BACKGROUND Forsmark Power Station is a nuclear power plant under construction at the Baltic abt 120 km north of Stockholm. Investigations on the Site were started in 1969. Areas were reserved for a maximum of 6 units of which the buildings for two of them, Unit 1 and 2, were nearly finished in 1976, when the investigation for Unit [3], here presented, was carried out, cf Fig. 1. There are several potential large-volume uses for coal ash in mining-related applications that could be environmentally and economically beneficial to mining companies. Actual usage, however, may be constrained by regulations or by perceptions of coal ash and the potential uses. To identify currently allowed uses and to assess constraints to coal ash use in the eastern coal fields, questionnaires were sent to state coal mining agencies to determine their policies on coal ash utilization and to mining companies to solicit their viewpoints on coal ash utilization. Identifying and understanding the constraints will allow for the development of a coordinated and consistent approach to remove or reduce these constraints and possibly allow for increased utilization of coal ash by the mining industry. This paper summarizes the findings of our investigation.

Computer technology was applied to solve three problems in the selling of certain industrial minerals to the glass and foundry industries. The computer solutions provide for better service to customers and have helped increase sales. II. Summary Electronic data processing techniques were applied: 1. To automatically and continuously "trace" rail car shipments of bentonite. 2. To aid our sales people in recommending to glass plant purchasing agents which of several possible feldspathic materials is the best value at any of about 100 glass plants and to give guidance on the amount of value difference. 3. To help in locating plant sites for three blending or pre-mixing stations to serve the foundry industry at minimum cost and with maximum tonnage and maximum profitability.

Coal bump, or coal burst, is one of the catastrophic disasters in underground coalmine. Among them, approximate 80% of recorded destructive burst events were occurred in mining roadway. The bump panel is often formed by hard coal seam and hard main roof; however, the cause and course of the bump events are not understood yet. This study provides a fundamental theory for the causality and progress of a coal bump event occurred in longwall roadway. Considering hard roof condition commonly existed in bump panels, we think that the abutment pressure induced by suspended roof behind the working face is the trigger of a coal bump event occurred in the roadway. Once high abutment pressure is concentrated on the hard coal seam around the working face, the roof and the coal around the working face form a seesaw-like structure, which leads the roof in front of the working face moving upwards. The movement of roof uplifting in front of the working face is a well evidenced phenomenon in practice, namely, roof rebounding, which causes unloading of the normal stress on the roof-coal interface around the roadway. A rib coal block bump mechanical model has been developed to establish the critical equilibrium equation of the coal block. Result shows that, the force source of coal bump is the horizontal ground stress perpendicular to the rib surface; and the slippage of the coal block is caused by the unloading of the normal stress acting on the roof-coal interface. Based on the causality and consequence theory of coal bump developed in the paper, several new prediction and prevention measures have been developed, including roadway design and in-tunnel reinforcing methods. The commonly used prevention measures in present have also been discussed. This paper presents a comprehensive explanation of coal bumps occurred in longwall roadways, from abutment pressure at working face forming seesaw structure to roof rebounding leading slippage of the rib coal mass into roadway, which provides a fundamental theory for coal bump causality mechanism and prediction and prevention technology.

