During Hurricane Harvey over 60% of the 39 WWTPs, including the low-lying 25 MGD Sims North WWTP, and one third of the 382 lift stations owned and operated by the City of Houston were flooded resulting in extensive facility damage, loss of service and uncontrolled release of untreated wastewater into bayous and creeks. In response, the City has embarked on an effort to improve system resiliency by consolidating at-risk facilities with a network of deep sewer tunnels. These tunnels will provide secondary benefits to the collection system of augmenting the capacity of the existing 6,000 miles of sewer mains and lowering the collection system profile in poor performing areas. Investigations on the cost to mitigate the flood damages by raising the liquid stream processes at the Sims North WWTP is estimated at nearly $450 million. Instead of spending $450 million to raise the plant, the funds will be directed to providing a more robust and resilient wastewater system for the Sims basin area of Houston. The backbone of this new system is a 4.5-mile-long, 110 inch diameter deep gravity sewer tunnel that will convert a system heavily reliant on distributed lift stations to a majority gravity system with a deep consolidated lift station at the Sims South WWTP. This will also allow the City to address the flood prone infrastructure at Sims North and consolidate its operations into a single permitted outfall for this collection system. This approach is the outcome of a team effort focused on maximizing system resiliency and sustainability for the next 100 years. By thinking outside the box, the City of Houston will not only mitigate the flooding risk at Sims North WWTP, but also solve regulatory and operational challenges throughout the sewershed and deliver a winwin on multiple levels.

Geological Aspects of Ore Reserve Estimates of Pine Point District Zinc- Lead Deposits, N.W.T. Zinc-lead ores of the Pine Point District, Northwest Territories, Canada are hosted in paleokarst cavities within a Middle Devonian carbonate barrier complex. Of the nearly 100 deposits found, most are irregularly distributed along two main regional stratigraphically controlled trends. The ores, which occur predominantly as open space filling, form deposits most of which average one million tonnes in size with an average grade of 10% combined zinc plus lead. Geological features related to karsting control not only distribution of deposits but also their shape, size and grade. The higher grade ore in these deposits generally occurs in a relatively small core area. Consequently, accuracy of reserve estimation is dependent on drill hole density and understanding of karst geometry. Several case examples will be reviewed to demonstrate the relationship between shape, size and grade of deposit, geological reserves and drill hole density, along with a discussion of geological ore reserve estimation methods.

Performance of tunnel boring machines - usually expressed in terms of penetration per revolution - is determined by relations between machine thrust and torque, head diameter and rock strength. It can be shown that for a given machine power and head diameter there is only one rock strength at which the machine performs optimally. In weaker rocks the available torque limits performance and in stronger rocks, the available thrust. Performance data shows that, historically, machines have been designed to cut weaker rocks. Optimization of thrust is required to improve performance in stronger rocks.

