Airborne dust emission standards are receiving growing attention. This trend is motivated by significant health studies that have shown adverse health effects due to exposure to dust. Currently, the air quality standards are not specific to particles in the nanoparticulate range (<1,000 nm). However, as our understanding of health related matters increases, it is very likely that nanoparticulate standards will be adopted. It was previously believed that typical comminution and material-handling practices could not result in airborne nanoparticulates. However, experimental studies using air monitoring and SEM have verified the presence of nanoparticulates in the air as a result of comminution and material handling. This means that emerging nanoparticulate air quality standards are a real possibility for industrial operations. With this emerging problem facing the minerals industry, effective suppression methods for nanoparticulates should be explored. Systematic studies have indicated that nanoparticulates from silica can be suppressed utilizing hygroscopic reagents such as calcium chloride. This reagent was as much as 93% more effective than water in suppressing silica nanoparticulates.

"Una de las enfermedades más extendidas en la industria minera es la pérdida de audición inducida por el ruido. La exposición de los mineros a niveles de ruido superiores a los niveles de exposición permisibles resulta en la pérdida de audición de aproximadamente el 80% de los mineros del carbón a la edad de jubilarse. En este contexto, el Instituto Nacional para la Seguridad y Salud Ocupacional (NIOSH, por sus siglas en inglés) está realizando investigaciones para desarrollar controles de ruido aplicados a los sistemas de minado de tajeos largos. Este método de minado es usado para extraer la mitad de la producción nacional de carbón subterránea. A partir de las mediciones en campo, se determinó en investigaciones anteriores que los componentes dominantes que generan sonido en el cizallador de un sistema de tajeos largos son los dos tambores de corte utilizados para extraer el carbón. Debido a las dimensiones y complejidad de los sistemas de minado de tajeos largos, el proyecto NIOSH desarrolló un modelo de elementos finitos validado del tambor de corte para utilizarlo en la predicción del sonido generado por este debido a las fuerzas de excitación experimentadas en las operaciones subterráneas. Este mismo modelo se utilizará para desarrollar controles de ingeniería para el ruido del tambor. Las fuerzas de excitación surgen de la interacción de la broca de corte y el carbón, y se transmiten al tambor de corte a través de los sujetadores de brocas. Debido a las condiciones adversas en el frente y la falta de instrumentación aprobada para uso subterráneo, las fuerzas operativas de corte de carbón no han sido evaluadas anteriormente. Para este fin, NIOSH, en colaboración con la Universidad Tecnológica de Michigan, desarrolló una broca instrumentada autónoma con seguridad intrínseca para medir estas fuerzas. Este artículo describe el desarrollo de la broca instrumentada y la medición de las fuerzas operativas de corte de carbón en tres minas. In-situ leaching of uranium by aqueous ammonium carbonate containing oxygen or hydrogen peroxide as oxidant results in the partial dissolution of sulfides. While some of the sulfide sulfur is oxidized to sulfate, a considerable portion is oxidized only to thiosulfate and polythionates. Polythionates poison the anion exchange resin used to extract uranium. At the Palangana operation in southeast Texas, the trithionate ion (S3062-) was found by infrared spectrometry to be the major resin poison. Treatment of ion exchange feed solutions with hydrogen peroxide only resulted in partial conversion of reduced sulfur species to sulfate, and trithionate conversion was particularly slow. Poisoning of the resin also occurred from the ammonium chloride eluant, which built up trithionate because of recycling. This was essentially eliminated by chlorinating the eluant prior to yellow cake precipitation.

Several bauxite residue sands and muds produced by Bayer plants in the U.S. and overseas have been fractionated using dry and wet magnetic separators. The magnetic sand fractions typically contain about 60 wt% iron and the bulk of the radioactivity in this waste. The muds are more difficult to process than the sands, but some fractionation is possible using a combination of flotation and magnetic separation techniques.