The content of the paper by V. Rajaram does not fulfill the expectations of the title. But Rajaram submitted the article in October 1983, and he could not have foreseen the numerous developments that would occur before his paper was published more than two years later. Nevertheless, Rajaram failed to mention the interest in oil shale development in southern Indiana beginning in late 1979 and continuing through the present as a result of special financial encouragement of three oil shale projects in May and August 1984 by the Indiana Energy Development Board and the Indiana Corp. for Science and Technology. A session at the 1985 Eastern Oil Shale Symposium in Lexington, KY, Nov. 18-20, 1985, gave the current status of oil shale developments in the eastern United States. Speakers at this session reported on the three Indiana projects. First, Gary D. Aho, Cliffs Engineering Inc., spoke on a feasibility study by Cliffs Engineering and Allis Chalmers for a site-specific pilot plant using the Allis Chalmers process. The plant site is in Clark County, IN, on property of the Midwest Energy Resources Co. The project is funded by $240,908 each from the Indiana Energy Development Board/Corp, for Science and Technology (EDB/CST) and the US Department of Energy (DOE) and $120,454 from the corporate sponsors (total $602,270). Completion is scheduled for mid-1986. Next, Edwin M. Piper, Stone and Webster Engineering Corp., discussed the American Syn-Crude/Indiana Oil Shale Project. This effort followed the completion of two smaller projects funded by the Indiana EDB/ CST: "Testing of Indiana Oil Shale in a Petrosix Pilot Plant" (total funding by EDB/CST at $50,000) and "Assessment of the Petrosix Process for an Indiana Shale Oil Plant" (total funding by EDB/CST at $100,000). The status at the time of the report at the Oil Shale Symposium was that a request for an extension of time for securing nonfederal support had been submitted to the US Synfuels Corp. The proposal included building an 11-m (36-ft) diam retort in south-eastern Indiana to process the New Albany Shale and to produce 366 m3 (2300 bbl) of shale oil per day by the PETROSIX process. The Indiana EDB/CST had contracted with Stone and Webster at $401,100 from EDB/CST and $245,835 from Stone and Webster for activities to advance the project in the negotiations with Synfuels Corp. At the time of the report, this project was the only eastern oil shale proposal that was still on the agenda of the Synfuels Corp. As a result of Congressional action in late December 1985, federal support from the Synfuels Corp. is no longer possible. Finally, Victor H. Carr, Eastern Shale Research Corp., described his firm's project, which is jointly supported by DOE ($227,749) and the Indiana EDB/ CST ($73,850) and is entitled "Feasibility Study to Determine Suitability of an In-Situ Process to Recover Hydrocarbons from Eastern Shale." An area in Scott County, IN, had been chosen, but not a specific 9 x 15-m (30 x 50-ft) site. One burn of a small in situ retort is contemplated as part of the project. Besides these three projects, several reports on shale research were presented. Joseph Damukaitis, American Syn-Crude Corp., reported that a pilot plant using the hydrogenation-extraction (H-E) process (described at the 1984 Eastern Oil Shale Symposium) was 94% built and would go through shakedown with oil shale but would then shift mechanical devices to process coal mine waste. Current status of research on the HYTORT process was then presented by Raymond C. Rex, Jr. Oil shale beneficiation research at the University of Alabama/Minerals Research Institute was reported by R. Bruce Tippin. Scott D. Carter discussed continued research on fluidized-bed retorting of shale at the Kentucky Center for Energy Research Laboratory. Carl E. Roosmagi of DOE, Morgantown, reported on the oil shale research at the Morgantown Energy Technology Center (METC) laboratory. Henry J. Gomberg, Ann Arbor Nuclear Inc., discussed "Radiation Combined with Donor Solvents for Extraction and Up-Grading of Kerogen." Aurora M. Rubel and coauthor Eileen Davis presented results of research at the Kentucky Center for Energy Research Laboratory under the title "The Effect of Shale Particle Size on the Products from the Bench Scale Fixed Bed Steam Pyrolysis of Kentucky Sunbury Shale." Lastly, Maria Rockwell, Technical University of Nova Scotia, presented "Processing and Up-Grading of Low Grade Nova Scotia Oil Shale for Potential Use." A review of shale oil prospects by Gerald Parkinson in Chemical Engineering for Feb. 3, 1986, covers both western and eastern projects and includes a report that the US DOE is funding a few relatively small projects; most of the fiscal 1986 budget of $12 million for shale oil is for fundamental research. Projects include a $3.2 million three-year contract with Hycrude Corp. (Chicago) for development of the HYTORT process and a $1.2 million three-year contract with the University of Alabama's Mineral Resources Institute on beneficiation of eastern oil shale by froth flotation. The report incorrectly states that current projects include a total investment of $466 million in a pair of 18-month technical and economic feasibility studies for proposed projects in southern Indiana. These projects include the Kumtor Project, the Kubaka Gold Project, the Kazgold Project, the Aginskoe Project and the Jerooy Project. These projects are all in various stages of detailed engineering and construction. In this paper, Kilborn will discuss our experience in the CIS and share some insight into project development in this geographic region.

