What exactly does clean coal mean? Mining coal creates dust and releases methane gas. And burning coal liberates CO2 and emits particulates, including SO2 and NOx. Coal creates wastes that are often stored in unsightly and potentially dangerous slag heaps and lagoons. When clean coal technology is discussed, it sometimes seems that creating modern or ?ultra super critical? coal-fired power stations is presented as the main or even the only answer. However, there may be a more holistic approach. Using the energy potential of coal is always going to have environmental impacts. Some of these will be negative. But the need to secure future energy resources demands that society tackle these negative issues and find ways to minimize and offset them.

Environmental self-monitoring is one of the advanced approaches for industrial sustainability programs. Organization for Economy Cooperation and Development (OECD) defines self-monitoring as ?the system of organizational and technical measures put in place and financed by [the] regulated subject? in order to ensure their compliance with regulatory requirements?1. Self-monitoring is beneficial for industrial operators, communities, and governments. Industrial companies use self-monitoring as a central element of their compliance management that allows them to fulfill their duties, obligations, and to avoid citations. When industries control their emissions and ensure workers are not exposed above the regulated limits, communities are better. It is impossible for an EPA, OSHA, or MSHA inspectors to be close to every emission source or workplace full-time. It is much more effective for industries to self-monitor, under due supervision. Occupational conditions are a very important part of industry and health and safety self-monitoring should be highly prioritized. In this paper we will research the regulatory basis and best practice of occupational self-monitoring. We will show that not only is self-monitoring a vital element of an occupational health & safety management system, but that you need a management system for affective monitoring.

In spite of a global economy that continues to seesaw and a U.S. Congress that is at odds with the president and themselves, cities around the world are still spending billions on their infrastructure. And that bodes well for the underground construction and tunneling industry and the professionals who work in it. In June, 1,405 of those professionals gathered in San Francisco, CA for the Rapid Excavation and Tunneling Conference (RETC). In addition to the first rate technical programming, attendees were able to see first-hand the latest in tunneling technology from 127 exhibitors who occupied 152 booths. Two short courses preceded the conference and two field trips were offered following the conference.

Development of the New York City Water Supply System The New York City water supply system serves a population of almost nine million, including residents in neighboring counties. Peak day demands on the system are currently running at about 70 m3/sec (about 1,600 mgd), which is significantly lower than in the 1990s. This trend of reducing demands over the past 25 years, which has been experienced in other major urban centers in the US, is mainly the result of conservation measures and increased cost consciousness on the part of water users. In the long term, demands are expected to once again follow an increasing trend with population growth, so that by the end of the planning horizon of these studies, the year2045, the peak day demand is expected to increase to about 85 m3/sec (2,000 mgd).The system is served largely by surface water sources, regulated by a system of 19reservoirs and three controlled lakes, which are connected to the City by a series of aqueducts, the longest of which is about 87 km (54 miles). The total storage in the sys-tem amounts to about 560 billion gallons, providing a system firm yield of about1300 mgd. The Delaware system provides about 50% of the City’s water, the Catskill about 40%, with the remaining 10% provided by the Croton. The system as a whole, which is shown on Figure 1, has been built up over the past 150 years, and is truly a marvel of engineering. The Catskill and Delaware aqueducts both discharge into Kensico Reservoir, which is a daily balancing reservoir located in Westchester County about 24 km(15 miles) north of the New York City line. The two aqueducts extend south for a further 14 miles to combine again at Hillview Reservoir in the Bronx, which provides hourly balancing storage for New York City system. The Croton aqueduct runs nearby as shown on Figure 2, but does not connect into the two reservoirs. From Hillview Reservoir the water is supplied to the city via three main distribution tunnels, known as City Tunnels 1, 2, and 3. City Tunnel No.1 was developed in the 1920s as part of the Catskill system. City Tunnel No. 2 followed in the 1960s as part of the Delaware system. City Tunnel No. 3 (CT3) is partly under construction and partly in operation, and is being implemented to permit the other distribution tunnels to be taken out of operation for the first time for inspection and maintenance. Upon completion of an underground mine design, the planning engineer is faced with a surprisingly complex problem, “What development and mining sequence should be implemented so as to maximize the return on investment?” The problem relates to the scheduling of development headings to access stope production areas in such a way that the most money is made as quickly as possible for as long as possible. The total dollar value of the stopes, the average grade, the total tonnage, nor even the profit margin do not accurately give an indication of the “proper” mining sequence on their own. This paper will outline a method being developed by the author that can create a sequence of events that maximizes the net present value (NPV) of a given development and production design using information already being generated during the design process.

