State ownership of minerals results in domestic legislation regulating mining operations. The mining industry today is dominated by a number of transnational companies, each subject to internal and external pressures for a more responsible approach to resource management. Thirty to 40 major companies are responsible for the bulk of the worldÆs mineral production with the balance coming from state-owned, second tier and junior companies and from artisanal miners.Mining companies operating within competitive commercial environments formerly focussed on mineral production. Companies worked to standards and expectations then current which largely failed to recognise the impact of mining activities on community interests. The mining industry acquired a reputation for arrogance, and for placing profitability ahead of issues considered equally or more important by local communities. Current perceptions continue to reflect disquiet about industry attitudes towards traditional land-owners and access to their lands, to environmental contamination, handling and storage of waste materials, utilisation of water and electricity, and to rehabilitation of worked out areas. Major international mining companies concerned at continuing criticism sponsored a series of initiatives with the objective of providing guidance on working harmoniously within the community. Industry commissioned studies, performed through the agency of disinterested parties, resulted in May 2002, in a Declaration being issued at an International Conference in Toronto. The Declaration was based on, but did not reflect all of the recommendations of the MMSD Report, æBreaking New GroundÆ.This paper considers whether benefits would result from the negotiation of a legally binding and enforceable international protocol encompassing the objectives of the MMSD report or the Toronto Declaration. It attempts to identify the problems associated with implementing and enforcing international mining law, should it be introduced. Aspects of mining operations having cover under customary international law are reviewed, as are rights, obligations and remedies for breaches of national mining law. Conclusions are drawn based on established procedures relating to implementing international agreements. The continuing ability of mining companies to operate within communities will result from each satisfying the communityÆs expectations rather than by complying with largely unenforceable legislation.

A brief review of the Waipipi Iron Sands Limited company history and operations over the past ten years is made along with a summary of the benefits of this mining company to New Zealand. Land rehabilitation procedures in coastal dune lands are described in detail and brief mention is made of a study of animal health and copper uptake. The paper concludes with a summary of the increased emphasis on agronomy and restoration as the mining operation commences dredging in a better class of grazing land.

DML Resources Limited - Mining Division produced over 50 000 oz of alluvial gold in the 1995 - 1996 year from five operations located in the West Coast and Otago Regions on the South Island of New Zealand. DML Resources Limited - Mining Division have a twenty year history of alluvial gold mining development in New Zealand. Recent expansions have seen the establishment of two operations in Chile whilst exploration continues in Bolivia, Peru and Argentina. The overseas growth is based on a stable production base in New Zealand focussed on the West Coast and Southland/Otago present and future operations. DML Resources consider that the mining potential in the Arahura Valley on the West coast will be fundamental to their New Zealand operations for some time. Collectively the plants operating in this catchment are referred to as the Poutini Project. Recent and late Pleistocene gravels derived from the erosion of the Alpine Schists running parallel to the Alpine Fault located on the Pacific/Australian Plant boundary are thought to be the sources of the alluvial gold in the Arahura and adjacent catchments. These gravels have been extensively mined for the past 130 years yielding some six million ounces over this period. Production from the Poutini Project started in 1989 and stood at approximately 35 000 oz for the 1995 - 1996 year. This production was split among three plants each working different areas of the deposit. Recovery techniques from each of the plants are fundamentally the same. Gravels are fed to a floating treatment plant where, following screening, the gold is recovered using jig plants and knudsen bowls. Overburden to wash stripping ratios vary between zero and seven to one with plants treating between 80 and 250 cubic metres per hour. Restoration of the land following mining is undertaken progressively. All land in the Poutini Project area mined to date has been restored to a standard suitable for dairy farming purposes. The Poutini Project is a cooperative venture between the Maori landowners and DML Resources Ltd. The Arahura River has particular cultural significance to the Maori as it is the source of the much valued greenstone or pounamu a type of jade valued for jewellery and tools. The Poutini Agreement was signed in 1989 setting out the role of each party in the mining of the Arahura and adjacent lands. Current exploration and development should extend the resource to allow mining to continue on the Poutini project for an additional three to five years at current gold prices. Production within new Zealand beyond this point may be compromised by increasing difficulty in gaining access to prospective areas within New Zealand, lowered margins due to high New Zealand dollar exchange rates and the overall lowering of alluvial headgrades throughout the West Coast and Otago/Southland regions. To counter these effects DML has continued to improve on operational efficiency and performance monitoring to optimise the mining practices used. This paper detains the background to the Poutini Project, the geology, plant and equipment used together with descriptions of the current mining methods employed.