The White River Shale Oil Corporation (WRSOC) is developing a prototype oil shale facility on Federal Lease Tracts Ua and Ub located in northeastern Utah. This paper covers the successful driving of 1,525 m (5,000 ft) of dogleg downgrade decline with a 70-ton Paurat Roadheader mining machine and a conveyor muck-handling system. Ground support is with rock bolt and shotcrete; welded wire mesh is optional. The Upper Decline of 3.89 m by 8.69 m (12.75 ft by 28.5 ft) was mined through the Uinta Formation sandstones and shales in 210 days. The sandstones have a compressive strength in the 48 MPa (7,000 psi) range with a few bands of shale up to 137.8 MPa (20,000 psi). Green River Formation dolomitic marlstone with some sandstone lenses was mined in the Lower Decline 3.89 m by 5.64 m (12.75 ft by 18.5 ft) in 175 days. The Green River marlstones are tough massive formations ranging up to 206.8 MPa (30,000 psi). Roadheaders for use on steep slopes must be modified to accommodate the particular problems associated with mining downdip. The paper concentrates on the application of Roadheaders to steep slopes and the problems of mining tough materials such as marlstone. The paper also shows the advantage of using the method of excavation on long drives.

The DC Graphite Melter has been shown to be capable of processing radioactive waste materials. The process is characterized by its high temperature capability and operation in a closed system. From an environmental perspective, the control of emissions coupled with destruction for hazardous organic materials is mandatory. These same characteristics may be applicable to the minerals processing industry. Under normal operation, the system reaches temperatures for nominal operation of 1600°C, with an arc temperature in the order of 5000°C. The system temperature is determined by the melt temperature of the material being processed. In testing of a 750 lb/hour unit, temperatures of 2200°C were reached. Current focus is on finding waste treatment and metals recovery opportunities in the metals processing industry for his innovative technology.

Recent advances in rock mass mechanics and computational technology now allow for stability analysis of excavations in "wet" mines where mining-induced changes in rock mass deformation and fluid flow are coupled and time-dependent. All the usual dry mine parameters including the premining stress state and rock mass properties are taken into account, in addition to water pressure and flow in jointed, possibly porous, rock masses. Finite element analyses of shafts and tunnels as circular, elliptical, rectangular and arched-rectangular hole shapes excavated in an initially stressed and pressurized rock mass indicate that the usual guidelines for optimum shape and orientation of single openings apply. Here, optimum means maximizing the minimum wall safety factor, or equivalently, minimizing the peak stress concentration. The results also show that failure originates in elements at the wall and that the minimum safety factor at the wall in the wet case is always less than the dry case regardless of drainage time allowed.

Stratiform uranium deposits occur in Canada along the north shore of Lake Huron near the base of the Middle Precambrian Huronian Supergroup. Outcrop of the Buronian Supergroup extends for over 400 km from Sault Ste. Marie in the west eastward through Sudbury and then northeastward to Cobalt. Maximum stratigraphic thickness exceeds 5 km. The predominant Huronian rock type is metamorphosed sandstone (quartzite), with sub- ordinate argillite, conglomerate, mixtite (possibly tillite), volcanic rocks, and minor limestone, Much of the quartzite is highly feldspathic. Substantial uranium ore was first discovered in Huronian rocks in 1953 and has been exploited continuously since the initial mine-mill plant was constructed at the Pronto ore body, 30 km south of the present townsite of Elliot Lake. Only one ore body remains in production, however. It is shared by Rio Algom and Denison Mines 14 km north of the town of Elliot Lake.

