LUMINESCENT materials have been used in an increasing variety of ways in recent years. Such uses range from the screens on which the picture or image is presented in television and other cathode ray tubes to fluorescent lamps, fluorescent effects in decorative, theatrical, and display lighting, and the many applications of phosphorescence in paints, textiles, paper, and plastics. During the war the screens for a radar set or the "night-seeing" devices were not fundamentally different from those in other cathode ray tubes, but nevertheless they presented special problems for the phosphor manufacturer. It was essential that the "pips" on a radar screen continue to glow after the exciting beam had swept on, but this afterglow would be ruinous to a television screen. In the image tube used for seeing at night with infrared instead of visible light, electrons emitted by an infrared-sensitive receiving surface were amplified and converted to visible light after striking a fluorescent screen. The small size of the screen caused special problems in reducing the grain size of the phosphor to obtain adequate resolution. Other devices used phosphor surfaces which could be stimulated directly by infrared radiation to emit visible light. Energy was stored in the phosphors by prior excitation with short-wave-length radiation, and the stored energy released on subsequent exposure to infrared radiation. Maps, navigational charts, bombing manuals, and computers of various sorts were printed on fluorescent paper or lettered with fluorescent inks. Fluorescent markings excited by small ultraviolet lamps were used on airplane instrument dials. A large amount of research was done to determine the best color for the emitted light and other properties for the fluorescent materials, and on the best methods for their fabrication into the items listed above. Phosphorescent materials found wide use during blackout restrictions to mark safe passageways, to delineate traffic hazards, to identify packages, and to mark tools and other items of equipment.

SOME nonmetallic minerals and their products, such as portland cement, common brick and hollow tile, sand, gravel, crushed rock, vitrified salt-glaze clay pipe, and the like, are a necessity in every community. They are mineral in nature but the establishment of plants for their production is usually a local and elementary problem. Yet it is probable that an economic study of the problem in every locality will show that such nonmetallic mineral commodities are not always obtained in the most economical way, or in the best quality. Other nonmetallic minerals are of such value that they may be shipped for long distances and sold in sufficient quantities to establish prosperous commercial ventures. Among these are phosphates, barium compounds, borates, nitrogen compounds, magnesium compounds, sulfur, asbestos, and potash. Success in marketing such products depends on quality, production cost, transportation, and similar conditions.

The New York talc deposits of commercial importance are in St. Lawrence and Lewis counties, in the northwest Adirondack Mountains (Fig 1). All of the deposits are of pre-Cambrian age and occur within highly deformed and recrystallized marble of the Grenville series. The deposits in St. Lawrence County, near Gouverneur, are the largest and most productive of their type known in the Western Hemisphere. In 1948 the seven mines which are in operation will produce about 130,000 tons of ground talc. All talc production in Lewis County is from one mine. There the annual production ranges from 15,000 to 30,000 tons. These so called talcs of New York State include earth materials of differ- ent chemical and mineral compositions. In general the mineral talc is sub- ordinate in amount to other minerals in both the Gouverneur and Natural Bridge deposits.

Introduction Estimates performed on potential future plants must by their very nature be either order-of-magnitude or budget (preliminary) estimates. Of the three types of estimates recognized by the American National Standards Institute (ANSI Standard Z94.2), order-of-magnitude and budget estimates are the least accurate. Order-of-magnitude estimates have an expected accuracy of plus 50 percent to minus 30 percent. In other words, it is anticipated that actual project cost will be no more than 50 percent above the estimate and no less than 30 percent below the estimate. Budget estimates, or preliminary estimates as they are often called, have an expected accuracy of plus 30 percent to minus 15 percent. The reason that greater accuracy cannot be expected in performing estimates on proposed new facilities is simply that insufficient data is generally available to permit performance of a highly accurate estimate. As stated in ANSI Standard Z94.2, a definitive estimate, i.e., an estimate with an expected accuracy of plus 15 percent to minus 5 percent," . . is an estimate prepared from very defined engineering data . . . (including). . .as a minimum, fairly complete plot plans and elevations, piping and instrument diagrams, one line electrical diagrams, equipment data sheets and quotations, structural sketches, soil data and sketches of major foundations, building sketches and a complete set of specifications." In other words, the engineering of the project must be fairly well underway to permit a definitive estimate to be performed. Such is the case only after the construction decision has been made, all potential alternatives evaluated, and major expenditures committed for a particular course of action. This situation is beyond the scope of this chapter. The chapter is directed to comparison of various technological alternatives for which site specific engineering data is not generally available. Accordingly, such comparisons can be made only by utilizing preliminary or order-of-magnitude estimating techniques.