How does SME-AIME cope with profound changes in technology, markets - and most importantly - in employment patterns facing its membership today? This is the question that prompted the Society's Board of Directors to appoint a Long-Range Planning Commission (LRPC) (see ME, Feb. 1984, pp. 118 and 128). This is also the question addressed most particularly by the LRPC's Scope Committee. The Committee started its deliberations by asking such basic questions as "Who are we?" and "What is our business?" The Scope Committee then reviewed the findings and recommendations of other more specialized committees to develop and integrate their concepts of the Society's business for the next 10 years. The policy-making suggestions of the LRPC were reviewed and acted upon by the Board of Directors at its open meeting in Los Angeles on Feb. 26, 1984. At the Oct. 23-26, 1984 SME Fall Meeting in Denver, the Board will again review LRPC recommendations. In answer to the question "Who are we?" the Scope Committee proposed description, which was accepted by vote of the board of directors: . . A technical and professional organization that consists of individual members, namely those mining engineers, metallurgists, geologists, earth scientists, economists, managers, educators, and other professionals concerned with all facets of exploration, production, distribution, and using of mineral commodities. "These mineral commodities include all metals; industrial minerals, including construction materials and fertilizers; coal, oil shales, tar sands, and other mined fuels. Among the earth's mineral resources, only wellpumped oil and gas lie outside the Society's specific purview. "Traditionally, SME members work in the fields of engineering, technology, exploration and discovery, development, construction, mining, quarrying, beneficiation and processing, handling and transport, equipment manufacturing, sales and marketing, data processing, safety, land reclamation, environmental protection, taxation, administration, and management of these elements. "Members practice their professions in industry, in universities and research institutions, and in government. They may be operators, manufacturers, sales persons, contractors, consultants, analysts, researchers, educators, advisors, regulators, or members of supporting staffs. "The members of the Society are leaders in dedication to their crafts, in innovation, and in the pursuit of excellence. Among their numbers they count the most distinguished of engineers, applied scientists, and managers. "The Society is based in the United States, is active on a worldwide basis, and is open to nationals of any country. Certain qualifications must be met for attaining and maintaining membership." Tunneling requirements are presenting designers with greater challenges. The design and construction of the 2000-ft long unidirectional twin highway tunnels for the approach to one of two bridges of the Louisville-Southern Indiana Ohio River Bridges (LSIORB) Project is no exception. Excavation under low cover, beneath an historic site, with each tunnel of 70-feet wide and 50-feet high dimensions will set precedents for US highway tunnel excavation size. To investigate ground conditions to supplement final design of the highway tunnels, an exploratory tunnel excavated through karstic limestone and shale will be located within the confines of the proposed final alignment. With the LSIORB Project, Jefferson County, Kentucky and Clark County, Indiana will have improved cross-river mobility between them. The Indiana Department of Transportation (INDOT) and the Kentucky Transportation Cabinet (KYTC) are developing the LSIORB Project jointly, in coordination with the Federal Highway Administration (FHWA). Section 4, one of six sections, as shown in Figure 1 is the East End Kentucky Approach and Connections to I-265. Key elements of Section 4 are the twin three-lane highway tunnels under the historic Drumanard Estate. The property is located on the north side of US Highway 42 (US 42) at the intersection with the Gene Snyder Freeway (also KY841) as shown in Figure 2. One aspect of the project consists of the excavation of an Exploratory Tunnel along the southbound alignment tunnel. At the time of preparation of this paper, KYTC has not awarded the Exploratory Tunnel Contract. This paper will focus on the planned geotechnical investigation program that will occur during excavation of the exploratory tunnel and how the design of the twin highway tunnels will incorporate the findings to achieve an innovative and efficient configuration.

"This presentation aims to serve as a primer on conservation, research and regulatory organizations interested in the environmental impact of deep-sea mining. It will also consider a recent, early-stage proposal for an experimental SMS mining operation aimed at increasing our understanding of mining impacts and ecosystem recovery.Over the past 5 years, as deep-sea mining has been moving closer to reality, it has attracted growing attention from deep-sea biologists, conservation groups and operators of deep-sea research vehicles and observing systems. Several new international research organizations have emerged that have a direct interest in deep-sea biodiversity conservation, and the environmental impact of ocean mining. These include INDEEP, which evolved from the 10-year Census of Marine Life program, the Deep Ocean Stewardship Initiative that has recently hosted several high profile international meetings, and the VentBase forum of academics, industry and regulators that aims to develop environmental best practices and informational documents for all stakeholders involved in Seafloor Massive Sulphide (SMS) mining. InterRidge, currently hosted by China, represents a decades old partnership of deep-sea biologists and economic geologists who discovered the more than 100 known hydrothermal vent fields and SMS deposits on midocean ridges and in other settings of seafloor volcanism. In 2012 InterRidge formed an industry liaison group to examine how the mid-ocean ridge researcher community could contribute to the development of environmentally responsible practices for the exploration and exploitation of SMS deposits. While initial meetings with industry were promising, InterRidge members are currently debating the relative merits of sharing exploration know-how and understanding of vent ecosystems with industry, against the need to maintain their independence as stewards of deep-sea ecosystems."

Vision 21 is a government/industry/academia cost-shared partnership to develop the technology basis for integrated energy plants that will, early in the 21stcentury, result in the deployment of ultra-clean plants that produce electricity and “opportunity” products. Vision 21 plants will use fossil fuel feed-stocks in combination with other domestic resources, e.g., biomass, municipal waste, and petroleum coke. Opportunity products could include transportation fuels, steam, high-value chemicals, synthesis gas, and hydrogen. Performance targets for Vision 21 plants, example plant configurations, and the key technologies that will be needed are described.

