The following paper deals with some of the aspects of the law as it relates to the oil and gas industry in the Province of Alberta, but it should be stated here that consideration of this large subject will be confined to discussion of only those laws, rules, and regulations which affect actual exploratory operations. The paper will not touch on those branches of the law which deal with such matters as income tax, customs, and other kind red subjects which are of a highly technical nature and which are more properly the field of the specialist. Generally speaking, any system of law consists of certain major components. There must be, firstly, a national authority capable of ensuring the existence of the state itself and of maintaining the stability and continuity of its institutions; secondly, a philosophy of government covering the relationship of the state to the individual and of the individuals to one another; thirdly, a body of law to effect the purposes of the philosophical principles; and, fourthly, a judiciary to arbitrate any disputes that may arise from such relationships. All of these components and the system itself are, of course, subject to a varying degree of modification with the changing times and with the influence upon them of other systems of law. Now. while it is true to say that all systems of law comprise these similar basic features, it is apparent that the end result of any two systems of law in their impact upon the individual may be quite different.

Oil sands petroleum coke (OSPC) is a by-product of coking - a high-temperature process that converts the mined bitumen to the synthetic crude oil (SCO). For every barrel of the SCO produced, about 20 kg of OSPC are generated. Over 70 million metric tons of OSPC have been produced and stockpiled as a result of the development of oil sands industry in the past few decades. Unlike conventional petroleum coke, OSPC has uniquely high impurity contents, particularly sulphur (~ 7 wt%) and metals (e.g. vanadium at ~0.15 wt%), which has hindered its large-scale applications as a solid fuel. Vanadium is a valuable metal that is widely used as an alloy for strengthening steels. The stockpiled OSPC contains about 100,000 tons of vanadium, while the world’s production in 2013 was only 75,600 tons. At the current price of $25US/kg, the OSPC-bound vanadium represents a total value of $2.5 billion US dollars. In this work, we investigate the technical feasibility of extracting vanadium from OSPC. The work focuses on the characterization of vanadium in OSPC and the conditions for effective extraction of vanadium from the OSPC.

Based on the analysis of a sealed coal mine resulting from a fire-triggered explosion, limitations were discovered in the re-entry procedures used to reduce the size of the sealed area that were being applied during the process of re-opening the mine. The analysis of two re-opening plans in a mine using mechanical ventilation showed that the estimation of the degree of damage of two air doors close to the working face with the fire was key to the identification of the optimum mine recovery plan. The operation points of airflow and air pressure of the main fan under either the doors? damaged or intact conditions can be estimated through the use of a ventilation network simulation program. Starting the main fan for a short time period and measuring its operation points of airflow and air pressure allowed their comparison with the simulated values. This procedure provided a reasonable estimation of the degree of damage of the ventilation structures and more confidence in choosing a recovery plan. Through this process, it was possible to conclude that the two doors were still intact. Consequently, the final plan of installing a new main fan in the main decline, sealing the initial upcast shaft and unsealing the auxiliary downcast shaft, was proven to be reasonable at the mine site.

The Rock Quality Designation (RQD) is a standard scalar measure of rock quality used in common rock mass classification systems (e.g. RMR, Q system). RQD is measured along diamond drill holes. RQD interpolation between holes is nontrivial. Despite the inherent limitations of drill hole data and the local complexities of structural geology, it is often the only information available for mining and major civil engineering projects. Therefore, maximizing the usefulness of this data is warranted. We derive a correction for directional effects that help reduce the bias and improve the accuracy of the estimations. The correction is derived with the aid of numerous simulations. It relies on simple information, the angle between the joint normals and the borehole axis (JO). A reference direction is identified as the borehole direction with smallest JO. A multiple linear regression model based on JO statistics in the various boreholes defines the correction model. The corrected RQD values are then interpolated. It is shown the method enables reducing the bias on RQD estimation by 50% and improves the accuracy of the estimates by 30%. The corrected RQD values show stronger spatial continuity than the raw values. The benefits of estimating the RQD indirectly by using joint frequency measures are also assessed.

