Cable bolts anchored with traditional two component polyester resin cartridges have successfully supported difficult roof conditions in underground mines. Resin cartridges provide a cost-effective cable bolt anchoring system with consistent anchorage performance characteristics when properly installed. The most commonly used cable bolts in the U.S. mining industry are 270 ksi (1,862 MPa), 0.7 and 0.6 inch (18 and 15 mm), seven-strand smooth cable with resin mixing bulbs (also known as bird cages), and 40- and 30-ton nominal capacity, respectively. However, there are other types of cable bolt anchoring systems aside from bird cages. Recently, many questions have been raised regarding the anchorage characteristics of various types of cable bolts. Keystone Mining Services, LLC (KMS), the affiliated engineering company of Jennmar Corporation, conducted a variety of controlled tests developed to closely model actual underground installations. These tests compared the performance of three commonly used cable bolt varieties, including plain, bird caged and indented seven-strand cable. Details of the laboratory testing and comparative analysis of the results are provided.

This paper evaluates the effect of longwall mining on a cluster of unconventional shale gas wells located in a district barrier pillar between a current longwall panel and the future panel north of the barrier pillar. A cluster of 19 unconventional shale gas wells have been drilled and 5 additional gas wells have been proposed in the barrier pillar. The closest gas well is 25.6 m (84 ft) to the current panel tailgate and 26.2 m (86 ft) to the tailgate of the future panel north of the barrier pillar. The rib-to-rib width of the barrier pillar is 57.9 m (190 ft). The distance between the two gas wells across the barrier pillar is 6.1 m (20 ft). The pillars in the current tailgate are on 22.9-m (75-ft) and 32.0-m (105-ft) centers, and the pillars in the tailgate of the panel north of the barrier will be on 22.9-m (75- ft) and 36.6-m (120-ft) centers. The two longwall panels adjacent to the barrier pillar are 475.5-m (1,560-ft) wide. The overburden depth at the shale gas well site is 321.6 m (1,055 ft). This paper analyzes the opinion in Bragg v. Robertson, 72 F.Supp. 2d 642 (S.D. W.Va. 1999), a case which threatens the future of surface mining in West Virginia and which will almost certainly result in new policies or rules that will affect surface mining everywhere. This paper addresses: (1) the jurisdictional bases of the action which relies on the federal surface mining laws to enforce a state mining program; (2) settlement agreements reached in the case that threaten to alter federal policies beyond West Virginia borders; (3) a programmatic environmental impact statement on mountaintop mining being undertaken by the federal government; and (4) an opinion by the Court outlawing excess spoil disposal in intermittent and perennial streams.

Where space is limited, as it is throughout most of the northeastern United States, new construction either takes place high above street level, or below it. In Lower Manhattan, NY both kinds of expansion can be found in abundance. That is good news for the nearly 200 attendees at the George A. Fox Conference, presented by the Underground Construction Association (UCA) of SME at the Graduate Center, City University of New York, on Jan. 30. Among the many projects taking place in Lower Manhattan?s massive trans-formation process, are expansions to the city?s vast underground network of subways and other tunnels. ?New Yorkers either live on the ground or below it,? said keynote speaker Charles J. Maikish while explaining how an attempt to build above street level walkways never caught on in the city. Maikish is the executive director of the Lower Manhattan Construction Command Center. His job is to oversee the $22 billion project that will transform the island by 2010. From the construction of Freedom Tower at the site of the fallen World Trade Center buildings, to the expansion of the Second Avenue Subway, the extension of the East Side Access, No. 7 line, the new trans-Hudson line and numerous waterway tunnel expansions, including City Water Tunnel No. 3, the task Maikish is charged with is a huge one. He is primarily responsible for coordinating the scheduling and staging of the overall rebuilding plan, along with the day-to-day coordination of construction work down-town. He places particular focus on mitigating impacts on the environment and mobility, maintaining and improving access and alleviating congestion of any kind related to construction. At the time of the Fox Conference, there were 59 projects under way in Manhattan. All of those projects need things like concrete and steel delivered to sites in very tight working environments. And some need the equipment in even tighter spaces. ?This is not just about the recovery of Lower Manhat-tan (from the 2001 terrorist attacks) but this is a plan to restore it and to maintain its integrity,? said Maikish. ?I think that is the appropriate response to the terrorist attacks.? When Freedom Tower is completed, it will stand 541 m (1,776 ft) about the skyline. That will be a strong statement to the world about America?s strength. But it is the work that takes place much lower that was of interest to the conference attendees. On this respect, Maikish said Manhattan?s efforts below ground aim to provide relief to the city?s street level congestion and to make sure Manhattan ? already essential to the economy of the United States and the world ? stays current by upgrading the existing telecommunications and technological network while also allowing room for growth in that area.

