Passage of the Public Utilities Regulatory Policy Act ("PURPA") in I 978 created an entirely new industry that is referred to today as the Independent Power Producers ("IPP"). Requirements of project owners, environmental compliance, project design, the financial community and most of all, the need to be a low-cost producer presented a unique situation for the sourcing and the utilization of fuels. Depending on the specific type of project being developed, (e.g. coal-fired, wood/biomass, natural gas, petroleum coke or a blend of several fuel types) and the type of boiler design, it is important to acquire fuels that will optimize both the project's operating efficiency and flexibility. This paper will focus on the acquisition of fuel for coal-fired projects, but will describe the necessary steps in the sourcing, contracting for, and the utilization of fuels and transportation resources in the IPP industry today.

Thunder Basin Coal Company has two mines located in the southern portion of the Powder River Basin. 60-90 km southeast of Gillette, Wyoming. The mines are principally located on federal coal leases acquired in the late-1960's. Development plans for the Black Thunder Mine focused on dragline stripping, but environmental considerations during the mid-1970's made truck-shovel stripping the method of choice when the mine opened in 1976. In 1981, the Coal Creek Mine opened as the first dragline mine in the Gillette area of the Powder River Basin. The regional terrain is flat-lying with occasional clinker-capped hills. The mines are located on the Wasatch and Fort Union Formation contact. The coals are Paleocene in age and the deposits are structurally simple, dipping gently to the west. The seams are thick and are classified as sub-bituminous-C. The Black Thunder Mine, with its 21 m thick seam, is strategically located in the center of the highest heat value mining area of the southern Powder River Basin.

"In copper solvent extraction, managing the quality of the organic phase is a key parameter to ensure optimal physical and metallurgical performance in the plant. Increased throughput as a result of declining ore grades coupled with advances in plant design and practice, resulting in reduced organic losses, has pushed the limits of the status quo with respect to organic quality. Clay treatment of plant and recovered organic at the optimal dosage is critical in maintaining quality, however, achieving the optimal dosage through existing filtration capacity and practice can be difficult. Cytec has developed a process aid that increases efficiency of existing filtration equipment that has been successfully implemented at two commercial SX operations. ACORGA® CB1000 enables higher dosages of clay while allowing for more efficient use of existing filtration capacity. This study analyzes results from commercial trials and demonstrates that improved organic quality and clarity is achievable through optimization of current treatment practices. INTRODUCTION Decreasing ore grades have prompted copper solvent extraction operations to raise PLS flow rates, increasing plant throughput to maintain production1. The ability to process higher flow rates through existing mixer-settlers historically came at the expense of increased entrainments2. However, advances in mixer-settler design, practices and improvements in organic recovery processes have enabled operations to maintain, and in some cases reduce organic losses while achieving higher flow rates through existing equipment. Based on the increased demand on the SX equipment and reduced losses (or more efficient recovery) maintenance of the circuit organic quality through efficient clay treatment is now more important than ever. This paper discusses common industry practices and related issues in organic clay treatment, and presents benefits achieved in commercial operations through the use of ACORGA® CB1000 Clay Binder. IMPROVEMENTS IN DESIGN AND PLANT PRACTICE Mixer-settler design has improved since the first commercial copper SX operation in the late 1960s. Advanced designs in mixer, settler, and settler internals have contributed to reductions in entrainments. For example, improved impeller designs have been reported to decrease organic in aqueous entrainment from the ‘old designs’ of 50-200 ppm3 to as low as 4 – 10 ppm confirmed via diluent and reagent consumptions . Similarly, operations are reporting a 20-50% decrease in reagent consumption when compared to the original design criteria3. Operations have optimized settler internals to increase coalescence and have improved settler operating practices which have been shown to reduce entrainments7. Comparison of the SX world operating data from 1999 and 2007 shows reductions in organic entrainment losses with increases in flow rates."