This presentation in the open pit session deals with the development of a phosphate rock strip mine by CF Industries, Inc., a company that does not presently mine in the Central Florida Phosphate District. Land acquisition, engineering, financing and environmental permitting activities were begun in early 1975; site preparation, environmental monitoring and dragline construction began in mid-1975. The operation is due on-stream in late 1978. The reserve acquisition, permitting, and financing could each easily be developed into a separate paper of interest. Each, however, has been covered before for other mining ventures with similar capital and environment requirements. For that reason, I have chosen to discuss what CF Industries, Inc. is, why it is entering this new sec-tor of the agricultural chemicals business, and, to keep at least some technical basis, what design modifications are possible when the total mine output is used captively and it is unnecessary to have the flexibility to meet the numerous transportation and customer specification considerations. In an attempt to show the size and complexity of the CF organization, a brief description of existing facilities should help show why the big interest in mining phosphate rock.

"1. INTRODUCTION AND MOTIVATION Traditionally design processes are focussed at creating new tunnels for lowest building cost. But the trend towards sustainable constructions in tunnelling has greatly increased in recent years. A critical subtask of this approach is to realize the potential for optimizing and reducing the life-cycle costs (LCC) of tunnels and their components. To evaluate underground infrastructure projects from an economic point of view is therefore a highly topical subject of public authorities as well as private companies participating in Public Private Partnerships (PPP) projects. Nowadays, in the case of public works contracts, the contracting authorities shall draw up rules not only for the design but also for life-cycle costing. Within the scope of the decision-making process of building a new tunnel, planning the maintenance activities or the refurbishment of a tunnel in operation, the decision-makers need detailed knowledge about the current and future financial conditions of the planned projects and selected sub-measures. But in practice, the initial costs still represent the primary decision criterion in the planning phase, whereas the subsequent or follow-up costs, respectively, are only estimated roughly. Although tunnels are the key components and the most costly parts of the transport infrastructure, only a small number of scientific papers deal explicitly with the calculation of life-cycle costs for underground infrastructure. And in these cases, most authors use as the starting point only the basic form of the Net Present Value method which is known as the frequently applied life-cycle costing technique in building construction. The present study explains the strategic concept of life-cycle costing and its fundamental instruments for operational implementation. It shows the necessity to take into consideration that there are fundamental methodical problems when the life-cycle concept is transposed without modifications from building construction to civil engineering. The paper will discuss in detail some selected associated problems with the net present value method. On the basis of operational and safety related tunnel equipment it is shown, what impact this may have on principle determining the LCC of tunnels. Selected best-practices of maintenance planning for tunnels undertaken by the German Ministry of Transport fill the theoretical approach of the concept with life and give a practical orientation. In particular government authorities but also construction companies are interested parties in modern cost management considerations. The reason for this development is the replacement of aged excisting structures and the advancement of technical standards. The increase in the total numbers of tunnels (Fig. 1) as well as the need for future re-investments in existing tunnels show the overall economic impact and justify the change towards the life-cycle perspective."

INTRODUCTION The first Dispute Review Board (DRB) was utilized on a tunnel project 20 years ago. Increasingly utilized on a wide range of construction projects, DRB&apos;s are becoming the norm on tunnel and underground projects. This paper summarizes the growth in this usage, uses observations and experience to establish that barriers to the utilization of DRB&apos;s are more perceived than real and that many arguments against the DRB concept are not valid, and notes some of the salient elements that should be considered in practice to optimize DRB effectiveness. The purpose of the paper is to provide an annotated checklist for current and prospective users. The basic concept, structure, and operation of DRB&apos;s are described elsewhere and will not be repeated here (ASCE, 1991). DISPUTE REVIEW BOARD USAGE A compilation of Dispute Review Board usage for tunnel and underground projects to January 1994 indicated use on 63 contracts with a cumulative construction value of $3.8 billion and a total of 60 disputes settled. As of that same date, DRB&apos;s were planned for another 63 contracts with an estimated construction value of $4.7 billion. (A listing of these 126 projects is available from the authors.) This success and popularity have spread to other civil projects as well as process and building construction. The increase in DRB usage has been exponential. See Figure 1.