Alkaline rock-related precious metal deposits include: • orthomagmatic platinum group elements (PGE) ± gold (Au); • porphyry copper-silver-gold (Cu-Ag-Au, ±PGE); • epithermal Au-only, and Au-Ag-base metals; • submarine exhalative Kuroko-, Cyprus-, seamount- and Yellowjacket-type deposits; and • enigmatic deposits akin to Olympic Dam. Coeval epithermal deposits related to porphyry deposits suggest the two types represent separate immiscible fluids evolved in oxidized, CO2-rich alkaline magma chambers. Alkaline rock provinces develop above mantle hot-spots, but crustal structures control the final distribution of magmas and ore fluids. Prospecting guides for alkaline rock-related precious metal deposits include the presence of evolved alkaline rocks, pervasive K-metasomatic, redox and carbonatic alteration and low level Au (±Te, etc.) anomalies. Although alkaline igneous rocks crop out in less than 1 % of the area of the North American Cordillera and craton, alkaline rock-related ore deposits have produced nearly 13% of the total United States and Canadian lode gold production. Large (31-t or 1 million-oz) deposits are common (Fig. 1), and additional deposits and reserves are being discovered. New genetic models are evolving, making alkaline rock-related precious metal prospects attractive exploration targets.

Introduction The Open Cut is one of the best known landmarks in South Dakota's Black Hills. It is the site of the original discovery of the Homestake ledge, or lead, in 1876. Between that time and 1945, the Open Cut produced about 36 Mt (40 million st) of gold ore, the majority of which was drawn from underground operations. In 1981, a drilling program was undertaken to determine how much ore the old timers left behind. The results of this study indicated an ore body made up of broken and caved ground, and solid blocks in pillars and crowns. Reserves are estimated at about 6.8 Mt (7.5 million st) of gold ore, grading at 4 g/t (0.116 oz per st). Total tonnage of material, including waste, is estimated at more than 60 Mt (66 million st). The mining plan is a combination open pit and underground operations. The bottom 78 m (255 ft) will be mined by the underground panel-caving method. The open pit was designed as a contractor operation up to the expected milling stage or the point of sustained ore production. The pit was designed to avoid disturbance of US Highway 85 near Lead, SD. In 1983, the South Dakota Board of Minerals and Environment approved the mining and reclamation plan. Test mining began in the north of the Open Cut using open pit methods. Upon completion of the test pit, Homestake Mining's board of directors approved an expanded mine plan. They committed an additional $27.1 million to prestrip the ore body that is expected to yield 23 t (750,000 oz) of gold. Project life is estimated at 15 years. Exploration program In early 1980, 10 diamond drill holes were drilled from the surface in the vicinity of the east side of the Open Cut. The reserves delineated by that drilling were too small to justify their development. A continuation of this study attempted to quantify the tonnage remaining in the bottom of the Open Cut in the crushed remnants of old stope-and-crown pillars. This was originally thought to be minable by improved drawhole methods using highly mechanized procedures. By early 1981, however, thinking turned toward surface mining methods. The effort to quantify minable ore tonnage ultimately involved drilling 385 reverse-circulation rotary drill holes. These were drilled from August 1981 to March 1983 in several groups of holes. Each group, or drilling program, had a slightly different immediate goal or purpose. The holes were drilled to various depths using truck-mounted Drill Tech 40 drills with doublewalled 76 mm (3 in.) pipe with 134 mm (5.25 in.) three-cone rotary bits. Initially, wet drilling was employed using a cyclone collection system. Since cutting recovery was not as high as it should have been, all subsequent drilling was dry. The cuttings were collected and deposited by way of a cyclone into the sample bag. The pickup for the cuttings using the three-cone bits was about 50 mm (2 in.) above the bottom of the hole. Overall cutting recovery for the drilling program was estimated at 75%. Samples were taken on each 1.5 m (5 ft) of hole drilled. Each sample was split into three 48-g (1-2/3 assay ton) charges. The accepted value was the straight average of the three charges. Because of the known "nugget effect," assays were nearly impossible to duplicate. Therefore, to validate the regular assays, a series of screen fire assays were run. Based on this method of assays and checks, it was concluded that 10% more ounces would be produced than indicated by mine grade. Test pit The northernmost portion of the mine as planned is known as the Terraville test pit. This portion was mined ahead of the rest and separately. It provided answers to questions on slope stability, reserves correlation, mill recoveries, mining costs, and surface mining conditions in various weather and ground conditions since many boulders and much timber were expected. The mining plan for this portion of the pit was successful. More ore was mined than was expected. Mixing of Open Cut ore with underground ore in the mill feed was successful. The use of column flotation was considered for the ?reverse flotation? of iron ore, where the gangue (quartz) was recovered in the froth product. This use of the froth for carrying the gangue mineral rather than carrying the valuable concentrate significantly changes the operational requirements of the column. The objective of this work was to determine which of several column flotation technologies would be most suitable for this type of flotation operation. Studies were carried out using both the Jameson column and the Deister column. Comparative results are presented that show the capabilities of both column types in this application relative to conventional Wemco flotation cells. Columns were demonstrated to have grade-recovery performance superior to what could be achieved with conventional cells. Two-stage flotation with the columns could produce a concentrate that was up to 70.2% Fe at 87.5% iron recovery, compared to 70.4% Fe at only 77.7% iron recovery for four stages of flotation in conventional cells. It was shown to be particularly important to operate the columns to recover a maximum of the quartz gangue into the froth. It was noted that there are often problems in scale-up of laboratory columns to plant scale, because the increase in height and the decrease in the ratio of height to diameter at the larger scale allows more axial mixing and bubble coalescence, both of which degrade the column performance. Horizontal baffling was shown to improve column performance by reducing axial mixing and breaking up large bubbles, and so the use of such baffles in the reverse flotation application was investigated.

