COAL is the basis upon which the activities of the industrial nations of the world rest today. In order that the coal industry may bee restored to a reasonably healthy condition, it is essential that both the operator and the miner should understand that they are directly concerned and that their selfish interests demand that they take an active, intelligent, self-sacrificing view of the entire situation and do their part in restoring and repairing the economic structure. Foreign credits, foreign debts, unstable exchanges, destroyed markets, and inability through lack of credit to carry on as before, all require our attention and cooperation. DEEP CONCERN AS TO FUTURE There is deep concern as to the future and a realiza-tion on the part of some of these leaders of industry that they will have to sacrifice their personal time, away from their desks and the details of business, in order to cooperate with other groups in studying the situation and endeavoring to find the best method of utilizing their knowledge in improving conditions and averting further disaster. It is most unfortunate for the country and for labor itself that the labor chiefs are blind to these necessities, and hostile to every effort to secure their cooperation in rebuilding prosperity.

Approximately 400 attended the former event, compared with 570 a year ago, and about 250, people were attracted to the dance.

THE production of crude oil in Wyoming rose to 44,290,010 bbl. in 1923 and declined, during 1924, to 39,295,030 bbl., a decrease of about 11 per cent. The Salt Creek field supplies 75 to 80 per cent. of the production. Pipeline runs from the Salt Creek field reached a maximum in November, 1923, at a daily average for the month of 116,437 barrels. During 1924, the gas pressure in Salt Creek has declined rapidly and the production dropped to about 60,000 bbl. per day. Part of 'the decline during the last few months was due to lack of power to pump the wells. The electric-power plant of the Midwest Refining Co. did not begin to deliver current until the middle of December, by which time several hundred wells were off production. The cold snap in December, which brought, the temperature down to 30° below zero on the 17th, tied up operations almost completely and the average production for the month was only 49,545 barrels. As more wells are being pumped and the number of dead wells reduced, the production is rising and was up to 61,000 bbl. during the last week of January. A further increase is expected as the weather becomes warmer. The production of Salt Creek, by months, during 1924 is given in Table 1. COMBUSTION of coal and transfer of heat from flames and gases to boiler surfaces continue to be of great interest to engineers here and abroad. Numerous investigations have been in progress to improve furnace and boiler performance and economy. The importance of better understanding of the processes and opportunities for improvement is apparent when it is remembered that heat from at least 500 million tons of coal a year the world over is being transferred to boiler water at efficiencies ranging mostly between 50 and 90 pct. Even slight gains in efficiency, economy, and labor saving become very significant when multiplied by the enormous quantity of fuel consumed. Also the competitive position of the large coal, oil, and gas industries in satisfying the fuel consumers is greatly affected by the achievements made through technical progress with each fuel. This paper is part of a continuing activity of Bituminous Coal Research, Inc., to extend the knowledge of coal utilization for steam generation and to seek promising directions for future research and development in cooperation with others. Particularly in the latter regard, numerous interviews were held during the last three years to seek the experience and advice of boiler and combustion- equipment manufacturers, electric-utility executives, and fuel engineers. A wealth of published information was also reviewed, which together with the interviews pointed to the advisability of further work on ash and sulphur control.

