Gy's formula for the variance of the fundamental sampling error (FSE) is based on a model that assumes independent selections of particles. A generalization of this model, which can theoretically lead to more realistic representation of actual sampling processes, was, for the first time, experimentally verified by repeated sampling from a well-mixed batch consisting of particles of zirconium silicate of two different sizes. The predictions for the sampling variance made in Gy?s theory and in the more general model were compared with the experimentally observed sampling variance. During the experiment performed here, the variance prediction made in the theory of Gy ranges from 0.96 × 10?7(g2/g2) to 0.95 × 10?7(g2/g2), which is approximately a factor 60 lower than the experimentally observed variance (5.76 × 10?6(g2/g2)). The difference between the Gy prediction and the experimentally observed variance cannot be fully explained by the uncertainty in the experimentally obtained variance due to the finite number of degrees of freedom. Therefore, the difference is likely to be a significant effect. This shows that, under the experimental conditions, Gy?s formula for the variance of the FSE probably undervalues the sampling variance, unless an empirical correction factor for grouping and segregation is applied in the theory of Gy. The new theory resulted in a variance prediction of 6.00 × 10?6(g2/g2), which is much closer to the observed variance than the Gy prediction. This indicates that the generalization of Gy?s theory offers an outlook for providing a better variance prediction than the Gy predictor in the case of dependencies between particle selections. Contribution by W.D. Ortlepp? The authors are to be commended for publishing their interesting view of an aspect of deep-level mining technology that is becoming increasingly topical and vitally important. This is the second paper in the journal within four months to deal with the crucial needs of highly stressed tunnel construction, the other being the paper on the design and testing of rockburst support in the February 1994 issue. Both papers re-examine important innovative ideas that are more than a quarter of a century old, but that have not yet been implemented by the industry. It is to be hoped that they will now, taken together, serve as a new starting point for a definitive examination of what constitutes proper tunnel-support design. There can be no question that the need to develop a design approach that will solve the problems of tunnelling at depths of 4000 m or more has now become crucial. Contribution by A.M.J. Vervoort* Although the overall paper is very interesting and the future research (comparison between numerical simulations and underground measurements) will be very challenging, I would like to make some remarks regarding the set-up of the numerical model and the interpretation of the elastic results.

The Minfurn is a novel carbon-regeneration furnace developed at Mintek. It combines the advantages of direct resistive heating in a vertical-tube furnace with those of continuous operation, in a furnace whose capital, operating, and maintenance costs compare favourably with those of conventional rotary kilns. After successful tests under experimental conditions on carbons containing different contaminants, a 3 kg/h unit was installed on the carbon-in-pulp (CIP) plant at the Klipwal Gold Mine near Piet Retief, where it has been operating at, on average, 123 per cent of its design capacity. Since the installation of the Minfurn, monthly average losses of dissolved gold of less than 0,02 p.p.m. have been maintained for several successive months for the first time since January 1989. It is also possible that the monthly average residue values have been reduced. Further improvements to the carbon circuit are possible, and the possibility of making further savings by a reduction in the carbon-throughput rate still needs to be investigated. The mathematical modeling of the furnace has progressed to the stage where the future scale-up and design of the Minfurn can be carried out by simulation of the performance of different designs, and choosing the design that yields the desired performance.

Mining is important to the economies of both Tanzania and Namibia. Recently, both nations revised their national mineral policies to ensure future economic benefit. The main difference in the mineral policy-formulation processes followed by the two countries is identified as the degree and timing of stakeholder involvement during the articulation process. In the case of Namibia, the stakeholders were involved from the start in identifying issues and in suggesting policy solutions. In contrast, the Tanzanian process involved stakeholders after a framework had been developed by a task team. The Tanzanian emphasis was on attracting foreign investment into a traditionally state enterprise system of mineral investment and development. One can argue that the policies developed met the initial requirements, and both are, therefore successful, despite the different processes of policy formulation that were used. However, several fundamental questions arise as a result of the two approaches. This paper attempts to answer these questions by providing a comparison of the processes used for developing and formulating the mineral policies of Tanzania and Namibia. It concludes that the Namibian consultative process is perhaps more sustainable in the long-term because of its wider public support. Time will tell which of these policy-formulation processes provides a basis for sustainable economic growth for developing mineral economies.