The Disputes Potential Index (DPI) is a computer program designed to help team mem¬bers assess the likelihood of contract disputes on a construction project. The program's predictions are based on data from 159 construction projects that encompass a variety of public and private projects. The impact of three categories of project characteristics are included in the DPI program, specifically, people, process and project characteristics. Ultimately, DPI returns an overall project score that indicates the likelihood of exces¬sive contract disputes. The output of a DPI analysis can be used as part of a contract readiness review or to define the need for extraordinary dispute avoidance procedures. This paper examines the development of DPI and presents the results of DPI analyses on several tunneling projects.

The Cripple Creek & Victor Gold Mining Co.(CC&V) celebrated completion of a two-year, $168.5-million expansion and capital improvement program. An open house celebration was held in the historic mining town of Victor, CO on Oct. 4, 2002. Hundreds of townspeople, the press and other invited guests from the mining industry joined the employees of CC&V in the celebration. The event included mine tours, company displays and a barbecue picnic, complete with a country and western band. The Cresson Mine is located about 40 km (25miles) west of Colorado Springs, CO between the towns of Cripple Creek and Victor. The mine is the only large-scale gold mining operation in Colorado and now employs about 300 (ME, October 2001, pp.21-28). The operation is a joint venture between Anglo-Gold (Colorado) (67%), based in Greenwood Village, CO, and Golden Cycle Gold (33%), based in Colorado Springs. CC&V is managed by AngloGold North America. AngloGold North America is the U.S. subsidiary of AngloGold, the world’s second largest gold mining producer. AngloGold is based in Johannesburg, South Africa.

Large heap leach operations around the world contain significant under-leached metal values that present recovery challenges to operators. The first challenge is to find the location of the highest inventory. High resolution resistivity ? has proven sensitive enough to detect such zones in the interior of heap leach pads to target treatment or re-leaching. Newmont Mining Corp. has adapted the high pressure fracturing technology, used in oil wells to stimulate select zones in heap leach pads to add reagents in 3-D for re-leaching, changing zonal chemistry for improved recovery and heap closure. High Resolution Resistivity ? is able to subsequently monitor injected solution flow and determine directional permeability during Hydro-Jex stimulation. The combination of these technologies has shown strong economic success, for selecting targets in the heaps and monitoring solution application. These technologies are now available to the mining industry for adoption.