THE introduction of a substitutional alloying element, X, appreciably complicates calculation of the thermodynamics of the formation of proeutectoid ferrite from austenite. As noted in the preceding paper,' the positional entropy of the interstitial species is the principal component of the free energy of an interstitial solid solution with which theory has so far been able to deal. One would expect, however, that other components of the free energy of this type of solid solution may be significantly altered by the addition of a substitutional alloying element. Even if the assumptions are made, by analogy to the case of Fe-C alloys,' that changes in the positional entropy of carbon represent a significant part of the thermodynamic effects of an alloying element, and that the remaining effects can be taken into account by fitting the equations developed on this basis to experimental data on Fe-C-X phase diagrams or on the activities of carbon in alloyed austenite and ferrite, the experimental information available on either of these quantities is not yet sufficiently accurate or extensive, respectively, to make such an approach useful. An attempt made by Zener on the former basis to explain the effects of alloying elements on the thermodynamics of Fe-C alloys in terms of a temperature-independent "free-energy change" (actually enthalpy hane') required to transfer 1 mole of an alloying element from austenite to ferrite, in which the "free-energy change" was determined by fitting the theoretical relationships developed to Fe-C-X phase diagrams, thus proved inadequate in part because of deficiencies in the available ternary-phase-diagram data.= Other difficulties of a more fundamental nature, however, also indicated the desirability of a different approach to the problem.3y4y6 zener6 subsequently proposed that the free-energy change associated with y — a transformation in pure iron can be decomposed into magnetic and nonmagnetic components. Alloying elements were assumed to affect those components separately. One parameter was used to describe the quantitative effect exerted on each component. These parameters were evaluated from Ms (martensite-start) temperature data and from other experimental information usually either readily available or measurable with acceptable accuracy. Zener applied this treatment only to the calculation of Fe-X phase diagrams in which X is a ferrite-stabilizing element. In the present study, this treatment is extended to include austenite-stabilizing elements, and then combined with treatments previously considered for Fe-C alloys1 to permit calculation of the thermodynamic quantities of interest in the austenite - proeutectoid ferrite transformation in Fe-C-X alloys, where a number of representative, and commonly used alloying elements are chosen for X, including Si, Mn, Co, Mo, Al, Cr, and Cu. The results are used to explain important features of the partition of alloying elements between austenite and proeutectoid ferrite, as reported in a companion paper7 on the basis of electron-probe analysis, and to provide some additional understanding of the influence of alloying elements upon the kinetics of nucleation and growth of proeutectoid ferrite. Portions of this treatment6 have been clarified in the course of a review by Kaufman and Cohen.3 The consolidated summary of these developments with which this section is begun provides a basis for further clarification of the treatment, from which extension to include austenite- as well as ferrite-stabilizing elements is a natural consequence. Prior to 1916, thickening was an art, and any accurate decision as to what size of machine to install to handle a given tonnage of a specific ore must have been one of those intuitive conclusions, based on both intimate and extensive acquaintance with thickners and ore pulps. Then in 1916 "knowledge of acquaintance," became "knowledge about" with the publication of the Coe and Clevenger paper.' The unit operation of thickening had graduated to the status of an engineering science. The fundamental similitude relationships for the two major phases of the operation were defined so clearly that batch tests on models as small as liter cylinders could serve to specify protypes as large as 325 ft in diameter.

Following closely Marcona Corp.'s announcement of its new Marconaflo process for transporting mineral slurries by ship (see pp. 96-97, Sept. 1969 [ ]), Midland-Ross Corp. (M-R) now heralds its metallized iron pellet process which supplements Oregon Steel Mills1 (Oregon Steel) new Portland, Ore., plant. Harry J. Bolwell, president of M-R describes the company's M-R Pellet as "the most exciting advance in steelmaking in a decade, one which will profoundly affect the industry." In fact, other knowledgeable industry spokesmen believe that with these developments the mini-steel plant era is now here and that this technical development along with the Marconaflo process will revolutionize iron ore shipments and steelmaking. The M-R president predicts that electric furnaces can account for 20% of the annual U.S. steel production by 1975, compared with 14% at the present time because of these developments.

AS the end of the collegiate year approaches, the problem of student employment again becomes acute. This subject divides itself into two phases: (1) employment prior to graduation and (2) employment following graduation. "Experience is the best teacher," according to the old adage, and the student needs all that he can get. He is afforded every opportunity to reap from his books the theories and principles of scientific and engineering practice, and occasionally he is privileged to make field trips to observe the practical side of the subject. But it is not enough for one to know the theory and to observe its application; it is also desirable for the student to get the feel of the tools during his training Such opportunities can only be afforded the student if the major companies cooperate with the universities in giving the student part-time and vacation work.

Security restrictions on processing uranium raw materials to yellow cake were lifted in August 1955, coincidental with the Geneva Conference on Peaceful Uses of Atomic Energy. Numerous reports and technical papers on uranium extraction and recovery methods have appeared since that time, and it is doubtful that another review of past and current practices would add much to the technical literature. Development of some promising procedures was arrested, perhaps temporarily, by mechanical handling problems or peculiarities in the chemistry of uranium and associated elements. Some methods have been incompletely evaluated and still others that tested well in the laboratory and pilot plant are dormant because of competition from other processes, or because of their restricted applicability to particular ore types that have not reached quantity production. In view of the vast number of new ideas and procedures that have been advanced, considered, and tested, it would be futile to attempt a comprehensive survey in this article. Only a cross section of the field, based on random sampling, can be provided here. The authors have chosen, therefore, to discuss some innovations that may provide a clue to uranium ore processing techniques of the future. An effort has been made to select unpublicized new metallurgical techniques or interesting applications of established principles and procedures. With the two exceptions noted later, all the research to be described has been sponsored by the AEC. Physical Beneficiation: Individuals and firms engaged in mining and processing uranium ores, and in related research activities, have often had considerable experience in ore dressing. As might be expected, therefore, a prodigious amount of work has been done on physical beneficiation testing of uranium ores, particularly in efforts to concentrate subgrade materials. Although some success has been attained on specific ores by gravity concentration and flotation, ratios of concentration have generally been low and there has been difficulty in making a throwaway tailing.