The mathematical models of semivariograms can be classified according to whether or not they correspond to situations where the second order stationarity conditions are satisfied (§ 3.3.4). If second order stationarity exists, the a priori variance s2 of x (z) also exists and is finite. For large distances h such that x (z) and x (z + h) are not correlated, the semi- variogram ? (h) will reach a value equal to s2 [this is a consequence of (3.27) above]. This limiting value is called the sill C of the semivariogram, and the distance at which ? (h) reaches the sill is called the range. The range of the semi- variogram obtained from a given type of sample corresponds to the distance of influence of these samples. If only the intrinsic hypothesis is satisfied, the sample variance is an increasing function of the size of the area or volume in which the samples are located, and the semivariogram ? (h) will be a continuously increasing function of h. Remark: It will be shown in Chapter 7 that the variance s2 of x (z) in the ore body O is equal to the average value of ? (h) in O. If ? (h) is a non-decreasing function with sill C, the average value of ? (h) in O will be less than C. s2 and C will be equal only if for some values of h in O, ? (h) exceeds C. In practice, if the range of the semivariogram is small with respect to the dimensions of the ore body, the difference between C and s2 will be negligible.

"Historically, mining companies worldwide provided housing and developed towns to accommodate their employees. At the end of the 1980s this approach became less prevalent and attempts were made to mitigate the effects of mine development and mine closure on communities living near the mines. Permanent settlement in mining towns urgently needed to be minimized. Since the advent of democracy, South African policy has moved in the opposite direction, shifting the emphasis to creating integrated communities and encouraging home ownership. Despite this policy shift, however, mines continue to influence local housing conditions. One direct outcome has been the development of informal settlements. We surveyed 260 informal settlement households in Postmasburg, a small and remotely located town in the Northern Cape Province of South Africa. We found that because they employ contract workers and thus arouse expectations of employment, the mines here contribute extensively to the development of informal settlements. But local factors also contribute, and the functional role of informal settlements as a form of housing that supports mobility should not be underestimated. We also found that both municipal and mining company policies for informal settlements were inadequate. Finally, we found that low-income informal settlers not associated with mine employment suffered the highest levels of social disruption.IntroductionA mine generates demand for labour, which in turn generates demand for housing. When settlements spring up near a mine this often means poor housing conditions. In South Africa in the 1960s and 1970s mining companies invested heavily in company towns or mining settlements, but they have become increasingly hesitant to do so, for three reasons. First, declining resource prices in the mid-1980s and the 1990s compelled them to focus on core business interests and reduce the costs of peripheral activities such as housing (Bryceson and MacKinnon, 2013); second, at the turn of the 20th century they were often accused of taking over the role of local government (IIED, 2002) and consequently became hesitant to invest in developing mining towns; and third, changing labour regimes also curbed their investment in such towns (Haslam McKenzie, 2010). Increasingly, the companies began to endorse block-roster shifts, and outsourcing also became more common in the early 1990s. Block-roster shifts in Australia (together with improved technology) have meant that miners do not need to settle near the mines but can fly in and fly out and have their urban houses as their stable homes. This has had serious negative implications for housing in remote towns in Australia, particularly worker camps, large-scale renting out of available accommodation, and ‘hot-bedding’."