INTRODUCTION The requirement that is placed on owners and operators of underground mines to protect workers against the health hazard of inhaling radioactive materials which are short-lived decay products of 222Rn can be satisfied by applying a considerable variety of what we may call "engineering" solutions as well as a number of "administrative" remedies to the problem. The most obvious of the "engineering" approaches has always been that of forced ventilation, in which relatively clean (i.e., radon-free) air from aboveground is drawn or pushed through the mine workings by a system of fans and ducts. This relatively clean air, in sweeping through the drifts, stopes and haulageways, dilutes the radon and radon-daughter concentrations in the air of the mine, and performs the added beneficial function of removing the daughter-mixture quickly enought to limit grow-in of the longer-lived nuclides in the group that make up the "toxic trio" on which the Working Level (IM) unit is based. Effective as the dilution-ventilation method is for control of WL in most underground mining situations, however, the increasing strictness of control measures that have been imposed on the mining industry over the last two decades have demanded measures of even greater effectiveness. In times of poor markets for yellow-cake and other products of the mines, mine operators are pressed to reduce operating costs, and the installation of additional primary ventilation capacity can be a severe burden on a mine that is already laboring under an unfavorable earning power. When traditional dilution-ventilation systems alone cannot meet the requirement for WI, control, radiation safety engineers and ventilation engineers begin to look at alternatives and auxiliary methods. Since the radon which produces the toxic daughter products originates in the rock of the mine walls, and since, in most United States mines, that rock is a porous sandstone through which air can move under the effect of atmospheric pressure gradients, and through which radon can diffuse relatively freely, one way to help control the growth of WL would be to hinder the escape of radon from that reservior of porous rock. An appealing; method for hindering that natural flux of radon-polluted air from the walls of the mine has long been apparent; namely, to apply a low-permeability coating over the surface of the rock, thus sealing the radon in place and, in theory at least, preventing its escape into the mine air. Our 1970 report to the U.S. Federal Radiation Council on the subject of cost impacts of proposed changes in the occupational standards for exposure of underground uranium miners to airborne radon daughters noted the possibility of using polymeric wall sealants as a means of controlling radon-pollution of mine air. Since that time a number of reports have appeared in the technical literature advocating this technique for restraining the escape of radon from building materials, mill tailings, and other materials containing 226Ra, in addition to the surfaces of underground mine workings. During this period, some controversy has occurred over the question of the probable effectiveness of wall sealants in limiting the escape of radon from the rock. Our 1970 report speculated that flaws (cracks and "pinholes") in the coating might be all but unavoidable in practice, and that even a conservative estimate of the frequency of such flaws would lead to a prediction of ineffectiveness. Hammon et al, in a laboratory evaluation of radon sealants conducted by Lawrence Livermore Laboratory of the University of California in 1975 on behalf of U.S. Bureau of Mines, concluded that a wide variety of polymeric coatings would provide "nearly 100% effectiveness" in restrain¬ing escape of radon from mine wall surfaces if applied in "thicknesses between 5 and 10 mil" (125-250 [y]pm). John Franklin and co-workers at the U.S. Bureau of Mines laboratories in Spokane, Washington, have carried the experiments with polymeric sealants through additional laboratory tests and into actual mine environments, reporting that selected sealants could provide attenuation of radon flux by a factor of four (75-80% reduction). Robert Bates and John Edwards of USBM developed a computer-assisted mathematical/physical model that predicts a relatively small effect of flaws in a low-permeability coating on the radon flux from a sandstone-type matrix. FIELD TEST Since all actual experimental work with wall sealants showed some beneficial effect on radon attenuation (even if not as exciting as the "nearly 100%" predicted by Hammon), USBM was encouraged to extend its evaluation to an actual operating uranium mine, and awarded a contract for that work to Arthur D. Little, Inc. in September 1979. We were fortunate in obtaining the voluntary cooperation of Atlas Minerals Division of Atlas Corp., who operate a mill and several underground mines in and around Moab, Utah. Atlas made available for our use a small T-shaped drift in their Pandora Mine in LaSal, Utah, and provided space for instrumentation and recordkeeping by our field crew in a surface building near the mine entry. Atlas also provided electricity and water to the test site, together with assistance in establishing necessary ventilation, removing rubble from the site, conducting periodic WL surveys and furnishing auxiliary man-power for the heavy hard work of coating the walls with gunite prior to application of the polymeric sealant. Computer-aided control of a mining machine pl aces its operator in a safe, remote location, thus reducing health and safety risks, Sensing systems that provide machine position (xy coordinate) and heading (yaw), are extremely useful in aiding remote positioning of mining machines. The U. S. Bureau of Mines has developed two sensing systems for position and heading information: A scanning laser system based on the Lasernet sensor and a mechanical position and heading system based on linear-position transducers. The Bureau is also investigating a system from Honeywell, the modular azimuth and positioning system that employs ring-laser gyroscopes. This paper presents a brief background and status of these sensing systems as applied to the remote positioning tasks of a continuous mining machine. Included are field test results of each system operating in a room-and-pillar research section at a cooperating mine in West Virginia.