PUBLIC hearings began before the Committee for Reciprocity Information on May 24, 1950, for the purpose of unearthing data and opinion that will be helpful in the forthcoming reciprocal tariff and other trade-barrier negotiations at Torquay, England, on September 28th of this year. The conference this fall will constitute the "third round" of tariff negotiations under the General Agreement on Tariffs and Trade concluded at Geneva in 1947. The United States plans to negotiate with 17 other countries on possible tariff modifications on various articles all the way from baby carriages and bottle caps to lead and zinc-bearing ores. On May 31, June 1 and June 2, spokesmen appeared before the Committee for Reciprocity Information on behalf of the domestic lead and zinc mining industries. Producers of these metals protested the inclusion of paragraphs 391 (lead-bearing ores, dust and mattes), 392 (lead bullion, lead in pigs and bars, and scrap lead), 393 (zinc-bearing ores of all kinds), and 394 (zinc in blocks, pigs or slabs, and zinc dust) of the Tariff Act of 1930, as amended in the list of articles to be considered for possible tariff concessions at Torquay. It was pointed out that although operating costs have more than doubled since 1939 tariffs on these metals were actually higher in that year than at present. This, coupled with the detrimental effects of the recent series of devaluations, has sounded the death knell for a substantial number of domestic lead and zinc mines-a most undesirable development in the face of the ominous international situation, according to these spokesmen. It was urged that higher rather than lower tariff rates are needed on these metals. The opinion was expressed that it was inconsistent to foster a high living standard in our western areas and then, once it is attained, to undermine that condition by minimizing the protection that was partly responsible for it. The main theme of some arguments implied that although every effort should be made to close the "dollar gap" abroad, serious consideration must be given the methods employed lest our national security position be jeopardized in the process. The House Committee on Foreign Affairs completed hearings on H. J. Res. 236, to provide for United States membership and participation in the International Trade Organization. Hearings began on April 19th and ran for over five weeks. Many witnesses from industry and government presented voluminous testimony, which will not be available for public distribution for several weeks. However, it is no secret that the most controversial provisions of the Draft Charter of the ITO are: (1) Article 17 (Chapter IV on Commercial Policy) which would obligate members to negotiate for the reduction of tariffs and the elimination of trade preferences; (2) Article 20 which would prohibit the use of quantitative restrictions for protective purposes; (3) Article 16 which promulgates rules to implement the principle of non-discrimination in international trade; and (4) provisions permitting the use of protective measures for promoting economic development, particularly in backward areas, even though such provisions are inconsistent with those of the three articles cited above. United States membership in the International Trade Organization is essential to the successful operation of that body in view of this country's position as the economic giant in the present international trade pattern. Many countries are reluctant to take any action toward the ratification of the charter until it is known what course America will pursue. However desirable or undesirable the ideal of free multilateral trade may be it is unlikely that this Government's participation in the ITO will materialize soon. Advices in Washington indicate that H. J. Res. 236 will not be enacted during the present session of Congress. The legislative pattern designed to secure Congressional approval of the ITO is similar to that of the St. Lawrence Seaway project. The Seaway project was pending in treaty form for several years before the Foreign Relations Committee of the Senate and when the Administration decided to incorporate this project into bill form it was found that, while it passed the House promptly, the Senate decided to pigeonhole it because of the obvious intent to circumvent the constitutional prerogative of the Senate to advise and consent to the ratification of treaties. The ITO bill may be slated for a similar fate. It is deemed essential by western Senators and Congressmen that the present session of Congress enact some form of mining legislation before its adjournment, now set for July 31st. These legislators from prominent ore-producing states do not desire to return to their home areas in the fall emptyhanded. Aside from that, it is entirely superfluous to reiterate the necessity for maintaining a healthy domestic mining industry as a bulwark against a sharp rise in the temperature of the "cold war". Now that S. 2105 has failed a new bill is taking shape in the Senate Interior and Insular Affairs Committee. It is similar in language to H. R. 8221 (to encourage the conservation and development of the mineral resources of the United States) reported by the House Public Lands Committee on May 3, 1950, but so far has failed to receive approval of the House Committee on Rules. There are some qualified observers in high circles in Washington as well as in the mining industry who favor a tax incentive program to stimulate investment in mining enterprises, as opposed to a conservation and exploration program. The Bureau of Mines and the Treasury Department have undertaken a joint study to determine the need for modification of the tax laws as they apply to mining. The study is scheduled for completion before the end of the year, and appears to be supplementary to the investigation initiated by the National Minerals Advisory Council which culminated in the submittal of recommendations to the Secretary of the Interior in December 1949. The "cold war" is largely responsible for the increased demand for metals. Stock-pile purchases and heavy industrial demand due to military needs distort markets and disrupt normal price trends. Such activity has an unhealthy influence on metal production, luring some producers into a state of dependency on the continuation of this condition. When stock-pile objectives are met sometime in the future purchases must then come to a halt unless international "fireworks" are touched off. It can only be hoped that technological improvements and further mechanization of mines coupled with the stimulus of a rising population will offset the anticipated drop in industrial demand and cessation of stockpile purchases when the international crisis abates.