The crystallization of rutile from titaniferous slags by R. A. H. LYCETT, M.Se. (Eng.),"A.M.I.M.M. (Visitor), P. R. JOCHENS, Pr. Eng., M.Se. (Eng.) (Rand), Ph.D. (Member), and D. D. HOWAT, B.Se., Ph.D., F.R.I.C., F.I.M. (Fellow) Factors affecting the precipitation of rutile from smelter slags were investigated, with particular reference to the effect of additions of phosphorus pentoxide to the slag. The phases were identified and the phase boundaries determined for slags having phosphorus pentoxide additions of 0 to 50 per cent. The liquidus temperatures of these slags were determined, and a pseudo-binary phase diagram was constructed. Rutile crystallized as the primary phase from melts having a phosphorus pentoxide content of more than IS,S per cent. Prismatic rutile crystals whose TiO. content was more than 97 per cent were grown from melts that had a phosphorus pentoxide addition of 30 per cent. However, the morphology of the precipitated rutile was such as to make subsequent separation impracticable.

Photometric sorting of ore on a South African gold mine by N. J. KEYS. B.E. Met. (Queensland) (Visitor). R. J. GORDON. (Visitor). And N. F. PEVERETT. B.Sc. (Eng.) (Wits) (Fellow) This paper concerns the development and application of a high-throughput, multi-stream photometric sorting machine developed for the South African gold mines. It is now believed that this sorter and its progeny may be found suitable for a large proportion of all possible sorting applications. A laser-light source and sensitive photomultiplier are employed in a scanning system to detect light reflected from the surfaces of rocks passing through the sorting zone. Electronic circuitry then analyses the photomultiplier signal, which represents the varying intensity of the reflected light, and produces control signals to actuate the appropriate valves of an array of air-blast rejection devices to remove from the feed certain particles selected by the analysing process. Typical throughput per machine ranges from 50 t/h for a minus 60mm plus 30mm feed to 200 t/h for minus 150mm plus 70mm material.