Automation in underground mining enhances safety and leads to economic efficiency. In the past many efforts have been made on the automation of longwall shearer operation. With respect to the ultimate goal of automation, ie self controlled operation, coal bed boundary detection is one of the key problems. For longwall human labor is necessary in order to detect the exact position of the coal seam to be excavated. The authors present a sensor concept based on infrared technology and pattern recognition which will solve this problem. The very harsh underground conditions set high demands on the implemented sensors. The combination of infrared sensors and powerful processing algorithms is part of the innovative concept for automation of the new Eickhoff Bergbautechnik GmbH SL 750 shearer loader. The multi-sensor automation system EiControlPlus which is designed for the complete detection of the machine environment fills in the gap in the coal-excavation automation by building a recognition system that turns the shearer loader into an 'intelligent machine' which is capable of detecting the correct position of the seam to be excavated and thus enables human-free coal mining.

Frequently materials handling operations are compromised by transfer chute problems ranging from high wear rates, blockages and ineffective loading of the downstream conveyor. This paper will present the design flow implemented to overcome problems in two case studies utilising discrete element modelling incorporating material characterisation.Material testing is relevant in achieving a valid discrete element method (DEM) simulation model and subsequently a valuable design tool for transfer chute assessment and design. It is well recognised that in the current growth and demand for mineral resources, leading to ever increasing conveyor capacities associated with export terminals and mineral processing facilities that transfer chutes are a key focus point. The successful performance of the transfer chute is also dependent on operating with a ærobust rangeÆ of material flowability and handling characteristics. This requirement is crucial in accommodating mineral ores from developing resources, which are often more friable and stickier than in past decades.This paper will include details of chute installations associated with iron ore and coking coal, from the DEM simulations through to the performance of the installed and commissioned plant.CITATION:Moore, B A, van der Merwe, S and van Aarde, N, 2013. Laboratory induced polarization measurements were made on representative samples of concentrated sulphide ores from three environments in New South Wales Comparisons were made with the membrane polarization exhibited by an argillaceous sandstone. The sulphide samples showed a strong polarization effect, the magmtude of whIch depended directly on the conductivity of tlIe pore electrolyte.

This paper provides an update to a paper by the author on an overseas explorer's perception of New Zealand, presented at the 1997 New Zealand Minerals & Mining Conference. New Zealand has one of the most open and internationally competitive economies in the world. The petroleum exploration industry in New Zealand is booming with a record number of wells planned for 2000. New Zealand is keen to encourage investment in mineral exploration to develop its natural resources. A study of the geological potential of New Zealand estimated the value of known and potential resources of metals at $86 billion. Gold has the greatest potential, with a total resource estimated at $33.5 billion. The price of gold has averaged NZ$554 since the beginning of 1998, and NZ$593 in the last year, which is very competitive with other countries. An assessment of country risk compared New Zealand with twenty other countries in ten risk categories: sovereign risk, land access, environmental issues, land claims, mining legislation, social risk, infrastructure, civil unrest, natural disasters and workforce. New Zealand ranked fifth, showing it has low country risk. This provides a high degree of certainty for investment, which is important for the perception of New Zealand as an exploration destination. Corruption was considered separately, and New Zealand ranked third out of ninety countries, showing it is one of the least corrupt countries in the world. New Zealand has a favourable business environment, good geological potential, low country risk and no corruption. Despite this, New Zealand has not registered on the radar screens of overseas mineral explorers, and the positive factors appear to have been overlooked. New Zealand has considerable undeveloped mineral potential, and with the current rise in commodity prices, it is hoped New Zealand can participate in a resurgence in mineral exploration.

COMPRESSED air is held in high esteem by the mining engineer as a medium for the transmission of power. The transmission, however, is accompanied by a high percentage of loss. Of the total work done by the steam cylinder'in compressing the air inthe air cylinder, less than 50% is ultimately utilized by the machines underground. These losses are due to its essential and inherent properties as a gas. One of the sources of loss is that due to transmission through the pipes which distribute the air from the receiver to the various places where it is used. I greatly appreciate the distinction, and will endeavour to fulfil the duties of the office to the best of my ability, and hope to prove a worthy successor to those gentlemen who have held the position before me. On behalf of the local members of the Institute, I extend a hearty welcome to the members from the other States of the Commonwealth, who have come so far to attend this meeting, and also to the non-members whom we have invited this evening. The grade of ore at Marvel Loch mine is directly related to the presence or absence of shear zones and quartz-sulfide-rich hornblende (¦ diopside) veining within areas of plagioclase alteration. An experienced geologist can identify these features in hand specimen. Practical rules have been developed to assist this visual identification. The structural sites and styles of alteration and veining most conducive to gold mineralisation have also been determined. The work has enabled a better understanding of the geological controls on mineralisation at Marvel Loch, and has clarified geological understanding for optimisation of grade control modeling, ore block mark-ups, and minimisation of ore loss and dilution during excavation. In addition to this, it has enabled a detailed understanding of mine scale structural controls, geometry and relative grade relationships.