The chemical reactions that occur within a copper-leach recovery system are discussed, and the impact on the overall acid balance is evaluated. Both oxide and sulfide mineralogy are addressed, and their effects on acid consumption, generation and solution buffering are presented. Two case studies that apply the discussed chemistry show the practicality of using a computer spreadsheet acid-balance model for the early planning and design of copper-leach systems.

Errors associated with estimating the grade of an attribute of interest in a deposit can compromise planning, sequencing, and mineral beneficiation decisions. Several factors are associated with estimation errors. Among them, we can highlight the factors associated with sample spacing, the size of production volumes, and the variability of the attribute considered in the estimation. The access to estimation error can be obtained by some geostatistical methods, for example, by stochastic simulation. However, this is a process that in some situations is computer intensive and takes time. Previous works have proposed a simplified method to access the Maximum Estimation Error (MEE) associated with different types of grade variables, depending on the sample spacing, at small production volumes and considering specific coefficients of variation ranges. This paper presents an approach to assess the MEE associated with long-term volumes. Considering the methodology proposed, it is possible to approximate if a specific drilling pattern used in a deposit provides an acceptable pre-determined estimation error for Resource Classification. Results and considerations on the impact of the geometry of larger production volumes on the MEE calculation are also presented.

Design of plugs for abandonment of boreholes and shafts may be governed by the bond strength between the plug and host rock. Presented in this paper are the results of push-out tests on two types of expansive cement grout plugs emplaced in rock salt. The average interface shear strengths range from 2 to 12 MPa. Peak shear stresses (assuming an elastic stress distribution along the interface) are up to eight times higher. Dissolution along the interface may be enhanced by clay inclusions in the salt and appears to reduce bond strengths. Application of the results to the design of plugs for larger openings (e.g., shafts, drifts, or boreholes) is discussed.

The practical and effective pulp distributor here presented is believed to be of a completely new and innovative design. It was developed at the San Nicolas Plant of the Marcona Mining Company in Peru, where it has been thoroughly plant tested using iron ore slurries of a particularly abrasive nature. It has proven to be superior to the apparatus originally installed, or to any observed in operation elsewhere. In plant practice the capacity and efficiency of many process units such as screens, magnetic separators, and jigs are strongly affected by the loading pattern, and for better results the flow of pulp must be proportioned across the receiving lip in equal quantities per unit width. The distributors originally installed on the drum magnetic separators in San Nicolas proved to be unsatisfactory, and several trial modifications failed to show any improvement. As is usually the case, feed rates were being steadily increased, and appreciable losses to tailings resulted. A check of the distributors on the market discloses no reasonable substitute, so efforts were directed toward devising an entirely new type. Required was a positive type of action which would guarantee that the pulp flow be spread equally along the length of the drum. Discussion As indicated, the motivation for development was simple necessity. The plant in San Nicolas crushes, grinds, and concentrates magnetic iron ores of a particularly abrasive nature, and depends largely on magnetic separation to obtain a marketable product. Feed to the numerous drum magnetic cobbers and finishers varies from rod mill discharge at a nominal minus ten mesh to a ball mill fine grind of seventy percent minus three hundred and twenty-five mesh. Although the role of the collector has long been thought to play a predominant role in coal flotation, recent investigations by the authors show that the frother plays an equally important role. These investigations have included extensive testwork in several coal preparation plants and in the laboratory. The factors which were investigated include the absolute level of collector and frother addition, the ratio of frother to collector additions, the type of frother, and the particle size distribution of the feed. Results from this testwork reveal strong interactions between these factors as well as the necessity of considering these factors in order to optimize the reagent regime.