Occupational noise-induced hearing loss (NIHL) has been recognized by the National Occupational Research Agenda (NORA) as the most common job-related disease in the United States. Roughly 30 million workers are exposed to excessive noise levels or toxins that are potentially hazardous to their hearing. The National Institute for Occupational Safety and Health (NIOSH) Office of Mine Safety and Health Research (OMSHR)is investigating noise controls to reduce operator overexposures caused by haul trucks used in underground metal/non-metal mines. To identify the most significant contributors to the overall sound level, Source Path Contribution (SPC) analysis was conducted. Noise dosimetry and time-motion analysis were also conducted to quantify operator noise exposure. SPC analysis determined that, under high idle conditions, a source near a hydraulic pump mounted to the rear of the engine and the engine cooling fan were the major noise sources. The time-motion/dosimetry analysis showed that the operators accumulated more than 90% of their noise exposures while they were hauling ore to the dump site and traveling back to the load site unloaded.

The Lenox Avenue Reconstruction Project involved the excavation and replacement of 750 m (2,500 ft) of deteriorated subway invert concrete, 5 to 7 m (15 to20 ft) below water table in very permeable ground. The Replacement work was done over an 8 month period, while maintaining track service through this subway section. The project was dewatered with a single 125 l/s (2,000 gpm) wellpoint system,750 m (2,500 ft) in length, which was installed from inside the active tunnel structure and configured to coexist in the subway tunnel with operating trains as well as the construction activities. A thin diaphragm jet grout wall was utilized on one end of the site to cut off the flow of water across a difficult geological interface that was situated immediately below the tunnel invert. The thin diaphragm jet grout wall permitted the large 116th Street Station area to be dewatered completely with well points from outside of the excavation.

The current state of knowledge concerning mesothelioma risk estimates is reviewed. Estimates of the risk of mesothelioma exist for the commercial asbestos fiber types chrysotile, amosite and crocidolite. Data also exist on which to assess risks for winchite (sodic tremolite) and anthophyllite asbestos. Uncertainty in estimates is primarily related to limitations in measurements of exposure. Differences in the dimensions of the various fiber types and of the same fiber types at different stages of processing add a further complication. Nevertheless, in practical terms, crocidolite presents the highest asbestos related mesothelioma risk. The risk associated with sodic tremolite (winchite) appears to be similar. In chrysotile miners and millers, the mesothelioma risk has been linked with exposure to asbestiform tremolite. Exposure to chrysotile in a pure form seems likely to present a very low if any risk of mesothelioma. While the majority of mesothelial tumors result from exposure to the asbestos minerals, there are other well established and suspected etiological agents. While a practical threshold seems to exist for exposure to chrysotile, it is unlikely to exist for the amphibole asbestos minerals, especially for crocidolite. To date there is no indication of an increased risk of mesothelioma resulting from non-commercial fiber exposure in the taconite industry. © 2007 Elsevier Inc. All rights reserved. Ground freezing occupies a unique and important niche in underground construction, fulfilling a geotechnical need that is difficult, or sometimes impossible, to fulfill through other groundwater control and excavation support methods. Where complete groundwater cut-off and in-built ground support are required, and deep excavation is planned or the work occurs in difficult or disturbed ground, ground freezing offers the assurance critical to safe and timely construction. Compared with other groundwater cut-off or excavation support methods, a frozen wall is easily connected to underlying bedrock and will also adhere to adjoining subsurface installations or obstructions, if necessary, to provide a composite cutoff structure. Ground freezing is effective in all soil and ground conditions and has been used for emergency situations in disturbed, displaced or loose ground, where detailed soil characterization could not practically be performed.

