A WINDOWS-based object-oriented expert system for prefeasibility evaluation of hard rock mines is being developed at the Western Field Operations Center (WFOC) of the Bureau of Mines. Designed for use with the Bureau's Cost Estimating System (CES), this expert system assists an evaluator in choosing an underground mining method, and the related design parameters. The system provides the engineering and design guidelines necessary for an evaluator to perform a prefeasibility type cost estimate.

The U.S. Geological Survey (USGS) in cooperation with the New Mexico Bureau of Mines is conducting an assessment of mineral resources in the 36,800 km2 Mimbres Resource Area, southwestern New Mexico. Included in the assessment is a literature-based evaluation of sand and gravel that utilizes third party geologic information. The USGS has developed a method based on existing 1:500,000 scale geologic maps supplemented by remote sensing, statistical models, and point data such as test hole or pit records. The method defines the areal extent, quality, and quantity of aggregate.

Many aspects of water use in mining are driven by the technical requirements for water. There has been little consideration given to both the safety and the health requirements. Workers in the mining industry are exposed to water from a range of treated and untreated sources. The intended use of this water dictates the required quality of the water, sometimes with limited consideration for contact with miners. Particularly for underground workers, there is exposure while working in and walking through groundwater possibly contaminated by hazardous substances. Where controls are inadequate the outcomes of this exposure can result in disease, illness and injury û the costs of which can be significant. The situation could also arise where, due to the lack of human exposure, the controls are unwarranted and the financial cost unjustified from a health perspective but warranted from an equipment management standpoint. In addition to the health aspects, water can impact on a range of safety issues resulting from high pressure usage, dust suppression, fire fighting and other processes. The protocols and procedures in place need to consider the safety issues in addition to managing water usage. The current state of water management in mines from an occupational health and safety perspective has been ascertained from a survey targeting underground and surface coal and metalliferous mines. This survey considered the health and safety issues associated with water use, the types of surveillance, control protocols and the strategies that the mines have in place to manage the health and safety risks associated with water systems. The results assisted in the identification of potential occupational health and safety risks associated with water systems and the management processes that may be appropriate from a risk management perspective. Health and safety issues are often neglected but remain critical issues affecting the value of water to the mining industry.

INTRODUCTION The basic purpose of this paper is to suggest procedures and practices to insure that no employee working in a uranium milling operation receives exposure to radioactive, toxic, or other materials or agents that might produce a permanent, deleterious effect upon his physical health and well-being. This program is also designed to insure that each employee can carry out his assigned duties without risk to his health or to that of his fellow workers. The assumptions underlying this program are by necessity, conservative, with emphasis being placed upon prevention rather than correction or reaction to an undesirable situation. The limits specified-either as Threshold Limit Values (TLVs), Maximum Permissible Concentrations (MPCs), or Radiation Protection Guides (RPGs)--represent both standards of best practice and those of law and regulation. The total program is envisioned as a balanced combination of occupational hygiene and radiation monitoring. This includes surveying, air sampling, personnel dosimetry, bioassay, medical surveillance, epidemiology, and training--all backed by a thoroughly tested and evaluated set of emergency procedures. The program, as presented, is keyed to the results of monitoring, surveying, air sampling, medical surveillance, and epidemiology--it being obvious that no problem can result when no hazard can be identified. The lack of an identified hazard, however, does not negate the need for such a program and prudence suggests the need for routine surveillance programs in the best-designed facility. [The Model Mill] The model mill used in this paper is that presented by the U. S. Environmental Protection Agency in its study of the uranium fuel cycle1. The model mill processes 600,000 metric tons of ore per year into 1,140 metric tons of U308 as yellowcake per year using an acid leach process. Other characteristics of the mill such as location, tailings dam design, number of light water reactors supported, and geographical location are not pertinent to this paper. The usual remote western location of these facilities produce some difficulties in delivering the required occupational medical services and is not within the scope of this paper. The operating lifetime of most mills is commonly estimated as from 12 to 15 years in actual practice; however, the U. S. Environmental Protection Agency estimated a 20-year lifetime for its model. The principal steps in the acid leach process include :2 (a) Ore is blended and crushed to pass through a 2.5 cm (one inch) screen. The crushed ore is then wet ground in a rod or ball mill and is transferred as a slurry to leaching tanks. (b) The ore is contacted with sulfuric acid solution and an oxidizing reagent to leach uranium from the ore. The product liquor is pumped to the solvent-extraction circuit while the washed residues (tailings) are sent to the tailings pond or pile. (c) Solvent extraction is used to purify and concentrate the uranium. (d) The uranium is precipitated with ammonia and transferred as a slurry. (e) Thickening and centrifuging are used to separate the uranium concentrate from residual liquids. (f) The concentrate is calcined and pulverized. (g) The concentrate or yellowcake is packaged in 208 liter drums for shipment. This process is illustrated in Figure 1.3