"The management of acid rock drainage( ARD) to prevent impact when tailings are disposed of in the environment requires understanding of the phenomena giving rise to acidic drainage, a rigorous evaluation of the weathering characteristics of the tailings, and the successful implementation of control measures that will be effective in the long term. This paper provides a brief theoretical background to the complex reactions taking place in mill tailings containing residual sulfide minerals which must be appreciated to enable waste characterization program to be effective in predicting the future behavior of the tailings and in designing control methods which will work. Ore extraction at great depths creates high stresses around mine openings, which can result in violent rock failure in one of various forms of strainburst. This is especially true with strong and brittle rocks, which can store a large amount of strain energy that is suddenly released at failure. The strength and brittleness of rocks have been extensively investigated in the past. The most widely accepted method for the determination of rock burstability is the strain energy storage index obtained from a non-destructive uniaxial load–unload test. However, the results of this method are not always conclusive, showing less repeatability when the target test load is changed. This study concerns itself with the introduction of microscopic analysis as a tool to help validate the strain energy index results when burstability cannot be warranted based on mechanical property tests alone. In this study, two types of rocks, namely, basaltic komatiite (BK) and felsic norite (FNOR) obtained from Canadian underground mines are examined. The selection is based on the premise that felsic norite is known to be burstable from the mine experience, whereas basaltic komatiite is not necessarily burstable. A total of 60 mechanical properties tests were conducted including uniaxial compressive strength, Brazilian tensile strength, and load-unload tests. Laboratory tests on FNOR consistently exhibit high burstability; however, the results for the BK tests are not conclusive. To seek explanations for the mechanical rock behavior, 18 thin sections were examined with optical microscopy and image analysis. The findings show the tested BK specimens are dominated by alteration products, and all primary igneous minerals are lost. There is minor quartz, garnet, carbonate minerals, talc, and serpentine, which give the rock its ductile properties. The FNOR specimens are found to be relatively fresh and supported by a strong network of plagioclase with minor pyroxene, biotite, and secondary micas, explaining the higher stiffness. This study demonstrates how optical microscopy can complement mechanical property tests to evaluate burstability of rocks.

Stonegate Agricom Ltd. is currently conducting exploration and development drilling of the Paris Hills Phosphate Project (Paris Hills Project) located in Bear Lake County, southeastern Idaho, 3.2 km west of the towns of Paris and Bloomington, Idaho. The project is located adjacent to a highway and 19 km by paved highway to Montpelier, Idaho where the Union Pacific Railroad system is located. Power and water are available locally. The nearest metropolitan centre is Salt Lake City, Utah approximately 225 km by road to the south-west of the property. The Paris Hills Project encompasses an area of approximately 856 hectares. Property holdings consist of three (3) patented lode mining claims and 16 contiguous fee parcels (some with federal phosphate leases). Active open pit phosphate mining operations are located in surrounding counties in south-east Idaho and are owned and operated by Agrium Inc., Monsanto Company and J.R. Simplot Company. The Paris Hills Project is located near the centre of the Western Phosphate Field which constitutes the most extensive phosphorite beds in the United States. Phosphate beds of the Western Phosphate Field occur within the Phosphoria Formation of Permian age and extend over an area of more than 350,000 km2 including extensive areas of Idaho, Utah, Wyoming and Montana. At Paris Hills the phosphate mineralized beds occur in the overturned limb and the horizontal limb of the Paris Syncline. Grades and thicknesses in both the western overturned limb and the eastern horizontal limb of the anticline are similar. The vast majority of potential mineralization occurs in the horizontal limb which underlies most of the property holdings. Mineralization in the overturned limb has a strike length of over three (3) kilometres and extends from the surface to a depth exceeding 300 m depending on location along the north-trending strike of outcrops. Depths of the horizontal limb range from surface along the north side of Bloomington Canyon to estimated depths of 915 to 1,035 m at Paris Canyon. The property contains an Inferred resource of 109.6 million tonnes at 23.6% P2O5 over two mineralized horizons. The phosphate zones have a strike length of over 3 km and extend from surface to a depth of at least 900 m. Drilling commenced late in the 3rd quarter of 2010 and is planned to continue through 2011. The drilling was planned to target an area of potentially higher grade phosphate mineralization and better define and upgrade the current resources.