Coal production in the United States in 2008 reached a record level of 1.06 Gt (1,171.5 million st), according to preliminary data from the U.S. Energy Information Administration (EIA) (Table 1). This is an increase of 2.2 percent, or 22.5 Mt (24.8 million st) above the 2007 level and 7.9 Mt (8.7 million st) above the prior record level set in 2006. Although coal production was higher in 2008, U.S. total coal consumption decreased in all sectors for the year. Coal consumption in the electric power sector in 2008 was lower by 0.3 percent, while coking coal consumption decreased by 2.8 percent and the other industrial sector declined by 3.7 percent. The commercial and institutional sector, that had been called the ?residential and commercial? sector prior to 2008, declined by 0.6 percent in 2008. It is the smallest of all the coal-consuming sectors. (Note: All percent-age change calculations are done at the short-tons level.) U.S. coal exports were significantly higher in 2008, while coal imports decreased during the year. Total coal stocks increased in 2008, as some consumers added to their stockpiles. The coal synfuel industry, which grew throughout most of this decade, disappeared from the scene due to the expiration of the available federal tax credits at the end of 2007. The decline in coal consumption during the year was the consequence of slowing domestic economic growth, particularly in the latter half of the year, combined with the weather conditions in 2008, resulting in lower demand for electricity. Preliminary data show that total generation in the electric power sector (electric utilities and independent power producers, including useful thermal output) in the U.S. decreased in 2008. Coal-based generation also decreased, resulting in a 3.2-Mt (3.5-mil-lion st) drop in coal consumed in the electric power sec-tor. The mineral sector is a fundamental part of the U.S. economy. It contributes to the real gross domestic product (GDP) at several levels — basic (mining), intermediate processing, manufacturing of finished goods and construction. The real GDP during 2004 increased by 4.4 percent. The nominal GDP was about $11.7 trillion. Housing starts were up by slightly more than 4 percent for the year. And the nation’s unemployment rate decreased to5.5 percent in 2004 from 6 percent in 2003. Interest rates continued to be low (prime rate was 5.25 percent at the end of 2004) but have risen gradually, following rising inflation.

This paper describes the design and construction of a 22.86 m (75 ft) long jacked tunnel, which was successfully installed, despite difficult mixed face conditions at Metro-North’s Westport Station, in Connecticut in the fall of 2003. The tunnel utilized what is believed to be, the first application of a steel grillage system within the United States. This grillage was installed before the jacking started and allowed the tunnel to be jacked under four live railway tracks, which included the Acela high speed line, without affecting train operations. The clearance between the top of the tunnel and the rails was only 0.9 m (3 ft).

Inflation and burgeoning costs are two among many factors which have generated a new surge of interest in "fringe benefits" (sometimes referred to as "supplementary remuneration" or "supplementary compensation"). Other specialized forms of compensation ("perks", in the vernacular) such as company cars, windowed offices, etc., which also are the subjects of current study, are outside the scope of this paper. For businesses, interest in fringe benefits is based on concern for employees? welfare, compliance with government requirements, and an increasingly burdensome impact on bottom lines. In 1980, according to Fred D. Lindsey in the October 1980 issue of Nation&apos;s Business, employee benefits will cost American employers an estimated $420 billion. To paraphrase Winston Churchill, "some fringes!" Indeed, few if any administrators consider employee benefits as fringes. Employee benefits impact other major areas of a company&apos;s operations as well. As listed by Beadle (1980), these areas include employee relations, collective bargaining, short-term costs, long-range funding, manpower planning, compliance with legislation, taxation for the company and for the employee, corporate image in the community, competitiveness for staff, communications, administration, claims cost containment, etc., etc.

Ilmenite, rutile, and zircon deposits of commercial importance have not been reported to-date from Turkey. However, information from recent reconnaissance activities indicates the possibility of an economically viable heavy-mineral deposit along the Black Sea coast of Turkey in the vicinity of Ormanli, northwest of Istanbul. Consequently beach and sand dune samples were collected from that area for additional analysis. Laboratory methodologies, designed to simulate standard industrial heavy-mineral plant practices, were used to analyze and evaluate the samples. Based on the analyses, and current market needs, none of the deposits in the Ormanli area qualify as a commercial heavy-mineral deposit.

This paper presents research on the environmental impact of digging and loading equipment used in surface coal mining. Environmental impact was assessed through the measurement of equipment exhaust and dust emissions, and sound level. In this study, exhaust emission refers to carbon dioxide (CO2), carbon monoxide (CO), nitrogen oxides (NOx), sulfur oxides (SOx) and volatile organic compounds (VOCs). Dust generation refers to fine particles (PM2.5), inhalable particles (PM10) and total suspended particulate matter (TSP). Sound level refers to the sound pressure level at different distances from the equipment. Modeling of the environmental impact of digging and loading equipment was conducted using the Microsoft Visual Studio.NET software package. This research was a part of a broader project involving the development of a software system for the selection of productive, cost-efficient and ecofriendly mining systems, sponsored by the Appalachian Research Initiatives for Environmental Sciences (ARIES). This research may assist mining professionals in quantifying the environmental impact of digging and loading equipment, and developing strategies for reducing the overall impact of such equipment in surface mining.