Feed slurries are typically flocculated in a thickenerÆs feedwell to increase the settling rate, underflow density and overflow clarity. High molecular weight polymeric flocculants are normally used, but present a number of challenges in terms of make up, dilution, delivery and mixing with the feed slurry.Various aspects of the flocculant dilution and delivery system have been studied with a combination of flow visualisation and computational fluid dynamics (CFD). An open topped flocculant dilution/mixing box has been developed to replace a conventional flocculant manifold, with improvements to the mixing, fault diagnosis and ease of determining the flow split to the various dosing points. The addition points to the feedwell have also been studied, both in terms of where the flocculant is added, and how. While conventional multi-hole spargers are effective in dispersing flocculant, they are prone to blocking and have been replaced by open-ended pipes. The required dispersion is provided by an efficient mixing element placed in the dilution port. Adding the flocculant into the feedwell dilution stream prior to mixing with the slurry also provides super-dilution of the flocculant that can further improve the flocculation process and reduce flocculant consumption.CITATION:Heath, A R and Arbuthnot, I, 2013. HYL developed a direct reduction process (DR) that does not require a reformer; it is called self-reforming process. Typically, direct reduction processes based on natural gas utilise a reformer unit to transform the natural gas into reducing agents (hydrogen and carbon monoxide). The reforming reactions are: CH4+H20-?3H2+CO CH4 + CO2 - 2H2 + 2CO These reforming units require a catalyst agent to promote the kinetics of the reforming reactions. The catalyst for these reactions is typically a metallic element such as nickel in a ceramic matrix; iron is also an excellent catalyst for the reforming reactions.

The challenge facing the engineering provider is to calculate throughput rates when faced with disparate specific energies calculated by different testing methodologies. Typically, an ownerÆs team would expect that the throughput calculations be checked using more than one method, therefore it is inevitable that there will be differences, based on which methodology is used. This engineering challenge is exacerbated by the continuing evolution of contemporary circuit configurations such as two stage pebble crushing with or without high pressure grinding rolls (HPGRs) as the second stage, or second stage pebble crusher product reporting to the ball milling circuit, etc.This paper is a companion to the paper first presented at SAG 2011, which showed that the Bond Indices are an excellent tool for estimating the specific energy requirements for semi-autogenous grinding (SAG) mills in single-stage SAG milling (SSS) circuits, SAG and ball mill circuits (SAB) or SAG and ball mill circuits with pebble crushers (SABC). This paper presents how the Bond Indices have been used to calculate ball mill specific energies, and therefore throughput rates, for SAG mill based circuits. Once the ball milling specific energy is known, tower mill and vertimill energy requirements can also be calculated. This paper presents the design and construction approach adopted for the widening and stabilisation of the existing decline tunnel forming part of the Scenic Railway Upgrade project at Katoomba in the Blue Mountains of New South Wales (NSW), Australia. The overall upgrade project included new trains and track, rebuilding of the top and bottom station and installation of a new winch and control system. All the works were undertaken over an eight-month period between August 2012 and April 2013 as part of a $30 M upgrade of the railway.The railway is the steepest cable-driven line in the world at a maximum of 52° extending over 350 m and descending from the escarpment into the Jamison Valley. The track was built in the 1880s for coal haulage and is recognised as a remarkable engineering achievement for its time. The tunnel section extends for about 120 m at the start of the decline and is about 3.5 m wide and 3.5 m high. The tunnel was excavated principally within medium to high strength Banks Wall sandstone and given that the widening only involved about 200 mm of trimming of the crown and sidewall this aspect of the work was not a critical support issue, except at the upslope portal. The tunnel crown however is entirely intersected by a major near vertical shear zone which presented significant challenges for the tunnel stabilisation works.Three-dimensional laser survey scanning was used for definition of the tunnel clearance envelope for the widening, and also to subdivide the tunnel into various geotechnical sections to assist in support design. Specifically oriented rock bolts extending beyond the shear zone into stable rock were used together with mesh, shotcrete and extensive strip drains and flushing points for drainage of the shear zone.Unique aspects of this project were included into the specifications and work methods. This included construction of a mobile working platform for tunnel works, the use of dry shotcrete application, difficult access for rock bolting and limiting vibration during the tunnel trimming works due to the risks associated with crown instability. The works also took into consideration particular safety constraints/work exclusion areas to address the risk of detachment of rock which could mobilise downslope to the track area below. This was required because other works were in progress such as micro-piling and bottom platform works which were being undertaken concurrently with the tunnel work.CITATION:Rosin, S G and Hughes, A, 2014. The mining industry is the largest source of foreign income for South Africa. It is also the main source of employment in the country and, as an industry; it is also one of the largest. Due to the labour-intensive nature of the industry, labour costs in South African mines make up nearly 50 per cent of the total mine cost. It is thus imperative to have optimum labour planning and labour management systems in place.The focus of this study was to investigate current underground labour-planning models. It is shown that there are serious limitations. The range between an oversupply and undersupply of labour can be as high as ten per cent. A new system was therefore developed to ensure a constant labour demand and supply on a daily basis. One of the main objectives was to determine the existing labour supply range and thus the requirements to fill the undersupply. For this purpose, a specific methodology was designed to capture and process all the relevant information. Mine personnel was involved throughout the entire process to ensure ownership of the new model. This buy-in was achieved through planning workshops, interactive presentations and discussions. The improved frequency of daily blasts validated the new system by providing the correct amount and mix of the labour force. The new labour-planning model was then extended to optimise revenue. Implementation on a mine resulted in increased income of R95 million.