Nickel-bearing ores in North-east Dundas have been described by A. McIntosh Reid1 as occurring at the margins of narrow dykes of gabbro, norite, peridodite and pyroxenite, which are intrusive into the Dundas series of slates, quartzites and breccias. They occur chiefly in the neighbourhood of the Five Mile, near Zeehan, as small, narrow ore-bodies which are mostly less than 100 ft. in length.The ores are massive sulphides containing pyrrhotite, chalcopyrite, pyrite and the nickel sulphide, pentlabdite.A less common nickel-bearing mineral, gersdorffite, has been recently found in an adit, which is marked on Reid's geological plan of Dundas as the Hecla mine, 30 chains south of the crossing of the North-east Dundas tramway, over the Great Northern Creek, and at an, elevation of about 350 ft. above the tramway. The occurrence is in a lode traversing the Dundas slates and quartzites, and is situated, according to Reid's plan, about 20 chains beyond the northern extremity of a narrow basic dyke which is continuous for a distance of two miles in a south-westerly direction.The mine eonsists of a prospecting adit following the course of a lode for about 275 ft. in a direction a little west of south. The low values of the lode are indicated by a bulk sample from a shallow winze about 100 ft. from the entrance which is reported by Reid to contain:

An approach of geological mapping and descriptive criteria has been used to identify hydrothermal eruption breccias, named the Onemana Breccia. These in part mantle a gold bearing fossil hydrothermal system located on the eastern side of the Coromandel Peninsula, New Zealand. Whilst eruption breccias are documented from active and recent geothermal centres within the Taupo Volcanic Zone and in Northland their recognition at Onemana is the first confirmed discovery for this lithotype within ancient hydrothermal systems of the Coromandel Volcanic Zone. At Onemana the widespread occurrence of silicification, sinters, volcanic lake sediments, eruption breccias and advanced argillic alteration allows classic hot spring epithermal modelling. The geological setting, distribution, lithological characteristics, hydrothermal alteration and trace element geochemistry of the Onemana eruption breccias are described. These breccias are closely comparable with hydrothermal eruption deposits elsewhere, particularly those in active ore forming hydrothermal systems. Consideration is given specifically to the role of the Onemana Breccia in an exploration strategy for discovering epithermal gold-silver deposits.