The objective of this paper was to investigate the possibility of reducing process (fresh) water and increasing recycled water (thickener tank overflow water). As part of the investigation, rougher flotation tests were done with the two water types and a mixture of the two (50%/50%). The effect of recycled water on the grade-recovery response and rougher recoveries was investigated. When thickener tank overflow was used (50% and 100%), the nickel+copper grade versus nickel recovery decreased. The decrease in the grade-recovery was due to higher pyrrhotite recovery. Also, there were no effects on nickel and copper recoveries, which was confirmed using multivariate statistical analysis at the 95% significance level. A. H. Mokken: I am pleased to have been given this opportunity to make a contribution to Dr Muller's paper tonight. The reason for this is that, at one stage in our careers, we were associates in the same undertaking. Dr Muller, then fresh from University, with a degree in pure science, had just stepped onto the first rung of the ladder, which, it was then thought, would lead him to a career in gold extractive metallurgy. However, endowed with an enquiring mind and conscious of a lack of fundamental training in general metallurgy and engineering, he felt a need for further academic study. To meet this need and, more importantly, to meet the necessary finances, he found his opportunity in steel. Armed with a bursary, he bade farewell to gold and proceeded overseas, to the University of Sheffield, to train as a steel metallurgist. The outcome of these academic efforts, which were followed by assignments in the steel industry and a further period at Sheffield, is the man we have listened to tonight-a highly qualified metallurgist who has displayed a sound knowledge of his subject. In choosing Sheffield, Dr Muller became associated with a steelmaking centre of world renown, a centre usually credited with the first systematic production of alloy steels, as far back as the 18th century. Since that time, great advances have been made in the production of alloy steels and this is especially so in the last decade or two, when major developments in civil, mechanical, electrical, aeronautical and nuclear engineering have been made possible by the development of steels with improved properties. In spite of spectacular advances in the technology of non-ferrous alloys, plastics and other materials of construction, steel has maintained its role as a pre-eminent material for engineering use. With the gradual accumulation of data on the properties of steels, and the use of thin film electron microscopy, to study the behaviour and characteristics of such phenomena as dislocations in metals and other microstructural features, the physical metallurgist appears to be approaching the stage of an exact understanding of such phenomena as strength, ductility and brittleness-a knowledge which could lead to close control of such properties and, therefore, to the attainment of the highest goals. An interesting example, illustrating the use of fundamental principles, based on physico-metallurgical research, is the development of the maraging steels developed by Bieber at the International Nickel Company. These steels have met the extreme technological requirements of the space age by providing the material for the cases of large rockets in which qualities, such as high tensile strength, toughness, workability and weldability are most important. Attractive as they might appear to be in considerations of savings of weight, cost of erection, transport of materials and foundations, the use of high strength steels has been accompanied by special problems such as brittle fracture, hydrogen embrittlement, notch-toughness and fatigue. It has been found that high strength steels, which performed acceptably in conventional tension tests, were found to undergo failure, in a brittle manner, in service. Hydrogen embrittlement has caused spectacular failures at a fraction of the normal ultimate tensile strength, and a lack of correlation between fatigue and tensile strengths has diminished the advantages to be obtained from the use of high strength steel in some applications. A new approach to the selection of materials for engineering design has resulted from a consideration of these phenomena in which strength, as such, is no longer as significant as it was previously. In the present study, an innovative comminution technology of high-voltage pulse discharge was proposed for galena to weaken the mechanical property. The results of pre-treatment experiments indicated that the optimal operating conditions of spherical gap spacing 25 mm, pulse numbers 120, and loading voltage 25 kV were obtained, where the relative grindability of pretreated products was improved significantly, although with the prolonging of grinding time, the superiority of high-voltage electric pulses was gradually weakened. The galena ores were subjected to a high-voltage pulse discharge, and then the crack generating along the boundary between galena and gangue was observed under an optical microscope, and the surface burning which appeared in the ores. The scanning electron microscope (SEM) results indicated that the pretreated products were in a state of melting and then condensation, accompanied by some pore formation. Pulsed discharge pre-treatment not only produced more micro-cracks and cracks in the sample but also extended the original crack. The Sukari project, which is owned by Centamin Egypt Ltd, is located in southern Egypt, 770 km south of Cairo but close to the Red Sea. The project is the first new gold development in Egypt and was commissioned in the middle of 2009. In 2007, Centamin purchased the CIL plant from the Kori Kollo mine in Bolivia. This plant was originally designed to treat 6.5 Mtpa of oxide ore. The Sukari deposit contains an oxide zone close to surface with a thick zone of mixed oxide and sulphides below this. The sulphides contain relatively coarse pyrite and arsenopyrite with fine <10 µm gold inclusions. Eventually, the sulphide ore will be mined from underground. Metplant Engineering Pty Ltd, a subsidiary of Bateman Engineering Pty Ltd was contracted to design modifications and additions to the Kori Kollo plant to enable it to treat the Sukari ores. The plant was designed to treat the three ore types in stages. Throughput was set to 4 Mtpa, dueto Sukari ore being harder, at a head grade of 1.7 g/t to produce 200 000 oz of gold. The oxide circuit was based on the use of the Kori Kollo plant and the difference with mixed ore was that the oxide circuit would treat flotation tailings rather than ore. This circuit has a leach capacity of 26 000 m3 and residence time of 24 hrs The main feature of the upgraded mixed ore plant was the addition of a flotation circuit to produce a concentrate which would be reground and treated in a separate leach and elution circuit. Ore is crushed in a gyratory crusher and the comminution circuit uses a conventional SABC producing a product with a P80 of 150 microns. The throughput of 580 tph of oxide ore and 500tph of mixed ore was set to match the mills from Kori Kollo, with the addition of the pebble crusher to accommodate the more competent Sukari ore. The flotation circuit comprises a single rougher circuit to maximize recovery. The concentrate is thickened prior to regrinding which is carried out in a tower mill and two SMD mills operating in series. The final product, with a P80 of 12 microns, from the regrind circuit is leached in a CIL circuit with a total capacity of 2 550 m3. Gold is recovered through a conventional pressure Zadra circuit. Tailings from both circuits report to separate tailings thickeners and are pumped to a tailings storage facility. The circuit is designed to maximize the recovery of water. The project lies in one of the driest deserts in the world and a feature of the operation is the use of sea water from the Red Sea. This water is pumped 25 km from the coast.