The occurrence of rock bursts in some deep mines throughout the world constitutes a severe operational hazard. In addition to endangering the safety of the miners, the rock-burst problem is a major factor in mining economically in deep mines because of the loss of production and expense owing to cleanup and repairs following a burst. Developing means of controlling or eliminating rock bursts has been the subject of intensive research for over 50 years. While much has been learned about the effects of rock bursts, little is known about their basic causes; hence, control measures have been at best only partially effective--attested to by the number and severity of bursts that continue to occur throughout the world each year. In the Coeur d'Alene mining district of north Idaho, the rock-burst problem continues as the silver and lead veins persist at depth. These veins are presently being mined at greater than 7,000 feet below the surface and will be mined to some 10,000 feet in the future. The majority of rock bursts in this district occur in pillars. While pillar bursting has been essentially eliminated in some deep-mining districts by longwall techniques, modification or application of this technique to the thin, irregular, and near vertically dipping veins of the Coeur d'Alene district has not been found to be practical. The creation of pillars is a consequence of the horizontal cut and fill mining method used. Figure 1 shows a vertical longitudinal projection of the silver vein at the Galena mine, illustrating the mining method. Stoping progresses between raises and is carried upward between levels. A horizontal pillar is created as a stope approaches a mined-out level. Recent broad-band micro seismic monitoring of rock-burst-prone stopes by the Bureau of Mines has shown that potential burst zones could be delineated weeks in advance of a burst and that a definite sequence of events took place prior to the occurrence of a pillar burst (1). Hence, time was available for control measures to be effected when a stope pillar reached a critical burst geometry.

Recycling of such municipal solid wastes as glass containers, metal cans, and newspapers has received increasing attention recently. However, municipal solid wastes account for only 1% of the total solid waste stream in the United States. The remainder includes hazardous and non-hazardous industrial wastes. Generators of industrial wastes are facing higher landfill costs. Future liability potential, and public image concerns which are forcing them to seek innovative and often profitable solutions to minimize, reuse, and recycle their waste streams. Opportunities for the mining industry in industrial recycling include recovery of mining wastes and by-products, and utilization of mineral products for treating waste streams.

West Virginia, although having adequate solar insolation, has witnessed very little actual solar development to date. The reasons for this lack of development are varied, but the primary obstacles to future development appear to be the absence of state-level policies and regulations promoting growth in the solar industry. West Virginia possesses large tracts of under-utilized land throughout the state created by previous mountaintop mining operations that could theoretically be re-purposed for solar farm development. Accomplishing this task will require not only revisions to the current legislation, but also acceptance by utility companies, landowners, and mining companies. Solar developers will need confidence that they can secure revenue from the electricity and Renewable Energy Certificates (RECs) generated by solar projects. Additionally, solar companies will need assurance they will be protected from any non-related environmental liabilities that could arise in the future. The primary avenue in bringing significant solar development to West Virginia will come through large corporate clients demanding or partnering with utility companies for incorporation of solar options into their energy portfolio to help meet established sustainability goals. This scenario has been witnessed in other states where a large client demands renewable options. Solar development could also represent a means through which mine operators might alleviate some of their reclamation and bonding obligations; where the landowner could supplement income from their underutilized land holdings; and where displaced miners could be repurposed in solar installation/maintenance jobs. Utilizing data from the West Virginia Permit Database, this report identifies several mine sites that hold potential for solar development in the future. INTRODUCTION The diversification of energy sources in the United States (US) has seen major shifts during the past decade resulting from: • A sudden abundance of low-cost natural gas becoming available through advanced horizontal drilling and hydraulic fracturing techniques. • Incentive-driven policies leading to new development in alternative energy. • The emergence of renewable energy sources, proliferated by state and federal level incentives and falling capital costs. Coal was once the primary low-cost fuel source for the generation of electricity in the US for most of the last century, providing approximately 50 percent of the total production capacity. However, within the past decade lower-cost natural gas has overtaken coal as the primary source of fuel used in electricity generation, and renewable sources have steadily grown to account for approximately 10 percent of the overall mix.