"Federal regulations require the installation of refuge alternatives (RAs) in underground coal mines. Of the in-use RAs, over 95% are mobile RAs with the remainder being built-in-place (BIP) RAs. Heat/humidity buildup has been one of the major concerns with mobile RAs. For BIP RAs, however, there is a lack of in-mine heat/humidity test data to determine the extent of heat and humidity buildup. To quantify heat/humidity buildup in BIP RAs, the National Institute for Occupational Safety and Health (NIOSH) performed a series of heat/humidity tests on a 60-person BIP RA with and without a borehole air supply. At various times during the year, tests were performed with cooled, heated, or unconditioned borehole air to examine how various outdoor temperatures may affect the thermal conditions inside a BIP RA. The results show that the air supplied to a BIP RA may require heating and cooling, depending on the outside air temperatures and the temperature of the mine. For example, during tests with an external ambient temperature above 70°F and a humidity that reached 90 %RH, providing 55°F dew point air was able to keep the internal apparent temperature below the mandated 95°F. Results for each test case are presented. INTRODUCTION The Mine Safety and Health Administration (MSHA) has required the installation of refuge alternatives (RAs) in underground coal mines since 2008 [1]. MSHA requires that RAs provide an environment with breathable air for entrapped miners for a 96-hour period. Heat buildup inside an occupied RA is a serious concern. Without a means to dissipate the heat and humidity generated by the occupants and the carbon dioxide scrubbing system, the temperature and humidity inside RAs could lead to severe discomfort or heat stress depending on the mine ambient temperature before and during occupation of the RA. In its 2006 report, the West Virginia Mine Safety Technology Task Force recommended an apparent temperature limit of 95°F for RAs [2]. In 30 CFR 7.504, MSHA specifies a maximum apparent temperature of 95°F inside an occupied RA [3]. The apparent temperature is calculated using both air temperature and relative humidity [4]. To determine if their RAs meet the apparent temperature limit, RA manufacturers have been performing 96-hour-long heat and humidity tests in laboratories. During these tests, a heat input of 117 W (400 BTU/hr) per person is used to represent the metabolic heat of a single miner [2]. The heat generated by the RA’s carbon dioxide system is also accounted for in testing. To account for this heat, 50 W (170 BTU/hr) of heat per miner is used for a lithium hydroxide scrubbing system, or 30 W (100 BTU/hr) of heat per miner is used for a soda lime scrubbing system [5]. In these tests, air velocities around the RA are minimized to represent the worst-case scenario of an interruption in mine ventilation that might occur in a mine disaster."

The Rapidex continuous drill and blast tunneling concept utilizes a unique spiral blasting pattern that permits efficient performance with relatively small single shots, while at the same time directing major blast fragments at right angles to the tunnel axis. The concept's self-shielding geometry permits the design of a lightly shielded machine that can stay at the tunnel face firing frequent small blasts to provide rapid, virtually continuous advance. This paper describes Phase III of the development program (supported under Bureau of Mines contract H0252047) in which the "front end" of the machine?drilling loading, and shooting components, together with the shield--was fabricated and field tested underground at the White Pine Copper mine, Michigan. One of the major accomplishments of the Phase III effort was to develop a fully remote controlled loading and initiation system in which explosive slurry is pushed, through a hose into the blasthole by a small water-driven piston carrying the blasting cap. The cap is ignited via an induction coil just prior to entry into the borehole, after which a delay permits complete -withdrawal and shielding of the loading hose. The ultimate objective of the present Bureau-sponsored program is to evaluate the feasibility of mechanizing hard rock mining operations, such as development to a point where drilling, loading, shooting, and mucking can proceed simultaneously and result in increased productivity.

A large underground cavern with dimensions of 25m × 175m × 49m (W×L×H) was excavated in sandstone and siltstone to house 4 units of hydropower generator and was completed in 2000. In feasibility study stage, the property of the siltstone which governs the ceiling of the cavern was questionable due to slaking phenomenon. Parameters on rock properties for design were back calculated from actual ground response measured from a trial excavation. For safety of construction, comparison between prediction and actual ground responses during excavation had proceeded. The prediction was provided by means of PHASES and PHASE2 software and the actual rock response was detected by the provided monitoring system.