Understanding and managing risk is of increasing concern for the mining industry. Although methods exist to model geologic uncertainty based on stochastic modeling techniques and multiple realizations, there are few approaches to manage this geologic uncertainty in pit optimization. Block values can be penalized if the block uncertainty is high, but the goal here is to consider the reserve risk within the pit. This paper presents an approach for pit optimization that considers all realizations simultaneously with a heuristic pit optimizer. The heuristic algorithm maximizes value and also penalizes reserve risk. The inclusion of multiple realizations provides access to the risk or uncertainty in the total pit value. Considering this information permits an active risk management approach that can manage the uncertainty in the reserves within the entire pit.

Despite further declines in production for some producers, 1986 proved to be a landmark year for the asbestos industry. The key event was the adoption of The Asbestos Convention by the Inter- national Labour Organization (ILO) and its 150 member countries. The document, entitled "Safety in the Use of Asbestos", reaffirms the international consensus on the "controlled-use" approach to chrysotile asbestos regulation. The decision of the ILO has come at a critical point in time. It represents a major turning point and provides an important building block for the long term future of the asbestos industry.

In the early 1970s, it became a concern that exposure to the mineral fibers associated taconite ore processed in Silver Bay, Minnesota would cause asbestos-related disease including gastrointestinal cancer. At that time data gaps existed which have now been significantly reduced by further research. To further our understanding of the types of airborne fibers in Silver Bay we undertook a geological survey of their source the Peter Mitchell Pit, and found that there are no primary asbestos minerals at a detectable level. However we identified two non-asbestos types of fibrous minerals in very limited geological locales. Air sampling useful for risk assessment was done to determine the type, concentrations and size distribution of the population of airborne fibers around Silver Bay. Approximately 80% of the airborne fibers have elemental compositions consistent with cummingtonite-grunerite and the remaining 20% have elemental compositions in the tremolite-actinolite series. The mean airborne concentration of both fiber types is less than 0.00014 fibers per milliliter that is within the background level reported by the World Health Organization. We calculate the risk of asbestos-related mesothelioma and lung cancer using a variety of different pessimistic assumptions. (i) that all the non-asbestos fibers are as potent as asbestos fibers used in the EPA-IRIS listing for asbestos; with a calculated risk of asbestos-related cancer for environmental exposure at Silver Bay of 1 excess cancer in 28,500 lifetimes (or 35 excess cancers per 1,000,000 lifetimes) and secondly that taconite associated fibers are as potent as chrysotile the least potent form of asbestos. The calculated risk is less than 0.77 excess cancer case in 1,000,000 lifetimes. Finally, we briefly review the epidemiology studies of grunerite asbestos (amosite) focusing on the exposure conditions associated with increased risk of human mesothelioma. © 2008 Elsevier Inc. The designers of the new Arafertil concentrator in Brazil provided for complete automatic control of the grinding circuit to meet the operating objective of maximum throughput at a specified grind. Analog control methods were selected because of proven reliability and simple maintenance, and in order to minimize commissioning time and effort. This paper summarizes the step-by-step effort required to progress from local loop control of certain individual parameters to an integrated system capable of achieving the design goal. Emphasis is placed on the practical aspects of commissioning a control system.

Energy West Mining Company (EWMC) has implemented a geologic program for improving stability and support requirements along deep two-entry longwall gateroads at its Deer Creek Mine operations located near Huntington, Utah. Together with geotechnical monitoring and concurrent review of mine seismicity in cooperation with MTI staff, it has become possible to improve longwall layout designs for two seam extraction of the Hiawatha and Blind Canyon seams. The geologic program consists of surface and in-mine exploration drilling, surface and in-mine geologic mapping, rock mechanics testing and detailed measurements of changes in depositional and structural conditions during development of every longwall gateroad. The geotechnical program consists of underground measurements at seven locations in two neighboring mining districts located in the Hiawatha and Blind Canyon coal seams under moderate to deep cover. Within the last five years, additional measurements, including data on seismicity and face conditions, have been incorporated into the data collection program for verifying the insitu coal strength and load transfer mechanisms for improving two-seam designs and support systems. Geologic mapping results are also used to predict local stability of headgate and tailgate entries, combining mine roof mapping, stratigraphic profiles of the coal and roof, and depth-of-cover information and dual-seam mine overlays, for use by operations personnel in planning roof and rib support for the retreating longwall sections.