Concentrations of minerals between 3.5 and 5 specific gravity such as ilmenite, rutile and zircon in large accumulations of sand constitute "heavy mineral" placers. Two fundamentally different modes of formation characterize "trap" and "bed" placer variants. Smaller and generally higher grade trap placers form during sediment erosion or reworking. Because of their smaller size, they rarely yield economic heavy mineral deposits. They become economic, either if they contain more valuable "heavies" such as gold, or, if they occur within or near much larger but lower grade bed placers. Bed placers form during sediment accumulation episodes in any environment and lithofacies where mineral supply and fluid dynamics are favorable. Three heavy mineral deposits are discussed to illustrate bed placer geology and how trap placers occur with and relate to them.

Advanced remote sensing can be a powerful new information tool to help private and public entities make better environmental and resource management decisions. However, some regulated entities are reluctant to develop or use this tool because of their concerns that it will lead to increased risks and costs of environmental legal liability. They fear that new ways of monitoring the environment will increase liability, undermine existing enforcement agreements, reopen compliance agreements, and generally provide a competitive disadvantage to early adopters by accelerating environmental cleanup costs. Others counter that the increased risks are marginal, and that several advantages outweigh these risks, including the opportunity to more effectively manage environmental operations, target and set priorities, measure and track management and compliance effectiveness, provide more defensible environmental assessments and baseline conditions, make and defend optimal siting decisions, and avoid or resolve environmental disputes. This paper offers strategic advice on ways regulated entities can enjoy the benefits of these powerful new information tools while mitigating down-side legal and compliance risks as much as possible.

Lingering effects of the 1990 oil shock that included overbuilding and corporate and individual financial distress caused the Gross Domestic Product to fall slightly to $5.67 billion (US billion = l09). With 254 million people - 697,000 in mining and petroleum - the US has more than 100 million dwelling units and 190 million licensed motor vehicles. New private housing starts fell 15% to one million units. New car production fell 11 % to 5.4 million units. Truck and bus production fell 8% to 3.4 million units. The inflation rate was 3%, while the prime rate of interest was 8.5%. The Producer Price Index (1982 = 100) changed as follows: -fuels and related products and power down 1% to 8l, • metals and metal products down 2% to 120, • chemicals and allied products up 2% to 126, and • non-metallic mineral products up to 2% to 117. Energy Imports of crude and refined petroleum, costing $50 billion, fell 5% to 2.8 billion bbl. Domestic petroleum production rose 1% to 3.6 billion bbl. Petroleum supplied about 39% of US energy, natural gas 24% and coal 22%. The National Energy Strategy was announced in February 1991. Its purpose is to encourage domestic production of fossil fuels and nuclear and renewable energy and to stimulate efficiencies in use. Congress continued to debate the strategy and took no action. Coal production fell 3% to 902 Mt (994 million st). About 60% of that came from surface operations. Seventy-eight percent of the total was used to generate electricity and 3% was coked.

"INTRODUCTION Contemporary city is made of layers. Physical structures layers (built fabric, residential, commercial industrial etc. ), infrastructural layers (below and above ground), “green” layers (parks and open spaces), and also informational layers, i.e. connections, links, between sectors of the city and other territories. The “city of layers” concept represents the exercise of “rebuilding the city” per each layer, highlighting those physical built structures that are functional to define a relation. For example, if consider the “connection” relation, the city is re-designed by considering only transportation built structures. The layer obtained in such fashion is hence the “transportation” layer, including below grade infrastructures (subways) and above grade lines (rail, bus, tramways etc.), as below shown in Figure 1.In this sense, the contemporary city is represented by separate constructs assembled together according to a specific functionality (e.g. “connection”). As a consequence, the relation between what is built underground, and the related above-ground development, can be perceived in his most evident appearance. What could happen within the contemporary city if the planning process would begin from below to above and not vice-versa?INTERACTION The question risen in the introduction is strategic when approaching the difficult task of designing (or re-designing) a multi-level organism like the contemporary city. Nowadays, the theme of integration between underground and at-grade master planning has become the subject of many urban renovation projects, where the design process has begun within the transportation layer, underground, and further developed by interacting with at-grade structures already existing or in phase of design.A series of case studies where below/above interaction plays a key role in the project will be further analyzed. Moreover, it is relevant to understand the mechanics of an urban transformation process that originates within the transportation layer and ends up with the design of entire sectors of the city. The Transit Oriented Development approach is a useful tool to clearly understand such transformation process. TOD has become, in particular in the last decade, one of the most effective tools for urban design, in order to solve simultaneously the many different instances related to transit planning, urban design and real estate market."