PAPERS FOR PRESENTATION The President: "We have two papers today, and I am first going to call on Dr Stander the Head of the Water Division of the C.S.I.R., who IS well known to many of you for his work and talks on pollution, who has had more than a little to do with this industry, and who has been I would say, of the greatest possible assistance to the mining industry in overcoming the problems of pollution which are so prevalent in industry of this nature. He, Mr Henzen and Mr Funke have written this paper, &apos;The disposal of polluted effluents from mining, metallurgical and metal-finishing industries, their effects on receiving water and remedial measures.&apos; This is the Water Year, as you know, and it is most appropriate that we should have such an authority to talk to us on this very important topic. I now have much pleasure in asking Dr Stander to introduce his paper." After the presentation of the paper the President said, "Gentlemen, I am sure that you would like me on your behalf, to thank Dr Stander very sincerely for a paper which I think has enabled us to get a completely new slant on the Water Year. There are many people who have put their finger on this campaign and said, it is all a gimmick. There are others-I suppose notably some of the bridge clubs which operate on week-day afternoons in Parkview-who seem to think that this is a quick way of getting early rain. Of course, it is not. This is a most important paper which we have had given to us this afternoon. You probably found it here when you arrived and have not read it-I was very lucky to be able to read it last night, and there is an awful lot of meat in it. For as long as I have been associated with mining in any way, there has been a problem of polluted effluent-of effluents carrying a mineral load from mining, and I think Dr Stander is absolutely right-and, of course, the Commission is right when they say that this is not merely the problem of mine management or mine owners-this is a problem which affects every single human being in this country.

The paper reports on loading tests conducted on shotcrete reinforced with mesh and various types of steel fibre, and compares the results with the energy absorbing capabilities of 16 mm rebar shepherd&apos;s crooks. It is concluded that mesh-reit1forced shotcrete has sufficient energy-absorbing capabilities to contain rockbursts of significant magnitude, having greater energy absorbing capabilities, even at a thickness of 50 mm, than 16 mm rebar shepherd&apos;s crooks. Fibre-reinforced shotcrete has energy absorbing capabilities of the same order as, or better than, those of 16 mm rebar shepherd&apos;s crooks, but its performance is erratic.

The expertise of the industrial mineralogist has not always been sufficiently used in decision-making in the minerals industry in South Africa. The mineralogist can make a contribution at al stages of the exploration programme, from the time of discovery of a geological target area, through metallurgical testwork and pilot-plant studies, to the production of a saleable product. This indicates that the activities of the industrial mineralogist should be more closely integrated with those of the exploration geologist and the extraction metallurgist in order to provide management with a meaningful picture of the economic potential of an ore deposit.

Some years ago, the authors developed an analysis of non-Newtonian pipe flow based on enhanced turbulent microscale and associated sub-layer thickening. This analysis, which can be used for various rheologic modelling equations, has in the past been applied to smooth-walled pipes. The present paper extends the analysis to rough walls, using the popular Bingham plastic equation as a representative rheological behaviour in order to prepare friction-factor plots for comparison with measured results. The conditions for laminar-turbulent transition for both smooth and rough walls are also considered, and comparisons are made with earlier correlations and with experimental data.