The occurrence of gold so finely divided as to be invisible under the microscope, even at magnificatioIl; of 1,200 to 2,000 diameters, is rare, but not unknow;n.. Burg (1930) has described an occurrence of such "invisible gold" from the 25/37 vein of the Bradisor mine at Brad in the Siebengeburgen district of Rumania (Transylvania), in which the pyrite contained up to 150 grams of gold per ton (approx. 5 oz. gold per ton). Hoffman (1931) has described an epithermal silver gold ore from the Titiribi district of Columbia (South America), in which "invisible gold" to the extent of 150 grams per ton occurred in the pyrite, arsenopyrite and zincblende; and Haycock (1937) has recorded it in pyrite from the Surf Point mine (Canada), which contained no visible gold, but yielded positive testsfor gold whenever samples drilled from polished surfaces of apparently homogeneous pyrite were tested spectrographically.The examination of a cyanided pyritic concentrate, together with a sample of the ore from which it' was prepared, from the Dolphin East lode at Vatukoula, Fiji, carried out as part of the programme of the Mineragraphic Section of the Council for Scientific and Industrial Research, Australia, has established a further occurrence of "invisible gold" in pyrite and arsenopyrite. The Dolphin pyrite contains about 25 oz. gold per ton, and the arsenopyrite contains more than 33 oz. per ton.The concentrate has been prepared for the Mill Superintendent of the Emperor Gold Mining Co. by L. SUNNARY AND CONCLUSIONS Argentina presents to the foreign and local investors a mineral wealth that is largely unexplored, untested, underdeveloped and therefore incompletely evaluated. In view of the above, the new administration of President Raul Alfonsin through its Department of nines has designed and implemented a strategy ( Plan de Expansión Ninera P.E.M.), whose main objective aims at improving the "investment climate" in the sector. It is the Government's basic intention to apply the Mining Promotion Law with responsibility but with generosity to encourage the attraction of investment (local and foreign) to the sector. The establishment of a Data Bank system to evaluate possible new potential ore mining developments will help to connect the owners of potential projects with investors outside the sector. Argentina has an interesting gold ore potential. Estimated reserves of individual projects already known amount to almost 300 tonnes of gold for potential production. The government strongly believes and present information indicates that more systematic exploration has to be undertaken in the Jurassic areas that almost cover the whole of Patagonia. Two recent gold discoveries (Angela in the Chubut province, and Cerro Vanguardia in Santa Cruz province) indicate the potential of this area.

The title of this session seems to have been picked especially for this paper. It is 1984, it is the morning after, and there is one monumental hangover among many if not most of the oil companies that have invested in mining in the past decade or so. How an oil company looks at mining depends on what time period you are talking about. A few years back around the time of investment this is what they were probably looking at: 1. A balance sheet of their own that was beginning to go wild, with many of their commodity prices having already seen increases of two, three, or four fold, and with no end in sight. 2. A need to invest their earnings someplace fast before the stockholders or the government got too interested. And that someplace should be in an industry where their own management skills could be applied. (Only a true cynic would suggest that this is a form of job security) 3. In mining there was an industry amazingly similiar to their own, one working with non-renewable natural resources, dealing with the same types of government agencies, and having the same type of critics and pressures from the general population. 4. An industry that was somewhat backward as compared with their own, and one where a generous ration of the capital and management skills so handsomely bestowed upon the oil industry could be used to great advantage.

LESS than eight months ago at the annual meeting of the American Institute of Mining and Metallurgical Engineers, attention was called to the demoralizing effect of the abnormal oil production of Mexico on the oil situation in the United States, and it was predicted that this unstabilizing influence would probably become impotent in 18 to 24 months through ' the exhaustion of the principal producing fields of Mexico, unless new fields were found in- the meantime. When this statement was made, the daily production of Mexico was about 600,000 bbl. of crude oil; now it is about 350,000 bbl. No new pools of consequence have been opened, although extensions have been made to two old pools. Over 200,000 bbl., or more than half of the present daily production, comes from Los Naranjos, Amatlan and North Zacamixtle fields, in which practically every well is so affected by salt water that the potential production dropped 50 per cent. in the month of September, clearly indicating that these fields are moving rapidly toward extinction. How much longer the one remaining important pool will last is a matter of conjecture.