Control of the quenching capacity of the cooling water is of primary importance for maintaining the quality and recovery rate of ingots produced by direct chill casting. Industrially, this can be done using a cylindrical metallic probe undergoing rapid quenching by direct immersion in a reservoir filled with casting water. Such a test rig originally developed at Alcan Arvida Research and development Centre was modified and used to assess the role of key parameters affecting the boiling heat transfer. During the tests, the probe of the instrument undergoes the effects of different heat transfer mechanisms. An experimental study was performed in order to clarify the details of the probe-water heat transfer during rapid quenching. The heat flux along the surface was determined by mathematical modeling using the measured temperature signals, while the corresponding heat transfer regimes like stable and unstable film boiling, nucleate boiling and natural convection were identified by the analysis of high-speed video recordings. "Abstract - Electromagnetic surveys were conducted over the Yava sandstone-hosted lead deposit in Nova Scotia to evaluate the usefulness of such surveys for detecting and mapping sedimentary­ hosted metallic ore deposits. Both transient and multifrequency systems were used for that purpose. The deposit consists of three zones of disseminated galena which also contain minor amounts of pyrite and sphalerite filling the interstices of the sandstone grains. Each zone overlies a basement depression and is separated from the adjacent zone by an intervening basement high. A conductive shale layer underlies the galena-rich sandstone formation at all three zones.Because the concentration of galena (3% to 4% ) and other sulfides is too low to affect the resistivity of the sandstone formations for detection by ground electromagnetic (EM) methods, the strategy for our survey was to look for areas of basement depressions and the presence of conductive shale in those depressions by EM depth soundings. The presence of the galena-rich sandstone formations could be inferred because of the close association of these two features with the deposits in the Yava area. Both transient and multifrequency EM systems were successful in mapping the basement depressions and detecting conductive shale at the three known mineralized zones. The technique, therefore, seems to offer good prospects for mapping similar stratabound sedimentary-hosted sulfide deposits."

"We present some of our recent efforts in the development of predictive, directed oxidation chemistry of cerium(III) complexes under non-aqueous conditions. The electrochemistry of cerium(III)- alkali metal heterobimetallic aryloxide complexes is reported and compared with cerium aryloxide complexes that are kinetically stabilized by hydrogen bonding cations that span between the complexed aryloxide ligands. Comparative electrochemical measurements reveal differences between the heterobimetallic complexes and the hydrogen-bonded complexes.INTRODUCTIONThe rare earth elements comprise the lanthanides, La–Lu, and the element yttrium (Aspinall, 2001). Rare earth ores such as monazite, LnPO4, and bastnäsite, LnFCO3, typically bear mixtures of light rare earths: La–Sm while monazite, LnPO4, contains mixtures of heavy rare earths (Eu–Lu) (Cotton, 2006). Pure rare earth elements typically are isolated using a liquid-liquid separations process.(Bautista, 1995) The hydrometallurgy of these elements is a difficult problem because the separation factors between neighboring rare earths, which are predicated on the small differences in the sizes of the trivalent ions, are quite small (Cox, 1992). The element cerium, with its 4f1 electronic configuration in the trivalent state, is unique among the rare earth elements due to a relatively accessible 4f0 electronic configuration. The accessibility of the 4f0 configuration underlies the chemistry of cerium(IV), the only rare earth ion with molecular chemistry in the tetravalent oxidation state (Cotton, 2006). Cerium is trivially separated from mixtures of light rare earths by making use of its unique oxidation chemistry. In an effort to extend separations chemistry by oxidation reactions to other rare earth elements such as terbium and praseodymium, the solution electrochemistry of well-defined cerium complexes is of interest."