Weakening rocks by taking advantage of microwave-induced microcracks is a promising solution for comminution processes. This paper investigates the effects of microwave treatment of the rock/or samples in single and multi-mode cavities. Based on the experimental results of using a 2.45 GHz microwave generator, the performance of different cavity setups and their impact on the energy effectiveness of the microwave irradiation was examined. Physical interpretations were drawn from multiple experiments with a relatively wide range of power rates and exposure times. Both basalt and kimberlite samples were used in experiments, and their results were systematically compared. For single-mode cavity tests, a microwave applicator waveguide antenna was placed at different distances from the samples to evaluate the effects of sample positioning on microwave heating, both numerically and experimentally. Eventually, cavity performance was assessed by using calorimetric test results, and strength decay was documented based on the spallation of the samples. It was found that the singlemode cavity setup has unique properties that can significantly improve the electromagnetic heating and therefore, strength degradation process. Historically the insurance industry&apos;s involvement in any project has been relatively late in the process. Often it was a case of the last item to be ticked off the checklist has been to ensure that the insurance is in place. However, in more recent times insurers have imposed more restrictions on the cover they are prepared to provide, which has in some cases necessitated a change in the contracting structure to accommodate the insurance policy(ies). In addition, changing contractual practices have changed the allocation of risk between the various parties involved. This calls for a more proactive approach to the design and implementation of an insurance program for both the construction and operational phases of any resource project. This paper explores how a risk managed approach to the design and implementation of an insurance program for a resource project can align itself with current management approaches to project development. From the authors&apos; experience, this approach is best adopted early on in the project (often in conjunction with the bankable feasibility study) and follows AZ/NZS4360 to objectively examine and compare a wide range of risk exposures of the project in a time-effective manner across the following areas: ? personnel; ? environment; ? general management; ? compliance - legislation, systems, protocols; ? asset management; ? change management; ? financial impacts to the organisation; ? products/services; ? service delivery; and ? technology. Having identified and then analysed the risk exposures according to common consequence and likelihood ratings the next step is to develop a risk map of all considered exposures. The true value of this approach lies in the development and implementation of a risk treatment plan for identified exposures where the exposure is unacceptable. The plans will lead to the optimal solution to the appropriate risk prevention, risk mitigation and risk transfer options available. This paper also examines other benefits to the project that may arise from adopting a risk managed approach in addition to the ability to design an insurance program which recognises the exposures and the ability of the organisation (and other project parties) to retain risk.

A study of the arrangements for pulp discharge on pebble mills, and their influence on mill performance by A. H. MOKKEN, B.Sc. (Eng.) (Rand) (Fellow), G. K. I. BLENDULF, M.Sc. (Stockholm) (Member), and G. J. C. YOUNG, B.Sc. (London) (Member) Although used for many years in the gold-mining industry, the conventional pan lifter at the discharge end of a pebble mill has hindered attempts at optimization of speed of rotation and pulp flow. A theoretical approach to flow patterns in pan lifters has pointed to limitations in the capacity of these lifters, with capacity decreasing as speed of rotation is increased. Complete elimination of the pan lifter by the adoption of peripheral or end discharge has resulted in a marked increase in pulp flow and an improvement in power utilization. Assays of the gold content of pulp discharged after a mill stoppage from mills fitted with pan lifters show values well in excess of the current milled grade, which indicates an accumulation of gold particles in the mill and, therefore, a longer retention period. The same could apply to other heavy minerals and metals present in the ore feed or worn off mill linings and metallic grinding media. Examples are osmiridium, fine iron and iron alloys, and copper and sulphide minerals. This phenomenon is attributed to the higher specific gravities of these metals and minerals, causing them to migrate towards the mill shell, from which position they are not readily removed by the lifters at the discharge end of the mill. The close association of gold particles with iron and sulphide minerals in the crevices of mill liners might be conducive to the formation of coatings on the gold. Assays of samples of milled pulp taken from a mill designed for end discharge show a lower accumulation of gold. The accumulation and nature of these gold particles are being studied at present. With increasing diameters of pebble (or autogenous) mills, peripheral or end discharge appears to be the preferred method of pulp removal.