THE Butler Mine property is situated in the vicinity of Pittston, in the Wyoming coal-field of Pennsylvania. The coal has been worked out from the fourteen-foot or Baltimore vein for a number of years on part of the tract, the old chambers remaining open as when originally abandoned. This vein outcrops on the Butler property, and is nowhere more than sixty feet below the surface of the ground on the line of the cut-off to be described. Above the fourteen-foot vein and about, say midway, between it and the surface of the ground, there is another small vein or rider of coal, about twelve inches in thickness. The rock between the two veins is a carbonaceous slate, about twenty-five feet in thickness. Above the smaller vein is a bed of sandstone, varying in thickness, but generally not less than from eight to ten feet. This sandstone is also carbonaceous, but the proportion of carbon is much less than in the slate below. Both rocks have been analyzed, and before the next Institute meeting, the writer hopes to be able to furnish the exact proportions. The sandstone is overlaid with debris up to the surface of the ground. Some time during the spring of 1876, it was found that the coal left in the worked-out mine had been set on fire, and that the fire was gradually spreading. Inquiry developed the fact that the fire had originally been started by a woman, who had taken up her abode in an old tunnel leading into the workings. Owing to some delay in the early attempts made to extinguish the fire, it finally gained such headway that no ordinary means were found to be effectual. Finally, Mr. C. F. Conrad, civil and mining engineer, of Pittston, Penna., was called in as consulting engineer. He advised the making of a thorough cut through such portion of the old workings as had not been reached by the fire. It was found by survey that this cut could be limited to a length of about one thousand two hundred feet, as the vein faulted on both sides, and that the greatest depth of the cut would be about sixty feet. Subsequently it was decided to tunnel part of the way, thus saving the deepest portion of the cut. In 1856-7, there occurred a fire in the same mine. Two stone-walls in V-shape running from the apex of the V towards the outcrop, were built to cut the fire off, and these walls were carried as far as the vein had at that time been worked. UTAH has enormous deposits of high-grade bituminous coal. The United States Geological Survey estimates that there are 13,130 sq. mi. of land in Utah known to contain workable coal and these extensive fields contain 196,000,000,000 tons of coal. Growth in population and development of industry in the intermountain and Pacific coast regions will in time give Utah a place with the great coal producing states of the country. Even today, faced by adverse conditions in competition with cheap fuel oil from southern California, water-power throughout the western states in general, and comparatively high freight rates to its distant markets, the Utah coal industry is notable in many respects. In recent years, Utah has led the United States both in the percentage of its mines in class 1, mines producing more than 200,000 tons a year, and in average production per man per day, which was 6.01 tons in 1921. If it does, frontal displace- ment occurs in the laboratory experiments, and oil INTRODUCTION Thc puposes of this paper are to present theoretical and experimental evidence for occurrence of macroscopic instabilities in displacement of one viscous fluid by another immiscible with it through a uniform porous medium and to compare available experimental data with some predictions of a theory of instability developed by the first author. The instabilities are referred to as macroscopic in the sense that spatially quasi-sinusoidal, growing fingers of the displacing liquid are formed, the width and peak-to-peak separation (wavelength) of which is large relative to a characteristic length of the particular permeable medium such as grain size. Visual models of two kinds have been used to obtain observations: displacement of oil by water-glycerine solutions through the flow channel formed by closely spaced parallel plates and displacement of oil by water with and without initial interstitial water through unconsolidated glass powder packs, employing the technique of matching indices of refraction. In all cases we have observed macroscopic instabilities or fingers under conditions predicted by the theory to be favorable for their occurrence. The phenomenon discussed here is not the production of streamers due to gross inhomogeneities such as permeability stratification of the porous medium. It is our object to show, on the contrary, that a quantitative prediction of finger spacing is possible in a porous medium known to be macroscopically homogeneous and isotropic throughout. The importance of the phenomenon in its influence on the configuration of oil and water with respect to oil production behavior was noted earlier by Engel-berts and Klinkenberg' who coined the term "viscous fingering". I. INTRODUCTORY. THE plans for the investigation of fuels and structural materials now being conducted by the Technologic Branch of the United States Geological Survey were, before being decided upon by the Director of the Survey, submitted for consideration to the National Advisory Board, upon which there are nine representatives from the membership of the American Institute of Mining Engineers, viz.: Messrs. John Hays Hammond, Robert W. Hunt, B. F. Bush, and E. V. d'Invilliers (representing the Institute); Messrs. Julian Kennedy and C. S. Robinson (representing the Iron and Steel Institute); Dr. Charles B. Dudley (representing the American Society for Testing Materials); Mr. F. H. Newell (representing the U. S. Reclamation Service); and Dr. Richard Moldenke (representing the American Foundrymen's Association). It seems fitting, therefore, that a report of these investigations of the past three years should be submitted to the Institute for publication in its Transactions. The above, together with other representatives of the national engineering societies and allied organizations, were invited by President Roosevelt to serve, along with the Chiefs of the several Government Bureaus who have charge of public works and large. fuel purchases, on the National Advisory Board to give advice concerning these investigations. The appointment of this National Board grew out of a wish on the part of the President, the Secretary of the Interior, and the Director of the Geological Survey not only that the appropriations for these investigations be expended in a manner most beneficial to the several branches of the government