Fieldwork in the Meguma of Nova Scotia and Archean equivalents shows that bedding-parallel quartz lode gold veins (LVs) commonly occur at the top of graded elastic sequences. We define a "gold cycle" (GC) by analogy with Bouma turbidites and show that most "shear zones" and "lamprophyres" correspond to the upper pelagic-pelitic (E) division. We describe GCs from Archean Chester Twp, ON; Elmhirst, ON; Bourlamaque, QC; "intrusions" and interpret them as crystal tuffs and tuff-breccias. Extensive early Archean pyroclastic volcanism is implied: the genesis of trondjhemite-tonalite-granodiorite (TTG) rocks must be re-examined. The geopetal nature and asymmetric alteration of LVs indicates genesis from sea-floor hydrothermal vents. Textures suggest that often quartz was deposited as a gel. Vent geometry (fracture, point source or diffuse seep), bottom topography and vent spacing is reflected in wade-thickness plots. GC facing directions survive metamorphism. The Bourlamaque batholith was a flat-lying sheet of quartz-feldspar-hornblende crystal tuff, and isoclinal folding has repeated one or more gold-bearing horizons. Syngenesis clarifies and simplifies LV formation with major implications for models. Exploration becomes more cost-effective. Basin analysis, whole rock geochemistry, ore lens geometry and vent spacing can be used.

Over forty years of uranium mining in the Elliot Lake region of Ontario (1956–1996) has resulted in the production of over 300 million pounds of uranium. With the completion of mining activity, Rio Algom Limited and Denison Mines Limited are utilizing progressive environmental technologies and management systems to reduce and manage the environmental risks associated with the 150 million tonnes of potentially acid-generating tailings in nine regional waste management areas. Water covers designed to reduce oxygen entry and, thereby, significantly inhibit acid generation, have been applied at six of the sites with the Quirke site serving as a demonstration site for the Mine Environmental Neutral Drainage program. All five of Rio Algom Limited’s effluent treatment plants are monitored and controlled from a central control station utilizing a Supervisory Control and Data Acquisition (SCADA) system based on “Fix Dmacs” technology. Scheduling, auditing and reporting of plant operating and environmental monitoring programs for the entire watershed are controlled utilizing the Regional Environmental Information Management System (REIMS). Proper application of these technologies and management systems facilitates delivery of cost-effective environmental monitoring, care and maintenance programs at these sites and provides tools to demonstrate compliance with all environmental performance criteria.

"The asbestos mining industry in the Eastern Townships of Quebec has early recognized the undesirable side-effects associated with mineral production, such as air pollution, noise and unsightly waste dumps. In order to efficiently achieve the industry's aim of eliminating or minimizing these objectionable features of mining, all of the asbestos producers in Quebec interchange information, knowledge and design dealing with the environmental control measures through the Environmental Committee of the Quebec Asbestos Mining Association.The paper describes what has been done and what is planned for the future in the various problem areas, such as control of dust emitted during the open-pit drilling operation, control of dryer stack emissions, control of the environment in ore, fibre and tailings handling operations, rehabilitation of the countryside covered by waste dumps, and many others."

Coal shearers are one of the major sources of dust and fines in underground coal mines. Despite considerable research investigations, no comprehensive in situ investigations coupled with extensive laboratory studies on the effects of drum design on generation of dust and fines have been found. It may be for this reason that many major shearer drum manufacturers persistently employ a certain drum-lacing pattern on current coal shearers, which is believed to cause excessive dust and fines in coal mines. This paper shows how respirable dust and fines are minimized under near-identical conditions when the drum lacing pattern was changed from a triple-tracking to a single tracking arrangement. A series of laboratory trials simulating in full scale the practical cutting action of tools was followed by extensive long-term underground trials during production operations in OAL (Cayirhan) Lignite mine in Turkey. The results are presented and discussed, and recommendations for proper drum-lacing in terms of respirable dust and fines are made.

At The Steel Company of Canada, Limited, iron oxide dust from the basic oxygen open hearths is being collected by means of electrostatic precipitators. The utilization of this dust, which has been hampered by the presence of zinc and lead oxides and sulphur compounds, is made possible by direct reduction in a rotary kiln. The description of the dust collection system and the results of kiln tests are presented.

"Airborne electromagnetic surveys were flown during 1965 in the Moose River area of Ontario. The systems used were INPUT Mark II and the Canadian Aero Otter. Anomalies indicated by both systems were located on the ground with vertical-loop EM. Two such anomalies were drilled, with no explanation being found in the bedrock geology. Subsequent seismic, resistivity and gravity surveys indicated that the sources of these anomalies lay in the overburden. Current work in the similar geological environment of the Winisk River area has shown that comparable AEM anomalies can still be misleading. The lesson to be, learned from these experiences is that additional geophysical work can help to resolve doubtful cases before drilling decisions are made."