The DOT Tunneling method combines two conventional earth pressure balance shield machines in an overlapping cylindrical arrangement. The method allows two tunnels to be driven simultaneously with mini¬mum cross sectional area. Two full size trials, one configured horizontally and one vertically stacked, were successfully completed employing the DOT method. The method was then utilized for the new transportation system. The goggle-shaped DOT machine, 9.36 m high by 15.86 m wide, is the largest earth pressure balance shield machine in the world. This paper includes a general description of the DOT tunneling method as well as a history of its development.

Groundwater monitoring conducted at an acidic uranium-tailings impoundment in Wyoming and at one in Ontario indicate that at these unlined impoundments situated on unconfined sand aquifers, there exist well-developed plumes of contaminated groundwater. In the literature similar results are reported for three other unconfined aquifers at mill sites in Wyoming. The plumes extend for distances of several hundred to a few thousand metres from the impoundments. They have a zone of low pH beneath and adjacent to the impoundments and a larger zone of near-neutral pH that extends to the outer limits of the plume. The low-pH zones are generally small compared to the neutral-pH zones because the advance rate of the fronts of acidic tailings-derived water is slower than the average velocity of groundwater which controls the advance of the high pH zone. The retardation of the acid fronts is a result of geochemical reactions that cause hydrogen-ion consumption in a slowly-advancing neutralization zone. Within each of the plumes, the low-pH zone has high concentrations of transition metals, heavy metals and radionuclides. In the neutral-pH zones all of the metals and radionuclides occur at significantly lower concentrations and are generally at levels much below those specified in national drinking water standards. An exception at two of the Wyoming sites is uranium, which exists at levels close to the drinking water limit. A second exception is ferrous iron at the Ontario site, which occurs at high concentrations throughout most of the plume. The carbonate alkalinity at this site is much lower than at the Wyoming sites. The field data indicate that even in very permeable aquifers with a low content of silt and clay, there is normally a considerable capacity for acid-front retardation. To take advantage of this capacity to control contaminant movement in the design, operation and decommissioning of tailings impoundments, it is necessary to be able to predict the rate of acid-front movement. This predictive task has two primary components. The first is to identify the important flow paths from the tailings through the groundwater system and the second is to determine the degree of acid-front retardation that will occur as the tailings-derived water moves along these flow paths. Relative to these two tasks determination of the effects of hydrodynamic dispersion is generally of lesser importance and simple approximations that do not involve field or laboratory tests are probably adequate. In order to effectively apply the acid neutralization concept to the prediction of subsurface contaminant migration at uranium-mill tailings, improved representations of hydrogeochemical behavior of iron and aluminum in the neutralization zone and of the consumption of hydrogen ions through reactions with carbonate and aluminum-silicate minerals are required. Along with the hydrogen ions contained in the tailings water the ferrous iron represents a large potential source of acid but the extent to which ferrous iron converts to ferric iron to produce acid is problematic. Detailed hydrogeochemical evaluation of existing contaminant plumes and the performance of laboratory experiments under appropriate redox conditions ore prerequisites for the improvement of predictive models. However, the existing field and laboratory data provide a basis for preliminary predictions of contaminant migration from acidic uranium tailings impoundments.

The 1,380 m (4,200 ft) long New Crystal Springs Bypass (Polhemus)Tunnel (NCSBT) will replace the existing Crystal Springs Bypass Pipeline. This tunnel project is part of the SFPUC’s $4.3 billion capital improvement program to repair and seismically upgrade their aging pipelines, tunnels, reservoirs and dams that provide drinking water to more than 2.4 million customers in the San Francisco Bay Area. This paper describes the development of the tunnel alignment and design, and the complex ground conditions of the Franciscan Mélange. Of particular interest is the challenge of tunneling with a possible downhill grade of 3%, a rigorous environmental process and incorporating the lessons learned from 1960s construction of the adjoining Crystal Springs Bypass Tunnel.

The Price Road Drainage Tunnel was constructed for the Arizona Department of Transportation (ADOT) in 1988 and 1989 to provide surface water drainage for the proposed outer Loop Highway (SR 117). The 5.4 km (3 mile) long, 6.6 m (22 ft) excavated diameter tunnel was driven through sand, gravel and cobbles utilizing an open face digger shield. Precast concrete segments were erected for initial ground support. A second-pass reinforced concrete final lining was placed, which was followed by contact grouting. This paper will consider the owner's representatives' view of the effectiveness of using precast concrete segments for this project. Topics discussed include segment design and erection, ground support, geotechnical instrumentation, segment erection verses contact grout interactions and tunnel production.

