample economically or when little variation in the mineral content indicates that this sampling method will yield results similar to those of channel sampling. Rather than cutting a channel in the rock, small chips are flaked off at regular intervals over the entire face or area being the mine. sampled. Care must be taken to assure that the sample is representative of variations in the rock hardness and type. hi^ method is fast and useful in preliminary evaluations, but it should not be used for quantitative ore-reserve calculations. Grab Sampling Grab sampling is a fast method for double checking either channel or chip-sampling procedures, and, in some instances, mine production can be estimated from carefully taken grab samples. Grab sampling takes equal amounts of material at selected intervals over a mine dump, a muck pile, or from an ore car to estimate its Channel Sampling mineral content. Generally, this method is not considered reliable. Many independent variables can affect this type of sampling process. Everyone forms his own mental picture when the subject of copper is mentioned. To an architect, copper is a warm, enduring metal with a quiet beauty; to the historian, man's first metal; to the product engineer, the best electrical and thermal conductor of all commercial metals; to the investor, a volatile stock; to the speculator, the daily price quotation; to those in the mining industry, the challenge of producing copper for rising needs in the face of rising costs and lower grades of ore. At this meeting, we will look upon copper as a key raw material in industry, in national defense, in technology, in world trade, and as a principal commodity in the economies of several developing countries. As miners, and most of us here are miners, we are prone to view our role as suppliers of copper. We locate, mine, smelt and refine the metal. In the complexities of today's world, however, following a period of the longest domestic copper strike in history which caused critical world-wide shortages and widely fluctuating prices; it becomes necessary for all of us to concern ourselves with the whole spectrum of copper affairs -"from mine to consumer " But first we need to look at the miner's side of the picture -- capacity and production. We will examine these functions in terms of the whole world -- not simply the free world. Nature did not endow all regions of the earth equally, and copper in world trade has a way of ignoring political boundaries. Science and technology, as well, know no national boundaries. It is said that the "Engineering & Mining Journal" has as many readers in the Communist World as in the Free World. Nor is this a one-way street. We presently have available to us in the. U.S., cover-to-cover translations of many Communist World mining and metallurgical journals.

This paper examines the relevant theory, experience, and past practices relating to development mining near gas or oil wells. It addresses setback distance for both coal and stone room-and-pillar mining. This study also involved a review of accident reports involving well interceptions and downhole well surveys. It provides technical considerations for decisions regarding safe setback distances for development mining throughout the United States. The study’s scope is limited to mining near active or inactive (i.e., non-producing, abandoned or inadequately plugged) wells with known surface locations.

As one of the more important Industrials Minerals, gypsum occupies a significant place in the economy of the United States, particularly in that segment which can be loosely called the Construction Industry. For many years, products made from gypsum have been a major building material, and the usefulness and versatility of these products is such that their widespread use is expected to continue. In 1968, according to U.S. Bureau of Mines statistics, the value of all gypsum products sold in the United States was 405,000,000 - and although this value has dipped from the 1964 high of $ 432,000,000, it is expected to trend upward in the next few years to equal and surpass this figure as the construction industry recovers from its current squeeze of "tight money" and high interest rates. There are many factors to be measured in determining the potential value of any mineral deposit, and how it might fit within its particular industry. What, then, are the qualities which a gypsum deposit must have in order to profitably participate in the four hundred million dollar plus business which is the gypsum industry? First let's consider the geology of gypsum, the geographic distribution of deposits, and the more important factors such as size, grade, capital requirements, and operating cost. Then, an understanding of the uses of gypsum, various types of products, and location of markets would be helpful, along with such other factors as the structure of the industry, price trends, etc.

Events of the mid-1970's have materially affected US coal production and transportation by railroad. Coal, as a replacement or substitute for petroleum fuels, has been hauled in significantly increased tonnages. Concurrent with the new demand, the railroad regulatory environment has undergone major changes, especially in "deregulation" activity. Those two events have produced considerable Litigation regarding coal rates. This paper discusses the factors involved with railroad rates and topics such as revenue adequacy, Ramsey Pricing, stand-alone cost, and differential pricing. In addition, an update on the western railroad merger situation and the implications for coal transportation are presented. The paper concludes with an evaluation of the current regulatory climate and future prospects.

This paper describes some of the unique features in mining, milling and water treatment operation at Grey Eagle. In addition, major start-up problems in the mill and water treatment plant are discussed along with measures taken to correct these problems.

Just a few years ago my company was referred to as the Marion Steam Shovel Company. We still make shovels, both two and eight crawler types. The eight crawler stripping shovel appears to have been replaced by the walking dragline for overburden removal and in some cases for the mineral as well. The walking dragline appeared in the coal fields in the early 1930's. It owes its popularity today to the fact that it can cope with overburden depths in excess of 100 feet and with blasted sedimentary rock, all at an 0 & 0 cost of ± 10¢/BCY.

"The kinetics of leaching of a saprolitic ore from Indonesia by citric acid solution under atmospheric pressure was investigated. An examination of the effects of leaching temperature, citric acid concentration, pulp density and ore particle size on the dissolution rate of nickel found that they all had significant influence on the rate. The highest nickel recovery (95.6 percent) was achieved under the leaching conditions of ore particle size of 212-355 microns, citric acid concentration of 1 M, leaching time of 15 days, pulp density of 20 weight/volume percent, leaching temperature of 40°C and shaker speed of 200 rpm. The shrinking core model was found to be appropriate for describing the leaching kinetics of this ore in citric acid solutions at atmospheric pressure. The experimental data were well interpreted by this model with rate of reaction controlled by diffusion through the solid product layer. Using the Arrhenius expression, the apparent activation energy for nickel dissolution was evaluated as 12.38 kJ/mol. Finally, on the basis of the shrinking core model, a proposed empirical kinetic model for the leaching of nickel from this Indonesian saprolitic ore was expressed as a mathematical model, which was verified as consistent with the observed experimental results.IntroductionIndonesia has some of the world’s largest nickel laterite reserves and was the largest producer of nickel – in the form of nickel lateritic ores – in the world in 2013 (Merchant Research and Consulting Ltd, 2014). However, only high-grade saprolites are processed in Indonesia using pyrometallurgical methods to produce ferronickel and nickel matte. Lower-grade saprolites and limonites are removed, becoming waste or overburden in mining site areas. Hydrometallurgical methods, involving either chemical leaching or bioleaching, are now seen as the most important technologies for treating nickel laterites in the future because of their advantage of not only extracting nickel and iron but also other valuable elements. In addition, hydrometallurgical methods consume less energy and have lower capital and operational costs. Although they are recognized to be more suited to limonites, some researchers have studied their use in the extraction of nickel and other metals from saprolites (Guo et al., 2009; Lu et al., 2013). Hydrometallurgical processes for the extraction of metals, especially nickel, promise to be meaningful alternatives to pyrometallurgical processes to primarily treat low-grade saprolites for which pyrometallurgical processing is not favorable"