The Morenci/Metcalf porphyry copper mining operation, located in southeastern Arizona, currently processes approximately 91,000 tonnes of ore per day and has copper ore reserves estimated to be in excess of one billion tonnes. Functional groups within the Geology Department (currently staffed with six professional and two support personnel) include mine geology, project geology, and hydrogeology. The primary task of mine geologists is daily preblast bench face mapping with grade and mill amenability estimates. Auxiliary duties include detailed in-pit metal distribution evaluation, mineragraphic work and flux quarry geology. Project geologists conduct exploration and preliminary development projects both within and outside the Morenci district and provide support to ore reserve block modeling and geotechnical work performed by the Morenci mine engineering group. Hydrogeologists handle exploration for and development of groundwater resources and groundwater flow modeling, mine dump leach solution penetration and recovery evaluation, and tailing dam water reclamation.

A cathodic decomposition model was examined for both pyrrhotite and chalcopyrite in an attempt to analyze the formation of surface coatings in deoxygenated solutions at natural, near neutral pH. Combination potentials established between the mineral-grinding media pair were simulated by applying a potential of -0.455 V (vs. a standard hydrogen electrode) either to a pyrrhotite or to a chalcopyrite electrode. Chronoamperometry was used to study the polarization behaviors and alteration of mineral surfaces through cathodic processes. The kinetic parameters of cathodic decomposition of pyrrhotite and chalcopyrite were determined and compared. It was concluded that pyrrhotite decomposed faster than chalcopyrite in near-neutral pH solutions. Both minerals were then covered by a film consist¬ing mainly of iron hydroxides, which adversely affected their flotation.

The new regulations for the bituminous coal mining industry, issued by the mining authorities of the Federal Republic of Germany, are aimed at reducing to a feasible minimum any development of the coal workers pneumoconiosis (CWP) by lowering the admissible dust exposure of mine workers. Additional and improved measures of dust suppression and job assignment control *) are required for the purpose In this connection two basically different demands are placed on dust measurements: As far as dust suppression is concerned, the causes of dust development and the effectiveness of methods applied to reduce dust concentrations have to be identified, whereas with regard to the control of job assignment, the dust exposure of mine workers has to be depermined. Demands placed on dust measurements -- specifically for determining dust exposure -- are liable to become more severe since the threshold limit values were considerably reduced in these last years and since any additional dust suppression measures as well as a purposeful job assignment to certain mine workers are dependent on relevant measuring data. Therefore, research work has been carried out with the objective of measuring and evaluating, in terms of their effect (i. e. their incidence on the development of a CWP), size distribution, concentration, and specific noxiousness of any prevailing dust conditions.

Throughout the world, sedimentary basins are exploited for many different minerals. Frequently, the extractive methods conflict with one another. A case in point is the proximity of oil and gas operations and the mining of coal. Generally, the interference between the two industries lies in the fact that the reserves over- lie or underlie one another. Mining of coal generally is developed on a rectangular pattern in a horizontal mode while oil and gas drilling is developed on a radial pattern in a vertical mode. Coal mining has exhausted vast acreages in various basins with many of those basins being drilled for oil and gas. Those existing wells create problems by requiring the unrecoverable coal pillars to support the well bore, or to make special provisions in order to mine through an existing well. The system works ... more or less; but there are little or no provisions made for additional drilling unless the vast majority of those new wells are drilled through mined-out sections (gob) of those mines. Many states have rules and regulations governing the drilling of oil and gas wells through gob; but, some companies and some regulatory agencies or personnel have deemed such drilling as a hazard to the mining operations. This paper explores the history, technical standards, and safety aspects of drilling oil and gas wells though the gob of worked-out and active mines. It is the opinion of the author that such drilling can be conducted safely while eliminating the re- quired changes in mine projections and the loss of recoverable coal in the form of well pillars.

High-quality sample selection for metallurgical test work is essential to a geometallurgy study, but the large multidimensional dataset makes sample selection a daunting task, as classifying the dataset while respecting its heterogeneity is difficult. This paper presents a streamlined approach for sample selection, utilizing custom-built tools in Python to standardize the methodology, saving time and costs. This approach uses the cumulative sum method, principal component analysis, and k-means clustering method to elegantly cluster the data and select representative samples. A case study is used to demonstrate the effectiveness of the methodology by selecting 40 samples for flotation test work.

