Building indicators that respond to all stakeholders' needs is a time-consuming and complex exercise, with certain questions still unsolved. The aim of the current three-year research project, carried out in partnership between BRGM’s Mineral Resources Division and C3ED, is to propose a top-down / bottom-up indicators building methodology that combines conception and coordination methods and a participative approach. The tool-design phase is based partly on a comparative analysis of existing international initiatives according to different criteria (objective, observation scale, framework, etc.). The study of two African mining projects will provide the opportunity to confront the conceptual aspects with reality in the field. Careful consideration of the participants’ suggestions will result in a set of indicators that can be easily understood and adopted by all stakeholders. The final objective is to measure the impact of a mining site on a local, regional and national sustainable development frame, throughout the full life cycle of a mine.

The softwall mining system is a novel, new method of mining mineral deposits in soft, shallow, nonrock ground conditions. This method can mine the ore layer without substantially disturbing the existing overburden. The softwall mining system consists of machinery that is hydraulically controlled and powered, that can be buried (or used on the surface) to extract the ore or mineral from a layered deposit. The method is essentially an application of the longwall mining concept, modified for loose overburden and ore conditions, combined with hydraulic mining.

The primary water supply system for the City of San Francisco and adjacent peninsula areas consists of aging and deteriorated pipelines crossing under the San Francisco Bay (the Bay). This system is highly vulnerable to seismic damage from the nearby San Andreas and Hayward fault zones. The Bay Tunnel Project will replace the existing system with a 8-km-long (5-mi-long) tunnel underneath the Bay. The tunnel will be constructed using earth pressure balance methods and will have a two-pass lining system of precast concrete bolted, gasketed segments for initial support, and a welded steel pipe final lining. The project challenges include tunneling through both soft ground and rock conditions without any intermediate shaft access over the entire alignment. Seismic performance criteria include maintaining service flows after a large earthquake.

In 1998, the Concentrator Modeling Center was established within the Coleraine Minerals Research Lab, Coleraine, Minnesota, to develop models for simulation of iron ore processing plants, and to assist plant operators in improving performance of their aging plants. The short-term objective was to develop necessary models for reliable simulation using conventional techniques, while the long-term objective was set as liberation-based modeling and simulation of these plants. The short-term objective was achieved in 2002 after the development of models for magnetic separators, hydro-separators and fine screens. A project funded by the U.S. Department of Energy was carried out to demonstrate the capability in improving iron ore processing at the Minorca plant. As a result of this study, a 10% improvement in throughput at the plant was obtained, and simulation became a desired tool for plant operators. A significant step in the long-term objective was reached in 2005 with the development of a liberation model. This was followed by incorporation of models capable of processing liberation data into the software. By early 2007, the Concentrator Modeling Center had the capability of performing liberation-based simulation of entire plants.

"The close vicinity of mining companies to other sites that are used for commercial and residential purposes or to areas under conservation as well as the fact that the people become more and more sensitive to emissions have led to a negative attitude towards mining operations in the neighborhood. It is above all the use of drilling and blasting techniques that give rise to objections, in the course of which demands for more environmentally-friendly production methods have been voiced. It is in this context that production methods without the use of explosives are considered as an option. After all, the use of such production methods is the only alternative for some quarry operators. The question is what are the true benefits of these techniques and what is the relation between a possible improvement of the environmental effects on the one hand and the technological potential as well as the costs on the other. It is intended to assess the mining techniques for solid rock in their entirety. This paper will therefore look at the aspects for assessing mining techniques in the context of their environmental impact and the costs."

Introduction Abandoned mill tailings deposits can be found throughout the northern Black Hills of South Dakota, indicative of mining activities that originated during the great gold rush days of 1875. The Refuse Act of 1899 attempted to regulate the deposit of debris from mines and stamp works. But, in most cases, huge volumes of mine and milling wastes were disposed of in ways no longer considered environmentally acceptable. Restoration of gold mill tailings deposits is a relatively new practice to the Black Hills area. This discussion will present an overview of the environmental setting, environmental problems associated with past tailings disposal practices, practices being implemented to solve these problems, and prospects related to present the future tailings disposal practices. Steelmaking industries consume the majority of chromium and manganese ferroalloys to impart several properties in steel and also for other purposes. The quality of ore governs the process kinetics as well as the process economy of the ferroalloy industry. The present study demonstrates the thermal transformation behavior of chromite and manganese ores with varying compositions. Simultaneous thermal analysis (DTA/TG) is employed for such ore samples where the transformation of mineral phases is correlated with the thermogram characteristics and quantified. Phase, microstructure, and compositional analysis results of individual ores corroborated with thermal analysis are in good agreement. Chromite samples are ferruginous with goethite and gibbsite contents, whereas manganese ores vary in composition and also exhibit multiple and/or overlapping transformations.