Interest in the western oil shales of the US began in about 1908, with the first retort in Colorado constructed in 1917. The most successful early developments were near Elko, NV, where the Catlin Shale Products Co. produced more than 1.9 dam3 (12 000 bbl) of shale oil during 1920-1924 and at Rulison, CO, where a US government operation produced about 570 in 3 (3 600 bbl) of shale oil during 1926-1929. Plentiful low-cost crude oil was developed about this time and shale oil was of little or no interest until after World War II. From 1944 to about 1972, several companies, and the US government, operated shale oil mines and recovery plants in Colorado. While technical successes were achieved and an estimated 40-56 clam' (250 000-350 000 bbl) of shale oil were produced, economics were not favorable and commercial production was not achieved. In recent years domestic production of crude oil supplies has not kept pace with US consumption. The growing shortfall has been met with imports. The cost of imported oil has continued to escalate and increased US dependence on petroleum imports are national concerns, because of the negative impact on US balance of payments and an increasing dependence on other nations for US energy needs. In 1978, petroleum imports equaled about 44% of demand, up from 23% in 1970, but down from 48% in 1977 because of availability of Alaskan North Slope crude oil. Reduced domestic consumption and other factors have reduced current imports to about 40-45% of de¬wand-but at ever increasing cost. The growing shortage of crude petroleum and its increasing cost have resulted in renewed worldwide interest in oil shales. In the past, the main obstacle to oil shale development (progress toward commercial production) has been economics-shale oil cost too much to develop and thus could not compete with conventional petroleum crudes. Even with today's inflated energy prices, some experts say the production of synthetic crude oil from oil shale is, at best, marginally economic. Introduction THAT an oil-land law is the most needed item in the proposed program of mineral-land legislation follows from the fact that Congress has never enacted a law really applicable to petroleum and natural gas. The action of Congress in 1597 in authorizing entry of oil-lands under the placer law, enacted 27 years before for the mining of gold in surface gravels, was plainly only makeshift legislation. Naturally the provisions of this placer law with its requirement of discovery as a prerequisite to location are nothing less than absurd when applied to petroleum deposits hundreds or thousands of feet beneath the surface. Other reasons which render oil-land legislation an urgent necessity arise first from the large acreage of lands believed to be valuable for their deposits of oil and gas and therefore withdrawn by Executive order from all entry pending the enactment of an appropriate law for their disposition-a withdrawal that has been specially ratified by Congress in the case of one State, Utah-and second from the exceptional importance of this resource to the nation, the large industrial worth of petroleum, and indeed its paramount value to the navy, not being suspected 17 years ago when Congress last legislated upon this subject. Mineral land of this type is also well adapted to serve for purposes of illustration in discussing the general principles that demand recognition in legislative reform. Most of the issues involved in the consideration of oil-land legislation are clean-cut, and essential differences of opinion will be seen to be based upon radical divergence in economic theory rather than upon conflicting views concerning unimportant details. For the last five years or more the geologists of the Federal Survey have discussed this subject and prepared memorandums and reports on .the various bills introduced in Congress. Most of the provisions suggested in the present outline have been under consideration at one time or another during that period, and many of the statements which follow can be said to represent the consensus of opinion among those of us who, both in the field and in the office, have given special attention to the public oil-lands.

THE Mabuki process, a Japanese hearth process for the treatment of matte, uses the same princi-ple as the Bessemer steel process. The only difference between the two is that in the Mabuki proc-ess a hearth furnace, not a converter, is used. To construct the hearth, an excavation, 6 ft. in each dimension, is made in the ground and a drainage channel is dug at the bottom. Then all side walls are faced with stone or slag brick and the cavity is filled with fireclay or brasque, except the hearth at the top.

The Magma Mine at Superior, Arizona had an unimpressive beginning as a. worked out silver mine that was purchased in 1910 for $130,000 and then incorporated into the Magma Copper Company which has been continuously mining the deposit since 1915. Copper is the principal metal produced. However, zinc, gold, silver and iron have also contributed to the total metal product. Prior to 1973, the production rate of 1500 tons per day was maintained by hoisting 4 and 5 ton pay-loads at speeds up to 1100 FPM through four small hoisting shafts. The hoists used included 8' and 7' diameter double drum, double clutched doc. and a.c. motor driven geared units built as early as 1917. One old timer that did yoeman's service for many years was an 8' Bollen Pulley with a.c. geared drive that utilized an endless rope system with mechanical grip and release mechanism built into the pulley's throat. Primary power for all of these old production hoists was 25 Hertz. Exploration that was completed in 1967 developed a reserve of 10 Million tons of 5 per cent copper which was sufficient to justify new capital expenditures for enlargement of productive facilities to 3300 tons per day. To reach the new reserves a 22' I.D. concrete lined vertical shaft was sunk to an initial depth of 48431. A 12 ½ diameter adit was bored from the mill side of the mountain to intercept the shaft at a point about 1100' below the collar. This 9200' long adit provides the right-of-way for the mine to mill railway and egress for heavy supplies from rail head as well as a conduit for potable water, electric power, compressed air and mine drainage. Mine operating levels begin 3582' below collar and thereafter have been cut at 100' vertical intervals. Skip loading stations have been installed 4282' and 46821 below collar with an in-shaft skip dump station located 800' below collar. This provides for 4500 tons of storage above the mine to mill train loading station located 1100' below collar. Ore and waste are moved horizontally from stope chutes and drift headings by rail haulage to transfer raises which channel all material to the two mentioned skip loading stations. The 22' diameter shaft crossection is arranged with the two skip compartments on the south side separated from the manway and utility compartments by the cage compartment. The cage counterweight operates in a portion of the southwest quadrant of the shaft. The hoisting plant consists of two conventional Nordberg double drum, single clutch, geared, d.c. motor driven units that are identical except for the drives and automatic controls. The drums are 15' diameter x 105" face with LeBus grooving for 2-1/8" diameter wire rope wound in three layers. Mechanical design emp1o::ed is the same as has been used for the past twenty- five years. One drum is attached to the main shaft by 2 large bolted integral shaft flenge. The loose drum is engaged by a 4-arm positive tooth clutch meshing with radially cut teeth of the clutch ring which is bolted to the drum. The drums are one-piece steel plate weldments having a finished weight of 60 tons each and are mounted upon a 36" diameter shaft that also weighs 60 tons. With the addition of brake rings, clutch, bull gear and rope, the total dead weight adds up to nearly 250 tons that is supported by just three double row spherical roller pillow block bearings. There is no bearing between the drums. All pinion shafts as veil as all head sheave journals are supported in the same type of antifriction bearings.