Simulation modeling of portions of two platinum mines using General Purpose Simulation Software (GPSS/H™) is presented in this paper. Both mines, located in the Bushveld Igneous Complex PIC) of South Africa, exploit Merensky and UG2 reef horizons, which are processed separately and therefore handled individually from the stope face to surface, requiring duplication of storage arrangements and batch operation of transport facilities. The first simulation assignment concerns the upgrading of a shaft system operating exclusively on Merensky ore, to hoist UG2 ore and increase production. The second assignment comprises a simulation of rock flow from the stope face to surface by way of tramming, inclined conveying and vertical hoisting. Development ends and stope boxholes were modeled down to individual hoppers (cars) demonstrating the versatility of the GPSS/H™ language.

In the 1980's the Canadian surface mining industry was confronted by declining competitiveness in the face of low cost foreign producers and alternative materials. Low metal prices undermined profits for many mining companies. Restructuring, rationalization, capacity reduction, technology transfer, as well as favourable currency rates and higher commodity prices, helped revitalize the industry by the close of the decade. Now in the 1990's, however, the need to improve competitiveness for profitability has re-emerged in greater intensity. In the current climate it is considered that there are three strategies available to industry to ensure profitability: continued rationalization and restructuring; optimization of operating practice; and technology development and transfer.

The U.S. Geological Survey (USGS) in cooperation with the New Mexico Bureau of Mines is conducting an assessment of mineral resources in the 36,800 km2 Mimbres Resource Area, southwestern New Mexico. Included in the assessment is a literature-based evaluation of sand and gravel that utilizes third party geologic information. The USGS has developed a method based on existing 1:500,000 scale geologic maps supplemented by remote sensing, statistical models, and point data such as test hole or pit records. The method defines the areal extent, quality, and quantity of aggregate.

A parametric study was conducted to establish the optimum operating conditions for the column flotation of fine coal. The parameters examined in this investigation included collector and frother dosages, feed solids content, and the volumetric flow rates of feed slurry, air and wash water. Despite the wide range of conditions studied the experimental data were found to fall along single grade-recovery curves, just below the maximum separation predicted by the release analysis technique. The deviation of the parametric test data from the release curve was attributed to the nonselective entrainment of mineral matter associated with poor froth washing. The operating point on the characteristic recovery-grade curve was found to be primarily determined by feed rate and aeration rate.

"In order to sustain the operations in chromite processing plants, due to concentrate selling cost, plants are in need of optimization in terms of capacity and recovery increase. In this study, DAMA Engineering carried out a methodological study for the purpose after a detailed sampling campaign in a plant which is situated in one the main chromite zones in Turkey; 1 The current status of the plant was investigated quantitatively with the bottlenecks, Plant overall efficiency in terms of recovery, Efficiencies of the particular equipment (mill, screen, gravity circuit), 2 A new circuit was proposed with the available equipment, 3 The new circuit that is product of modeling and experimental effort, was evaluated quantitatively as if it is a running plant, After 4-5 months continuous effort, the capacity of the plant was almost doubled (37 tph to 70 tph) and the plant overall recovery was increased from 48% to 63% by grinding adjustments and additional shaking tables theoretically. It was shown that the plant may move into profit with the minimum amount investment using readily available system. INTRODUCTION TO THE CURRENT PLANT The objective of the study is to increase the capacity and recovery of the chromite plant owned by Kurmel Group, Akmetal Inc. The complete study is given elsewhere (DAMA, 2016). The plant is situated in one of the main chromite zones in Turkey; Aladag. The current capacity of the plant is around 35 tph and the overall recovery declared by plant engineer is around 47 %. The chromite plant mainly has 3 units; crushing, grinding and gravitational circuits. The crushing circuit has 3 stages; a jaw crusher, a secondary cone crusher and a tertiary cone crusher operating in closed circuit with a vibrating screen with the aperture size of 15mm. In grinding circuit, a rod mill (2.44 6m x 3.6) and a ball mill (2.13 x 2.3m) are used for primary and secondary grinding, respectively. Derrick screens are used for the size separation. Additionally, for the size classification of the system, hydrosizers are used and each size fraction is sent to the shaking table sets. The middling product of the tables is subjected to re-grinding with a ball mill with the dimensions of 2.1 x 2.9 m. The capacity and the recovery are affected by several bottle necks; hydrosizers’ pure classification, primary/secondary mill power vs capacity problems, re-grinding product’s high slime content and so on. These combined factors made the plant to run in low recovery and capacity. Hence, DAMA was asked to make a study to investigate current status of the plant and propose a new solution to increase capacity and recovery of the plant. The conceptual flowsheet of the circuit is given in Figure 1 below."