Transportation is the minerals business. Once upon a time the geologist, the engineer and later the metallurgist reigned supreme, but the leading role in mineral development today is the economist-especially the transportation economist. Obviously this trend is more important for large volume, low value mine-to-market movements of such commodities as iron ore, phosphate, potash, coal and petroleum. But, transportation is of sufficient importance to all mining activities to be included in forward planning. Civilization has been influenced by transportation developments to an extent little understood or appreciated. Although industrialists are capable of intelligent historical analysis of this phenomenon, too frequently they have failed to project, or anticipate those changes in transportation techniques which will influence the pattern of industrial growth.

Cobalt is a silvery white metal with a slight bluish cast. It strongly resembles nickel in its appearance and properties, notably its resistance to corrosion, although its alloys with other metals differ decidedly in their properties from those of nickel. The name "cobalt" was derived from the German Kobold, meaning goblin, and this came to be applied to the cobalt minerals which, although they resembled ores, did not readily yield metal when smelted by the primitive processes available in the Middle Ages. Cobalt minerals were used as pigments by potters and glass workers before the Christian era. Cobalt blue glass was found in the tombs of the Egyptians and in the ruins of Troy, and many colors used by the ancient Greeks and Romans contained cobalt. The ancients were entirely unaware that the colors they used were caused by cobalt and the metal itself was not isolated until about the middle of the eighteenth century, by Brandt, although the preparation of cobalt compounds had been carried on in a small way ever since the opening of the silver-cobalt deposits at Schneeberg, Germany, in 1470.

The great coal strike of 1902, which confined the work at the Short Mountain colliery of the Lykens Valley Coal Com pany almost exclusively to pumping, gave an opportunity to determine with considerable accuracy the cost of pumping the water from these very old, extensive and wet mines. This colliery, which is located in the extreme southwestern end of the anthracite coal-field, has been operated continuously since 1836, and has shipped 7,747,313 tons of coal. This and the Williamstown colliery are the only operations in Dauphin county. The workings cover about 5 miles along the North dip of the extreme westerly end of the basin, with the operating slopes near the center. They extend around the westerly spoon of the basin and back about 31/4 miles easterly on the South dip. The mines are very deep, the present workings ex tending to 711 ft. below sea-level, and about 1600 ft. below the lowest surface-opening. The coal is hoisted principally from the Short Mountain slope, which is 1550 ft. long, with 26 to 68 degrees dip, and from an inside slope, No. 4, 800 ft. long, with 52 to 72 degrees dip. The ordinary capacity of the colliery is about 1000 tons per day, and the average output for the years 1897 to 1901, in clusive, was 297,000 tons per year. The seams worked are the lowest Red Ash measures, being, respectively, Nos. I, II and III of the coal-bed series, but locally called the " Little Lykens," " Lykens," and " Whites." On the accompanying plan the Lykens seam is shown in full and the Whites in dotted lines. The pumping-plant is divided into four lifts, the pumps being located as shown in the section, Fig. 1, and the plan, Fig. 2.