BACK in the early nineties the old Dickerson iron mine in Morris county, N. J., was operated by a vertical shaft 850 ft. deep and by a continuing slope for more than 1000 ft. more 011 an incline of 65", together making the vertical depth about 1800 ft. I was then the general superintendent there. This mine, named for a former governor of New Jersey, had been worked more or less continuously from long before the American Revolution and up to this particular time. The pumping equipment was of the old-time Cornish type, with its long pump-rods running down the vertical shaft and the slope to the sump at its bottom. It was operated by a large flywheel engine in the engine room and all angles were turned by the usual bobs. Saturday was the day fixed for lowering the "suction" into the deepened sump at the bottom of the advancing slope. The mine foreman had gone down with the morning shift to superintend this very vital and particular work, which consisted not only of lowering the "suction" into the sump immediately after the pump had been stopped, but of securing it to the rock and putting in the added sections of column-pipe and of tightening up the numerous bolts at their joints, all before the water rose to the point of working. At an appointed time during the forenoon I had agreed to go down into the mine and join the mine foreman in consultation over any difficulties that might have arisen. At the time agreed I went down by the cage to the bottom of the vertical 850-ft. shaft, and then by ladders down the slope for over 1000 ft. more.

INCREASED mining activity during the past year has brought to light changes in mining practice and advances in technique, born and incubated in the period of depression from which the mining industry is now emerging. Although the tendency toward large output from individual mines has continued, a salutary trend is evident toward greater efficiency at small mines, in which the gold mines of Canada have led the way. Improvement in excavating machinery and washing plants for small placers has continued, and knowledge of the possibilities and limitations of this kind of equipment has increased. Greater portability through sectionalization has been the keynote. Power, shovels and draglines mounted on caterpillar treads move from one deposit to another under their own power, and floating washing plants mounted on pontoons can be taken down, moved, and set up again by a small crew of men in only a few days.