This report discusses U.S. Bureau of Mines' research involving modem vehicle position determination techniques in surface mining. The applications would include haul trucks, power shovels, and drilling rigs. Accurate position determination of these vehicles in near real-time is expected to result in safer and more efficient mining operations. The requirements for a vehicle position monitoring and warning system were determined. After screening several concepts, the global positioning system (GPS) and a radar positioning system were selected for further evaluation. A state-of-the-art GPS receiver was taken to a surface mine to assess the feasibility of receiving the satellite signals. A state-of-the-art radar positioning system was evaluated with regard to accuracy.

Gentlemen; Rainy day in Upper Michigan, a good time to catch up on reading. Am doing that, and have a couple of questions concerning the K and P paper on roof problems and supports. I wonder if the authors can enlighten me. The compressive strength of the coal was reported as 4.4 MPa (633 psi) and compressive stresses measured in the coal seam were reported at around 27.6 and 48.2 MPa (4000 and 7000 psi ). Can such a soft coal actually contain such a high level of stress? Can it be measured as if the material were elastic, or does the coal behave plastically? Can that stress level be confirmed with hydraulic load cells? And if the coal is so soft, and if it is plastic, why is the stress field not hydrostatic? The intact roofrock appears to be unusually strong, with compressive strength reported at around 145 MPa (21,000 psi), and some failures were noted as soon as the rock was exposed. Further, on page 246, "The first area of study was the Josephine peridotite, now identified as an ophiolite terrane, located in northern California and south-western Oregon (Fig. 3). Here, it was felt that we could test the models shown in Figs. 1 and 2 and, if successful, expand the model and test it in other chromite districts in the US and around the world." My comments refer only to chromite deposits in Europe and the Middle East. First, I question that may chromite deposits occur in the idealized ophiolite section shown in Fig. 1. Second, although some podiform deposits (referring to morphology) have been important (Guleman, Turkey, for example), the stratiform deposits are of greater importance in tonnage and frequently grade. Examples include Nada, Yugoslavia; Bulqiza, Albania; Xerolivado, Greece; Saranovsk, Russia; and Abdasht, Iran. Reply by J.C. Wynn Mr. Hillebrand raises two issues that deserve a serious response. One issue is basically subjective and the other is ultimately political. First, the question of where (and how many) podiform chromite deposits are found in the idealized ophiolite section of Dickey (1975). The Dickey model is still perhaps somewhat controversial (Panayoutou, 1980), but our experience in the Josephine ophiolite of northern California (Wynn, 1980; and Albers, 1983) shows that the model works well there. Virtually all the chromite is found in dunite lenses in the tectonite peridotite (harzburgite). Since there are few complete ophiolites exposed in the world, the model will probably never satisfy everyone. The degree of acceptance is a function of any individual's subjective experience. Second, it is well known that stratiform chromite contributes more than 95% of the chromite reserves presently known in the world, and it could be reasonably argued that there is no point in exploring for or exploiting podiform deposits further. The title of the paper, however, was in part 'strategic minerals geophysical research'; chromite is considered a strategic and critical mineral of the US and many other industrialized nations. Stratiform deposits in South Africa and Zimbabwe account for most of the chromite reserves in the world. Unfortunately, experience in modern times with substantial price fluctuations and even resource cartels dictates the wisdom of identifying and maintaining a national chromite reserve, irrespective of the cost. An improved exploration methodology is an essential element in this strategic objective. Ground falls in U.S. underground coal mines can lead to significant consequences, including loss of life, injuries, damaged equipment, and production stoppage. Improving the safety of the workplace is of utmost importance for mine workers and the U.S. economy. The Mine Safety and Health Administration (MSHA) accident/injury/illness dataset provides short narratives for reported incidents, including ground-falls. The main objective of this study is to develop a framework that includes: 1) utilizing machine learning algorithms to categorize ground-fall incidents from narratives based on the main cause of the occurrence and 2) demonstrating an example of a user-friendly visualization to display injury/fatality trends from narratives in U.S. coal mines between 1983 and 2021. The developed framework was tested on a subset of the data and achieved an average F1-score of 96% in categorizing the incidents. The outcome will help identify areas requiring additional research and innovative solutions to reduce severe occupational hazards.