The Metals Mining Sector of the Acid Drainage Technology Initiative (ADTI-MMS) addresses technical drainage-quality issues related to metal mining and related metallurgical operations, for future and active mines, as well as, for historical mines and mining districts. One of the first projects of ADTI-MMS is to develop a handbook describing the best sampling, monitoring, predicting, mitigating, and modeling of drainage from metal mines, pit lakes and related metallurgical facilities based upon current scientific and engineering practices. One of the important aspects of planning a new mine in today’s regulatory environment is the philosophy of designing a new or existing mine or expansion of operations for ultimate closure. The holistic philosophy taken in the ADTI-MMS handbook maintains that sampling and monitoring programs should be designed to take into account all aspects of the mine-life cycle. Data required for the closure of the operation are obtained throughout the mine-life cycle, from exploration through post-closure.

Mine managers need better information to locate new opportunities and then to assess the effect of their decisions. We are developing the Intelligent Decision Support System (IDSS) and its two major modules, the Pattern Recognition System (PRS) and the Knowledge Representation Subsystem (KRS) to automatically provide the information from monitoring system sensors. This paper focuses on the KRS Algorithms that extract key information from lists of time study type event sequences. Because a static system cannot operate effectively in a dynamic mining environment, we are prototyping an index based technique that allows the system to adapt itself to this dynamic environment.

This study focuses on the amosite mining region in South Africa and associated health effects, compared to other mined asbestos fiber types. Historically, dust and fiber levels were high in the amosite mills and mines, and many miners and members of the surrounding communities were exposed to the fibers. Research has shown that amosite produces both benign and malignant disease. Nevertheless, the mesotheliomagenic potential of amosite is several fold lower than crocidolite. The risk of disease associated with amosite exposure is difficult to quantify. Reasons for this include the scarcity of available information, including fiber measurements, and case ascertainment, as well as the juxtaposition of the amosite and crocidolite asbestos seams in South Africa. © 2007 Elsevier Inc. The Florida Institute of Phosphate Research (FIPR) has funded a four-year research project to develop a computer model 'which will predict the hydrologic impacts of phosphate mining on surface and groundwater systems. The core of the model is an analytical geographic information system (SPANS) which integrates EPA's Hydrology Simulation Program Fortran (HSPF) surface water model with the McDonald-Harbaugh groundwater model (MODFLOW). The hydrologic model conducts both event and continuous annual Simulations driven by variable precipitation and temperature data. The model is currently being calibrated and will be ready for distribution to the user community in mid-1991.

This study was conducted to establish the effects of a diesel particulate filter (DPF) system with sintered metal substrate on the concentrations and size distributions of nano and ultrafine aerosols and concentrations of nitric oxides in underground mine air. The study focused on the formation and transformation of nucleation mode particles in mine air under prevailing test conditions. Experimental work was conducted in the NIOSH Diesel Laboratory at the Lake Lynn Laboratory experimental mine, a facility developed to allow evaluation of control technologies directly in underground conditions. The DPF system was examined for four repeatable steady-state engine modes using a naturally aspirated mechanically controlled Isuzu C240 diesel engine fueled with ultralow sulfur fuel. The engine coupled to an eddy-current dynamometer was operated in the underground drift with tightly controlled ventilation. Measurements upwind and downwind of the exhaust system discharge were used to quantify the effects of the DPF system on the mine air. A baseline was established using a standard muffler. The study showed that sintered metal DPF systems reduced the total mass of aerosols in the mine air by more than ten-fold when compared to a muffler. The nucleation mode aerosols (50dem<40 nm) in mine air were found to be strongly influenced by engine operating mode. The concentration of nucleation mode aerosols was found to be significantly higher for high-load modes than for low-load modes. The muffler and DPF system resulted in comparable total nitrogen oxides (NOx) concentrations. However, the nitrogen dioxide (NO2) fraction of the total NOx was found to be substantially higher for both systems for low-load modes than for high-load modes.