Supply and Demand After a dismal first half, the industry saw a marked improvement in its markets during the final six months of 1983. Domestic consumption was 17.6% higher in the second half of the year, primarily due to a surge in electric power requirements. The sharp increase in demand for electric power during the third and fourth quarters afforded utilities the opportunity to lower stocks that had accumulated to record levels during 1982. Consumer stocks were reduced from 179 Mt (197 million st) at the end of June to 153 Mt (169 million st) by the end of the year. That is the largest inventory drawdown on record during a six-month period without a major coal strike. Despite the huge depletion in inventories, coal production in the second half of 1983 rose 1.3% above output in the second half of 1982. However, because of the disappointing first half, production in 1983 totaled only 712 Mt (785 million st), 6.4% less than the 760 Mt (838 million st) produced in 1982. Demand The extent to which the economic recovery affected coal markets in 1983 varied: • total domestic coal consumption increased 4.2%; • electric utility coal consumption increased 5.3%; • exports declined by about one-fourth; • coal consumption at coke plants declined 9.5%; and • coal consumption in the other industrial sectors increased 2.9%. Domestic coal consumption totaled 667 Mt (737 million st) it 1983, 27 Mt (30 million st) more than 1982. Electric utility consumption increased from 539 M1 (594 million st) in 1982 to 567 M1 (625 million st) in 1983. Coal consumption at coke plants declined from 37 Mt (41 million st) to 34 M1 (37 million st). Residential and commercial use increased 181 kt (200,000 st) - from 7.4 to 7.6 Mt (8.2 to 8.4 million st). Electric Utilities: Electric power generation increased 3.1% in 1983. Demand for electric power increased in all major consumer categories. Residential and commercial use rose 2.7% and 3.3%, respectively. The most striking increase, however, and indicative of the economy&apos;s strong upturn, was the increase in industrial electric power use. Industrial power requirements, which declined 9.8% in 1982, rose 4.1% in 1983. The underground industry is challenged by many complex technical and non-technical issues and risks. The most obvious of these are the traditional technical issues that we usually try to address with risk management techniques. However, there are many other non-technical risks that our projects face on a daily basis which we often fail to fully recognize or appreciate. This paper addresses some of the less-technical broad-based risks in order to put them into perspective with the technical risks we face day to day in underground planning, design and construction. The good news is that Risk Management techniques are not always about bad things. For obvious reasons Risk Management is always thought of in terms of the ?downside? of risk (i.e., the identification and mitigation of things that can go wrong). On the contrary, there is an ?upside? of things that might go better than expected. Fortunately, if a deliberate effort is made, the same principles and techniques that our industry uses in Risk Management can be applied toward identifying and quantifying the Opportunities and Benefits that might occur. In this way, the process of conducting risk management programs can not only identify the downside risk but can be used to identify and direct projects to take advantage of the upside of uncertainty (i.e., Opportunities as they arise). This beneficial aspect of risk management programs will be highlighted in this paper together with the importance of the non-technical issues.

INTRODUCTION Behavior of clay soils in response to tunneling is reasonably well understood by reference to the tunnel stability factor NT = Pz/su (Peck, 1969; Heuer, 1974). With this analysis tool, care must be taken to use a value of clay shear strength which represents the actual mass strength, considering such factors as slickensided fissures often found in stiff and hard clays. Behavior of clean sand and gravel soils is also reasonably well understood. Above the water table these soils must be assumed to act as running ground unless they are known to have significant cementation or have a very dense and angular interlocked grain structure. Below the water table they must be tunneled using some form of groundwater control such as dewatering, grouting, freezing, or internal fluid pressure in the tunnel such as compressed air or a slurry tunneling machine. The internal fluid pressure must approximately balance the external water head. Without such precautions these soils behave as flowing ground and may yield large volumes of water flow into the tunnel. A wide range of very fine sand, silty sand, cohesionless silt, and clayey sand soils exist in nature in a variety of geologic environments. The behavior of these soils in response to tunneling, and guidelines for anticipating their behavior, are not well described in the literature. Because of their content of fine particles, these materials may behave as if they initially have appreciable cohesion and moderate to low permeability. They may exhibit significant standup time, and require tunnel internal fluid pressure (compressed air or slurry pressure) less than the full external water head. It is important to be able to estimate the behavior of these soils when planning construction methods. For example, if the external water pressure is 140 kPa (20 psi), but soil stability at the tunnel face can be achieved as a compressed air pressure of 80 kPa (12 psi), a large cost savings may result.