Inactive underground mines now provide essential habitat for more than half of North America's 44 bat species, including some of the largest remaining populations. Thousands of abandoned mines have already been closed or are slated for safety closures, and many are destroyed during renewed mining in historic districts. The available evidence suggests that millions of bats have already been lost due to these closures. Bats are primary predators of night-flying insects that cost American farmers and foresters billions of dollars annually, therefore, threats to bat survival are cause for serious concern. Fortunately, mine closure methods exist that protect both bats and humans. Bat Conservation International (BCI) and the USDI-Bureau of Land Management founded the North American Bats and Mines Project to provide national leadership and coordination to minimize the loss of mine-roosting bats. This partnership has involved federal and state mine-land and wildlife managers and the mining industry. BCI has trained hundreds of mine-land and wildlife managers nationwide in mine assessment techniques for bats and bat-compatible closure methods, published technical information on bats and mine-land management, presented papers on bats and mines at national mining and wildlife conferences, and collaborated with numerous federal, state, and private partners to protect some of the most important mine-roosting bat populations. Our new mining industry initiative, Mining for Habitat, is designed to develop bat habitat conservation and enhancement plans for active mining operations. It includes the creation of cost-effective artificial underground bat roosts using surplus mining materials such as old mine-truck tires and culverts buried beneath waste rock.

Handling materials in underground mines continues to be a major safety problem. To help reduce materials-handling injuries, researchers at the Spokane Research Laboratory of the National Institute for Occupational Safety and Health are investigating those materials-handling tasks in underground mines that appear to generate a high number of injuries. Data from the Mine Safety and Health Administration for the years 1989-1999 were studied to find out if there were any trends in materials-handling accidents and if so, to determine what tasks were involved and the sources of injuries. Several underground coal and metal mines were visited to document innovative materials-handling technologies. Considerations for safety training and mechanization needs for continued reduction in materials-handling injuries are described.

February 2, 1999 marks a milestone in earth-moving technology at the San Miguel Lignite Mine. It was on that date that The North American Coal Corporation (NAC) took delivery of three Leica Dozer 2000 GPS grade control systems for use on its bulldozers. The primary reason for the purchase of these grade control systems was to prove that GPS technology could safely and economically be utilized on heavy equipment to assist operators in defining grades. If these properties were successfully demonstrated, the ultimate vision of the project was to expand the system to a point were GPS would become the primary means of providing grade control information to the mine’s heavy equipment operators. Twenty nine months and more than $500,000 later this vision was realized when the final bulldozer operating at the San Miguel Lignite Mine was equipped with Dozer 2000. Presently North American Coal has a total of nine Dozer 2000 GPS grade control systems at San Miguel providing cut and fill information to operators 24 hours a day. These grade control systems have allowed the San Miguel operation to increase safety, reduce costs, improve operator attitude, and better ensure environmental compliance. This article discusses both the nature of these benefits and some of the issues that had to be dealt with along the way.

Due to the transport mechanics of the depositional environment, glacial soils display a very wide range of grain sizes and behavior. Several nonstandard drilling, sampling, and analytical techniques are therefore required to characterize the subsurface. The paper summarizes the geotechnical investigation for the design of a large project in glacial geology, which will include both large and small diameter pressure balance tunneling. The paper focuses on the challenges presented by the glacial environment and the techniques required to identify and characterize it for design and contract document preparation.

Introduction Labor is the major cost element for most mining operations. Labor costs are continually increasing, both in nominal and constant terms. This is true in developed as well as less developed countries. There are two ways to control unit labor costs - labor costs per ton of ore mined. Replace labor with capital (increased mechanization) or improve productivity (reduce the labor force). Every miner is aware of specific inefficiencies at his or her particular operation. But the miner has no comparative measurement standards. So it is difficult to know whether these inefficiencies are major or minor. The miner may also be unaware of large-scale inefficiencies because ongoing labor practices may have caused management complacency. Met Research studied mining labor productivity. The firm collected pilot data by sending direct-mail questionnaires to 320 nonferrous mining operations around the world. The response rate was 27%, of which 78 operations provided full data on production and employment.