Based on the results of these studies, a new calcium carbonate treatment program was developed that shows excellent Inhibition characteristics and Is not sensitive to calcium hardness.

Radon in the Environment Radon, as a natural nobel gas, can be detected nearly everywhere in the environment as a decay product of ubiquitous uranium. As it is emanated from soil and rocks measurable concentrations have been found at the surface of soils and in even higher concentrations in enclosed spaces like, for example, mines and buildings. While above soil surface activities caused by radon have been found in an order of magnitude of up to 1 pCi/l (Weigel, F. 1978), concentrations in enclosed spaces and mines are higher because of the lack of atmospheric circulation. Beside air circulation the relevant figure depends on the Ra226-concentration in the surrounding rocks or building material, as well as on emanation coefficient and the diffusion coefficient. While representative Rn222concentrations in well ventilated buildings are reported to be in an order of magnitude of 1 pCi/l maximum values up to one order of magnitude higher have been found in badly ventilated brick buildings (Ettenhuber, E., Lehmann, R., Clajus, P., 1978) (Aitken, J.H., et al., 1977). Just now it was stated that the reduced air circulation due to German legal regulations on energy conservation will increase radon exposure of the public considerably (Jacobi, W., 1979). Radon in Mines Radon exposure of workers is, of course, a matter of concern in uranium ore mines where relatively high concentrations of the uranium to be mined are present. Measures to protect workers' health have been implemented, based on experience on dose-effect relationship. They serve to meet exposure standards by limiting inhalation of radioactive particles, in reducing radon concentrations or in limiting working hours. Both improved measuring devices and capacity as well as the lower discrimination threshold enable to measure radon concentrations in other mines, e.g. in coal mines. It is known that radioactivity in coal is small compared with that in other minerals and even soil, rocks. Nevertheless, radioactive elements were identified in coal and so the question was whether the concentrations of radon in coal mines might be a subject of concern. The problems encountered when measuring radon in coal mines are described below, as the measuring device has to be flame proofed which is an important additional requirement. Measured radon concentrations in British coal mines have already been published (Duggan, M.J., Howell, D.M., Soilleux, P.J., 1968 (Dungey, C.J., Hore, J., Walter, M.D., 1978). The authors found concentrations of up to 14 pCi/l in Cornish mines. In most cases the values were in the order of 2 pCi/l. These results were consistent with measurements reported from U.S.-coal mines (Lucas, H.F., Gabrush, A.F., 1966). Such concentrations of radon were not considered to represent a hazard for British miners (Ogden, T.L., 1974). In Germany, too, first measurements have been carried out in five coal mines in the Saarland in the 60's. Air samples were taken at different places in the coal mines, dried, fed to an ionisation cell and measured by a device including reference cells. Samples taken at ventilated places showed radon concentrations consistent with the lower British results. They all kept within the standards of the first German regulation on protection against radiation. Measuring the radon daughters was renounced because of the relatively low radon concentrations and the requirements for flame proofness in coal mines. Moreover, it can be ascertained that because of the effective ventilation the disequilibrium factor between the decay products and the radon concentration remains far below the value of one (Muth, H., 1978) (Keller, G.). In 1979 the committee on mine safety and health protection in coal and other mines of the EEC proposed to have measured and evaluated radon concentrations in European coal mines to find out whether they complied with international standards. Great Britain and Germany agreed to this proposal and by commissioning such measurements to scientific institutes complied with the request to harmonize the methods used. In the Federal Republic of Germany, e.g. Westfälische Berggewerkschaftskasse (WBK) and Staatliches Materialprüfungsamt; Dortmund (MPA) were requested to carry out the measurements in coal mines of the Ruhr coalfield whereas Saarberg Interplan was responsible for the Saar coalfield. The WBK measurements are reported in later paragraphs.