For many tunneling, deep shaft and deep excavation projects ground freezing is one of the best if not the only technique available to create a watertight and load bearing temporary support system in soft ground conditions. When appropriate attention is given to the details of the ground freezing system design, ground freezing is a very safe method and is economically viable with competing techniques and combinations of techniques. Recent innovative uses of the technique in Europe are highlighted in this paper and compared with current uses in North America.

INTRODUCTION Traditionally, the purpose of mine ventilation has been defined as diluting, rendering harmless, and sweeping away hazardous gases which may accumulate in the mine workings. In addition, the ventilation sys- tem must keep the mine air as close as possible to the composition of the outside air in order to provide a healthy environment for mineworkers and to prolong the useful life of mine equipment. When plans are being developed for opening a new mine, sound engineering dictates that a calculated estimate be made of both the maximum air quantity requirement and the accept- able mine pressure (head) loss related to the under- ground layout and projections. For efficient mine ventilation, the two problem areas that demand constant attention are (1) the control of fugitive air (through short circuiting or leakage) and (2) the provision of ample airway capacity. Fugitive air is that quantity of air which enters the mine but short-circuits the mine ventilation system through improperly constructed stoppings, doors, overcasts, etc.; it represents an investment in power consumption (to move the air by the fan) while providing little, if any, return on the investment. Typically, efficient mines are those that can deliver 50% of the air handled by their fans to the working faces. Paying close attention to a new mine&apos;s ventilation system at the outset can provide numerous benefits during the later stages of mine development. It has often been noted that the main cause of trouble in many mine ventilation systems can be found within a radius of 2500 ft from the fan installation. Ample airway capacity is essential to maintain the mine&apos;s head loss within manageable limits. Similar to an industrial ventilation setting, the mine&apos;s headings are the ductwork for the handling of air. The difference between normal industrial ventilation and mine ventilation is apparent when more capacity is needed; a plant can install new or larger ductwork, but it is difficult for a mine to install new entries or enlarge existing entries. Air velocities are usually maintained under 800 fpm to limit the stirring up of dust in the intakes. With this in mind, it is usually simple to estimate the number of entries required in the ventilation system. The problem that often arises, though, is when the system&apos;s capacity is overestimated and the required head loss to achieve the desired quantity is excessive. Experience has shown that problems are often encountered when the mine&apos;s condition requires much more than three inches of water gage to ventilate the mine on a day-to-day basis. Thus, if proper attention is not paid to these parameters in the preplanning and initial development of a new mine, it may take an extremely high water gage to achieve the ultimate quantity. This chapter will not delve deeply into the theory of mine ventilation; many other books have been writ- ten on that subject. Instead, the following sections will point out the important considerations that should take place before the development of a mine ventilation system, as they relate to normal industry practice. FUNDAMENTALS OF AIRFLOW Volume Versus Water Gage The common method of measuring ventilation pressure is in terms of inches of water gage (wg); one inch of water corresponds to a pressure of 5.2 psf (pounds per square foot). Further, airflow follows a square-law relationship between volumes and pressures where, as shown in the previous section, a doubling of quantity requires a quadrupling of pressure. Table 1 shows how heads and quantities are related. Using Table 1, it is readily apparent that, for the same mining conditions, an increase in pressure from one inch wg to three inches wg results in only 34,640 cfm when the initial quantity is 20,000 cfm. Pressure Losses Pressure losses in mine ventilation systems are caused by friction between the heading walls and the air stream and by shock losses due to abrupt changes of the air stream caused by obstructions. The common pressure-loss formula for mine ventilation is: [ ] where H is the pressure loss in inches of water gage, K is the coefficient of friction, L is the length of the airway in feet, 0 is the airway perimeter in feet, V is the air velocity in feet per minute, and A is the cross-sectional area of the airway in square feet. Table 2 lists the US Bureau of Mines schedule of friction factors (K) for mine airways. Recent research indicates that the values of K are slightly less for coal mines than those presented in the USBM Schedule, and Table 3 should be consulted in this instance. It should be