A versatile acid leach process has been developed which is applicable to a broad range of oxide nickel ores. Inherent in this process are high recoveries of nickel and cobalt, as well as a relatively low energy consumption. These features extend the range of economic exploitation of laterite deposits to low grade limonites and to garnieritic ores not suitable for pyrometallurgical processing. Particular advantages can be realized in treating orebodies containing both limonite and garnierite and ores containing significant amounts of cobalt.

A fast, non-contact technique for measuring sizes of rock fragments on a conveyor belt is presented. An image processing technique called active stereopsis is used which makes use of a light stripe projected on to the surface of the fragments on the conveyor belt. A CCD TV camera is used to capture the shape of the distorted light stripe. the video image of this shape is then processed by a computer program so that the 3D profile of the surface can be obtained by triangulation. The sizes of the rock fragments are then calculated from this profile. The speed of the technique is improved by calibrating the light stripe system before measurement begins so that the profile of the fragment surface can then be measured using simple geometry. The technique is fast and highly parallel so that it is able to operate in real time.

This paper sketches an expert system for use underground in pinpointing problem areas in the operation of machines. The system is typically a software 'shell' designed to accommodate a series of 'if-then' rules that are intertinked to systematically search for the cause of the problem. During the search, the system asks a series of questions that have to be answered by the operator and then, when necessary, by an artisan. The rules of the system are generated by a knowledge engineer whose function it is to gather the necessary diagnostic information and prepare it in the required format for the expert system. Much still requires to be done in the development of such systems and in the testing of hardware to withstand the mining environment.

Control circuit failures contribute significantly to continuous miner downtime. The time required to put the machine back into production is a function of the time required to diagnose the problem, obtain parts, and make the repair; of these, the diagnostic time is often the largest. A microprocessor-based system with the ability to diagnose all of the common control circuit failures was designed, installed on a continuous miner, and tested. This paper summarizes the development of the diagnostic system, and provides examples of the system's diagnostic capabilities. Implementation issues and the hardware used for the prototype are briefly described. Finally, comments on the system's performance are presented.

A novel system has been developed using computer imaging techniques to make on-line measurements of material on a moving conveyor. Meas- urements of the mass or volume of conveyor materials are important in large open pit mining operations such as those operated by the State Elec- tricity Commission of Victoria (SECV). Such on-line measurements can be used for monitoring and controlling the production and transport of coal or overburden, and to assist in maintaining production levels. This paper describes a conveyor burden volume measurement system which is currently under development at the Research and Development Department of the SECV and although targeted initially for use in the Commission's open cut mines, the system is suitable for use on any open conveyor system. A basic developmental system has been built to demon- strate the viability of the technique used and further work on the system is planned. The measurement technique and the major components which have been developed as part of the system are described, some comparisons are drawn with other existing measurement systems and potential errors and future development are discussed.