There are many different machine setup parameters and variables that affect the production of cone crushers in a mineral processing plant. One of these variables is the eccentric speed at which the cone gyrates. In June 2012, pilot tests were conducted on a 200 hp high speed cone crusher to determine the production and operating conditions over a wide spectrum of eccentric speed. Every plant will have variations in the ore characteristics and feed rates throughout the life of the mine, and at times throughout a single shift of operation, which result in non-optimal use of the crushing energy and inconsistent process control. For high speed cone crushers, the crusher will exhibit a different capacity, power required, and discharge size distribution as the speed ranges over the design limits of the machine. This study documents the measured variation in production and energy efficiency both when the crusher was ran at full capacity as well as when the feed to the crusher was not sufficient to run at full capacity. Overall, the results match theory and the capacity and power fluctuated by 25% and 17%, respectively, over the speed range when operated full while there was an overall trend of slightly coarser discharge size distribution as the speed decreased. The results with the fixed feed rate were more telling, as the crushers had 4-14% higher production when making a theoretical minus 12.5 mm product when operating at the optimal speed as compared to the worst speed in the ?typical? speed range for this application. Secondary analysis of the fixed tonnage testing also showed that the power draw was more consistent with lower magnitude spikes at the higher speeds (higher cavity level), as on average the standard deviation of the power draw increased from 7% to 18% and the peak power spikes from 20% to 48% over the speed range tested. The findings lay groundwork for more efficient plant design. Varying the speed of the crusher can be used to tune the crusher speed during commissioning, adapt to changing ore conditions over long periods of time, or be used as a dynamic input into an advanced control system. Each action above would serve to make the crusher(s) more productive and more energy efficient, and would also have mechanical benefits for the machine. The abstract discusses the importance of predicting fire response time (the time before conditions become untenable for firefighters) in underground coal mines. It introduces a data-driven approach using artificial neural networks (ANNs) to predict response time and fire size based on measurable parameters like CO concentration, mine geometry, air velocity, and time since fire detection. The approach was tested using simulations from fire models (FDS and FSSIM), showing promising results for real-time predictions during mine fires.

In some cases, coal barrier pillars must be relied on to withstand high hydrostatic pressures in order to prevent inundation of active mine workings. Such barriers are particularly important in areas, such as parts of West Virginia, where much of the future mining is down dip of mines which have been abandoned, or are currently being worked. Also, where multiple seam mining is conducted, a barrier pillar in one mine may be critical to safety in a mine in a lower seam. MSHA's Coal Mine Safety and Health district offices and the Mine Waste and Geotechnical Engineering Branch of the Pittsburgh Technical Support Center, have recently been involved in the study of barrier pillars in Kentucky, Virginia, West Virginia, Ohio and Oklahoma. In this paper, the factors involved in determining the required width of pillar are discussed, past practices for sizing barriers are reviewed, and related current Federal regulations are examined. In addition, the results of laboratory testing of bottom rock are presented.

Electronic detonators have been in commercial use for a decade, with an excellent safety record. This paper lists known incidents involving electronic detonators. Typical standards required by regulatory bodies for static electricity and electromagnetic fields are reviewed. The performance of some detonators is compared to these standards; in general the minimum standards are easily exceeded. The general resistance of electronic detonators to extraneous electrical energy that can be derived from the body of test results is compared to danger levels for exposure of humans to these energies; it is shown that electronic detonators can safely tolerate higher electrical energies than people can. This comparison includes comparable data for electric detonators, which are shown to be more vulnerable to extraneous electrical energy than people are. Electronic detonators also bring significant safety benefits in blasting due to their testability, two-way communications, reliability, programmability and precision. The links between these attributes and enhanced safety are discussed with examples from actual blasting. Although electronic detonators are usually more vulnerable to extraneous electricity than non-electric initiation systems, the paper shows that the net safety benefit in handling and blasting is in favor of electronic detonators, which are the safest initiation system that has ever been offered to the mining industry.

Despite a present, short-term economic recession, a remarkable enthusiasm exists in Hong Kong for building infrastructure including major tunnel projects. This paper provides details of current and recent bored tunnel works together with an insight into the impressive list of future underground projects planned by the MTRC,KCRC, Highways Department and Drainage Services Department for the next decade. Risks for each of these works including pipejacking, mixed face and rock tunnelling generally in Hong Kong are also identified. From this is evident that the scale and difficulty of such works continues to increase, requiring the use of more sophisticated methods of construction, the need for better methods of assessing and managing risks and for Government to utilize improved, more equitable Conditions of Contract for such major tunnelling projects.