The completion of the first two open hearth furnaces in the new No. 2 open hearth plant at Port Kembla will increase Australian production of steel by 350,000 tons of ingots per annum.The paper gives an outline of the essential features of open hearth design and auxiliary equipment required to operate the two modern open hearth furnaces at present being installed.INTRODUCTIONThe increasing demand for steel required by Australian secondary industries led to the decision to construct and operate No. 2 open hearth plant at Port Kembla. Two basic open hearth furnaces of the most modern design are under construction and it is anticipated that these units will be commissi.oned in September 1956. Australian steel capacity will thereby be increased by approximately 350,000 tons of ingots per annum.PLANT LAY-OUT AND CONSTRUCTIONIn the design and lay-out of this plant the emphasis has been on efficient material handling with simplicity of design and operation. Overseas methods were studied and these studies, together with experience gained at Newcastle and Port Kembla open hearth shops, enabled this plant to be built to a standard which compares favourably with any other in the industry.Initially two furnaces, each of 2,75 tons capacity, have been built, but provision has been made in. the design and lay-out to enable expansion to six furnaces.The location of the new plant in relation to the existing units will be noted in Fig. 5. Cook Colliery currently mines in the Argo Seam, beneath old workings in an overlying seam. The Argo seam is up to 4.8 m thick and a continuous haulage system behind an ABM25 is used to develop first workings. Current partial secondary extraction utilises floor stripping and pocketing or sumping first working pillars on retreat. The following paper summarises this recent secondary extraction experience, particularly from a geotechnical perspective, but also considering production and ventilation issues. Outcomes and learnings are presented for mining in this challenging and close multi-seam environment. The sealed castor seam workings are within 20 m, and vary from unmined areas to large first working pillars, to partial extraction panels and full extraction panels. High stress remnant pillars and goaf-edges are notable mining considerations. The mining environment is further complicated by faulting, thrust zones and weak laminated roof.

Economic gold mineralisation was discovered at Round Hill by Homestake NZ Limited in 1984 and was subsequently put into production by Macraes Mining Company Limited (MMCL) in 1990. The total mineral resource in 1990 was estimated at 41.4 Mt @ 1.42 glt at a 0.7g/t cut off, for 1.8 Moz of gold. Since project start up the mill has been upgraded twice to increase throughput and reached its current capacity of 3.2 Mtpa. At 31 December 1996, a total of 16.2 Mt of ore at average grade of 1.73 g/t has been excavated, yielding 655,000 oz of gold. MMCL began exploration along the Hyde Macraes Shear Zone in 1994. Since 1994, exploration has been successful with the discovery of over 3.5 Moz of gold. The resource now stands at 110 Mt @ 1.46 g/t gold for 5.1 Moz. This success has led to a planned expansion of the processing capacity to 9 Mtpa with the building of a new 6 Mtpa processing plant.