Recent advances in GPS, machine guidance technology and telemetry allow an unprecedented level of control of surface mining operations. GPS technology can now locate the bucket of a shovel or the blade of a dozer within 50mm (2 inches).Some of the outcomes possible are: precise selective mining – even when the ore is visually indistinguishable from waste: tracking grade and tonnage of every ore parcel through the mine: real time productivity monitoring: detailed post accident safety analysis: tracking the movements of every piece of equipment. This paper will consider the contribution that GPS based machine control systems can make to ensuring that surface mining projects deliver the outcomes promised in the feasibility studies. Case studies of installations are presented.

Surface subsidence events induced by underground longwall coal mining operations can cause various disturbances to surface structures ranging from integrity and stability to functionality problems. Highway bridges, as a kind of special road construction that can only tolerate smaller movements and deformations than road pavements, are particularly susceptible to severe influence caused by subsidence-induced ground movements and deformations. However, based on accurate subsidence prediction and correct influence assessments, efficient and effective mitigation and remediation measures can be designed and implemented to ensure the continuous service of bridges, safety of the travelers and smooth mining operations. In this paper, based on the predicted final and dynamic surface movements and deformations, the techniques to assess subsidence influence on the integrity, stability and functionality of bridge structures (e.g., decks, beams, abutments, etc.) are presented. A number of mitigation measures to protect the bridge structures are recommended along with an actual application case.

The 1989 Annual Meeting and Exhibit of SME in Las Vegas, NV, February 27 - March 2, 1989, was the largest ever, drawing more than 4000 regis¬trants and 240 exhibit booths. Technical sessions included presentation of nearly 500 papers, including symposia on Biotechnology in Minerals and Metals Processing, Surplus Capacity in the International Metals Industry, and APCOM `89 - the 21st International Symposium on Application of Computers and Operations Research in the Mineral Industry. Technical sessions covered the gamut of minerals industry interests; however, the proximity of the meeting to recently surging gold development in Nevada drew special attention to gold operating practices. Several of the papers on gold processing are reviewed below. To keep pace with the strong world- wide interest in gold development, SME has scheduled three additional upcoming programs that will focus specifically on gold: World Gold '89 - Gold Forum on Technology and Practices will be held November 5 - 8, 1989 in Reno, NV, as a joint meeting and exhibit between SME and the Australasian Institute of Mining and Metallurgy. Technical sessions will encompass a full program of papers covering geology and exploration, mining, and mineral and metallurgical processing. Cooperating sponsors for this meeting include the Canadian Mineral Processors Division of CIM, The Institute of Metals, The Institution of Mining and Metallurgy, The Mining, Geological & Metallurgical Institute of India, and The South African Institute of Mining and Metallurgy. Gold '90 - Salt Lake City, UT, February 26 - March 1, 1990, will be a symposium held in conjunction with the 1990 SME Annual Meeting. Current research on the processing of refractory gold ores will generate innovative papers on process mineralogy at this symposium, with special emphasis on gold with pyrite and gold with carbon. Other sessions are planned for gold exploration and mining, gold metallurgy, gold plant design and practice, and gold in scams. Advances in Gold and Silver Processing Conference, October 1 - 3, 1990 will be held in Reno, NV. Preliminary planning calls for technical sessions on heap leaching practice, refractory ore processing, non-traditional lixiviants, bioleaching, metal recovery from solution, and the environmental aspects of processing operations. PLANT DESIGN, OPERATION Technical sessions organized by the Minerals and Metallurgical Processing Division of SME at this year's meeting in Las Vegas covered a wide range of gold operating practices. Eight papers relating to gold plant design, operation, and equipment are summarized here. Preprints of these papers are available by writing to Publications Sales, PO Box 625002, Littleton, CO 80162-5002 ($2.50 per paper for AIME members, $4 for nonmembers). Continuous elution process A. M. Stone, of Bechtel Australia Pty. Ltd., described the "Development of the Continuous Elution Process for Extraction of Gold from Carbon" (pre-print 89-75). Developed by Bechtel Pacific Corp. for Ok Tedi Mining Ltd., the Continuous Elution Process uses the same reagents as batch processes for elution of gold from carbon, while yielding significant savings in stripping vessel size and energy consumed in comparison with equivalent batch processes. The process is also simpler to operate than batch processes. Other advantages include reduced maintenance costs, higher average eluate grade, and near steady final eluate grade. Pilot testing for the Continuous Elution Process was conducted at Western Mining's Kambalda gold plant beginning in December 1982. In bump-prone coal mines, roof and rib support is subject to dynamic as well as static loading. Although less frequently encountered, the dynamic loading component can result in violent coal expulsions into openings seriously threatening the safety of workers. Dynamic support systems that have been increasingly implemented in many deep hard rock mines for dynamic failure containment have not yet found their adaptation to deep coal mines at desired levels. This paper examines the potential use of some of these dynamic support systems in deep coal mining, particularly in the western United States. Fundamental principles of dynamic loading are reviewed in the context of their application to dynamic failure mechanisms in coal mines. Potential benefits and applicability of the suitable hard rock dynamic support systems are discussed in relation to coal bump mitigation. The resulting insight provides a starting point for development of dynamic support elements for bump prone conditions in deep coal mines.