In spite of the widespread interest in rock bolt research, relatively little is known about the critical region surrounding the bolt anchor. In analyzing the stress distribution around an opening resulting from rock bolt support, it is commonly assumed that the bolt is fixed at a point far enough from the surface so that the anchor does not influence the performance of the bolt. Furthermore, a bolt anchor is assumed to per- form satisfactorily if it will hold the design load with a minimum amount of load relaxation, commonly called bleedoff. From the standpoint of the design engineer both of these assumptions are reasonable, but they ignore the fact that the extremely high stresses in the region of the anchor are capable of generating fractures in the rock. Lang estimated the bearing stresses for a slot and wedge anchor on a one-inch-diameter bolt to be as high as 125,000 psi. This paper describes a more thorough analysis of the magnitude of the stresses around the anchor and the nature of the potential fractures that might result.

When an excavation is made underground the original rock stresses are removed from the surfaces of the excavation. These surfaces converge to partially close the excavation and the superincumbent rock mass moves down towards the excavation. If the convergence of the surfaces of the excavation were controlled, energy generated by their motion against the controlling forces could be extracted. Since the total forces in the rock mass are not significantly affected by the excavation, stress concentrations arise around the excavation, which compensate exactly for those stresses no longer transmitted through the excavation. These phenomena give rise to two general principles which provide the basis for analyzing the effects of making any underground excavation. The first of these is that the total force resulting from the stresses across any plane in the rock, including any plane through the excavation, must be the same before and after the excavation is made. The second of these is that energy must necessarily be released as a result of making an underground excavation.

The phosphate ores mined in middle Tennessee typically consist of granular rock phosphate particles disseminated in a clayey matrix. In the TVA plant near Columbia, Tenn., the phosphate ore is mined, made into a slurry with the addition of a small amount of sodium hydroxide as dispersant, and treated in a hydroseparator to remove minus 10 micron material. The hydro-separator underflow, comprising a rough concentrate, is transported by pipeline to the plant; the hydro-separator overflow, comprising a tailing, is flocculated by addition of calcium sulphate and is discharged to settling ponds at a rate of about 1400 gpm. Sedimentation in the ponds produces a clarified effluent, which may be recycled for use as process water or discharged to surface drainage. This method of tailing treatment is not entirely satisfactory since poor sedimentation characteristics of the tailing result in poor ultimate utilization of pond storage volume.

Freeman, the English historian, said that he had learned from Macaulay "never to be afraid of using the same word or name over and over again if by that means anything could be added to clearness or force. Macaulay never goes on, like some writers, talking about `the former' and `the latter', `he', `she', `it', and `they', through !clause after clause, while his reader has to look back to see which of several persons it is that is so darkly referred to". He might have learned also from Macaulay that a preposition makes a' feeble ending for a serious statement. How often do you hear `the former' and `the latter' in conversation? Good conversation is a guide not to be dis¬dained. When you must use `the latter', do not confuse it with `the last'. Cheap labor, cheap fuel, and cheap transport are essential, the latter [last] being particularly important in base-metal mining. The apparatus may be used to determine such gases as hydrogen sulphide, chlorine, oxides of nitrogen and some others, as well as sulphur dioxide. In the case of the latter two, etc. The two last mentioned are "sulphur dioxide" and "some others". He should have stated which two, and he should have avoided that wretched phrase "in the case of ". Pinning may be partly prevented by use of chalk, oil, or turpentine. The latter [last] is best. I "Partly prevented" is a poor phrase. `Prevented! is a word that does not lend itself readily to modification. He means `checked' or `corrected'.