High purity ZrC14 (25 to 200 ppm of metallic impurities) can be readily prepared in simple apparatus by thermal decomposition of alkali chlorozirconate fused salts at 500° to 600°C and at atmospheric pressure. Suggested phase diagrams for the systems NaCI-ZrC14 and KCI-ZrCI, are presented. ALKALI chlorozirconate compositions — anhydrous fused mixtures of ZrCl4, NaC1, and KC1— are manufactured commercially and are used by the magnesium industry to introduce zirconium into magnesium alloys. Zirconium refines the grain size and improves the physical properties of many important magnesium alloys. AN excerpt from the Alabama State Mining Law, pertaining to, transporting men' into and out of the mines, reads as follows: "A trip of empty cars may be operated for the purpose of taking employees into and out of the mine, where the distance to and from their work exceeds one mile." The State Mining Department of Alabama includes in its inspection the transportation of men into and out of the mines, also studying and noting improvements, or progress made, that would tend to create a greater assurance of safety in this practice. Everyone is familiar with the original safety methods employed in man-trip transportation, such as passing a rope around the trip of cars, or through the cars, fastened in the conventional manner, and with the usual "clog," commonly called a drag, on the rear end. Also there is a more advanced method of transporting men, such as the double-rope system, which is feasible on slopes used exclusively for this purpose, and is very satisfactory. THE subject of the salt-water corrosion resistance of magnesium alloys is somewhat like that of the pitting of stainless steels, in that it involves a relatively small percentage of the applications but receives a much greater proportion of the publicity. Actually magnesium alloys are in use in many exterior applications as well as interior, with no trouble from corrosion. Magnesium and its alloys have a striking stability against atmospheric attack, being far superior to iron. Specimens exposed unprotected to atmospheric weathering for 10 years show only a superficial surface-film formation. The basic nature of magnesium and of its important alloys is that they are also resistant to the attack of salt water even in an unprotected state, giving substantially no loss in weight after one year of alternate immersion in 3 per cent NaCl solution (Fig. I). This basic behavior is often masked because of the extreme sensitivity of these alloys to certain impurities and combinations of impurities. It is known, and the subject of increasing emphasis, that higher purity leads generally to greater stability for many materials, nonmetallic as well as metallic. However, a review of the literature on the corrosion factors in magnesium alloys shows that almost all researchers worked with base metal in which metallic impurities varied in uncontrolled amounts. The major factor, that of metallic impurities, probably greatly overshadowed the effects of minor ones such as flux inclusions, nonmetallic impurities, porosity, metallographic state, which these researchers presumed to study. In the present investigation the first observation of interest is that whereas magnesium of commercial purity (99.9 per cent pure) has a corrosion rate in alternate immersion in 3 per cent NaCl solution at room temperature of anywhere from 5 to 100 mg. per sq. cm. per day, the corrosion rate of high-purity magnesium is 0.15 ± 0.05 mg. per sq. cm. per day. The principle followed in the experiments was to add to such base magnesium other elements, singly and in combination, in controlled and known amounts and to observe the corrosion behavior of the resulting alloy. These experiments show the existence of what may be called "tolerance limits" of magnesium and some of its alloys for certain impurities. The extremely small percentages of impurities involved and the sharpness of the corrosion discontinuities appear to be quite unpredictable. In order to carry on this work, it was necessary to develop an analysis technique suitable to the problem. In some cases it was necessary quantitatively to analyze impurities to less than 0.001 per cent. The experimental data to be presented are based on observation of about 5000 alloy specimens and on more than 50,000 quantitative analyses. At the present time, oxidized taconite and semitaconite are not processed on the Mesabi Range except in vely limited tonnages. However, it is estimated that by 1990 shipments from the Range will approach 75 million tons of iron ore per year. To achieve this and future production, either additional magnetic taconite reserves must be proven or oxidized taconite and semitaconite must be processed. One beneficiation process which uses high-intensity magnetic separation and flotation for concentrating oxidized taconite and semitaconite is described. Detailed metallurgical results are given and an economic evaluation of the process is presented with comparison to other processes. The results of the present study indicate that the high-intensity magnetic separation and flotation process appears nearer commercialization for the processing of Mesabi Range semitaconite. The disadvantages of the process are nearer solution and are being solved by well-defined programs. During the twentieth century, the Mesabi Range in northeastern Minnesota has been the main source of iron ore for American steel mills. The Mesabi Range, which is about 120 miles long and up to 3 miles wide, is the pre-glacial outcrop of a group of sedimentary iron-bearing rocks known as the Biwabik formation. The formation, which is 200 to 650 ft thick and dips 50 to 10° to the southeast, is divided into four stratigraphic units. From top to bottom, these are the Upper Slaty, Upper Cherty, Lower Slaty, and Lower Cherty. Since its deposition in Precambrian time, most of the original Biwabik formation has been subject to alteration. Thus, although the iron content of the original formation was quite uniform, major variations in mineral composition now occur both laterally along the length of the formation and vertically within its units. Details of the mineralogical variations in the Biwabik formation have been described by Wolff,' Gruner, 2 and White.3 The unaltered portion of the Biwabik formation includes the magnetite taconites which are being commercially processed by Reserve Mining, Erie Mining, Eveleth Taconite, National Steel, Butler Taconite, and U.S. Steel. These six operations have a capacity of 32 million tons of iron ore pellets per year and have produced approximately 170milion tons of pellets since 1956. Capacity for another 30 million tons of pellets per year is being considered by the industry for the next ten years. This increase will be obtained by constructing new plants and by expanding present operations. Thus, by ! 978, it is estimated that approximately 60 million tons of iron ore vellets will be produced each vear from the magnetite taconites of the Biwabik formation. The portions of the Biwabik formation subjected to intense alteration resulted in direct shipping, wash, and heavy-media ores. Since 1892, 1.8 billion tons of direct shipping ore have been shipped from the Mesabi Range. This ore has been the major source of iron ore for American steel mills. In 1967, about 11 million tons of direct shipping ore and 13 million tons of wash, jig, heavy-media, and other gravity concentrates were shipped from the Mesabi Range.4 These products generally have poorer physical and chemical properties than the iron pellets produced from magnetic taconite. You moderns think of your field of work as "Minerals Beneficiation"; to me it always will be "Ore Dressing." While I would like to talk with you on the future of ore dressing rather than the past, I cannot do this because I started to work in the field some 56 years ago, and my future is behind me. It is trite to remind you that then, in 1900, one out of every 30 high school graduates went on to higher education. Today, the figure is one in every three. So that, while you have a lot more men to compete with, the field of opportunity has expanded even more.