PolyMet Mining is developing the NorthMet property near Duluth, Minnesota. Laboratory investigations had led to the development of the PLATSOL process to dissolve in one step the base metals (copper and nickel) as well as the gold and PGM’s. To complete the pre-feasibility study, a fully integrated ten-day pilot plant trial was undertaken, comprising of: high temperature (>220ºC) pressure oxidation in the presence of 5-10 g/L chloride (the PLATSOL process), followed by solid/liquid separation, gold plus PGM’s recovery from solution, conventional Cu SX/EW and recycling of the copper raffinate to the autoclave. The concentrate tested was a NorthMet bulk flotation concentrate assaying 14.7% Cu, 3.05% Ni, 0.14% Co, 26.7% S, 1.4 g/t Au, 2.2 g/t Pt and 9.9 g/t Pd. Laboratory results were fully confirmed and with minor adjustments of the laboratory PLATSOL® conditions, the following leach extractions were obtained during the pilot plant trial: Cu 99.6%, Ni 98.9%, Co 96%, Pd 94.6%, Pt 96% and Au 89.4%.

Resolution Copper Mining LLC (RCML) is currently in a Pre-feasibility study evaluating a large and deep copper and molybdenum deposit in the historic mining district east of Superior, Arizona. Work scheduled for the next several years includes dewatering the existing shut-down mine (the Magma Mine) and sinking an exploratory shaft to 2,130 meters (7,000 feet) below the surface. To dewater the Magma Mine and sink the exploratory shaft, RCML must extract and manage about 2 billion gallons of accumulated mine water inventory, as well as about 300 million gallons per year of new inflow. In order to conserve a valuable water resource in a desert environment, RCML worked with the New Magma Irrigation and Drainage District (NMIDD) to provide treated mine water to blend with and supplement the NMIDD?s water supply to approximately 2,000 hectares (5,000 acres) of farmland located east of Phoenix. A 44 km (27-mile) pipeline was needed to convey the treated water. It was essential that a treatment system be used which could reliably meet irrigation water quality goals, produce a non-scaling effluent to maintain pipeline flow capacity, and generate a dense sludge minimizing disposal cost and volume. This paper describes the resulting mine water treatment and recovery system (MWTS) and how the system has performed against objectives.

This paper provides estimates of large-scale temperature gradients that can be used to support modeling of natural convection and cold-trap processes in thermally perturbed drifts. Temperature influences estimates of the quantity and chemistry of water contacting engineered components (e.g., drip shields and waste packages) in a potential high-level waste repository at Yucca Mountain, Nevada. Temperature gradients drive natural convection and cold-trap processes, which could affect the distribution, quantity, and chemistry of liquid-phase water contacting drip shields (waste packages).The confluence of high temperatures, liquid-phase water, and high chloride may lead to corrosion of drip shields and waste packages. An overview of the evolution of environmental conditions in thermally perturbed drifts is presented to provide a context for the estimates of temperature gradients. A mountain-scale conduction-only model is used to estimate temperature gradients and temperature differences for a drift located at the center of a potential repository. Thermohydrologic models and heat transfer algorithms are used to evaluate the reasonableness of the conduction-only results. Estimates of temperature using an in-drift heat transfer algorithm account for the possibility of drift degradation and formation of a rubble pile on the drip shield. Temperature differences between the center and ends of the drift are estimated to rapidly increase to 80 °C soon after repository closure. That temperature difference decreases over time to 15 °C after 10,000 years. Local temperature gradients are generally estimated to be less than 0.2°C/m, though the gradients can be much larger near changes in lithology and near the end of the drift. The estimates of temperature gradients do not account for intermediate- and small-scale variations, such as those influenced by differences in heat loads between waste packages, intra-layer variations in thermal properties of the surrounding fractured rock, or localized drift degradation.

A unique telemetry system was developed to monitor potentially unstable natural slopes above a residential area. Continuous interpretation of data transmitted from remote movement-sensitive devices and immediate communication of signficant changes to emergency personnel were made possible by a readily available "home" computer. Even though the computer based system was originally developed for a non- mining application, it could be used with little or no modification to monitor ground control instrumentation in open pit and underground situations.