"We investigated the electrochemical corrosion behavior of commercial permanent magnetic material (NdFeB alloy) in 0.1 M NaH2PO4 solution (pH:4.75) containing 0 – 1000 ppm of chloride at room temperature (298 K). The material was evaluated in magnetized and demagnetized condition with different surface preparations such as: Ni-Cu-Ni coated, uncoated (bare), and anodized (in fluoride containing ethylene glycol at 60 V for 15 minutes to form a thick nanoporous oxide surface). The nickel coated magnetic sample showed reasonable pitting corrosion resistance up to 100 ppm chloride addition. The uncoated samples showed passivity in chloride free phosphate solution. Chloride additions caused pitting and the pitting protection potential was equal to the corrosion potential with 100 ppm chloride addition. Demagnetization did not alter the electrochemical polarization. However, the passive film formed on the magnetic sample showed higher charge carrier density than the film formed on the demagnetized sample. INTRODUCTIONSintered NdFeB permanent magnets exhibit excellent magnetic properties such as large energy product [(BH)max > 450 kJ/m3], high saturation magnetization (1.6 Tesla), and high coercivity (1.2 – 2.08 x 106 A/m) (Sugimoto, 2011). However, the NdFeB magnets are prone to corrosion attack because of the presence of Nd-rich intermetallic phases, such as Nd4Fe (Jurczyk & Jakubowicz, 2000). Nd-rich and B-rich intermetallic phases are distributed in a matrix of Nd2Fe14B tetragonal ferromagnetic compound in a permanent magnet. Generally, several types of Nd-rich phases are present in the magnet with Fe:Nd ratios ranging from 1:1.2 to 1:7. The volume fractions of Nd-rich and B-rich (Nd1+xFe4B4 type) phases are about 10% and 7% respectively (Li, Ma, Li, & Wang, 2011) . Among these intermetallic phases, Nd-rich phase has the most active electrochemical potential. Therefore, dissolution of this phase occurs in preference to other phases by galvanic corrosion when exposed to moisture. Since Nd-rich phases are present at the grain boundaries of the Nd2Fe14B matrix, corrosion leads to disintegration of the magnet."

This paper reviews process options to reduce extraction costs, improve efficiencies, effect safer operations, and lessen environmental impacts. Equipment and processes used in the past, in use now, and that could be considered for future use are described.BackgroundTwo billion years ago life on earth consisted solely of single celled creatures of the simplest design (Gould 1989). Incredible as it may seem, uranium fission reactors were operating then also. In what is now western Africa, a series of natural reactors were fueled by rich uranium deposits in contact with underground rivers. Water from the rivers provided the moderator necessary to sustain the nuclear fission chain reaction. These primordial reactors ran down after about 600 000 years (Ontario Hydro 1989).Because it is ubiquitous in the earth's crust, humans have always been in contact with uranium. Mining of uranium, albeit not intentional, is ancient ; uranium minerals were embedded in ore veins mined for metals such as silver and copper.Uranium was discovered in 1789 in Berlin by an apothecary, Martin Heinrich Klaproth, who named the element after the recently discovered planet Uranus. The metallic element uranium, as opposed to its compounds, was extracted in 1841 by the French chemist Eugene-Melchior Peligot. The atomic mass of uranium was calculated to be 120, but the Russian genius Dmitri Ivanovich Mendeleev (famous and welcome everywhere except in Russia, where his liberal politics were detested by the Tsar), found this did not fit into his periodic table, and submitted a value of 240. Mendeleev was close; the exact atomic mass is 238.029.Henri Becquerel's detection of the radioactivity of uranium in 1896excited scientific study of the metal, but virtually no practical use was found for uranium outside of a minimal consumption as a colouring agent for glass and ceramics. Scientific interest intensified in the 19305. In 1933 Leo Szilard patented the concept of the nuclear chain reaction. While walking to work on a fine fall London morning and mulling over the problem of how to release atomic energy, he was stopped by a red light. He stood in thought and conceived the notion of the neutron-activated chain reaction before the light turned green. The patent was filed in 1934, and Szilard assigned it to the British Admiralty in order to keep it secret, in an honourable but ultimately futile effort to prevent the misuse of science (Bronowski 1973)."