Some aspects of kerosene penetration into tar sand have been investigated. The natural tar sand porosity was measured and used to analyze the performance of the hot water process. Subsequently, pretreatment experiments, using 20 kg tar sand samples (Asphalt Ridge and Whiterocks, Utah), and kerosene as a diluent were carried out at the expected summer temperature (26°C) and the expected winter temperature (-14°C). The natural tar sand porosity accessible by diluent has a crucial impact on the reduction of bitumen viscosity, and influences the penetration time required for successful bitumen separation from tar sand by hot water processing. Thus the tar sand porosity is an important variable which determines appropriate operating conditions. Experimental results indicate that diluent penetration into the Asphalt Ridge tar sand (high porosity) is almost complete after 30 min, whereas for the Whiterocks tar sand (low porosity) the penetration process is much slower, and still not complete after 15 hours regardless of the ambient temperature.

I.H. 635 (LBJ Freeway) was constructed as a loop freeway around the city of Dallas in the late 1960s and early 1970s with a design capacity of 160,000 vehicles per day (vpd). Today’s facility is carrying over 270,000 vpd. To help mitigate community concerns with regard to right-of-way issues, noise, safety, and traffic disruption, the Texas Department of Transportation (TxDOT) is planning a number of significant improvements. The West Section improvements include the construction of managed HOV/Toll lanes. Within this 8-mile section, TxDOT is planning two mined tunnels(1.5 and 1.9 miles long) beneath the LBJ Freeway. The mined tunnels will connect to cut-and-cover box sections in both the east and west directions. This paper presents an overview of the project development from the design schematic, through the geotechnical investigations, into the current design stage. The project is being planned for implementation by use of a Comprehensive Development Agreement.

Slurry pipelines are used in a number of countries to convey processed ore mixed with water over long distances from remote mine sites to ports or plants for further processing. In Egypt and Sudan, numerous mineral resources are scattered in remote areas. Through the years, Egyptian geologists have identified 268 sites for metallic ores and 386 sites for industrial nonmetallic minerals. A large portion of these sites are in the Eastern Desert in an area called the Nubian Shield. Similar sites are found in the Sudan where mining contributes to less than 1 percent of the gross domestic product (GDP). There are three important components of infrastructure needed to develop these resources ? power, water and transportation. While Egypt is able to satisfy 70 percent of its needs in iron ore from the Gadideh Mine in the Western Desert, it needs to expand its other resources to reduce imports heavily sedimented. Dredging of these sediments and transporting them by slurry pipelines would enhance an industry of bricks or agricultural development based on tailings technology often used in mining. This article explores the potential for slurry technology for opening new mines in the desert or recuperating the sediments of the Nile. The technology by itself would be new to both countries and would benefit from collaboration, particularly to de-silt the Nasser-Nubia Lake.

In underground mines worldwide, a large number of short and small diameter slot holes need to be excavated. Herrenknecht has developed and built a new boxholeboring machine based on the well-proven Microtunnellingpipe jacking technology. The innovative Boxhole Boring Machine significantly increases work safety and requires only minimal drift dimensions. The high and consistent production rates that can be achieved result in enormous time savings compared to conventional drill and blast excavations. GENERAL ASPECTS In gold, copper and ore mines ventilation shafts are required to prepare block caving operations, to discharge ore onto the transportation level and to provide evacuation shafts. A high level of occupational safety and efficiency is the main objective when drilling vertical or inclined shafts. The faster and more safely shafts can be constructed, the earlier the actual production in the mine can start or be continued. Mechanized or conventional methods (drill&blast) that have been used to date only partially meet the required safety standards and fail to provide the requested production rates.