Charleston Water System?s Daniel Island Extension Tunnel, initially thought to be the simplest of the four replacement tunnels to design and build, became the most challenging after the discovery of an unexpected 30-ft thick lens of sand in the normally consistent Cooper Marl while sinking a shaft on Daniel Island. This paper will explore the challenges involved with determining the extent of the unforeseen lens of sand, the accelerated boring program, and the redesign of the vertical alignment?keeping the alignment between the sand layer and the bottom of the Cooper River. It will describe how the challenges were overcome, and how the Owner, Engineer, and Contractor were able to team together to achieve the desired results.

This is the ninth annual tabulation of royalty information. Again this year, some of the older information has been deleted to make room for more than 30 new entries. Several articles and publications crossed the author's desk this past year that relate to mineral valuation and mineral royalty. Tom Loucks presented a paper, "The Valuation of Hard Rock Mineral Property," at the Rocky Mountain Mineral Law Foundation in Santa Fe, NM in July, 1990. His paper gives an indepth explanation of the definitions and concepts related to mineral valuation. It includes descriptions of numerous legal cases that have dealt with mineral valuation and proper reference is given for each case. Loucks works for the Denver Mining Finance Co. Gold royalties generally range from 5% to 7%, net smelter return. However, Severn Brown sent information that shows a much wider variation. Echo Bay Mines reported in its 1989 annual report royalties that range from 1.5 % to 30% for gold from various gold properties. Brown also sent a copy of an article that appeared in the Dec. 27, 1982, issue of Fortune magazine. This issue carried an article by Walter Guzzardi, Jr. "The Huge Find in Roy Ash's Backyard." The article gives the history of Newmont's leasing in Nevada on property that became the Carlin, Bootstrap and Blue Star Mines. The article states that the initial royalty was 10% that escalated to more than 16%. Another property, the site of Gold Quarry, provides an 18% royalty to the same own¬ers. The article makes interesting reading for those interested in mining history.

Design and construction of temporary shafts for underground facilities often require evaluation of bottom stability due to rupture (blow-ins) caused by water pressure acting on a bottom plug. This paper provides an overview of shaft bottom stability evaluation methods for the case of a relatively watertight soil plug which overlies an artesian aquifer. Methods of considering plug perimeter shear, plug buckling and pressure relief are discussed. Minimum factors of safety are suggested. Future use of the shaft subgrade is also considered. Bottom plug failure case histories at several shafts are evaluated. This paper should be useful to project designers, ground support system design engineers and contractors involved with construction of shafts for underground facilities

The presentation named 'Dewatering of fines by Rotary Vacuum Disc Filters' has an opening why the filtration process is important to the Iron Ore Industry. It goes on to describe the various types of dewatering machines which have been used in this industry in the last 30-40 years, and where the vacuum disc filters now dominates. It presents also the most important design changes which have been made during this period to enhance performance. Further are discussed the principles of filtration and the factors and parameters which influence performance and operating costs. As a closing is presented today's ideas and thoughts about what can be foreseen of design modifications and improvements in disc filter design in the coming ten years.

The threat of global warming and its prominent position in public discussion and political debate requires all industry to take stock of its contribution to rising atmospheric concentration of greenhouse gases. For the primary metals industry, the first step must be to identify the pattern and range of emissions at each step in the production chain. Only then can the industry assess the economic consequences of the penalties on emissions that will be imposed by governments and regulators and devise cost-effective plans to avoid or mitigate such penalties. While some work has been done to estimate carbon dioxide (CO2) emissions using Life Cycle Inventory analysis, this approach is less useful than site-by-site emissions estimates. It is the level of specific emissions at each site that will ultimately deter-mine carbon taxation liabilities and participation in emissions trading schemes. Most mining companies have moved with the times to issue sustainability reports for their operations. But in the absence of any standardized reporting format, it is difficult to make useful comparisons between even the best-reported producers on a like-with-like basis. For this reason, Minecost.com modeled the use of fuels and energy used in mining, milling, shipping and metallurgical treatment to cover ?cradle-to-gate? emissions of greenhouse gases resulting from the production of the major base metals copper, zinc, lead and nickel. Greenhouse gas emissions ? overwhelmingly carbon dioxide ? are associated with the consumption of energy at every step in the production chain, from exploration through mining to the production of refined metal. Producers of primary metal employ diverse technologies to mine, mill, smelt and refine several different types of ore. Every orebody has its own special characteristics. In addition, most base metals are produced in concentrate that must be transported to smelters, with con-sequent emissions consequences.