It is now well known that the structure of aluminum-silicon alloys can be refined in a rather remarkable manner, with consequent improvement of physical properties, by certain treatments applied to the molten metal shortly before casting. The differences between the treated and the untreated alloys are so marked that special terms are used to distinguish them, the untreated alloys being referred to as "normal" and the treated alloys as "modified." The first practical method of accomplishing this result was that of A. Pacz,1 which consists in treating the molten metal with a salt flux of which the active ingredient is sodium fluoride. The result can also be brought about, and in a more economical manner, by the addition of small quantities of metallic sodium (or potassium) to the molten alloy shortly before casting.2 The action of the Pacz flux evidently consists essentially in the production of free sodium by the reaction of sodium fluoride with aluminum. The changing of a normal alloy to a modified alloy is referred to as "modification" and any process for accomplishing this result is a "modifying" process. Modified aluminum-silicon alloys were introduced several years ago, and it has been demonstrated both in the laboratory and in commercial practice that it is no simple matter to produce castings having the maximum or nearly the maximum properties which under favorable circumstances can be obtained. The alloys are rather sensitive to small changes in chemical composition, and the modifying process must be carried out in a very particular manner to obtain the best results. Extensive experimental work has been carried out in the laboratories of the Aluminum Co. of America with the object of determining the conditions that must be observed to make these alloys of the greatest possible value. THE program of government drilling, conducted jointly by the U. S. Geological Survey and the Bureau of Mines, has demonstrated the presence in Texas and New Mexico of potash-bearing beds of considerable importance. Information regarding the ex- tent and location of the potash deposits as presented at the non-metallic sessions was of great interest to many engineers. These subjects will be covered in greater detail in later paragraphs. The first session, with about 50 in attendance, convened at 10 a.m. on Feb. 18, with Oliver Bowles, chair- man of the Committee on Non-Metallic Minerals, pre- siding. The first paper was on "Soapstone Mining In Virginia," presented by C. W. Ryan of Lynchburg, Va. The nature and extent of the soapstone deposits of Nelson County were described in some detail. In origin, the soapstone is undoubtedly related to a basic peridotite rock though its mode of formation is some- what uncertain. This main soapstone deposit occurs in three veins, the western, middle, and eastern, the middle vein being of greatest economic importance. Methods of stripping, quarrying and milling the rock were described and the uses of soapstone were enum- erated. In discussing this paper, C. P. Berkey, of Co- lumbia University strongly favored the theory of igneous origin of the soapstone and the need for further detailed geological study. J. L. Gillson of Cambridge, Mass., stated that the Vermont and New York talc deposits were always associated with characteristic minerals, such as, a chlorite of one particular variety, siderite, amphibole, magnetite, and biotite. C. H. Behre of Cincinnati, Ohio, raised the question of parallelism in the soapstone structure and Mr. Ryan stated that such parallelism was in evidence in some parts of the deposits. H. A. Wheeler of St. Louis, Mo., also took 'part in the discussion.

While assaying some copper carbonate ore from the Frazer claims, Similakameen, B. C., I noticed that on parting the gold button a deep orange solution was formed. The button gave off pink bands in the nitric acid, which became deep orange at a short distance from it; and as it traveled over the surface of the porcelain dish, it left a deep orange track behind. As the button brightened in the cupel, it appeared to have a bronze color; but I have since found that when amarillium is in large excess of the gold, the button is a very dark gray. The button parted easily. To the orange solution I added a salt (NaCl) solution, shook in a silver testbottle, and filtered. With H2S I obtained a precipitate, which I supposed due to platinum. THE little village, from which this formation receives its name, is situated on a bluff of the Alabama River, 175 feet above water level. This bluff is a portion of high table land that begins in the western portion of Choctaw and extends through Clarke and Monroe counties. We find points on this ridge more than 100 feet higher than Tuscaloosa, and nearly as high as the Tennessee River at Tuscumbia. Through this the Alabama River cuts its way, exposing a beautiful cross-section of the strata, of which the accompanying sketch may give some idea. The fossils are found about 75 feet below the surface and 100 feet above the level of the river. There are seven distinct strata. 1. The lowest, extending from the water's edge up the bluff 80 feet, is a soft calcareous rock containing about 15 per cent. of carbonate of lime, with occasional specks of mica. In this a few Ostrea, Turritellce, and Flustrce were found, but so friable as to fall to pieces when handled. 2. Next comes a stratum varying from 2 to 8 feet, consisting of
